d CITY COUNCIL The city of Novato has a City Council with five council members. They are elected at large to staggered, four-year terms. The council members select from among themselves the Mayor and Mayor Pro-Tem (Vice Mayor) for one-year terms. Regular City Council meetings are held on the 2nd and 4th Tuesday of the month, although this is subject to change and special meetings are often added. Most council meetings are held in the Council Chambers at City Hall, 901 Sherman Avenue.

Community Development The Community Development Department consists of four divisions: Planning, Building, Code Enforcement and Housing.

The Planning Commission reviews land use proposals, providing recommendations to the City Council on the General Plan, Master Plans, Precise Development Plans, Specific Plans, rezonings, annexations and CEQA determinations.

The Design Review Commission reviews site design, architecture and landscaping, providing recommendations to the Planning Commission on Master Plans, Precise Development Plans and Subdivisions.

Finance The Finance division of the Administrative Services department provides financial services and fiscal management to all city departments.

Emergency Preparedness Get Ready Novato! The people of Novato and all of Marin County face a multitude of hazards including earthquakes, wildfires, flooding and landslides. To address these public safety risks, a simple and free twohour emergency preparedness program is being offered to all households in the county through the Get Ready Emergency Disaster Preparedness Program.

Get Ready is a collaborative effort between all the communities and jurisdictions within Marin County with a goal to prepare households with the necessary skills and information to survive and cope with a disaster for five to seven days.

ABout ovato is an economically diverse and vibrant North Bay city of 53,000 residents, and one rightfully proud of its heritage, amenities and resilient economy.

Highway 101 connects this northernmost Marin County city to San Francisco to the south and Sonoma and Napa counties to the north. Because it serves as a natural hub, global corporations, cutting-edge startups and niche independent businesses consider Novato’s economic strengths and location as ideal for their home base.

In turn, families and individuals are drawn by the city’s bucolic landscape and friendly neighborhoods. The Sonoma Marin Area Rail Transit (SMART), carrying riders starting in 2016, will enhance commuter green options and a greater regional labor pool, middecade onward.

Covering an area of 28 square miles, Novato is 20 miles north of the Golden Gate Bridge, 27 miles from downtown San Francisco and 15 miles south of “Wine Country.” The mean annual temperature is 67 degrees, with lows averaging 46 degrees and highs averaging 71 degrees. Rainfall totals about 27.5 inches per year.

Novato residents take great pride and interest in all their city has to offer. A low population density and expansive open space help create today – and ensure for future generations – Novato’s rural, smalltown atmosphere.

Quality-of-life standards have consistently been a top priority and focus with Novato’s community leaders in education, business, government and volunteer organizations.

d Novato’s History Novato’s history dates to 1300 AD when Miwok Native Americans lived in a village at the base of Mount Burdell. Legend has it that the Spanish taught the Miwok how to build with adobe and to cultivate food crops for trade with Spanish missions.

Mexican governors made land grants in the Novato area. In 1839, Fernando Feliz was granted Rancho de Novato. The following year Ignacio Pacheco received Rancho San Jose.

After being sold several times, Rancho Novato was purchased in 1856 by Francis DeLong and Joseph Sweetser. Subdivision of 6,000 acres by DeLong was the beginning of present day Novato.

Historical Downtown Novato The beginnings of downtown date back to 1888 when the Home and Land Co. (then corporate owners of Rancho Novato) auctioned off more than 200 lots in the area of East Grant Avenue and Olive Avenue. By 1910, Main Street boasted four hostelries and a large number of bars. The town was officially incorporated in 1960.

Novato now has a growing number of innovative businesses. Its city government is distinguished in Marin for its responsiveness to the democratic process. d Novato Unified School District Novato schools provide strong academic programs along with safe and wellmaintained campuses. Outstanding schools, high-achieving students, skilled staff, involved parents and a supportive community are celebrated in the Novato Unified School District.

On statewide tests, Novato students rank among the highest in Marin County, while Marin is the highest achieving county in California. Graduates of Novato’s public schools go on to top universities and colleges in the country. Novato public schools and educational programs have earned a multitude of honors, including prestigious California Distinguished School Awards and Golden Bell Awards. Our athletic teams and visual and performing arts programs have won many championships at the local, regional and state levels.

The fully modernized Transportation Technology Complex, the home of the Automotive Collision and Repair and Automotive Technology programs, is a stateof-the-art building. Built according to industry standards, it features the technology to help students develop the skills required today, and in the automotive future, such as electric plug-in vehicles, hybrids and other evolving alternative transportation options.

The IVC Main Building at the campus entrance provides an impressive welcome to the campus. The 32,264-square-foot building houses a variety of workforce development programs and faculty offices, including Dental Assisting, Medical Assisting, Multimedia Studies, Emergency Medical Technician, Court Reporting, Internet Café and Media Resource Center.

The district serves students in grades K-12 in eight elementary schools, three middle schools, two comprehensive high schools, an alternative high school, one charter school and an independent study program.

Privately owned and operated before and after school childcare programs are available on every elementary campus.

The Novato Unified School District’s boundaries encompass 70 square miles and more than 7,800 students, making Novato Unified the largest school district in Marin County and the city’s second largest employer. Novato Unified is governed by a seven-member Board of Education. The Board meets on the first and third Tuesdays of each month at 7:30 p.m. in the District Education Center.

Real Estate d Housing in Novato A desire among Bay Area residents to live in Northern Marin County has created a steady demand for Novato housing. The median home price of single family residences in Novato in 2013 was $743,000 and the median price of a condo was $336,000.

With Novato’s award-winning schools, close proximity to San Francisco and dedicated open space, Novato’s a haven for families and retirees alike. The average age of Novato residents is 40.7 years.

Novato enjoys a strong ownership market and it is a well-known fact that home ownership is integral to the fabric of a community. Sixty-seven percent of Novato homes are owner occupied, and the 4.1 percent vacancy rate for owner-occupied and rentals stands at half that of countywide and statewide numbers. Leadership Novato eadership Novato, a proven, respected Chamber program, offers fast-track networking, political knowhow, as well as resources to influence, and courage to change direction and make friends in unexpected places. Leadership Novato is the NCOC’s “Novato Masters Program.”

Leadership Novato is a nine-month educational program in which participants gain greater knowledge and perspective of trends and issues shaping the Novato community. Leadership Novato kicks off with a retreat and first session on back-toback days in September. Leadership meets one full day a month for the next eight months, and the class graduates in May. The Leadership mission is to identify and nurture existing and potential community leaders, to increase their knowledge of the community, and enhance individual leadership skills.

A key component to Leadership is team projects, in which students are divided into break-out teams to create and carry out Novato community projects. In that

process, Leadership candidates grapple with the challenges of the team process and the finer points of leadership.

There’s no charge to apply and scholarships exist for independent business

owners. Our graduates have effectively influenced the future of Novato and greater Marin County for more than 23 years.

he city of Novato contracts with the Chamber to operate the full-service Visitors Center that directs thousands of walk-in visitors, tourists, and new residents to Chamber Member businesses monthly from its convenient downtown location. The Chamber staff provides visitors, residents and potential residents with destination directions, maps, relocation packets and fields general questions about Novato and the region.

VisitNovato.com furthers that reach with information about stay, play, eat, meet and shop attractions in the city. Managed by the Tourism Committee, a group of hospitality professionals, the site is a valuable link for drawing visitors, including many from Canada and Europe, to Novato. A portion of the money generated by overnight visitors – Transient Occupancy Tax which makes up 10 percent of the city’s budget – provides the operating budget for the Visitors Center and promotional outreach throughout the year.
