Cool it: politicians curb online abuse
WATERFORD’S councillors have agreed to regulate their social media accounts in an effort to curb online abuse. The move comes as the General Election campaign heats up. It follows the revelation (Waterford Today, Jan 22) that online abuse had been a factor in minister John Halligan’s decision to retire from politics. It has also emerged that Senator Paudie Coffey had been subjected to “derogatory” comments online before he decided to withdraw from the election. The move was initiated by FG General Election candidate, Cllr John Cummins, who said he was prompted to make the proposal following observations made on Sinn Féin Councillor John Hearne’s Facebook page last November. The comments strongly criticised Senator Coffey and former FG councillor Hilary Quinlan and included references

to difficulties at University Hospital Waterford. “They were particularly unsavoury as Mr Quinlan was unwell at the time,” said Cllr Cummins. Cllr Hearne said he was unaware of Mr Quinlan’s situation and had removed the content and apologised as soon as he was informed. Cllr Hearne also agreed that some of the comments directed at Senator Coffey - a former FG TD and junior minister - were “completely out of order”. “Everyone deserves to be treated respectfully,” he said. The self-regulation move was unanimously adopted at the council’s monthly meeting and has been circulated to every local authority in the country for consideration. The motion said the councillors have “a responsibility to show leadership in efforts to improve the civility of public discourse on political matters”. Turn to page 4

ONE of Waterford’s big council vote-winners over the years has come out with a strong General Election endorsement of hospital campaigner, Matt Shanahan. Cllr Joe Conway says “some very worthy candidates” are running in the Waterford constituency but he has concluded that Mr Shanahan is the one to stand up against “the blather that is thrown Waterford’s way by the HSE”. “And that is why I will be giving him my endorsement at the ballot-box – because it is a vote for a proper Hospital Service here, and because he is a creditable and knowledgeable Independent,” Mr Conway said in a statement. He said he would be voting right down the list but his fellow Independent would get his No 1. “Fundamentally, and in essence, this is an opportunity we cannot pass up for UHW. If we do not register our support on that question resoundingly, the new Government can justifiably say that we are satisfied with the service we have.”
Mulligan ‘should have told FF’ about ban DIVISIONS have arisen in Fianna Fáil over the failure by its Waterford General Election candidate Eddie Mulligan to inform the party he had been disqualified by the High Court from acting as a company director. Sitting Fianna Fáil TD, Mary Butler, has said she sympathises with Cllr Mulligan’s predicament but he should have told the party before the problem was reported in a newspaper. “There is a responsibility on any candidate in Fianna Fáil to inform our party headquarters about any financial issues when representing the party at a national level ,” she said. Cllr Mulligan was a director and shareholder of Hype Hair Salon Ltd, which owed the Revenue €153,770.72 when it was placed in liquidation in 2014. As a result, he was barred for seven years from serving as a director of any company. In response to a query from Waterford Today, a Fianna Fáil spokesperson said the party met with Cllr Mulligan this week to discuss the matter and “Cllr Mulligan expressed regret for not informing the party.” Asked to comment on persistent rumours that the candidate might be asked to step aside, the spokesperson said: “Cllr Mulligan was nominated as a candidate, in accordance with the procedures governing same.” Mr Mulligan went on radio

I actually thought I was out the gap,” he told Damien Tiernan on WLR. “It’s caused me deep remorse, deep embarrassment, deep shame.” He said the business was paying €120,000 annually to Revenue and had fallen into “a little bit of arrears” while restructuring. Ms Butler told The Irish Times there was an “onus” on all of Fianna Fáil’s general election candidates to notify the party about any financial difficulties. “I fully sympathise with Eddie’s predicament on a human level – you couldn’t but feel sympathy for him. So many people lost their jobs, their homes, even their lives in the recession,”she said. “But there is a responsibility on any candidate in Fianna Fáil to inform our party headquarters about any financial issues when representing the party at a national level. And unfortunately Eddie didn’t do that.” The newspaper said Ms Butler would not categorically state if she would be asking voters to continue their preference for Mr Mulligan when casting their ballot. “At the moment until I hear different we’ll be trying to maximise the vote,” she said.

Green on double for Holy Ghost goes en suite this year’s big parade
WATERFORD always goes green on St Patrick’s Day but this year’s parade will see the city embracing not just the colour but the campaign. ‘Passion for our Planet’ will be the theme. Waterford’s
businesses, community, sporting, and voluntary groups are asked to be as creative and imaginative as possible in interpreting the subject through costumes, floats and performance.
Mayor John Pratt is leading planning for the event. He said:“We have entered a new decade, the decade that will decide whether or not we as global society can combat climate change.”. He urged parade participants to “embrace the theme in creative and innovative waves to create a spectacle on the streets of Ireland’s oldest city”. The parade will proceed from the Glen, along The Quay, The Mall, ending in Parnell Street. Already embracing this year’s theme are a group of young climate activists who met with Mayor Pratt and members of Waterford City And County Council in relation to climate change. MINISTER for Older People Jim Daly opened the EnSuite Development Project at Waterford’s Holy Ghost Residential Home. Previously, many of the rooms at the Holy Ghost were not en suite. Recognising that communal bathrooms are a thing of the past, the Board decided to take action. Now, a new wing has been constructed
and existing rooms have been extended and renovated to incorporate en suites. In 1545, James Henry Walsh received a charter from King Henry VIII that the house be owned by the charity, governed by a Board of Trustees and their successors. This tradition continues as the Holy Ghost Home is still run as a non-profit charitable

McVerry wants ‘mortgage to rent’ scheme enforced
HOUSING and homeless campaigner Fr Peter McVerry has called for the Government’s mortgage to rent scheme to be made mandatory for banks when dealing with families in unsustainable debt. More than 700 family home loans are in arrears for two years or more in Waterford city and county, while 86 mortgage to rent cases have either been completed or are being actively progressed, according to the latest figures. The scheme allows mortgage holders at risk of losing their homes to switch to paying a fair income-based affordable rent to their local authority while remaining in their current dwellings. Fr McVerry also called on the incoming Government to increase the scheme’s eligibility criteria so that a meaningful attempt can be made to solve many of the 27,000 cases where homeowners have been in arrears with a mortgage for at least two years.
At present, there are 1,200 active cases in the mortgage to rent process nationwide but Fr. McVerry wants to see that number increased significantly this year. He challenged politicians seeking election to the next Dail to do “something drastic” to end the spiral of misery for so many families. “What this housing crisis needs right now is radical thinking. Solutions won’t happen overnight but if the will is there, then it can happen pretty quickly,” said Fr McVerry, a member of the Advisory Board of mortgage to rent operator Home For Life. “If the next government was serious about tackling this huge mortgage debt legacy from the past decade, it should make it illegal over the next three years to evict people without an offer of mortgage to rent. “However, the next government has to sit down and change the thresholds which limit the mortgage to rent scheme.”
Charities give bridge a trial walk
IRELAND’S longest bridge will be officially opened today (January 29). But hundreds of people have already walked the Rose Fitzgerald Kennedy Bridge which links counties Kilkenny and Wexford at a point 15km from Waterford city. Two charity walks have been staged across the bridge, raising funds for Special Olympics Ireland, New Ross community hospital and Kilkenny Homecare. Tickets for the first advertised event sold out within hours. The charity events provided the only chance to walk the bridge which will open to the public tomorrow, Thursday. It has no footpath. The bridge over the River Barrow is 887m long and is part of a €230m New Ross bypass project. It will be officially opened at 2.30 today by Taoiseach Leo Varadkar. The bridge is named after the mother of former US President John F Kennedy

Under EU regulations Insurance companies must comply with Capital Reserves and Solvency Margin requirements. In addition to having to hold the asall sets (units) underlying its policies, life companies must hold additional reserves on top of this. This is known as ‘solvency margin’ and it gives an additional layer of safety. On top of the amount of the reserves of capital a life company must hold under EU regulations, the Central Bank of Ireland requires companies to hold a further 50% of reserves. Wuhan student goes into isolation
A STUDENT at Waterford Institute of Technology (WIT) has put himself into isolation following his return from Wuhan city in China. Thousands of people there are being treated for a dangerous virus and travel to and from the city has now been banned by Chinese officials. In a statement, WIT said the student is not ill and does not have any symptoms of the coronavirus. It said: “As a precaution, he has agreed not to attend college and stay in his accommodation by himself for the time being. We have been in touch with the HSE and are being directed by them.” A teacher from Waterford, meanwhile, is reported to be stranded in Wuhan. In a radio interview, Conor Butler said he is well but can’t leave his home. He joked that he had stocked up on whiskey, water, fruit and noodles, and would spend the time exercising, reading and watching Netflix.

Amy new Network boss
AMY O’Sullivan is the new president of Network Ireland’s Waterford branch. She will lead a group of 12 businesswomen from across the county. The outgoing president, Caroline Bannon, partner in David M. Breen Chartered Accountants, wished Amy well for her presidency and the continued growth and development of the branch.
Amy told the AGM: “I am delighted to be the President of Network Waterford branch for 2020. I joined Network Ireland almost four years ago and it has helped me so much in both my personal and professional development.” Amy started her own digital marketing agency, AOS Consulting last year, and thanks Network Ireland for
giving her the confidence to take that plunge. FRONTIER Now that Jason Momoa has begun to make it in Hollywood, it will be interesting to see if there will be any more series of this particular show where he was the star. Frontier made Momoa’s name but after three series it seems as there is very little room for the show to grow. The main emphasis of the programme was his character’s revenge on the man who killed his wife and child. By the end of series he had done that in quite an off-hand manner, by slitting his throat, and getting away with it. This particular strand of the show was set into the wider context of the Hudson Bay Company’s trading in Canada where, to all intents and purposes, they were the effective Government for a large swathe of the country. They had competition and rivalry was vicious at times as the aims of the native Canadians and other foreign nationalities tried to compete with the soldier heavy force of the Hudson Bay Company. While the show had the usual tropes of good Vs evil, little guy Vs big guy, the writing and characterization was quite sharp and lively, particularly with so many sweary Irish and Scottish characters. T he production of the show certainly improved as the series developed and by the end it had the look and feel of a top quality series. It will be interesting to see if Frontier will have a future. Either with Momoa or a similarly strong central character. FRANCA It is interesting that the Fashion industry is so full of creative people but the press that surrounds it is slavishly controlled by marketing and focus groups that there is very little innovative that the press brings to the creatives that they cover. There was one shining exception to this rule and that was Franca Sozzani, editor of Italian Vogue. Born into the Italian upper middle class with a loving but strict father, she did things her way from the get go. Her life in fashion as editor of Italian Vogue was similarly singular. From the moment she took control of the magazine it became a creative powerhouse, somewhere where all the top creative talents wanted to work. Her most famous edition was one where all of the models were black. It would still be radical even today. Now that issue sells for as much as 2,500 dollars second hand and is highly sought after. This documentary was made by her son who naturally got great access, but the woman wasn’t a push over even for him and their sometimes feisty exchanges are funny to watch. Sozzani died shortly after the premier of the documentary, but her work lives on.

Dungarvan is dearest as price of housing slips
DUNGARVAN has the highest house prices in Co Waterford, a survey for the database of commercial and residential buildings has found. The GeoView Residential Buildings Report puts the average price in Dungarvan at €191,574. The lowest average price is in Kilmacthomas at €187,805. It found that the average residential property price across the city and county decreased by 2% between 2010 and 2019. The report found that 337 residential buildings were under construction in Waterford in last December. This represented 2.2% of the total national construction activity. The majority (49.2%) of the buildings under construction in Ireland were located in Dublin and surrounding counties of Meath, Kildare and
Wicklow, further emphasising the capital’s role in driving residential construction activity. The counties with the lowest levels of construction activity were located in the north-west and midlands in December 2019. Leitrim (24), Longford (88), Roscommon (96) and Sligo (96) registered the lowest number of buildings under construction. GeoDirectory was jointly established by An Post and Ordnance Survey Ireland to create and manage Ireland’s only complete database of commercial and residential buildings. It is used by Daft.ie and the Property Registration Authority, as well as utility companies and all local authorities. Its report found that there were 1,466 residential property transactions in Waterford in the
12 months to October 2019, with an average property price of €188,063. The average residential property price nationally was €290,209. Waterford’s vacancy rate stood at 3.5% in December 2019, 1.2% lower than the national rate. A survey for the Real Estate Alliance (REA), meanwhile, has found that the average price of a three-bed semi in Waterford city rose by 2.4% over the past 12 months, with experts predicting the market will remain stable. City prices rose to €215,000 last year, with prices throughout the rest of the county rising by 0.8% to €178,000. There was no change between September and December throughout the county, and the survey predicts prices will remain stable in 2020.

These days though with the newer ‘if it bleeds, it leads’ ethos of journalism, it doesn’t matter what happens anywhere in the world if the footage is sensational enough it will get a lot of coverage. When this is applied to stories that mix the threat of a health pandemic of a new and potentially lethal illness that has global implications, it is a veritable perfect storm for the media. This is currently what we are witnessing with the story concerning the Coronavirus outbreak in China. It is also what we had when it came to bird flu and ebola. There is nothing the world seems to like more than a global health panic that doesn’t really pan out. Throw the fact that we live in a hugely interconnected world into the mix and the media can’t keep up with the demand for stories about a new virus that is thankfully at several removes and doesn’t impact anybody that most people know. There is an atavistic thrill of watching a new illness develop on the other side of the world where you can have an abstract empathy for people without it really impacting on your daily life. The Coronavirus could have the potential to cause serious damage like other diseases that have plagued mankind since the dawn of mankind. We are always susceptible to diseases that travel and carry death in its wake. The Black Death originated in India and wiped out one third of Europe’s population with recurring episodes that were no less deadly. Cholera, typhus and tuberculosis have also claimed many lives. When Syphilis came from the New World with Columbus’ sailors when they docked in Italy, four years later this fatal and incurable disease claimed it’s first victim in Scotland. Ten years later it had arrived in India and just a few years later it had moved on to China. Diseases spread and claim lives and that is why we have to do everything we can to prevent it. Diseases such as Measles are now making a significant comeback because parents are not getting their children vaccinated against this highly dangerous illness. The idiocy of the anti-vaccine movement is apocrophal and needs to be stopped. Vaccinating your children is one of the best things you can do. Perhaps instead of looking far afield we should look closer to home to see how best we can prevent illness on our own doorstep. In all it’s forms.
FINE Gael’s manifesto has singled out the Waterford North Quays project as the only key urban regeneration project in its national manifesto. It says: “We are fully committed to the vital North Quays project in Waterford. “We will work to finalise quickly the outstanding details in relation to the scheme so that the necessary funding can be provided.” Fine Gael General Election candidate John Cummins said the Government and FG “understand this project has the ability to turn around the social and economic results of Waterford”. He said omission of the project from the Fianna Fáil manifesto “has raised serious alarm bells”. “Not only does the Fianna Fáil manifesto not commit to Project Ireland 2040, it does not commit to the North Quays project whatsoever,” he said. “Having worked with the developer, stakeholders and government over a number of years I do not want to see this project put at risk. Too much work has been put in by too many people for a new Fianna Fáil led administration to come in and tear up the commitments.”

Service with a smile? Don’t bank on it ...

T is only a few years since Irish banks picked the pockets of every taxpayer for a bail-out to keep them in business. Now they don’t want our money. Well, not the cash anyway; the coins and paper notes. All of the main banks now run some cash-free branches. They don’t take in money and if you want to withdraw it you have to use an ATM. And now the banks have announced that they are selling off the ATMs. Bank of Ireland wants to sell about 700 of them and AIB is seeking bids for about half that number. In future, some of these ATMs may be run by a company that will charge for the service. Others may close altogether. There is something almost comical about a bank that won’t deal in money, like a pub that doesn’t sell beer or a restaurant that won’t serve food. What services do our banks intend to offer? Will any of them

be what the ordinary punter calls banking; putting in your cash and drawing it out when you need it, paying bills, getting a bit of helpful advice from the manager? The branch I bank with has a woman at a reception desk whose job, in theory, is to direct customers to an appropriate service. In practice, her role is to get you back on the street as
quickly as possible. If I want to withdraw cash or lodge a cheque, she will point me to an ATM. If I want to transfer money she will suggest I go home and do it online. If I want to check my account she will explain that I can key in the request on my phone. There is, however, one sure way to get to talk to bank staff. I can show an interest in buying some of their ‘additional services’ - insurance, perhaps, or a mortgage. Then I will be ushered into a private room and given the kind of attention that used to be standard in all dealings with banks. Banks make a lot of their profits from these ‘additional services’ which is why they are no longer much interested in current accounts and are indifferent to the ordinary customers who hold them. Banks say that only 13% of transactions take place inside a branch office and that only a small percentage of these involve cash. That is hardly
surprising since they have made their branches so unwelcoming and the use of cash so difficult. People don’t queue at an ATM because they find it preferable to dealing with bank staff, they use the ATM because there are no bank staff to deal with. And banks haven’t ditched the staff because they think machines offer a better service; they have ditched them because machines are cheaper to run. And now they plan to ditch the machines. It is beside the point, but much of the comment on this ATM sell-off has suggested it will be particularly hard on older people. I understand the argument but I don’t think it is true. Older people are as capable of managing cashless transactions as anyone else. They object more loudly because they remember a time when service industries were expected to provide a service. Any bank that cares to try it, will attract a lot of custom. Mine included.

These natural climate solutions could make a massive difference. Right now, we are ignoring them. We spend a 1000 times more on global fossil fuel subsidies than on natural based solutions. Natural climate solutions get just 2% of all the money used on tackling climate breakdown. This is your money. It is your taxes and your savings. Even more crazy right now when we need nature the most we’re destroying it faster than ever.
So, what should we do? What should you do? It’s simple. We need to Protect, Restore and Fund Protect Tropical forests are being cut down at the rate of 30 football pitches a minute. Where nature is doing something vital we must protect it.
