UP, UP, UP! House prices up a whopping 95% since the crash ... and rents aren’t far behind as they hit €1,136 mark
Residential property prices have risen a staggering 95% since the crash, from a February 2012 low, and for those considering the rental option the news is even worse, as latest figures show that rents in Waterford have risen by 12%. The price of houses and apartments nationally rose by 6.9% in the year to June, compared with 5.4% in May. In Dublin, residential property rose by 6.4%, while properties outside Dublin rose by 7.4%. Following the latest Central Statistics Office data, mortgage experts have warned “property prices are really only going one way for the foreseeable future – and that’s up”. The median, or mid-point price, nationally now stands at €265,000; while in Dublin, it is €395,000. Despite the rising cost of buying a home, mortgage experts also argue that the high cost of renting means it is not necessarily a bad time to consider entering the property market.

However, the latest daft.ie rental report for the second quarter of this year has revealed that the average home rental price in Waterford City is now €1,136 (€1,107 in the county), which is an increase of 12% on the previous year. Waterford now has the highest rental prices in the South East, compared with the average rents in Wexford being €974, Kilkenny €1,093 and €1,079 in Carlow. A one-bed apartment now commands a rental price of €763 in Waterford; a two-bed house will cost you €858; a three-bed house is €970; a fourbed house is €1,113, while a five-bed house will cost a family a staggering €1,243. According to www.daft.ie the sharp increases in rents reflect an “unprecedented scarcity of rental homes”. Nationwide, there were just 2,455 homes left available to rent on August 1st — an all-time low — while there were only 15 homes to rent in Waterford City and County on that same date.

New UHW theatre goes to tender Minister for Mental Health and Older People, Mary Butler TD, has announced that the new Ophthalmology Theatre for University Hospital Waterford (UHW) has progressed to tender stage. Minister Butler stated, “As I announced last March, funding has been allocated in the HSE Capital Programme in 2021 towards the development of an Ophthalmology theatre to facilitate cataract surgery and other Ophthalmology procedures at University Hospital Waterford.”

Another addition to the digital arts programme is their new community podcast. “The main reason for launching this,” Edel Tobin, founder of the festival explained, “was to share the wonderful behind-the-scenes stories of the festival, the artwork, and the impact it has had on the community with everyone.” There will be a Panel Talk on the podcast in GOMA Art Gallery, August 19 at 6.30pm.
Garter Lane gets €196,857 grant aid
GARTER Lane Arts Centre has received a significant boost with the approval for a grant of €196,857 for the renovation of their HQ on 5 O’Connell Street. The building requires significant work to enable the space to be made safe for use by the arts community in Waterford. Garter Lane Executive Director Sile Penkert said that the whole team was “absolutely thrilled with the news”. “This building has quite literally been the birth place of so much of what Waterford has come to own as its rich cultural heritage, and now an opportunity to safeguard this vital arts resource into the future is a reality and one that we are delighted to be championing, along with all of those, who assisted us in this highly competitive process,” she added. Earlier this year, the government announced €27.6m for 22 projects in the Cultural Quarter and Viking Triangle areas.
Have your say on the future of Waterford WATERFORD City and County Council has just published a Draft Development Plan, which sets out a framework, or blue print, for the proper planning and sustainable development for the period from 2022 to 2028 and it needs your input. The draft plan effectively focuses on key areas, such as economy, social, physical and environmental perspective. It is the first consolidated plan for Waterford City and County and will replace the existing Waterford City Development Plan 2013-2019 (as extended), Waterford County Development Plan 2011-2017 (as extended) and Dungarvan Town Council Plan 2012 – 2018 (as extended). The council is inviting submissions from the public to have a say in the policy and spatial framework, which shapes the City and County of Waterford, with the ultimate goal to make the region the best possible place to live, work, invest and visit. The growth of the city and county will complement and enhance growth of the wider
city region, and drive regional prosperity and improve quality of life. The making of the Development Plan is an ideal opportunity for people who live, work, and invest in Waterford, to have a say in shaping its future. The online consultation portal has been developed by Waterford City and County Council in partnership with Civiq.eu. The portal, which is accessed from the homepage of the Waterford Council website, provides access to relevant background documents, including the Draft Development Plan, Maps, Appendices and Environment Reports. A dashboard displaying details of submissions made is available and it is important for wide-ranging public participation during this stage of the plan-making process. IRISH broadband provider, Imagine Network Services (‘Imagine’), has announced it has switched on a further two high-capacity broadband transmission hub for Co Waterford. This means Imagine has now extended its high-speed broadband connection area, providing immediate connectivity to over 22,370 homes businesses in the region. Imagine’s latest news comes as the company continues to receive strong demand for its service, with over 60% of new subscribers calling to be connected being referred from existing users of its service. Commenting on the take-up, Sandra Dinan, who heads up the Connecting Communities Team, said: “The continued rapid expansion of our exclusive 5G Fixed Wireless Network along with our extensive coverage is a game changer, not only
for the people of Waterford, but for all of regional and rural Ireland. Home care firm creates 30 jobs in local area
Ireland’s largest private provider of home care services, Home Instead, has announced the creation of 30 new jobs in Waterford. The care company, which already has a 4,000-strong caregiver team working across the island of Ireland, is recruiting for 30 additional caregivers in Waterford, as part of its recruitment of 1,000 additional caregivers nationwide. Commenting on the announcement, Steven Tubbritt, General Manager of Home Instead in Waterford, said: “The Covid-19 pandemic has highlighted the vital support that caregivers provide to their clients and the link they provided to the outside world to those they were caring for. “We’re tremendously proud of our caregiving team, and the work that they do to keep older people safe and well. We know that where possible older people want to continue living independent lives in their own homes and in their

own communities. “In the years ahead, Ireland, like so many countries, will face the challenge of an ageing population. Home care can play an increasingly important role in providing care to our oldest and most vulnerable citizens. “For the vast majority of older people, ageing at home has better health outcomes, is less expensive than institutional care, and can help prevent unnecessary or premature admission to longterm residential care.” Home Instead’s reward and remuneration package includes competitive rates of pay with higher rates at weekends, ongoing professional development opportunities, 24hour support and local benefit schemes to suit local carer needs nationwide. MENTAL health services in the Waterford area are marking a significant move this month, as the Minister of State for Mental Health and Older People Mary Butler TD, officially opened the new Waterford Residential Care Centre. Building on the €25.4m project began in early 2018 on a site adjacent to St Patrick’s Hospital and was completed last year. It features 100 single ensuite rooms, spread across four households. The 30-bed Farronshoneen, 20- bed Farrandale and the 20bed Grange units in the centre now house residents of older persons services previously accommodated in St. Patrick’s. The 20-bed Aidan’s unit at the new centre replaces a shared model for Psychiatry of Later Life residents, previously provided at a building located on the grounds of the nearby St. Otteran’s Hospital. Speaking at the opening, Ms Butler said: “I am delighted to be here with you to officially open this state of the art, purpose

Theatre Manager Mary Boland said the exhibition was a direct response to exhibits cancelled as a result of Covid-19. “Theatre Royal is not an art gallery and we’re not trying to become an art gallery. But we have empty walls and, after a year and a half of having nowhere to show their work, artists in Waterford need all the support they can get to put a spotlight on their work.” The exhibition runs from 20th August until 10th September.
IF you are an artist with an interest in climate action, then take note: Waterford City and County Council (WCCC), in partnership with Waterford Institute of Technology (WIT), has been awarded €155,000 from Creative Climate Action funding to support five creative projects in Waterford city and county. The aim of the project is to that will build awareness around climate change and lead to meaningful behavioural change around climate issues. The project, titled ACT Waterford, will run until the end of 2022. A variety of artists and creatives will be recruited for the project and the work will be shared with the wider Waterford community through public exhibition and performance at various cultural events. Social media and a website will allow the communities to share their ideas and videos will document the project as it goes on. Manx Shearwater (Photo – Brian Carruthers) August and September heralds the annual seabird migration when thousands of seabirds are leaving their breeding colonies to head back to their wintering quarters. Birders in turn migrate to headlands along the Western and South-western seaboard to stare out to sea to catch distant views of these birds as they stream by far out on the horizon. So how to get closer to the birds for better views? Well, the obvious thing is to take to a boat and travel out to sea where they are! Chuck some chum in the water and wait for the birds to come! Chum, a mixture of fish bits, blood and oil, is like crack-cocaine for seabirds – they go mad for the stuff. Before you know it the boat will be surrounded by all manner of seabirds – Stormpetrels, Skuas, Shearwaters and the much sought after, rarity, Wilson’s Storm-petrel. These tiny, dainty, seabirds are southern hemisphere breeders who winter in the northern hemisphere and literally “dance” across the chum-slick! These boat trips are known as “pelagics”, so named after the birds they hope to track down, which are pelagic species. Pelagic birds are ones that inhabit the open sea only returning to shore to breed. Sightings of whales, dolphins, porpoises, seals and other marine-megafauna such as Sunfish and Bluefin Tuna are welcome added bonuses on these trips. Recent pelagic trips from Cape Clear and Baltimore in West Cork have thrown up 22 species of seabird, several species of marine mammal and Bluefin Tuna. You’ve missed your chance, as the parent said to the bishop

mother went on radio to tell how her daughter had suffered from stress because of the uncertainty about when First Holy Communion ceremonies would be allowed. They hadn’t been able to book a hotel, she explained. They had thought of calling in caterers for a celebration at home but could not do even that because no decision had been made about how many people they could legally invite. Now, thanks to bishops’ decision to breach public health guidelines, the celebration can go ahead. When she spoke of ‘celebration’, this nice Kerry woman wasn’t thinking about the celebration of Mass, but of a party for friends and family. She never mentioned anything that might happen inside a church. I have no idea about the extent

of the woman’s religious devotion, but a priest who spoke to RTE later that morning said that nowadays few parents of first communicants are regular Mass goers . Some he would never see again after their child’s big day. I wonder if many of the Catholic bishops, now defying the Government and Nphet, heard that interview. If not, may I suggest Your Excellencies go to the RTE website and have a listen. It was on Morning Ireland on Tuesday, August 3. In a couple of lines this mother perfectly illustrated why health authorities are worried about these ceremonies. It’s not for what happens inside churches, where people are respectful and well-distanced. It is for the parties that inevitably follow. Government ministers seem pretty casual about these regulations themselves. That is a serious issue but a separate one. If the bishops listen back, it
may also occur to them that they have missed a great opportunity. For years people have been complaining that First Communions have got out of hand. Far too much money is being spent on dressing up, giving presents and entertaining on a lavish scale. Of course, the people who do the complaining are often the same people who splash the cash when their own children’s time comes. Change needs active intervention by the church authorities and Covid provided an opportunity for them to do so with little fuss. Communicant families could have been divided up and dealt with in the course of any normal Mass; not more than, say, two at a time. It would have taken a while, but what’s the rush? The children could have been asked to dress neatly, but in ordinary clothes, and parents could have been urged not to party afterwards. They might have disre-
garded that advice, but at least the Church would have tried. I should say here that I have no skin in this game. My children are long, long past First Communion age and I have absolutely no religious scruples on the issue. But it does seem odd to me that a ceremony believers hold to be sacred should be trivialised in the way it is and strange that, given an opportunity to stem the tide, bishops should instead have got entangled in a row with the Government. The little girl who was the subject of this particular interview also spoke on the radio. She didn’t sound particularly stressed. In fact, she seemed pretty unconcerned about the whole thing. It was adults who insisted she was under stress. Here, I think, is an example of another problem. Throughout the course of the Covid pandemic I have heard people
complain about stress and emotional suffering. They have ‘mental health issues’ caused by many things, from not seeing their parents to not going for a pint, on holiday or to a football match. In most cases what they really mean is not that they are under psychological pressure but that they are frustrated, annoyed, pissed off. They are not suffering from deep anxiety, just a bit worried as a lot of us are a lot of the time. The modern trend to talk things through, share your feelings, get it all out in the open, may have its virtues, but it also creates problems where none really exist. I grew up in an age when the standard response to the niggles and moans of life was ‘stop complaining’ for, as the seanfhocal has it, what can’t be cured must be endured. Sorry, all you sensitive folk but I think that is sound advice.

Vaccination not mandatory for college campus access
... but you will need to show proof of jab get into bars STUDENTS heading to college in September will not have to be vaccinated against Covid-19 in order to access third-level campuses. However, both students and staff will need to show proof of vaccination in order to access indoor college canteens or bars, in line with wider public health rules. A number of higher education sources confirmed that students will be urged to take up offers of a vaccination to ensure they can avail of the “full student experience”. Hundreds of higher education institutions in the US have made vaccination mandatory for students, while some zeroCovid advocates have said it would be “perfectly reasonable” to do the same in Ireland. Dr Tomás Ryan, a neuroscientist at Trinity and
member of the Independent Scientific Advocacy Group, said recently it was “not radical” to require students to be vaccinated. “I don’t see how any university can expect to return to campus as normal. It’s not going to be like that. This will be a gradual process,” Dr Ryan said. “We are going to have to see how the pandemic develops, but I think it’s perfectly reasonable to have mandatory vaccination for students wishing to participate in campus activities. It makes perfect sense.” Senior third-level sources said that, while such steps have been considered, they felt a push to make it mandatory was not necessary given the success of the vaccination campaign so far. Seamus will take some momentum into the FedEx Cup playoffs as he finished off an underwhelming week with a final round of two-under 68 to finish on threeunder. Currently lying in 73rd in the Fed Ex Cup standings Seamus will be aiming to move into the top 70 at this weeks Northern Trust. This would see him progress to the BMW championship. We would like to wish our PGA champion the very best of luck and continued success in what has been a memorable year. Covid 19 Protocol Whereas ongoing updates are taking place regarding covid 19 protocol members and visitors are reminded that regulations are still in place at West Waterford golf club. Sanitising and social distancing must be strictly observed. Everybody entering the office and shop must wear a mask. Flag sticks can now be removed and it is advised that only one player in each group handle the flag stick and sanitise hands afterwards. Bunkers may be raked and there is no relief in bunkers. All tee times are to be booked in advance and all visitors and guests must record name and contact number on arrival. Covid numbers are on the rise and we must maintain the effort so as not to contribute to the
