The Melbourne to Brisbane Inland Rail will be the critical backbone of transport and logistics driving our nation’s global competitiveness into the future Every day our freight task grows, and our existing road and rail infrastructure will not be able to cope with the volume. The existing Melbourne to Brisbane rail line is constrained as it travels through the congested Sydney network via the circuitous coastal route. It also bypasses Australia’s most productive regions. In one of the biggest investments ever seen in regional Australia, the Government will fund the Melbourne to Brisbane Inland Rail project with $8.4 billion in equity to be provided to the Australian Rail Track Corporation. Inland Rail will complete the spine of the national freight network, delivering freight from Melbourne to Brisbane in less than 24 hours with competitive pricing and extremely high reliability. Vision and scale In 2006, Parkes Shire Council, with approval from the State Government, rezoned 516 hectares for the development of the Parkes National Logistics Hub with an additional reserve of over 100 hectares. The Hub has about three times the amount of land as Sydney’s Moorebank freight terminal. The Parkes National Logistics Hub has been specifically designed for the 24 hour, 7 days per week operation of a intermodal transport facility. The development is a pivotal transport node of national significance to freight logistics within Australia.

Currently 16 million people or over 80% of the Australian population can be reached in less than 12 hours by road from Parkes. The National Logistics Hub is anchored by three key investors SCT Logistics, Pacific National and Linfox.

The perfect position to be in Parkes’ strategic location is like no other. It stands at the intersection of the N-S Newell Highway road freight corridor and E-W freight rail, linking Melbourne, Brisbane, Sydney and Perth as well as Adelaide and Darwin. The Parkes National Logistics Hub is located on the western fringe of the town, less than 5 minutes from the CBD. This provides easy access for employees and service providers. Buffer zones have been in place to ensure against urban encroachment. Major road linkages to the hub include the Newell Highway, which runs north-south between Melbourne and Brisbane and State Route 90 running between Sydney and Western NSW.

Sustainability Transport is one of the fastest growing sectors of greenhouse gas emission, primarily because of Australia’s heavy reliance on road transport. Rail uses just one third of the fuel of road transport per tonne of freight hauled. One freight train between Melbourne and Sydney replaces 150 semi-trailers and saves 45,000 litres of fuel and 130 tonnes of greenhouse gases compared with road haulage. The Parkes Hub will promote the use of rail freight and result in a reduction of trucks from the roads. A number of solar farms are in the process of being developed within close vicinity of the Hub. One of the Hub’s major objectives is to promote Ecologically Sustainable Development (ESD). With ESD as a founding criterion, it is anticipated that the Parkes National Logistics Hub will be seen as a “clean green” development, which is fundamentally different from many existing transport based industries.

Rail

The Newell Highway is the major arterial linking Melbourne and Brisbane and runs through Parkes at the midway point. Parkes is also easily accessible to Sydney by road by either the Great Western Highway or Bells Line of Road.

Parkes is strategically situated on the trans - continental railway linking Sydney, Adelaide and Perth. This rail corridor provides readily accessible rail connections to major ports.

B-Double access to Parkes is available on all major routes and road-train access is available from the west. Road-train linkages to the Parkes Hub from as far west as Adelaide have been identified. A strategic road transport plan for Parkes has been developed providing a clear strategy for the development of an efficient road network while simultaneously protecting the amenity of the residential areas.

The rail line also intersects with the north-south railway providing rail access through to Darwin and into Asia. Additionally, Parkes is the eastern most point on the east-west rail corridor that allows for high stacking of rail wagons and the assemblage of long trains. To the east of Parkes, steep topography, tight curves, tunnels and bridges, and the freight curfew in the metropolitan areas impose absolute or severe constraints.

Future Planning

Telecommunications

There has been significant planning at the local, state and national levels which will provide the Parkes National Logistics Hub with growth potential.

NBN has started to be rolled out in Parkes both wireless and fibre to the node. In addition to National Broadband Network (NBN) a number of local providers have entered the market giving businesses greater choice for their high speed broadband needs. Parkes is extremely fortunate in having extensive fibre optic telecommunications infrastructure. Twin fibre optic cables pass through Parkes joining Brisbane and Melbourne and a third fibre optic cable connects Parkes with Sydney. This provides Parkes with a high level of redundancy (self repair) so that no underlying communication linkage is lost. This provides the perfect platform for the development of a ‘Communications Hub for National Freight Logistics’.

+ The Federal Government has announced $100 million to plan and construct a bypass of the Newell Highway at Parkes. The bypass will allow direct access from the Newell Highway into the Parkes National Logistics Hub. Concept plans are already available and significant public consultation has taken place.

+ Council has also commenced planning for a Southern Ring Road to provide convenient heavy vehicle access from the Hub to the main Sydney route. Together with the bypass and southern ring road will provide highly effective access and separate the heavy vehicles from the residential and commercial areas of Parkes, thereby providing highly effective access and amenity.

+ The Inland Railway linking the Port of Melbourne to the Port of Brisbane makes the Parkes National Logistics Hub even more important to Australia’s transport network.

+ However, the site is already one of the most strategic transport hubs in the country.

SCT Logistics Centre SCT runs some of the largest most efficient freight trains in Australia and currently run two trains a week from Parkes to Perth. With around 300 hectares of prime land, SCT Logistics is one of the largest landholders in the Parkes National Logistics Hub and their terminal represents its first stage of development. It incorporates:

+ Transit warehouse/rail cross docking + Canopy covering 9,693m2 + 6 kms of rail infrastructure + Container park covering 3,000m2. The operation includes enclosed warehousing for crossdocking and long term warehousing and facilitates the delivery of freight by road along the eastern seaboard with a twiceweekly rail service between Parkes and Perth.

Pacific National is the largest interstate rail freight carrier in the country and in 2017 they announced one of the biggest private sector investments in freight infrastructure in regional Australia. Pacific National will be integral to handling additional rail freight volumes that are expected to grow significantly over the next 20 years. With Inland Rail, it will allow freight to be moved east-west and north-south by rail through Parkes. This will transform the transport of freight throughout Australia and represents an opportunity for all companies with national distribution and transport networks. Once fully operational, Pacific National’s Parkes Logistics Terminal will have the capacity to process approximately 450,000 cargo containers each year, including the ability to haul double-stacked containers from Parkes to Perth. Pending local, state and federal planning approvals, construction of Pacific National’s Parkes Logistics Terminal is scheduled to commence by mid-2018, with the first trains hauling freight at the terminal in early 2019. Total future investment in the terminal and associated equipment and rolling stock is expected to be more than $60 million.

Council is currently planning a residential sub division in Fisher Street with plans to create the first ‘green estate’ encouraging the construction of eco-friendly homes and services. With the development of the Inland Rail and the Parkes National Logistics Hub, residential sales and values are forecast to increase.

Council, with the support of the State and Federal Government has recently spent over $6m on the airport to ensure that its contemporary infrastructure and offerings underpin the capacity of the Shire for growth and development. Additional investment in the Airport Business Park will further strengthen the economic asset and business opportunities at the site.

Investment opportunities Council has an approved Development Application (DA) for a 70-lot subdivision for an Airport Business Park. The staged subdivision will allow for a range of industrial, commercial and storage purposes that are compatible with the operations of the airport. An airfreight facility will also be considered for Parkes, with connections to the Parkes National Logistics Hub and other similar facilities along the emerging airfreight corridor linking Melbourne, Canberra, Toowoomba and the Asia-Pacific region and the Great Sydney Metropolitan area.
