Money ‘still there’ for new-look city WATERFORD Council is looking for a new developer for the North Quays regeneration project. The huge construction scheme has gone back on the market after the original developer, Falcon Real Estate, was unable to meet funding requirements. The council says it is fully committed to completing the project and Government sources are insisting that money is still on the table for the wider development which would link both sides of the city with a new bridge and replace Plunkett Station with a new transport hub. But, while everyone remains hopeful, there is no doubt that a blow has been dealt to the ambitious development, which was to have included a 15-storey hotel and conference centre, twin blocks of offices, 300 apartments and an open public space. Falcon had committed €400m to the project but was unable to meet funding conditions by the deadline of May 15. The council said the deadline had already been extended

and it now needed to move forward and find another developer. Falcon can re-enter the process if it secures the necessary funding, said council chief executive Michael Walsh. The council has received assurances from Government that the €110m in State funding pledged last November is still on the table. and a spokesperson for the Department of Housing said the approval remains in place. Senator John Cummins said terminating the contract with Falcon Real Estate would not stop the North Quays project. The Fine Gael senator, who has been involved with the project from its outset, said some people may feel the last few years have been wasted “but that is absolutely not the case”. “The reality is much of that time has been spent assembling the site and resolving title which is only recently in full ownership of Waterford council and this is now an exceptionally valuable asset for our city,” he said. THE new manager of Waterford FC plans to dip into the transfer market to get his club off the bottom of the Airtricity League premier division. Marc Bircham says he has been promised summer transfer funds to steer the Blues away from relegation. He watched the side lose his first two games in charge, going down 0-1 to Derry and 1-2 to Finn Harps who won with two lates goals at the RSC.

It wasn’t the start he wanted but strong performances lifted some of the gloom of recent weeks when Covid fears forced them to forfeit one match and field a youth team in another. Former Millwall and Queens Park Rangers player Bircham (43) is Waterford’s fourth manager in a year. He was born in London but qualified to play for Canada. He was first-team coach at QPR from 2016 to 2018 and assistant manager at Arizona United, Chicago

Mr Walsh told councillors that contracts were not signed in time by Falcon Real Estate Development and they would be going “back to the marketplace” to seek new developers. He explained that documentation was provided to the council from a Falcon representative, which was supposed to provide evidence of funding. But the council’s legal team concluded that the documentation did not pass the test of a binding agreement. Both the North Quays and Michael Street lands will now be put back on the market. The council, in a statement, said it has been “working in the background to undertake a fundamental reappraisal of the North Quays Scheme ”. “We will be proposing to engage with the marketplace on a revised proposal in the coming week,” it said.

Debenham staff accept deal but hit at union FORMER staff of Debenhams in Waterford, who had been protesting since the store closed more than a year ago, have ended their fight for a better redunadancy payment. They have accepted a Government offer of a €3 million training fund, plus statutory redundancy. Staff from Debenhams stores across the country voted to accept the training, intended to help them find other work and to encourage business startups. They voted against the offer in January but accepted it by 319 votes to 102, after clarification from their union, Mandate. Some 400 members did not vote. Gerry Light, Mandate General Secretary, paid tribute to the campaigners . “The ballot outcome is testament to the strong will and resilience of our striking members,” he said. But shop stewards for the workers were highly critical of Mandate. “Once Mandate saw our willingness to fight they should have thrown their full weight behind us and pressured ICTU to do likewise,” the shop stewards said in a statement. They said Mandate “at official level consistently adopted a passive minimalist approach living in fear of the threat of

injunctions and the Industrial Relations Act which, by design, is intended to make industrial struggle weak and ineffective.” The shop stewards also criticised the Government. “On three separate occasions the government parties voted in the Dáil against proposals which would have helped resolve our dispute or aided workers who may find themselves in a similar situation in the future,” they said. “Furthermore the Taoiseach and Táinaiste had ample opportunity to confirm, when it was put to them numerous times by opposition deputies, that KPMG ought not to attempt to grab stock during the Level Five lockdown, but they refused to do so. They were as instrumental as the courts and the gardaí in facilitating the scabbing operations of recent weeks.” The Waterford workers organised a farewell get-together on Saturday for supporters of their 406-day campaign. Shop steward Michelle Gavin thanked those who had supported them. The event closed with the symbolic dismantling of the strikers’ makeshift hut. They said signed placards and banners would be saved as a reminder of their struggle.

Dental waiting lists now ‘at crisis point’ DENTAL servcies in Waterford are at “crisis point”, a TD has claimed. David Cullinane, who is Sinn Féin’s health spokesperson, said the dental wait times for public patients in Waterford and the South East are exceptionally long, with a 43% drop in dentists signed up to the Dental Treatment Services Scheme. “The number of dentists signed up to the scheme in Waterford has reduced from 56 to 32 in the last five years,” he said. “This is one of the highest declines in the state. “This crisis is underlined in the collapse in spending on dental treatment from a high of

€60m to just over €40m.” Mr Cullinane said medical card patients were waiting longer for treatment because fewer dentists were signed up to the scheme. “The burden of this disproportionately falls on lower income groups, especially those who rely on medical cards,” he said. Mr Cullinane called for “significant additional investment” in public dental capacity. “We need root and branch reform if we are to stand any chance of improving care and reducing wait times,” he said. He said a record number of children were waiting for dental treatment under general anaesthetic.

Cyber attack causes chaos at hospital STAFF at University Hospital Waterford have managed to maintain a service in the emergency department despite the loss of its IT system caused by cyber criminals. However, there have been long delays and chaos at the hospital with appointments cancelled and many nonemergency services closed completely. Management at UHW and at Kilcreene Regional Orthopaedic Hospital have announced the clsoure of all outpatient clinics, and all diagnostics including x-ray, CT scans, MRI appointments and cardiac investigations, all elective inpatient and day case procedures and all endoscopy services. Patients will be contacted directly if any of these services

can go ahead for them. UHW, in a statement, says it would “like to remind the public that the Emergency Department is for emergency services only”. Updates on all HSE services are being posted at: https://www2.hse.ie/ health-service-disruptions/ Most community healthcare appointments - health centres, home help, mental health clinics, therapists and support workers from disability services - are being maintained. Updates for these services in the South East are being being posted at www.twitter.com/ SouthEastCH There has been no disruption to the HSE’s Covid 19 vaccination centre in Waterford. People can continue to register for and will receive vaccine appointments for the centre at the WIT arena.

Waterford’s walk-in testing centre is also operating fully. Sinn Féin’s spokesperson on Health, the Waterford TD David Cullinane, has said that the cyberattacks on the Department of Health and the HSE make it imperative that the IT modernisation programme is stepped up and completed rapidly. He said the health IT infrastructure has not been fit for purpose for more than a decade, “Most of the Department of Health and HSE’s computers run on an operating system which is no longer supported, from a security perspective, by its developer,” said Mr Cullinane. “Integral radiology equipment runs on software so old that the HSE has not upgraded its operating systems.”

Frothing Ferments will supply its Lemon and Lime Water Kefir and Iasc Seafood Bar will supply its Iasc Abhaile Tartar Sauce. They are part of the Grow with Aldi programme which this year received its highest number of entrants. “Being part of the Grow With Aldi programme has

Arts festival offers window for new works THE Imagine Arts Festival is looking for new works from artists in the South-East The Waterford festival is offering an opportunity for three artists or three groups of artists, to present a work in progress this October. Festival Manager Nora Boland explained: “We are currently accepting applications from artists of all performance disciplines. We are particularly interested in hearing from artists based in the South East of Ireland.” The festival is scheduled to take place from October 15 to 24 with events online and at venues across Waterford city. Applications will be accepted until June 30. Ports urged to unite for Brexit bypass

WATERFORD Council is backing a call for the ports of Belview and Rosslare to operate a joint approach to provide business with a Brexit bypass to the European mainland. The City and County Council unanimously passed motions calling on the Government, “in light of Brexit and other market influences’’, to recognise the strategic value of the ports. They called for expansion of Rosslare Europort and the advance construction of Rosslare Europort Harbour Access Road. The motions urged “amalgamation of the ports’ structure and governance to create a Tier 1 port as a combined entity”. The motions arose from a meeting of the South East First Citizens Forum They coincided with the announcement of a new freight train service linking Belview with Ballina Inland Port in Mayo. The new rail service – which begins from the end of June - has the potential to replace as many as 5,000 truck movements a year..

Humble Hawthorn – Magnificent Mayflower

My favourite Hawthorn tree near Newcastle (Photo: JC Ivory) Over the last couple of weeks the countryside has become adorned and lit up with an exuberance of snowy white blossoms. Hedgerows, field boundaries and trees seem to be dressed as for a wedding or a communion. What is responsible for this resplendent erumpent display? It is the Hawthorn (Crataegus monogyna). This native, deciduous tree, which in winter looks so stark, bleak, gnarly and tough with vicious thorns, in May breaks into wonderous blossom. The timing of its’ flowering gives rise to its more common name the Mayflower. It is the white blossom of the Hawthorn that Shakespeare refers to as “the darling buds of May” in one of his most famous sonnets – Sonnet No. 18: Shall I compare thee to a summer’s day? Thou art more lovely and more temperate: Rough winds do shake the darling buds of May,

In her final week at home Ann’s niece Martina was an amazing support to her. During Ann’s last three nights, nurse Corina arrived to night nurse Ann and she ensured Ann was in no pain. This was a great relief to Ann and all the family. To Jim Falconer Undertakers, your professional and friendly advice taking care of everything was at a sad time all that we the family could wish for. The holy sacrifice of the mass will be offered for the intentions of all. You were always there with a helping hand to listen, advise and understand. Your pleasures were simple, your wants were few, if we were happy so were you. To us you were very special, what more is there to say, we only wish with all our hearts that you were here today.

Empty arguments: How our TDs squander €25,000 a day

o what Covid restriction will you be most happy to abandon? Masks, many people will say. And I guess that if I had to wear one all day, while working in a surgery or school, I might agree. But popping on a mask before going into a shop or onto a train is not a hardship. In some Asian countries masks are routinely worn in public places as a precaution against ordinary colds and flus. I can’t see that happening in Ireland, but if there was some way the restriction could be organised, it would have my support. What I would particularly like to see ended are group meetings held on Zoom and the like. By the same token, I will be delighted when television and radio stations abandon the prac-

tice of remote interviewing. I am tired of questions that never get answered by politicians posing in front of pretentiously stocked bookcases. Has anyone thought of producing fake covers to turn a collection of bestsellers into a display of intellectual strength? Maybe they have, and are in business already, converting chick lit into War and Peace and covering soft porn with The Complete Works of John Paul Sartre. A cover of My Fight for Irish Freedom would come in handy for younger Sinn Féin deputies who have never heard of Dan Breen and the lads and lassies of the left would find it a lot easier to attach a cover of Das Kapital than to struggle through Karl Marx’s tortuous logic. There is one Covid restriction our politicians are not planning to abandon just yet and it is the most pointless one of all: holding Dáil debates in the Conven-

tion Centre. The centre is still being used, at a cost of €25,000 a day, to enforce social distancing because, apparently, there is not enough room in Leinster House for a Covid-safe debate. Have you ever visited the Dáil or watched a Dáil debate on television? Well, I don’t blame you. But the few brave enough to give it a try will be well aware that, with the exception of Budget day and votes of confidence, Dáil debates usually take place in a near-empty chamber. Standing Orders insist that at least 20 TDs must be present when business is conducted in the Dáil ... unless it happens to be meeting in the morning. No kidding. TDs aren’t keen on early rising, so the quorum is 10 for debates before noon. In general, though, the figure is 20. That’s 20 out of 160. Yet the Ceann Comhairle sometimes has difficulty rounding up the quorum and it is rarely ex-

ceeded by more than a handful. Most Dáil debates could be socially distanced in my house, never mind Leinster House. This is a particular bugbear of mine. TDs claim they work in their offices during debates and keep an eye on matters on closed circuit screens. Maybe they do. But to me it seems disrespectful, and quite simply wrong, that affairs of State should be conducted in this way; that a TD, raising a matter of importance to his constituency, should be heard by only a scattering of deputies and a boredlooking minister who reads the reply a civil servant has written. Then there are the show rows when Mattie McGrath or Richard Boyd Barrett fly into a rage, gesticulating and hyperventilating to a point where you expect steam will soon rise from their ears. There are shouts of assent and

dissent in the chamber but when the camera pans out you realise these are coming from a couple of colleagues, on one side, and a few mates of the minister on the opposite rows. Other than those, Mattie and Richard are playing to an empty house. And to the gallery, of course, although there is no gallery at the Convention Centre. This sort of playacting breeds cynicism among the electorate in general and young voters in particular. They have sent representatives to Dáil Eireann. They would like to see them there. So, as we roll back the restrictions of Covid, there are two things I want. For the sake of the exchequer, TDs should get back to Leinster House. And for the sake of democracy, a new quorum of 40 should be agreed and enforced. A quarter-full chamber is not a lot to ask.
