ouncil will be altering how its waste facilities operate with the biggest changes occurring at our smaller sites. This includes proposed changes to opening days and hours, having the sites fenced and manned and providing improved recycling opportunities.

The Shire has been severely impacted by the prolonged dry and it was pleasing to see that the State Government recognised the effect it was having on our communities and as a result issued a shire-wide drought declaration status. I urge primary producers doing it tough, as a result of dry conditions, to consider taking advantage of the assistance programs offered by the government now that this status has been issued. It was terrific to hear Federal Member for Flynn make a $750,000 funding commitment to the Banana Shire Community Resource Centre expansion project. Our Shire is envied across the nation because of the wonderful services and facilities provided by our Community Resource Centre (CRC). For children, adults and families with identified needs to have access to the specialised allied health support, resources and equipment provided by the CRC is a blessing and this vital funding will ensure they can enhance and expand on the invaluable services they provide. In other funding news, Council has $3.3 million from the Federal Government to upgrade and repair key roads and bridges. These projects will improve road safety and provide better transport links for many of our rural residents.

Banana Shire Council Community Grants Program THE BILOELA & DISTRICT BAND RECENTLY RECEIVED FUNDING VIA COUNCIL’S COMMUNITY GRANTS PROGRAM TOWARDS THE PURCHASE OF A NEW BASS DRUM.
T
he Band has been an integral part of the Biloela Community since it was formed in 1936, supplying musical entertainment to various functions over the years, and giving support to the Biloela RSL Sub Branch, with Anzac Day and Remembrance Day, supporting the Biloela Show, and many other not for profit organisations. The band’s previous Bass Drum, which was purchased from the Yeppoon Town Band in 1936, did not stand up very well to the extreme heat earlier this year, and the Drum Shell buckled. The Band has made numerous attempts to repair it, even sending it to Brisbane, to a Drum Repair Workshop, with no positive results. Due to the age of the Drum (almost 100 years old), and the fact that it has Vellum Heads, has made it an uneconomical proposition to persevere with any longer.

The decision was taken to try to purchase a new Bass Drum, with searches made all over Australia, in an attempt to find one, at a reasonable price, and no firm had one in stock. The Band had no luck in Eastern Australia, with most firms reluctant to give a quote. The only firm interested was in Western Australia and they had a suitable Drum in stock which in the end was purchased. Community groups, like the Biloela & District Band, are invited to make application for funding and assistance via Council’s Community Grants Program. Remaining closing dates for 2019 are: ■■ 5pm Wednesday 31st July ■■ 5pm Thursday 31st October
Applications under this program will be accepted throughout the year but will only be processed after the closing date for each round. Note these dates in your calendars to ensure your application is submitted in the most appropriate round with enough time for processing prior to your project/event commencing. Banana Shire Waste Facilities – Changes to Open Hours

number of smaller waste facilities within Banana Shire are currently unsupervised, with unrestricted access.
on these proposed changes in order to ensure that hours of access are as suitable as possible for waste facility users.
Supervision of waste facilities is important for safety, increased resource recovery, environmental compliance and management of the upcoming Queensland waste levy. Therefore Council is planning to introduce supervision at all waste facilities in the future. This will mean reduced hours of access at these smaller sites.
This consultation has included a survey incorporating Council’s Waste Management Masterplan engagement.

Queensland Waste Levy A LEVY ON WASTE GOING TO LANDFILL WILL BEGIN ON 1 JULY 2019. THE LEVY FORMS PART OF A NEW WASTE STRATEGY FOR QUEENSLAND.
A
voiding waste produced at home and in business by reducing how much we use and throw away is the ultimate goal. Waste that is recycled and recovered before it reaches landfill will not incur the levy. Introducing a waste levy will benefit the environment and bring Queensland in line with other mainland states.
WHY DO WE NEED A WASTE LEVY? Around 10.9 million tonnes of waste was produced in 2017-18 in Queensland, enough to fill almost 9,000 Olympic sized swimming pools. The amount of waste we produce is also growing faster than our population. Queensland is a major underperformer in recycling and resource recovery with more than half of our waste ending up in landfill. To date the real cost of waste disposal to landfill has not been fully accounted for, and valuable resources from waste streams which could be recovered, are ending up in the ground.
HOW MUCH IS THE LEVY? General waste (municipal solid waste, commercial and industrial, construction and demolition): $75 per tonne Regulated waste: $105 to $150 per tonne The levy will be applied in addition to existing landfill gate fees.
HOW IS THE LEVY PAID? As a landfill operator, Banana Shire Council is required to pay the levy to the Queensland Government on all waste disposed of to landfill. In order to fund the levy payments, Council will be required to increase the relevant landfill gate fees. The cost of commercial waste collection services, including skip bin and (nondomestic) wheelie bin services, is likely to be increased by waste service providers to cover the increased disposal fees. Please discuss these changes with your provider directly. Commercial waste will include any waste from any organisation that is nonresidential and is not otherwise exempt from the levy.
WHAT DOES THIS MEAN FOR HOUSEHOLDS? The Queensland Government has committed to implementing the waste

levy with no direct impact on households. To deliver this, Banana Shire Council will receive advance payments from the Queensland Government to cover the cost of the levy on household waste going to landfill. This means there will be no additional levy on household rates. Arrangements by the Queensland Government may be made for households which dispose of waste through commercial operators.

The aim of the Masterplan is to enhance the strategic direction of waste management infrastructure and services provided to the community. Council is keen to engage with the community and more information will be provided during community engagement/information sessions before changes are implemented.
WHAT DOES THIS MEAN FOR MY ORGANISATION?
RECYCLING IN THE SHIRE
The levy applies to all waste that is ultimately disposed of in landfill. The levy will not apply to waste that is recycled or otherwise diverted from landfill. Businesses and community groups are therefore encouraged to look at how they can avoid and reduce waste, separate waste streams and recycle as efficiently as possible to help reduce the amount of waste going to landfill. You may wish to discuss recycling options further with your waste service provider.
WHAT HELP IS AVAILABLE FOR ORGANISATIONS? The Chamber of Commerce and Industry Queensland’s (CCIQ) ecoBiz program is a free initiative funded by the Queensland Government that helps businesses save money across their energy, water and waste bills. EcoBiz provides personalised coaching including new services specifically targeted at assessing and reducing business waste. Visit www.ecobiz.cciq.com.au. LOCAL DISPOSAL FACILITIES
Where possible, Council will be increasing recycling opportunities at waste facilities. Currently, Council does not charge residents and businesses for recycling services provided at waste facilities. However, commercial operators may charge a fee for collection and processing of certain recyclable material. Please discuss this directly with providers. HOW YOU CAN HELP Many families and organisations are already playing their part to reduce their waste and boost recycling. Every small action you take can make a big difference, such as: ■■ Reducing food waste ■■ Composting and worm farming ■■ Choose products with less packaging ■■ Where possible, purchase quality items that last longer ■■ Choose goods made from recycled products ■■ Say “no” to single use products like straws and balloons ■■ Donate quality goods to charity, or buy and sell second hand goods ■■ Recycle at local waste facilities
Residents will still be able to self-haul household waste to local waste facilities at no charge. Non-recyclable commercial waste is currently only accepted for disposal at Council’s Trap Gully Landfill, and not at any other waste facility in the Shire. Council is also investigating the option of providing fee payment services at some waste transfer facilities in the future to enable disposal of small quantities of commercial waste at these facilities.

Dementia Unravelled BRINGING COMMUNITY TOGETHER THROUGH EDUCATION, PLAY AND SUPPORT.
L
utheran Services launched the pilot project Dementia Unravelled in Biloela in March 2019. The project is proudly supported by the Dementia Unravelled Project Committee, Biloela community and is generously funded by the Queensland Government and Lutheran Services. Dementia Unravelled is using education, play and support to work towards making Biloela a dementia friendly community. The whole of community creative project aims to: ■■ Develop community awareness and understanding of dementia; ■■ Establish support networks for people living with dementia, their families and friends; ■■ Support community and health professionals to work sensitively and creatively with people experiencing dementia; ■■ Learn and encourage ways to support people and their families to continue to lead valued lives in the community. It is important that people with dementia and their carers feel supported to remain independent and have choice and control over their lives. The community has been blessed with the expertise and knowledge of project

artist and facilitator Steve Mayer-Miller. Through the Dementia Unravelled project Steve is facilitating the Reminisce program which involves 11 activity based sessions using strategies including music, photos, sounds, games, objects, craft, dance and storytelling to trigger people’s memories. Sessions are based on key stages in life which most people have experienced. As part of the project an Action Alliance Group will be established. This group will be made up of people in the community who are interested in helping to make their community more dementia friendly. This action group will meet monthly initially to implement ongoing actions to increase the capacity of the community to support people with dementia and to drive further education into the future.
A suite of workshops and activity based sessions have been delivered in late April/ early May and will continue from 10–22 June. Dementia Australia and Ozcare will be providing further workshops and

Banana Shire Council has been involved in the project from its fruition and are proud to be presenting the interactive dementia friendly sessions at the Banana Shire Regional Art Gallery – If A Painting Could Talk. The project will culminate in a celebration event on Saturday 22 June.

Enabling Edie workshops facilitated by Dementia Australia have resulted in 45 health professionals from Biloela and surrounds experiencing what it is like to live with dementia through virtual technology. The workshops have been well received with all participants acknowledging the wonderful learning experience.
A carers support group has already been established and meet monthly. The next meeting is scheduled for Wednesday 26 June at the Queensland Heritage Park (The Silo). All are welcome to attend.

‘Positioning for Learning’ Expo THE COMMUNITY RESOURCE CENTRE (CRC) RECENTLY HELD A ‘POSITIONING FOR LEARNING’ EXPO DESIGNED TO SHOWCASE HOW APPROPRIATE SEATING CAN BENEFIT STUDENTS WITH SENSORY NEEDS.

vidence shows that providing a supporting base that caters to an individual’s needs, increases learning outcomes. A choice of seating allows classrooms to cater for students’ different sensory needs as well as providing stability and support. Appropriate seating and encouraging best posture assist students to participate in learning and supports access to everyday activities.

An underlying aim of the workshop and the work of the CRC staff is to assist teachers, parents and carers to understand learning needs and how to adapt the environment to allow for this. Equipment on display included sit/stand desks, movement desks, specialised chairs, seating and floor sitting options. Each piece of equipment was accompanied by guidelines detailing the intended use and management strategies.

WHILE EXEMPTIONS APPLY TO SOME FARM BUILDINGS, LEGISLATION INTRODUCED ON 1 JUNE 2015 HAS CLARIFIED HOW THESE CONCESSIONS CAN BE APPLIED AND WHAT CLASSIFICATION CAN BE GIVEN TO CERTAIN FARM BUILDINGS.
1. A high occupancy farm building
Farm buildings can be classified into 1 of 3 categories of building depending on their use and in some cases the size of the building. Buildings with an excessive fire hazard will not attract any concessions, are not to be classified by this method and will take on the classification under the National Construction Code.

This workshop was attended by CQHHS Allied Health staff from Biloela, school staff and families from Biloela, Monto, Moura and Thangool. Visitors were able to trial equipment and test the impact of different settings to feel the difference between a chair of an incorrect as opposed to correct height, a standing desk that was too low as opposed to correct height as well as floor seating with various levels of support. The expo was arranged by CRC Therapy Team, led by Physiotherapists Lauren Croft and Sue Hetherington, as a way of showcasing the wide range of tables and desks, chairs and posture supports for loan to schools and CRC members to trial in both classrooms and at home. Resources and Specialised Equipment have been purchased with funding from the State Government Specialised Disability Support in Schools Program and Non School Organisations Program.

The State Fire and Emergency Services will also grant eligible pensioners a discount on the State Emergency Management Levy. Eligibility requirements include: ■■ Must be a holder of a Queensland Pension Concession Card or a Veterans’ Affairs Gold Card (Senior Card holders are not eligible). ■■ Must be the owner or life tenant of the property and legally responsible for paying local government rates and charges levied. ■■ Subsidies can only be granted on the principal place of residence. Undercurrent is an exhibition that explores what lies beneath the surface, that which is not obvious to the naked eye. The exhibition references the ideas and the inspiration that lie dormant within us, that often bubble away unnoticed under the surface. Our undercurrents often pull and push us in different directions and sometimes we resist them, not brave enough to show them to the wider world. They are our quiet passions, the ones we work consistently away at until we have the confidence to reveal them.
