SNOVER Singh Dhillon of Brampton, one of two men from Canada who Punjab Police have accused of involvement in the conspiracy to murder prominent international kabaddi player Sandeep Singh, alias Sandeep Nangal Ambia, of the United Kingdom, has a very controversial background that National Post’s Tom Blackwell reported this week.

Blackwell said: “In 2011, Dhillon was convicted of two separate fraud offences. In one case he posed as a credit counsellor and took $10,000 from clients’ bank accounts; in another he passed himself off as a real-estate broker and absconded with $14,000. He was also fined by regulators

SURREY Police Service (SPS) continues to move forward as Surrey’s transition to a municipal police service progresses. Over the past month, we have reached two more significant milestones with the signing of the first collective agreement for our officers, and the deployment of our second group of officers into policing operations. The collective agreement between the Surrey Police Union and the Surrey Police Board is one that truly represents the values of a modern, progressive police service. As SPS, we believe that if we take good care of our people, our people will, in turn, be better able to take care of the community they serve. It is a philosophy rooted in a belief that wellness impacts all aspects of our personal and professional lives. The Surrey Police Board has posted the collective agreement on their website for full public access (www.surreypoliceboard.ca). At the end of March, 25 more experienced SPS police officers were deployed into policing operations in Surrey. We now have 66 SPS officers patrolling the streets of Surrey and responding to calls for service, alongside the Surrey RCMP. This is part of the phased, integrated policing transition that puts public safety first. Over time, our deployment numbers will grow and, eventually, SPS will become the official police of jurisdiction for Surrey. While the timeline has not yet been set for the transition of policing command, SPS is working hard to ensure we have the technology, equipment, and resources in place to make this

a smooth transition. We also recently welcomed 20 more police officers to SPS, bringing the total number of sworn officers working at SPS to 196. Our recruiting team has done an outstanding job of hiring a diverse group of employees who are reflective of the community we serve. Forty percent of our officers come from a culturally diverse background, with 20% identifying as South Asian, and 21% speaking Punjabi and/or Hindi. We believe that a diverse workforce will help SPS to hear and understand the concerns, perspectives and needs of citizens more effectively. The role of law enforcement creates a very special need for understanding a multicultural society. It is SPS’s responsibility to share knowledge with all community members about personal safety and crime prevention so, collectively, we can keep our communities and families safe. Multiple bullets were pumped into his head and chest. The disturbing video of the crime went viral. On March 19, The VOICE reported that Punjab Police announced that they had solved the case with the arrest of four men and alleged that they had identified three conspirators settled in Canada and Malaysia. The Times of India newspaper reported on Thursday (March 31) from Jalandhar, Punjab, that a fifth man had been arrested in the case. SSP Satinder Singh told the media that the accused, Yadwinder Singh, had provided shelter to the killers. He had also helped them in conducting reconnaissance of the crime scene and had

been present when the murder took place. He is a close relative of Simranjit Singh alias Jujhar Singh of Pilibhit, Uttar Pradesh, who had been arrested along with three other accused: Fateh Singh of Sangrur, Kaushal Chaudhary of Naharpur Roopa in Gurugram, and Amit Dagar of Maheshpur Palvan village in Haryana. He said two pistols and ammunition were also recovered from him. Three Non-Resident Indians (NRIs) - Snover Dhillon, a native of Amritsar and resident of Brampton, Ontario, who is a producer and director at Canadian Sath TV and Radio Show; Sukhwinder Singh alias Sukha Duneke alias Sukh Singh, a native of Duneke village, Moga, who has been a resident of Canada for the last few years; and Jagjit Singh alias Gandhi, a native of Dehlon, Ludhiana, who is a resident of Malaysia at present – have also been booked in the case as the main conspirators. Director General of Police (DGP) V.K. Bhawra had said on March 19 that during interrogation, one of the ac-

cused, Fateh Singh, had disclosed that Snover Dhillon had formed the National Kabaddi Federation of Ontario and tried to convince different players to join his federation. However, most of the renowned players were associated with ‘major league kabaddi’ being managed by Sandeep Singh, rendering Snover’s federation unsuccessful, Fateh told police. He also admitted that he had also pressured some players to join Snover’s federation, according to Bhawra. Dhillon is listed as one of four directors of the National Kabaddi Federation of Ontario that was incorporated just this January. According to federal records, the other three directors are Harmanjit Chahal, Satnam Chahal and Sukhwinder Mann, all of Brampton. (The allegations against the accused have not been proven in a court and are those made by Punjab Police.) Meanwhile, National Post’s Blackwell, who has written on Snover Dhillon several times over the years, wrote this week that in 2018 he was hiring

himself out to people who wanted to win Conservative nominations. He used to gather supporters needed to win in a one-member, one-vote system. “Leaked emails suggest that one would-be candidate paid him $22,000 for the service. He was accused of unethical methods, such as paying for memberships and bringing in members from other ridings to vote for his clients, but Dhillon denied any such wrongdoing and suggested he was the victim of racism because of his Sikh origins,” Blackwell added. Dhillon also admitted to receiving a list of customers of Ontario’s 407 toll highway that the company reported had been taken in an internal theft, but said he was not aware of the list’s origins, Blackwell wrote. He also noted that Dhillon at the time had a longstanding relationship at the time with Brampton Mayor Patrick Brown, who resigned as Ontario Conservative leader in 2018. Brown is now one of the candidates for the federal Conservative Party leadership.

IN the first few months of this year, Prince George RCMP has entered into three homicide investigations that police believe indicate a rising gang conflict in the city. Investigators in the Serious Crime Unit are working together to determine if there is a nexus between these files, and are collaborating with the Street Crew Unit and frontline members to identify those who are involved. The investigations to date indicate these incidents are the result of targeted acts aimed at specific individuals within the drug trade. “We have also reached out to the Combined Forces Special Enforcement Unit’s Uniform Gang Enforcement Team for support with enhanced visibility and proactive enforcement in Prince George,” said

The victim was transported to hospital but did not survive his injuries. The victim, 38-year-old Prince George resident Derek Mitchell was well known to police. The investigation later determined his death was the result of a homicide. March 12: Prince George RCMP received a report of a deceased male in a residence on the 600-block of Irwin Street. Although initially reported as

a suspicious death, the investigation to date indicates this was the result of a homicide, police say. The victim, 44-year-old Prince George resident Robert Gordon Elliott, was known to police. March 29: Early in the morning, Frontline police received a report of gunshots heard in the area of the 700 block of Irwin Street. Investigators located evidence indicating recent gunshots toward a residence in that neighbourhood. The occupants of the location are known to police for their involvement in the drug trade. Police are looking for any witnesses to what occurred this morning between 5 a.m. and 5:30 a.m., or for anyone with video surveillance or dash cam footage from that time to speak with police. No one was injured in this event.

Punjab to appoint nodal officers to redress issues of Non-Resident Indians

Photo: Facebook Chandigarh (IANS): Punjab NRI Affairs Minister Kuldeep Singh Dhaliwal on Tuesday said the government has decided to appoint nodal officers in all 23 districts for the convenience of Non-Resident Indians (NRIs), and will set up special courts in Amritsar, Patiala, Ludhiana and Bathinda districts. Chairing a high-level review meeting with officials of the NRI Affairs Department and members of the NRI Commission, he issued directions that the appointment of the nodal officers should be made in a transparent manner and the working of these officers should be reviewed by the Deputy Commissioners on a regular basis. Dhaliwal said the government has continuously been working with full zeal and commitment to resolve the issues of Punjabis residing in foreign countries and requisite directions have also been issued to the Special Chief Secretary of the department. Special courts will be set up in districts of Amritsar, Patiala, Ludhiana and Bathinda to resolve cases related to NRIs in a time-bound manner and directions have been issued to the department to initiate the process, he added. Dhaliwal said the state would also coordinate with the Union government and embassies to resolve the problems of NRIs. The government would honour NRIs who have done commendable work in various walks of life, he added.

B.C. declares April 14, 2022, as ‘Dr. B.R. Ambedkar Equality Day’ THE Province of British Columbia on Thursday issued a proclamation declaring April 14, 2022, as “Dr. B.R. Ambedkar Equality Day.”

Canada expands simplified renewal process for passports SEAN Fraser, Minister of Immigration, Refugees and Citizenship, and Karina Gould, Minister of Families, Children and Social Development, on Thursday announced the expansion of the simplified renewal application process for Canadian passports. Beginning today, March 31, Canadians in Canada and abroad can now use the simplified process to renew an expired passport as long as it was issued within the last 15 years. The simplified process is also available to individuals who had their passport lost, stolen or damaged. Previously, the simplified renewal process wasn’t available for passports expired longer than a year or those that were lost, stolen or damaged. With the simplified renewal process, applicants don’t need to have a guarantor or to provide their original documents, such as proof of citizenship or photo identification. They simply need two photos, two references, their completed form and the applicable fees. These changes make renewing a passport easier, while maintaining the highest level of program integrity, the government said. With the easing of COVID-19 travel restrictions, the demand for passports—both new and renewals— has started to increase and is returning to pre-pandemic levels. The government recommends that Canadians apply early and not finalize any travel plans until they have received their new passport. Fraser said: “As international travel resumes, we need to continue to modernize and improve our passport services to make sure we meet the needs of Canadians. Simplifying the renewal process will make it easier and faster for Canadians to get their passport, and is another step toward greater modernization while prioritizing the health and safety of Canadians and our employees.” Gould added: “Balancing health and safety guidelines with Canadians’ ongoing needs for services has been at the forefront of our efforts since the beginning of the pandemic. As restrictions ease, we will continue working to improve service delivery in order to be more modern and efficient, and ultimately to provide the best experience possible for all Canadians.”

Canada has welcomed over 108,000 new permanent residents so far this year SEAN Fraser, Minister of Immigration, Refugees and Citizenship, on Thursday announced that Immigration, Refugees and Citizenship Canada (IRCC) surpassed its goal to make 147,000 permanent residence final decisions in the first quarter of 2022—doubling the number of final decisions in the same time period in 2021. Through these efforts, Canada has welcomed over 108,000 new permanent residents so far this year. In addition, Canada has exceeded its citizenship goals for 2021–2022, with over 210,000 new Canadian citizens. IRCC is modernizing and increasing its services for people who want to become Canadians, including offering online testing, virtual citizenship ceremonies, and an online application tracker to stay updated on their files. These new achievements are the result of IRCC’s ongoing commitment to improving client service. IRCC made over half a million decisions and welcomed over 405,000 new permanent residents in 2021—the greatest number of newcomers in a year in Canadian history. Following a record year for study permits in 2019, IRCC increased its output by 32% in 2021 by finalizing almost 560,000 study permit applications. In the same year, nearly 169,000 applicants—a record number—made the transition from worker status to permanent residence in Canada. Supported by additional funding of $85 million from the 2021 Economic and Fiscal Update, the IRCC is continuing its efforts to reduce application inventories accumulated during the pandemic. The funding builds on the work that has already been done to reduce wait times, such as hiring new processing staff, digitizing applications, and reallocating work among our offices around the world. IRCC said it remains dedicated to providing meaningful, timely, and transparent information to its clients. Fraser also announced on Thursday new updates to IRCC’s online processing times tool to provide clients with more accurate estimates of how long it will take to process their application. Most permanent residence and citizenship services will now use dynamic processing times, with updated calculations posted weekly, based on data from the previous 6 months. Dynamic processing times for temporary residence services are already in place, based on data from the past eight or 16 weeks. These changes will provide realistic and upto-date information for clients, and will reflect the volumes of applications being processed as well as the latest operational realities. They will allow those who want to come to Canada to live, work, and study to make plans based on a more accurate timeline. IRCC continues its work to digitize and modernize how it delivers its programs and services, so Canada can continue to be a destination of choice for people all over the world. Fraser said: “While navigating unprecedented challenges in Canada’s immigration system, we have kept client experience as our focus, leading to record levels of newcomers in Canada. Helping clients come to Canada quickly, with predictable processing times and efficient communication, remains a top priority for me. Kevin Falcon’s BC Liberals face uphill battle against Premier John Horgan’s BC NDP: Poll B.C. Premier John Horgan continues to be one of the most popular provincial leaders in the country, approved of by 55 per cent of residents, according to the latest Angus Reid Institute poll. New BC Liberal leader Falcon is not a new face to the B.C. political scene. The three-time MLA was a cabinet minister and deputy premier in the Liberal government of former Premier Gordon Campbell. He also narrowly lost a previous Liberal leadership election to Christy Clark in 2011. However, he has been out of politics since 2013, when he decided not to seek re-election. Falcon will have more than two years to re-introduce himself to B.C. residents before another provincial election is scheduled. Currently, 35 per cent say they have no opinion of him. The B.C. government is among the most praised provincial governments for COVID-19 management. Outside of Atlantic Canada, the BC NDP fares best in the country. Hells Angels’ Damion Ryan and 3 alleged B.C. Wolf Pack members among 22 charged in Manitoba RCMP’s international project The Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) and BC RCMP were among other national and international agencies that were involved. IN 2018, a Manitoba RCMP criminal analyst noticed some trends regarding the international importation of drugs into Canada. When investigators realized they were onto a large-scale domestic operation, Project Divergent was born. Through intelligence-led policing, the police uncovered a significant Canada-wide operation involving the trafficking of illicit drugs and firearms. The objective of the RCMP was to infiltrate the target groups and dismantle the drug trafficking and importation networks that involved individuals across Canada and internationally, according to Manitoba RCMP. Multiple police techniques were used to infiltrate the networks, and investigators began to see large-volume transactions happening with cocaine, methamphetamine, opiates, specifically fentanyl,

and assault-style firearms and ammunition. A connection with the Hells Angels was discovered. On February 23, Damion Ryan, a full patch Hells Angels member with the Attica chapter in Greece, was arrested in Ontario, which was a huge disruption to the supply chain of drugs and guns that he helped facilitate. [Damion Ryan was one of six gangsters with links to Vancouver whose photos, names and ages were released to the

media by Vancouver Police in May 2021. Vancouver Police said they posed a significant risk to the safety of the public. Vancouver Police Chief Adam Palmer at the time said: “Our police intelligence leads us to believe that the individuals we have identified today may be targeted by rival gang members. My greatest concern right now, related to the ongoing gang violence, is that an innocent bystander will be hurt or killed during a shooting targeting a gangster.” His

B.C. prepares to strengthen protections for homebuyers AMENDMENTS to the Property Law Act introduced on Monday will enable the creation of a new Homebuyer Protection Period to protect people buying a home in a challenging real estate market, the Province announced. The Homebuyer Protection Period, sometimes called a “right of recission,” responds to concerns that in the highly competitive housing market, buyers are reporting pressure to submit offers without basic conditions intended to protect their interests. The amendments would enable the creation of a period to give people buying a home more time to consider their offers, ensure financing and obtain a home inspection, instead of feeling like they need to waive these conditions. Regulations will be introduced this year to define the specific time homebuyers will have to exercise this right as well as the financial costs of retracting an offer. The legislation also allows

for regional variation within the province, recognizing the housing market varies between regions. “People need to have protection as they make one of the biggest financial decisions of their lives,” said Selina Robinson, Minister of Finance. “In our overheated housing market, we have seen buyers feeling pressure to waive conditions just to be considered, and new homeowners discovering costly problems only after a deal has closed. We want to make sure people buying a home have time to get the information they need to make a sound decision within limits that still give sellers the certainty they need to close sales.” A new homebuyer protection period is one part of the Province’s efforts to protect people during the home-buying process. The parameters of this new tool, as well as any other new consumer protections to be implemented, will be informed by the result

of a consultation that BC Financial Services Authority (BCFSA) completed with a range of real estate industry stakeholders, including home inspectors, appraisers, realtors, academics and representatives from the legal and financial services sectors. BCFSA’s analysis of the consultation is expected this spring and will inform development of the regulations that will implement the homebuyer protection period with the goal of having protection measures in place by summer. Helene Barton, Executive Director, Home Inspectors Association BC, said: “Every B.C. homebuyer must be allowed the opportunity to conduct their own due diligence prior to a purchase and avoid the high risk of buying without a home inspection.” Paul Taylor, President and CEO, Mortgage Professionals Canada, said: “The introduction of a short, unrestricted cooling-off period or a separate, longer period to ensure appropriate financing can be arranged would remove uncertainty from home purchases and sales, and potentially save both buyers and sellers considerable costs over time.”

B.C.’s Human Rights Commissioner urges Public Health Officer to maintain mask mandate B.C.’S Human Rights Commissioner Kasari Govender in a letter on March 16 urged the Public Health Officer Dr. Bonnie Henry to maintain the mask mandate to ensure protection for all. In a press statement on Monday, Govender noted that many students across B.C. returned to school this week amid a pandemic that has not ended, but without the protection offered by mask mandates. In her letter to the PHO, Govender wrote: “The hasty end to the provincial mask mandate will have profoundly unequal effects across society. Some of us are more vulnerable than others to the virus, and public health policy must consider these disproportionate impacts. Marginalized groups include immuno-compromised people, older people, Indigenous and racialized peoples, people with disabilities, and lowincome communities.” The Commissioner noted that by lifting the requirement to wear masks, many seniors and

people with disabilities will feel they must isolate themselves from society or risk their health. Indigenous peoples and racialized people are overrepresented in high-transmission work environments and are at greater risk because of higher incidences of chronic conditions, such as hypertension, diabetes, and heart disease. children under the age of five are not yet eligible for vaccination but will be attending schools without masks. “While many of us have the good fortune to

Province simplifying, strengthening paid sick leave AMENDMENTS to B.C.’s Employment Standards Act will strengthen paid sick leave legislation to protect workers and simplify the administrative process for businesses, the province said on Monday. Harry Bains, Minister of Labour, introduced changes to address two issues that have been raised since the five days of employer-paid sick leave came into effect on January 1, 2022. In the first case, business groups expressed concern that using “employment year” instead of “calendar year” to establish an employee’s annual paid sick leave entitlement is cumbersome because it requires a separate date for each employee based on the start date of their employment. For ease of implementation, the act is being amended to reference “calendar year,” which standardizes the annual

Harry Bains entitlement period for all employees regardless of the start of their employment. The total number of paid sick leave days per year will not be affected. It remains at five. In the second case, there were concerns that some employees were excluded from the full five paid sick days due to existing language in collective agreements. To ensure government’s intent that the paid sick leave entitlement is applied to all employees in B.C., the

clause that relates to collective agreements is being amended. After an extensive public consultation process, B.C. became the first province in Canada to implement a minimum standard of five days of paid sick leave every year. Research and experience in other jurisdictions has shown that most workers do not take their full entitlement of the sick days. Male shot in targeted attack in Surrey’s Whalley ON Friday at 11:30 p.m., Surrey RCMP received a report of possible shots fired in the area of 13303 Central Avenue in Whalley. Frontline officers with support from the Surrey Gang Enforcement Team attended the area and located evidence of a shooting. A short time later, a male arrived at a local hospital suffering from non-life-threatening injuries.

Surrey RCMP find Red Kia Optima in connection with Whalley shooting SURREY RCMP announced on Thursday that the Red Kia Optima they were looking for following Monday’s shooting in Whalley has been located. The Surrey RCMP Gang Enforcement Team located the vehicle unoccupied in the 12500-block of 115 Avenue while conducting proactive patrols. The vehicle has been

seized by police and is being processed. On March 28, at approximately 1 p.m., Surrey RCMP received a report of shots fired in the 10700-block of City Parkway. Surrey frontline officers along with the Uniformed Gang Enforcement Team of the Combined Forces Special Enforcement Unit – British Columbia (CFSEU-BC) attended the area

and located evidence consistent with a shooting. Police did not locate anyone with injuries and have no evidence to suggest anyone was struck. This was the fourth incident of shots fired in six days in Surrey. Indications are the three previous shootings (March 23-25) were targeted. Investigators are examining possible

links to the drug trade and Lower Mainland Gang Conflict. Anyone with information about this incident who has not yet spoken with police is asked to contact the Surrey RCMP at 604-599-0502, or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-8477 or www. solvecrime.ca.

Suspect fatally shot by Surrey RCMP officer BC RCMP has notified the Independent Investigations Office of British Columbia of an incident in Surrey where one man has died. On Friday at approximately 5:41 a.m., the RCMP received a complaint of an attempted armed robbery in the 14400-block of 108 Avenue in Surrey where the caller advised that a man reportedly pulled out a weapon on a woman and attempted to rob her. At approximately 5:42 a.m., police received a second call where a man near the location of the first call said he was the victim of a carjacking involving a weapon. Police officers attended the area and saw a vehicle matching the description of the one that was reported stolen speeding from the area. Shortly after 7 a.m., in the area of 142A Street and 87A Avenue, a Surrey RCMP frontline officer located a man matching the description of the suspect and a foot pursuit ensued. During the course of the foot pursuit there was a confrontation and the police officer fired their weapon, striking the man. First aid was provided and he was transported to hospital where he later died.

“There was a series of incidents this morning that have greatly impacted residents in our community, as well as all the officers who responded to the scene,” said Assistant Commissioner Brian Edwards, Officer in Charge of Surrey RCMP. “We are ensuring that all those affected by these incidents, including our officers, are supported during this difficult time. Our thoughts are with the family of the deceased man.” Surrey RCMP continue their parallel investigation into the series of events leading up to the man’s death, and ask anyone with information about those incidents to contact the Surrey RCMP Serious Crime Unit at 604-599-0502. The IIO BC has been notified and will be investigating the incident and the actions of the police officers. The area has been closed off to support the investigative needs. Witnesses are encouraged to contact the IIO BC. As the matter is now under investigation by the IIO BC, no further information will be released by police. $6 million in road paving contracts awarded by Surrey Council SURREY’S roads are getting a significant upgrade after Surrey Council approved $6 million in major road paving contracts during Monday night’s regular meeting. “The long and cold winter has taken a toll on our roads,” said Surrey Mayor Doug McCallum on Wednesday. “The upkeep of our roads ensures that our transport network moves smoothly for our citizens whether they drive, take transit, walk or bike. That’s why Council is making the investment to keep Surrey’s road network well maintained and in a state of good repair.” Two contracts were awarded to BA Blacktop Ltd. by Surrey Council, one in the amount of $3.3 million for Arterial and Collector Roads and the second in the amount of $2.7 million for the Major Road Network. The first contract includes repaving of Arterial and Collector Roads. Surrey RCMP say threats at Kwantlen University deemed unfounded

SURREY RCMP announced on Thursday that a lockdown that occurred at Kwantlen Polytechnic University’s Newton Campus had been lifted. On March 31, at approximately 12:15 p.m., police responded to a report that staff at Kwantlen Polytechnic University received a threat via phone. Out of an abundance of caution, the school was placed into a lockdown and there was a significant police presence surrounding the campus. Surrey RCMP were able to determine that there was not a legitimate threat. The lockdown has been lifted. Investigators will be continuing to investigate the origin of the phone call received. New Delhi: There will be “consequences” for any country, including India, that conducts local currency transactions through Russia’s central bank or constructs a payment mechanism that subverts or circumvents the United States’ sanctions against Russia, American Deputy National Security Advisor for International Economics Daleep Singh said in New Delhi on Thursday, hours before Russian Foreign Minister Sergey Lavrov landed. Over two days in Delhi, Singh met his counterpart Deputy NSA Vikram Misri , Commerce and Industries Minister Piyush Goyal, Foreign Secretary Harsh Shringla and officials in the Prime Minister’s Office and the Finance Ministry. In a first for the U.S. administration, Singh also publicly stated that India must not expect that Russia, as a “junior partner” of China, would assist India if there were more incursions along the Line of Actual Control. “I come here in a spirit of friendship to explain the mechanisms of our sanctions, the importance of joining us, to express a shared resolve and to advance shared interests. And yes, there are consequences to countries that actively attempt to circumvent or backfill the sanctions,” Singh told journalists between his official meetings. “We are very keen for all countries, especially our allies and partners, not to create mechanisms that prop up the [Russian] rouble, and those that attempt to undermine the dollar based financial system,” he stated in reply to a question from the media.

Indian Foreign Secretary Harsh Vardhan Shringla with U.S. Deputy National Security Advisor for International Economics Daleep Singh. This week, officials of the Bank of Russia, the country’s central bank, met Reserve Bank of India officials to discuss alternative payment mechanisms and routing through banks that are immune to international sanctions, and External Affairs Minister S. Jaishankar told Parliament that a special inter-ministerial group led by the Finance Ministry had been tasked with resolving the payment issues for import and export with Russia caused by the sanctions. When asked how India’s ties with Russia could affect its partnership with the U.S. in the Quad, Singh said there was a “shared recognition in the Quad that China is a strategic threat to a free open and secure Indo-Pacific.” “Russia is going to be the junior

partner in this relationship with China. And the more leverage that China gains over Russia, the less favourable that is for India, I don’t think anyone would believe that if China once again breached the Line of Actual Control, that Russia will come running to India’s defence,” he observed. Singh declined to comment on what the “consequences” he referred to were, and whether the U.S. would consider India’s purchase of the S-400 missile system from Russia, which has used a “rupee-rouble” alternate payment mechanism thus far, as eligible for the new sanctions as well as previous sanctions under the CAATSA (Countering America’s Adversaries Through Sanctions Act). He would rather keep those

discussions with the government “private”, he added. Singh said the U.S. “stands ready” to help India diversify its energy and defence hardware requirements if it chose to reduce its “dependence” on Russia, and that India’s intake of Russian oil at present did not violate the U.S.’s sanctions. “What we would not like to see is a rapid acceleration of India’s imports from Russia as it relates to energy or any other any other exports that are currently being prohibited by us or by other aspects of the international sanctions regime,” he noted. According to news agency Reuters, Indian oil refiners have bought more than 13 million barrels of Russian oil since the Ukraine war began on February 24, a steep rise from last year, when India bought 16 million barrels of Russian oil in all of 2021. Singh, who is the chief strategist on sanctions against Russia in the Biden administration, said he had spelt out the U.S.’s “fivechannel” approach to dealing with Russia over its war in Ukraine, during what he called an “honest dialogue” with officials in the government. The channels include a “financial shock” to Russia’s largest banks and its central bank- cutting off technology transfers to Russia, ejecting it from the international world order (including revoking the most favoured nation) status, ending borrowing privileges at the IMF (International Monetary Fund) and the World Bank, sanctioning rich individuals close to the Putin government and downgrading Russia’s status as a leading energy supplier.

Imran names US as country behind threat in ‘slip of tongue’

Islamabad (IANS): Pakistan Prime Minister Imran Khan addressed the nation on Thursday, days ahead of the voting on a no-trust motion moved against him by the Opposition in the National Assembly that will decide his fate, Dawn reported. “Since I joined politics, I have always said that neither will I bow down before anyone, nor will I let my nation bow down. It means I will not let my nation be a slave to anyone. I have never backed down from this stance,” Khan said. The Prime Minister then discussed the ‘threat letter’ that purportedly shows ‘evidence’ of a foreign conspiracy to oust his government. In what appeared a slip of tongue, he named the United States as the country behind the threat. “I am here today because on March 8 or 7, the United States... not the US... we got a message. For a free country, a message like this is [not only] against its Prime Minister but is also against the country [itself],” Khan said. “They knew beforehand that a no-trust move was coming. The no-trust motion was not even submitted [at the time]. It means that they (the

Biden stands by nominee for India envoy despite Senate stalemate New York (IANS): US President Joe Biden is standing by Eric Garcetti whose nomination to be the Ambassador to India has hit a roadblock at the Senate, according to a White House official. “The President has confidence in Mayor Garcetti (and) he believes he will be an excellent representative in India,” White House Communications Director Kate Bedingfield said on Wednesday. Two Republican Senators have blocked the Senate from voting on the nomination of Garcetti, who is the mayor of Los Angeles, over allegations that he knew about reports of sexual harassment by a former senior staff member and advisor but failed to act. And some Democrats are ambivalent about backing him in the Senate which has to approve appointments of Ambassadors. Garcetti’s nomination was approved by the Senate Foreign Relations committee which held a hearing in December 2021 on his nomination and heard his testimony and questioned him. Meanwhile with several crises, Afghanistan and Ukraine among them, buffeting US foreign policy, the ambassadorship in New Delhi remains

vacant. “This is an urgent national-security moment,” Garcetti told Bloomberg last week. “I think our country deeply feels that right now — and the importance of having someone on the ground in India.” The US has been uneasy about India not voting at the UN to condemn Russia’s invasion of Ukraine and its plans to buy cheap oil from Moscow. Earlier this month, the full Senate approved the nomination of career diplomat Donald Blome to be the Ambassador to Pakistan. The Foreign Relations Committee had approved his nomination at the same time as Garcetti’s. According to Politico, full Democrat support is in doubt because senators from the party have “privately raised concerns” about the allegations. Politico said that Democrat Senator Kyrsten Sinema “has offered doubts” and according to her spokesperson, she was “doing due diligence” on him. The Arizona Republic reported that Senator Mark Kelly was “joining other Democratic senators expressing concerns” about Garcetti. The allegations against Garcetti arise from a case filed by a policeman against the city. The policeman has charged in the suit that Garcetti’s former advisor and senior staffer Rick Jacobs had harassed him while he was in Garcetti’s security detail. Garcetti was asked about it when he appeared before the Senate Foreign Relations Committee and he had denied knowing about the allegations against Jacobs. Republican Senator Chuck Grassley, who put a hold on Garcetti’s nomination is conducting an investigation into allegations of misconduct against Jacobs and if the mayor had known

about them. Grassley told The Los Angeles Times he didn’t have a definite date when the probe would be completed and that it could be after the Senate recess which ends on April 25. The newspaper said that some other staff in Garcetti’s office had also made allegations against Jacobs. Some of the senators are waiting for the outcome of the probe before deciding if they should vote for Garcetti, according to media reports. Democrat Senator Mazie Hirono told the Los Angeles Times” “I understand that he testified he didn’t know anything about it. I’d just like to get further corroboration on that situation.” But Democrat Senator Jeanne Shaheen, who questioned Garcetti about the allegations during his confirmation hearing, told the newspaper that she was “satisfied” with his assertion that he was unaware of Jacobs’ behaviour. Republican Senator Joni Ernst has said that she will also be placing a hold on the nomination. ‘The Kashmir files’ row: 70 detained for creating ruckus outside Delhi Chief Minister’s house New Delhi (IANS): Delhi Police on Wednesday detained around 70 people for creating a ruckus outside the residence of Chief Minister Arvind Kejriwal here. The protest was spearheaded by the Bharatiya Janata Party Yuva Morcha over the Chief Minister’s recent remarks in the Assembly on ‘The Kashmir Files’ movie that were deemed as “against the Kashmiri Pandit” community among the saffron clans. The protest, which was led by BJP Yuva Morcha’s national secretary Tajinder Pal Singh Bagga and its national president Tejasvi Surya, started around 10.30 a.m. from the IP College to the Chief Minister’s residence. When the protesters reached the CM’s residence around 11.30 a.m., they started raising slogans against Kejriwal and his party. Around 1 p.m., some of the protesters breached the two barricades that were placed near the Chief Minister’s house and created a ruckus there. Confirming the incident, Deputy

Commissioner of Police Sagar Singh Kalsi told IANS that the protesters who breached the barricades, “were carrying a small box of paint from which they threw paint outside the door”. “In the imbroglio, a boom barrier arm was also found vandalised as also a CCTV camera,” Kalsi said.

The senior police officer further informed that the police team immediately removed them from the spot and detained around 70 persons. “Legal action is being initiated,” he added. Meanwhile, the AAP leaders are accusing the personnel of Delhi Police for their alleged inaction during the

BJPYM’s leaders -- Bagga and Surya -- alleged that Kejriwal should tender an apology for his comments against the Kashmiri Hindus. “If asking for an apology on Kejriwal’s remarks on the genocide of Kashmiri Hindus is an anti-social ac-

tivity, then yes we are an anti-social,” Bagga wrote on Twitter. The BJP was continuously demanding from the AAP government to make ‘The Kashmir Files’ movie tax free in Delhi, however, Kejriwal, recently in the Assembly turned down all such requests and further asked the BJP to upload the movie on YouTube and spent the earned money on the welfare of Kashmiri Pandits. Furthermore, the Delhi chief minister also insinuated that ‘The Kashmir Files’ is a “jhoothi” (not based on facts) film. The Global Kashmiri Pandit Diaspora (GKDP) took strong exception to the Chief Minister’s remarks and said that the ‘docudrama’ (‘The Kashmir Files’) is based on personal testimonies and meticulous documentation of the community records. Pertinent to mention here that, in the past, the Arvind Kejriwal-led Delhi government had given the tax free status to several movies like ‘83’ and ‘Saand Ki Aankh’.

Chandigarh (IANS): Saying Punjab will fight for its claim over Chandigarh, state Finance Minister Harpal Singh Cheema on Monday said the Centre was adopting a “dictatorial attitude” and was “continuously imposing anti-Punjab decisions”. “If they do not refrain from this, the Aam Aadmi Party and the Punjab government will fight from road to Parliament,” he told the media here. Cheema was responding the Centre’s decision on new rules governing the Chandigarh Administration employees, who are currently working under the Punjab service rules but will now come under the Central Civil Services Rules. He said the people of Punjab would never allow the Central government’s plans to end Punjab’s participation in the Chandigarh administration, Panjab University, and Bhakra Beas Management Committee (BBMB) to succeed. Cheema accused the traditional ruling parties the Congress and the BJP - at the Centre of treating Punjab in a step-motherly manner. “Since the formation of the Aam Aadmi Party government in Punjab under the leadership of Chief Minister Bhagwant Mann, the Modi government has intensified its attacks on the rights of Punjab. “The Modi government has been implementing decisions for a long time to abolish Punjab’s share in Punjab University, BBMB and the Chandigarh administration and now Union Home Minister Amit Shah announced to remove Punjab service rules in the Chandigarh administration and implement Central rules. “The verdict is one of coercion and dictatorship, which is a grand conspiracy against the Aam Aadmi Party government in Punjab,” he alleged. National Investigation Agency raid on Ludhiana court blast accused’s house

Chandigarh (IANS): A National Investigation Agency (NIA) team on Wednesday conducted searches in Punjab’s Khanna town in connection with the Ludhiana district court complex bomb blast that killed one person and injured five others in December last year. The NIA team conducted a raid at the house of suspected bomber Gagandeep Singh, an accused in the blast, in the morning, an official told IANS.

up the issue of dilution of Punjab’s stakes in the Bhakra Beas Management Board (BBMB) during his recent meeting with the Prime Minister. They said, had the Chief Minister registered a strong protest on this issue, the Centre would have desisted from going ahead with the move to extend Central rules on Chandigarh employees. Only 35 Per Cent of British Columbians Support Government’s Cooling-Off Period According to Recent Polling

On behalf of the province’s eight real estate boards and 24,000 REALTORS®, the BC Real Estate Association (BCREA) supports the Government of British Columbia’s intent to introduce a “Homebuyer Protection Period.” However, the BC Government’s cooling-off period fails to meet the needs of British Columbians. A recent independent survey of 1,157 British Columbians shows that only 35 per cent of consumers support introducing a cooling-off period. “Policy should equally protect all parties involved in real estate transactions while also contributing to a smooth functioning market and improved housing affordability. But the Province’s plan to amend the Property Law Act to create a cooling-off period in real estate transactions leaves BC consumers with more questions than answers,” says BCREA Chief

Executive Officer Darlene K. Hyde. “A cooling-off period will likely increase competition for any given property, has the potential to increase prices and does not clearly take risks to sellers into account.” “Given that the Government has again announced plans for policy changes without publicly stated and evidencebased reasoning or proper consultation in advance of committing to the direction, it’s no wonder that consumers don’t have confidence in what they’ve proposed,” adds Hyde. BCREA urges the government to consider the following before proceeding with regulatory change: Any new policies should protect both buyers and sellers equally. Sellers often become buyers in a real estate transaction and the cooling-off period exposes sellers and the

market in general to greater risks and uncertainty. Provide evidence-based reassurance that the Government’s cooling-off period won’t unintentionally worsen affordability. Ensure that consumers and the real estate professionals who support them are appropriately supported during the transition. As the voice of BC’s 24,000 Realtors, BCREA rejects any suggestion that Realtors are not invested in consumer protection and housing affordability. On behalf of Realtors, in February 2022, BCREA presented the BC Government with a white paper with more than 30 recommendations on how to improve housing affordability and strengthen consumer protection.

Urinary incontinence in women

SOME women say, “You only know a place well if you know where the restrooms are located.” They’re suffering from urinary incontinence (UI). They know if they delay too long, there’ll be an accident. But there are ways to correct this nerve-racking problem. A report from the University of California claims that only one in four women with this trouble seeks help. This is due to embarrassment and the common but illogical notion that it is part of aging. Another account from the Journal of the American Medical Association is hard to believe. It says that 17 percent of women ages 20 and older have moderate or severe UI. This number doubles for women over 60 years of age! There are two main types of UI. Urge incontinence is an overwhelming desire to urinate immediately. As goes the old saying, “If you don’t go when you’ve got to go, by the time you go, you’ve already gone!” The other type, stress incontinence, occurs due to increased abdominal pressure from lifting a heavy object, coughing or exercising. The muscles of the urethra, the small tube that carries urine to the outside, are too weak to stop the flow of urine. So how can women with UI prevent this embarrassment? One prime treatment has stood the test of time. In 2019, a study reported in the Annals of Internal Medicine analyzed 84 clinical trials on both urge and stress incontinence. It found that changing lifestyle and behaviour was more effective for these disorders than medication. An exercise known as the Kegel exercise builds up muscles surrounding the ure-

thra. Patients are advised to squeeze their muscles as if they want to stop the flow of urine for 10 seconds, done ten times, three times a day. How long it takes to get results depends on the degree of damage to the muscles. If made part of the daily routine, results should be seen in two months. But Kegel exercises must go along with timed voiding. This means that during the day, trips to the bathroom to void must be made every two or three hours. It’s also necessary to keep drinking water. Cutting back on alcohol and caffeinated drinks is helpful. Losing excess weight is good advice as well. A report in the New England Journal of Medicine showed this pays dividends. Obese women who enrolled in a weightloss program enjoyed a 47 percent improvement in UI compared to 27 percent in the control group. And stop smoking. Good sense tells us that coughing can’t be helpful for fighting UI. Plus, studies show smokers lose 20 years of life! If all fails, your doctor will suggest drugs that can help to reduce bladder spasms. But some of these drugs cause constipation, in which case, use of high-dose vitamin C can ease it. The use of a vaginal pessary that repositions the urethra may also be an option. Many women with UI suffer from thinning of the vaginal lining due to a lack of estrogen. So, ask your doctor if he or she would consider adding a vaginal estrogen gel for a few months. Surgery is the last resort. Bulking agents can be injected around the urethra to thicken the area and help to control the leakage. Several different operations can be done. Some require an abdominal incision. Or a small incision in the vagina to insert synthetic material underneath the urethra to change its angle. Remember Rome was not built in a day. Nor will weak bladder muscles be rebuilt without consistent daily efforts.
