Public Relations and Publicity • Banners: Business banners are hung throughout the village of Winnetka celebrating the various seasons and area businesses. Banners are personalized with the member business name and are available for all Winnetka businesses. • The WNCC Community Guide: The Guide is an annual, all-purpose reference publication for Northfield and Winnetka. It lists all chamber members both alphabetically and by category. The Guide is distributed to all Winnetka and Northfield households and businesses.

Community Relations and Advocacy The Chamber advocates for its membership and actively acts as liaison to village trustees and village management. Secondly, as a member of the Village Business Community Development Commission, (BCDC), the chamber is committed to the ongoing effort to address and improve the Winnetka-Northfield business communities. The chamber works in conjunction with the villages to provide banners, holiday festivities and informational kiosk signage.

Winnetka Economic Development Recruiting and retaining businesses is a science and an art. Sometimes businesses simply happen upon a community, rent space and start selling or plying their trade. But most times they are actively recruited or at least courted by communities’ business development managers and oftentimes, neighboring towns are competing against one another for the same business. In addition, if not carefully cultivated by a municipality and made to feel valued, business owners can succumb to offers to pack up and move to a neighboring community. That is why last fall Winnetka hired its first-ever part-time economic development coordinator, Denise Dahl. She brings a wealth of experience in working in both the private sector and in similar positions in communities from Virginia to California.

“My number one goal is to recruit new businesses and retain the ones we have. The reality is that Winnetka succeeds because of its existing businesses, so we want to expand the number of successful businesses here,” Dahl explained. “Ours is a unique retail area, featuring beautiful architecture and thoughtful shops. Winnetka has its own culture and we have the ability to define what that is, build on it and convey it to others.”

In order to accomplish this Dahl is embarking on a number of small, multi-pronged initiatives that she hopes will add up to have a large impact on Winnetka. For instance, in order to show potential businesspeople that it is easier to do business in Winnetka, she is assembling a “how-to guide” that she plans to publish on the Village website, complete with links to appropriate Village codes and paperwork. She has also launched an e-newsletter and a Facebook page for the community; has developed a community survey to see what the people of Winnetka want in terms of new businesses; and has written business development content to be added to the Village website. They are in the early stages of conducting an economic feasibility and market study for the Village which can be incorporated into Winnetka’s master plan. Then they plan to go out and actively solicit specific businesses that will fill in perceived gaps “in a Winnetka way,” she explained. In order to do this she is already building relationships with leasing agents, real estate agents and developers so that they think of Winnetka when they are looking to broker a deal. “The more accessible you make yourself as a business development manager, the more businesses you draw to your community,” Dahl explained. She is even assembling a list of available properties within Winnetka which she plans to publish on the website so that prospective businesses can see a list of prospective sites in one easy-to-read place. Eventually she hopes to add an interactive map so that they can not only see the addresses, but also picture exactly where a given property is located. Dahl is also partnering with the WinnetkaNorthfield Chamber of Commerce to bring in quarterly speakers who will discuss topics of interest to the business community like “maximizing your marketing when you have no time or money.”

“It has been such a pleasant experience to work within a community that has a Chamber of Commerce that really gets it, so to speak. Terry Dason has been a great partner and a pillar of positive support. I look forward to seeing a lot of positive outcomes teaming up with her,” she said. In addition, Dahl has obtained a license to hold a day-long TEDxWomen Event at The Community House on May 28. It will feature both local and simulcast national speakers with “ideas worth spreading” in hopes of sparking meaningful conversations. A maximum of 100 tickets will be sold for this event which she hopes will really put Winnetka on the map, nationally. “I can’t say enough about what makes Winnetka so amazing,” Dahl continued. “In addition to having its own unique culture, there is such a wealth of intellectual capital here in the form of highly educated and culturally aware residents. Winnetka is the perfect storm.”

Northfield Economic Development The Village of Northfield is anxiously awaiting the completion of construction along Willow Road so that it can enthusiastically welcome back drivers who have been avoiding the area for the past few years. Once they return they will discover a vibrant, energetic community which has welcomed a variety of exciting new businesses in recent years while retaining many long-time favorites like Three Tarts Bakery, Peachtree Place, Lori’s Shoes and the Happ Inn. Among the newcomers are Mariano’s, Hofherr Meat Company, Ball Room Dance Center, Taco Nano and Stormy’s Tavern and Grille.

Late in 2014 Northfield also welcomed a new Fields Land Rover dealership into the old Chrysler-Jeep space at 670 Frontage Rd. They have even added an outdoor test track to the facility. And for the first time in years, a new subdivision of homes is under construction in the Village. Six single-family homes are being built in Hibbard Gardens.

A roll-out of the new marketing strategy and message will roughly correspond to the completion of the Willow Road construction, he added.

“During the coming year we plan to start a corridor study of our light manufacturing district along Northfield Road between Willow and Winnetka Roads,” Gutierrez said.

Northfield isn’t totally dominated by retail and restaurants, however. Kids In Sync, a pediatric occupational therapist, has purchased the building at 420 Frontage Road and renovated it into a therapy facility. They have even reskinned the building’s exterior for a totally new look.

“We plan to take a hard look at the Village’s vision for the commercial mix in that area – what types of businesses do we want to encourage? And how does the current infrastructure in that area match up to our projected land use? For instance, we have a wealth of public parking under the Commonwealth Edison right-of-way and while it is almost right next to that light industrial area, there is no connectivity between the two. We need to strategize about connectivity issues and making that parking available to those companies,” he explained.

“Returning drivers will also notice enhanced streetscaping including new sidewalks and a new bridge over the north branch of the Chicago River that includes masonry and ironwork parapets,” explained Steve Gutierrez, Northfield’s Director of Community Development. “Our businesses have really toughed it out over the past few years during this construction. They have been patient and rolled with the punches and they are about to reap the rewards.”

There is even a new 6,200-square-foot commercial center at 1900 Willow Road, just east of the river, which already contains a Dunkin’ Donuts and The Boutique Nail and Spa. Lauren’s Cleaners will be opening soon, Gutierrez said, and 2,000 square feet of space remains to be rented in this “high exposure, great looking building.” The Village has also invested in hiring a branding consultant, ChandlerThinks from Nashville, Tennessee, to help them re-launch Northfield, post-road construction, and kick off increased marketing of the community. The effort began last summer with focus groups, key people interviews and secret shoppers, all with the purpose of gathering residents’ and visitors’ perceptions of Northfield, from both inside and outside of the Village. “The essence of what we heard was that Northfield is a place for discerning families

The Winnetka Police Departments has a staff of 27 sworn officers in addition to 14 fulland part-time civilian employees. It provides law enforcement services to the community including crime prevention, parking enforcement, animal control and a variety of safety, public education and social service programs. A school resource officer is assigned to New Trier High School and a school visitation program officer monitors safety and security of the grade schools. History A TALE OF TWO MEN AND TWO VILLAGES Civilian Conservation Corps (CCC), another New Deal jobs project.

Winnetka Years ago, Winnetka learned that it was beneficial to have friends in high places when former resident Harold LeClaire Ickes became Secretary of the Interior under President Franklin D. Roosevelt in 1933. A dedicated conservationist and progressive, Ickes helped form the Public Works Administration (PWA) in order to put thousands of unemployed Depression-era Americans to work upgrading the country’s infrastructure by building everything from the Key West Highway to the Hoover Dam in the west and the Lincoln Tunnel in New York. But there were many smaller projects, too, like the construction of bridges, schools, hospitals and so forth and Ickes supervised them all.

The Forest Preserve District of Cook County had already been buying up land around the marsh because officials hoped to control flooding and create a waterfowl refuge and recreation area. So they were thrilled when Ickes gave them a workforce to implement the plan.

seven bridges, two pedestrian underpasses, three train stations and many retaining walls. Lowering the grade had the effect of saving lives without dividing the community as happened in towns like Oak Park where the tracks were raised. The other project for which Ickes is remembered is the transformation of “The Skokie,” a swampy marshland, into the Skokie Lagoons. This 540-acre nature preserve along the Skokie River extending from Glencoe to Winnetka was not always so beautiful.

This was not Ickes’ idea. Frank Windes, Village engineer from 1898 to 1940, had proposed the idea as early as 1906 but it was expensive and no one wanted to spend the money. It was the high number of fatalities once automobiles became popular that finally made a railroad grade change imperative and Ickes delivered a large portion of the funding from Washington. Work on the “Big Dig” began in 1938 and was completed in 1943. It included

Northfield Northfield owes its name and its autonomy to utilities and transit mogul, Samuel Insull, the arch-rival of Harold Ickes of Winnetka. But the story is not as simple as it may seem on the surface.

Village Engineer Windes had also come up with a solution for this problem. He proposed that the swampy marsh be turned into a lagoon system. But it was deemed too ambitious at the time.

Born in England, Insull came to the United States in 1881 as an employee and devotee of Thomas Edison. By 1889 he was vice president of Edison General Electric Company in upstate New York and three years later was sent to Chicago to be president of the struggling Chicago Edison power company. During the Panic of 1893, Chicago Edison bought out all of its competitors and, by 1907, all of Chicago’s electricity was being generated by Insull’s Commonwealth Edison Company.

Not until 1933 when Ickes got to Washington did the innovative plan stand a chance of becoming reality. Then he managed to get the creation of the Skokie Lagoons approved as one of eight Illinois projects to be completed by the

Mindful of the large number of fatalities on the Chicago and Milwaukee Railroad crossings in Winnetka (31 between 1912 and 1937), Ickes obtained funding from the federal government to lower the grade of the tracks from Indian Hill to Hubbard Woods. The Public Works Administration funded 45 percent of the project. The Village of Winnetka funded 29 percent and the Chicago and Northwestern Railroad and the North Shore Electric Line, which also ran through the Village then, split the remainder.

Twenty-six years later, the Chicago Botanic Garden was constructed on the northern portion of the Skokie Lagoons. Today, it is a renowned living plant museum with 25 display gardens surrounded by four natural habitats.

Fortunately for Winnetka, Ickes never forgot his hometown. He brought two projects home that forever changed the face of Winnetka.

Flooding, mosquitoes and even peat fires from the swamps plagued Winnetka and other nearby communities during the late 19th and early 20th centuries. Settlers had tried to drain the swamps in order to have more land for farming but found that their limited drainage left behind peat deposits which often caught fire.

From 1933 to 1942, earth was excavated and landscaped by more than a thousand workers in the largest project done during those years by the CCC. Lakes, floodplains, flood control dams and connecting channels were all built and ditches were dug around the perimeter to divert storm water from the lagoons.

eventually convinced them to buy from him instead. In his continual search for more electric customers, Insull chose to build the Skokie Valley Electric Line railway northward from Chicago, building up Samuel Insull a chain of communities along the route including Morton Grove, Skokie, Glenview and Northfield. Not only did he build the railway, which arrived in Northfield in June, 1926, but he took it upon himself to name the train stations (and thus the communities) and to build hundreds of tiny homes in those communities which were equipped with electricity. “He teamed up with a realtor, George Nixon, and the two of them offered free chicken dinners every Sunday to convince people to come out, see the land and houses, and put 10 percent down on a house. Several of those model homes still exist near the intersection of Bosworth and Dickens,” said Mary Rhodes, head of the Northfield Historical Society.

But there were already about 200 horseradish and hay farmers, tavern-keepers and bluecollar workers living in the area and they resented Insull’s grand idea to stage a contest throughout the city of Chicago, offering a $100

“If nothing else, Insull’s high-handed tactics, combined with rumors that Winnetka, with its much larger population of 6,800, was considering annexing the Northfield area, convinced residents that they needed to form their own village and elect a board of trustees. A vote to incorporate was held in July, 1926 and the measure passed 63 to 15. John Happ, grandson of the area’s first blacksmith, was elected Northfield’s first village president,” Rhodes related. “Insull’s greed and ruthless pursuit of power showed the locals that they needed to put their own stake in the ground so that no one else could direct their fate. So, I guess we do have him to thank for the launch of Northfield,” she continued. Once the Great Depression hit, Insull’s fortunes took a decided turn for the worse. His public utility holding company collapsed along with most of his other companies and he defaulted on his loans and bonds. In 1930, he fled to France and Greece but he was eventually extradited back to stand trial here for bilking investors. Insull, however, was never convicted and he returned to France where he died in 1938. It bears mentioning that Harold Ickes and Samuel Insull were both powerful men who knew each other but were never friends. “Honest Harold,” as he was

known, despised Insull for his ambitions and what Ickes considered to be greed. In the end, Ickes prospered and rose to high public office while Insull lost his wealth and holdings and lived out his life in obscurity in Europe. The Winnetka Historical Society promotes awareness of Winnetka’s heritage through artifact collection and preservation, public access to the research center and enlightening programs, exhibits and publications. The society, founded in 1932 has had several homes throughout the decades. Its headquarters and museum is a Civil War-era house at 411 Linden St. It is one of the few remaining examples of Gothic revival architecture in the village. The new home provides exhibit, research and programming spaces as well as houses the society’s extensive collection. The Winnetka Historical Society owns another historic treasure in Winnetka, the Schmidt-Burnham Log House, circa 1837. Distinguished as the longest continually inhabited house in northern Illinois, the Log House was gifted to the society in 2001 by the family of Ann Hibbard Burnham Smith and was moved to Crow Island Woods two years later. The society has restored this fine example of pioneer architecture as a house museum. It is open to the public from May-October and is open to groups throughout the year.
