TD ‘not liable’ for Kerins court ruling THERE was no likelihood of Carlow Kilkenny TD John McGuinness being held personally liable as a result of the Supreme Court ruling last week in favour of former Rehab CEO Angela Kerins, according to a top solicitor. The court in Dublin found that the Dáil’s Public Accounts Committee acted outside its powers when questioning the former chief executive of Rehab in 2014. Deputy McGuinness was chairman of the committee at the time. However, Kilkenny-based solicitor Martin Carroll has told KCLR that action could not be taken against him individually. Mr Carroll said that members of the Oireachtas were protected by the Constitution. Elsewhere, some of the FRXQWU\¶V WRS SXEOLF R൶FLDOV have warned that the Kerins’ judgement could cost the

taxpayer “millions of euro” in damages. Sources said the judgement must “radically change” “unfairly hostile” Oireachtas c o m m i t t e e hearings, or they may refuse to appear. Schools’ building to be finished by June TWO school buildings in Carlow should be completed by the start of the summer, according to Minister for Education Joe McHugh who said Tyndall College and Institute of Further Education were among the last to be done. Work on the schools stopped after the collapse of Carillion Construction more

Funeral of man proved almost a grave mistake A FUNERAL was delayed for several hours after the wrong grave was dug at a cemetery in Carlow, the error spotted just minutes before the burial. The recently deceased man was almost lowered into the wrong plot because of the similarities of the names and the year of death on the headstones. The plot the dead man was supposed to be buried in was

only four graves away from the freshly dug grave at St Mary’s cemetery in Carlow town. A local resident who knows both families involved said it has caused distress. She said: “Both families involved are very upset at what has happened.â€? Carlow County Council RŕľśFLDOV ZKR KDYH WKH responsibility to organise gravediggers, have refused to comment

10 years on social house list

SOME social housing applicants in Carlow have been on the waiting list for more than 10 years. A Carlow Live Freedom of Information request sought GHWDLOV RQ WKH ÂżYH ORQJHVW waiting applicants on the social housing list in the county. The local authority information showed one applicant was 4,473 days (just over 12 years) on list. The second longest applicant was 4,125 days (11 years), the third 4,049 days (11 years), the fourth 4,043 days (11 years) and WKH ÂżIWK GD\V \HDUV 7KH ÂżJXUHV DOVR UHYHDOHG WKDW the number of occupied social houses in the county stands at 1,710 with seven vacant currently vscsnt.. When asked about the number RI VRFLDO KRXVHV RŕľľHUHG WR applicants in 2016, 2017 and in 2018 that were refused and the reason given for refusal, the Council said: “This information LV FRQÂżGHQWLDO WR WKH LQGLYLGXDOV concerned.â€? Each local authority draws up its own rules for deciding the order of priority on the housing list. These are called allocation schemes.

Let’s work together towards a healthier state of affairs THE Carlow Local Development Committee (LCDC) is calling on clubs, groups, services and amenities that are health and well-being focused to submit their details for the Healthy Carlow ‘What’s On’ online directory. The need for such an online directory was called for during a public consultation for the Healthy Carlow

County Plan 2018-2021. Urging all groups and services to submit their information, Margaret Nolan from Carlow LCDC said: “During the consultation we learned that people were not aware of all the fantastic services, activities, clubs and groups available to them. “That’s why we’re working hard to create a comprehensive guide on such

THE set up of a much-heralded Carlow town bus service has been delayed, leading to accusations of the council being “misledâ€? by the National Transport Authority (NTA). The service was to be up and running by the end of 2019, but last week the NTA issued a report saying that “competition for funding within the departmentâ€? had delayed the project. At the February meeting of Carlow County Council, ofÂżFLDOV DQG FRXQFLO PHPEHUV expressed their disappointment with the NTA’s report. Cllr Fergal Browne called on the NTA to attend the council’s March meeting to address the issue, insisting that he did not want to see any more delays in the project. “It isn’t good enough what’s happening here,â€? said cllr Browne. Cllr John Cassin urged members to write to their TDs “to put pressure on themâ€? to deliver the bus service soon. Cllr Fintan Phelan also said he was disappointed by the delay. He questioned the loca-

tion of the bus stop for Carlow Railway Station at the Fire Station, saying it was a “bit of a distance, particularly for people with a disability or the elderlyâ€?. “I’m surprised at people saying they’re disappointed by the delay ‌ I’m actually angry,â€? said Cllr Andrea Dalton. \ “You don’t over-promise and under-deliver, and that’s what’s happened.â€? Cllr Dalton asked for extra car parking at the train station, pointing out that there “wasn’t enough and that’s obvious any day of the weekâ€?. Cllr Ken Murnane described the NTA’s decision to delay the town bus service as “unacceptableâ€? and asked why they “misledâ€? people. Cllr Brian O’Donoghue urged the NTA to address the matter “to allay fears that this bus service will not happenâ€?. Director of Services Dan McInerney said the council would push for greater access at the train station and also said there was “potential for a third route for Graiguecullenâ€?.

Crisis as more water plants reach capacity COUNTY councillors have said they are concerned that the crisis with Carlow’s wastewater treatment is growing, with the news that more plants across the county are at capacity, or close to it. Treatment plants from Tullow to Cloneygall are causing growing, as well as plants in the Dolmen County being at capacity. In an email to Cllr Michael Doran about capacity at Ballinabranna/Raheendoran wastewater treatment, Irish Water said that the current load delivered to Ballinabranna “exceeds the design capacity of the WWTP�. The email also said that there was no further treatment capacity available. A similar email in relation to

the WWTP in Bagenalstown and Leighlinbridge said: “I can FRQÂżUP ZH KDYH UHFHLYHG DQ update advising that the current capacity of Muinebheag and Leighlinbridge is 5,500 PE and the current collected load is 5,212PE.â€? At Nurney WWTP, Irish Water received an update from the Asset Strategy Team advising that the current load delivered “exceeds the design capacity, there is no treatment capacity available at the WWTPâ€?. Speaking at February’s meeting of the county council, Clllr Doran said it was “obvious that developments would not go ahead in Baillinabranna or Nurneyâ€? as the wastewater treatment plants were exceeding capacity.

“Bagenalstown has a little wriggle room,� he said. Cllr Doran acknowledged that Irish Water have infrastructure plans in place for the plants in Carlow but the county “won’t be able to develop if the plants aren’t up to standard�. Upgrade works to the Tullow wastewater treatment plant are scheduled to begin in 2020 but this is subject to planning, land purchase and funding. Carlow County Council Water Services have been advocating for “an earlier delivery date in order to facilitate development�. Meanwhile, the Muinebheag and Leighlin wastewater treatment plant upgrade has an anticipated works starting date some time in 2021 subject to planning and funding.

A better water flow is coming to Tullow

IRISH Water, working in partnership with Carlow County Council, is replacing ageing water mains in Tullow to improve security of supply, reduce leakage and improve water quality. The improvements involve the replacement of over 630 metres of aged cast iron water mains with high density polyethylene (plastic) pipes and are a part of Irish Water’s National Leakage Reduction Programme. The section of works will take place in Saint Austin’s Terrace and Temple Owen. They will also involve laying new water service connections from the public water main in the road to customers’ property boundaries and connecting it to the customers’ water supply. Where the existing service connections on the public side are lead these will be replaced. 7KH EHQH¿WV RI WKH OHDNDJH UHduction works include a reliable water supply with the replacement of water mains and service connections to reduce the instances of bursts and water outages and ensure a reliable supply of water to customers and local businesses.

THE Fianna FĂĄil Senator for Carlow, Jennifer Murnane O’Connor, has said the threat to the beef industry locally and nationally in the event of a nodeal Brexit is nothing short of catastrophic. Senator Murnane O’Connor was commenting on foot of reports that the UK plan to open their market to South American beef in the event of a no-deal Brexit. She said: “The UK is Ireland’s largest export destination for agri-food products with exports valued at â‚Ź5.2 billion in 2017. “Our beef industry in particular is hugely reliant on the UK market and 48% of all our beef exports went to the UK in 2017. “If in the event of a no-deal Brexit, the UK opens its doors to South American beef this would be nothing short of a catastrophe for our beef industry and would have a devastating HŕľľHFW RQ IDUPHUV WKH OHQJWK DQG breadth of this country.â€? Whatever is the type of the house you are going for, you must ensure that it is a good quality one from a reputable builder. Here are some tips to help you choose a builder. Carlow owners spend â‚Ź6m renovating homes

CARLOW homeowners have spent ₏6m on 567 renovation projects over the last four years - that’s an average of ₏10,758 per property. And homeowners throughout the country have spent a total of ₏1.23bn improving and renovating their homes. The Construction Industry Federation (CIF) has collated data on the number and scale of projects undertaken are part of the Government’s Home Renovation Incentive (HRI) since it was launched in 2013 and ended last year. The incentive allows property owners a tax credit on 13.5% of qualifying expenditure on home

improvements, if carried out E\ D TXDOL¿HG FRQWUDFWRU – ie one who is registered with the Revenue and tax compliant. &,) ¿JXUHV VKRZ WKDW DOmost 77,000 projects have been completed under the scheme, at an average cost of ₏15,965. Dublin has accounted for almost half of all projects undertaken and more than half of the total cost. However, the highest average spend per project was in Donegal, where property owners invested an average of ₏18,596 per renovation project. Roscommon had the most modest spend, at ₏10,429 per project, just below Carlow (₏10,758) and Longford (₏11,295). The HRI scheme enables homeowners or landlords to claim tax relief on repairs, renovations or improvement work that is carried out on their main home or rental property by tax-compliant contractors and that is subject to 13.5% VAT. With H྾HFW IURP -DQXDU\ HRI has been extended to local authority tenants who have written consent from the local authority to carry out the works.

Grey Seal with rope around neck on 10th Feb (Photo Justin Ivory) WE have all become very aware in recent years about the plight of plastic and other rubbish in our oceans, seas and other water bodies. In particular what is referred to as ‘Ghost Fishing’ has a devastating and often long, drawn out painful impact on marine wildlife. ‘Ghost Fishing’ refers to the discarded and abandoned nets, ropes, pots and other paraphernalia associated with fishing in its various forms. I’m sure we have all seen on social media and the internet images and videos, usually from exotic locations, of marine creatures entangled in nets or with bits of rope etc caught around flippers, beaks etc. A couple of weeks ago while observing a large group of Grey Seals on the Wicklow coastline I came across a victim of ‘ghost fishing’. Looking back through my photos it became apparent that a female seal had some microfilament rope caught around her neck (please see photo above). At that stage there was no obvious damage or major discomfort. Two weeks later it was a different story. As can be seen in the second image below of the same seal her condition has deteriorated rapidly. The ISS (Irish Seal Sanctuary) and Seal Rescue Ireland have been made aware of the situation and a Marine Mammal Rescue Unit in the UK has also been contacted for advice.
