Billy Gallagher of River Rescue is named the overall winner at voluntary awards

WATERFORD’S heroes have been given the credit they deserve at the recent Waterford Community and Voluntary Awards. Now in its 16th year, the awards were set up to recognise and celebrate the community organisations and volunteers that work tirelessly in our communities and to thank them for their outstanding contributions. Together, they make Waterford’s communities a great place to live, work, play and visit. The awards this year were slightly different, with Waterford Public Participation Network (PPN) collaborating for the first time with Waterford Volunteer Centre and introducing two new awards to recognise the efforts of individuals in response to the Covid-19 pandemic. The pandemic highlighted the vast resource that volunteers bring to their communities, such as providing supports to the elderly and vulnerable by bringing groceries, collecting prescriptions, walking dogs, or simply by calling and checking

in. Others responded to the growing isolation that was being felt by setting up virtual chat groups or local walking groups when restrictions permitted. This year’s winner — and the Covid-19 Community Champion — is Billy Gallagher, of Waterford City River Rescue. Billy has been volunteering for 12 years with Waterford City River Rescue and has helped save countless lives. He is also the Training Officer and so shares his skills and knowledge with other crew members to enable them to save lives. He is held in high esteem by his crew members who say that “through searches, rescues and life, Billy is there through thick and thin”. Meanwhile, the winner of the Covid-19 Special Project Award is John Mansfield, from the St Anne’s Court Residents Association. John has been volunteering for many, many years with St Anne’s. The Waterford projects that have been successful under the scheme are: The Copper Coast Walking Trail, Bunmahon to Stradbally, €50,000; the Kilmacthomas River Walk Enhancement Works, €69,930; Waterford Trails and Outdoor Amenities: Visitor and Footfall Counting Project, €76,885; and the development of the Crough Wood Trailhead, Amenities and car park, Mahon Bridge €365,235.

Tramore Christmas TRAMORE will sparkle this Christmas season as the ‘Christmas in Tramore’ festive trail gets under way from Thursday (December 2nd). Lights will be turned on by Cllr Joe Kelly, Mayor of Waterford City and County and key attractions on Main Street will include a 20ft Christmas tree and a giant festive post box for children to post their letters to Santa. Down at the Railway Station there will also be a ‘Light Garden’ with plenty of photo opportunities.

Christmas is such an important time for family reunions, but there are many of us for whom Christmas is also a time when those loved ones are missed. Now in its 24th year, the Rotary Memorial Tree has become an important way for people to remember friends and family members who are no longer with us. Members of the Waterford public have two ways to remember their loved ones again this year — they can

visit the Memorial Tree, in John Roberts Square, or post their memory online at www.waterfordhospice.ie/ memorialtree. Keith Palmer, President of the Rotary Club of Waterford, said: “For so many years the Rotary Club of Waterford Memorial Christmas Tree has been at the heart of Christmas in Waterford and we’re delighted that Solas Cancer Support Centre and Waterford Hospice will share

the proceeds of the appeal this year. “Every message posted will be handwritten on a bow by one of our volunteers and hung on the tree in John Roberts Square,” Keith added. He always has a smile and chat for everyone, and the residents feel they are privileged to have him.” The annual awards are usually celebrated at a gala ceremony, where over 200 people would attend, including representatives from all nominated groups/ volunteers, sponsors and elected representatives. Sadly, because of Covid-19 this great event wasn’t possible this year. High Court quashes decision on Traveller site in city

A decision by Waterford City and County Council not to develop Traveller accommodation in the city has been quashed by consent at the High Court. In March 2020, the local authority voted not to go ahead and build a seven-bay halting site at Carrickphierish Road in Waterford. Sisters-in-law Ellen Delaney and Mary O’Reilly challenged that decision in the High Court. The court heard the matter had been resolved and that it had been agreed by both sides that an order could be made quashing the council’s decision. The council is to bear the legal costs. At a hearing in June, the High Court was told one of the applicants was living in a camper van, while the other was living in a mobile home, close to the site of the proposed halting site. They said no proper reason for the decision not to build the halting site was given. They also claimed the proposed development was adopted by the elected members in early 2020 by the council as part of its Traveller Accommodation Programme. The elected members, when discussing the development, wrongly relied on erroneous assertions including that the site was provided as Covid-19 assistance to Travellers, it was

also argued. The elected members had also failed to consider that the nearby Traveller group housing scheme was overcrowded. They further claimed the decision was invalid because it was made more than six weeks after the council’s Chief Executive recommended in a February 2021 report that construction of the halting site proceed. In their action against the council the applicants, represented by solicitors for FLAC (Free Legal Advice Centres) Traveller Legal Services, sought an order quashing the elected member’s decision. Counsel for the applicants said his clients were both young mothers who had been living for years in overcrowded, dangerous and insecure conditions “on the promise that the council would provide them with a halting site consistent with their culture as Travellers”. He said the council’s refusal to build the site “went back on its promise without any apparent consideration of the effect of doing so on our clients and their children”. He added that while the concession was welcome, “our clients remain living in dangerous and overcrowded conditions”. Eilis Barry, Chief Executive of FLAC said the case highlighted the importance of expanding access to justice.

€40K to help build ‘true university city’

Waterford Chamber has been awarded €40,000 under the Government’s Regional Enterprise Transition Scheme (RETS) Feasibility Funding. The funding will be used “to examine the feasibility of revitalising a historic City Centre by leveraging the new Technological University expansion to provide a new student accommodation and student hub.” Highlighting the issues facing students, Gerald

Hurley, CEO of Waterford Chamber, said: “With the recent announcement of the new Technological University and the distinct lack of student accommodation already, not to mind when student numbers increase dramatically, we need to examine new ways of housing our students. We have a city centre which is in urgent need of revitalisation,” adding the aim is to make Waterford “a true university city”.

Aine hailed as family carer

A woman described by her sister as ‘awesome’ has been named Netwatch Waterford Family Carer of the Year. Aine Boland, from Passage East, has cared for her mother Philomena for around 10 years and has previously cared for a number of other family members in recent years, including her late father, James, and her husband, John, who sadly passed away following a battle with cancer. Her sister, Margaret, said that Aine is an “awesome” person who continues to persevere and support her mother having gone through chemotherapy and radiation during her own cancer battle. The annual awards seek to recognise the contribution of Ireland’s forgotten frontline who go the extra mile every day in caring for loved ones with additional needs. Catherine Cox, Head of Communications and Policy, at Family Carers Ireland said: “Now more than ever, family carers deserve to be recognised for their enormous contribution to our society.”

Tammy’s ‘vision’ earns WIT students of her prestigious award top the class THE highest accolade in the prestigious Irish Red Cross Humanitarian Awards has gone to a Waterford woman for her incredible work with teenage girls. Tammy Darcy, founder of The Shona Project, is a motherof-three from Passage East and has dedicated her life to helping teenage girls realise their rightful place in the world. By the end of this year, The Shona Project will have worked with over 20,000 girls directly in schools all over Ireland, helping them battle everything from anxiety and depression, to body image and issues of selfesteem, ultimately giving them the confidence to ‘fit in’. At the recent awards ceremony in Dublin, Chair of the Irish Red Cross, Pat Carey, said: “Tammy Darcy has not only demonstrated extraordinary leadership through The Shona Project, but she has demonstrated a measurable and far-reaching positive difference in the lives of others. “Tammy is driven by a vision to help teenage girls realise their rightful place in the world

Illegal waste dumper jailed The clean-up operation under way at Annestown, Co Waterford. Waterford City and County Council secured a prosecution against an unauthorised waste collector for the 2019 illegal collection and subsequent dumping of waste from a cliff near Annestown, Co Waterford. The dumping, first reported in July 2019, was discovered in part of the UNESCO Copper Coast Geopark, in an area with a Special Protection designation for birds. The clean-up operation, carried out by a specialist ‘working at heights’ team, safely removed 3.2 tonnes of waste from the cliff top. Prosecutions were also taken against the householder

who gave their waste to the collector, as well as the waste collector themselves, who did not have a valid permit. The council subsequently dropped the prosecution of the householder, as they provided information to secure the conviction of the waste collector. In sentencing, the judge described illegal dumping as a “scourge” and highlighted the efforts locals undertake to promote tourism, adding how dumping in a beauty spot undermines that public effort. The waste collector was sentenced to six months in jail, in addition to a €200 fine and €6,100 in costs.

FOUR students from Waterford Institute of Technology (WIT) have earned a place at the top table having won medals in the prestigious national culinary competition. The students, who are in their second year of the BA (Hons) in Culinary Arts, won gold, silver and bronze medals at Chef Ireland 2021. Callum Pr iest, a native of Tramore, won three accolades: Gold and Best in Class Irish Pork, and Bronze in the open Mystery Basket event. Ben Roche, from Enniscorthy, Co Wexford, won Silver in the Open Pasta category. Stuart Dunne Maher, from Kilkenny, brought home Silver in the Irish Pork category. And Liam Coad, from Waterford, received two medals: Silver in the Organic Butchery and Bronze in the Mystery Basket event. Tony Barry, lecturer and mentor, congratulated his students, saying: “Bringing home a medal from such an event where participants are being observed live, by judges, is no easy feat.”

Mayor’s tribute to Covid victims

THE Mayor of Waterford City and County Council, Joe Kelly, has planted a tree in the People’s Park, paying tribute to those who have lost their lives to Covid-19. Paying tribute to the victims, Cllr Kelly said: “Each one of them was a mother, a father, a son, or daughter, a partner, a sibling, a friend, a neighbour or a colleague. They have been taken from their families and loved ones by Covid, but they will not be forgotten.” Remembrance events had taken place throughout the country in September however, Waterford council delayed the ceremony in order to source a tree, fitting to mark the occasion. Eoin Dullea, horticulturist with the council, sourced a foxglove tree and explained why he had chosen it: “When the Foxglove tree, or Paulownia, is in flower, it looks far too exotic to be grown in Ireland. The foxglove tree is a tree not seen that much in our ordinary everyday gardens [...] but is perfect for this location and an occasion as respectful as this,” he said.

And with the annual BirdWatch Ireland Garden Bird Survey (GBS) starting in December and running though to the end of February it is time to stock up on the bird food, fill those feeders, grab you binoculars, bird id book and the kids (if you have any, if not please don’t grab anybody else’s kids...you can do this without kids), and starting counting the birds coming into your garden remembering to record it all your survey form. The survey has been running for 30 years and provides invaluable data on the trends of our garden birds and how their populations are faring. With loss of natural habitats, changes in farming practice, effects of climate change and increasing pressure from numerous human activities, gardens and the food we provide for birds (and other wildlife) in them are becoming increasingly important. The results of the survey are also an indicator of how our wider environment is faring as well. So how does the survey work? Well from the 3rd of December until the end of February you need to keep note of the highest number of each bird species visiting your garden each week. Just to clarify that means the highest number of that species seen simultaneously in your garden at the one time. It is not an accumulation over the course of a day or a week. The survey also looks for basic information about your garden type and the sorts of food you leave out for the birds. Survey forms can either be completed online or downloaded from the BirdWatch Ireland website at www.birdwatchireland.ie So go on be a citizen scientist this winter and I guarantee you will have loads of fun and entertainment at the same time!

Spare a thought for charity collectors - and a few coins

I

IN the run-up to Christmas the streets of Dublin used to be full of carol singers. They were out in every city and town, of course, but the numbers in Dublin were impressive. Groups of singers would dot the entire length of Grafton Street and Henry Street and jostle for space at popular meeting points such as College Green and the statues at either end of O’Connell Street. Some of the singing was more enthusiastic than ethereal but choral societies and church choirs helped lift the standard and they all raised money for good causes. I always used to fill my pockets with loose change before walking the Christmas streets, so I could pay for the entertainment I enjoyed at many stops along the way. I’m not sure why or exactly when this custom ended. A few

Michael Wolsey dedicated groups still turn out, but it is 20 years or more since I last heard the streets of Dublin, or any town, ringing with the sound of Christmas carols. I can’t blame Covid for the demise of public carol singing, but the pandemic has dealt a serious blow to all forms of charity cash collection. Inter-action between those who give and those who receive the money is frowned on and, more significantly, cash itself has almost vanished from regular use. And cash was how most of us

Pic: Noel Browne would contribute to charities, dropping coins into a rattling tin in exchange for a scratch card, a flag to pin on a lapel, or, in the case of the carol singers, a song and bit of festive cheer. In two years, Covid restrictions have achieved what the banks have been trying to do for two decades: turn us into a cashless society. I don’t care for this development but, like nearly everyone

else, I have been forced to go along with it. Since Covid arrived, I have almost stopped using real money. This time two years ago I had never once made a payment by tapping a card and was highly suspicious of the process. Now tapping is the way I make all small payments. For bigger amounts I put the card in the machine or offer its details for an online purchase.

It’s very convenient but I am still suspicious of the process. Every electronic transaction has the potential for fraud. In the days before Covid I made about two such transactions a week, when I drew my spending money from an ATM. Now I make two a day and, whatever about fraud, it is much more difficult to keep a check on what I am spending. The enthusiasm of the banks for a cashless society makes me more suspicious still. Banks don’t want to be bothered with annoying customers who have the cheek to look for service. They drove us out of their branches and onto ATMs. Then they started closing the branches and now they are withdrawing the ATMs, forcing us to do our business by card or online. There’s a gatekeeper at the entrance to my local bank whose job is to keep people away from the counter and persuade them

to go online instead. Last week I defied her and boldly walked in. But it was a wasted journey. I wanted to buy some dollars to send to a grandson at college in America. “Sorry”, I was told, “since Covid we don’t handle notes.” A bank that doesn’t deal in money? It seems ridiculous, like the Pub With no Beer in the old song. Fortunately An Post has no such restrictions and I got my dollars at the local post office. A cashless society is what the banks would like, where they can make the maximum profit and employ the minimum staff. I’m sorry to be helping them achieve this end and I’m sorry for the charity collectors, hapless victims of the move away from money. Spare a thought for them this Christmas and, if you’ve a piggy bank hidden away somewhere, maybe spare them a few coins too.

AS we count down the days, hours and minutes to Christmas, we at Waterford Today would like to make one appeal before the festivities get into full swing: Shop here at home in Waterford! Local retailers play a massive part in making Christmas such a special time so they really deserve our support. For every €1 you spend with a local independent business, between 50c-70c circulates back into the locality, while shopping online or out of town sees only 5c trickle back. Local businesses not only keep the economy humming, but they also add to the quality of life in our community in other ways. Seeing local businesses thrive also gives you the feeling that you’re living in a vibrant community, a desirable place to live, work and raise a family.

Local businesses are owned and operated by local people, while even the chain stores are managed and run by people who live in our community. They work here, coach the local sports teams, eat in local restaurants and live just down the street – so when you buy in

local shops, you’re supporting your neighbours. Customer service of the kind you thought had disappeared can still be found in the smallest of local businesses. And while all the indications are that the country is beginning to re-emerge after the

worst recession in living memory, we must remember one thing - we are more than just an economy. We are a society of vibrant people, and we deserve each others’ support.

Citywide community notes Waterford Philosophical Society Waterford Philosophical Society present a StandAlone Lecture: The Frankfurt School, at 7:30 p.m., Monday 6 December, St. Patrick’s Gateway Centre This group of eminent leftwing German thinkers aimed to examine why their country had not had a revolution, despite the adverse socio-economic conditions that permeated Germany in the aftermath of the First World War. Theodor Adorno, Max Horkheimer, Walter Benjamin and others came together in an Institute set up at Frankfurt University and turned their critical attention to culture, exploring how it shaped people’s ideas and behaviour. Following the rise of the Nazis, they escaped to 1940s California where their distaste for American popular culture was synthesised with their experiences of the upheaval of the interwar years in the development of their core views. Following introductory remarks about the origins and presiding aims of The Frankfurt School, this lecture will offer close readings of its core texts.
