Big think-in planned to support local business
CARLOW County Council and Carlow Chamber have teamed up to present local companies with ‘Brexit Preparedness and Business Support’ event during the month of October. The think-in will be held from 11.30am to 2.30pm in the Woodford Dolmen Hotel, Kilkenny Road, Carlow, on Wednesday, October 16. Hosted by Jonathan Healy, this event will focus on identifying exposure to Brexit, winning international sales and other strategies to address the challenges and opportunities that will come when Britain leaves the EU, which is being planned for the end of this month. The event will include exhibitors from key support agencies and also a panel event over an informal lunch. Kathleen Holohan, Chief Executive with Carlow County Council, said: “We need to work together to support each other in the challenges that may arise from Brexit but also the opportunities it presents. “We have worked with Carlow Chamber to design this event which brings together 15

We have lowest creche fees at €148 per week CARLOW has the lowest fulltime childcare costs in the country, according to figures released last week. Data released by the Department of Children and Youth Affairs indicates that the lowest full-time fees in the country (for children aged between two and three years) were recorded in Co Carlow at €148 a week. That brings the average price of childcare in Carlow to €594 a month, making it the cheapest place in the country. The figures were released as Fianna Fáil Senator, Jennifer Murnane O’Connor called for greater transparency in how créches were registered with Tusla. The highest full-time crèche fees were recorded in the Dun Laoghaire/Rathdown area of south county Dublin, where parents are handing out €246 a week (€1,005 a month).
The average across the country for part-time fees is €109.98 a week, up 8%, according to figures released this week. Full-time childcare is classed as five or more hours a day, while part-time is between three-and-a-half hours and five hours. The figures were drawn from almost 4,000 early learning and school-age childcare services throughout Ireland and highlight major variations across the country. Meanwhile, Senator Murnane O’Connor, has called for greater transparency in how créches are registered with Tusla. She said that parents from Carlow needed to have confidence in the créches in which they leave their children. She made the call as figures released to Fianna Fáil show that 595 early years services, which equates to 10% of all
créches around the country, have specific conditions applied to their registration. Senator Murnane O’Connor said: “These figures show that 10% of créches have been told by Tusla that there were certain shortcomings found during previous inspections but Tusla allows them to continue operating under the assumption they will be fixed. “These shortcomings typically refer to issues of noncompliance relating to overcrowding, staff ratios, Garda vetting, fire safety, incorrect sleeping arrangements, and staff qualifications, among others. “Tusla refuses to say where these créches are, and créches are not obliged to display their registration, so parents have to actively seek out the information and see if their créche is affected. “What’s important here is transparency,” the senator said.

Local man Eddie Cleary’s miracle cure at Lourdes THE story of a Carlow man allegedly cured after a visit to Lourdes in 1977 is told in a new book, The Village of Bernadette: Lourdes, Stories, Miracles and Cures – the Irish Connection written by bestselling author Colm Keane and his wife, former RTÉ newsreader Una O’Hagan. Numerous miracles at Lourdes are recounted in the book, including the case of Eddie Cleary from Green
Road, Carlow, who made news back in 1977 following his recovery form an illness. Three years before his visit to Lourdes, Eddie Cleary’s legs had been shattered in a road accident. He suffered several compound fractures, leaving him in severe pain and with an inability to move about unaided. For three years, he was confined to a wheelchair or forced to use crutches or a walking stick. Mr Cleary
joined a pilgrimage to the shrine in July 1977. “On the last night of the pilgrimage, I was in the wheelchair in front of the grotto,” Eddie later recalled. “After a while, I said I would like to walk again. I felt the urge to do it. I got up and walked without using the crutch. I suddenly found I could walk without pain.” From then on Eddie Cleary lived a normal, active life.

Two dead in air crash are named
THE two men who were killed in a light aircraft crash in Co Wexford have been named locally as Peter Tawse (61) from Old Ross and John Finnan (58) from Naas in County Kildare. Both were members of Wexford Flying Club and Mr Tawse was an experienced aviation instructor and also a former manager of Waterford Regional Airport. The incident happened in
the Ambrosetown area, near Duncormick in the south of the county around 5.45pm last Sunday evening. Initial reports indicate that the small airplane exploded, either on impact with the ground or shortly beforehand, in a field, close to Kilmore Quay. The light aircraft is believed to have taken off from an air field in the Taghmon area of Wexford, just minutes from the crash location.
THE County Council has been given €14,150 from the Government for the inspection of rental properties this year, it has been disclosed. However, funding is provided “on the basis of inspections carried out rather than through advance allocations”. Sinn Féin TD Eoin Ó Broin asked the Minister for Housing Eoghan Murphy about the amount allocated to each local authority for rental property inspections to date in 2019 and the projected increase in funding for this purpose for 2020 and 2021. In a written response, Minister Murphy said: “Between 2005 and 2018, more than €39 million has been paid to local authorities to assist them including the inspection of rented accommodation. “More than 258,000 inspections were carried out. The Rental Strategy recognises the need for additional resources to be provided to local authorities to aid increased inspections of properties and ensure greater

Mother in plea for mental health care
Tipperary mother Grainne Gault who lost her 14-year-old daughter to suicide is pleading with the public to lend their support to a protest outside Leinster House for better mental health services. Elisha Gault died on St Patrick’s Day last year after falling from a bridge in Carrick-on-Suir, Co Tipperary. Her body was recovered eight days later from the River Suir on March 25.
File for DPP after cocaine seizure
Cocaine worth an estimated €1,150 was seized when Gardai searched a house in Carlow town last Sunday morning. A man was arrested and questioned before being released. A file is being prepared for the DPP and investigations are ongoing.

Town is now rent pressure zone
CARLOW town has been designated a Rent Pressure Zone (RPZ), which ensures that landlords here can only increase rents by 4% annually. The designation is an acknowledgement of the rapidly rising rental costs in the town, driven by a significant housing need, proximity to Dublin and high demand among students. The Department of Housing confirmed last week that Carlow town will become the latest RPZ after the newest Residential Tenancies Board (RTB) rent index showed that between April and June Carlow met the criteria for inclusion. It brings to 44 the number of RPZs across the country. Welcoming the news, Deputy Pat Deering stated that as the economy has recovered, tenants in Carlow have been dealing with increasing rents over the last few years. “Rents are simply too high and they are rising unsustainably. The Government is stepping in to protect tenants.” he said.
Seminars on rise of business women TO mark this month’s National Women’s Enterprise Day (NWED), Local Enterprise Office Carlow is organising a major event in Lisnavanagh House, focusing on getting women-led businesses to “stand out from the crowd”. Local Enterprise promises a morning of “inspiration and learning”. Among guest speakers will be former World Champion Olympian and entrepreneur Derval O’Rourke and Carlow NWED Ambassador Kate Gaynor of Advanced Coating Ltd. Interactive learning will be led by expert business communicators from The Core Story. Figures released by Local Enterprise Offices to coincide with the launch show that 21, 859 female participants took part in training programmes with their LEO in 2018, an increase of 18% on 2017 figures. There was also a big increase in the number of female entrepreneurs benefiting from business mentoring through their Local Enterprise Office last year – from 3,832 in 2017 up to 4,565 in 2018 (up by 19%). On Thursday, October 17th, NWED ambassadors will be sharing their success stories at events in Carlow, Cavan, Clare, Cork, Donegal, Dublin, Galway, Kildare, Kilkenny, Leitrim, Meath, Monaghan, Offaly, Sligo, Waterford,
Wexford, and Wicklow. The Minister for Business, Enterprise and Innovation Heather Humphreys TD, said: “I am delighted to announce the biggest ever programme of events for National Women’s Enterprise Day, which will take place at 17 events around the country. Tinryland mass for bicentenary
SAINT Joseph’s Church in Tinryland was the focal point recently as the village marked its bicentenary, when more than 300 people attended ta special Mass concelebrated by Bishop Denis Nulty, joined by Fr Tom Little, PP, Fr Tommy Dillon, CC, Fr Tom Lalor and Fr Eamonn Hayden SPS. Also there were former Tinryland Parish Priest Fr John McEvoy, now PP in Rathvilly, former curates of the parish Frs Liam Morgan, Seán Hyland,
Alex Kochatt and Carlow College president Fr Conn Ó Maoldhomhnaigh. Representatives from the various clubs and associations in Tinryland walked in procession to the altar carrying banners and symbols of their organisations. In his opening address, the chairman of the organising committee Liam Byrne welcomed everyone to the special occasion and went on to remember all the priests who had originated in the parish.

Local make a clean sweep of the Tidy Towns
‘Living in fear’ of family from hell
RESIDENTS living in a Graiguecullen housing estate are allegedly being terrorised by ‘neighbours from hell’, with reports of children and parents being assaulted, adults fighting in public with machetes and stones being fired at motorists by slingshots. The people of Heather Hill Square say they “are sick of it”. “Our children don’t play on the street any more because they’re afraid of getting hurt. Before this, the kids always played outside, but this whole summer, the children wouldn’t play outside,” one resident told reporters. She did not want to be named. There were allegations of a five-year-old girl being “bodyslammed into a car” by an older boy aged 12. Another resident got hit with a stone in the face from a slingshot because he refused to buy alcohol for some teenagers, and in another incident residents were horrified to see two men fighting each other with machetes on the public green area.
Since 2006, the team has won 20 national accolades and five world awards. The team is sub-officer Brendan Ryder; incident commander John Comerford, who is retiring next month after 32 years; medic and driver Paul Curran; medic Dermot Scully; and technicians Alan Owens, Andy Fisher and Mike Kelly.
CLONEGAL once again proved a winner when the towns and villages of Carlow ranked among the best in the country at the announcement in The Helix, Dublin of the National SuperValu Tidy Towns Awards 2019. Clonegal came tops in the county, securing an impressive 342 marks, just four behind overall winner Glaslough, Co Monaghan. The score saw Clonegal being awarded a gold medal and a prize of €1,000 as county winners. Equally impressive with 338 marks was Leighlinbridge, earning the village a gold medal in category C, a highly commended accolade within the county honours, and €800. Carlow town, on 322 marks, was awarded a sliver medal, while Ballon village on a terrific 329 marks, was also commended and awarded €500. Success, too, for Myshall with its 317 marks, up almost 4% on the previous year and earning the village an endeavour award as well as €500. Queen of the Universe NS,
Bagenalstown can also take a well-earned bow, having won the SuperValu School Award for the south east and a welcome €1,000. THE latest Health Information and Quality Authority (HIQA) inspection has found significant shortcomings in the quality of foster care services in the Carlow/Kilkenny/South Tipperary region. Of the seven national standards assessed, only one standard was substantially compliant while the remaining six were non-compliant, three of these being of major non-compliance. The service area was found to be facing significant challenges in retaining social workers within the service. Staff turnover rate was recorded at 41% which, compared to the Tusla national turnover rate of 8.1% in March 2018, was exceptionally high. The report found that the allocation of social workers to
children in care was chaotic and was not child centred practice. 72 out of 312 children did not have an allocated social worker. Children who did have social workers did not receive visits in line with statutory requirements, the quality of visits being recorded as poor. Inspectors found that 22 of the 25 cases sampled for quality of care planning were poor. Case management was also deemed to be of poor quality as social workers did not receive regular supervision. Inspectors reviewed 25 children’s records for case supervision and found that 23 did not have evidence of appropriate oversight from a social work team leader or principal social worker. I nspectors also found that
responsiveness to complaints that had been recorded on the complaints register was poor. At the time of the inspection there were 321 children in foster care in the area. Of these, 101 children were placed with relatives and the remaining 219 children were placed with general foster carers and one was placed with private foster carers. HIQA states also that while service delivery was poor, the staff team who spoke with inspectors were engaged, motivated and clearly wanted to provide the best service that they could. They noted that the staff team recognised the areas that they thought should be improved and demonstrated to inspectors a commitment to children in care.

Too many teams, too many divisions and all left-wingers

T
he first item on an Irish political agenda is The Split, said Brendan Behan, and the Left has always done its best to prove him correct. Of late it has excelled itself and Paul Murphy’s establishment of a new party (group is the word the TD prefers) leaves Irish socialism more divided than at any time I can recall. And that’s saying something, for I have lived through many a schism. Republican Labour, Connolly Labour, Militant Labour, Marxist-Leninists, Leninist-Marxists, Lennon and McCartney. They all make grand entrances and usually deliver a fine soliloquy. Then they exit - stage left, of course. How many divisions has the Pope, asked Stalin, a man for whom some socialists still have a fondness. Dunno. But not half as many as the Irish Left. Mr Murphy’s new party (sorry, group) is called RISE and is a break-away from the Socialist Party which has contested recent elections under the banner of Solidarity, which used to be called the Anti-Austerity Alliance. Mr Murphy says his new RISE group will still have fraternal links to the old Solidarity group which is linked to People Before Profit. Joan Collins, a TD for Dublin South Central, used to be in People Before Profit but she is now with Independents 4

Change which used to called Independents for Equality. So is Clare Daly, who, like Mr Murphy, used to be in the Socialist Party. So is Mick Wallace, who used to be a capitalist building contractor. Ms Daly used to be a TD and is now an MEP. She was a founder member of the United Left Alliance. Mr Wallace used to be a TD and is now an MEP, unlike Mr Murphy who used to be an MEP and is now a TD. Richard Boyd Barrett, who used to be a member of the Socialist Workers Party, hasn’t left People Before Profit yet and neither have deputies Gino Kelly and Bríd Smith. Neither has Ruth Coppinger, who used to be in the Socialist Party. True believers don’t extend fraternity any further Right than the jumble of parties I have mentioned. But a few heretics might be prepared to include the Greens and the Social Democrats. The Social Democrats are a spin-off from the Labour Party, which incorporates
Democratic Left, which used to be the Workers Party, which was previously Sinn Féin the Workers’ Party, who used to be Official Sinn Féin, who were also known as The Stickies and were once the political wing of the IRA. Some other independents, such as John Halligan, can lay claim to left-wing credentials and there are others who will sing the Red Flag if it suits them. Bertie Ahern once claimed he was one of the few true socialists in Irish politics and that, under his leadership, Fianna Fáil had provided “the most left-wing government this country has ever seen”. He may have been correct, since there was never much competition for that title. True believers would sooner join the Irish Management Institute than go into government. At the launch of RISE, Mr Murphy said he did not agree with left-wing parties going into coalition with “right-wing parties” such as Fine Gael, adding, for good measure: “We don’t think Sinn Féin or the Greens represent the change we need.” He didn’t mention Fianna Fáil but I don’t think Micheál Martin need expect a call from him any time soon. “People on the Left, unlike people on the Right, take politics pretty seriously,” said Mr Murphy. Maybe they do. But unless they can get their shambles of an act together they needn’t expect the voters to take them seriously at all.

“I have always loved having a chat over good coffee and a homemade scone or cake, “ founder and owner of Canta Cafe Madeleine Forrest told the Carlow People. “Some of my favourite childhood memories include trips with my mom to Bradbury’s in Athy, or when in Carlow, calling to Crotty’s for some delicious treats to bring home to Ballitore. “I grew up in a house where daily home-baking was usual; brown bread, white soda bread, “curranty buns” and queen cakes.. baking has been a lifelong passion. “In 2009 I set up a gorgeous mobile coffee unit called The Little Coffee House, and attended local fairs, bike rallies and events. “It had a retro lever-pull coffee machine that was my pride and joy, and it made superb coffee! “In 2012 I opened The Tea Rooms at Duckett’s Grove and built a solid business over seven years. We had regular visitors from the locality and also the east and southeast of Ireland. “In May of this year I opened a 30 seater café at Dunmore Cave, the only state owned cave in Ireland. “We had a wonderful Summer, with 80% of our visitors being international tourists, and it was great to see so many familiar faces from Carlow too.

PLANNING NOTICES. Carlow County Council Planning Permission is being sought by M. Smith Haulage and Sons Ltd. for the importation of clean topsoil and subsoil into the subject site of 13.01 hectares at Maplestown Rathvilly, Co. Carlow, in order that the site can be restored in compliance with condition 17 of the grant of permission reference number 221741 from An Bord Pleanala. It is proposed to remediate approximately 8.44 ha of the site and it is estimated that this will require approximately 122,218 cubic metres of greenfield, inert soil and stone. This will be carried out over an eight-year period with no more than 24,900 tonnes of soil being imported in any one year. This application includes the installation of a weighbridge, a temporary site office and canteen, wheelwash, portaloo and carry out all ancillary site works. The application relates to an activity requiring a Waste Facility Permit from the Carlow County Council. The planning application is available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at the offices of Carlow County Council, Athy Road, Carlow during its public opening
hours. A submission or observation in relation to the application may be made to the authority in writing on payment of the prescribed fee (â‚Ź20.00) within the period of 5 weeks beginning on the date of receipt by the authority of the application. Old birds’ nests.....or are they? (Photo Justin Ivory) With Halloween and the season of the witch fast approaching, trees will soon be shedding their leaves. As winter arrives the denuded branches of many trees will reveal what look like old, dense birds’ nests. Closer inspection will show that these “old nests” all seem to be in Birch trees (Betula spp.). Even closer inspection reveals that these structures are not nests at all but dense clumps of living twigs! They are Witches’ Broom Galls and according to folklore are the result of witches flying over the tree. In actual fact the culprit is Taphrina betulina, a type of fungus. The fungus releases plant hormones known as cytokinins into the tree branch. These hormones stimulate cell division causing the tree to vigorously produce extra shoots resulting in a dense twiggy cluster. The fungus then proceeds to feed on these new shoots by extending threadlike hyphae into them to access the tender tissues inside. There are many different types of plant galls with a myriad of causers and hosts resulting in all sorts of shapes, sizes and structures. Why create a gall at all? Typically a gall provides its’ inhabitant with one or more of the following: - food, shelter, protection from predators. In all cases it is a parasitic relationship. In such a relationship the invader derives some benefit while the host, may or may not be harmed, but derives no benefit from the relationship. So, as winter progresses try and find which trees the witches have been flying over and see some of these nest-like galls for yourself.
