Dear Friends, As summer draws to an end, school returns, vacations finish and we settle back into our routines, we are reminded once again just how fortunate we are to call Santa Barbara and the Santa Ynez Valley our home. Realtors and homeowners in Santa Barbara had a big win this month, thanks to ten years of persistence and hard work from our local agents and the Santa Barbara Association of Realtors. On July 23rd, Zoning Information Reports (ZIR’s) which were costly and often created hardship for many homeowners, were finally eliminated, making the home buying process a little easier. ZIR’s have changed to be strictly a disclosure item. There will be no city inspections, nor any opinion made by city staff regarding zoning. As a disclosure item, the seller will need to provide a copy (or electronic version) of the street file to the buyer before the completion of sale. There will be no fee for this service. Another Inspection program occurring in Santa Barbara affecting homeowners which we want to alert you to, is the Sewer Lateral Inspection Program (SLIP). In Santa Barbara, the property owner is responsible for maintaining their sewer lateral from the building up to and including the connection or “tap” to the City sewer main. The SLIP program was initiated to address the high number of private sewage spills occurring in Santa Barbara, which were causing private property and environmental damage. The City is inspecting sewer laterals throughout the entire city using video recordings conducted by an inspector or plumber. This recording is then submitted to the City who will determine
the need for repair, replacement, or rehabilitation. The City will then provide the homeowner directions on the steps to be taken to ensure public health and safety.
