‘Key town’ boost in plan for growth Urban centre will drive regional development CARLOW and neighbouring Graiguecullen will be designated a ‘key town’ in an upgraded regional development plan. They comprise one of ¿YH WRZQV HDUPDUNHG IRU VLJQL¿FDQW JURZWK LQ WKH HDVWHUQ and midlands region,which includes Dublin. The others are Portlaoise, Tullamore, Mullingar and Longford. Public consultation on the plan closed on January 23 and it now goes to the Eastern and Midland Regional Assembly which will consider the steps necessary to allow Carlow to grow over the next 20 years in the role of a major regional centre. The assembly will adopt a Regional Spatial and Economic Strategy (RSES) later this year. Once the RSES is adopted, all local authorities will be obliged to review their plans and programmes in light of the new strategy.

Carlow and Laois county councils are expected to work together on a joint plan for the urban area. The strategy is aimed at implementing Project Ireland 2040. It looks at such issues as employment, retail development, housing, transport and services. It will provide a framework for spatial planning and economic development for the Eastern and Midlands Region and will take a wide view beyond county boundaries. Carlow’s ‘key town’ status will help it attract the investment needed to support substantial population growth. Growth of 30% is predicted over the 20 years. Key towns will be expected act as economic drivers for the wider region and provide employment and leisure facilities for their hinterlands.

Social houses

Almost 170 social houses will be ready for use in Carlow before the end of the year, the county council says. Last year 85 houses were completed in the county, 46 by the council and 39 by housing bodies..

Digital award

Jane Kavanagh won the Digital Business of the Year award at the Irish Women’s Awards. Ms Kavanagh, from Tullow, last year launched the FeedAlpha platform that helps schedule and plan social media posts.

Research conducted for Sky Broadband found that people living in Carlow, Laois and Longford are the biggest pay day splurgers with over half admitting to spending online as soon as they get paid. It also found that people

in Carlow and Roscommon were most inclined to treat themselves with the majority admitting to buying something for themselves before paying their rent or mortgage. The research revealed that Ireland’s online involvement is stronger than ever, with Facebook (37 per cent),

Whatsapp (17 per cent) and YouTube (10 per cent) the most used. But while networking is our favourite online activity, the study found we’re also increasingly using it to check the news (19 per cent) and watch box sets (10 per cent). Overall, some 35 per cent of us do our viewing online.

Refuge ‘is not needed’ TUSLA, the child and family agency, does not believe there is need for a women’s refuge in Carlow, councillors have been told. The opinion runs contrary to a recent report commissioned by the Carlow County Development Partnership which called for a refuge. It warned that Carlow women and children Ă€HHLQJ YLROHQW KRPHV DUH IRUFHG to use refuges elsewhere and that “some end up on the streets of Dublinâ€?. Council chief executive, Kathleen Holohan, told members that Tusla took a GLŕľľHUHQW YLHZ “Their interpretation of the research is that there isn’t a necessity in Carlow for a refuge but what’s required are safe KRXVHV ZKLFK LV GLŕľľHUHQW WR D refuge,â€? she said. Ms Holohan called on Tusla WR KROG D PHHWLQJ VR RŕľśFLDOV can explain their position . “A refuge could be funded through the capital assistance scheme and the council could assist through that process but the resources for the domestic violence centre would be a matter for Tusla,â€? she said.

Big haul of tools recovered as gardaí raid house GARDA� investigating the theft of power tools searched a house in Carlow town and recovered more than 200 tools with an estimated value of ₏92,000. Two public viewings were arranged and most of ther tools have been returned to their rightful owners. Gardaí are trying to trace the owners of the others. Gardaí are investigating several burglaries in which power tools were stolen in the CarlowKilkenny district.. On January 11, the thieves broke into a garage attached to a house in Coon, outside Castlecomer, sometime between 2pm and 4pm. A number of expensive power tools were stolen, including a Husqvarna chainsaw, a red Honda strimmer, a yellow-coloured Partner chainsaw, a red Honda diesel power-washer and a red Husqvarna con saw. A few hours earlier, two sheds were broken into in the Paulstown area and several more power tools were taken. The rear door of a secure garage attached to a home in Ballyellen, Goresbridge was forced open and a small number of tools were stolen, along with a quantity of diesel. A shed behind a house in St Enda’s Terrace in Paulstown was also broken into around the same WLPH 7KH WKLHYHV PDGH R྾ ZLWK

two chainsaws. The previous night thieves targeted a house being renovated on the Mill Road in Urlingford. Several industrial power tools that had been left on site were stolen. Carlow-Kilkenny Division &ULPH 3UHYHQWLRQ 2ŕľśFHU Sergeant Peter McConnon told the news website KilkennyNow. ie: “We suspect there is a connection: the same modus oparandi was used, similar type of properties were targeted. “We are appealing to homeowners to ensure their properties are locked and alarmed and, where possible, to extend their alarms to their sheds. “We would also urge people to photograph any valuable tools they possess as it makes it much easier for them to identify the items if they are subsequently recovered.â€? GardaĂ­ in Tullow, meanwhile, have issued an appeal for information after several racing bikes were stolen from a shed in Ballon. The incident occurred on Wednesday, January 16, between midday and 1.30pm. The stolen bikes included included a black and white Giant racing bike, a Genisis pedal cycle, Carrera pedal cycle and a BMX. Councillors want brake on road hogs RACE days, cars doing wheelies, and bad parking have raised the wrath of Carlow’s councillors. Cllr Andrea Dalton said people parking inconsiderately were forcing pedestrians onto the roads. “It’s a huge issue in the Green Road area,� she told the county council. Cllr Fintan Phelan criticised “race days�and cars “doing

wheelies�. “It’s a huge noise and inconvenience and it happens on one day every single year,� he said. But Cllr Dalton insisted it was not just once a year “but every time there’s a public holiday or a bank holiday.� “The premises is in Laois but they’re racing on the roads too and there is an element of danger,� she said.

Sweet soccer success for a candy maker FOOTBALL has taken Eric Molloy from Rathvilly to the far side of the globe, from a chocolate factory to the top of the sporting world. Dunedin, where he moved to play the game, is the furthest city in the world from Dublin. And Team Wellington, the side he eventually joined, recently competed in the Fifa Club World Cup alongside such giants as Real Madrid and Argentina’s River Plate. “It is mad when you think about it,� he said. “I was working at a chocolate factory in Carlow. Two years later I’m at the Club World Cup alongside teams like Real Madrid.� Molloy (26) won the SSE Airtricity League First Division with Wexford Youths in 2015.

Forty-four adult men’s and ladies’ club teams will compete on the Dingle Peninsula in Co Kerry from 15 to 17 February. Fenagh will compete in the six-team junior men’s competition against Kerry side’s Cromane and Renard, Limerick’s Mungret St. Paul’s, Dubai Celts from the United Arab Emirates and Lisdoonvarna’s St. Breckan’s.

The Cottage Collection is up for auction JIMMY Quinlan was always fascinated by domestic gadgets and had a rare ability to restore and repair them. Jimmy and his wife Frankie did a lot of travelling in their 1973 vintage camper, touring all over Ireland and England and amassing many collectible and antique items on the way. The collection began as a hobby, but as it grew it took over their family home. In 1992 Jimmy and Frankie purchased a derelict cottage in Ardattin village to house it all and in 1994 they opened it to the general public as The Cottage Collection. The museum soon built a reputation way beyond County Carlow. “Many tourists have taken delight in stepping back in time and reveling in the vast collection,� said Mr Quinlan. “We’ve had guests coming from all over the world – even as far as Australia and America.� The spectacular collection is up for auction on Wednesday and Thursday, January 30 and

31 at the County Cavan auction house. Items for sale will include three WWII German radios, a 1930s Raymond Leowy Radio in the form of a New World colonial globe, a rare telephone by Dictograph Telephones Ltd of London. There will be two 1930s Bakelite Ekco circular radios, a UDUH WK FHQWXU\ FRŕľľHH JULQGHU and a braille type writer. “The collection has brought me a lot of happiness for many years and it has been great to see it grow in to the vast collection it is today,â€? said Mr Quinlan. “However it is now time to let these pieces go to new homes and join other rare collections across the world.â€? The sale will be of particular interest to collectors of musical artefacts as it will include rare radios, gramophones and other items representing decades of collecting. Maria to captain WGPA CARLOW footballer Maria Kinsella is the new chairperson of the Women’s Gaelic Players Association (WGPA). She takes over from Aoife Lane, one of the seven women who established the WGPA in January of 2015. Three other members of the original executive - Deirdre Murphy, Anna Geary and Fiona McHale - also stepped down from their roles at last week’s AGM. Clare’s Carol O’Leary is the WGPA secretary for the forthcoming year, while former Wexford camogie player Kate Kelly takes the position of treasurer. The new WGPA Executive has been expanded to 11 members. It’s St Patrick’s Days SAINT Patrick’s Day falls on a Sunday this year and Carlow plans to make a great weekend of it with a two-day festival. The theme will be Diversity and it will feature a wide representation of the county’s cultural and economic achievements. DOGS and horses ae causing problems on Carlow’s housing estates. Some dogs are “constantly barkingâ€? and horses are roaming on the green areas,making children afraid to play, said Cllr Fintan Phelan. He raised the problem of the dogs during the county council’s discussion of a proposed Noise Action Plan. “Dogs in back yards constantly barking and causing a disturbance, does this plan deal with that?â€? he asked. The council’s Director of Services, Dan McInerney, said the plan was about noise coming from roads or generated by WUDŕľśF Âł7KH LVVXH RI GRJV EDUNing is nothing to do with this plan,â€? he said. In the course of a separate discussion, Cllr Phelan said the council should be allowed to seize a horse automatically if left in a public area. He said it was an ongoing issue in some estates in Carlow town where children can’t go out to play as animals are being let roam free on green areas. The complaint about horses

was made during a discussion on the Control of Horses ByeLaws which were adopted by the councillors. Bagenalstown councillors, meanwhile, have hit out at anti-social behaviour in local authority houses in the municipal district. “I’m getting complaints about it every day, every single week,� said Cllr Arthur McDonald . Cllr Michael Doran criticised those “terrorising other neighbours� and called on the council to start “getting serious and evicting people�. “People are breaking common law in this country and the council seem to be powerless,� he said. “The tenants have to be responsible too.� A new anti-social behaviour policy document was passed last month by the council with the local authority pledging to combat the behaviour and deal with problem tenants. Councillors were told that residents should record the time and date of incidents and report them to the local authority and the Garda.

Property 2019: Special report

Sharp increase in number of residential sales THE recovery in the residential property market in the county is continuing at pace, according to a study conducted by the Carlow People LQWR ÂżJXUHV contained in the Residential Property Price Register. Our survey shows show that there was an increase of 115 transactions to 649 in 2018 compared to 2017, a rise of 21.5%. The total spent on property was â‚Ź108,965,133, up â‚Ź29,671,358 from â‚Ź79,293,775 in 2017, which a rise of whopping 37.42%. Furthermore, the average price paid per property was up E\ D VLJQLÂżFDQW Âź from â‚Ź148,490 to â‚Ź167,897 just a year later. The highest residential sale of the year occurred when Apartments

1-7, 13-14 and 16-36 at the Riverbank Apartments in Burrin Street sold for a combined â‚Ź 1,350,000. However, the highest individual sale was Rathvinden House in Leighlinbridge sold for â‚Ź 1,100,000. The cheapest sale of the year were 8 River Court, The Dolmen Hotel and Apt 9, Rivercourt, The Dolmen Hotel, in Carlow Town which both changed hands for â‚Ź10,000. A separate report by the Irish Independent newspaper, claims prices across Carlow rose by 9% last year. The survey predicted that average prices in Carlow would rise by three per cent in 2019. The biggest increase has been in the price of new threebedroom semis. “New semis in Carlow have

gone up to about â‚Ź230,000 which is dragging up the second-hand market,â€? it said. This trend is born out by a survey carried out by the Real Estate Alliance. It found that the cost of a three-bed semi in Carlow rose by 5.7% last year, with an extra 2.1% in the last three months. For 2019 it predicts an increase of 5.5%. A shortage of new-build semis is adding to the problem. Estate agent Harry Sothern said: “There are very few on RŕľľHU DW WKH PRPHQW EHFDXVH the builders are only selling one by one and when they know they’re guaranteed the sale. Climate Case Ireland HOROSCOPES

I KNOW the title at the top of the column each says ‘Wildlife’ but really you should read that to include wider environmental issues not just wildlife. The biggest issue of our generation (in fact probably the biggest issue in human history) is that of climate change. By the time you read this column, depending which paper you read (the column appears in 7 papers in 6 counties), Climate Case Ireland will either be about to start, under way or just finished. So what is Climate Case Ireland? It is the name given to the case that FIE (Friends of the Irish Environment) are taking against the Irish government on behalf of every citizen in this country. This legal action is the first case in Ireland in which citizens are seeking to hold their government accountable for its role in knowingly contributing to dangerous levels of climate change. FIE argue that the government’s approval of the National Mitigation Plan in 2017 was in violation of Ireland’s Climate Action and Low Carbon Development Act 2015 (the Climate Act 2015), the Constitution and human rights obligations. We also claim that the Plan falls far short of the steps required by the Paris Agreement on climate change. The case was inspired by similar actions in other countries, in particular the highly successful case in the Netherlands where the group Urgenda won their case and the follow-up appeal against the Dutch government. The Dutch court held that the State is acting unlawfully (in contravention of the duty of care under the European Convention on Human Rights) by failing to pursue a more ambitious reduction in carbon emissions. The Irish case is asking the High Court to quash Ireland’s National Mitigation Plan and request the government to remake it in accordance with the law. This will involve making an ambitious emissions reduction plan which will help avert dangerous climate change. The case starts on 22nd January and is scheduled to last 4 days.
