welcome from the chamber The Patterson-Westley Chamber of Commerce offers this publication as a token of our commitment to our vision of working together as a community of businesses (profit and nonprofit) and residents promoting the business interests of the Patterson-Westley area and advocating for the positive growth and enhancement of our community while maintaining our traditions and personality. The Chamber is a vibrant, thriving organization in the process of revitalizing itself with renewed membership, business partnerships and services. Incorporated in 1923, we remain a united group of individual business people who work voluntarily to develop and maintain a business environment of prosperity and growth for the business community.
provide small business development outreach. “Connecting the right person at the right time with the right message in the right way. As an all-volunteer group, our operations are supported by member investment and fundraising actives such as community publications and our annual Lobster Fest, held in the fall of each year. Each year we invite local business and community members to enjoy an old-fashioned, familystyle lobster meal that has grown in popularity to now include a Surf and Turf version.
As a Chamber membership of large and small business, we strive to foster a positive business climate while advocating for the intelligent growth and enhancement of our community. Our members are invited to attend informational seminars and networking opportunities through morning coffee hours and evening mixers where they can share ideas, learn from each other and learn from experts.
With our roots firmly planted in the community, we give back each year through the annual Patterson Downtown Christmas event, which has been sponsored by the Chamber since as far back as 1924. Today Santa Claus arrives to his workshop as part of an Electric Light Parade, where he stops to visit with local children, sit for photos and share a small gift.
We are working closely with the Stanislaus County Economic Development and Workforce Alliance and other business experts to develop educational seminars and
In 1929 event founders added the first lit Christmas tree in the Downtown Plaza as part of the celebration, and in 2010 we had over 50 trees throughout the downtown park area.
The Patterson-Westley Chamber is dedicated to preserving the quality of life in the Patterson area while supporting economic development through relationships that support business development and workforce training. We encourage members and community members to support economic development by shopping local.

message from the police chief tori hughes
It has been my honor to serve as Patterson Police Chief over the last year. I am privileged to lead a professional group of men and women dedicated to serving your community. Patterson is a business-friendly community and values its commitment to the safety and welfare of the residents and visitors to your thriving city. I have been committed to community-oriented policing since taking my oath in January 2010. Through active communication and partnerships, we have enhanced the quality of life in Patterson. I look forward to my continued service and dedication to the City of Patterson.
Emergency Preparedness: When people hear the words emergency preparedness, the perception may be…preparedness falls on the local officials within their communities, which, in context, is correct; the City of Patterson oversees the emergency management program including mitigation, preparedness, response and recovery for the entire city and its residents; however, it goes much deeper than that. Just as important as protecting our community, the City of Patterson has to plan for continuity-of-government—moving forward after a disaster has taken place. We must be prepared to conduct business even with blocked roads, disruption of utility services and loss of critical infrastructure such as communications. In addition, preparing for potential disasters includes all of us – taking a

PATTERSON & WESTLEY: THEN & NOW Rancho Del Puerto And The Patterson Colony Editorial section submitted by Claude Delphia, The Patterson Historical Society and the Patterson-Westley Chamber of Commerce Picture the San Joaquin Valley as it was in 1800. A vast sea of native grasses and oaks growing near the rivers, and miles apart native Yokut Indian settlements were the only inhabitants. Over the hill at the south end of San Francisco Bay, in the Santa Clara Valley, were two missions that served this area, Mission San Jose and Mission Santa Clara.
who made it impossible to live on the grant. They were required to live on the land for a specified period of time. After California became a state, it was necessary for the Mexican land grants to be legalized by the U.S. Samuel G. Reed and Ruben S. Wade made claim to the Rancho Del Puerto and, on January 7, 1855, a patent encompassing the land grant was signed by President Abraham Lincoln. (It is said that Lincoln’s clerk was off that day, thus Lincoln himself signed the document now in the hands of the Patterson family.) Reed and Wade received title to 13,340 acres on August 15, 1864. They sold the grant to
As the Mexican Colonial period neared its end in 1846, two brothers, Mariano and Pedro Hernandez, Californios descendants of the DeAnza efforts to colonize the coastal area, wanted their piece of San Joaquin Valley and received a land grant on January 20, 1844, by Manuel Micheltorena, Governor of the Californias headquartered in nearby Monterey.
On a day in June 1909, T.W. Patterson and an entourage met near Salado Creek and the railroad tracks with W.W. Cox who was farming thousands of acres of the Pattersonowned land. He told Cox, “Will, I want to start a town here...” T.W. wanted the grain harvested as soon as possible so he could layout the colony. Those famous words

In order to maximize the assets for the heirs, it was believed that the Del Puerto land grant area needed to be commercialized. Heirs Thomas W. Patterson, a Fresno bank president, and cousin John Patterson from Canada comprised the principles of the Ranch Company investment group and developed a plan to subdivide the land into ranches of various sizes, most 10 to 20 acres, and to create a town to serve as a community hub for the land buyers.
For irrigation, T.W. developed a unique system that successfully pumped water to the dry land from the San Joaquin River, transporting it to the fields by a series of lifts and canals. This system still delivers water to the area mostly east of Hwy 33.
This Mexican Land Grant was acreage stretching mostly east of the present day Hwy 33 to the San Joaquin River. The northern boundary was Del Puerto Creek and the southern boundary was just south of Marshall Road. The brothers didn’t occupy the land for long, as they were harassed by native Indians

John D. Patterson added land, and at his death on March 7, 1902, a total of 18,462 acres was willed to Thomas W. and William W. Patterson, executors of his estate, and other heirs mostly in the East. Patterson’s estate was large by any standards at just under a million dollars. He also owned thousands of acres in two other farms in California, in addition to New York state assets.
The Patterson area land was sold to the Patterson Ranch Company on May 16, 1908, for the sum of $540,000 cash gold coin and the layout of farms, irrigation and a town were begun.
So begins the first recorded history of this area, a Mexican land grant whose later legal U.S. patent description starts: “Beginning at a Willow tree 18 inches in diameter marked P. No. 2 and P. No. 1, being a corner of the Rancho El Pescadero and Corner No. 1 of this Rancho (Rancho Del Puerto), thence meandering up the center of the San Joaquin River…”

Determined to make Patterson different from the other towns along the west side, he modeled his city after Washington, D.C., and Paris, France, by using a series of circles with radiating streets. Major avenues and streets were planted with Palm, Eucalyptus and Sycamore trees. Some seven miles along Sycamore Avenue were lined with trees of the same name and interspersed with Oleander bushes featuring a diversity of colors. The trees and bushes of this avenue have almost disappeared. Las Palmas Avenue was once lined with Eucalyptus between the Palms. Only the Palms remain, now designated one of three stateregistered historical landmarks in the Patterson area. The other two landmarks are the Center Building (now the museum) and the Hotel Del Puerto across the street (burned in 1996). The parks east of the Center Building were developed by T. W. Patterson. Once the Patterson Colony map was filed with the Stanislaus County Recorders office on December 13, 1909, sales of ranches and city lots began. Patterson was incorporated as a city in late 1919.
Patterson & Westley Today Today, the communities of Patterson and Westley are part of the fast-growing northwestern San Joaquin Valley. Together they host more than 21,000 residents – the majority of which reside in Patterson*.

location and transportation Location is among the Patterson-Westley area’s greatest assets. These quaint communities are nestled within the northwestern San Joaquin Valley, within beautiful Stanislaus County. Its position in the Modesto metropolitan area places it conveniently along the I-5 corridor, which connects the two communities to many of California’s major cities. Downtown Modesto is a short 16-mile drive, while Livermore is 45 miles away and San Francisco approximately 90 miles. The area is also served by Highway 33, which runs through the heart of both communities, as well as a variety of local thoroughfares that make getting around town a breeze. For those looking to utilize local public transit options, Stanislaus Regional Transit (StaRT) operates fixed-route bus service in Patterson and Westley, along with the Patterson Dial-A-Ride service. Riders take advantage of StaRT to travel throughout town and to surrounding cities where transferring to other transit operators (such as Modesto Area Express, Ceres Area Transit, the Bus Line Service of Turlock, the Riverbank/Oakdale Transit Authority and others) is available at no cost. Flight service is available through the Modesto CityCounty Airport. While the airport’s primary activity is general aviation, it does offer leisure charter service to resorts in Nevada and daily roundtrip flights to San Francisco through United Airlines’ SkyWest. Additional transportation outlets in the Patterson-Westley area include the California Northern Railroad (CFNR) and ports in Stockton and Oakland, all of which serve the business and industrial sectors of the area. Thanks to its location and the availability of convenient transportation options, getting around the Patterson-Westley area is an easy task.

Patterson Township Historical Society’s Museum Editorial submitted by Patterson-Westley Chamber of Commerce Preserving Patterson’s rich historical founding and enlightening future generations about our past has been the goal of the Patterson Township Historical Society since its organization in 1969. In cooperation with the City of Patterson, which owns and maintains the Center Building, the PTHS has operated a museum in the century-old structure since 1978. The Center Building, as well as the Del Puerto Hotel, was designed by noted Los Angeles architect Arthur Burnett Benton, a promoter of the Mission Revival style. It came under city ownership in the 1940s and was used sparingly after 1960 until the museum opened. The building is now on the registry of the National Trust for Historical Preservation in recognition of its historical importance. That listing assures its exterior protection. Most recently, the Historical Society established a Research Center. Many filing cabinets containing historical records, more than 5,000 photographs and numerous videoed interviews are available for historical research. The Patterson Township Historical Society has grown to over 280 members and appreciates the continued support of the community.

The early-day farmers were interested in cash crops instead of the orchards of walnuts, peaches, apricots and vineyards of grapes that T.W. envisioned. Acres of alfalfa and crops that cows and horses ate or could be sold at the end of the growing season prevailed in the early days. There were many small dairies scattered throughout the area, which then was the backbone of the economy. Work in the beginning days was done with mules and horses. It was mules and the Fresno scraper that dug the main canal. The animals also pulled plows, cultivators and other farming equipment to work the ground, plant and harvest crops.
Farming on the West Side Editorial submitted by Burta Herger The Rancho del Puerto land grant, which included the present town site of Patterson, was dry farmed with waves of golden wheat stretching as far as the eye could see. The town’s founder, T.W. Patterson, dreamed of a verdant oasis in the middle of the golden grain fields. In order for his dream to come true, a revolutionary irrigation system was produced that would make water “run up hill.” The first successful lift irrigation system in the world was started in July 1910 and was completed 14 months later. It lifted water 70 feet to its uppermost destination from the San Joaquin River through the 3.5-mile main canal and several pumping stations. Water flowed from the 85 miles of laterals for delivery to the growing crops.
completed near the foothills and gives additional security for irrigation water to the Patterson Irrigation District. The California Aqueduct built alongside the Delta-Mendota Canal furnishes no water to the local district. The many small dairies have given way to two large dairies in the area. The fertile land and water produce crops in Rancho Del Puerto that blend in with the farms to the south in the Crows Landing area and to the north in the Westley-Grayson areas. All together these lands produce a sizable portion of the economy of Stanislaus county. Patterson business are strategically located near several of California’s major markets and the Pacific Rim. The area is within 90 miles of
With the passing of time and the establishment of farms, T.W.’s dream came into fruition. All of the crops he dreamed of are now part of the agriculture scene in the area, plus many more. The animal power was replaced over the years with tractors and state-of-the-art machinery. With the mechanization and a good, steady labor supply, abundant diversified crops are the norm today. However, the trees, sod and row crops of tomatoes, spinach, broccoli, cauliflower, beans, cantaloupes and herbs are all irrigated with the same irrigation system that T.W. had constructed over 100 years ago. In 1951 the Delta-Mendota Canal was
