Lockdown? Now it’s in our hands FEARS are growing that Waterford could be moved to level three of the Covid -19 restrictions. That would mean curbs on travel in and out of the county, restrictions on nursing home visits and closure of all pubs and restaurants, except for a limited outdoor service. Waterford has experienced one of the worst rates of Covid spread outside Dublin, which is alredy on level three. Louth, Limerick, Kildare, Donegal and Wicklow are also reported to be reaching levels of virus spread that would require tougher restrictions. The danger of a new lockdown has resulted in an unprecedented joint statement issued on behalf of the mayor, the council’s chief executive, Waterford’s Garda chief and the head of community health care. “We are asking you and your family to take positive action immediately, and change your current behaviours,” they said. Their message was:

Funds flow for two estate water schemes
TWO County Waterford housing estates are to have their water services improved under a Government scheme. The exchequer will contribute €150,000 towards a €350,000 scheme in Newtown Park, Tramore and €168,000 towards a €442,800 scheme for The Cloisters, Ardmore. These housing estates have not yet been taken-in-charge by Waterford council and are not connected to the public water services network. They have been relying on temporary infrastructure provided by developers. They will now be connected to the network. “The allocation of this funding marks the first step in the taking-in-charge of these estates by Waterford City and County Council and so the work is due to take place as speedily as possible,” explained. Senator John Cummins “This funding will benefit many families in Waterford who have been relying on developer provided wastewater or drinking water treatment plants.”
THERE has been a surge in DIY work across Waterford with many people working from home or staying home to conform with Covid-19 restrictions. People have been buying a lot of paint - too much paint, accrding to Waterford City and County Council. It has joined with the local authroties of Carlow and Kilkenny in a campaign to make the community aware of how to calculate the right amount of paint required for any job. The council is also providing advice on how to store paint and the correct disposal method for any leftovers. A report to the September meeting of the Metropolitan Municipal District told councillors: “In order to prevent wasted paint, we propose to raise awareness of how to calculate paint required, store paint, dispose of paint etc, with a longer-term aim of identifying how best to set up a paint re-use scheme.” This project will include an investigation into the amount of paint tins brought to Civic Amenity Sites in Waterford, Carlow and Kilkenny and there is to be a social media campaign to educate householders about the proper disposal of paint and paint storage. The Environment Directorate Report also reveals that meet-
ings with community groups, such as Tidy Towns, are now being held online in place of face to face meetings. A regional anti- litter campaign is in place to highlight the effects of litter on our roadsides and to ask road users to bring their litter home with them. This campaign, which appeals to the public to call out litter louts, is being promoted on radio, social media and newspapers. It is hoped that this will help to reduce the amount of litter on our roadsides. FLAGS: Waterford has received Green Flag Award awards for two outstanding amenities. Waterford Greenway has received a Green Flag Award for Parks and Kilbarry Nature Park has received two Green Flags, for parks and for pollinators. The awards are the equivalent of the Blue Flags for beaches. Mayor Damien Geoghegan, said: “As a new entrant to the Green Flag Award scheme, Waterford is honoured to be awarded green flag status for two of our flagship sites. “I want to commend the work of the environment and roads sections for their impeccable attention to detail in their maintenance of these, and indeed, all of our stunning amenities in Waterford.”

Plan to improve our coastal villages
A COUNCILLOR is calling for improvements in the infrastructure of three Waterford coastal comminites. Cllr Pat Fitzgerald has made the proposals to the City and County Council as a submission on its development plan. For Dunmore East he wants a traffic survey on all routes to and from the village, followed by new merasures, possibly including one-way systems. He wants construction of the planned ring road linking the Killea Road (L-4218) to the main Waterford Road (R684) at Ballymabin and an upgrade of the water mains to improve pressure. For Passage East, Cllr Fitzgerald wants an improvement in flood defences and an upgrade of the entire storm water system. For Cheekpoint, the Sinn Féin councillor wants steps to free up the silted harbour and keep it navigable and an upgrade of the mains water system. Cllr Fitzgerald says all his proposals are reasonable and attainable during the six year lifetime of the development plan.

Door shuts at horror house THE House of Horrors, Waterford’s popular Halloween attraction, has been cancelled as a precaution against the spread of Covid-19. The event, which has welcomed more than 35,000 visitors in its 12-year history, is the main fundraising event for Children’s Group Link, generating about €25,000 each year.
Children’s Group Link has described the cancellation as “a devastating blow” which leaves “a significant shortfall in income”. “We have also been informed that the Winterval Festival, of which Children’s Group Link plays an integral part, is to be significantly scaled back this year which will result in expected income loss of approximately
€7,000,” Group Link said in a statement. It has come up with a list of projects to replace the funds. They will include: Ø An outdoor market Ø An online Idonate page Ø OnlineR raffle. Ø Halloween tennis tournament at St. Anne’s Tennis Club. Ø Mini Christmas Winter Wonderland.
HOUSEHOLDS across Waterford city and county generate a combined 7,450 tonnes of single-use plastic packaging waste annually, enough to fill 165 Olympic-size swimming pools. The figure is from a survey by CUSP (Cease Using Single-Use Plastic), a company established in 2018 to combat this problem in Ireland. CUSP is calling on Waterford households to reduce the current monthly average of 14kgs of single-use plastic packaging by 1kg, the equivalent of 18 empty two-litre single-use plastic drinks bottles. If this reduction is repeated each month it will let Waterford meet UN sustainability targets. CUSP has identified plastic packaging hotspots throughout the county. Waterford city is the biggest offender, unsurprisingly since it is by far the biggest urban centre in the county. It generates 3431 tonnes of single-use plastic waste annually. Tramore is second at 666 tonnes. The figure for
Dungarvan is 513 tonnes. For Dunmore East it is 116. The lowest figure in the 12 centres surveyed is for Ardmore at 26 tonnes. CUSP has developed an app to help households measure their plastic waste reduction. Plastic drinks bottles are just one cause of the problem, says CUSP founder Simon Ruddy. “With single-use plastic packaging ubiquitous across every category of consumer goods, participants have multiple options when planning their 1kg reduction,” he said. “When testing the app in my own home last year we found our initial 1kg reduction by swapping-out plastic egg trays and plastic orange juice bottles.” The CUSP app is free to download for both android and iOS devices. Simply search ‘CUSP: Single-Use Plastic Calc’. “Participants simply tapin their estimated monthly number-of-units for 22 of the more common items of singleuse plastic,” said Simon.

Priest tells of unruly Covid scenes at Mass
A PRIEST has told of “embarrassing” incidents in Waterford churches arising from Covid-19 restrictions. In one, a member of the congregation crossed from one section of the church, climbed over a barrier separating the two pods of 50 worshippers, and demanded Holy Communion on his tongue. The priest refused. “It was an embarrassing situation as the congregation witnessed this stand-off during a most sacred moment of the service,” said Fr Liam Power, who was not the priest involved. “When challenged afterwards, the person rejected the constitutionality of the Covid-19 regulations, inferring that the right to religious liberty was being undermined.” Fr Power, a former communications officer with the diocese of Waterford and Lismore, revealed that a number
of people had been demanding Communion on the tongue despite Covid-19 restrictions. They did not seem to “respect the danger this represented to others” and were a cause of “very serious embarrassment for priests, many of whom are elderly,” he told The Irish Times. He spoke of a second incident involving an elderly priest with underlying health issues who also refused to give Communion on the tongue. “In neither of these incidents was any concern shown by the protesters for the health and safety of others. Priests and other communicants could have been exposed to Covid infection,” Fr Power said. More generally, he referred to the “aggression” of such people and their growth across the Catholic world, with a seeming determination “to undermine
Vatican II and remove Pope Francis”. “It’s the first time in my lifetime I ever heard of a campaign to remove a Pope from within the Church. It’s very unsettling for Catholics,” he said. Fr Power recalled how, when the Archbishop of Dublin, Diarmuid Martin, attended Eid celebrations in Croke Park last July, “he was met with screaming protestors, his car surrounded”. There was also the recent “torrent of abuse hurled at Fr Stephen Farragher, parish priest of Ballyhaunis in Co Mayo, during protests at his decision to allow two members of the Muslim community to say the final blessing and prayer at a Sunday ceremony in the church The blessing was planned to show solidarity with frontline workers and to pray for the eradication of Covid-19.”

Sam the man behind the mask!

ou could be forgiven for not knowing what Sam Bennett looks like. You have probably heard the name by now but might not be able to put a face to it – usually it’s the other way around, but then there is nothing usual about these times we are living through. In case you need to be brought up to speed, Sam Bennett won the green jersey in this year’s Tour de France, as well as two stages of this iconic race. Helmeted during the race coverage and masked during interviews and podium appearances, it is entirely understandable that people may not know what he looks like. Bennett hails from Carrickon-Suir, home of another great of Irish cycling, Sean Kelly. Indeed, Bennett is the first Irishman to lead one of the Tour’s classifications since Kelly in 1989. I’m glad to see that the Belgians aren’t trying to claim ‘Sammy B’. Sam’s father Michael – the former Waterford United player and manager – played soccer for Belgian club Eendracht
Wervik in the late ‘80’s /early 90’s, and Sam was born there (by the time he was four he was back in Ireland). In road bicycle racing parlance, Sam is a ‘sprinter’. Sprinters aim for high finishes in a stage and compete in intermediate sprints, and the points from these tallies towards the contest for the green jersey. The yellow jersey is the most famous jersey in the Tour de France – and rightly so as it gets worn by the overall leader and winner – but amongst ‘sprinters’ the green jersey is hotly contested, as is the polka-dot jersey amongst the ‘climbers’. Bennett rides for the UCI WorldTeam Deceunick – Quick-Step team and the two stages he delivered for them in this year’s Tour de France brings to seven Grand Tour stages (Tour de France, Giro de Italia and Vuelta a Espana) that he has won in his decade-long pro career. Ireland badly needed a new sporting hero to give the nation a lift in these troubled times. We have been denied most of our normal annual sporting diet and cycling badly needs a new hero here. Too much talk in the media though about vaccines for Covid-19 is unhelpful; expectations are raised and the meter starts running on public patience. Scientists will deliver safe and efficient vaccines but it won’t be today or tomorrow; it probably won’t be this year and possibly not even next. A safe vaccine is one that has been through Phase 1, Phase 2 and Phase 3 clinical trials. Progressing through this suite of trials establishes the safety of the drug or vaccine, followed by the correct dosages and ultimately proven efficacy for widespread use. The process has up to now taken the guts of a decade, and you can add on a Phase 4 which is feedback after general use to fine-tune the list of side-effects. We won’t be waiting a decade for a vaccine for Covid-19. The search for it has changed the game enormously, and the time for development will be driven down drastically. No more gaps between the phases as funding for the next phase is sought; they will now be overlapped and dovetailed. Knowledge sharing around the industry has moved up
several gears. Better technology is being employed for research and will be employed for manufacture. Industry, governments and educational establishments are scrambling to collaborate. While the above is all good news and progressive, it may still be the case that we reach herd immunity (where a large percentage of the population has become immune to an infection, thereby providing protection for those who are not immune) before we have a fully functioning vaccine. While this will inevitably involve more fatalities, we are at least seeing some hopeful signs. Trends across the globe at present see case numbers rising as societies reopen after lockdown, but fatalities dropping as a percentage of those infected. More information about how blood thinners and common steroids can be effective in fighting the virus is emerging daily (where I work is producing one of these thinners). It may yet add up to us learning how to live with Covid-19 before we can rid it from our lives through vaccination. - Brian Quigley

African Lion population now estimated at only 25,000 (Photo Justin Ivory) In case you missed it, the WWF (World Wildlife Fund) and ZSL (Zoological Society of London) released the Living Planet Report 2020. For the rest of this column I am going to quote from the transcript the WWF used for their YouTube Bitesize Guide video simple summary of the report. For many years the WWF and ZSL have been working with wildlife scientists and researchers, using all kinds of monitoring methods to collect data about thousands of species and their populations. This data is written down and presented in the Living Planet Report. You could think of it as a health check for the planet. These reports are written every couple of years and the results get more terrifying every time. The shocking new headline from the 2020 report is that since 1970 in just five decades our planet’s wildlife populations have plummeted by around 68% in size, and 68% is just an average. The population sizes of freshwater creatures have gone down by around 84%, not surprising since up to 90% of the world’s wetlands have been lost in the past three centuries, and when we say lost what we really mean more often than not, is destroyed. People have been central to that destruction. Not intentionally in most cases, but just by us not thinking about the consequences of our everyday actions; the things we eat, the things we buy, the choices we make. And by big companies who put profit before the planet, exploiting our natural world to get rich quick and by governments who don’t pass strong enough laws to stop it happening. Too many people have been carrying on like nothing is wrong, ignoring the alarm signals the planet has been sending us for years. Ice sheets melting, forests burning, seas rising, extreme weather.

Belfast rock band And So I Watch You From Afar have announced their first drive-in gig, aptly and very cleverly titled ‘And So I Watch You From A Car’ to try and keep fans entertained while venues remain closed. It will take place on September 26th at Catalyst (formerly known as the Science Park) at Queen’s Island, which is in Belfast’s Titanic Quarter. The elephant in the classroom
T
he Covid virus spreads when we get together in large groups indoors. So where have we been doing that? Not in cinemas or theatres - they have been closed entirely or restricted to very small numbers. Not at sporting events - they are mostly outdoors and only a handful of people have been allowed to attend. Not at concerts or nightclubs, or churches or weddings. Not at funerals, unless you are a member of Sinn Féin. Not even at golf society dinners - apart, of course, from TDs, senators and European commissioners. At work, maybe. But most workplaces are half-empty and well-regulated. Some blame has come the way of restaurants, but relatively few people eat out and any restaurants I have witnessed have been well regulated with hand sanitizer freely available and plenty of space between tables. There are, however, some venues that members of the public attend in large numbers,

where social distancing rules are hard to enforce and where people mix freely before arriving and after leaving; where some people try to dodge the hand sanitizers and others, incredibly, have been seen to exchange masks. These occasions of sin are in our schools. The steep rise in Covid-19 cases coincides with the return to schools of hundreds of thousands of children. If, indeed, it is a coincidence. Up to the end of last week there had been 142 cases of Covid-19 detected in Ireland’s schools. As a proportion of the school-g
oing population, that is a low figure, but it is higher than the number detected in any of the settings I listed above, except for meat factories. The health authorities insist that schools are not a major
source of infection but they seem reluctant to discuss the issue. That figure of 142 cases comes courtesy of Amy Molloy, a reporter with the Irish Independent, who obtained it
with great difficulty after what she describes as “a game of pass the parcel”. She asked the HSE for the numbers and was told to redirect her query to the National Public Health Emergency Team (Nphet) via the Department of Health (DoH). The DoH then said the query would be referred to the Health Protection Surveillance Centre who would reply to the department who would reply to Amy - and, oh yes, it would take a week to get the data. A week, as Harold Wilson famously said, is a long time in politics. In the fast changing politics of Covid-19 it is an eternity. Week-old data has little relevance and, anyway, Amy was given several different and contradictory figures. It took five emails and many phone calls to get the correct answer. The response to Amy suggests that this is not an issue health officials are happy to discuss, and I don’t blame them, for nobody wants to even hint that the schools might have to close again. I certainly would not wish to
see that happen. If it came to a question of total closure, I would draw the line and say: No. We will live (or die) with this disease if we have to; there are some things we just cannot concede. But before we make a decision of that sort we need to know the facts. And we should take no comfort from the often repeated theory that children don’t get the infection. They get it but they are good at resisting its effects and they often show no symptoms. That makes them all the more likely to be spreaders and means that the number of infected children in our schools is almost certainly higher than the official figure. I am not calling for any specific action here and, as I said, I do not want to see schools closed. But before we close many other things I would like to hear an explanation of why we are hunting down the virus in the corners of restaurants and the backs of family sofas and ignoring the most likely source of its spread.
