Public Safety Minister has no choice but to continue with Surrey municipal police transition
THE Globe and Mail report “RCMP vacancies worsen burn out in B.C.” last week graphically shows why Public Safety Minister and Solicitor General Mike Farnworth and his ministry have no choice but to continue with the ongoing Surrey municipal policing transition.
The stunning report came just when Surrey Mayor Brenda Locke was caught blatantly misleading (to put it politely) everyone about a vote by the Mayor’s Committee regarding policing in Surrey.
According to a statement issued by the Metro Vancouver Regional District (MVRD) last Thursday: “At the April 6 Mayor Committee, Board Chair George V. Harvie tabled the following motion, which was unanimously supported and will be considered by the Board on April 28, 2023: “That the MVRD Board provide the City of Surrey with a letter of support requesting a provincial decision forthwith on the City’s request to have the RCMP provide policing services for the City of Surrey.””
But Locke in a hurried statement to the media said that the committee voted on a motion to keep the RCMP

RICHMOND Mayor Malcolm Brodie on Tuesday contradicted Surrey Mayor Brenda Locke’s claim that the Metro Vancouver Mayors’ Committee had unanimously supported retaining Surrey RCMP at its April 5 meeting.
Brodie told Global BC: “I am not mistaken in knowing what the resolution was. The resolution was to write to Victoria…write a letter to Victoria asking that they give Surrey an answer to the policing question.”
Earlier in the day, a desperate Locke, after having been exposed by the media for misleading or allegedly deliberately lying to the media, insisted that she was right.
She told a Surrey newspaper: “It’s my interpretation of what happened at the meeting – if somebody doesn’t agree with it, they don’t agree with it.
But I’m not going to respond to people that weren’t in the room.”
Although Delta Mayor George Harvie kept avoiding the media, Brodie was forthright about what had transpired at the mayors’ committee meeting, though he tried his best to defend Locke, kindly suggesting that she might have got confused.
On Wednesday, CBC reported that there was no discussion on the motion and that they contacted 10 additional mayors besides the Mayor of New Westminster in Metro Vancouver, asking if they supported Locke’s interpretation of their vote, “none did.”

Farnworth told the media in Victoria on Thursday that “the letter that is on its way to me is a letter requesting a decision, not about whether it should be Surrey police service or the RCMP.”
After this, what respect is Farnworth going to have for Locke who has become a veritable laughingstock?

The Globe and Mail report said that “new numbers from the RCMP show that it is missing nearly a fifth of its work force” in this province thanks to unfilled vacancies and members off on extended leave. This naturally impacts investigations and callresponse times. There are some 460 RCMP job vacancies across B.C.
The report also noted: “The force said it is ramping up its recruitment of new officers, but mayors and policing experts stated that the staffing crunch is hurting public safety in the province’s rural areas and 65 larger communities that the RCMP is contracted to serve.”
The report stated that a spokesperson for Farnworth said the province was monitoring vacancies and working with the RCMP to ensure people are protected.
So, it is quite clear that Farnworth KNOWS what the REAL situation on the ground is and that the RCMP (or their lackeys like the Surrey Mayor) are in no position to pressure him to go against that reality.
Interestingly, the Globe and Mail also noted that BC Liberal Mike Morris, a former Mountie and solicitor-general, said the hundreds of unfilled positions had
created a vicious cycle. He said those who are showing up to work “must endure more overtime and higher caseloads – inevitably leading to more burnout and more officers going on extended leave to recover.”
In any case, the Province is determined to bring in a regional policing model and the Surrey transition to a municipal police force — Surrey Police Service (SPS) – is key to that new model.
There is also the ETHICAL dilemma that Locke and her Surrey Connect party face as the the Surrey Police Union recently revealed that her party councillor Rob Stutt had “ never disclosed that the RCMP employs his son in the Surrey Detachment, nor has he ever declared that his daughter is assigned to the RCMP via secondment from the City of Surrey.” The SPS has submitted a formal request to the Office of the Surrey Ethics Commissioner to investigate Stutt’s alleged breach of the City of Surrey’s rules around conflict of interest.
As The VOICE wrote on March 1: “On November 14, 2022, Stutt voted in favour of a motion to end the transition from the RCMP to the Surrey Police Service. If he had recused himself – as he should have ethically done – that motion would not have passed.”
So, in fact, Surrey Council has NOT voted ETHICALLY on this.
If the new Ethics Commissioner
tries to justify the vote in any way, he would be unfit to carry on in that position because the majority of Surrey-ites would NOT accept that ruling. He would only end up hurting his reputation.
He should look at the case of Hamilton, Ontario Councillor Esther Pauls who was recently reprimanded by Hamilton’s integrity commissioner for not recusing herself from past votes because her son is a staff sergeant with the Hamilton Police Service (HPS), whose salary is included in the police budget. Pauls is a member of the police services board, the CBC reported.
What made all of this pretty disgusting is that the integrity commissioner’s report found Pauls had debated “with vigour” and “vociferously” endorsed and
voted for the police budget at the board meeting in late 2022.
What has shocked Surrey-ites and others is that both Stutt and Locke NEVER EVER mentioned that Stutt’s son was an RCMP officer in Surrey – not before or during or after the municipal election last year. Was he ashamed that his son was a Mountie – or, with Locke’s party not winning more than four seats, she decided to keep mum about this fact?
Locke’s whole strategy of becoming mayor with the support of the RCMP — a strategy that shamelessly disrupted the term of the last mayor, Doug McCallum, with Safe Surrey Coalition councillors being criminally harassed by pro-RCMP forces as the RCMP in fact encouraged this unlawful behaviour — is now unravelling.
Imagine putting SEVEN Mounties on a simple mischief charge that was cooked up against McCallum with such a dire shortage of cops in the city – only for a judge to exonerate McCallum!
But the shameless Mounties caused enough embarrassment and hurt to McCallum and his party that Locke was able to win the election – though by fewer than 1,000 votes!
Locke should step down as mayor if she has even a modicum of shame – because the whole world is laughing at her and her Mounties.
Multiple reports of mischief and arsons in Surrey’s Elgin/Crescent Park area
SURREY RCMP are encouraging residents to be on the lookout and report any suspicious activity, following ongoing acts of mischief and arsons to property at or near a school, pottery
studio and neighboring park in South Surrey.
Since September 2022, there have been numerous reports of vandalism, including arsons, reports of broken windows and
other damages in the Elgin/Crescent Park area, including Elgin Park Secondary and a pottery studio within the park.
The majority of the incidents occurred during evenings and

Dhami dies in motor vehicle accident while responding to a complaint
ALBERTA’S Strathcona County RCMP continue to investigate a motor vehicle accident involving a Strathcona County RCMP Constable Harvinder Singh Dhami at approximately 2 a.m. on Monday, April 10 on Township Road 540.
Dhami was responding to assist members with a noise complaint. While en route to the call, his vehicle struck a large concrete barrier or abutment.
Despite efforts of emergency responders and the civilians present, Dhami succumbed to his injuries.
He is survived by his wife Ravinder and her family, his mother, his sister and his brother.
The Alberta RCMP said that the tragic incident was still under investigation, and more information may be provided when available.
Dhami joined the RCMP in 2019 and was posted to Strathcona Municipal detachment. He was known to be a team member who was compassionate, caring and very community oriented, the RCMP said.
“Losing a member of our police service and a member of the community is incredibly dif�icult,” said Deputy Commissioner Curtis Zablocki,
Commanding Of�icer of the Alberta RCMP. “We are very appreciative of the support that has been extended to the family, our staff and the community.”
Our thoughts are with his friends and family, he added.

“Constable Harvinder Singh Dhami, known to everyone as “Harvey”, of the Strathcona County detachment was killed in the line of duty this morning at approximately 2 a.m.
“Cst. Dhami was involved in a motor vehicle accident while responding to assist members with a noise complaint. While en route to the call, his vehicle struck a large concrete barrier or abutment.
“Despite efforts of the emergency personnel and civilians, Harvey succumbed to his injuries.
“Cst. Dhami graduated Depot in 2019 and was posted in Strathcona Municipal detachment. Right from the time he started at Depot, Harvey was known as someone who was mature with a strong sense of responsibility. He was hard working, dependable and so well liked by everyone around him. This was so evident this morning in talking with members and staff of his watch and detachment.
“Cst. Dhami took great pride in wearing the uniform and we were very proud to have him on our team.
“Harvey is survived by his wife Ravinder and her family, his mother, his sister and his brother.
“Losing a member of our police service and a member of the community is incredibly dif�icult. We are very appreciative of the support that has been extended to the family, our staff and the community.”
India-Canada Foreign Office Consultations held in Ottawa

Consultations (FOC) were held on April 11 in Ottawa with Saurabh Kumar, Secretary (East) in the Indian Ministry of External Affairs, and David Morrison, Deputy Minister of Foreign Affairs, Global Affairs Canada, leading the Indian and Canadian delegations, respectively.
Both sides took the opportunity to review ongoing bilateral cooperation across different domains. They agreed to enhance momentum in commercial ties, and strengthen cooperation in science and technology, energy, education, consular issues, counter-terrorism, and streamline mobility, according to the Indian Ministry of External Affairs.
They welcomed regular dialogue and meetings of bilateral mechanisms, including upcoming ministerial visits which would help broaden the bilateral agenda. Both sides also discussed contemporary regional issues including the Indo-Pacific region and cooperation in multilateral organizations.
In the context of India’s ongoing G20 Presidency, Canada expressed support for India’s leadership. Both sides will work together to ensure G20’s success.

National Council of Canadian Muslims “deeply troubled” over hate crime against Muslims in Markham, Ontario
THE National Council of Canadian Muslims (NCCM) last week on Sunday expressed its anguish over “a highly distressing apparent hate crime that recently took place” at the Islamic Society of Markham.
It said in a statement: “On or about the morning of April 6, an individual came to the Islamic Society of Markham (ISM), one of the oldest and largest Muslim institutions in Markham. Thousands of congregants attend the ISM, and the centre is much busier because of the sacred month of Ramadan.
“The individual brought his car to the mosque. Upon entering the mosque, he committed a number of Islamophobic acts, including a racist and Islamophobic rant directed towards the worshippers. The individual, upon exiting the mosque, then attempted to run over or strike worshippers with his vehicle.
“We are deeply troubled by this incident, especially as we near the anniversary of the London Terror Attack, where a family in London was run down in an act of hatred.
“We appreciate the support of the York Regional Police, who moved swiftly to make sure our congregation was safe, and to our understanding have arrested and charged this individual. We further urge YRP to continue investigating this issue as a potentially hate-motivated crime.
“We know that our congregation is a strong and loving community. Our security and logistics team have taken additional steps to keep worshippers safe in the next days of Ramadan.”
MEANWHILE, Ontario’s York Regional Police announced on Sunday that Sharan Karunakaran, 28, on Toronto, had been arrested after a suspected hate-motivated incident at a mosque in the City of Markham. He was charged with uttering threats, assault with a weapon, and dangerous driving.
Karunakaran was held for a bail hearing.
Investigators are concerned there may be other victims and police encourage them to come forward.
Police said that on Thursday, April 6 at 6:55 a.m., York Regional Police responded to a call for a disturbance at a mosque on Denison Street. Witnesses reported that a male suspect had attended in a vehicle and drove directly at one of the worshippers and yelled threats and religious slurs. The suspect drove dangerously in the parking lot before leaving the property.
Members of the #5 District Criminal Investigations Bureau were notified and worked cooperatively with the Intelligence Unit and Hate Crime Unit to identify the suspect.
Members of the Hate Crime Unit attended the mosque to offer support to its members.
The suspect was identified and a warrant for his arrest was issued while efforts were made to locate him. Shortly after midnight, on April 7, members of York Regional Police arrested the suspect in Toronto.
THE Chetna Association of Canada said on Wednesday that both the Dalit History Month (April) and Dr. B.R. Ambedkar Equality Day have now been proclaimed by the Province of British Columbia for 2023.
Last week, the Province of BC proclaimed April 2023 as Dalit History Month. Now, the Province has proclaimed April 14 as Dr. B.R. Ambedkar Equality Day.
This is in addition to City of Burnaby proclaiming April 14, 2023, as Dr. B.R. Ambedkar Day of Equality in Burnaby.
April 14 is the birth date of Dr. Ambedkar, a renowned champion of social justice through education.
The strategy of enhancing awareness of the value of equality was started in Canada in 2020. This strategy complemented the work already being done by a number of local groups and organizations, including the delivery of the Dr. Ambedkar Memorial Annual Lecture Series since 2016.
Various events will be hosted from April 21 to 26 in the Lower Mainland, Victoria and Abbotsford. A gala reception is being planned for April 23 at Vancouver’s Fraserview Banquet Hall by the Ambedkarite International Coordination Society and Chetna Association of Canada.

SURREY RCMP announced on Wednesday morning that a 17-year-old youth from Surrey is deceased following a stabbing on a bus on Tuesday evening.
The victim’s family identified him as Ethan Bespflug to the media.
On April 11 at approximately 9:28 p.m., Surrey RCMP responded to a report of an assault with a weapon on a bus in the 9900-block of King George Boulevard. A 17-year-old youth suffering from life-threating injuries was transported to hospital and has succumbed to his injuries.
The Integrated Homicide Investigation Team (IHIT) will be working in partnership with Surrey RCMP. Initial information suggests that this was a targeted and isolated incident.
Surrey RCMP said that there are no indications that this incident is in any way connected to a stabbing on a bus on April 1 in Surrey.
IHIT said that at this time, investigators believe this to be an isolated incident with no connection to the Lower Mainland Gang Conflict.
“We are still in the early stages of the investigation,” said IHIT Sgt. Timothy Pierotti. “Investigators are asking any witnesses who
have yet to speak with police, to contact IHIT immediately.”

SAFE Surrey Coalition on Thursday demanded that Surrey Mayor Brenda Locke step down immediately, alleging that her “blatant abuse of power and betrayal of the public trust has enraged the people of Surrey,” in connection with her false statement regarding the Metro mayors’ resolution on policing in Surrey.
SSC Councillor Doug Elford said: “Mayor Brenda Locke had the premeditated intent to mislead and deceive the public with a false statement even when MVRD [Metro Vancouver Regional District] and Solicitor General [and Public Safety Minister Mike Farnworth] stated she was incorrect. Mayor Locke doubled down on her statements, clearly showing it was always her intent to deceive the public. To use the office of the Mayor for such dubious actions is an abuse of power and Mayor Locke should step down immediately.”
The SSC noted: “The accusations against Mayor Locke have caused confusion and mistrust among the public and Metro Vancouver mayors. Ten Metro Vancouver mayors have come out and said that they do not agree with Brenda Locke’s interpretation. It’s important that elected officials are transparent and accountable in their communications with the public.
Mayor Locke’s actions have shown a complete disregard for this principle, she is continuing to refuse to remove her false statement from the City of Surrey website and apologize.”
It added: “The people of Surrey deserve elected officials who will work in their best interests and be honest with them. Mayor Locke’s refusal to apologize for her abuse of office shows that she is not fit to hold the position of Mayor. It is time for her to step down and allow someone who is trustworthy and honest to lead Surrey.”
LAST week, the Safe Surrey
Coalition had slammed Locke for deceiving the public and spreading false information regarding the vote by the Mayor’s Committee in connection with policing in Surrey.
Surrey Councillor Mandeep Nagra said: “It’s disappointing to see Mayor Locke misrepresenting the facts in her press release. We believe that public officials should be held to a high standard of transparency and accountability, and issuing false information for your own political agenda undermines that trust.
Mayor Locke should apologize to the public and media for issuing a false press release.”
SURREY First Councillor Linda Annis said on Tuesday that a statement on the City of Surrey’s website from Surrey Mayor Brenda Locke claims that Metro Vancouver mayors had voted unanimously last week to support retaining the RCMP in Surrey. They did not. This is either a misstatement or a misunderstanding by Locke and needs to be removed, she added.
“Even [Public Safety] Minister [Mike] Farnworth acknowledged that the message he received from the Metro mayors simply asked him for a timely decision on the issue, and did not direct him to retain the RCMP,” noted Annis.
“It’s hard to understand how that request got interpreted by Mayor Locke as unanimous support for keeping the RCMP in Surrey. Her statement on the city website is wrong and misleading and should be removed immediately.
“Everyone agrees that we need a decision one way or the other because costs are climbing, but I think our mayor owes the Metro mayors an apology for getting it wrong in her statement.”
Annis said she ran on holding a public referendum to decide who should police Surrey, noting that the “entire issue has become a
costly fiasco.”
“The public has been ignored and left on the sidelines for more than four years. The result is a costly, chaotic, and divisive political mistake that is costing our taxpayers millions,” said Annis.
“The problem is that whenever politicians ignore the community and make a mistake, it is taxpayers who pick up the tab and, in this case, it amounts to hundreds of millions. If anyone wants proof, just check your property tax bill that’s coming in the mail.”

DEVANSHI Vyas, 24, of Langley, B.C., who calls herself an advocate for women empowerment, was crowned Miss International America Petite 2023 earlier this month at a pageant in Seattle.
There were 65 contestants from around North America. But Devanshi said she was determined to win with a purpose: to show the world that anyone who has confidence and ambitions for themselves can emerge as winners. She had a vision to help motivate and encourage women to utilize their voice and stand up for themselves against societal pressures.
Devanshi was crowned by former Miss World 1997 Diana Hayden, and became the first police officer to win in the pageant.
Devanshi says she walked in with a vision to inspire women and wants to be the voice
that unites women and breaks the barriers that limit them in this world. She believes women have the ability to change the world; they are the driving force that hold the power to empower everyone around them. She says that if she could win, then anyone could with proper focus, hard work, and determination.
Devanshi went to Tamanawis Secondary School in Surrey. She received her pilot training and licence from Langley Flying School. Currently, she is completing her Bachelors in law enforcement studies at the Justice Institute of British Columbia.

NDP holds comfortable lead; BC United under Falcon yet to gain
A new study from the non-profit Angus Reid Institute finds that on one hand, B.C. residents voice widespread dissatisfaction with their government on the most important issues facing the province. In fact, at least two-thirds say the B.C. NDP are doing a poor job of handling the cost-of-living crisis, health care and housing affordability.
On the other, Premier David Eby remains
popular, and his party holds a comfortable and continuing lead in vote intention. Eby entered his post at an opportune time, taking over a $5.7-billion surplus, which has allowed the government to announce a plethora of spending priorities.
As the one-year mark of Kevin Falcon’s tenure as B.C. Liberal (now B.C. United) leader passes, his personal favourability rating sits at 22 per

B.C. increases student financial aid, eases repayment
POST-SECONDARY students will soon have access to increased financial aid, with more flexible repayment terms to make education and skills training more accessible and affordable in the face of global inflation, says the Province.
“Access to finances shouldn’t be a barrier to preparing for an in-demand career in B.C. This is an immediate-term action to make education more accessible, as we continue the work on our medium-term plans to review the post-secondary funding model and expand the BC Access Grant,” said Selina Robinson, Minister of Post-Secondary Education and Future Skills, on Tuesday. “Making education more accessible and affordable is a major focus for our government and an important part of our Future Ready plan.”
Starting August 2023, this will be the first increase to weekly student loan maximums since 2006. After making student loans interest-free in 2019, the B.C. government is increasing financial assistance available to students from $110 to $220 per week for single students and from $140 to $280 per week for students with dependants.
Students applying for student financial assistance will automatically be considered for the BC Access Grant, which provides as much as $4,000 per year to students with middle and low incomes at B.C.’s public post-secondary institutions. The grant was launched in 2020, the first new grant program in 15 years.
The new increases to financial aid will help students pursue an education path of their choice and build a career. This is part of StrongerBC’s Future Ready plan, which is working to remove barriers and open more opportunities for post-secondary education and skills training, so people can get good jobs and build good lives in British Columbia, says the Province.
Effective August 2023, government will change student loan repayment terms
to align with the federal government’s Repayment Assistance Program, increasing the income level from $25,000 to $40,000 under which a student does not have to repay their loan, with the amount indexed to inflation. The maximum monthly repayment amount will be lowered from 20% to 10% of household income.
Increasing weekly student loan maximums will be funded through a $151-million investment over three years in Budget 2023.

* Combined with federal student loans, a person with no dependent children can receive as much as a maximum of $520 per week, while people with dependent children can receive as much as $740 per week.

SUKHJINDER “SONNY” KLAIR
November 26, 1980 – April 5, 2023
It is with a heavy heart that we share the sudden and sad news of the passing of my friend and business colleague, Sonny Klair. Sonny passed away in Puerto Vallarta, Mexico, on April 5. He was 42 years old.
Born in India, Sonny and his wife moved to Vancouver from Central California in the summer of 2007. He joined Savey Mattu’s land assembly team getting his start doing cold calling, and quickly working his way up the ladder. Eventually, his hard work paid off and was regarded as one of the most successful land assembly agents, focusing primarily on Vancouver’s Westside and Cambie area. If you own a property in the Cambie area, I guarantee you have corresponded with Sonny over the years.
Sonny was extremely loyal. He was suit and tie guy, and loved expensive cigars. I have fond memories of getting to know Sonny well over the past 6 years. We were very different, but worked well together and I am going to miss our days knocking on doors and working on deals together. He loved his job and was very good at it.
Sonny will be sorely missed and is survived by his wife, Pushpinder, and his daughter, Harneet. Rest In Peace.

AFTER organizing two successful “Let’s Talk” orientation seminars, Guru Nanak Food Bank is arranging it’s third session of in Delta for the first time on April 16 at 12 noon at North Delta Secondary School, 11447 82 Avenue.

Ravi Parmar launches campaign for BC NDP nomination in Langford-Juan de Fuca

Chair Ravi Parmar launched his campaign on Wednesday for the BC NDP nomination in Langford-Juan de Fuca. The seat became open when former premier John Horgan retired at the end of March.
“No one can replace John Horgan – those are big shoes to fill,” says Parmar. “But I’m excited to bring my energy and experience to help build on his extraordinary record of service to the people of this constituency.”
Parmar thanked the many people –including Horgan – for encouraging him to put his name forward. He said that he will work to earn the support of every person in the constituency.
“The BC NDP in Langford-Juan de Fuca has a long tradition of electing strong MLAs to fight for good jobs and better health care, education, housing and childcare,” says Parmar. “With one the youngest and fastest growing populations in the province, we can’t let up. We need to improve our transportation infrastructure, protect our environment, and promote local small businesses. As MLA, I will work hard for our constituency and for a strong BC that works for everyone.”
Born in Victoria and raised in Langford by parents who immigrated to Canada, Parmar began advocating for his community at a young age. In high school, Ravi mobilized his fellow students to put pressure on the BC Liberal government resulting in the construction of two new high schools to replace the old Belmont Secondary.
Soon after, Parmar was elected as a School Trustee to the Sooke School District — the youngest school trustee in the country. In 2017, he was acclaimed Board Chair. In that role he oversaw the largest expansion of public education in the district’s history with brand new schools, expansions and an unprecedented 2,200 new student paces.

CALGARY: RCMP Federal Policing’s Integrated Market Enforcement Team (IMET) has charged five individuals, including Amarjit Panesar, 56, of Surrey, for money laundering and theft for their role in a sophisticated brand hijacking scheme.
In December 2021, IMET began investigating allegations of fraud via the use of an imposter website imitating a legitimate investment firm after receiving a referral from the Alberta Securities Commission. The website, which listed contact information for fraudulent representatives, attracted numerous investors seeking high interest investment opportunities via online search engines.

All five accused have been charged with fraud over $5,000; theft over $5,000, possession of proceeds of crime over $5,000; and laundering proceeds of crime.
Barlas, Stevenson and Tabatabaie appeared in Calgary Provincial Court on March 6. Hoang appeared in Calgary Provincial Court on March 9.
Panesar was scheduled to appear in Calgary Provincial Court on April 13.

This investigation revealed a nefarious and elaborate interprovincial scheme that preyed upon Canadians and their hard-earned money. With the support of various police and partner agencies, we were able to bring these individuals to justice and stop others from being targeted. Firearms, ammunition, drugs and cash seized during traffic stop in Abbotsford
15-year-old stabbed on Delta’s McCloskey Elementary School grounds
ON Wednesday, April 12 at 9:40 p.m., Delta Police responded to a stabbing that occurred on the grounds of McCloskey Elementary School.
Officers provided first aid to a 15-year-old victim with stab wounds. The youth was transferred to a local hospital and is in stable condition. The injuries have been classified as non-life-threatening.
The investigation has determined the victim was targeted. There is no known connection to any other high-profile assaults in the Lower Mainland involving youth.
Police said that though the incident occurred on school grounds, there is no

Police plainclothes officers were conducting routine patrols in the 32000-block of Mt. Waddington Avenue when they observed a brown jeep owned by a known offender leave a problem residence in the area. A short time later, a traffic stop was conducted.
Police said that four occupants were present in the vehicle at the time of the stop. One of the occupants, a 34-year-old man, was arrested on outstanding warrants for possession of stolen property and driving offences.
A second passenger, a 43-year-old man
known to police, had two firearms in plain view at his feet. During a further search of the vehicle incident to his arrest, officers located an additional firearm, ammunition, drugs and cash.
Police said they are recommending a variety of firearm and drug charges in this case.

Man in custody after assaulting SkyTrain passengers and attacking Transit Police officer with knife
ONE man is in custody and facing charges after he allegedly assaulted several passengers on board a Millennium Line SkyTrain and attacked a Transit Police officer in Burnaby.
On Monday, April 10, shortly after midnight, a man on board an eastbound Millennium Line SkyTrain allegedly aggressively approached a man whom he didn’t know, swore at him, and shoved him with both hands. The suspect then approached a second man, also shoving him. The suspect continued to act in an erratic manner, waving his arms and yelling.
Both victims exited the SkyTrain at Sperling Station where they called 9-1-1. The suspect stayed on the train.
Metro Vancouver Transit Police officers intercepted the train at Lougheed Station and located the suspect. As officers attempted to speak with the suspect, he struck one of them in the face and fled toward the intersection of Austin Road and Grande Promenade, just west of North Road.
Police pursued the suspect on foot and caught up with him near the busy intersection. During the interaction with police that
followed, the suspect allegedly produced a knife, stated that he would kill the officer, and slashed at her with the knife, ripping her jacket. A Conducted Energy Weapon (Taser) was deployed, but was ineffective. One shot was fired by police, but it did not strike the suspect. Several more officers arrived on scene and the suspect was taken into custody without further incident.
Transit Police are recommending several charges for 37-year-old Kyle Evan Grant of no fixed address, including assaulting a police officer, uttering threats, possession of a weapon for a dangerous purpose, and willful obstruction. Grant remains in police custody, awaiting a psychological assessment before answering to his criminal charges.
“Transit Police officers put their lives on the line every day to help keep the community that they serve safe. We are thankful the suspect was taken into custody without serious injury to anyone,” said Constable Amanda Steed.

Vancouver police seize $7.8 million fentanyl, cocaine in joint forces operation
A Vancouver Police drug investigation has shut down a major fentanyl lab and intercepted nearly $8 million in illicit, deadly drugs that were destined for distribution in the Lower Mainland and on Vancouver Island.
“Every day in British Columbia, more people die and new people become addicted to illicit drugs that are manufactured and trafficked by organized crime groups that operate in plain sight,” said Inspector Phil Heard, commanding officer of VPD’s Organized Crime Section. “While the results of this investigation are impressive, there is much more work that needs to be done to address B.C.’s overdose crisis and the criminals that profit from it.”
VPD’s Organized Crime Section launched Project Toluene in January, focusing on a group of criminals that were manufacturing and trafficking illicit drugs at various locations throughout the region. The investigation led police to a fentanyl lab operating inside a house in a residential Richmond neighbourhood. On March 21, with assistance from Richmond RCMP and B.C’s Combined Forces Special Enforcement Unit, Vancouver Police executed a search warrant to dismantle the lab.
Investigators seized more than seven kilograms of suspected fentanyl, 800 grams of methamphetamines, and $39,000 cash
from inside the lab. A man arrested near the lab was found in possession of an additional 15 kilograms of suspected fentanyl, along with two kilograms of cocaine and nearly $48,000 cash in a nearby vehicle.
VPD’s Emergency Response Team later executed a search warrant at a condo tower in Vancouver’s Coal Harbour, believed to be operated by the same organized crime group, and seized an additional 4.7 kilograms of fentanyl, and $272,000 cash.
In total, investigators seized:
* 27.7 kilograms fentanyl
* two kilograms cocaine
* 800 grams methamphetamines
* $365,000 cash
“Drug investigations are complex, and we’re committed to doing everything we can to root out the criminals who endanger our communities,” said Heard. “We’re grateful to our partners at Richmond RCMP and CFSEU for their assistance in this investigation, and we will continue working with other law enforcement agencies to target organized criminals who produce illicit drugs.”
Three men initially arrested by Vancouver Police have been released pending completion of the investigation. Multiple charges related to production of controlled substances, and possession of controlled substances for the purpose of trafficking, will be recommended against the suspects.

OTTAWA Police on Tuesday said that to celebrate National Public Safety Telecommunicators Week, April 10 to 15, they asked some of their 911 agents to share some of the more outrageous calls they’ve received while on duty:
* A person called 911 upset that her spouse wouldn’t keep to the agreed schedule of who gets to sleep alone in the master bedroom and wanted police to intervene.
* Another caller dialed 911 wanting the barista arrested for putting sugar in their coffee, they felt it was done maliciously.
RCMP look for white male suspect after mischief to Surrey Museum cenotaph
SURREY RCMP have requested the public’s assistance in identifying a person of interest in relation to a mischief to the cenotaph located outside the Surrey Museum at 17710 56A Avenue.
The incident occurred on March 29 at approximately 1:30 a.m. The suspect was observed dismantling the statue of the Kneeling Solder as well as damaging various items outside of the Museum.
The suspect is described as a white male, approximately 30-35 years old, medium build, approximately 170 lbs, with brown shoulder length hair, brown goatee beard and wearing prescription glasses (see photo). He was last seen wearing a black jacket with a blue shirt underneath, black pants, and white runners with blue shoe laces.

Dedicated hubs target repeat violent offending
THE Province announced on Wednesday that it is helping keep people safe by creating hubs of police, dedicated prosecutors and probation officers focused on tackling repeat violent offending in every region of the province.
Twelve hubs are part of the Repeat Violent Offending Intervention Initiative, which is focused on targeted enforcement as well as enhanced investigation and monitoring. The initiative is structured to meet the unique needs of each community.
The hubs will work with local stakeholders and other existing programs, such as situation tables and Assertive Community Treatment teams, through collaborative information sharing.
“Ensuring safe communities means we need to work in a co-ordinated and determined way,” said Premier David Eby. “These new regional hubs will help prosecutors, police and corrections officials focus on addressing specific repeat prolific offenders to keep communities safe. This will deliver serious consequences for those who repeatedly break the law, while also making sure targeted services are available to those who are ready for them.”
Mike Farnworth, Minister of Public Safety and Solicitor General, said: “Everyone deserves to feel safe in their community, wherever they live. The rise in repeat violent offending is top of mind for British Columbians and it’s also a top priority for our government. We’re taking action by standing up 12 hubs throughout B.C. to harness the expertise and experience that will disrupt repeat violent offending and make a real difference in B.C. neighbourhoods.”
The hubs will be based in Nanaimo, Victoria, Vancouver, Surrey, New Westminster, Abbotsford, Kamloops, Kelowna, Cranbrook, Prince George, Williams Lake and Terrace. Each hub will
serve surrounding communities within its region, co-ordinating responses across the justice system and connecting offenders with the services they need to support better outcomes.
“Crimes committed by repeat violent offenders continue to be a concern across the country,” said Niki Sharma, Attorney General. “These are tough challenges that require a co-ordinated approach. That’s why we’re investing in dedicated Crown counsel to provide criminal law advice, and independent prosecutorial support and services to support the hubs and help build safer, more just communities.”
The Repeat Violent Offending Intervention Initiative will be supported by the new Special Investigation and Targeted Enforcement (SITE) program. The Province is investing $16 million over three years so law enforcement can strengthen targeted investigations of repeat violent offending cases and improve information sharing between police agencies.
SITE will expand police investigative resources and targeted enforcement capacity and allow police agencies to enhance co-ordination and share information quicker. This funding will make enforcement more effective, improving information gathered for prosecutors and boost police capacity for collaboration.
The Repeat Violent Offending Intervention Initiative and SITE will advance the Safer Communities Action Plan’s goals of strengthening enforcement to hold individuals accountable, and leveraging services to create safe, healthy communities for everyone.
The Safer Communities Action Plan aligns with recommendations from several community safety reports, including the Special Committee on Reforming the Police Act and the BC First Nations Justice Strategy.
B.C., Metro Vancouver partner to develop thousands of new affordable homes
THE Province, through BC Housing, and Metro Vancouver, through the Metro Vancouver Housing Corporation, are working collaboratively to build new affordable housing for people in the Metro Vancouver region.
“Through our new Homes for People action plan, our government has signalled that we are committed to working with local governments to address the urgent need for housing in our province and deliver the homes people need, faster,” said Ravi Kahlon, Minister of Housing, on Wednesday. “The new units created through this partnership with Metro Vancouver will help create more affordable, sustainable and safer communities. We will continue to work with our partners to build safe and affordable housing that enables people thrive.”
BC Housing and Metro Vancouver have signed a memorandum of understanding (MOU) that will result in the construction of approximately 2,000 affordable homes over the next 10 years at priority sites identified by Metro Vancouver. The first phase includes the following sites:
* 788 West 13th Avenue, Vancouver
* 7730-6th Street, Burnaby
* 7388 Southwynde Avenue, Burnaby
* 19085-119B Avenue, Pitt Meadows
* 1144 Inlet Street, Coquitlam
The first phase of projects will provide approximately 660 new homes at five sites, supported with a provincial investment of $158 million over the next three years. Subsequent funding will be announced for the additional sites at a later date. Metro Vancouver is contributing land and cash equity valued at more than $217 million over the 10 years, and is working to leverage federal funding support.
“Our region is mired in a worsening housing crisis, and Metro Vancouver is working to significantly expand our housing portfolio so we can continue to support
healthy, inclusive communities,” said George Harvie, Chair, Metro Vancouver board of directors. “The Salal Landing project in the heart of Port Coquitlam is one of many projects Metro Vancouver has planned or underway to increase and renew our supply of affordable housing.”
Metro Vancouver has a history of partnering with the Province to build muchneeded housing. The Province, through the Building BC: Community Housing Fund, is providing $7.9 million toward Salal Landing, a five-storey building for families, seniors and people living with disabilities in Port Coquitlam with low to moderate incomes. Located at 2481 Welcher Avenue, the building will have 63 units with a mix of studio, one-, two- and three-bedroom homes. All homes will be accessible or meet universal design standards to support people living with disabilities, which will help seniors to age in place.
“The City of Port Coquitlam supports a range of housing types and tenures allowing a diversity in people to live here,” said Brad West, Mayor, Port Coquitlam. “Our community is close knit and a supportive one that welcomes all to be part of our growing city. Council has been supportive of this development as part of a range of actions by the city to improve housing affordability in Port Coquitlam.”
Metro Vancouver will own and operate Salal Landing. Construction is expected to be complete in spring 2024.
“This new building is a great step toward addressing lack of affordable housing for people with low to moderate income in our community,” said Mike Farnworth, MLA for Port Coquitlam. “Partnerships are key to success on these projects, so our government is proud to be working with Metro Vancouver Housing Corporation to help deliver the affordable homes that people need in Port Coquitlam and throughout the region.”

Amritpal Singh’s close aide Papalpreet Singh brought to Assam’s Dibrugarh jail
Guwahati (IANS): Papalpreet Singh, the main associate of fugitive ‘Waris Punjab De’ chief and self-styled radical Sikh preacher Amritpal Singh, who was arrested in Punjab’s Amritsar district on Monday and detained under the National Security Act (NSA), was brought to Assam’s Dibrugarh jail on Tuesday.
Inspector General of Police Sukhchain Singh Gill said on Monday that Papalpreet Singh was held under the NSA by the Amritsar Rural Police and that six other cases have also been registered against him, he said. He said Papalpreet Singh was arrested from Amrtisar’s Kathu Nangal area.
(However, there is no information about Amritpal Singh himself.)
“Under the instruction of the Punjab CM [Chief Minister], Punjab Police have been successful in arresting Papalpreet Singh. He has been detained under the NSA. There are six other cases that have been registered against him. Action will be taken against him as per law,” said Gill.
After reading out his statement in English, Hindi and Punjabi, Gill refused to take questions relating to the arrest of Papalpreet Singh and on absconder Amritpal Singh against whom the NSA has also been invoked.
Papalpreet Singh is a Khalistani activist who called himself a journalist before ending up as a media advisor to the radical preacher. A resident of Amritsar district, he was earlier arrested for his alleged links to Pakistan’s Inter-Services Intelligence (ISI) in 2015.
Amritpal Singh has been evading arrest, changing his location and looks multiple times, since March 18 when the police launched a massive crackdown to arrest him while he was on his way to Jalandhar but he managed to escape on a motorcycle.
On Tuesday, a team of Punjab police arrived at Dibrugarh’s Mohanbari airport with Papalpreet Singh and were received by Assam police. He was then taken to Dibrugarh central jail under tight security.

Amrtipal Singh, including his uncle Harjeet Singh, have been lodged in Dibrugarh central jail. With Papalpreet Singh, the total number of detainees of Waris Punjab De outfit in the jail has risen to nine. All of them have been arrested under the National Security Act (NSA). Meanwhile, Assam police have maintained a silence on bringing Amritpal Singh’s aides to Dibrugarh jail. Earlier, Assam Chief Minister Himanta Biswa Sarma said that it was an exercise between the police teams of two states.
New Delhi (IANS): The Aam Aadmi Party (AAP) was on Monday accorded the status of a national party by the Election Commission, even as Sharad Pawar’s NCP and Mamata Banerjee’s Trinamool Congress lost their national party status along with the Communist Party of India (CPI).
In an order issued on Monday, the ECI also withdrew the state party status given to the late Ajit Singh’s Rashtriya Lok Dal (RLD) in Uttar Pradesh, the Bharat Rashtra Samithi (BRS) in Andhra Pradesh, the PDA in Manipur, the PMK in Puducherry, the RSP in West Bengal, and the MPC in Mizoram.
The Commission said that the AAP has been nominated as a national party according to its electoral performance in four states namely Delhi, Goa, Punjab and Gujarat. The Arvind Kejriwal-
led party is in power in Delhi and Punjab.
The poll panel said that the status of the NCP, the CPI, and the Trinamool as national political parties would be withdrawn.
The BJP, the Congress, the CPI-M, the Bahujan Samaj Party (BSP), the National People’s Party (NPP) and the AAP are now the main national parties.
The EC also announced that the NCP and the Trinamool will be recognised as state parties in Nagaland and Meghalaya, respectively, based on their performance in the recently concluded Assembly elections.
It also granted “recognised state political party” status to the Lok Janshakti Party-Ram Vilas in Nagaland, the Voice of the People Party in Meghalaya, and the Tipra Motha in Tripura.

MISSISSAUGA, Ont. – Nissan Canada and Nissan Sentra Cup organizers recently announced the official 2023 schedule for the Canadian Motorsport Series, which will feature six events with two races at each, across four venues in Québec and Ontario from May until September 2023. The Nissan Sentra Cup debuted on Canadian road courses in 2021 and was an immediate success among competitors and fans with no less than 36 drivers competing in the season, before reaching a record 43 participants last year
Since 2017, at the time of the Nissan Micra Cup, all the way to 2022, the season has always started in Ontario. This year, it will begin at the Circuit Mont-Tremblant, as part of the Spring Classic event from May 26 to 28. This track hosted the Nissan Micra Cup’s first ever event in 2015.
For 2023, races will be held in at Circuit Mont-Tremblant, Grand Prix de TroisRivières, Montréal-Mirabel International Canadian Tire Motorsport Park in Ontario.
After two events in two weekends, a short break will await the competitors before returning to the Circuit Mont-Tremblant for the grand finale of the season. The Fall
Classic has hosted every final round of the series since its launch.

Experience the fear first hand as this Mongrel Media release is now on view at many Cineplex Cinemas and Landmark Theatres across B.C.
Big names in a Canadian movie? That’s hard to comprehend as Simulant comes across as an ominous look at artificial intelligence blended with that District 9 big brother atmosphere.
Avatar’s own Sam Worthington must have taken a considerable pay cut to stake out his territory as a lost in luck corporate agent whose tasked with making sure his paymaster’s simulant program runs smoothly.
Too bad for this corporate behemoth that some of their life-like models have a few fuses loose. So the
chase is on to lasso these outlier robots before they wreck havoc on their unsuspecting owners and society at large.
You have to give credit to the writers of this engaging science fiction escapade.

Unsolved Crime: Stabbing; Date: April 10, 2023; File#: 23-5589 Location: New Westminster
On April 10th at approximately 11:00 pm New Westminster Police Department Officers responded to the Columbia SkyTrain Station for a report of a stabbing. Upon arrival patrol officers located the victim, who was provided with first aid and was transported to hospital. The New Westminster Police Major Crime Unit was deployed and Detectives have been actively gathering evidence and speaking to witnesses. Police learned that an altercation took place between two groups inside the SkyTrain station resulting in the victim being stabbed. Three suspects then fled the SkyTrain station onto Columbia Street. The victim and
suspects are not known to each other.
The suspects are described as follows:
Male Suspect #1 – Olive
complexion, Thin moustache, approximately 18-20 years old, and wearing a black shoulder bag, black colored beanie, grey hoody, burgundy colored jacket, blue jeans, and black shoes.

VANCOUVER, BC - The British Columbia Real Estate Association (BCREA) reports that a total of 7,118 residential unit sales were recorded in Multiple Listing Service® (MLS®) systems in March 2023, a decrease of 38.3 per cent from March 2022. The average MLS® residential price in BC was 961,451 down 11.6 per cent compared to the average price of close to $1.1 million in March 2022, recorded near the market’s peak. The total sales dollar volume was $6.8 billion, representing a 45.5 per cent decrease from the same time last year.
“The BC housing market is currently characterized by slow sales but also still very low levels of listings,” said BCREA Chief Economist Brendon Ogmundson.
“Consequently, even though home sales remain about 20 per cent below normal levels for this time of year, the average home price in BC has now risen two
months in a row, reaching its highest level since May 2022 as markets tighten due to a lack of supply.”
Active listings in the province are up 25 per cent compared to this time last year but have fallen for the second straight month

Fish Oil: Superhero of Supplements
YOU may be forgiven if you are unfamiliar with Aquaman, a superhero who breathes underwater, communicates with sea creatures, and possesses superhuman strength and agility. But revisit past columns if you haven’t learned that fish are the real superheroes. Why? Because when mere mortals consume fish, their bodies gain extraordinary powers to fight the arch-nemesis of illness.
Studies have repeatedly shown that the omega-3 fatty acids found in fish oil have remarkable health benefits, including reducing the risk of heart disease, improving cognitive function, and reducing inflammation throughout the body.
To gain these benefits, eating enough fatty fish, like salmon and mackerel, isn’t easy, especially with high food prices. For a fraction of the cost, fish oil supplements are a no-brainer.
What’s preventing some people from taking this superhero of supplements?
Some people suffer from “fish burps”. It’s what happens when your digestive system lets out a little aquatic airfare, and a pungent reminder of your fish oil supplement.
The prevalence of burping or other gastrointestinal side effects when taking omega-3 fish oil supplements can vary depending on the individual. Some studies report that 30% of individuals may experience gastrointestinal symptoms such as burping, heartburn, or diarrhea. Most people experience no effects at all.
Why do people burp from fish oil? The main reason is that fish oil is a rich source of omega-3 fatty acids, which can be difficult for the body to digest, leading to the release of gas, which causes burping.
For those who are affected by burping, taking fish oil supplements can be a real problem. Not only is the burping unpleasant and embarrassing, but it can dissuade people from taking fish oil altogether, leaving them without the health benefits.
The likelihood of experiencing burping or other gastrointestinal side effects may also depend on the dose and formulation of the supplement being used.
And that’s where there is a good solution to the burping problem. Look for a fish oil supplement that offers a form more readily accepted by the stomach. One example to be found at health food stores is Certified Naturals Omega3X fish oil containing MaxSimil, which is predigested with enzymes, leading to better absorption and making it much less likely to cause burps.
To explain, omega-3 fatty acids are a type of polyunsaturated fat that are often found in the form of triglycerides. Triglycerides are the main form of fat in the human body and in the food we eat. They consist of a glycerol molecule and three fatty acids. In consuming omega-3 fatty acids, the role of the digestive system is to capture them for use as energy.
But our bodies contain a lot of water, and these oily triglycerides therefore can pass right through the body’s digestive system and out the other end, all benefits missed. The purpose of using enzymes is to convert the fats from a triglyceride to a monoglyceride. Monoglycerides are the form of fat that our body must convert fish oils into, so having it pre-digested into a monoglyceride makes it easier for our system to absorb, and thus less burping.
In another approach to reduce burping, some supplements involve gelcaps that are enteric-coated for delayed release, but these can contain undesirable plasticizers.
For some, no matter how good the
supplement, burping can remain a problem. Try refrigerating the capsules and taking them with food. Remember, accepting a little burp is better than forgoing the benefits.
If persistent or severe burping persists, talk to your healthcare provider, as these
symptoms may indicate an underlying health condition or allergy.
