CEO’s Column I WANT TO TAKE THE TIME TO COMMEND COUNCILLORS AND COUNCIL STAFF ON THE WORK THEY PUT INTO DELIVERING THE 2019/20 BUDGET.

$

25 million will be spent on capital works including $12 million for roads, streets and drainage, $6.6 million for water and sewerage while the road maintenance budget has increased to $5.75 million. The decision was made by Council to reduce some of its debt and as a result two loans were paid out. This leaves Council with a loan balance of $6.6 million and Council remains on target to be debt free in the 2024/25 financial year. Distributing the limited revenue to the large number of projects Council would like to deliver to the community is a massive challenge and many of the projects would not be possible without government funding and assistance.

One such funding program is the State Government’s Works for Queensland (W4Q) project from which Council has secured $1.67 million for 2019–2021. Works for Queensland is grant money allocated to Council to stimulate jobs in regional Queensland, without the requirement for Council to co-fund. The 2019–21 Works for Queensland program supports regional councils, such as the Banana Shire Council, to undertake job-creating infrastructure projects. Banana Shire Council has identified a number of priority projects for the Shire. Council has focused on spreading this funding throughout the whole Shire. The projects undertaken with these funds will be staged and completed over the next two years. Council would like to thank the State Government for the Works for Queensland funding received in this round. Works for Queensland funding has helped Council deliver important projects like the Automated Water Meter Reading Technology (Moura and Biloela); On Street Carpark (Baralaba Hospital); Bikeways and Walkways (Theodore and Taroom); Skate Park Pads (Goovigen, Jambin and Baralaba); Solar Installation at Sewerage Treatment Plant (Moura); Public Art Murals – Stage 1 (Moura Water Tower). Rate notices were issued on 13 August and ratepayers are reminded that a discount on general rates is available if paid before 16 October. The audit of Council’s finances was completed on 9 August and Council is waiting the final report from the auditor, however preliminary discussions indicate Council should receive an unqualified audit result.

he event was well supported with a variety of Lilly Pillies, Callistemons, Grevilleas and Tuckeroos being planted. Natives were selected for their hardiness, requiring very little water to survive. This helps to protect our most valuable resource, water. They will also provide a natural habitat to encourage birds and other wildlife.

Rates discount period extended

T

he deadline for ratepayers to take advantage of the discount on their general rates has been extended.

At its August general meeting Banana Shire Councillors voted unanimously to extend the discount period by a month. Ratepayers now have until 16 October, 2019 to take advantage of the 10% discount.

“The entire shire is drought declared and many people are doing it particularly tough as a result of the prolonged dry,” Cr Ferrier said. “By extending the discount period, ratepayers will have a little more time to pay off their rates and still capitalise on the discount being offered by Council.” Cr Ferrier also urged rural producers to consider the drought assistance programs being offered by the State Government. Entry fees reduced to encourage community pool patronage COMMUNITY POOLS IN BILOELA, MOURA AND TAROOM WILL BE POPULAR PLACES TO BEAT THE HEAT THIS SUMMER AFTER COUNCIL CUT THE PRICE OF ENTRY TO ALL THREE FACILITIES.

anana Shire Councillors voted to reduce the fees during the June budget meeting in a bid to encourage higher patronage of the facilities. Banana Shire Mayor Nev Ferrier said it was a common sense decision with a number of benefits. “By making the pools more affordable Council is making them more accessible, allowing more people, including families to enjoy the facilities,” Cr Ferrier said.

“We are lucky to have these three great facilities and we want more residents to enjoy them and use them as a way to cool

down in the hot summers we experience here in Banana Shire. Cr Ferrier said drowning was the greatest cause of accidental death in children under five in Australia. “More young children and their parents having access to a pool facility means they will become more familiar with and around the water and increase water skills,” he said. Entry into the Biloela, Moura and Taroom pools for the upcoming season will be $2 for children, $3 for adults and a season ticket for a family of four is $200. he swing was installed in Lions Park, Biloela in 2017, in memory of Mr Keith Morris.

The Liberty Swing is a world-first Australian innovation – a swing that allows children in wheelchairs the opportunity to experience the joy of having a swing in the park. This means that the whole family can go to the park together and all the children, those with or without a disability, can enjoy the facilities some children have been missing out on until now. To use the Liberty Swing, keys are available from the Banana Shire Community Resource Centre or Biloela Library (borrowers are required to pay a refundable deposit). Melton Park Vandalism MELTON PARK VANDALISM REPAIRS PLACE HEFTY FINANCIAL AND RESOURCE DRAIN ON COUNCIL.

P

ersistent vandalism at Biloela’s Melton Park is costing Council tens of thousands of dollars in repairs.

Last month a large number of posts which make up the fence bordering the maze were snapped off and jammed under play equipment. This left metal brackets sticking out of the ground, presenting a hazard to children and other users of the park’s facilities.

This is the latest in a long list of attacks on the park’s facilities. Banana Shire Mayor Nev Ferrier said over the past 12 months the park had been regularly damaged and it was becoming an almost weekly occurrence. “Council staff has been forced to work tirelessly to repair the damage,” he said. “It has cost Council tens of thousands of dollars to repair and is taking up valuable man hours to ensure the damage is cleaned up and the park is made safe for the public.” The popular children’s maze in the park, which was constructed with the

assistance of a grant from QGC, has been a frequent target. Vandals have also damaged the toilets, the picnic shelters, tables and chairs and the playground equipment. They have ripped up the fake grass and soft fall and broken the fence panels and posts. “All the extra money and man hours spent repairing this park results in funds and resources being taken away from other important services to the community,” Cr Ferrier said. “If these acts of vandalism continue Council may have to consider removing the maze and other equipment from the park,” Cr Ferrier said. All incidents have been reported to the police who are investigating.

he Biloela Administration Complex, Depot, Stores, Workshop and Sewerage Treatment Plant were filled with delicious cupcakes and slices to raise money to assist in the care of dogs, puppies, cats and kittens in RSPCA shelters throughout Queensland. Council managed to raise over $400 to provide shelter, nourishment, veterinary care and rehabilitation.

Last year Banana Shire Council referred over 135 cat and dog impounds to rescues across Australia to give them another chance at finding their fur-ever home! That is almost one animal every third day.

Magpie Season is Here! PEAK BREEDING SEASON FOR MAGPIES IS AUGUST TO NOVEMBER.

• Getting to know where the birds are breeding in your area and try to avoid them;

• Using an umbrella and wearing a hat;

hen magpies have eggs or young in the nest, they can become protective and may swoop people entering their nesting territory. You can minimise the risk of being swooped by:

• Being aware that open areas with tall trees are likely sites to encounter the birds;

• If you are riding a bike, dismount and walk through hot spots;

• If the area is unavoidable, ensure you escort young children through any hot spots, or walk in groups;

• Don’t fight back. Never harass or provoke magpies as this may lead to more aggressive behaviour.

• The birds are less likely to swoop while you are watching them;

If a magpie becomes a risk to human safety, it may be assessed for removal. To report an affected area or particularly aggressive magpie, please complete a Magpie Attack Notification Form. These awards recognise and honour the outstanding achievements of Australians. Opening Hours of Waste Facilities to Change COUNCIL WILL BE INTRODUCING RESTRICTED OPENING HOURS AND SUPERVISION AT ALL UNMANNED WASTE FACILITIES IN COMING MONTHS.

S

upervision is important for safety, increased resource recovery, environmental compliance and management of the Queensland waste levy. Increased incidents of illegal asbestos dumping at these facilities, and increased usage following the commencement of the waste levy have highlighted the importance of supervision to reduce such risks, misuse and associated clean-up and disposal costs. Council sought feedback on proposed hours through various avenues including on-site information sessions and an on-line survey. The final hours have attempted to take this feedback into consideration as much as possible, whilst keeping overall times manageable within current budget restrictions.

The finalised waste facility opening hours are listed below. Opening hours at Biloela and Moura, which are currently supervised, will remain unchanged. These opening hours will commence on 30 September 2019, with supervision during open hours to follow once procurement arrangements have been finalised.

PENSIONER REMISSION

The State Pensioner Subsidy of 20% (to a maximum of $200 per annum) and a Council Pensioner Remission of 20% (to a maximum of $310 per annum) will be allowed on all current Council rates and charges as levied (except the Taroom Rural Water Connection Special Charge). State Fire and Emergency Services also allow a 20% discount on the State Emergency Management Levy. Eligibility requirements include: > Must be a holder of a Queensland Pension Concession Card or a Veterans’ Affairs Gold Card (Senior Card holders are not eligible).

> Must be the owner or life tenant of the property and legally responsible for paying local government rates and charges levied.

> Subsidies can only be granted on the principal place of residence. Application forms can be obtained from Banana Shire Council offices and website.
