Home working lifts house sales WORKING from home appears to have given a boost to the housing market in Waterford. Properties are selling more quickly and prices have risen slightly, a new survey shows. The REA Average House Price Survey found that the average time taken to sell across the county fell over the past three months from 12 weeks to 10. As people move to incorporate new working-from-home lifestyles, the price of the average three-bed semidetached house in the county rose by 1.1% to €180,000 this quarter. Waterford city prices held steady at an average of €215,000, and time taken to sell fell from 13 weeks to 12 in the city. Local estate agents attributed the boost to a number of factors related to a change in lifestyle brought about by Covid-19 restrictions. Working from home is a much cheaper prospect in Waterford than in Dublin. “We are seeing a strong demand, driven by short

supply,” said Des O’Shea of REA O’Shea O’Toole in Waterford city. Some areas have also seen increased interest in holiday homes. “The market locally was impacted by external purchasers now sourcing holiday homes in a coastal setting within easy reach of the larger urban centres,” said Eamonn Spratt of REA Spratt, Dungarvan. “This demand was accelerated by the Covid-19 travel restrictions on international holiday destinations.” The REA Average House Price Survey concentrates on the actual sale price of Ireland’s typical stock home, the threebed semi, giving an accurate picture of the second-hand property market.. Despite fears of a downturn in the market during the Covid-19 crisis, the price of a threebedroomed semi-detached house across the country rose by 0.6% over the past three months to €236,046, an annual increase of 0.4%.

04 | news in brief Divided on plan
Waterford’s TDs are divided on the Government’s Winter Plan for health care. Fianna Fáil junior minister Mary Butler said the plan had a strong focus on older people and “demonstrates how seriously Government views the challenges of the winter period”. But Sinn Féin Spokesperson on Health, David Cullinane, described it as “a wish list which is short on targets, timelines and ambition”.

Timeline set for cath lab but it’s still a long way off A SECOND cath lab for University Hospital Waterford has gone out to tender. Work is expected to start early next year and finish about 12 months after that. The timetable was set out in the Dáil last week by Taoiseach Micheál Martin, replying to Waterford Independent TD Matt Shanahan, wo said the rate of progess was “unacceptable”. A catheterisation lab is an examination room in a hospital or clinic with diagnostic imaging equipment. It plays an important role in the early detection of heart problems. Waterford has been pressing for years for a second lab. Speaking during Leaders’ Questions in the Dáil, Mr Shanahan said UHW is one of the busiest and most underfunded Model Four hospitals in the country. He told the Taoiseach there are only six beds in the intensive care unit in UHW and asked when the hospital will have funding on a par with other Model Four hospitals around the country. Mr Martin said the second cath lab had been agreed in the Programme for Government. He said the project to build the second cath lab would go to tender by the end of September and work should start in the first quarter of 2021 and that it should be ready 12 months af-
ter that. Mr Shanahan said they had a specification and a build tender on this project since January and were now expected to wait another four months while “we approve an approval for a total spend of €6 million, while every week we are deferring diagnostic angiograms and risking patients up and down the roads.” He described this as unacceptable. The Programme for Government committed to the delivery of a second cath lab at UHW. It was a two-stage process as there were main and specialist contractors. The whole process, necessary because of procurement, takes about four months. “The preferred option is a second cath lab and associated 12-bed day ward, which would deliver six additional beds on the roof of the existing Cardiology Department,” the Taoiseach told TDs. The Taoiseach said Covid-19 delayed the work but it was now intended that it would go to tender at the end of September. The Health Service Executive (HSE) had been advised that funding was allocated in the 2019 Capital Plan for the provision of the Cath Lab. Planning permission was received from Waterford City and County Council in January ,
Shop workers take battle to City Square FORMER Debenhams staff have occupied the company ’s store, now-closed, in Waterford’s city centre. Six people entered the store in the City Square Shopping Centre early on Monday morning, calling for better redundancy terms from Debenhams. The company is being liquidated in Ireland and has closed its stores in Waterford, Dublin, Limerick and Cork. The Waterford workers are calling for talks between Debenhams, liquidators KPMG and union representatives. They want to discuss how online business can be used to improve the redundancy offer and to prevent the removal of stock
they believe should be used to fund redundancy. The former Debenhams workers are urging people not to cross the picket line and have asked KPMG not to employ non-unionised workers as packers to remove stock. “This occupation is a peaceful protest but a necessary escalation to make sure we are not left with nothing,” Michelle Gavin, who worked at Debenhams for 27 years, told RTE. “We have been left high and dry without the redundancy package that had been promised before. We want KPMG to come back to the table for negotiations, including shop stewards from the 11 stores.”

More safe seats as theatre keeps show on road
Councillors vote to increase property tax LOCAL property tax in Waterford is to rise by 10% . A majority of councillors voted for the increase after being told it was necessary to let Waterford City and County Council maintain vital services. The council is facing a loss of up to €7 million next year, arising, in part, from several new initiatives, such as the public street tables scheme and months of free public parking. Councillors were told that if they did not increase the property tax they would have to cut services such as rubbish collection, and hedge cutting. Fianna Fáil, Fine Gael, Green Party and some Independent councillors voted for the increase. Sinn Féin opposed it. Cllr Conor McGuinness (SF) said: “The LPT is not a wealth tax, as Fianna Fáil tried to portray it. It is a tax on the family home, and does not take income or ability to pay into account. Not only is it deeply unfair and regressive, but it utterly fails to provide local authorities with adequate or sustainable funding.”

Face coverings are mandatory. “Every effort we make is worth it,” said Ms Boland. “We are so excited here at Theatre Royal to be in a position to increase our audience capacity, in order to meet the demand
that so clearly exists here in Waterford for a fun and safe night out at the theatre.” OCTOBER 2: Celine Byrne (pictured) and guests Dearbhla Brosnan (piano), Lynda O’ Connor (violin) and Ailbhe McDonagh (cello) will provide a night of uplifting and inspirational music at the Theatre Royal . Do not underestimate Compound Interest The power of compound interest is often held up as something which is almost ‘miraculous’. Take the case of two people who wish to save for retirement at 70. One starts saving regularly at the age of 21 and saves for nine years and stops at age 30 but leaves their money invested. The other starts saving at age 30 and continues to put money aside for the next 40 years. If both retire at 70, who would be better off in retirement? The surprise answer is that it is quite likely to be the first person and the reason is the power of compound interest. The principle behind compounding is that each year you earn interest not only on the original amount invested but on the interest from previous years as well. There is no miracle involved;
Expert VIEW John Smiles Qualified Financial Advisor it is simply that the potentially exponential growth encouraged by compounding over time can be quite remarkable. If you invested €10,000, assuming a fixed growth rate of 5% pa, it would worth after: · 10 years €16,470 · 20 years €27,126 · 30 years €44,677 · 40 years €73,584 These figures are for illustrative purpose only. The actual value of investments and the income from them can go down as well as rise. Some investors are nervous

about putting their money into ‘risk assets’ such as shares but historical data shows that over the long term, so called ‘riskier asset classes consistently deliver better average annual returns than cash savings or bonds. The effect of compounding on these better returns means that, assuming the price of the asset grows in a reasonably consistent way, the difference becomes greatly more important the longer your stay invested. For shares, apart from the value of the stock itself; the effect of compounding can be boosted by reinvesting any dividends paid out to you as a shareholder. The conclusion is simple: Invest early, add to your investment pot regularly and give serious consideration to investing in riskier assets to make compound interest work hard for you.

It ’s a date but new uni will have to wait THE new university for the South East is fifteen months away. Waterford Institute of Technology (WIT) and IT Carlow have set 1 January 2022 as the opening date for the technological university which will follow the amalgamation of the colleges. It had been expected that the South East would have the country’s first technological university but differences between the institutes have delayed the project. Now, in a briefing note to business and other community leaders, the chairpersons of the governing bodies have announced their objective that the Technological University of the South East of Ireland will be established on 1 January 2022. Stating that the institutes are now in the final stages of establishing the TU, the briefing note states that both institutes will apply to the Minister for Further and Higher Education, in late spring of next year

for an order to establish the university. That application will set off a series of steps, including a review by a panel of international experts, and a formal decision by the minister next summer. Time will then be required to prepare fully for establishment day and to appoint a president for the new university. The institutes announced a range of structural changes to the project, including the setting up of a Project Office with a Project Executive Director, and the organisation of the project into seven workstreams, each of which will be jointly led by a senior executive from each of the institutes. An eighth workstream will be led by the presidents of the students unions. Wideranging staff engagement will be supported and encouraged through a series of working groups in each workstream. A Joint Governing Body Steering Group will oversee the project, as at present.
Bishop warns against parties
THE Bishop of Waterford has cautioned against holding large parties following Confirmation and First Holy Communion ceremonies. “Please be careful to limit the numbers attending such parties as much as possible,” says Dr Alphonsus Cullinan. Referring to the time “for every purpose” message in te Book of Ecclesiastes, Dr Cullinan says: “There certainly is a time for laughter and a time for dancing but there is also a time for prudence and caution.” “ I know that most people across the diocese have been very diligent in washing or sanitising their hands regularly, wearing face coverings, keeping social distance, reducing their visits to family and friends etc ... but to ensure that we contain this virus as much as possible, I ask you again to please continue to be vigilant”

The Bee Sanctuary of Ireland
book of the week
with Justin Ivory
A sea of sunflowers at The Bee Sanctuary of Ireland (Photo Justin Ivory) Nestled deep in the southwest corner of Wicklow on the border with Wexford there is a field. Nothing unusual there, this is farming country after all. Ah yes but this field is a bit different. It is full of Sunflowers. A field full of magnificent 8ft tall Sunflowers in Ireland in September! Are you mad? A field full of Sunflowers! Is this for the cutflower industry? Nope. These flowers will not be cut and sold. They are being grown for food. Food? Are sunflowers edible? No… well not by humans anyway. They are being grown to provide food for bees and other pollinators. Ah ok… so it’s somebody with an apiary and trying to produce loads of honey. No… there are no artificial beehives or honey production here. So, what is going on? This is the Bee Sanctuary of Ireland. This is 55 acres of the Wicklow countryside being planted with field after field of wildflowers to feed all our wonderful wild pollinators – bumblebees, solitary bees, wasps, hoverflies, and butterflies. It is ponds and wetlands, unkempt and uncut hedgerows, copses, brambles, nettles, thistles – a wild and re-wilded haven for all our biodiversity. A refuge not just for bees but all manner of biodiversity – birds of prey hunt overhead, squadrons of dragonflies and damselflies patrol their territories, hedgehogs, stoats, squirrels, deer and all manner of birds and invertebrates.
A Light that Never Goes Out by Keelin Shanley Written in the months leading up to her death in February, Keelin Shanley’s memoir follows her career in RTÉ and her battle with cancer. In December, last year, Keelin got in touch with commissioning editor at Gill, Deirdre Nolan and she was introduced to writer Alison Walsh. Together they wrote a most extraordinary memoir, giving a poignant and heartfelt insight into what someone who is facing death is thinking and feeling. But despite the gravity of the situation she was facing, through her writing Keelin managed to capture the beauty of her life in way that is still awe-inspiring.

This comedy from the early 90s based on the Beano cartoon is one to share with young kids to give them an idea of how real bold children behaved. New to Netflix, the film was directed by the great John Hughes and concerns the misadventures of a mischievous child (Mason Gamble) who wreaks havoc on his next door neighbour George Wilson (Walter Matthau). It is likely you will spend much of the movie explaing things to your kids — like why children in the 90s could have a life without mobiles and tablets and just a slingshot . . . good luck!

NCAD gets creative with online
Season Dailey from NCAD showcases her work which will feature in the college’s digital catalogue. Pic: Marc O’Sullivan Graduates of the National College of Art and Design (NCAD) have the opportunity to showcase their work online this year, as the college published its digital catalogue documenting the talents of its students, including fine art and design. The catalogue was officially launched by the Minister for Further and Higher Education Simon Harris. In early
September, NCAD welcomed graduating students back to the campus – with access to workshops and studios – so they could complete their graduate projects which were interrupted by lockdown in March. NCAD Director Professor Sarah Glennie said: “2020 is a year for many things to be done differently, and this is reflected in how we showcase
the work of our graduating students. The digital catalogue is one element of our Graduate Programme 2020. In addition, there will be a range of initiatives, including psychosocial and virtual presentations and events, where we will be shining a light on the work and talent of our graduating students.” For more, go to: www.ncad. works/events
Female graduates expect to earn up to 14% less than their male counterparts annually and could be losing out on over €5,000 each year, compared with male counterparts with higher salary expectations. The research by Irishjobs.ie in partnership with employer brand specialist Universum, was conducted among 11,769 students across the areas of business, IT, health, engineering and law. And it reveals a significant difference in the annual salary expectations of male and female graduates, particularly in the fields of law (12% less), business (10.5%), and engineering (6%). Graduates in IT have the highest starting salary expectations among those surveyed, with €37,579 considered an appropriate starting salary. But male IT graduates expect
14% more than female graduates, with a starting salary of €39,409 considered appropriate. Graduates in law also have significantly different salary expectations. Female graduates expect up to 12% (€5,037) less pay per year (€36,302) than their male counterparts, who expect €41,339 per year. This marks a 4% increase on the gap evident between female and male law graduate salary expectations in 2019. A significant gap is evident among business graduates too, with male graduates expecting up to 10.5% (€3,804) higher salaries than their female counterparts, or €36,017 and €32,213 respectively. The research suggests the pay gap between males and females is widening rather than shrinking. When compared with last
year’s findings, the research shows a 4% increase in the largest salary expectation gap between male and female graduates (14% vs 10% in 2019). The Gender Pay Gap Information Bill is set to be signed into law later this year. Under the new legislation, companies who employ more than 250 people will be required to publish data on differences in gender pay and outline how they will tackle any disparity. This will provide a new level of transparency and insight into the programmes in place to tackle any gender pay disparities. It could even spark a shift in expectations among graduates, particularly among female graduates, who could be more likely to consider companies with a narrower gender pay gap or better programmes in place to address the issue.

A lesson from Minister Norma
A
S Fianna Fáil sinks to new depths in the polls its beleaguered m i n i s t e r s should take a lesson from the Minister for Education. Norma Foley is the best pupil in Micheál Martin’s class. Admittedly, that is not a great distinction, for they are an unruly bunch of under-achievers. They fight, talk behind the teacher’s back and tell tales out of school. And some of them never do their homework. But Norma did her homework when it came to planning the re-opening of our schools. She ignored the clamour for interviews and public statements from many in opposition parties and the media, and stuck to her difficult task. She took advice from school principals and senior civil servants and learned from the experience of other countries. She cleared her lines with the teacher unions and with representatives of all the interests involved. Although Ms Foley is an inexperienced politician, she

Michael Wolsey displayed a deft touch and was careful to leave no hostages to fortune. She marked out the limitations of her authority and made it clear there would be times when she would defer to the public health professionals if, for instance, they called for the closure of a class or an entire school. An incredible amount of work went into re-opening the schools - from the teachers, of course, but also from the caretaking and catering staffs and the people who run and drive school buses. To equip an entire fleet with protective screens, hand sanitizers and reserved seats was a considerable achievement. Naturally, there have been some problems.
There have not been enough bus seats for everyone, everywhere, or enough space for every class in every school. Nevertheless, the operation has shown the hallmarks of sound planning, a trait rarely exhibited by this Government. Ms Foley does not deserve all the credit. But ministers get a lot of blame when things go wrong
so I think she has earned a pat on the back. Maith an cailín you’re the best girl in the class! The minister also deserves praise for her handling of the Leaving Cert under the system of predictive grades. She took advice and changed her plans when she saw the problems caused by the use of computer algorithms in the British exam
system. And she has refused to be panicked by the few cases of wrongful downgrading or the anger of some students whose results from last year were devalued by grade inflation. These are genuine problems but they are the problems of a few individuals. They should not detract from what was, overall, a successful conclusion to an exam year fraught with difficulty . Ms Foley’s calm and considered approach stands in total contrast to so much else the Government has done, in particular the chaos surrounding the ill-judged plan to make pubs keep details of every meal they serve. At least, that was the plan as first leaked to newspapers. Then it turned out that the pubs would only be required to keep
their till rolls, which they have to do anyway for VAT purposes. And we barely had time to absorb this change before we learned that it didn’t really matter because most of the wet pubs would soon be allowed to re-open without any food requirement. The Government, and its individual ministers, employ an army of advisors and spin doctors, yet nobody seems to have thought through this mad measure or briefed back-benchers on what was intended and how it might work. Fianna Fáil ministers should not shoulder all the blame for the hesitancy and poor judgment that has damaged this Government. But, with the exception of Ms Foley, they do seem to be a particularly hapless bunch and the party’s constant infighting and sniping at its leader does nothing to help their case. Mr Martin can only pray they all stay on board as the great new Covid plan plays out. For, as Benjamin Franklin warned the politicians of eighteenth century America: “We must all hang together, or, most assuredly, we shall all hang separately.”
