This could be achieved by reFRQÂżJXULQJ WKH H[LVWLQJ URDG WR have a separate, safe designated VHFWLRQ IRU F\FOLVWV +H KDV GHscribed such a greyway as a â&#x20AC;&#x153;for value conceptâ&#x20AC;?, proposing that the route commence in North Wicklow and move southwards through towns and villages such as Rathnew, Gorey, Camilla, Ferns and Enniscorthy. â&#x20AC;&#x153;This greyway is a for value concept as it will utilise existing infrastructure, the old N11 URDG , ÂżUVW WKRXJKW RI WKH FRQcept whilst travelling along the route, and thinking that this stretch of road should be used to its full potential. This greyway will be over 80km long and provide cyclists with a safe cycling route.â&#x20AC;? Solar farm plan for judicial rule A DECISION to grant planning permission for what would be Irelandâ&#x20AC;&#x2122;s largest solar farm, in Clongeen and Foulksmills, may go to judicial review. This application was approved with conditions attached by An Bord Pleanala inspectors. Meetings were held last year in Clongeen by `Community First Action Groupâ&#x20AC;&#x2122;, where concerns ZHUH UDLVHG DERXW WKH HŕľľHFWV WKH solar farm could have on the area including that the value of homes within the vicinity of the development could be reduced by 50 to 70 per cent. Planning permission was refused for the solar farm in June 2018 and +LJKÂżHOG 6RODU /WG DSSHDOHG the decision on September 3rd.

Cllr wants a review of road speed cut WEXFORD County Councillor Aidan Browne has called for an urgent review of the new speed limit on the Clough to Enniscorthy road. â&#x20AC;&#x153;Following the opening of the M11 motorway, this primary roadway became a regional road, namely an extension of the R772. As a result, the speed limit was reduced automatically to 80 kilometres an hour,â&#x20AC;? he said in a statement â&#x20AC;&#x153;This change has sparked
real frustration among the communities dotted along this stretch of high quality road. I think itâ&#x20AC;&#x2122;s very important that a public consultation be undertaken as soon as possible to ensure that local residents can have their say on increasing the speed limit back to the original 100 kilometres per hour. â&#x20AC;&#x153;After all, this is a decision that will impact their commutes and car journeys for many years to come,â&#x20AC;? said Cllr Browne.

New plan for HSE must heed Wexford
Strategy aims to tackle drug misuse in SE
WEXFORD TD James Browne says that a new HSE regional health area model must properly fund health services in Co. Wexford. In fact, the report shows that Wexford has supply at least 10% lower in Wexford in comparison to the rest of the country,â&#x20AC;? said Deputy Browne. â&#x20AC;&#x153;The Minister needs to set out how the new regional model will properly fund health services in counties like Wexford.â&#x20AC;?
A DRAFT strategy, entitled â&#x20AC;&#x2DC;Challenge and Change: Tacking Substance Misuse in the South East Regionâ&#x20AC;&#x2122;, has been published by the South East Regional Drug and Alcohol Task Force (SERDATE). SERDATE plays a key role in assessing the extent and nature of drug and alcohol problems in counties Carlow, Kilkenny, South Tipperary, Waterford and Wexford and co-ordinates action so that there is a targeted response to substance misuse in local communities. The SERDATF implements the National Drugs Strategy in the context of the needs of the region, through action plans ZKLFK KDYH LGHQWLÂżHG H[LVWLQJ and emerging gaps. The SERDATF comprises representatives from a range of relevant agencies, such as the HSE, the GĂĄrdai, the Department. of Social Protection, the Probation Service, education and training boards, local authorities, youth services, as well as elected public representatives and voluntary and community sector representatives.

Chapter closes on life of historian Michael GOREY native Michael Fitzpatrick, (84), who has died, was an acclaimed author of seven books, a diligent researcher and local historian with a lifelong passion for traditional Irish music and was a good friend to many. Mr Fitzpatrick was born on May 7th 1935 and was educated at Loreto Abbey, the Christian Brothers and Gorey Vocational School. He became a joiner and carpenter by trade and completed his apprenticeship
in 1956. He married Bridget Sheil in Londonâ&#x20AC;&#x2122;s Whitechapel in May, 1958, and the following year they returned to Gorey and raised their eight children. In 1983, Michael Fitzpatrick was honoured as Gorey Person of the Year. ,Q KH SXEOLVKHG KLV ÂżUVW book, Clonattin in the Fields, the story of the old Gorey parish where an ancient graveyard still stands. He then embarked on a remarkable collection of Goreyâ&#x20AC;&#x2122;s rich history,
heritage, its people and its culture, and began his sixbook series of Historic Gorey, HDFK ZLWK D GLŕľľHUHQW WKHPH published from 1987 to 2012. Mr Fitzpatrickâ&#x20AC;&#x2122;s output will serve as a written memorial of his skills as a researcher, compiler and writer of generations of Gorey history. He was active in St Michaelâ&#x20AC;&#x2122;s Pipe Band and served as its chairman in the 1960s and also served as chairman of Gorey Craobh of Comhaltas CeoltĂłirĂ Ă&#x2030;ireann for a number of years.
The vision of the SERDATF is to reduce the impact of substance misuse on individuals, their families and communities through a range of integrated HŕľľHFWLYH LQWHUYHQWLRQV WKDW KHOS SHRSOH PDNH D GLŕľľHUHQFH for the better in their lives and contribute to creating a safe and healthy community, support services that treat people with dignity and respect and an effective partnership approach to tackling substance misuse. â&#x201A;Ź1m in funds for the elderly and dementia THE Minister for Mental Health and Older People, Jim Daly TD, recently launched a new Community and Voluntary Support Scheme which will be administered by the HSE. Up to â&#x201A;Ź1 million in funding is being made available to community and voluntary groups to continue to support older people to stay well and remain connected with their local community. Approximately â&#x201A;Ź250,000 of this funding will be dedicated to dementia related initiatives. The Minister said: â&#x20AC;&#x153;I am delighted to launch this grant scheme which recognises the valuable services that community and voluntary agencies provide to support older people to continue living in their communities and maintain their social connections. The development
of this scheme was a key priority for me in last yearâ&#x20AC;&#x2122;s estimates and service planning processes. â&#x20AC;&#x153;The role of the community and voluntary sector in supporting our older citizens cannot be understated. The services provided contribute to positive ageing and better overall health; they include befriending, day care, social centres, meals on wheels, etc. It is not enough, however, to applaud the valuable service provided by community and voluntary agencies; we must support them to expand and develop their existing services. â&#x20AC;&#x153;I also see scope under this grant scheme for small community groups to work together in an integrated and cohesive way, putting them on a more sustainable footing,â&#x20AC;? the Minister said.
Improving and developing community supports is in line with the vision outlined in SlĂĄintecare, which supports a shift in our delivery of care to a model that will focus on prevention and early intervention, and that will provide most of the care in the community. Minister Daly said: â&#x20AC;&#x153;I encourage community and voluntary groups across the country to submit â&#x20AC;&#x2DC;Older Personsâ&#x20AC;&#x2122; Friendlyâ&#x20AC;&#x2122; projects that will provide new, innovative services or extend existing services, that are in line with our collective aims under the Positive Ageing, Carers and Dementia strategies and the Taskforce on Loneliness.â&#x20AC;? A Chairde, Itâ&#x20AC;&#x2122;s that time of year again and so, on behalf of Castlebridge Show Committee and myself, I would like to extend a huge Cead Mile Failte to one and all in this our 79th year. The success of the Show is due in no small way to your tremendous and unfailing support shown to us down through the years and for which we are truly grateful. The Show is a celebration of community and friendship and it embraces all things traditional. On Show Day the main Exhibition Hall is a tribute to everyone who continue to sow and reap their vegetables, fruit DQG Ă&#x20AC;RZHUV The home-baking provides D ÂżQH SODWIRUP IRU D GHOLFLRXV array of breads, cakes and jams. The art and craft sections reach out to the talented and creative in our community and beyond. The more traditional agricultural produce, such as
oats, barley, etc. are also on display resplendent in perfection and quality. The childrenâ&#x20AC;&#x2122;s entries are always a sight to behold and UHĂ&#x20AC;HFW WKHLU HQWKXVLDVP WDOHQW and spirit of competition D ZRQGHUIXO UHĂ&#x20AC;HFWLRQ RQ themselves, their teachers and
their parents. I must not forget to mention our photography section which brings us into the present era of high tech living and beauty. Show Day is also a family day out with all the usual attractions, childrenâ&#x20AC;&#x2122;s entertainment, pets corner,

wexfordcountycouncilround-up No future for Dun Mhuire as a theatre CLLR Thomas Forde told the monthly meeting of Wexford County Council that the public were concerned at rumours regarding the sale of the Dun Mhuire (Parish Hall) on Wexfordâ&#x20AC;&#x2122;s South Main Street. â&#x20AC;&#x153;The people of Wexford should be consulted regarding any plans to sell this iconic building which has played so much D SDUW LQ WKH FXOWXUDO OLIH RI :H[IRUG IRU PDQ\ JHQHUDWLRQV ´ said Cllr Forde. â&#x20AC;&#x153;This is a building with a strong place in the hearts and minds of Wexford people. Originally it was the residence of the late Richard Devereux, one of Wexfordâ&#x20AC;&#x2122;s old-time ship owners, and in later years served as a presbytery, used as a barracks by the Royal Irish Constabulary, who vacated it in 1922 and the Garda Siochana took over. Why a â&#x201A;Ź1 million reward for anti-social behaviour? THE matter of anti-social behaviour was up for comment and discussion at last Mondayâ&#x20AC;&#x2122;s monthly meeting of Wexford &RXQW\ &RXQFLO DV RŕľśFLDOV and members were discussing the Traveller Accommodation Programme 2019-204. Director of Services, Padraig Oâ&#x20AC;&#x2122;Gorman told the meeting that the Council will build, purchase and liase with Approved Housing Bodies and the Private Sector to meet the accommodation need of families whose preferred choice is standard social housing. Âł:H KDYH D ÂżYH \HDU programme to provide social housing and the total need is RŕľľHUV RYHU WKH QH[W ÂżYH \HDUV Âą RŕľľHUV SHU DQQXP ´ he stated. An assessment of the accommodation need updated in February of this year showed the number of approved Traveller family seeking accommodation is 99 â&#x20AC;&#x201C; Wexford (27 families), Gorey-Kilmuckridge (17), New
Ross (20, Enniscorthy (20), and Rosslare (7). Cllr George Lawlor alleged that when it comes to anti-social behaviour â&#x20AC;&#x153;why are traveller IDPLOLHV WUHDWHG GLŕľľHUHQWO\´ and he went on to list illegal FDPSLQJ ERQÂżUHV RQ VLWH DQG horses roaming in the Wexford district. He was concerned that â&#x201A;Ź1 million worth of housing was the reward for anti-social behaviour, and he found this reprehensible! Cllr Malcolm Byrne said the majority of travelling families are responsible and he acknowledged that Wexford County Council had exceeded its targets but referred to ÂłSUREOHPV LQ &RXUWRZQ´ Cathaoirleach Cllr Michael Sheehan referred to problems in the vicinity of the graveyard at Irishtown, New Ross, where UHFHQWO\ VWRQHV ZHUH WDNHQ Rŕľľ graves and thrown at passers-by. Local residents are consistently concerned about problems in the area, but nothing appears to
be done. Mr. Oâ&#x20AC;&#x2122;Gorman pointed out that while the Council are the statutory body for traveller accommodation some of the problems are not in the remit of Wexford County Council. There were contributions from Cllrs Jim Moore, John Fleming and Pip Breen, and later Cllr Thomas Forde returned to Cllr Lawlorâ&#x20AC;&#x2122;s earlier remarks and expressed the view that he didnâ&#x20AC;&#x2122;t feel that there was a â&#x201A;Ź1 million reward for anti-social behaviour. Cllr Forde said the site in question had no electricity, no water, last Christmas a newborn baby arrived, and the people on site doesnâ&#x20AC;&#x2122;t want to be there. Cllr Davy Hynes warned about â&#x20AC;&#x153;tarring everybody with WKH VDPH EUXVK´ He said the site is not appropriate and what is needed is some kind of group scheme for travellers. He added that he doesnâ&#x20AC;&#x2122;t condone anti-social behaviour, but it must not be seen as anti-traveller.
Support for climate emergency WEXFORD County Council declared a Biodiversity and Climate Change Emergency at the July meeting when mmebers gave their full backing to a notice of motion submitted by Cllr FionntĂĄn Ă&#x201C; SĂşilleabhĂĄin. The Gorey district councillor called on Wexford to follow the example of neighbouring Wicklow and told the meeting the public have long noticed the absence of a lot of wildlife which was commonplace just 20 years ago. â&#x20AC;&#x153;One third of Irelandâ&#x20AC;&#x2122;s 99 bee species-the main pollinators for all plant life-are now threatened with extinction,â&#x20AC;? he said.

Male Emperor Dragonfly (Photo Justin Ivory) IT is high summer, and the hot sticky weather has brought out the monarch supreme of the 4-winged dragons. Patrolling their watery kingdoms seemingly ceaselessly, dispatching prey with nonchalant ease and evicting trespassers with ruthless aggression. This is the largest of the dragonflies found in Ireland, the Emperor Dragonfly (Anax imperator). Male Emperors have bluegreen eyes, an apple-green thorax and a sky-blue abdomen with a black dorsal stripe. Females have an apple-green abdomen. The larvae live among submerged vegetation close to the surface and are as equally voracious and vicious as the adults. The larvae can spend up to two years living this aquatic lifestyle before emerging to become adults. The Emperor Dragonfly, just like all dragonflies and damselflies, are good bioindicators of water quality and freshwater habitat quality. They are also bio-indicators of climate change as they expand their range northwards in response to increasing average temperatures. The first Emperor Dragonfly recorded in Ireland was in the south-east in 2000. Since then they have been expanding along the eastern seaboard and down into the south-west of the country. The flight season of the Emperor is long, lasting from early June to late August, and even into September.
