Mixed results for the Towpath plan Carlow says no; Laois and Kildare say yes PEOPLE on both sides of the ongoing ‘Barrow Blueway’ controversy ended up with mixed feelings last week, following decisions taken by the three County Councils involved: Carlow, Laois, and Kildare. Carlow decided to reject the plans in their entirety. Laois granted conditional planning permission for a 16-kilometre stretch by the river from Vicarstown to Maganey, attaching 25 conditions to the decision. Kildare also approved the plans in principle, but are continuing to work on the list of conditions that will be attached. The full list is expected to be made public later this week. Either way, both supporters and opponents of the plan will have 28 days to appeal any or all of the Councils’ decisions to An

Bórd Pleanála, so the matter is likely to rumble on. The controversy revolves around plans by Waterways Ireland to lay a paved pathway along the banks of the Barrow through the three counties. The idea is to make it more accessible to more people, including parents with buggies, and leisure cyclists. Currently, some parts of the pathway are not particularly accessible at certain times of year. Opponents say that doing so ZRXOG KDYH DQ DGYHUVH D൵HFW on wildlife along the route, and also that it would destroy the natural character of the pathway that has existed for centuries. Plans for the proposed Barrow Blueway would have seen it run from Lowton in County Kildare to St. Mullins in Carlow, a distance of some 115km in total.

Pundits expect Saoirse to miss out on Oscar again WITH the annual Oscars ceremony taking place in Los Angeles next Sunday night (March 4), there is growing expectation that Carlow’s Saoirse Ronan will again miss out on taking home the statuette. The award for Best Actress is instead expected to go to Frances McDormand for ‘Three Billboards Outside Ebbing, Missouri’. The Hollywood grapevine has McDormand as a shoo-in for the award, while one

leading Irish bookmaker has her priced at short as 1/12, with Ronan out at 8/1. If the result goes as expected, it will be Ronan’s third time to miss out, after both ‘Atonement’ (2008) and ‘Brooklyn’ (2016). In a BBC interview last week, she seemed already accepting of the probability of again losing out. She joked about practicing her ‘loser face’, and said ‘if the person wins who’ll probably win,

then I’ll be very happy for them, because I think they deserve it’. A NEW â‚Ź1.6m fund to support social enterprises in Ireland has been established by Social Innovation Ireland (SIFI), in partnership with Carlow County Council and all 31 other Local Authorities across ,UHODQG 7KH )XQG LV ÂżQDQFHG by the Department of Rural and Community Development, from the Dormant Accounts Fund and IPB Insurance. Called the Social Enterprise Development Fund, the fund will be delivered over the course of two years and up to eight successful applicants per year will each receive a grant of â‚Ź50,000 to invest in growing their organisation. In addition to the cash grant, the successful applicants will also receive a place on Social ,QQRYDWLRQ )XQG ,UHODQGÂśV VL[ month Accelerator programme. Additional places will be reserved for the most promising social enterprises across all 31 Local Authorities in Ireland. The programme is designed to help social enterprises develop their business skills and to provide

them with ongoing peer support and advice so that they develop sustainable enterprises that have a powerful impact in their community. The fund is now open for applications from social enterprises in County Carlow. Kathleen Holohan, Chief Executive of Carlow County Council, said: ‘This new fund will complement the range of supports available from local authorities for social enterprises that have a sustainable business model. The Social Enterprise Development Fund presents a great opportunity for social enterprises in the county to achieve their goals and ultimately create a measurable social impact that FDQ EH VFDOHG DOO RYHU ,UHODQG Âś The fund was launched by Minister of State for Community Development, Natural Resources and Digital Development, SeĂĄn Kyne. Man jailed for 10 years after student attack AN EGYPTIAN man living in Carlow has been jailed for ten years for raping a foreign student who he met on the bus to Dublin while she was also living and working here during the summer of 2016. Ibrahim Ahmed Gharib (39), with an address at Dolmen Heights, Pollerton, had the sentence handed down in the Central Criminal Court after being convicted of committing WKH RŕľľHQFH DW WKH ZRPDQÂśV rented accommodation on July 7/8 that year. He was also convicted of sexually assaulting her during the bus journey home from Dublin on July 7. His legal team attempted to secure a court order to prevent him being named following conviction. They claimed there were ÂľWKUHDWV WR KLV OLIHÂś DQG WKDW Gharib was concerned that

When she threatened to take a photo of him and report him to GardaĂ­, he struggled with her, fell on top of her, and raped her. The trial further heard how the woman screamed throughout the rape, and how Gharib told her he would kill her if she did not stop. Gharib insisted throughout the trial that the sex was consensual, and his legal team said at sentencing that he still GRHV QRW DFFHSW WKH MXU\ÂśV verdict.

Brave Emma is an inspiration

T

he recent posts by Wi c k l o w - b a s e d novelist Emma Hannigan(inset) were heartbreaking to read. Announcing that she is near the end and is ‘taking a bow’ because all avenues in treating her cancer KDYH ÂżQDOO\ EHHQ H[KDXVWHG E\ her medical team, Emma has accepted her impending death with dignity, gratitude for her life and family and not a trace of bitterness. Truly inspirational. Emma has battled cancer more than 10 times in the last dozen years. In 2006 she discovered she had a rare gene (the BrCa1 gene) that left her with a hugely-increased chance of developing breast and ovarian cancer. She had preventative surgeries to try to forestall the disease but unfortunately was still diagnosed with cancer soon afterwards. The following years have been a roller-coaster of treatments, recoveries and returns of the disease. Throughout it all she has kept positive and kept writing her wonderful books which will

Clive James has been lucky WR KDYH WKRVH H[WUD \HDUV 0RVW people with cancer either don’t JHW DFFHVV WR H[SHULPHQWDO drugs or else don’t respond to them. It shouldn’t have to come down to getting lucky though. It is one of my greatest hopes in life to live to see the day when we can beat this disease. In the meantime, as Emma Hannigan said in her recent posts, we should enjoy every day we are healthy and be grateful for it.

Well maybe not sure of a big surprise and definitely not teddy bears having a picnic, but you could well hear the sound of drumming! Is it some woodland hermit or shaman performing an ancient druidic ritual or a rock band making an al-fresco promo video? Nope! So who or what is producing this unusual sound? Listen closely. Try and hone in on where the sound is coming from and look up into the trees. There you see a quick movement of black and white in the upper branches. Wait patiently. More drumming close by. And what’s that now – a more distant drumming in response. Keep watching and suddenly a small black and white bird with a distinctive undulating flight, flicking its wings in and out shoots across a clearing in the trees.

New research suggests that individual Great Spotted Woodpeckers may be identified by their drum roll pattern. Up until about ten years ago a woodpecker drumming is not a sound you could have heard in Ireland but since colonising from the UK they have spread rapidly through our eastern counties with the woodlands of Wicklow the best location to see and hear these stunning looking birds. Drumming can typically be heard from February to May.
