Only Waterford has rents below €1,000
WATERFORD has emerged as the only city with average rent lower than €1,000 per month. The stark fact comes as national rents grew by 7% year-on-year in Q2 of 2021 – the highest growth since a rate of 7.4% in Q1 2019. However, comparisons with rent rises nationally may be misleading, since rents in Waterford City have still increased in Q2 2021 compared with Q2 2020, with rent levels increasing by 9% and 8.7% year-on-year, respectively. The level of increase prompted the Residential Tenancies Board (RTB), which has published the latest report, to describe the picture as a “source of concern”. Nationally, the average monthly rent now stands at €1,352. It is the largest increase in rent prices since Q1 2019. The average rent in Waterford is €969. The housing minister has now instructed the RTB to crack down on “rogue landlords” following the increases. Darragh O’Brien told the watchdog to “aggressively identify and pursue non-

compliance with rent-setting responsibilities”. Mr O’Brien said he was committed to ensuring full protection for tenants, particularly as the rises may indicate non-compliance by landlords with rent setting regulations, which are designed to restrict rent increases in Rent Pressure Zone areas (RPZ). He warned not adhering to RPZ legislation was a serious offence. “They are an essential pillar of rental policy and the impact of not complying with these measures can have severe knock-on effects – it is essential that people understand that nonadherence to RPZ legislation is a serious offence. “In this context, I have called upon the RTB to ensure that their full powers and resources are brought to bear in initiating and executing a robust and thorough campaign to identify noncompliance and breaches in RPZ rent increase restrictions and related procedures, including those related to rent reviews and notification of exemptions from the restrictions,” he said.

news in brief 60% plan to get flu jab this winter ALMOST 60% of people in Waterford plan on getting the flu vaccine this year, according to new research by Lloyds Pharmacy. This compares with just 43% last year. With incidence of COVID-19 still high in Ireland there is a possibility of cocirculation of flu and COVID-19 this winter, therefore the flu vaccination is crucial to protect those most at risk of serious illness. The research also shows that 70% of adults in Waterford have made changes to their life to help make their health more of a priority.
Mulligan’s to take over Kilmacthomas pharmacy
Waterford revamp A number of road improvements, as well as the regeneration of Waterford’s city centre, are among the projects in the southeast mentioned in the National Development Plan. More than €27m has been earmarked for the Waterford regeneration, which was approved last March, while a number of road improvement schemes have also been given the green light. A new rail station is also part of the plan, as are bus corridors and a “sustainable transport bridge”, to link the north and south quays.

THE historic parts of south Tipperary and west Waterford have officially been linked up, coinciding with the announcement of 31 new trails nationwide. St Declan’s Way, a new 115km walking trail, was opened by Minister for Rural and Community Development, Heather Humphreys, at Mount Melleray Abbey in Co Waterford, marking the culmination of years of work by local communities. She also announced funding for up to eight new rural recreation officers to deliver the Government’s “walk’s scheme” which includes 31 new walking trails in 13 counties. According to the Waterford Leader Partnership, who supported the project along with counterparts in South Tipperary as well as the two councils, the walk could end up being used by 20,000 people every year. The initiative was also backed by Minister Humphreys’s department under the Rural Recreation Fund, with the work co-ordinated by the St Declan’s Way Management Committee.
Old Deise tales grace new GAA grassroots collection
SEVEN stories from County Waterford have been selected to appear in a fascinating new book on the GAA, written by people at the centre of the association nationwide. ‘Grassroots: Stories From The Heart Of The GAA’, is a treasure trove of GAA memories, tales and incidents spanning over 150 years. “The book generated an incredible response from every county in Ireland, as well as from the Irish abroad,” said author and journalist, PJ Cunningham, who collaborated with Croke Park on the publication. “I have included stories not only since the GAA’s foundation in 1884, but from before, through to the Civil War and up to modern times. “The collection is, in essence, the first time that this rich oral tradition of sideline and on-field stories have been put together and published in this form. “It provides snapshots into the history of the GAA, recounted by the people at the heart of the action, whether those stories are happy or sad, dramatic or ordinary.” Volume one has just been published and such was the response from the GAA community that work has already
begun on a second collection. The first edition includes stories from the rich history of Waterford GAA. Killrossanty native James Power freely admits he wasn’t much of a footballer or a hurler, yet he pushed the legendary Christy Ring to the limits whenever they faced up to each other competitively. However, it was during his breaks while working at Roadstone in Kilmacthomas that he encountered the Cloyne great, who worked as an oil salesman in the area. Often when Christy would call James and a friend could be seen playing push penny. Ever the competitor, Ring would ask for a turn – and it led to may close encounters between them. Paddy Phelan’s story is unique in the collection in that it talks about his forebears’ organising games – and a pitch – a quarter of a century before the GAA was born in Hayes’ Hotel in Thurles in 1884. Other contributors include former Irish soccer international Niall Quinn and RTÉ hurling analyst and former Offaly star, Michael Duignan. New freight service offers ‘green’ routes
A new rail freight service in each direction between Ballina, in Co Mayo and Waterford has come into operation, with weekly operations building to twiceweekly within eight weeks. It will offer a greener and more efficient mode of transporting freight between the west and southeast of the country and will see the potential for over 5,000 truck movements a year to switch from road to rail,
with a resulting reduction in road congestion, and 75% reduction in emissions per unit. The new service comes as Iarnrod Eireann is finalising a new national rail freight strategy to identify growth and investment opportunities to significantly grow rail freight operations. The new rail freight service is in addition to existing rail freight operations to Dublin Port, Westport and Navan.

Taste that! 10 food awards for Waterford
DUBBED the Oscars of Irish food, Blas na hEireann are the largest food awards on the island, open to all 32 counties. The judging took place in Dingle during July this year and finalists were notified in August. The final award winners have now been announced — with a total of 10 winners from Waterford. The awards are like no other, in that products entered are blindtasted — meaning all packaging and identifying features are removed before being presented for judging, creating a level playing field for products from both large and small producers. Now in their 14th year, the Blas na hÉireann awards are the allisland food awards that recognise the very best Irish food and drink products, and the passionate people behind them. The biggest blind tasting of produce in the country, the criteria on which the product is judged as well as the judging system itself, which was developed by Blas na hÉireann with the Food
Science Dept of UCC and the University of Copenhagen, is now recognised as an industry gold standard worldwide. Judges come from a range of food backgrounds, from chefs to restaurateurs, academics, journalists, authors, food champions, caterers and enthusiastic home cooks. Chairperson Artie Clifford feels that now, more than ever, it is essential to shine a light on and give that all important boost to the talented producers dotted around the island. “These are the 14th annual Blas na hÉireann awards,” Artie said, “and despite the very challenging situation, I am delighted to report a record entry level from producers right across the island. “This large increase in entries has raised the bar across all categories, allowing us to introduce new products and producers to the buyers and press with whom we work, which is really exciting. “Congratulations to all the winners and to every producer

‘Mixed results’ for our councils
A report by the independent watchdog of local government, the National Oversight and Audit Commission (NOAC), has examined the performance of Waterford City and County Council in 2020 across 11 areas and found the council delivered mixed results in a range of areas, including housing, the environment and financial management. Some of the key findings in the report include: Housing: Waterford City and County Council owned 5,275 social housing dwellings at end of 2020. Roads: The level of motor tax transactions, which were dealt with online, was 83.32%. Corporate: The percentage of paid working days lost to sickness absence through medically certified leave in 2020 was 3.42%. Finance: The level of rent collection for 2020 was 65.0%. Public health restrictions and the increased challenges along with the reduction in income, impacted performance, NOAC said.

Where are the clowns? There ought to be clowns

WORKED on national newspapers for some 50 years and in all of them, always, there was a simmering hostility between the editorial and finance departments; the journalists thought the accountants had no soul and the accountants thought the journalists had no sense. The folk who held the purse strings never seemed like a load of laughs, so I was surprised to hear that the recently-retired financial controller for several publications had gone to a circus school to learn to be a clown. “Nothing odd about it,” he told me. “I worked with you clowns for years, so I thought I might as well learn to do it properly.” He did his training at Belfast Community Circus School, which is, I believe, the only one

of its kind in Ireland. If you’re looking for an interesting career, and think you can fill some big shoes, you should check out its curriculum, for clowns are in demand. As Covid restrictions lift, circuses are taking to the road again, and they all report a
shortage of clowns. Duffy’s has advertised for ‘hilarious’ people to fill the role, warning that it won’t accept ‘old jokes’. The circus is also looking for mechanics, electricians, HGV drivers (good luck with that one!) and general operatives. So Duffy’s really is back in business and I am glad to hear it. Irish circuses operate on a shoestring at the best of times and their survival through Covid closure seems close to a miracle. They were a lovely part of my childhood and I would hate to see them lost. I don’t remember the circus ever ‘coming to town’ in the Hollywood movie sense, with much fanfare, a parade and a ring master calling ‘roll up, roll up’. But even without that razzmatazz, there was still a real buzz when Duffy’s or Fossett’s pitched their big top in the
park near us. The show was exciting at a time when there was little excitement of that sort; a live performance for kids who had never been inside a theatre. And there was free entertainment to be had, just by mooching around the site. You might see exotic animals, jugglers rehearsing or the clowns putting on their face paint. Clowns have a mixed reputation . Some children are frightened of them and some adults also find them creepy, a condition recognised with its very own name, coulro-
phobia. Stephen King has a lot to answer for. Scary or not, clowns are a vanishing breed, in short supply for some time, and not just in Ireland. Back in 2014 New York’s Daily News reported that membership at the World Clown Association, the Americ a n union for clowns, h a d dropped in a decade from 3,500 to 2,400. The association’s president said it was difficult to persuade younger people to take up clowning as a job. “What happens is they go on
to high school and college and clowning isn’t cool anymore” he said. “Clowning is then put on the back burner until their late 40s and early 50s.” Well, that might explain the late conversion of my retired accountant friend. Clowns never scared me but I must admit I never, ever, thought they were funny, with their baggy pants, broken-down cars, custard pies and buckets of water. Still, they are a part of the circus tradition, so I wish them well and I hope Duffy’s is successful with its recruitment. If all else fails, Tom Duffy could try to lure a few clowns away from Dáil Eireann, where, despite the general shortage, there is a surplus, some with their own funny caps. That would be a bit of a longshot, though. The pay is much better in Leinster House.

Grey Seal pup (Pic: Justin Ivory) It’s that time of year when myself and many other trained Marine Rescue Volunteers with Seal Rescue Ireland are getting constant call outs. Yes we are right in the midst of Grey Seal pupping season, which runs from early August right upto the end of December, and even into January. I have written about this topic before but is worth repeating again given the increase in encounters between humans and seals. Here is the advice from the Seal Rescue Ireland website. What to do if you have found a seal? • Keep at least 100m distance (and preferably out of sight) – disturbance may lead to mothers abandoning pups • Don’t put the seal in the water they are on land for a reason • Don’t touch seals – they are wild animals and will bite • Keep dogs on a leash – they may injure or pass diseases to each other How to tell if a seal needs help? • A healthy seal is plump and barrel shaped. Seals with loose skin rolls, protruding hip bones, ribs and a visible neck may be under-weight and need help. • Seals with swollen limbs, cuts, bites or visible injuries including entanglement in netting, may need help • Healthy seals eyes are wide open with no cloudiness or marks. Wet patches around their eyes shows good hydration. Dry, squinting, cloudy eyes with discharge may indicate illness. • Healthy seals have clear, deep breaths and no wheezing, sneezing or discharge from their nose. Dry coughing, rapid or erratic breathing, discharge or blood from the nose, may indicate illness. Waterford to earmarked fo HOT on the heels of Waterford City being named the ‘Best Place To Live’, it was announced this week that €27m is to be made available for the city’s regeneration. The N24 between Waterford and Limerick, which runs through Carrick-on-Suir, Clonmel, Cahir, Tipperary Town, Pallas Green, and several other towns and villages, has long been a source of grief in the areas involved. It was selected for ‘preappraisal and early planning’ in 2018, particularly the sections from Waterford to Cahir and Cahir to Limerick Junction. This week’s published plan has the N24 improvement as ‘subject
to further approvals’ as well as the N25 enhancement of the road between Waterford city and Glenmore in south Kilkenny, and the N11/N25 between Oylegate and Rosslare in Co Wexford. Another project which was successfully completed in recent years having been part of previous plans, included the new Rose Fitzgerald Kennedy Bridge over the river Barrow. Also mentioned was the Dunmore Wing at University Hospital, and the Waterford Greenway, which was developed between 2014 and 2017 at a cost of €21m. A new rail station, seen as part of the overall necessary infrastructure for regeneration, is part of the plan, as are bus corridors in Waterford city, the BusConnects scheme and a “sustainable transport bridge”, which would link the north and south quays. Last week Waterford was
named ‘The Irish Times Best Places to Live in Ireland 2021’. Judges praised the beauty of the city’s buildings, its liveability, its affordability and its vibrancy, saying: “What Waterford has achieved over the past two decades is simply outstanding.” The city, which was the unanimous choice of the judging panel, beat off stiff competition from the four other shortlisted locations: Clonakilty, Co Cork; Galway city; Glaslough, Co Monaghan; and Killarney Co Kerry. The Irish Times Best Place to Live in Ireland contest, which is supported by Randox Health, began in June. Over the summer, 2,400 people nominated 470 places across all 32 counties for the title. While the number of nominations was a factor in the selection of the top locations — Waterford received 47 — the quality of the place itself was the chief consideration.

David drops in to say hello
Welcoming David Matthews to the Samaritans Waterford Branch were Gerard Curley, Samaritans Regional Director for the Republic of Ireland, Rory Fitzgerald, Sharon Devereux, Director Samaritans Waterford and South East. Pic :John Power David Matthews is walking to all 201 Samaritan Branches in Ireland and the UK. He has walked approximately 1,400 kms in Ireland so far out of a total of 9,650 kms. We were honoured to have David visit our branch in Waterford City on Saturday. He was met by Samaritans Regional Director for the Republic of Ireland, Rory Fitzgerald, Sharon Devereux, Director Samaritans Waterford and South East and a number of our dedicated team. This was his 186th visit to Samaritan branches. His motivation is simple, his task is extraordinary. David wants
