What is the Kestrel West Project?
Kestrel Coal Resources (Kestrel) has continued with initiating works and studies to assess the potential for the current mining operations to extend into parts of Mineral Development Licence (MDL)182. This project is an extension to current mining operations to optimise resources and utilise existing infrastructure. The project is referred to as Kestrel West as MDL182 is located immediately to the West of our current mining operations at the Kestrel Mine.
It is anticipated our current mining and resource extraction will be completed by approximately 2032. By extending operations into Kestrel West it will ensure the Kestrel Mine and associated operations can continue to invest in our local community and provide economic development opportunities for the next 25 years and beyond. A successful extension of mining activities will enable Kestrel to continue to provide secure and sustainable employment for our existing workforce for many years to come.
CURRENT PHASE OF PROJECT
Kestrel West Baseline Environmental Studies and Mine Design continue in addition to commencement of Voluntary Environmental Impact Assessments and Terms of Reference.
Large resource projects may be required to, or can voluntarily, prepare an Environmental Impact Statement (EIS) to obtain an environmental authority (EA). An EA is required to undertake a range of environmentally relevant activities including mining. The EIS is a tool used by the government to:
Assess the current environment in the area of the project;
Assess the potential environmental, economic and social impacts of the project;
Assess measures to avoid, minimise, mitigate and/or offset any potential adverse impacts.
The Kestrel West EIS will cover aspects including climate, land, rehabilitation, water, flora and fauna, air, noise and vibration, waste management, hazards and safety, cultural heritage, social, economic and transport.
Assessing the current environment in the area of the project to assess potential impacts may require
specialist studies related to the aspects above. This may require access to properties in order to conduct these studies, for example water monitoring or ecological surveys.
While the EIS process is highly structured, timing is primarily driven by the project proponent and can take a number of years. There are four stages to the EIS process, the application stage, information stage, notification stage and decision stage. The first two stages involve the written EIS document being prepared by the proponent and assessment by the government who then may request further information.
The EIS process, through the notification stage, provides information to the public about the project where the application documents are made publicly available and people have the opportunity to make a submission.
Following this, a decision is made to either approve the application for the EA with conditions or refuse it.
Why choose a voluntary EIS?
Kestrel has decided to pursue a voluntary EIS. This decision demonstrates Kestrel’s commitment to our ESG Strategy, ensuring the Kestrel West Project adheres to the most rigorous standard of ecological assessment and provides all stakeholders with extensive consultation opportunities. Kestrel will ensure ongoing consultation with stakeholders throughout the EIS process. All stakeholders with a vested interest in the outcome of the assessment are afforded the opportunity to understand and participate at relevant stages of project progression.
