Cognitive Wheels: The Frame Problem of AI

In 1969, JohnMcCarthy, the mathematicianwho coinedthe term " Artificial " , Patrick Hayes, and Intelligence, joined forces with another AI researcher " " coinedanotherterm, theframe problem. It seemedto bea devil of a problem, perhapseven a mortal blow to the hopesof AI . It lookedto me like a new problem, certainly not an electronicor compuphilosophicalor epistemological tational problem. What is theframe problem? In this essayI thought I was providing interestedbystanderswith a useful introduction to the problem, as well as an account of its philosophical interest, but some people in AI , including McCarthy and Hayes(who ought to know), thought I was misleading . The real frame problem was not, they said, what I was the bystanders ' talking about. Others weren t so sure. I myself no longer haveany firm convictions about which problemsare which, or evenabout which problemsare hard really after all - but somethingis still obstreperouslyresisting solution, that's for sure. Happily, thereare now threefollow - up volumesthat pursue thesedisagreements throughfascinating thicketsof controversy: The Robot' s Dilemma (Pylyshyn, 1987), Reasoning Agents in a Dynamic World (Ford and Hayes, 1991), and The Robot' s Dilemma Revisited (Ford and Pylyshyn, 1996).
