Waterford man jailed over ‘cruel’ puppy farm AN Animal Welfare Inspector with the ISPCA has described how “defenceless dogs” that were saved from an illegal puppy farm in Waterford have been able to start their journey to a new life. Of a total of 42 dogs and puppies that were found living in converted sheds at the premises, 29 described as being in the worst conditions were surrendered to the ISPCA and taken into the care of Waterford SPCA. However, Inspector Alice Lacey explained that it took months of rehabilitation before any of the adult dogs were ready to be rehomed due to the issues relating to their nervousness and fear of people. Ms Lacey was speaking after a case in Dungarvan District Court on Friday, May 13, when Michael Lenane (65) of Dromana, Cappoquin, Co Waterford was sentenced to three months’ imprisonment having admitted nine offences under the Animal Health and Welfare Act (AHWA) 2013. establishment operating at the address. Inspector Lacey described how dogs were living in confined spaces with very little room to move or express normal behaviour. One shed where expectant mothers and females with young pups were housed was in virtually complete darkness and had little ventilation. Some of the dogs were without water and some had inadequate bedding meaning that young puppies were lying on bare, hard surfaces. Inspector Lacey described how, in addition to the accommodation issues, some dogs had dirty matted coats, overgrown nails, and painful infected teeth and gums. The premises was subsequently served with a closure notice under the Dog Breeding Establishments Act by Waterford County Council. Funding of up to €6,000 is being provided by Government to support agricultural shows nationally, including in Waterford, Fine Gael Senator John Cummins has said. Dungarvan Show is set to receive a funding boost of between €5,000 and €6,000. Senator Cummins welcomed news from Minister for Rural and Community Development, Heather Humphreys TD, that up to €6,000 will be provided to 119 Agricultural shows taking place nationwide this summer.
Homes sold out SIX apartments in a riverside location in Waterford city have sold at auction for twice their listed price. The buildings at Moyne House, Grattan Quay, went to auction with Youbid.ie on June 23, all with an advised minimum value (AMV) of €78,000, except Number 1, which was €65,000. One unit realised a price of €120,000 and the remainder went for between €149,000 and €161,000. In total, the six properties, in separate lots, went for a total of €900,000, up from a total combined AMV of €455,000. Apartments range from 58-61sqmts.

She said that they were subjected to an environment whereby they were confined to a small space with little to no interaction for the purpose of breeding. In addition to the custodial sentence Judge Brian O’Shea disqualified Mr Lenane from keeping dogs for life. He fined him €2,000, and ordered that he pay a total of €2,770 in veterinary and legal costs. Commenting on illegal dog breeding and the work of the ISPCA and Inspector Lacey, Judge O’Shea said: “The work of this ISPCA Inspector is important in saving dogs from this type of treatment, which has the potential to be very lucrative and the work of the ISPCA needs to be commended in trying to shut down these places”. Mr Lenane has appealed the sentence.
Six-year plan paints brighter future for Waterford
THE Office of the Planning Regulator (OPR) has commended Waterford City and County Council on “a coherent and appropriate strategy for the delivery of key national planning objectives including the promotion of compact growth and town and village centre regeneration.” It comes after the adoption of the Waterford City and County Development Plan 2022-2028 by elected members of the local authority. The plan covers the six-year period from 2022 - 2028. Michael Walsh, Chief Executive, Waterford City and County Council said: “With our ultimate aims of enhancing growth of the wider city region and driving regional prosperity to make Waterford the best place to live, work and invest, this Development Plan provides us with a clear roadmap to enable us to attain those objectives. “Throughout the process there was extensive public consultation and collaboration. “In fact, with a total of 1,155 written submissions, it was the highest level of engagement received for any draft development plan. “It is evident that the people of Waterford care deeply about how our city and
county develop, and Waterford City and County Council is committed to a proactive and dynamic approach towards sustainable social, environmental and economic development of the region.” The OPR stated: “The preparation of the City Neighbourhood Strategy, Appendix 21 ‘Waterford City and County Regeneration and Opportunity Sites’, and inclusion of brownfield targets for the county’s settlements within the core strategy table are all welcomed and demonstrates the planning authority’s objective to support compact growth and the provisions of NSO 1 of the National Planning Framework.” It added, “Furthermore the delivery of a robust renewable energy strategy, which provides for measurable renewable energy targets, demonstrates the planning authority’s clear commitment to supporting national renewable energy targets under the Climate Action Plan 2021.” The Development Plan also provides the basis on which Local Area Plans will be prepared for parts of Waterford City, Dungarvan, Tramore and other urban towns across the county. ‘A gamechanger’ for homebuyers
THE new €400m affordable purchase scheme has been described as a game changer for first time buyers and fresh starters by Waterford Senator and Fine Gael spokesperson on Housing, Local Government and Heritage, John Cummins. The scheme aims to bridge the affordability gap between the maximum mortgage people can get from the bank and the cost of a housing unit, up to a maximum of 30% and 20% if being combined with the Help to Buy scheme.
Senator Cummins said: “This is a targeted and proportionate scheme which will help individuals and couples who are just missing out on purchasing a home because their mortgage is restricted by the Central Bank rules to three and a half times their income. Price ceilings will apply depending on the area of the country you are seeking to purchase a new home. Fine Gael believes in home ownership. We want more people to own their own homes.”

Not a flake left ... and what’s the Government doing about it?

summer got off to a soggy start in June and July has gone from too wet to too warm. I don’t understand why the Government is doing nothing about it. Too late now, I guess, although I am hoping Pearse Doherty will take up my suggestion and try to get the Dáil recalled. Sinn Féin puts down a recall motion every summer and it would be a pity to waste the opportunity this year, when Martin and Varadkur are just blatantly ignoring the weather as if it had nothing to do with them. But turning a blind eye is this Government’s speciality. I mean they’ve done nothing at all about that little wall that’s collapsing at the back of my garden. It’s not my fault. The builders used some sort of dodgy material and now I’m expected to pay for it.

Some neighbours are suggesting I should have employed a registered contractor, not that guy who works out of a shed, down the lane behind his caravan. Well, it’s easy to be wise after the event. And anyway, neighbours can be spiteful. Some of them are saying the compensation I’m looking for could build a new house, never mind a wall. OK, let’s see which canvassers will be making that point when the next election comes around. Then there’s the road at the front of the house. It’s so busy I can’t get my own car out. It took me a good four minutes the other day. I’ve written to Eamon Ryan about it but he hasn’t responded to my simple suggestion for traffic lights. All it needs is a sensor on my gatepost that activates the lights when I start to pull out. A two-minute halt on each
side of the road is all I’m asking for. The solution is so obvious yet Eamon ignores it. But that’s the bleedin Greens for you. They hate cars. If I was trying to get a push bike out of my drive they’d build me my own cycle track. And while we’re talking about the Transport Minister, what is he doing about the air traffic controllers’ strike in France? Rien, that’s what. Absolument rien. I took it up with a local TD and he told me the French government wouldn’t like us to interfere. The French government! What’s it got to do with the French government? We’re trying to fly out of Ireland, Eamon, in case you hadn’t noticed. Time to get le doigt out, minister. And don’t be listening to that Paul Murphy guy. Sure there isn’t a strike anywhere he hasn’t supported.
Or Mick Wallace either, unless he can persuade Aeroflot to do the flying for us. Maybe he’ll put in a word with Putin. Trouble with that lot up in the Dáil is they put everything on the long finger. Two years now and there hasn’t been a chocolate flake to put in a ninety-nine. I’m worried about the long term consequence for children after all they suffered during the lockdowns. There could be serious emotional damage. I explained all this to Roderic O’Gorman but he seems to think the problem has nothing to do with him. Nothing to do with him! If the Minister for Children can’t sort out the missing chocolate flakes, what hope is there for us? But that’s ministers for you. Like the guards, they’re never around when you want one. Like when that damn cat from up the road comes and pees in my garden.
Is a simple bit of security too much to expect? I’ve written to Helen McEntee umpteen times about it but I get no answer. You’d think she could take a bit of time out of her maternity leave, but no. Well, we’ll see what Sinn Féin has to say about that. I don’t think Louise O’Reilly will just ignore the cat issue. Although if the creature keeps sitting on that collapsing wall the problem might solve itself. I wonder if I can include a vet’s bill in my compensation claim? I must ask Heather Humphreys about that. She’s Social Protection, isn’t she? And that’s all I want, a bit of protection. Between the cat and the wall and the weather, my human rights are being trampled on. And what, I ask again, is the Government doing about it. Sweet FA! And don’t get me started on the FA ...

Sporting treasures unveiled
THE Bishop’s Palace Museum, one of the Waterford Treasures collection of museums, has unveiled a new exhibition which celebrates Waterford’s historical sporting heroes. ‘Laochra Spóirt Phort Láirge/ Waterford Sporting Heroes’, celebrates many Waterford sports, displaying trophies and other memorabilia of legends including soccer star Alfie Hale, hurlers Jim Ware and Frank Walsh and the Waterford Boat Club. Also featured in the exhibition are modern heroes, including soccer star Ciara Grant and Ladies GAA All-Ireland winner Fiona Laffan Crotty. An array of trophies will be on display to visitors, including those from the early 1900s of greyhound trainer and cofounder of Clover Meats Denis Gorey, which demonstrates how sport was instrumental in helping to normalise relations with Britain in a post-War of Independence Ireland. Soccer also features, with memorabilia from the heyday of the Blues in Waterford, the 1950s and 1960s, and the Waterford versus Manchester United match in 1968. www.waterfordtreasures.com.

Tributes paid after death of our new Deputy Mayor
TRIBUTES have been paid to the Deputy Mayor of Waterford, Cllr James Tobin, who passed away suddenly, only days after being elected to serve in the role. Mr Tobin (inset) was first elected to Waterford County Council 23 years ago. Originally from Knockanore, near Tallow in west Waterford, he was a stalwart of Fianna Fáil in the region, topping the poll for the party at the 2009 local elections. Following a council election earlier this month, he was due to serve alongside Mayor of Waterford John O’Leary, who said Cllr Tobin was a good friend who had “immersed himself” in community work across his life. “I have the honour of saying I knew James for over 30 years and in that time, I was privileged to work closely with him and consider myself a friend of his,” he said. He was remembered as a man of “wisdom and wit” by Taoiseach Micheál Martin, who said Mr Tobin had left behind him a long and distinguished record of service.

The congregation included Minister for Education Norma Foley, Waterford’s Minister of State Mary Butler and all the members of Waterford City and County Council. Mr Tobin is survived by he and his late wife Anne’s children, Mairéad, Micheál, Seán, Áine, Séamus and Pádraig.
Skillnet backs 625 local firms
Over 625 Waterford companies and 2,089 individuals were supported by Skillnet Ireland programmes in 2021, a new report shows. Notably, there was a record level of investment in talent development across the country in 2021, growing by 17% to more than €60m. Contributions from businesses represented €22.5m, or 37% of total investment. Skillnet Ireland is a business support agency, responsible for advancing the competitiveness, productivity and innovation of Irish businesses through
enterprise-led workforce development. Launching the annual report Higher Education Minister Simon Harris said: “Skillnet Ireland’s results demonstrate a growing appetite for talent development and upskilling from businesses of all sizes. “In 2021, Skillnet Ireland played a critical role in providing upskilling programmes to workers in areas that will be vital to ensure our economic success into the future, including digitalisation, green skills and boosting SME productivity.” See: www.skillnetireland.ie
School allowance raised
Minister for Mental Health & Older People and Fianna Fáil TD for Waterford, Mary Butler, has welcomed new measures designed to help families with children returning to school in September. The Back to School Clothing and Footwear Allowance is being increased by €100 for each eligible child. Minister Butler said: “We recognise this is an expensive time of
year for Waterford families, particularly those with a number of children in school. “The announcement of a targeted suite of measures to help families with back to education costs this September across transport, clothing, footwear and meals, builds on the additional cost of living supports we have introduced since Budget 2022 and I believe it will be welcomed by many parents.”
Bikes for all in the city
WATERFORD newly elected Mayor, Councillor John O’Leary officially launched the new Transport for Ireland (TFI) Bike Share Scheme at Arundel Square recently. TFI Bikes is a self-service bike rental service, with 14 stations and 220 bikes located in key areas around the city, including at SETU, University Hospital Waterford, Bank Lane, Kilcohan and Arundel Square. These bikes will allow commuters to switch to more active ways to get to and around the City Centre. With docking stations at several SETU Campus locations, students also have plenty of opportunities to use them to travel to and from the city centre. For tourists, users can also cycle to the different events and attractions around Waterford City throughout the year, while taking a leisurely bike ride along the mile-long quayside, or cruising the compact city centre and enjoying the facilities on offer. Time to roll as skatepark launched
Having been built in just under nine weeks, Dungarvan Skatepark has been officially opened in Fairlane. The skatepark is suited to skateboarders, rollerbladers, BMXers and scooter riders of all ages, skills and styles. Over the past 15 years many groups and individuals have been calling for the provision of a skatepark in Dungarvan. The 600m2 facility developed by Dungarvan Skatepark Company is constructed in concrete and combines elements of bowl and street plaza features. It has been designed with the needs of skateboarders in mind with input from Waterford Comhairle na nÓg and local skateboarders. Donal Connolly, Dungarvan Skatepark Company said, “The whole premise of the skatepark was to give young people a safe space to skateboard, the opportunity to meet their friends outdoors, have fun and try their hand at skateboarding, regardless of their level of skills.”

Journeys are a recurrent theme throughout; Boyle’s own journeys, shuttling between her dream job in Ireland and her daughter’s home in England, interspersed with journeys undertaken in the Middle Ages. Boyle’s passion for medieval history and her devotion to her students is abundantly clear. She writes eloquently about the importance of education and the opportunities it brings, particularly to those from disadvantaged backgrounds. She analyses woman’s role in society from the Middle Ages to present day, peeling back layers to expose biases in still present in today’s societal structures. The writing particularly shines when Boyle lays herself bare, talking candidly about her own addiction, her complex feelings around motherhood, and how guilt and shame are hardwired into the female experience. Her fierce intelligence, unflinching honesty and dark humour make for an extraordinary read.

Citywide community notes Simon Live @ The Churchyard Sessions On Friday July 15th at 7pm, Simon, a band synonymous with the city of Waterford formed in 1972 who went on to be one of the South East’s most popular and successful bands returns. Photo: John Power SAMARITANS Waterford and South East are walking 7km on July 24th to raise awareness of 24/7 service. The walk will take place in Waterford City and finish at The Granary Café. This July, Samaritans Waterford and South East is reminding the public that its volunteers are here around the clock to offer a listening ear to anyone who is struggling to cope. Amid continuing uncertainty, Waterford and South East Samaritans are highlighting the power of talking as part of the charity’s annual Talk to Us awareness campaign
which takes place in July. As part of Talk to Us month, branches across Ireland will mark Samaritans Awareness Day on Sunday 24 July, one of the most important days in the charity’s calendar, to help spread the message that volunteers are available to listen to anyone who is struggling - 24 hours a day, seven days a week. Samaritans Waterford and South East Branch Director, Sharon Devereux said: “It’s been a challenging few years for everyone, and we know that many people are still facing all kinds of pressure, however, we want to remind
the public that they are not alone.” Our volunteers, together with family and friends, will be raising awareness of our emotional support services and encouraging anyone struggling to reach out for help on as they walk 7km on July 24th.
