irst discovered by European explorers in the early 1600s, officially declared a county by Virginiaâ&#x20AC;&#x2122;s Governor Patrick Henry in the Revolutionary War era, named for the Indian Chief Powhatan, father of the Indian princess Pocahontas and surrounded by historically significant Civil War sites, Powhatan County is steeped in American history.

The first Europeans arrived in the area in 1608, when an expedition from the Jamestown colony exploring the James River encountered the local Monacan Indians. Much later, the area would be named after Chief Powhatan, a powerful chief of the Algonquian Indians from the Tidewater region of Virginia and the father of the Indian princess Pocahontas. Nearly 100 years after the Jamestown exploration, French Huguenots came to the area looking to escape religious persecution in Europe. The Huguenots settled along the James River near the site of abandoned Monacan Indian villages at the northern edge of the County. Many descendents of those early arrivals still live in the area. Powhatan County was formed in 1777 when Governor Patrick Henry and the Virginia General Assembly created a new county

from land that was part of three neighboring counties. The original courthouse was built in 1778, and the area was named Scottville to honor a local hero, Brigadier General Charles Scott, who served with George Washington during the Revolution. In 1836, the name of the County seat was changed to Powhatan to avoid confusion with Scottsville, located in nearby Albemarle County. Powhatan is the only county in Virginia to be named for an Indian leader.

Where the Healing of the American Civil War Began eneral Robert E. Lee, after his surrender of the Army of Northern Virginia on April 12, 1865 at Appomattox, returned to the rented home where his wife and daughters resided on Franklin St. in Richmond. Broken financially, materially and in poor health, he resided there until the end of June 1865.

June 7, 1865, brought alarming news that he and several other high-ranking Confederates were indicted for treason by a grand jury in Norfolk. The news raced across the nation. The people of the South became enraged over the prospects of a trial. The generous terms of surrender extended by General Ulysses S. Grant at Appomattox were now in question. The potential of reopening the Civil War was on the horizon, for all Lee needed to do was give the command. Lee turned to the one man who could help: General Grant. Grant threatened to resign if Lee or any of the paroled prisoners were prosecuted. He further stated that he was “honor bound to protect his paroled prisoners and should do so to the full extent of his power as Commander-in-Chief of the United States Army.”

Of the hundreds of Civil War Trails signs that exist, the sign at Powhatan County at Derwent has been referred to by historians as the most noble for Lee’s inspiring words for national healing. From Derwent, Lee stimulated the vision, as well as the desire, for the South to lift itself from the devastation of warfare. Because of the inspiring efforts of General Lee to raise the nation from the ashes of war, Powhatan, where the healing of the American Civil War began, will be forever celebrated as the cradle of rebirth for what would become the greatest nation in the world, the United States of America.

HISTORY

Several significant educational institutions have been associated with Powhatan. The University of Richmond traces its roots to Powhatan in 1830. Many historically significant homes and churches are found throughout the County, including 17 sites listed on the National or Virginia Historic Registry.

Derwent represents the beginning of the healing of the Civil War, for it was here that General Lee offered his advice, which became the law of conduct for those residing in the South. At Derwent, Lee wrote to former Virginia Governor John Letcher, “All should unite in honest efforts to obliterate the effects of the war and to restore the blessings of peace.” To a naval officer Lee wrote, “...I believe it to be the duty of everyone to unite in the restoration of the country, and the reestablishment of peace and harmony...”

During the War Between the States, Powhatan was spared the battles that raged around Richmond, but became significant during the waning days of the Confederacy. After the fall of Richmond retreating Confederate forces passed through the Courthouse area. Robert E. Lee also lived in the County during the summer immediately following the war. Today, there are five sites throughout the County that are part of the Civil War Trails system, bringing tourism to the area.

While residing in Richmond, Lee stated that he would like to find “some quiet little home in the woods.” He found that sanctuary in western Powhatan at a little cottage called Derwent, named for a beautiful lake in England. With the threat of treason still lingering, he and his family moved to Powhatan in late June. Through the efforts of Lee’s former enemy, General Grant, the charges of treason were never brought against him.

owhatan is conveniently located in the Central Piedmont region of Virginia, between the James and the Appomattox rivers. From here it is no more than a couple hours drive to the Blue Ridge Mountains, the waters of the Chesapeake Bay, Washington, D.C. or the ocean at Virginia Beach. Just minutes off Route 60 west of Richmond, Powhatan is within easy reach of Route 288, the state capital’s “Outer Belt.” Route 522 (north-south) provides access to U.S. 60 and Interstate 64, conveniently leading to points east and west. I-95 north to Washington D.C. and the eastern Seaboard and I-85 south to Raleigh and Atlanta all connect in nearby Richmond.

Air passengers have plenty of options, as well. Nearby Richmond International Airport is modern and well equipped, with direct service to many locations and connecting flights to destinations worldwide. Dulles International Airport and Ronald Reagan National Airport, both servicing the Washington, D.C. area, are true gateways to the world. Central Virginia is linked to the worldwide business economy by excellent air and water cargo shipping options. Richmond’s airport has one of the fastest-growing air cargo facilities in the nation and is served by all the large air-cargo carriers, including FedEx, UPS and Airborne Express/DHL. Chesterfield County Airport, located 12

miles south of Richmond, is a general aviation airport servicing business and recreational flyers. The Richmond Deepwater Terminal, located nearby on the James River, provides convenient shipping. The Port of Hampton Roads, 130 miles southeast, has one of the world’s largest natural deep-water harbors and is one of the leading shipping ports on the Atlantic Seaboard. More than 75 shipping lines sail into Hampton Roads, with cargo going to more than 330 ports of call throughout the world. Rail freight is linked within the County through the Norfolk-Southern Railway System.

Industry owhatan County is the site of what is believed to be the first commercial coal mine in America. But it was the fertile soil of the river basin, the excellent growing conditions and the large stands of pine and hardwood trees that built prosperity in the area. Tobacco was introduced to the colonies in the early 1600s by an Englishman named John Rolfe. Rolfe was an early settler in the area and the husband of Pocahontas. It wasn’t long before tobacco became king in the Tidewater and Piedmont area of Virginia, a status it retained until recently. Food crops were grown, including corn and wheat, but were mostly used for home consumption. Remains of some of the early gristmills that colonists used to grind grain into flour can still be found in the area.

Early Huguenot settlers along the James River began to clear some of the magnificent stands of massive oak and sycamore trees, as well as Virginia pine, as they set up farms. Over the next 200 years, the bottom hardwood and high-quality pine trees were cut and shipped for use all over the world. Many of the taller pines were shipped to England where they were valued as masts for the tall sailing ships. As the hardwoods were cut, the land filled in with pine and other faster growing species. During the Civil War and the Siege of Richmond, both the North and the South felled local trees for railroad ties, firewood and fence rails. gasoline engines made the cutting and transporting of trees easier; large tracts were clear-cut. In the years after the war, clear-cut areas were replanted and are now managed and protected as commercial forestland. There are more than 200 farms in Powhatan, encompassing more than 50,000 acres of land. The average size of each farm is 239 acres. The top crops are corn and wheat for grain, soybeans and hay. Livestock, poultry and their products account for a major portion of $8 million-plus in agricultural revenues annually. These large parcels of forest and farmland are what give Powhatan the rural character and natural beauty that are attracting new residents. Agribusiness thrives in Powhatan. The rural setting and beautiful countryside is home to numerous horse farms and a wide variety of equine services. From cashmere goats to alpacas, and honey bees to micro-greens, Powhatan is the perfect setting for niche agribusiness. The County also boasts of successful vineyards, an orchid nursery and a producer of goat’s milk products. Newer industries to the Powhatan area include technology-based and auto-related businesses, construction, retail trade and service industries. Unemployment in Powhatan County ranks among the lowest in the region.

Utilities n order to support economic development in the County, Powhatan has a program to provide water and sewer service to business corridors. The Board of Supervisors adopted Water and Sewer Service Districts years ago, which encompass the area along the Route 60 corridor from the Powhatan/Chesterfield boundary to west of Route 522 (Maidens Road) and in the Courthouse Square Village.

2008 and has allowed Powhatan to utilize the water capacity it purchased from Chesterfield in the late 1990s. While Powhatan currently only averages about 50,000 gallons per day, the agreement with Chesterfield allows up to 572,000 gallons per day. Services have since been extended into several developments including Oakbridge Industrial Park and South Creek Commercial Center.

The Fighting Creek Wastewater Treatment Plant was opened in 2000. This facility serves the western sewer district including the Courthouse area. The Dutoy Creek Wastewater Treatment Plant was opened in 2003. It is designated to serve the eastern sewer districts.

Public Sewer service is currently available to most of the Courthouse Square Village area, as well as along Route 60 from Mann Road to Academy Road. Future service is likely to be extended from Academy Road to Red Lane Road. In 2006, the County began a project to establish waterlines and sewer infrastructure from the Chesterfield County line west on Route 60 to Batterson Road. This project was completed in early

A few areas in the County receive water service from Aqua Virginia, a privately owned water company, including the Courthouse Square area and a portion of Route 60 around Academy Road. Although privately owned, these systems are still required to operate as a public utility in the areas they serve and must meet the same quality standards as any other municipally owned system. Customersâ&#x20AC;&#x2122; water is tested for problems such as bacteria, metals, inorganic materials, high radioactive levels, nitrates, pesticides and other contaminates. Other areas within the County utilize private wells and septic tanks with drain fields for their water and sewer needs. Regulations and other information regarding these systems may be obtained by calling the environmental health specialist with the Powhatan Health Department at 598-5680.

The County is undertaking a project to extend waterlines and sewer infrastructure from Judes Ferry Road to Rocky Oak Road. This project is anticipated for completion in spring/summer 2011. Future extensions will make both water and sewer service available along Route 60 further west to Red Lane Road.
