Row threatens hospital chaos A DISPUTE is threatening to bring chaos to University Hospital Waterford. More than 125 Unite members, who work for the cleaning services provider Momentum, have been on strike since 25 February. Now their union, Unite, is threatening to spread the action beyond the company which handles cleaning on an outsourced basis. The union, which represents DOO VXSSRUW VWD྾ DW 8+: announced that it will be balloting members directly employed by the HSE for industrial action. The threatened escalation of the dispute to include members directly employed by the HSE follows the HSE’s application to the High Court for an injunction against HSE employees who have refused to pass the pickets placed by their colleagues working for Momentum. The dispute centres around
changes to workers’ conditions introduced by Momentum after it took over the provision of cleaning services at the hospital from another company, ISS. Most cleaning workers at the hospital transferred from ISS to Momentum, which was their legal entitlement. 8QLWH 5HJLRQDO 2ŕľśFHU Tony Kelly was critical of the HSE. “Rather than instructing Momentum to abide by accepted industrial relations procedures and desist from imposing unilateral changes to our members’ conditions, the HSE decided to aggravate the situation by seeking an injunction against Unite members working for the HSE who refused to pass pickets placed by their Momentum colleagues,â€? he said. Hidden costs shake hotelsâ&#x20AC;&#x2122; confidence CONFIDENCE has slipped among hotel and guest-house owners in Waterford and throughout the South East. A survey conducted for the Irish Hotels Federation found that business sentiment had fallen for the second year. Just one third of hotel and guest house owners reported a positive outlook, compared to 40% this time last year. Hoteliersâ&#x20AC;&#x2122; concerns about the high costs of doing business include what Colm Neville, Chair of the South East branch of the Irish Hotels Federation, described as â&#x20AC;&#x2DC;hiddenâ&#x20AC;&#x2122; costs. â&#x20AC;&#x153;Local authority rates, for example, are the single biggest cost that tourism businesses have no control over,â&#x20AC;? he said. â&#x20AC;&#x153;Hotels are making a disproportionate contribution to local authority funding with many hoteliers levied rates of up to â&#x201A;Ź3,000 per bedroom while the average local authority rates equate to â&#x201A;Ź1,500 per room. â&#x20AC;&#x153;A shake-up of local government funding is long overdue.â&#x20AC;?

W
ith all the attention grabbing headlines regarding the corona virus, much closer to home something else seems to have VOLSSHG VRPHZKDW Rŕľľ the radar. Although the general election happened nearly three weeks ago it will only be this Thursday that there will be a second vote in the Dail to determine who might be the next Taoiseach. The format of who will make up the next Government is already known but it seems that any real attempt to make a deal has not happened as yet. In order for there to be a viable Government, two of the three largest parties in the country - Fianna Fail, Fine Gael and Sinn Fein - will have to come together and, not only that, but they will have to get the support of at least one of the smaller parties or groupings in the Dail. Fine Gael has already categorically ruled out any involvement with Sinn Fein and although Fianna Fail said before the election that they would have nothing to do with that party either, it seems to have rowed back from that sentiment post the election results. If the results of the general election meant anything for all who were elected, it was that the overwhelming majority of the electorate want to see a tangible change, in the make up of the Government. If Fine Gael and Fianna Fail go into coalition together they wouldnâ&#x20AC;&#x2122;t be seen as delivering on this change. Except they got the backing of one of the smaller groups. The Greens with 12 seats would be a good choice, but if they go into coalition, any agreed plans for Government policies would have to be agreed by two thirds of their party membership. The Social Democrats have ruled out any involvement with either Fine Gael or Fianna Fail. Labour have ruled out inYROYHPHQW ZLWK DQ\ RWKHU SDUW\ 3HRSOH %HIRUH 3URÂżW PLJKW VHHP OLNH D QDWXUDO ÂżW ZLWK 6LQQ )HLQ EXW KRZ ZRXOG WKH\ get on with Fianna Fail if they were the other main coalition party? Then there are the rural groupings and independents who for all their merit donâ&#x20AC;&#x2122;t exactly scream â&#x20AC;&#x2DC;changeâ&#x20AC;&#x2122;. It will be interesting to see what happens next.

Weâ&#x20AC;&#x2122;ve forgotten how to say hello
M
y late wife and I moved from Dublin to our present home about 30 years ago. Although it was not far from the city it seemed very rural. There was a distinct village with a village shop, a pub, a small national school and a church beside it. The village was surrounded E\ UHDO ÂżHOGV VRPH RI ZKLFK contained real cows. Few of the roads had lights and none had footpaths. It was a friendly place. I was particularly struck by the way strangers (soon to become neighbours) would greet me when I was out walking. If I was with children they might stop to joke with them and ask their names. If I had brought a dog along, they might pat it and inquire about the breed. At very least they would smile and say hello; wave if they were on the other side of
the road. Dublin has grown hugely in those 30 years and has swallowed my village which is now, really, just a somewhat distant suburb of the city. 0RVW RI WKH ÂżHOGV KDYH JRQH to housing and there is nothing as wild as a cow to be seen in the few that remain. There are now two primary schools - the old one, greatly extended, and a shiny new one just up the road. Wonder of wonders, we even have a secondary school. The church is still there and I see that, despite the vast increase in population, it now has just one Mass on Sunday mornings, when it used to have three. Real locals hate the changes but I am a city boy at heart and I quite approve of most of them. The old village shop was open all hours but it didnâ&#x20AC;&#x2122;t have much to sell. Today there is a good supermarket, a smaller food shop, a wine and cheese specialist and a small bakery. 7KH ROG SXE ZDV ÂżQH LI \RX were happy with one of its three
beers and a ham and cheese sandwich, when the patron felt in the mood to make one. Today there are several cafĂŠs and FRŕľľHH VKRSV DQG D QXPEHU RI restaurants, including Chinese, Italian and a Spanish tapas bar. The city has moved out to meet us but if you want to get into the centre of Dublin it is easy. Commuters will take issue with me here, and there can be no doubt that peak-time trains and buses are horribly crowded and unpleasant. But they are frequent and turn up when expected - more or less. Thirty years ago it was a bit like the West Clare Railway as observed by Percy French: Perhaps it comes in two hours Perhaps it breaks down on the way If it does, says the guard, be the powers Weâ&#x20AC;&#x2122;re here for the rest of the day So ... better shops, better schools, better entertainment, decent public transport and
a motorway link to the city. Whatâ&#x20AC;&#x2122;s not to like? Just this: people have forgotten how to say hello. The roads have become streets and they all have lights and footpaths. But the people who pass along them keep their heads down, sometimes looking at a phone as they walk. Often they will be jogging. Or they may be listening to music through earphones and so canâ&#x20AC;&#x2122;t hear or return a greeting. When I do catch someoneâ&#x20AC;&#x2122;s eye and smile I am often met with a blank stare or they turn away, almost embarrassed, as if it might be dangerous to make eye contact. Born-and-bred locals and ancient outsiders of my vintage still observe the old niceties. But we are, quire literally, a dying breed. This change is a matter more of style than substance. Suburban Ireland is still a friendly place but, sadly, its residents no longer show it. - Michael Wolsey
