Nowadays cities are facing several challenges related to climate change, demography, energy dependency, and social exclusion, which calls for new urban development paradigms.

Now, the municipalities are considering the enlargement of the network in terms of intervention areas (not only mobility, but also energy, environment, governance, social innovation, etc.) towards a smart cities network.
In this context, concrete smart city projects are being implemented around the world, and it is expected an exponential growth in the smart city market. According to ABI Research (2011), the market for technologies that feed into and support smart city programmes and projects will grow on a global basis from $8 billion in 2010 to exceed $39 billion in 2016, accounting for $116 billion in cumulative spending during that period.
The Smart Cities Portugal platform, coordinated by INTELI results of the need to promote cooperation not only among cities but also with other players operating in the smart cities market, namely companies, clusters, universities, R&D centres and public agencies. Asserting Portugal as a place for the development and experimentation of technology solutions, products and valueadded systems for smart cities at global level is the main ambition of the partnership. It is a pioneer initiative in Europe due to the aggregation of multiple and heterogeneous entities with different interests but with a common objective: contribute to solving urban problems through knowledge and innovation.
Moreover, the implementation of smart city projects is being privileged by European policies, namely within the programming period 2014-2020. The “Smart Cities and Communities European Innovation Partnership” coordinates smart city research and innovation projects, which can be funded under Horizon 2020 and other funding programmes. Creating and enlarging the smart city market is one objective of the initiative through the implementation of lighthouse projects.
This briefing is the result of a preliminary analysis of the competencies and capabilities of national companies and R&D centres to work in the smart cities market, under the framework of the Smart Cities Portugal platform. The final document will be published in the beginning of 2014.
Due to these needs and opportunities, INTELI – Inteligência em Inovação, Centro de Inovação, a private non-profit association, has started to work with Portuguese cities in the area of urban intelligence. The pilot project was linked to the National Electric Mobility Programme, where a network of 25 municipalities was created as a living lab – RENER Living Lab, coordinated by INTELI. Smart Cities Portugal Collaborative platform
Companies, clusters, universities, R&D centres, municipalities and other economic and social players acting in the smart cities market joined forces to create the Smart Cities Portugal collaborative platform. Asserting Portugal as a place for the development and experimentation of technology solutions, products and value-added systems for smart cities at global level is the main ambition of the initiative. Smart Cities Portugal, promoted by INTELI, intends to create synergies among different players enhancing the roll out of integrated and scalable creative solutions to solve urban problems. Smart city solutions tested in Portuguese cities could be replicated in other urban spaces around the world, improving the internationalisation potential of national companies and clusters.
It is an awareness, intelligence, advocacy and acceleration platform, which will also tackle demand side measures and contribute to the elimination of market barriers, in the areas of public procurement, standardisation, business models, financing mechanisms, stakeholders’ involvement, etc. In fact, citizen participation in urban transformation processes is a critical success factor for the implementation of smart city strategies, in a perspective of co-creation and open innovation. Living lab approaches are very useful to promote the involvement of the population in the generation of ideas for future cities.

Providing information and knowledge about smart cities to companies’ employees and municipal staff is also important, in

Overview This exercise intends to analyse, in a preliminary base, the competencies and capabilities of Portuguese companies and R&D centres operating in the smart cities market. It complements the evaluation of the smartness level of national municipalities through the application of a smart city index, work developed by INTELI in 2012. The smart cities cluster is not a homogeneous sector and integrates several entities with different aims and interests. It calls for a new “cooperative working environment�, being the partnerships between companies and municipalities a critical success factor for the implementation of smart city projects. It is also necessary to promote the right enabling conditions for the market to function, as well as a better understanding of its characteristics.
Sample With this objective INTELI launched a questionnaire to be answered by start-ups, companies, universities, R&D centres, and technological infrastructures. 78% of the respondents are companies, mainly SMEs (of which 74%). These entities either develop smart cities solutions or have competencies and capabilities to potentially work in the smart cities market. Governance, mobility and energy, followed by buildings are their general fields of activity. It is worth of notice that, since the smart city concept is still ambiguous, some companies develop smart cities solutions but don’t identify them as such. Moreover, some products and services produced for other markets could be easily adapted to solve urban problems.

Needs and overall priorities When they were asked about the information they would like to access through the Smart Cities Portugal portal, “partnership opportunities” and “cities profiles and needs” were the top priorities. It is interesting to note that the smart city market is not a traditional market characterised by clientsupplier relationships. It is necessary to build true partnerships between cities and companies, using innovative public procurement tools. In this process, information on cities needs is essential to enable the development of customised urban solutions.
Besides this, the inquired entities would like to use the Smart Cities portal essentially for networking and search for partners, and publishing their profile and the projects they are developing.

The perceptions of the respondents about the Smart Cities Portugal initiative are analysed in this section. 76% of the entities consider “very important” and 24% “important” the launching of this platform. None of them referred the network as “nonimportant” or “irrelevant”. Advantages One of the aims of Smart Cities Portugal is to provide better information about the smart cities market through the development of intelligence exercises. This need is corroborated by the respondents: around 61% consider “difficult” or “very difficult” the access to information on smart cities programmes and projects. However, in the opinion of the inquired entities the identification of business opportunities and the integration in partnerships are the most relevant advantages of participating in the Smart Cities Portugal initiative.

Profile & Competencies
Strategic Areas The horizontal strategic areas of intervention of the Smart Cities Portugal initiative were defined as internationalisation, R&D and innovation, access to funding, urban entrepreneurship and regulation. All domains were considered relevant, but the identified priorities were R&D and innovation and internationalisation.
Several companies and R&D centres are creating specific departments dedicated to smart cities, which are mainly characterised by the interdisciplinarity of competencies. For example, the University of Oporto has created the Centre of Competence for Future Cities, and Siemens the “Infrastructure & Cities” sector.

Products and services The top application areas of smart cities products and services are governance, mobility and energy. However, in the case of R&D centres the scenario is slightly different with a bigger importance devoted to buildings and energy.
Systems integrators, mainly multinationals are developing smart city platforms, with the aim of providing real time information to operators and city authorities. Smart cities clients are mainly municipalities, followed by utilities.
E-government solutions, municipal portals, management systems (ERP, AIRC), and public procurement tools are the principal products and services provided in the area of governance.
23% of the respondents have registered patents related to smart cities products. In terms of revenues, 10% of the total turnover of these entities results from smart cities products. However, it is still very difficult for companies to separate smart city and non-smart city projects in their accounts, due to the newness and ambiguity of the concept. Markets 24% of the respondents exports smart cities products and solutions. Their target markets are mainly located in Europe (Spain, France, Turkey, Switzerland and Ireland), Africa (Angola, Mozambique), and Latin America (Brazil).
Mobility products and services are mainly linked to electric mobility (charging points, electric bikesharing, electric car-sharing), parking management and integrated ticketing. Intelligent lighting systems, PV panels, integration of renewable energy solutions, are some of the products offered in the area of energy.
It is worth of notice that when they are asked about their future target markets, the scenario is slightly different, due to the growing opportunities identified in Latin America and also in Asia and Middle East.

Smart cities market is not yet in a mature stage. To accelerate the transition to a renovated urban development paradigm, it will be needed to strengthen enablers and removing market barriers. Overcoming these barriers will enhance the adoption of innovations, the deployment of smart city solutions and the enlargement of the market.
Projects 26% of the respondents have already participated in smart cities projects, with a greater relevance of energy and mobility as application areas. These projects are mainly funded by national and European programmes, such as 7º Framework Programme and CIP.

The Efacec EV DC Quick Charger can be used to charge all the EVs with CHAdeMO charging standard compliance. The DC Quick Charger is user friendly and safe. After user identification it only requires coupling the charger’s DC output plug in the EV for automatic starting if all safety features are accomplished. The battery charging state is displayed and the charging cycle finishes by itself or can be interrupted by user command. Different options are available like the basic single DC output in a single cabinet or in bundle with a wired charging post and standard or customized solutions for more than one DC output charging station. An optional second 43 kVA AC output is available. The DC Quick Charger Efacec’s power electronics unique design results in top specifications for conductive DC fast charging. Higher power output with best power factor, THD and efficiency. The DC Quick Charger is highly recommended for EV fleet bases, service stations, EV service workshops and public EV infrastructure.

JiTT - Just in Time Tourist - ICLIO JiTT, developed by ICLIO, is an audio guide for iOS and Android which combines GPS location, available time, and points of interest, creating personalized itineraries. It works offline without a roaming connection and has a very intuitive interface.
wmCitizen, developed by WireMaze is the Portuguese market leader CMS specialized in local eGovernment projects such as portals and employee intranets, all developed under best practices. Based on it, wmOP was recently launched as a solution for participatory budgeting, capable of integrating offline and online feedback.
Based on GPS technology, the application starts from your geographical location and leads you to the most interesting places, taking your available time into account and also how you plan to get around. Trough a detailed map, the App indicates how to get to a certain point, whether you’re on foot and/or using public transport. You can be listening to your favorite music, JiTT knows when to break in to inform you about the history and cultural importance of where you are at a given moment, giving you the information you need to better appreciate what you are looking at. It’s designed to become a kind of friend, who, in a pleasant and often amusing way, speaks to you, directly. You just need to put your headphones in and start discovering the cities.

LX Mobilidade - CEIIA
Smart Insular Electric Networks - Smartwatt LX Mobilidade is a shared mobility system designed by CEIIA for Lisbon. It integrates eMobility Devices (bikes, cars…), Smart Charging Systems and Intelligent Mobility Management Systems for a more connected, integrated and sustainable city.
Electrical insular systems are power systems with high level of sustainability. Insular electrical systems are small systems with high level of renewable energy integration. The management of these power systems requires a complex management system to control the variability of the renewable energy sources.
CEIIA has designed an electric bike and a smart charging device specific for shared uses and a friendly user interface through a mobile app. The first testing was conducted last September.
In the scope of the FP7 project SINGULAR “Smart and Sustainable Insular Electricity Grids under Large-Scale renewable Integration”, the company Smartwatt, developed new approaches for management power generation scheduling and economic dispatch based on advanced forecasting approaches. These approaches provides the optimal scheduling of generation for one week ahead, providing also hourly price signals for the week ahead. The broadcast of these price signal forecasts allow a demand response from smart consumption systems typical from smart cities.
The bikesharing system runs on top of MOBI-ME, an intelligent energy and mobility management system, developed by CEIIA connected with the transport, energy and communication infrastructures in real-time. Any person can then use services provided by different operators (sharing, buses, tolling, EV charging, parking…) via a single access mechanism and a preferred payment method. Increasing the capillarity of the transportation system and integrating public and individual transportation will allow citizens to choose the best mobility alternative. Less use of private cars and optimal mobility flows will reduce GHG emissions and the cost of mobility.

Lisbon IT Revolution - Siemens Portugal

An access control system based on contactless ticketing implemented for Portuguese Railways company is improving passenger safety, assuring revenue and making the access to public transport easier. For the Portuguese energy grid operator, Siemens provided a control system that covers all aspects of power management. REN’s energy dispacth center relies on Siemens technology to achieve increased network availability, faster response to faults and reduce risks of disturbances.
SmartSales also: • Allows a flexible configuration of multiple ticketing types and prices via central catalog management; • SmartSales terminals may work either online and/or offline; • SmartSales works on several types of terminals (ex: counter top, PCs, portable devices, etc.) and can be coupled to printers to issue tickets or receipts.
For Vodafone Portugal HQ’s building, Siemens implemented an energy performance optimization project. A building automation system, acts as the ‘brain’ of the building and enables the reduction of energy consumptions of around 11 % per year through intelligent energy management.
