The people of Waterford raised more than â‚Ź4.4m for the state of the art unit at University Hospital Waterford. But no budget has been provided for VWDŕľśQJ DQG RSHUDWLRQDO FRVWV so it is sitting empty and unused. The directors of the Waterford Hospice Movement, who organised fund-raising for the 20-bed palliative care unit, say they are extremely disappointed. THREE of Waterfordâ&#x20AC;&#x2122;s best festivals are being rolled into one under the umbrella of the Imagine Arts Festival. As well as the arts festival itself, the programme will incorporate the Waterford Writers Weekend and the John Dwyer Trad Weekend. Helping to turn the tide of litter SOME 300 volunteers removed almost two tonnes of litter from Waterfordâ&#x20AC;&#x2122;s strands in the Big Beach Clean 2019. Beaches at Ardmore, Tramore, Dungarvan and Saleens strand were among those to come clean. More than 300 clean-ups took place around Ireland, engaging approximately 8,000 volunteers who removed at least 45 tonnes of marine of litter across the country. During the Big Beach Clean
volunteers were asked to take part in a litter survey to quantify the amount and types of litter on Irish beaches. The volunteers were joined by Cully & Sully, the soup people, who supported the programme with sponsorship of a competition and provided volunteers with additional beach clean-up kits. The Beach Clean was organised in conunction with the Clean Coasts movement. There are currently over
800 registered Clean Coasts groups in Ireland and last year more than 22,000 volunteers engaged with the programme. There are a variety of group types such as community groups, residentsâ&#x20AC;&#x2122; associations, tidy towns groups, sports clubs, schools, businesses and universities . Prices static as demand for houses starts to cool THE price of the average three-bed semi in Waterford city rose by 4.9% this year while prices in the county rose by 0.8% according to a national survey carried out by Real Estate Alliance. Over the past three months prices remained static throughout the county and city areas, the REA Average House Price Survey found. The survey concentrates on the actual sale price of Irelandâ&#x20AC;&#x2122;s typical stock home, the three-bed semi, giving an up-to-date picture of the second-hand property market in towns and cities countrywide to the close of last week. â&#x20AC;&#x153;There is still a shortage of stock in Waterford, but demand has also cooled,â&#x20AC;? said Des Oâ&#x20AC;&#x2122;Shea of REA Oâ&#x20AC;&#x2122;Shea Oâ&#x20AC;&#x2122;Toole in Waterford city. The average three-bed semidetached house in Waterford city is currently priced at â&#x201A;Ź215,000, and time on the market remains unchanged at eight weeks.

A Brexit Budget

he forthcoming budget which will be revealed in the Dail on the 8th of October has already been declared to be a Brexit budget. While the full details of the budget have not been revealed it is quite clear that what it ZLOO FRQWDLQ KDV EHHQ KHDYLO\ LQĂ&#x20AC;XHQFHG by the fact that Britain, in whatever fashion, will leave the EU on the 31st of October. Up to now budgets by this Government have, by and large, moved out of the territory of austerity budgets and have luckily had to deal with surpluses which the Minister for Finance could deal with in terms of tax cuts and funds for new social initiatives. Even a year ago it was estimated that this particular budget would have in the region of a 600 million euro surplus and WKDW EHLQJ WKH ÂżQDO EXGJHW WKDW WKLV *RYHUQPHQW ZRXOG EH delivering, it would, to all intents and purposes, be a sweetheart budget, there to win over the electorate. However given how fast (and how bizarrely) Brexit has warped and mutated in even the last number of weeks, let alone the last 12 months, the Government have had to adapt to a rapidly changing situation where it now has to husband a surplus of over half a billion euro in terms of managing the impact that Brexit will have on the Irish economy. The kicker in all of this is that no one really knows what Brexit will bring in itâ&#x20AC;&#x2122;s wake, and that is if Britain does pull out of the EU on the 31st of October. Given the unprecedented manner in what the prorogation of WKH %ULWLVK 3DUOLDPHQW ZDV RYHUWXUQHG QR RQH FDQ GHÂżQLWLYHO\ say that Britain will leave the EU on itâ&#x20AC;&#x2122;s preferred date with a deal or without. Our Government has to take all of this into account when coming up with the budget and naturally enough they do have to have â&#x20AC;&#x2DC;worst case scenarioâ&#x20AC;&#x2122; in mind. The ESRI have even said that there should be another budget HDUO\ QH[W \HDU VR WKH *RYHUQPHQW FDQ WDNH WKH DIWHU HŕľľHFWV RI Brexit into account. Not even taking Brexit into account, the Government would still have to do the miracle of the loaves DQG ÂżVKHV ZLWK WKHLU KDOI D ELOOLRQ FRQVLGHULQJ ZKDW LW UHDOO\ needs to get done or even set in motion. There is the housing crisis, in fact you could put crisis after nearly every area of social policy that the Government is in charge of as it still tries to get to grips with the legacy of austerity. That is even before it would like to get to tax cuts. This budget should have been an election budget but it wonâ&#x20AC;&#x2122;t be, itâ&#x20AC;&#x2122;s going to be a containment budget, a budget all about managing expectations and hoping that it has all bases covered to contain the Djinn of Brexit.

Too many teams and divisions - and theyâ&#x20AC;&#x2122;re all left-wingers

Of late it has excelled itself and Paul Murphyâ&#x20AC;&#x2122;s establishment of a new party (group is the word the TD prefers) leaves Irish socialism more divided than at any time I can recall. And thatâ&#x20AC;&#x2122;s saying something, for I have lived through many a schism. Republican Labour, Connolly Labour, Militant Labour, Marxist-Leninists, Leninist-Marxists, Lennon and McCartney. They all make grand entrances and usually GHOLYHU D ÂżQH VROLORTX\ 7KHQ they exit - stage left, of course. How many divisions has the Pope, asked Stalin, a man for whom some socialists still have a fondness. Dunno. But not half as many as the Irish Left. Mr Murphyâ&#x20AC;&#x2122;s new party (sorry, group) is called RISE and is a break-away from the Socialist Party which has contested recent elections
Michael Wolsey under the banner of Solidarity, which used to be called the Anti-Austerity Alliance. Mr Murphy says his new RISE group will still have fraternal links to the old Solidarity group which is linked to People %HIRUH 3URÂżW Joan Collins, a TD for Dublin South Central, used to be in 3HRSOH %HIRUH 3URÂżW EXW VKH is now with Independents 4 Change which used to called Independents for Equality. So is Clare Daly, who, like Mr Murphy, used to be in the Socialist Party. So is Mick Wallace, who used to be a capitalist building contractor. Ms Daly used to be a TD and is now an MEP. She was a founder member of the United
Left Alliance. Mr Wallace used to be a TD and is now an MEP, unlike Mr Murphy who used to be an MEP and is now a TD. Richard Boyd Barrett, who used to be a member of the Socialist Workers Party, hasnâ&#x20AC;&#x2122;t OHIW 3HRSOH %HIRUH 3URÂżW \HW and neither have deputies Gino Kelly and BrĂd Smith. Neither has Ruth Coppinger, who used to be in the Socialist Party. True believers donâ&#x20AC;&#x2122;t extend fraternity any further Right than the jumble of parties I have mentioned. But a few heretics might be prepared to include the Greens and the Social Democrats. The Social Democrats are D VSLQ Rŕľľ IURP WKH /DERXU Party, which incorporates Democratic Left, which used to be the Workers Party, which was previously Sinn FĂŠin the Workersâ&#x20AC;&#x2122; Party, who used to be 2ŕľśFLDO 6LQQ )pLQ ZKR ZHUH also known as The Stickies and were once the political wing of the IRA. Some other independents, such as John Halligan, can lay claim to left-wing credentials and there are others who will sing the Red Flag if it suits
them. Bertie Ahern once claimed he was one of the few true socialists in Irish politics and that, under his leadership, Fianna FĂĄil had provided â&#x20AC;&#x153;the most left-wing government this country has ever seenâ&#x20AC;?. He may have been correct, since there was never much competition for that title. True believers would sooner join the Irish Management Institute than go into government. At the launch of RISE, Mr Murphy said he did not agree with left-wing parties going into coalition with â&#x20AC;&#x153;right-wing partiesâ&#x20AC;? such as Fine Gael, adding, for good measure: â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t think Sinn FĂŠin or the Greens represent the change we need.â&#x20AC;? He didnâ&#x20AC;&#x2122;t mention Fianna FĂĄil but I donâ&#x20AC;&#x2122;t think MicheĂĄl Martin need expect a call from him any time soon. â&#x20AC;&#x153;People on the Left, unlike people on the Right, take politics pretty seriously,â&#x20AC;? said Mr Murphy. Maybe they do. But unless they can get their shambles of an act together they neednâ&#x20AC;&#x2122;t expect the voters to take them seriously at all.

No evidence carbon tax works, claims TD WATERFORD’S Sinn Féin TD has come out against an increase in carbon tax. David Cullinane, the party’s Climate Action spokesperson, said there was “not one shred of evidence” that carbon tax reduces carbon emissions. He said that the political parties that introduced this tax in 2010, and increased it in 2011, have “ploughed ahead proposing a trajectory increase to 2030, with complete disregard for its impact on
energy-poor households”. He said the tax was “nothing more than a revenue raising exercise, and any further increase will widen poverty and inequality between lowerincome and higher-income households”. “Sinn Féin is steadfast in its position that a tax on carbon is nothing more than a shameful smoke-and-mirrors tactic to rationalise an unjust tax and appease the over-consumption of wealthy polluters,” said Mr
Cullinane. “We will continue to oppose this regressive revenue raising hustle in every way, shape and form.” Speaking after a meeting of the Joint Oireachtas Committee on Climate Action, Mr Cullinane said: “The issue of Carbon Tax has been put on this committee’s agenda for over a year now, yet not one shred of evidence has been presented from any source to corroborate the theory that carbon tax reduces carbon emissions.”

Good mood, bad mood
W
hen you are in a good mood, all is well, everything is working, and life feels good. You can see the bigger picture, and are full of common sense, wisdom and fun. Problems are easier to solve, nothing seems to faze you, and work doesnâ&#x20AC;&#x2122;t feel too KDUG 5HODWLRQVKLSV Ă&#x20AC;RZ and communication is easy. If someone criticises you, you take it in your stride and rise above it, without taking anything personally. Best of all, those around us respond SRVLWLYHO\ DŕľśUPDWLYHO\ DQG constructively: â&#x20AC;&#x153;Wow! - youâ&#x20AC;&#x2122;re in a good mood today!â&#x20AC;? On the other hand, when you are in a bad mood, life can be XQEHDUDEOH VHULRXV DQG GLŕľścult. You have very little perspective, you take everything personally, and often misinterpret those around you as instigators of negative actions which in reality are no such thing.

You may be in a good mood in the morning, but by the late afternoon, if someone upsets you or lets you down, you may hate your job, your life and yourself. In low moods we tend to lose our sense of balance and perspective: everything and everyone seems to be demanding, wearisome, urgent or a burden. When we are low, rather than blaming our mood, as would be the right thing to do, we instead tend to feel as if our life is wrong, and like everything is someone elseâ&#x20AC;&#x2122;s fault. The truth is, life is almost never as awful as it seems when you are in a bad mood. Rather than staying stuck in a low mood and bad temper, you can learn to question your own judgement. Remind yourself: â&#x20AC;&#x153;Of course I am defensive and angry, or stressed or depressed. Iâ&#x20AC;&#x2122;m in a bad mood right now. But I know that in time it will pass.â&#x20AC;? When youâ&#x20AC;&#x2122;re in a bad mood, itâ&#x20AC;&#x2122;s not the time to analyse your life or to seek answers to convoluted, ongoing problems. To do so is only going to go one way: the wrong way. Remember, much of the time, issues simply disappear when you are in a good mood. And even if you have a genuine problem, it will still be there when your state of mind improves. Itâ&#x20AC;&#x2122;s far better to address things when you have a cool head, are thinking clearly, and are feeling positive.
Indeed, when you stop feeling bad, and stop over-analysing, often the answers will come to you easily. How many times do we go to bed with an insurmountable problem, only to wake up the next morning with the perfect solution?! The trick is to be grateful for our good moods and graceful and gracious in our bad moods, not taking the latter too seriously. The next time you feel low, remind yourself: â&#x20AC;&#x153;This feeling will pass, like it always does.â&#x20AC;? Following on from last weeks column Iâ&#x20AC;&#x2122;ll highlight another issue around bees that might surprise you but very much needs to be highlighted. In recent years the bee has become the poster species of campaigns to highlight the breakdown in our ecosystems and in particular the global decline in pollinators and the services they provide. These campaigns have caught the public attention and individuals, community groups, Tidy Towns, schools etc. are all trying to do what they can for our bees and other pollinators. Nothing wrong there you say, that all sounds positive. But and there is a but, in the public mind when they see the word bee or bees they generally think of the honeybee or to be precise in this part of the world, the Western Honeybee (Apis mellifera). As a result, there has been a huge increase in beekeeping and hive ownership, particularly in urban and suburban areas. This is leading to a significant increase in honeybee numbers.
Honeybee competing for food with our wild bees I can see you are still wondering where the problem is. So far this all sounds good to you. Well letâ&#x20AC;&#x2122;s backtrack a bit. There are over 20,000 species of bee in the world. Here in Ireland we have 99 species of bee. 77 belong to what are collectively known as solitary bees, 21 are bumblebees and then we have 1 species of honeybee. Most of our bee species are suffering declines and one third of them are threatened with extinction. The honeybee is not one of those. Beekeeping and the increase in honeybee numbers is harming our wild species through competition for limited food sources and spreading of disease. Our wild bees provide far more pollinator and ecosystem services than honeybees and our actions should be aimed at helping them and not, what is effectively, a farmed animal.

Across the sky flashed scenes from his life. For each scene he noticed two sets of footprints in the sand; One belonged to him and the other to the Lord. When the last scene of his life flashed before him, He looked back at the footprints in the sand. He noticed that many times along the path of his life there was only one set of footprints. He also noticed that it happened at the very lowest and saddest times in his life. This really bothered him and he questioned the Lord about it. Lord, you said that once I decided to follow you, you’d walk with me all the way. But I have noticed that during the most troublesome times in my life, there is only one set of footprints I don’t understand why when I needed you most you would leave me. The Lord replied my precious precious child, I love you and would never leave you. Following lengthy delibration by an esteemed panel of judges, the best costume award was won by Reena Spratt who looked resplendent dressed in Pink from head to toe including her umbrella!
