CONFIRMING what all Waterford residents have already known, ‘The Irish Times Best Places to Live in Ireland 2021 Competition’, has resulted in our city emerging as the best place to live. Judges praised the beauty of the city’s buildings, its liveability, its affordability and its vibrancy, saying: “What Waterford has achieved over the past two decades is simply outstanding.” The city, which was the unanimous choice of the judging panel, beat off stiff competition from the four other shortlisted locations: Clonakilty, Co Cork; Galway city; Glaslough, Co Monaghan; and Killarney Co Kerry. The Irish Times Best Place to Live in Ireland contest, which is supported by Randox Health, began in June. Over the summer, 2,400 people nominated 470 places across all 32 counties for the title. While the number of nominations was a factor in the selection of the top locations —

Waterford received 47 — the quality of the place itself was the chief consideration. Each one of the nominated places — whether a city, town, village or suburb — was assessed on a range of criteria including: affordability; natural amenities; buildings; housing; community initiatives and spirit; presence of clubs, societies and activities; good local services; diversity; a welcome for outsiders; transport links; employment opportunities; digital links for distance working; and safety and security. The panel of judges included Zainab Boladale, presenter of RTÉ’s Nationwide; Rosita Boland, Irish Times journalist; Dr Illona Duffy, GP and publichealth commentator; Simon Wall, Mayo county architect and Irish Times journalist Conor Goodman, who chaired the group. Architect Simon Wall described the city’s Viking Triangle as a wonderful friendly public realm with walkable, liveable and happy communities.

Dream home win A PRIME seaside property which was raffled recently in Dunmore East, has been won by a woman from Roscommon. Cove Lodge, which was valued at €300,000, was raffled by winthishouse.ie with tickets costing just €23. Almost 22,500 tickets were sold. Leeann Keegan purchased a single ticket in June. The ambulance paramedic said she bought a ticket when she heard an ad on the radio. Ms Keegan says it’s like a dream come true and will change her life.

Mount Congreve closes for major tourist revamp

THE 70-acre Mount Congreve Gardens overlooking the River Suir and located around 7km from Waterford City will close on October 10th, 2021. The closure is to facilitate the upcoming works on Mount Congreve House and Gardens as it will be redeveloped into a worldclass tourism destination, which is set to open in

summer 2022. Funding of €3,726,000 has been approved under the Rural Regeneration Development Fund. The redevelopment is set to provide enhanced visitor amenities, including the repair of the historic greenhouse, improved access to grounds and pathways, and provision of familyfriendly facilities, car parking

and visitor centre with a cafe and retail offering. Rosita Boland said the city centre’s wonderful period buildings were complemented by thoughtfully designed new museums that have brought a new civic energy. Dr Duffy said the city’s response to the pandemic was another plus — for most of 2020 Waterford had the lowest infection rate. The Chair of the judging panel, Conor Goodman said that while Waterford has to confront problems that afflict any city, these are not as pronounced here as in other Irish urban centres. “Its high unemployment is a negative, but this is somewhat offset by other factors – notably its growing tech and pharma sectors, its remote working facilities, and its access to other jobs markets such as Dublin and Cork – and was ultimately outweighed by the city’s numerous positive attributes.”

Waterford man gets ban from owning any dogs

A JUDGE has ordered a man to pay over €3,000 and has banned him from owning dogs. Lionel Beresford, with an address in Dungarvan, Co Waterford, appeared before Dungarvan District Court on Wednesday, September 22nd, 2021. He entered guilty pleas in relation to a number of charges under sections 12, 13 and 14 of the Animal Health and Welfare Act 2013 (AHWA). The case related to three male Foxhounds removed from a former hunt kennels on 16th December 2020. Responding to a tip-off, ISPCA Animal Welfare Inspector Alice Lacey found the three hounds living in filthy conditions. The sleeping areas for the dogs were full of faeces and muck leaving no dry area for them to lie. All of the dogs were also in poor body condition, in particular one older hound that weighed just 14.5kg. On veterinary examination he was found to have pressure sores from lying on a hard surface and had an untreated skin condition resulting in hair loss and raw, irritated skin. On questioning by Inspector Lacey under caution, Mr

Beresford admitted he had been responsible for caring for the dogs for the previous three years but only visited them infrequently. The last time he had tended to the dogs was three days before Inspector Lacey’s visit. Mr Beresford openly admitted to not feeding the dogs enough. Judge Brian O’Shea convicted on two counts, with a further seven counts taken into consideration. On imposing a four-month custodial sentence, suspended for 12 months, Judge O’Shea remarked “the only thing going for Mr Beresford, and the only reason he is not facing a custodial sentence in jail, is that he entered an early plea of guilty to the charges before him”. He also fined Mr Beresford €1,500 and ordered that he pay vet fees of €832.98 and legal fees of €1,000. Judge O’Shea also said: “These animals were neglected over a prolonged period of time. “This case is at the upper end of the range of gravity.” He added “I have to give a commendation to Inspector Lacey for her evidence here today in court. “The swift action of the ISPCA led to these dogs being taken into care”.

A New Drinks Industry Group of Ireland (DIGI) analysis warns of a twotier recovery in 2022, with hospitality facing major postCovid challenges. In Q4 2019, the last quarter unaffected by the pandemic, in the South East region,

8.5% — or 16,500 of the adult population — were employed in drinks and hospitality job. However, DIGI predicts 3,690 fewer jobs in the South East in 2022 compared with Q4 2019, including 1,170 among 15-24 year olds. Some 16,500 people are employed in the sector in the South East. DIGI has called for a reduction in Ireland’s excise tax rate, which is the second highest overall in Europe.

House prices in Waterford city rise 4.2%

THE price of the average second-hand, three-bed semi in Waterford city has risen by 4.2% to €250,000 in the last three months, according to a national survey by Real Estate Alliance. The market across the county rose 2.6% this quarter to €200,000, the Q3 REA Average House Price Index shows. “The demand is coming from young people who are happy to live here and possibly do some commuting,” said Des O’Shea of REA O’Shea O’Toole, Waterford city. “Waterford is a wonderful place to live with so many facilities,” he added. “There is great value still in Waterford county and city, and the holiday home market was strong this summer with an increase of over 20% on coastal locations.” Across the county, the average time taken to sell has fallen from six weeks to four. Time to sell in Waterford city this quarter rose from four weeks to five.

“There is significant evidence of landlords vacating the rental market by reason of two influencing factors — prices are now at a high level in contrast to previous years, and the landlord properties are now potentially clear of any loans,” said Eamonn Spratt of REA Spratt, Dungarvan. Average house prices nationally have risen by €3,500 per month since the end of June, with selling prices in commuter areas and small towns now increasing by over double the growth experienced in the major cities across the country. The survey concentrates on the actual sale price of Ireland’s typical stock home, the three-bed semi, giving an accurate picture of the second-hand property market in towns and cities countrywide. Meanwhile, property prices in Waterford county have mirrored the national trend and risen by €2,460 during the quarter, according to the latest MyHome. ie Property Report. The report for Q3 2021, in

association with Davy, shows that the median asking price for a property in the county has risen to €185,000. This is consistent with the overall national picture, which saw a quarterly increase in asking prices of 2%. Asking prices for a three-bed semi-detached house in the county rose by €5,000 over the quarter to €190,000. This means that prices in the segment have also risen by €5,000 compared with this time last year. Meanwhile, the asking price for a four-bed semi-detached house in Waterford rose by €5,000 over the quarter to €225,000. This also represents a year-onyear increase of €5,000 in the segment. The number of properties for sale in Waterford on MyHome. ie rose by 17% in the last quarter. The average time for a property to go sale agreed in the county after being placed up for sale now stands at nearly three months.

RNLI welcomes €2.4m lifeboat to Dunmore East

Pic: Patrick Browne THERE was a “very proud moment” for Dunmore East RNLI and the communties along the South East as a €2.4m Shannon class lifeboat arrived at its new home. Crew from Dunmore East RNLI travelled to collect the state-of-art lifeboat from the RNLI’s All-Weather Lifeboat Centre in Poole, last Sunday. A warm welcome awaited the crew as lifeboats from Kilmore Quay and Fethard RNLI formed a guard of honour, alongside the station’s retiring Trent class lifeboat Elizabeth

and Ronald, which has been on service since 1996. The new lifeboat is to be named William and Agnes Wray and it’s the first of its class in the south-ast. Its arrival was a particularly special day for two of Dunmore East’s lifeboat crew. Coxswain/Mechanic Roy Abrahamsson brought the new lifeboat into Dunmore East harbour, just as his late father, Coxswain/Mechanic Walter Abrahamsson, did before him. This is also the third all-weather lifeboat that

Gardai launch probe as three men assaulted A MAN who is in his 50s is reported to be in a “serious but stable” condition following a recent assault in Waterford City. Gardaí are appealing to the public for information on the assault, which occurred on Hanover Street shortly before 9pm on Wednesday, September 22nd. The victim was taken to Waterford University Hospital, where he has been described as in a “serious but stable” condition by gardaí. Gardaí are appealing for witnesses to come forward and are particularly appealing to anyone who may have video footage from the area at the time of the incident to make it available to them. Elsewhere, two men were also

taken to hospital after being assaulted in Waterford last weekend. A Garda spokesman said: “Gardai are investigating two assaults which occurred near the Park Road in Waterford this morning, 25th September 2021, at approximately 12.35am. “Two males (20s, 30s) were later at Waterford University Hospital to receive treatment following the incident. “Their injuries are not believed to be life-threatening. “No arrests have been made at this time and investigations are ongoing.” Anyone with information is asked to contact Waterford Garda station on 051 305 300, call the Garda Confidential Line on 1800 666 111 or any Garda station.

Ronayne quits as Déise coach

AFTER a spell of just eight months leading Waterford’s senior footballers, Shane Ronayne has stepped down. The former Tipperary ladies’ footballers manager had only taken the reins in January but departs after a campaign which saw Waterford exit the Munster SFC after a 4-18 to 0-12 loss to Limerick in the opening round, while their only win came against Wexford in Allianz League Division 4 in May. In a statement, Waterford GAA said: “Shane Ronayne has tonight informed the Waterford County Board that he has decided to step down as Waterford Senior Football Manager. Waterford GAA would like to sincerely thank Shane and his management team for their work and commitment to the Waterford Senior Football team over the past twelve months and wish them every success in their future endeavours. “A process will now be put in place for the appointment of a new Senior Football Team Manager.”

Researchers are smiling all the way to the bank

A

n Irish university has conducted research into smiling. I’m not joking. It found there are three main categories of smile. A reward smile signals that a person is happy, a dominance smile reinforces superiority and an affiliation smile builds and maintains social bonds. Taxpayers funded this study and you may think that is no laughing matter. But the good news is that the Irish university was Queen’s, in Belfast, so it was British taxpayers who footed the bill. Ha! I thought that would put the smile back on your face. Dr Magdalena Rychlowska, from Queen’s, shared the work - and, presumably, the cost with four other universities, two in the United States, one in the Netherlands and Cardiff

Michael Wolsey University in Wales. They concluded: “We react differently to different types of smiles”. Ah yes, university researchers. Where would we be without them? They have discovered that blonde waitresses get more tips than brunettes (Holy Family University, Philadelphia) and that men pay more attention to women in high heels than those in flat shoes (Université de Bretagne-Sud).

That men judge women with blonde hair to be younger and healthier-looking than brunettes (Augsburg University, Minnesota). That drinking a lot of alcohol is bad for you (Harvard) but people who drink red wine at night sleep better than those who drink water (Ben-Gurion University, Tel Aviv). Scholarly research has found that wet underwear caused a “significant cooling effect” on the skin (joint study by universities in Norway and Denmark) and that a full bottle of beer would do more damage to the human skull than an empty one (University of Bern). I have yet to see a university study on the defecatory habits of bears in woods or the ability of birds to fly on one wing, but no doubt they are out there somewhere. They would not be much odder than the recent research by the veterinary department at

New York’s Cornell University into the effect on rhinoceroses of hanging them upside down. They wanted to know if the health of the animals would be damaged by transporting them this way, hung from a helicopter. You’ll be pleased to know that the 12 rhinos tested had no complaints at all. For her research on smiling, Dr Rychlowsk carried out five studies, with more than 900 participants. That sounds pretty extensive, but is only in the ha’penny place compared to the 1924 study by Carney Landis , a student at the University of Minnesota who wanted to know if certain experiences, such as pain or shock, always elicited the same facial expressions. Landi persuaded an assortment of fellow students, teachers and psychology patients to take part in an experiment where they were electrocuted,

had fireworks placed under their seats and their hands dipped in a bucket of frogs. The climax came when he produced a live white rat on a tray and asked them to cut off its head with a butcher’s knife. He concluded that even during the most violent tasks, the most common reaction was to smile. A similar conclusion was reached by the 19th century French neurologist Duchenne de Boulogne. Duchenne was interested in the mechanics of facial expressions, including how the muscles of the face contract to produce a smile. The best way to study this, he decided, was to attach electrodes to a person’s face and jolt their muscles into action. The procedure was so painful that Duchenne could not find anyone to assist his research and was only able to experiment

on the freshly severed heads of people executed by guillotine. Then one day, by chance, he met a middle-aged man with facial insensitivity and used him as his human guinea pig. Duchenne went on to discover 60 facial expressions which he depicted in a series of scarylooking photographs. In the most famous of these, the unlucky man has his face contorted into a broad, toothless grin, known to medical history as the Duchenne Smile. And what does all this prove? Absolutely nothing, except that there is no theory so daft or irrelevant that research can’t be found to substantiate it. And no research so crazy that somebody can’t be found to pay for it. Unfortunately that somebody is usually us, the taxpayers. And if that doesn’t make you smile, you’ll just have to grin and bear it.

Minister Mary Butler and Danette Connolly of Home Instead To mark World Alzheimer’s Day, Home Instead is making two courses freely available to provide support for family members. The first course on the “Basics of Alzheimer’s disease” provides education on dementia, including causes and symptoms; and outlines types of person-centred care for a person living with dementia. The second course, “Dementia Caring for an Individual Living with Alzheimer’s disease or another dementia”, will provide advice on how to prevent

and ease dementia related behaviours, to help keep both the carer and the person living with dementia safe. These two free courses are based on modules included in Home Instead’s unique Home Care Professionals Academy, which provides the company’s 4,000 CAREGivers with practical training using a blended learning approach. CAREGivers learn about Home Instead’s quality systems and standards, as well as ongoing access to state-of-theart content, from the basics

We are now right in the thick of Grey Seal pupping season. Grey Seals and their breeding colonies are highly sensitive to disturbance from humans. This can be walkers, dogs and families, swimmers, paddle boarders, kayakers, snorkelers, and people flying drones getting far too close. Each year in Ireland we have a serious issue with seal pups being abandoned (and subsequently dying) or needing rescuing due to some form of altercation or encounter with humans. So, if you do come across a seal colony or seal pups in the next few months please follow the guidelines below: • Stay downwind, silent and hidden from a distance (minimum of 100m). They have really good eyesight, hearing, and sense of smell. If you can see them, they can see you. This can cause an adult female not to come ashore and feed her pup, a pup to take to the water before it, should or resting seals to leave the beach expending precious energy needlessly. • Never ever touch a seal pup. Leaving any trace of human scent can cause a mother to abandon a pup. Also, these are wild animals and can bite – a bite that can lead to a nasty infection known as ‘seal finger’. • Do not put a seal in the water. Injured, sick and newborn pups are on land for a reason. Grey seal pups have white fur (lanugo) for the first 3 weeks of life and tend to stay on land until they moult to their spotted coat, as the lanugo coat is not waterproof. During this time, the mother will leave them for hours at a time alone on the beach. This does not mean they are necessarily abandoned! If a pup is on its own with no mum in sight; obviously injured; or if unsure, please ring Seal Rescue Ireland on 087 1955 393.

The identity of the unknown guest raises questions for polar opposite twin sisters Liv and Marianne and their mother Ethel, all of whom feel trapped by the choices they made earlier in life.

IN another property show for RTE, presenter Maggie Molloy (pictured) heads off on a tour of the nation’s bargain properties and concludes: “There’s great value out there all over the country”. So the RTE researchers get busy sounding out poor souls trying to get on the property ladder and that’s 30 minutes filled on a dull Thursday evening. This week, Maggie meets Meath native Aoife, who is hoping to move out of the family home and into a place of her own down the country, before being led with he camera crews to Enniscorthy, Co Wexford.

On paper, Melissa McCarthy, Chris O’Dowd, and Kevin Kline seemed a good bet for a movie, but throw in the CGI-created bird that gives the movie its title and sadly, this just doesn’t fly. What makes it worse is that the though movie is billed as something of a drama/comedy, it broaches very real subjects like depression, grief and the death of a child. McCarthy and O’Dowd play Lilly and Jack Maynard, whose idyllic small town life with their new baby comes to an end when Katie passes away suddenly from Sudden Infant Death Syndrome. One day, a bird arrives in the garden and the rest is . . . a very mawkish mess, really.

Across the sky flashed scenes from his life. For each scene he noticed two sets of footprints in the sand; One belonged to him and the other to the Lord. When the last scene of his life flashed before him, He looked back at the footprints in the sand. He noticed that many times along the path of his life there was only one set of footprints. He also noticed that it happened at the very lowest and saddest times in his life. This really bothered him and he questioned the Lord about it. Lord, you said that once I decided to follow you, you’d walk with me all the way. But I have noticed that during the most troublesome times in my life, there is only one set of footprints I don’t understand why when I needed you most you would leave me.
