€80m green light for quays project THE project to transform Waterford’s North Quays has taken a major step forward with the announcement of €80m Government funding for the development. Housing Minister Darragh O’Brien said €110.6m would go towards the regeneration project with €30 million having been committed by the Department of Transport, through the National Transport Authority . It was the second significant advance for the proect in days. Earlier the developers revealed that investment had been found to build 800 new homes. Mr O’Brien had been expected to visit Waterford on Tuesday and make the annoucement personally. The visit was postponed at the last minute but the minister issued a statement saying Cabinet approval had been given to the project . He said: “Government approval represents one of the single biggest investments ever in the South East. The North Quays

project is the largest commercial development in Waterford and currently the largest urban regeneration project in the country.” The moves followed a hardhitting speech to the Seanad in which a local politician warned that “the time for talking and reassuring words has passed”. “Now is the time for tangible action,” said Senator John Cummins. The developers behind the scheme responded with an announcement that investment had been found to build 800 new “100% sustainable energy powered and affordable homes” in Waterford. They will be part of the wider development which will see the North Quays linked to the city centre by a new bridge and with a new transport hub. An 18-yeasr-old art student, Casey Etherton from Caherdaniel, Co Kerry, was the overall national winner with a portrait of his elderly neighbour.

High rise: rents in city take 5% jump

RENTS in Waterford city have risen by 5% in the past year. The average rent in the city is now €1,058, according to the latest Daft.ie Rental Report . The increase is in line with other cities except Dublin where rents have fallen slightly. In Cork city the increase is 5.2%, in Galway it is 4.9% and in Limerick 3.4% Availability has driven down rents in Dublin where almost twice as many properties are available for rent as at this time last year. In Waterford and the other cities, rental stock is down by one third . In the rest of Waterford, rents were on average 2.9% higher. The average listed rent in the county is now €990, Daft.ie has found. “In Dublin, supply has increased this year, largely due to the impact of Covid-19, and rents are down slightly,” said Ronan Lyons, the economist who wrote the report. “Elsewhere in the country, rental shortages continue to worsen and rents continue to rise to all-time highs.”

Port ponders new French route to bypass Brexit PORT authorities are considering a new shipping route that would link Waterford to northern France. Several companies are undertstood to have expressed interest in the route which could begin operating next year and would help ease Brexit problems for Irish exporters. The move would have the support of the Government since it is in line with both the policies of decentralisation from Dublin and increasing direct links to mainland Europe. Waterford currently has services running twice-weekly to Rotterdam (DFDS/Samskip) and weekly to Rotterdam Deep Sea (BG Freight/Hapag-Lloyd/ Maersk) from where shipments transit to a range of global destinations. The Port’s management has confirmed that it is measuring market demand for a new service that would directly connect the South East of Ireland with northern France. Frank Ronan, CEO, Port of Waterford, said: “We always stay in close contact with our customers and prospective customers. Through that, we know there is some demand for a direct connection between Waterford and northern France. “We are now engaging more with industry and other stakeholders about the viability of such a service which would be very much complementary to

our existing Rotterdam routes.” A freight transport group, FTA Ireland, called this week for “new ferry services to offset the risk of a No Deal Brexit.” But a local politician accused “neoliberal voices of ... seeking a limited business-based solution (that) will protect and enrich the road haulage sector and increase road usage”. Úna Dunphy of People Before Profit said the Government should ensure that rail-freight is given priority when developing new routes and re-open the Rosslare-Waterford-Limerick rail line, The Port announced that it has seen increased traffic through its container terminal at Belview this year. In the 10 months to 31 October, the Port handled 19,576 containers, an increase of 11% on the same period in 2019.

JOBS: A technology development company says it will create 40 new jobs at the Port. Trilateral Research Ltd says the jobs will come over the next four years as part of its growth plans. The UK company’s said its Irish office, based in Belview Port, “will grow to incorporate the company’s machine learning, AI and software specialisms alongside their research, data protection and cyber-risk services”.

Mapping the route to better broadband THE company charged with delivering the Government’s National Broadband Plan (NBP) is surveying parts of Waterford city and county. National Broadband Ireland (NBI) has identified what it calls an “intervention area” here where it aims to provide a fibre network to 15,000 premises . The areas involved are Cheekpoint, Passage East, Kilmeaden, Dunmore East and parts of Waterford city. NBI teams are walking the routes, documenting images and taking measurements for poles, cables and underground ducts. The 15,000 premises in Waterford Intervention Area (IA), include homes, farms, commercial businesses and schools and comprise 24% of all premises in the county.

Under the National Broadband Plan, Waterford will see an investment of €59m in the new high speed fibre network. This will enable e-learning, remote monitoring of livestock or equipment, e-health initiatives, better energy efficiency in the home, and more remote working. Phase One of the NBP sees the delivery of Broadband Connection Points (BCPs). Nationwide, more than 60 of these sites are now ‘live’ and are providing free public access to high speed internet in their areas. They include GAA clubs, community centres and tourist sites . In Waterford, some BCPs are planned for Knockanore, KIilbrien and Ballysaggart community centres.

These will pave the way for rural communities to receive the benefits of broadband, for mobile working, e-learning and mobile banking. A full list can be found at https://nbi.ie/ bcp-map/. Primary schools in the Intervention Area are also being connected as part of the NBP . The first of these in Waterford are Faithlegg, Fenor, and Ballycurrane National Schools. NBI chief executive Peter Hendrick said the company was pleased with the progress. “Survey designs are an important part of mapping out how every home and business will be connected, and these will provide the blueprint for how the NBI fibre is laid,” he said. Lacy (right) and Mabel are guide dog puppies in training .They will be in Waterford for about a year with their puppy raisers Noleen and Ray (with Mabel ) and Eleanor and Edward (with Lacy.) You will see them around the city in their yellow jackets learning to be well behaved and confident in all situations and environments. After their time in Waterford, the dogs will complete their training in Cork to become a Guide Dog or Assistant Dog. The puppies have been

Will this be the Deise’s day?

Waterford and Limerick face off in Munster hurling final this weekend WATERFORD and Limerick are to meet in the Munster senior hurling championship final for just the fourth time. Limerick were winners when the sides met in the provincial finals of 1933-34, but The Deise toppled Limerick back in 2007. The fourth installment of a Limerick-Waterford final will take place this Sunday, November 15 with Thurles as the venue. The final will have a 4pm start and will be televised live on RTE. Sunday week will be a 48th ever final appearance for Limerick - it will be a 30th final for Waterford. Semple Stadium in Thurles is venue for the 2020 Munster SHC final - the last LimerickWaterford final was played in Semple Stadium in 2007 when the attendance was 48,700. Victory in the Munster final would power either team directly into a Sunday, November 29 All-Ireland SHC semi-final, while defeat would mean an All-Ireland quarter final tie on the weekend of

November 21/22. Tadhg de Burca produced a masterclass as Waterford secured their first championship win since defeating Cork in the 2017 AllIreland semi-final after Liam Cahill’s men ousted the Rebels in the Munster semi-final at Semple Stadium on October 31. It was a fully-deserved win for Cahill in his first championship match as they built on a threepoint interval lead to carve out a great win. Waterford won the toss and opted to play with the breeze, and duly led 0-15 to 0-12 at the end of a free-flowing opening half. Indeed they would have been further in front had they not shot 14 wides, compared to nine for Cork. Both sides were guilty of wayward shooting after a hectic opening that saw the Rebels race into a 0-04 to 0-2 lead after just four minutes. Cork continued that bright start to lead by 0-05 to 0-04 after nine minutes, but failed to score for the next 12 minutes as Waterford took over and hit 0-05 without reply.

All’s well when the good guy wins

W

hen news broke on Saturday that Joe B i d e n would be the next President of the United States, I felt happy. It wasn’t the logical satisfaction anyone might have at seeing their horse win the race. This was something deeper, more fundamental, something that went beyond politics and policies. Other people have told me they felt the same way. Biden’s victory was a win for decency. Trump’s defeat lifted a brooding, malign presence. For the first time in years, good had triumphed over bad, right over wrong and honesty really did seem to be the best policy. That had always been the American narrative, of course, as we learned it from the silver screen: in High Noon or The Magnificent Seven, Miracle on 34th Street or It’s a Wonderful Life. The bad guy would have his moment but the good guy won

Michael Wolsey in the end. It was the American way. America has been part of my life for almost as long as I have had a life. Through my childhood, Uncle Sam was the distant puppeteer whose strings moved my imagination. The USA was the land of Mickey Mouse and Donald Duck, the Lone Ranger and Tonto, Ford cars and Hoover vacuum cleaners. As I grew a little older, it was, I learned, the land that saved us from Nazi domination and, through the generosity of its Marshall aid plan, lifted Europe from the devastation of World War Two and set us on the road to prosperity. As I grew a little wiser, I began

to have some concerns about my favourite uncle. I didn’t like the way Sam threw his weight around the world and, on the domestic front, I began to realise that, in the country that fought a a civil war to abolish slavery, racism was alive and

flourishing. But there was always so much to balance against the faults. For this was the land of John and Robert Kennedy, of Martin Luther King and James Baldwin. The land of my favourite musicians: Elvis Presley and

Jerry Lee Lewis, Charlie Parker and Miles Davis. I didn’t like the way Uncle Sam behaved in Vietnam and the Middle East or how he treated Cuba. But it was hard not to love my uncle, all the same. His was the land of Bob Dylan and Nina Simone, of Maya Angelou and Muhammad Ali, of Kermit the Frog and Bart Simpson. Uncle Sam could be a problem sometimes, but I knew that, for all his faults, he was mostly on the side of the angels. If there

had to be a world superpower, I was glad it was the USA. But in 2016 Uncle Sam changed. The smiling guy in the Stars and Stripes waistcoat was replaced by a large orange-coloured man with a strange hairstyle. He disrespected women and boasted of grabbing them by the pussy. He mocked the disabled . He didn’t like Mexicans or Muslims and instead of building bridges he wanted to build walls. He boasted and bragged - and, above all, lied. Indeed he seemed not to know the difference between truth and lies, to have no moral compass at all. Uncle Sam had turned from kind uncle to evil uncle and turning him back again will require magic of a sort that is more common on the screen than in real life. Still, I live in hope. It comes from watching too many movies, I guess, and maybe I should wise up. A year from now - a week from now? - my cynical self may be restored. But for the moment, Joe Biden has made me a happy man. So, thanks Joe. You’re off to a good start.

What is an Approved Retirement Account [ARF]?

The Finance Act 1999, introduced new options for people taking retirement benefits from pension arrangements. This involved creating a new product called an Approved Retirement Fund [ARF]. Prior to this, retirees had little choice in taking their benefits at retirement. The money built up in their pension pot had to be used to purchase an annuity – a guaranteed pension income for life. There were two choices the retiree could make. They could commute [sell] some of their accumulated pension pot for a tax-free lump sum [within limits] and take a reduced pension, which most people elected to do. Because the pension income stops on the death of the annuitant [the person receiving the pension], they could also use some of the accumulated fund to purchase a survivor’s pension.

ARF, retirees now had extra choices to make. They could elect to take up to 25% of their accumulated pension pot as a tax-free sum. The balance could be used to purchase an annuity, as above, or instead invested in an Approved Retirement Fund. They would also have to decide on an appropriate investment strategy. The ARF pays out an income of 4% of the fund every year [5% from age 71]. That income is liable for income tax and USC. The main difference is that on death, any money remaining in an ARF transfers to a surviving spouse or if there is no spouse, to the estate of the deceased ARF holder. Another key difference is the decision to purchase an ARF is reversible so at any time in the future, the holder can choose to use the ARF to purchase an annuity.

It is the time of year that rare and scarce birds are most likely to turn up in Ireland. Again – why? Well given that this is the reverse of the spring migration, the numbers of birds on the move have been swelled by the offspring that have been born during the summer and have successfully fledged and survived. So why do they end up here in Ireland? Young birds making their first migration can wander off course either due to inexperience or just some youthful exploring. Birds form North America making their migration southwards can get blown off course by bad weather systems which if blowing in a westerly direction, is easier for a bird to fly with rather than against until it makes landfall again – Western Europe. Ireland at the westernmost edge of Europe often receives its fair share of these yankee visitors. Whether these vagrants from America make it here can depend on several factors such as body size and shape, speed of the weather system and the fat reserves an individual bird has. If these birds successfully make landfall in Ireland, they will rest and feed up for a while before heading back on their migration. But what about birds from Eastern Europe and Siberia that should be migrating south-east towards China? Yes, weather or inexperience can push them off course towards the west, but these birds are flying over land. They could simply rest up somewhere for the weather conditions to improve before heading back on their migration south-east again. Studies would indicate that these visitors from Siberia most likely have a defective internal compass which compels them to perform reverse-migration – instead of flying south-east they fly north-west!

Ray D’Arcy has said that he is bowled over by the “outpouring of love” for The Den after its live return to screens on RTÉ One on Sunday evening. Speaking on his RTÉ Radio 1 show, D’Arcy said that he had received “loads and loads” of emails and texts about his reunion with Zig & Zag and Dustin the Turkey. “Thank you so much,” he continued. “There’s been an outpouring of love, which is very moving.” Well-wishers described The Den’s return as “perfect timing for the country”, “an hour of laughter”, “a fantastic decision to put the show on” and “tonic for the soul”.

Documentaries about migrants are nothing new these days, but this one (by Eva Mulvad) is notable for having time on its side. Filmed from 2012 to 2018, it’s an absorbing picture of a family evolving. Leila and Sahand are lovers who flee Iran with their son, Mani (four at the time), to escape the potential consequences of their illicit relationship: Leila is married to a brute, and she and Sahand fear they might be stoned to death. The family’s new life in Turkey is quite comfortable in some ways, but every new bureaucratic tussle over their immigration status causes anxiety — and the more we get to know them the more we care about their fate.
