Most Canadians won’t be upset if early election called; Liberals lead by 9 over Conservatives: Abacus Data ABACUS Data’s national survey from August 6 to 11 shows that while only a minority prefer an election now, the vast majority (83%) won’t be upset at Prime Minister Justin Trudeau asks the Governor General for an early election, according to Bruce Anderson and David Coletto, When asked, “If the Prime Minister asks for an election to be held this fall saying he would like to give Canadians a chance to select the government they want to take the country forward, how would you feel about this?” 38% say they would be happy to have a chance to cast a ballot and help choose the government to take us forward, 44% would prefer not to have an election but it isn’t something that would affect how they vote, while 17% say they would be upset at Trudeau because an election seems unnecessary. Most (72% of the 17%) of
those who would be upset about an election call are supporters of opposition parties – 40% Conservatives, 17% NDP, and 8% BQ.). 28% are Liberal supporters.
Abacus Data asked how people would react if a fourth COVID wave happens during an election campaign. Two-thirds (66%) say it wouldn’t have any effect on how

WEDDING photographer Aman Bal was recently ordered to pay more than $22,000 to Kaman and Ramandeep Rai for not fulfilling his contract more than six years after the Rai’s wedding. Surrey Provincial Court Judge Valliammai Chettiar said in a ruling that Bal had to deliver the Rais a certified cheque or bank draft in the amount of $22,236 to replace the items Bal failed to deliver under the agreement, for mental distress and punitive damages, and for filing and service fees. Also, he had to deliver to the Rais all childhood photographs not already delivered to them, including digital copies of such photographs; the hard drive, including all photographs of the wedding events; and the raw images. The judge wrote: “All of the evidence in this case, including Mr. Bal’s slippery testimony, leads me to the ines-
capable inference that Mr. Bal’s behaviour is almost a modus operandi for Mr. Bal’s business – a pattern of deceitful behaviour that frustrates innocent people to the extreme that they just give up and walk away with whatever they can get back from Mr. Bal. I have no doubt Mr. Bal was hoping that the Rais would also cave and walk away with whatever he offered them. Obviously, that did not happen.” Chettiar added: “The court must denounce such behaviour, and deter Mr. Bal from further victimizing others from his unsavoury business practices.” The judge noted: “The wedding was an once-in-a-lifetime event for the Rais. It was very special not only to the Rais, but also to their parents and extended family. Mr. Bal imposed a condition that he be the exclusive photographer and videographer for the Wedding Events. He also had the
Rais’ original, irreplaceable Childhood Photographs. Therefore, the Rais were solely reliant on Mr. Bal to capture the memories of the Wedding Events so that they could share them with their children, parents, other family, and friends for years to come. I find that the Rais were highly vulnerable in the circumstances.” She wrote: “The various communication between the parties … indicates that Mr. Bal was aware that the Rais were angry, frustrated and stressed out by Mr. Bal’s conduct, and yet Mr. Bal did nothing to alle-
viate the Rais’ concerns. He continued to mislead them with his lame excuses, and escalated their anger, frustration and stress. I find that Mr. Bal did harm the Rais.” The judge wrote that in her view, in Bal’s case, the need for denunciation and deterrence, was “a compelling factor,” adding that the Rais were not the only people who has brought legal action against Bal in that court. Bal admitted to at least five other actions, between 2011 and 2019, in which he was named a defendant. Two of these cases, commenced in 2019, related to Bal’s videography and photography services. Chettiar wrote: “Mr. Bal proudly testified that the [two cases] were settled, one on the day of the trial and the other before a trial. On the first and second day of this trial, he indicated that he would be willing to settle with the Rais, but the Rais refused.”

Surrey Councillor Linda Annis attacks fellow councillor Brenda Locke on policing SURREY Councillor Linda Annis on Tuesday in a press release titled “Surrey needs 300 new police officers and the truth” attacked wannabe mayor and fellow councillor Brenda Locke (besides, her usual target: Surrey Mayor Doug McCallum). Of course, attacking McCallum for everything under the sun is to be expected from opposition councillors Annis and Locke, but Annis to lash out at Locke is making Surrey-ites have a good laugh. Annis attacked McCallum and added: “Brenda Locke’s kneejerk promise to bring the police transition to a “screeching halt” have left Surrey residents and taxpayers confused and nervous about the volatility and costs associated with public safety in BC’s second largest city.” Again, after criticizing McCallum, Annis added: “Meanwhile, Brenda Locke’s ‘screeching halt’ approach to police transition doesn’t take into account the untold millions that have been spent to date and the millions more that will be spent over the next 12 months.” Annis said that this “sort of arbitrary decisionmaking” by Locke “makes taxpayers
Linda Annis and Brenda Locke. Photos submitted nervous for their wallets and the safety of our city, when we should always be completely transparent with our residents.” Then again, after criticizing McCallum, Annis added: “At the same time, Brenda Locke says she wants to bring things to a screeching halt, which is a big red flag for me and every other taxpayer. Frankly, we need to take ego and politics out of the policing equation and give our citizens the facts and figures and confidence they need to make good decisions going forward.”
Annis went on to give her own version about policing costs. She again attacked McCallum and added: “Brenda Locke wants to shut it all down immediately. I think Surrey deserves better, and it starts by knowing the facts, and parking emotions, ego and politics on the sidelines.” On Wednesday, Locke hit back at Annis. A press statement from her party stated: “Surrey Connect believes the money currently being spent on the Surrey Police Service
transition should be invested in the current RCMP force. It is common knowledge that Surrey’s RCMP is seriously understaffed – That doesn’t warrant a news release.” It added that the party believed that “the public needs to have significant input into the future of policing in the city” and that a “referendum is clearly the best option.” Locke’s party said: “Insulting people in a press release is not an “adult conversation.”” However, Annis had pointed out in her press release on Tuesday that she was “the only councillor to run on a policing referendum in the 2018 civic election.” The fact is, as The VOICE has repeatedly pointed out, that McCallum won as Mayor on the promise to replace the RCMP with a municipal police force and the provincial government is fully supporting him. No referendum drama is going to help RCMP supporters. Also, McCallum promised voters a SkyTrain extension to Langley – and that is also happening with both the federal and provincial governments supporting McCallum.
Canada extends restrictions on direct flights from India until September 21
BASED on the latest public health advice from the Public Health Agency of Canada, Transport Canada is extending the Notice to Airmen (NOTAM) that restricts all direct commercial and private passenger flights to Canada from India until September 21 at 23:59 EDT.
All direct commercial and private passenger flights to Canada from India are subject to the NOTAM. Cargo-only operations, medical transfers or military flights are not included. Transport Canada is also extending the requirement related to third-country predeparture COVID-19 molecular
tests for travellers to Canada from India via an indirect route. This means that passengers who depart India to Canada via an indirect route will continue to be required to obtain a valid COVID-19 pre-departure test from a third country – other than India – before continuing their journey to Canada.
The government said it continues to closely monitor the epidemiological situation, and will be working closely with the Government of India and aviation operators to ensure appropriate procedures are put in place to enable a safe return of direct flights as soon as conditions permit.

Canada moving forward with a proof of vaccination for international travel THE federal government announced on Wednesday that it is collaborating with the provinces and territories to develop a proof of vaccination that will facilitate cross-border travel, while reducing the risk of spread and importation of COVID-19. The government said that it is also continuing to engage with Indigenous partners across the country to ensure that a proof of vaccination credential responds to the needs and rights of Indigenous peoples. The government is working with provinces and territories to develop a secure pan-Canadian approach. This plan is based on advice from public health officials with priority placed on the safety and security of all Canadians. For Canadians who decide to travel, using a proof of vaccination will provide foreign border officials with the vaccination history needed to assess whether a traveller meets their public health requirements and provide a trusted and verifiable credential for when they return home. Travellers will be able to submit their proof of vaccination in ArriveCAN (mobile app or Canada.ca/ArriveCAN) when coming back to Canada. While the focus is on a digital proof of vaccination, the government said that it will also make sure that these documents are accessible for all Canadians who may need to use them. The government said it encourages everyone who is able to do so, regardless of travel plans,
to get vaccinated. Vaccination with a complete series of approved COVID-19 vaccines provides individuals with substantial protection against the virus. Destination countries determine if or what type of proof of vaccination is required and the related benefits that may be provided such as reduced or no testing or quarantine requirements. Canadians who do not have a proof of vaccination can travel outside the country, but they may have to quarantine or meet other requirements at their destination country, and they will be subject to mandatory quarantine and testing upon return to Canada, the government pointed out. Canadians should always check the Government of Canada’s travel advice and advisories, as well as the entry and public health requirements of their destination country, before booking a trip. Marco E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, said: “Thanks to the incredible progress that Canadians have made, our country is reopening—gradually, cautiously and guided by public health. This means that many Canadians are contemplating doing something they haven’t done in over a year and a half: travelling. Our work with the provinces and territories to provide a consistent proof of vaccination is a key step forward in ensuring Canadians will have the documents they need once it is safe to travel again.”
Patty Hajdu, federal Minister of Health, said: “Around the world, vaccination rates are increasing and countries are reopening their borders. We will continue our work with provinces, territories and Indigenous partners to provide Canadians with a secure and reliable proof of vaccination, which could be required for international travel. I encourage all Canadians to get vaccinated as soon as they are able to.” Quick Facts * Canada continues to participate in the international dialogue on proof of vaccination for international travel, including with the World Health Organization and the International Civil Aviation Organization, and through the G7. * Currently, there is no international consensus on an acceptable proof of vaccination, but the government is working with international partners to recognize proof of vaccination credentials issued in Canada. * Safeguards are being built into the policies, procedures and technical systems to protect the privacy of Canadians. Provinces, territories and Indigenous organizations are and will remain the custodians of Canadians’ health data. * The federal government is working with partners to ensure the recognition of Canada’s successful, science-based vaccination strat-
egy abroad, which includes mixed vaccination schedules, extended dose intervals and a portfolio of safe and effective vaccines. * The federal government is continuing to engage with Indigenous leaders across the country to ensure that design of the proof of vaccination credential responds to the needs and rights of Indigenous peoples. This includes ensuring the program is equitable and accessible, and takes into account the needs of Indigenous communities, including Canada-U.S. border communities. * Fully vaccinated travellers, including Canadians, who are eligible to come to Canada must continue to upload their current vaccine documentation through ArriveCAN in English or French (or a certified translation) if they want to be eligible for the exemption from quarantine and post-arrival testing requirements. * The federal government continues to work with the World Health Organization and its international partners to share data proving the efficacy of a mixed vaccine schedule. Vaccines are safe and effective, and provide strong protection against severe illness from COVID-19. * Canadians who currently need proof they were vaccinated can contact their province or territory for the record or receipt of vaccination if they don’t already have it. More information is available at Canada.ca/vaccine-proof.

THE Government of Canada on Friday announced its intent to require vaccination as early as the end of September across the federal public service, stating that vaccinations were the best line of defence and for those few who are unable to be vaccinated, accommodation or alternative measures, such as testing and screening, may be determined in each situation, to protect broader public health by reducing the risk of COVID-19. As the country’s largest employer, the Government of Canada said that it is committed to playing a leadership role by further protecting the health and safety of public servants and the communities where they live and work across Canada and around the world. In addition, as soon as possible in the fall and no later than the end of October, the Government of Canada will require employees in the federally regulated air, rail, and marine transporta-
tion sectors to be vaccinated. The vaccination requirement will also extend to certain travellers. This includes all commercial air travellers, passengers on interprovincial trains, and passengers on large marine vessels with overnight accommodations, such as cruise ships. The government will engage with key stakeholders, including bargaining agents and transportation sector operators, as we plan for the implementation of these initiatives. Details will be communicated as the work unfolds. The process will include determining how this requirement will be implemented, through confirmation of COVID-19 vaccination and other means of protection, such as testing when necessary. Further, the Government of Canada expects that Crown corporations and other employers in the federally regulated sector will also require vaccination for their employees. The government will work with these employers to ensure this result.

to vote Liberal because they feel they have don’t a reasonable job already managing the pandemic. If a campaign starts imminently, Canadians will be in a far better mood than they were at the start of the 2019 campaign – 46% think the country is headed in the right direction. This is near the highest it has been in over 5 years and 11 points higher than at the start of the 2019 campaign. Today, 45% approve of the job being done by the Trudeau government, while 37% disapprove – which is the lowest disapproval rating since January 2021. This +8 net score nationally breaks down to a +15 in BC, -20 in Alberta, -13 in Manitoba/ Saskatchewan, +15 in Ontario, +8 in Quebec, +27 in Atlantic Canada. IF an election were held now, the Liberals would win 37% of the vote, the Conservatives 28%, the NDP 20%, the Green Party 5% and the Bloc Quebecois (BQ) at 22% in Quebec (15 points behind the Liberals and down 9 points since earlier this month). The People’s Party captures 4% of the vote, the highest we have had in our tracking while the Maverick Party is at 0% nationally but registers a bit in Alberta (1%) and Manitoba/Saskatchewan (2%). • In BC, we see the Liberals ahead of the NDP and Conservatives (36% to 29% and 26%). In 2019 the Conservatives won BC with 34% of the vote, followed by the Liberals at 26% and the NDP at 32%. • In Alberta, 46% would vote Conservative compared with 22% for the NDP and 21% for the Liberals, 7% for the People’s Party and 3% for the Greens. In 2019, the Conservatives won 69% of the votes, compared to 14% for the Liberals and 12% for the NDP. • In Manitoba and Saskatchewan,

the Conservatives are only slightly ahead of the Liberals (36% to 31%). • The Liberals (with 41%) have a 13-point lead over the Conservatives (28%) in Ontario, with the NDP at 22% and the Green Party at 5%. In 2019, the Liberals won 42% of the vote, compared to 33% for the Conservatives and 17% for the NDP, and 6% for the Green Party. • In Quebec, we see the Liberals with 37%, followed by the BQ (22%), the Conservatives (19%) the NDP at 12%. In 2019, the Liberals won 34% of the vote compared to 32% for the BQ, 16% for the Conservatives and 11% for the NDP. The BQ is down by 9-points from earlier this month. • In the Atlantic provinces, the Liberals (47%) are well ahead of the Conservatives (24%) and the NDP (21%). Abacus Data is also resuming testing levels of motivation, by asking people how likely they are to turn out and cast a ballot on election day. Among the 77% of respondents who said they would definitely be voting, the Liberals lead by 9 as well: 38% Liberal, 29% Conservative, 20% NDP, 5% BQ and 4% Green. 4% would vote for the People’s Party.
Leader impressions
accessible voters (those open but not currently voting NDP) he is +54. Conservative Party Leader Erin O’Toole enjoys a positive impression among 22% and finds negative impressions among 41%, for a net score of -19. In August 2019, Mr. O’Toole’s predecessor Andrew Scheer had positives at 33% and negatives at 36% for a net score of -3. Among Conservative supporters, he is +62 and among Conservative accessible voters (those open but not currently voting Conservative) he is +13 with a majority saying they have either neutral views of him or don’t know enough to have an opinion. In short, the Liberal and NDP leaders are both in stronger reputational shape than they were in 2019 and the Conservative leader is in a worse position. Trudeau has improved by a net 11, Singh by a net 19 and O’Toole is a net 16 worse than where Scheer was at.
Justin Trudeau enjoys a positive impression among 40% and negative impressions among 41%, for a net score of -1. Views of Trudeau have been stable for most of 2021. In August 2019, 33% had a positive impression of Trudeau compared with 45% who had a negative view for a net score of -12. Trudeau is more popular with women (+7), Atlantic Canadians (+19), Ontarians (+8), and those who selfID as a racialized Canadian (+20). Among Liberal supporters he is +83 and among Liberal accessible voters (those open but not currently voting Liberal) he is +23. NDP Leader Jagmeet Singh enjoys a positive impression among 40% and finds negative impressions among 24% for a net score of +16. Singh has had a net positive impression for the entire period since the previous election. In August 2019, Singh’s positives were 25% and negatives were 28% for a net score of -3. What outcome would people prefer? Abacus Data asked respondents which of four outcomes they would prefer to see happen – a Liberal
majority, a Liberal minority, a Conservative majority, or a Conservative minority. Overall, 64% would prefer to see some form of Liberal government over a Conservative one (37% majority vs. 27% minority) while 36% would prefer to see some form of Conservative government over a Liberal one (26% majority vs 10% minority). 75% of current NDP supporters would prefer to see a Liberal government, including 26% who want a Liberal majority. Among BQ supporters, 58% would prefer a Liberal government while 42% would prefer a Conservative one. Most interesting, among those open to voting Conservative – 34% would prefer to see a Liberal government including 16% who want to see a Liberal majority. Which party do Canadians think will win?
Almost half of Canadians surveyed think the Liberals are going to win the election (45%) while 18% think the Conservatives will win and 9% think the NDP. 23% are unsure. • Among Conservative supporters, 61% think the CPC will win while 20% think the Liberals will. • Among Liberal supporters, 86% think the LPC will win while 4% think the Conservatives will. • Among NDP supporters, 41% think the NDP will win while 35% think the Liberals will and only 9% think the Conservatives will. Among BQ supporters, 46% think the Liberals will win while 9% think the Conservatives will. The survey was conducted with 3,000 Canadian adults from August 6 to 11. The margin of error for a comparable probability-based random sample of the same size is +/- 1.8%, 19 times out of 20.

Indian Consul General Manish gifts books on “Introduction to India” to Vancouver Public Library INDIAN Consul General Manish gifted a set of 51 books to Jennifer Chan, Library Board Chair of Vancouver Public Library (VPL), in a ceremony held last week at the library. The set of books consisted of wellknown titles in English, Hindi and 21 Indian regional languages and included popular Indian stories. The presentation of books to Vancouver Public Library is part of the Government of India’s public diplomacy initiative to gift books on “Bharat Ek Parichay” (Introduction to India). Accepting the books on behalf of
the library, Chan noted that “the set of books will be a valuable contribution to the collection of the library, and will immensely benefit the readers and general public interested in Indian studies.” The Consul General thanked Chan for receiving the collection of books and adding an India corner in the library. He highlighted the strong cooperation between India and Canada in the educational sector. Manish also requested the support of the library to commemorate 75th
anniversary of India’s Independence as part of #AzadiKaAmritMahotsav and requested the VPL to partner with the Consulate General to celebrate it. Chan welcomed the proposal to partner with the Consulate General to celebrate #India@75 – #AzadiKaAmritMahotsav and assured Manish of the VPL’s participation in the celebration. The event was attended by Kay Cahill, Director of Collections and Technology, and other staff members of the library.

SPS will be more than ready to meet the November 30 date for its first deployment: Police Chief Lipinski SURREY Police Service (SPS) Chief Constable Norm Lipinski on Wednesday said that “the SPS will be more than ready to meet the November 30 date” for its first deployment. Lipinski said in a statement: “Last week the Surrey Police Service (SPS) reached two significant milestones with the confirmation of our initial deployment date and the official certification of the Surrey Police Union, which now represents our sworn police officers. “The Surrey Policing Transition Trilateral Committee (SPTTC), which is made up of senior representatives from the three levels of government, has determined an initial deployment date for SPS. The first group of 50 SPS officers will be operationally deployed beginning on, or before, November 30, 2021. As part of the phased, integrated transition process, these first 50 police officers will be assigned to po-
sitions within the RCMP Municipal Police Unit in Surrey (i.e., Surrey RCMP). This first group will be followed by subsequent groups of officers as the transition gathers momentum throughout 2022 and 2023. “While there is still work to be done to prepare for this first deployment, there are numerous working groups assigned to meeting this timeline. The SPS will be more than ready to meet the November 30 date. To-date, we have hired over 70 sworn officers, with more coming on board almost every week. In total, SPS has received over 1,100 applications so far. Personal issue equipment is starting to arrive, and our first five-week training course for experienced officers will begin in early September. Our work to deploy our officers is well in hand. “Deputy Chief Constable Mike LeSage works closely with RCMP senior staff in Ottawa on the SPTTC working groups, and

they are fully committed to the policing transition and the November 30 deployment date, as are Public Safety Canada, the Province of BC, and the City of Surrey. “The Surrey Police Union and CUPE 402 (representing our civilian staff) are also fundamental to the ongoing build of SPS. I look forward to working closely with the leadership of each union to provide the best in public safety for the citizens of Surrey, and a supportive and healthy working environment for our police officers and civilian employees. “This is an exciting time for SPS and for Surrey as we prepare to deploy our first officers into policing operations. As additional details of the phased transition are confirmed, more information will be shared so you know what to expect when SPS officers begin to respond to calls for service this fall, alongside Surrey RCMP officers.”

Surrey RCMP tackling neighbourhood and business concerns in Newton SURREY RCMP say that they and their community partners are working together proactively to address neighbourhood and business concerns in the Newton area. On August 4, the Surrey RCMP Community Response Unit (CRU), Transit Police, Newton Commissionaires, Mobile Street Enforcement Team, Transit Security and Surrey Bylaws conducted outreach in the Newton core area. During the joint patrol, there was also increased enforcement stemming from public concerns surrounding illegal activity within the community. The Surrey RCMP worked with their partners and generated over 160 engagements with members of the community in one day. The enforcement on this day yielded the following: – Four individuals arrested for outstanding warrants; – One individual charged for breach of a court
order; – One individual charged for prohibited driving; – One individual charge with impaired driving; – Three separate investigations for possession of a weapon; and – Four unwanted persons being removed from local businesses. CRU and Surrey RCMP Police Mental Health Outreach Team (PMHOT) continue to work with community partners and vulnerable persons in the community on a daily basis. Police make referrals for services that provide assistance with housing, harm reduction, drug treatment, and mental health. “Surrey RCMP is committed to a long term integrated and proactive response that is built on relationships with our partners and the community,” says Staff-Sgt. Jag Saran of the Community Response Unit. “We want to

Delta Police shut down large-scale marijuana grow-op in Ladner WHAT started as a complaint from the public concerned about the wellbeing of dogs at a residence ended in a seizure of approximately $200,000 worth of dried marijuana, and 7,400 marijuana plants. On Wednesday, the Delta Police Crime Reduction Unit executed a search warrant on a property in the 4800-block of 28 Avenue in Ladner.
Two people were taken into custody without incident. “This is not the first time a tip from the public has spurred a larger police investigation and helped us to uncover a sophisticated illegal operation,” said Inspector Heath Newton, Head of Delta Police Investigation Services. “For me this really underscores that policing truly is a

The value of the seized marijuana plants is estimated at more than $2 million, based on a conservative estimate of the approximate yield per plant. Surrey RCMP make quick arrest following shooting in Guildford SURREY RCMP on Thursday took two people into custody following a shooting and ramming of a police vehicle in Guildford. Police received a call that a man had been shot inside a residence in the 9100-block of 148 Street. It was reported that the suspects were seen leaving in a vehicle. Surrey RCMP officers converged in the area and the suspect vehicle rammed a police ve-
hicle in an attempt to flee. Officers were able to stop the vehicle and arrest both occupants, a male and a female. In addition, a firearm was located and seized by police. One male victim was transported to hospital with non-life-threatening injuries believed to be from a gunshot wound. Police said that this appears to be a targeted shooting but they are still working to determine
a possible motive. Both the victim and the male suspect are well known to police. At this time, there is no indication if this shooting is related to the ongoing Lower Mainland Gang Conflict. “The quick arrest in this case was thanks, in part, to the assistance from the community in calling 911 and providing police with essential information,” said Media Relations Officer Constable Sarbjit Sangha. “If you were in the area
or have video footage please reach out to the Surrey RCMP Serious Crime Unit.” The investigation is ongoing as police continue to gather evidence in the area. Anyone with further information about this incident is asked to contact the Surrey RCMP at 604599-0502, or Crime Stoppers, if they wish to remain anonymous, at 1-800-222-8477 or www.solvecrime.ca.
Suspect in custody following four shots-fired incidents in Surrey and Delta
Not believed to be linked to the Lower Mainland Gang Conflict
COMING SOON
SURREY RCMP are investigating three separate files from Saturday night where shots were fired in Surrey, and is appealing for any witnesses to these incidents to come forward. The three reports of shots fired that occurred in Surrey include: * August 7 at 8:19 p.m. in the 6900-block of 127A Street. * August 7 at 10:27 p.m. in the 12900-block of 73A Avenue. * August 7 at 10:56 p.m. in the 6600-block of 132 Street. In addition, Delta Police responded to a reported shots fired on August 7 at 11:33 p.m. in the 7900-block of 114A Street that is believed to be connected to the three Surrey incidents. “While the shots fired resulted in some damage to vehicles and a residence, thankfully nobody was injured.” said Surrey RCMP Media Relations Officer, Cpl. Vanessa Munn. “All four incidents are believed to be connected to one suspect who is now in custody.” Just past midnight on August 8, a 28-yearold male suspect was taken into custody by police. The investigation is in its early stages and police have not yet established a motive for these incidents. However, they are not believed to be linked to the Lower Mainland Gang Conflict. Officers are conducting neighbourhood canvassing and speaking with witnesses to obtain further information. Anyone with information is asked to contact the Surrey RCMP at 604-599-0502. If they wish
to remain anonymous, contact Crime Stoppers at 1-800-222-TIPS or www.solvecrime. ca. DELTA Police said they responded to a report of shots fired on August 7 around 11:30 p.m. in the 7900-block of 114A Street. There were no injuries as a result of this incident, though a parked, unoccupied vehicle was damaged. Police are asking for witnesses or those who may have dashcam or additional information to come forward. “Our frontline patrol officers and Violence Suppression Team members responded immediately to the report of shots fired,” said Cris Leykauf, spokesperson for Delta Police. She said the Delta dog unit also assisted in the search for evidence. Delta Police said they are working closely with Surrey RCMP regarding this matter, as Surrey had three separate reports of shots fired within the same time frame, believed to be connected (see above). “Our investigation in Delta is still in the early stages,” said Leykauf. “However, it’s not believed to be linked to the current Lower Mainland Gang Conflict.” At this time it is not known whether the Delta shooting was targeted. Anyone with further information about shots fired incident in Delta is asked to contact police at 604-946-4411. If they wish to remain anonymous, they should contact Crime Stoppers at 1-800-222-TIPS or www. solvecrime.ca.

Children 12 and under will soon ride free on B.C. public transit STARTING September 1, children 12 and under will be able to “Get on Board” any BC Transit or TransLink service for free as part of the provincial government’s commitment to efficient, reliable and affordable transit for families. “Free transit for children 12 and under makes life more affordable for families,” said Premier John Horgan on Monday. “Taking public transit is a great choice. It offers a cleaner, low-carbon way of getting around that works for people, communities and the environment. The ‘Get on Board’ program will also encourage a new generation of transit riders.” Anyone who typically buys fares or monthly bus passes for children 12 and under will no longer need to do so. For example, a family that buys their child a $57 monthly TransLink pass for a year would save more than $687, while savings on a BC Transit children’s pass, at an average cost of $35 per month, would add up to $420 a year. “We are excited to launch a program that will benefit parents and caregivers and make life more affordable for families across B.C.,” said Rob Fleming, Minister of Transportation and Infrastructure. “As we rebuild transit systems and ridership after the pandemic, this new program will encourage people to get onboard with the potential to save families hundreds of dollars every year.”
John Horgan Photo: BC Government It is estimated that approximately 370,000 children 12 and under throughout B.C. will be eligible to ride for free when the program is launched. This also supports sustainable and active transportation options for children and families in all regions of the province. “This initiative will create lifelong transit riders, build better, more inclusive and sustainable communities and move us all further along the pathway to cleaner and stronger British Columbia,” said George Heyman, Minister of Environment and Climate Change Strategy and Minister Harjit Sajjan, Minister of National Defence and MP for Vancouver South, (far left) on behalf of Bernadette Jordan, Minister of Fisheries, Oceans and the Canadian Coast Guard, announced that the Government of Canada is investing a total of $50 million in the next two years to help renew 26 small craft harbours in communities along the Pacific coast. This includes $17 million in the Steveston Small Craft Harbour, $11 million in small craft harbours in the Prince Rupert area, and $22 million at other smaller harbours along the Pacific coast. Responsible for TransLink. “More people choosing public transit means fewer vehicles on the road, reduced traffic congestion and cleaner air for everyone.” To help build awareness for the upcoming launch of this program, the Ministry of Transportation and Infrastructure has released an official logo featuring the slogan “Get on Board – Kids 12 and Under Ride Free.” TransLink and BC Transit will incorporate the provincewide “Get on Board – Kids 12 and Under Ride Free” branding into their marketing materials to raise awareness as the program moves forward. Depending on the mode of public transit and service provider (TransLink or BC Transit), there are slight differences in the program’s initial rollout. TransLink: * Children 12 and under will be able to ride buses for free anywhere in the TransLink service area without requiring a transit pass, identification or an accompanying fare-paying customer. * For TransLink fare-gated services (such as Skytrain, SeaBus, and the West Coast Express), accompaniment by a fare-paying customer will be required to tap children aged 12 and under, and riding free of charge through the fare gates, up to a maximum of four children. * Children 12 and under will continue to be able

BC Transit: * Unaccompanied children aged six to 12 will be able to ride buses and HandyDART for free, without requiring a fare product or identification. * BC Transit will require children aged five and under to be accompanied by a person 12 or older. EXTREME HEAT ALERT MEDICAL Health Officers from Vancouver Coastal Health (VCH) and Fraser Health (FH) on Thursday advised the public that as heat continues to build across the Lower Mainland, Environment Canada’s Heat Warning has now been escalated to an Extreme Heat Alert. High temperatures forecast for Friday are anticipated to continue until Sunday, with daytime highs ranging from 32 to 35 degrees Celsius combined with overnight lows of 17 to 19
degrees Celsius. Humidex values during this period will reach the high 30’s. The criteria for an Extreme Heat Alert have been met based on the temperature at YVR or Abbotsford as measured at 14:05 p.m. daily, averaged with the following day’s maximum temperature. High temperatures in this range are historically associated with an increase in deaths among Lower Mainland residents. While everyone is at risk of heat related illness, hot temperatures can be especially

dangerous for the young, the elderly, those working or exercising in the heat, persons with chronic heart and lung conditions, some people with mental health conditions, people living alone and people experiencing homelessness or inadequate housing. If you are taking medication, ask your doctor or pharmacist if it increases your health risk in the heat and follow their recommendations. Medical Health Officers are again strongly advising Lower Mainland residents to take precautions to protect themselves and others. Combined with significant wildfire smoke rolling into the Lower Mainland for the next few days, it is critical to take extra steps as a priority to protect both yourself and those who are vulnerable in our communities. While the Extreme Heat Alert is in place: * Cooling centres will be open, and no one should be denied access to these centres because of concerns about crowding or physical distancing. * If people are wearing a mask and have difficulty breathing, they should remove the mask, whether they are indoors or outside, as wearing a mask may impact thermal regulation during heat events. Based on previous heat events, the anticipated temperatures are proven to cause negative health outcomes among Lower Mainland residents who may not be acclimatized to temperatures in this range and may not have ready access to measures such as air conditioning. Heat stress can pose an immediate danger to health and may be fatal. Symptoms of severe heat-related illness can include dizziness, confusion, weakness and fainting or collapsing, including loss of consciousness. Other important steps people living in the Lower Mainland are advised to take for the duration of the Extreme Heat Alert include: * Conduct regular checks on vulnerable people – Individuals who live alone, particularly seniors, are at high risk of heat-related illness. Check in regularly to ensure they have no symptoms. – If you identify signs of illness, assist in moving them to a cooler indoor or shaded space, support them in getting hydrated and seek medical assistance. – If urgent medical support is required, call 9-1-1 without delay. * Access other air conditioned spaces – Seek

out an air-conditioned facility (such as a shopping centre, library, community centre, restaurant, or a residence of friends or family). – Use public splash pools, water parks or pools or take a cool bath or shower. – At high temperatures, fans alone are not effective. Applying cool water mist or wet towels prior to sitting in front of a fan is a quick way to cool off. * Keep your home cool – Open windows, close shades, use an air conditioner (if you have one) and prepare meals that do not require an oven. * Avoid tiring work or exercise in the heat – If you must exercise or conduct strenuous work, drink two to four glasses of non-alcoholic fluids each hour. Limit day time outdoor activity to early morning and evening time. * Stay hydrated – Drink cool non-alcoholic beverages (preferably water) irrespective of your activity intake- don’t wait until you are thirsty. If your doctor generally limits the amount of fluid you drink or you take water pills, ask about increasing the amount of water you can drink while the weather is hot. * Keep pets and children cool – Never leave children or pets alone in a parked car. Temperatures can rise to 52°C (125°F) within 20 minutes in an enclosed vehicle when the outside temperature is 34°C (93°F). * Dress for the weather – Wear loose, lightweight clothing. Protect yourself from the sun by wearing a wide-brimmed hat and sunglasses. * Avoid sunburn – Stay in the shade or use sunscreen with SPF 15 or more. * Seeking care – For critical, life-threatening conditions, please call 9-1-1 or go to the nearest emergency department. This includes anyone experiencing difficulty breathing, shortness of breath or chest pain. – For other non-life-threatening matters, there are a number of options to seek care during the summer. Urgent and Primary Care Centres (UPCCs) are open evenings and weekend, seven days a week and provide care for unexpected, non-life threatening health concerns that require treatment within 48 hours. -If you are unsure where to seek care, please call 8-1-1 or your family physician. Skills training will support workers and our economic recovery We’re supporting a range of programs that are specifically designed to meet the needs of people who traditionally face more barriers, so that everyone has the skills and opportunities that they need to succeed. Programs are being offered that are tailored to the needs of visible minorities, youth, people with disabilities, survivors of domestic violence, people experiencing homelessness, and people who have been involved in the criminal justice system. These programs teach people new skills and help them gain
BY AMAN SINGH NDP MLA for Richmond-Queensborough THE COVID-19 pandemic has been challenging for everyone in B.C. For people who were already facing barriers to employment, the economic impacts of the pandemic have made it even more difficult to get back on their feet. That’s why our government has invested in skills training programs and employment services for over 11,500 workers this year. We want to make sure that everyone has the skills and the opportunities they need to find a sustainable job as our economy continues to recover. For some people, this might mean upskilling, or improving the skills they already have with more training or certifications, so they can have more choices for employment. For others, they might be re-skilling, or training for a role in a new industry that is in-demand. And many young people might be training to join the workforce for the first time. Across the province, our government has invested over $115 million in provincial and federal funding this year for skills training programs that meet people where they are at. Many of these programs are underway now with others starting soon. In Surrey, we’re training 20 people to become Crisis Response Mental Health Workers. In Kelowna, 40 youth will receive train-
YOUR FRIENDLY NEIGHBOURHOOD ing in entrepreneurship as they prepare to launch and operate their own businesses. And in Richmond, 15 people will get training and job placements in the printing industry. These are just some examples of the thousands of opportunities that are available. We want our economic recovery to lift up everyone – not just those at the top. Even before the pandemic, some people in B.C. faced more barriers to finding good jobs. Over the past year and a half, these same folks have been disproportionately impacted by COVID-19. Ensuring equity in our province means sometimes providing different opportunities to help different people achieve the same goal.

mum interval. This timeframe will be the same for those who received Pfizer, Moderna or AstraZeneca for their first dose. The Province said that receiving a second dose earlier is particularly important in high-transmission communities. The recommendation from public health for those not living or working in high-transmission communities continues to be to wait six to eight weeks after the first dose to receive the second dose. Every person is recommended to get fully vaccinated with two doses of COVID-19 vaccine to protect themselves, their loved ones and their community.

Province to offer second-dose vaccinations 28 days after first dose THE Province announced on Monday that to help address community outbreaks and increased cases of the virus among people who have only one dose of the vaccine, it will begin offering second-dose appointments at an earlier interval, based on vaccine and appointment availability. Currently, invitations for the second dose go to people 49 days after their first dose. The Province is transitioning toward offering second-dose vaccinations for people as early as 28 days after their first dose. Starting Monday evening (August 9), invitations to book second-dose appointments will be sent, based on the new 28-day mini-
work experience and find a job in their new industry. In July, for the second consecutive month, British Columbia was the only province in Canada with an employment rate above prepandemic levels. We’re making good progress at getting people back to work, but there is still more to do. By giving people the skills, opportunities, and support they need to find good jobs, we will make our communities and our province stronger than ever.

Surrey opens 12 new pickleball courts in South Surrey Athletics Park SURREY Mayor Doug McCallum and members of City Council on Thursday celebrated the opening of 12 new purpose-built pickleball courts at South Surrey Athletic Park. Surrey now has over 72 outdoor pickleball courts, 20 of which are purposebuilt, located throughout the city. “City Council is committed to investing in high quality sporting infrastructure, and the new pickleball courts are another example of how we are responding to the recreation needs of our residents,” said McCallum. “This project is one of more than 20 major parks, recreation and culture capital projects planned for the next
five years, under our Surrey Invests program. The investments we are making will keep our communities active, healthy and connected.” Pickleball is a fun sport that combines many elements of tennis, badminton and table tennis. It is played both indoors or outdoors on a badminton-sized court and a slightly modified tennis net. Played with a paddle and a plastic ball with holes, pickleball can be played as doubles or singles and can be enjoyed by all ages and skill levels. “Pickleball continues to be one of the fastest growing sports in North America,” said Councillor Laurie
Surrey Mayor Doug McCallum (with a pair of scissors) Photo: City of Surrey
Guerra, Chair of the Parks, Recreation and Culture Committee. “The opening of these 12 new purposebuilt pickleball courts demonstrates the City’s commitment to provide high quality outdoor amenities for existing sports and emerging trends, like pickleball, so that every Surrey resident has an opportunity to take advantage enjoy outdoor recreation close to home.” For more information go to surrey.ca/ parks or see www.surrey.ca/aboutsurrey/capital-projects to learn more about the other major capital investments approved by City Council as part of the Five-Year Financial Plan.
Surrey seeks input on designs for new athletics centre planned for Bear Creek Park THE final phase of public consultation is now open for the proposed new Bear Creek Athletics Centre. Surrey residents and stakeholders are invited to provide input on the designs which
will include an improved track, a synthetic turf field and a partially covered grandstand seating for 2,200 spectators. The new grandstand will also include team changerooms, officials’
rooms, equipment storage space, ticketing office, public washrooms and concession facilities. “The planned sporting facility upgrades at Bear
Creek Park will help position Surrey as a regional destination for high-level soccer and football games in addition to a full range of track and field sports,” said Neal Aven, Manager of Parks. “It will also provide the local community access to state-of-the-art sporting amenities and provide the City with a potential new venue to host cultural events.”

The public is invited to take a survey and attend an open house, happening on August 18 from 4 to 7 p.m. at the track at Bear Creek Park. Surrey Parks staff will share information on a refined design concept and will be available to answer questions. The feedback gathered will be used to guide the detailed design for the project. Survey closes August 29. Take the survey and learn more at surrey.ca/ athleticscentre.
City of Surrey: Help shape your space for new community centre in Newton THE City of Surrey is calling for public participation in an engagement Shape your Space campaign to seek input on a new multi-purpose community centre in Newton. As part of the first phase of the engagement, the city has launched a survey to seek feedback from residents, community members and stakeholders. Input gathered will help shape a modern and sustainable community centre designed to meet the needs of a diverse and growing population. Surrey City Council approved this project in December 2020 as part of the Surrey Invests fiveyear capital program. This inclusive and universally accessible facility will meet the vision and goals of the City’s sustainability Charter including proposed energy efficient features that will support the City’s Greenhouse Gas Emissions reduction targets. The addition of the Newton Community Centre facility will complement the City’s vision to be a thriving green and inclusive city. Input from stakeholders will inform the design of recreation, culture and library amenities and programs that are critical for this growing community. Residents who take the survey may enter for a chance to win a $100 gift card. The survey is open until September 12. Find more information about the project at surrey.ca/newtoncommunitycentre.

Surrey launches new interactive web map helping pedestrians plan routes THE City of Surrey has launched an interactive web-based map called “WALKit” to help users plan their preferred walking routes and incorporate active transportation into their daily activities. Users can locate crosswalks, pedestrian push buttons, pedestrian signs and traffic signals to help plan their route while also being able to explore places of interest in the community. “WALKit is a unique free tool that aims to increase pedestrian travel amongst seniors and enhance the quality of life as people age,” said Sahra-Lea TosdevineTataryn, Age Friendly Strategy Project Manager, on Monday. “It factors how seniors commute within their community and supports health active aging.” To enhance the map’s usability, a feedback form has been included for users to share their walking experience, comment on a particular route, and report a problem. This feedback could help prioritize

future route improvements. Walking just 20 minutes a day boosts the immune system and improves mental
wellbeing. Users can simplify the task by finding a location and planning the best route even before the walk starts. Being
web-based, the map is easily accessible and can be used on multiple devices. The project is made possible through the Surrey Intercultural Senior Social Inclusion Partnership Network (SISSIPN), a collective impact initiative funded by Employment and Social Development Canada under the New Horizons for Seniors Program. It includes six organizations: Progressive Intercultural Community Services (PICS), City of Surrey, Seniors Come Share Society, SOURCES BC, Semiahmoo House Society, and Fraser Region Aboriginal Friendship Centre Association (FRAFCA). This project aligns with Surrey’s Age Friendly Strategy for Seniors which was developed in 2014 to encourage active aging by optimizing opportunities for health, participation and security to enhance the quality of life as people age. Surrey seeks feedback on updated Fleetwood plan THE City of Surrey has launched a new phase of public consultation for the Fleetwood Plan, envisioning the future of Fleetwood supported by SkyTrain. A new survey, open now until September 8 offers residents, businesses and community stakeholders the opportunity to provide feedback on the plan. This marks a key milestone in the project— the development of a draft plan. Input from this round of engagement will be used to refine the plan for Council consideration later this year. The Fleetwood plan area (over 1,700 acres) stretches from Green Timbers Urban Forest in the west to the Agricultural Land Reserve in the east. The area will be home to three future SkyTrain stations, including 152 Street, 160 Street and 166 Street. The plan will support the extension of the Expo Line SkyTrain to Langley and will better connect Fleetwood with the rest of Surrey and the Lower Mainland. Key features of the plan include:
Surrey Langley SkyTrain Extension * Focused growth in the heart of Fleetwood Town Centre and around future SkyTrain stations.

After this round of engagement, staff will report to Council with what was heard and an updated stage one (draft) plan. From there, the planning process will shift into the second stage of work, which includes a review of utility and infrastructure, financing, urban design and other supportive policies. Additional opportunities for community engagement will be offered moving forward. A final plan is expected to be ready for public review in early 2023. Pakistan treated differently because US has decided India is a strategic partner: Imran Khan New Delhi (IANS): Pakistan Prime Minister Imran Khan says that the US has decided that India is a strategic partner and that is why Islamabad was being treated differently. “I think that the Americans have decided that India is their strategic partner now, and I think that’s why there’s a different way of treating Pakistan now,” Khan told foreign journalists at his home in Islamabad, a global news wire reported. A political settlement in Afghanistan was looking difficult under current conditions, he added. The Prime Minister said he tried to persuade the Taliban leaders when they were visiting Pakistan to reach a settlement. “The condition is that as long as
(Afghan President) Ashraf Ghani is there, we (Taliban) are not going to talk to the Afghan government,” Khan said quoting the Taliban leaders as telling him. Khan accused the US of seeing Pakistan as useful only in the
New Delhi (IANS): Neeraj Chopra (23) created history by winning India’s first Olympic gold medal in athletics on the penultimate day of the Tokyo Games. “Yes, I was aware that India had never won a medal in athletics, nor has it won gold medal in Tokyo till that time. My event was the last one and there was pressure. But when I am on the runway for my throw, my focus is always on my next throw and I don’t think of other things. So, I concentrated on my performance, tried my best and I am happy that I managed to win the first gold medal in athletics and also first gold medal in Tokyo,” Chopra told a virtual press conference organised by the Athletics Federation of India (AFI) on Saturday. Chopra said he did not feel
much pressure of participating in the Olympics as he has been participating against the same athletes for years and therefore was comfortable looking at familiar faces. “The 3-4 international events that I participated in, during my stay in Europe before the Olympics were very crucial for me as they gave me the confidence,” said Chopra, who thanked AFI, Sports Authority of India and the Sports Ministry for making arrangements for his tour of Europe that helped him win the gold medal. He said putting his best effort in his first few throws was crucial as that would increase pressure on other competitors. In his first attempt, Chopra cleared 87.07 metres which virtually killed the
context of the “mess” it is leaving behind in Afghanistan after 20 years of fighting, the report said. Washington has been pressuring Islamabad to use its influence over the Taliban to broker an elusive peace deal as negotiations
between the insurgents and Afghan government have stalled, and violence in Afghanistan has escalated sharply. “Pakistan is just considered only to be useful in the context of somehow settling this mess which has been left behind after 20 years of trying to find a military solution when there was not one,” Khan added. The US will pull out its military by August 31, 20 years after toppling the Taliban government in 2001. But, as the US leaves, the Taliban today control more territory than at any point since then. Khan said Pakistan had “made it very clear” that it does not want any American military bases in Pakistan after US forces exit Afghanistan, the report added.
competition as no one else came even two metres close in their first few tries. Chopra said, before his fifth and last throw, he was aware that he has won the gold medal as no one
could overtake him. So, he tried to go for the Olympic record which was just over 90m but could not get it despite his best effort. The Haryana athlete, who is a Subedar with 4 Rajputana Rifles in the Indian Army, became only the second Indian after Abhinav Bindra to win an individual gold medal at the Olympics, and the first athlete in Independent India to win a medal in a track and field event at the quadrangular event, the Indian Army said. Chopra was born on December 24, 1997, into a family of farmers in the small village of Khandar in Panipat district in Haryana. His father, Satish Kumar, is a farmer and mother, Saroj Devi, is a housewife. He grew up along with his two sisters.

Steady increase in lion population: Modi on World Lion Day New Delhi (IANS): Prime Minister Narendra Modi on the occasion of the World Lion Day on Tuesday said the big cat population in the country has seen a steady increase in the last few years. “The lion is majestic and courageous. India is proud to be home to the Asiatic Lion. On World Lion Day, I convey my greetings to all those passionate about lion conservation. It would make you happy that the last few years have seen a steady increase in India’s lion population,” Modi said in a series of tweets. “When I was serving as Gujarat CM [Chief Minister], I had the opportunity
to work towards ensuring safe and secure habitats for the Gir Lions. A number of initiatives were taken which involved local communities and global best practices to ensure habitats are safe and tourism also gets a boost,” a government release said quoting Modi. Minister of Environment, Forests and Climate Change Bhupender Yadav also tweeted, “A great conservation success story that must be told on #WorldLionDay. As many as 674 #AsiaticLions spread across 30,000 sq km reside and thrive in Gujarat. The big cat is re-colonising its lost territories. Let’s continue to build on this.”
The number of lions went up from 523 in 2015 to 674 in 2020. The same period witnessed a 36 per cent increase in
the distribution area of the lions from 22,000 sq km in 2015 to 30,000 sq km in 2020.
Asiatic lions are found in the protected areas such as Gir National Park and Gir Wildlife Sanctuary, and agro-pastoral landscape of Saurashtra, covering nine districts in Gujarat. Earlier in 2020, as many as 92 had died in the Asiatic Lion Landscape, many of them due to canine distemper virus. Gir area also suffered massive damage, especially the loss of thousands of trees, due to Cyclone Tauktae this year. The idea of relocating Asiatic Lions from Gir to Madhya Pradesh’s Kuno Wildlife Sanctuary has been around since 1990. But it is still to be implemented.

To showcase and expand the defence export capabilities, various products/facilities will be launched by the Defence Minister.
Criminal cases against MPs/MLAs can’t be withdrawn without High Court approval: Top Court New Delhi (IANS): The Supreme Court on Tuesday said no criminal case can be withdrawn against MPs and MLAs without the approval of the concerned High Court. Amicus curiae senior advocate Vijay Hansaria submitted a report in the top court. The report suggested that withdrawing of prosecution under section 321 of CrPC is permissible in public interest and cannot be done for political consideration. The report said the state govern-
ments should be allowed to withdraw cases against former or sitting legislators only after the High Court’s approval. It added such application can be made in good faith, in the interest of public policy and justice and not to thwart or stifle the process of law. The amicus made the recommendation in a petition relating to fasttracking of criminal trials against sitting and former MPs/MLAs. A bench headed by Chief Justice
N.V. Ramana noted that the issue of misuse of power under section 321 regarding withdrawal of cases is before us. “No prosecution against MP/MLA to be withdrawn without leave of High Court”, said the bench also comprising justices Vineet Saran and Surya Kant. Hansaria, who was assisted by advocate Sneha Kalita, during the hearing cited that the UP government has sought to withdraw 76 cases against elected representa-

prejudicial to maintenance of harmony), 341 IPC (wrongful restraint), and 435 IPC (mischief by fire or explosive substance with intent to cause damage). “These cases relate to Muzzafarnagar riots in which 65 persons were killed and around 40,000 persons were displaced. Decriminalizing politics: Supreme Court fines political parties for contempt New Delhi (IANS): In a bid to decriminalise politics, the Supreme Court on Tuesday held nine major political parties guilty of contempt and fined eight of them, including the Congress and the BJP, for not complying with directions in its February 2020 judgment, on making public criminal records of candidates selected for polls. A bench of Justices R F Nariman and B R Gavai said: “Though we have held the Respondent No 3 to 9, 11 and 12 guilty of having committed contempt of our order dated February 13, 2020, taking into consideration that these were the first elections which were conducted after issuance of our directions, we are inclined to take a lenient view in the matter.” It warned the parties that they should be cau-
tious in future and ensure that the directions issued by it as well as the Election Commission are followed in letter and spirit. “We direct the Respondent Nos 3,4,5,6,7, and 11 to deposit an amount of Rs 1 lakh each in the account created by the ECI as specified in this judgment in paragraph 73(iii) within a period of 8 weeks from the date of this judgment,” added the bench. The Congress, BJP and four other parties have been fined Rs 1 lakh [Rs 100,000] each. The bench added: “Insofar as Respondent Nos 8 (Communist Party of India-Marxist) and 9 (Nationalist Congress Party) are concerned, since they have not at all complied with the directions issued by this court, we direct them to deposit an amount of Rs 5 lakh [Rs 500,000] each in the aforesaid ac-
count within the aforesaid period.” The top court also asked the Election Commission to create a mobile app that has the information for voters to access easily. “The ECI is directed to create a dedicated mobile application containing information published by candidates regarding their criminal antecedents, so that at one stroke, each voter gets such information on his/her mobile phone,” it said. In another step towards decriminalising politics, the top court said the details of the candidates with criminal background should be published within 48 hours of their selection. “It is clarified that the details which are required to be published, shall be published within 48 hours of the selection of the candidate and not prior to two
weeks before the first date of filing of nominations,” it added. The top court delivered the judgment on a petition, which sought suspending the symbol of political parties, which do not disclose the criminal backgrounds of their candidates. The petitions asked for contempt against political parties for not obeying the court judgment, in the Bihar election, held in November last year. Last year’s ruling had said all political parties should explain why they chose candidates with a criminal background and release details of the cases on their party’s website in addition with the reasons for selecting such candidates. The Election Commission had directed political parties to publish this information on candidates in newspapers.
Supreme Court pulls up Centre for failing to give details of cases against MPs, MLAs New Delhi (IANS): The Supreme Court on Tuesday gave the “last opportunity” to Centre to submit detailed status report regarding details of pendency and stage of trial of cases involving sitting and former lawmakers registered with the central agencies, the CBI, and others. A bench headed by Chief Justice N.V. Ramana and comprising Justices Vineet Saran and Surya Kant told Solicitor General Tushar Mehta: “We are reading these reports in newspapers. They (the government) don’t send us anything. We get everything in the evening... we don’t know anything”. The CJI said that in September last year, the court had granted time to Centre to file a detailed status report, then in October again, time was sought, and today, the situation is the same. Mehta replied: “I agree we are lacking. We had filed a report yesterday on behalf of ED. I emphasised the need to the CBI Director to immediately place it before your lordships.” The Chief Justice said this did not work. “What else can we say to express our displeasure, we were told Centre is concerned about pending cases against MPs and MLAs,” he added. Senior advocate Vijay Hansaria, appointed amicus curiae in the matter, submitted that it is disturbing as cases are pending for over seven years. The bench noted that it has taken up the matter after more than a year. “Lot of time has passed. Special bench has to be constituted to monitor these cases. This way it does not work,” it added. As Mehta asked for a last opportunity to comply with the court’s direction, the CJI told him that: “We are giving you two weeks, this is the last opportunity.” He also sought reply in connection with the video conferencing facilities to be put in place. The bench also ordered that no prosecution against MP/MLA is to be withdrawn without the approval from the high court concerned. This order clamps down on state’s power to withdraw cases due to political reasons. The bench also ordered that special court judges hearing cases against accused MPs and MLAs shouldn’t be transferred until further orders. The top court posted the matter for further hearing on August 25. Hansaria, who was assisted by advocate Sneha Kalita, said that various state governments withdrew cases against sitting and former lawmakers due to extraneous reasons. The report cited orders issued under Section 321 of the Criminal Procedure Code by Karnataka, Uttar Pradesh, Uttarakhand, and Maharashtra. The court said: “It merits mentioning that the power under Section 321, CrPC is a responsibility which is to be utilised in public interest, and cannot be used for extraneous and political considerations. This power is required to be utilised with utmost good faith to serve the larger public interest.” In August 2020, by an order of the Karnataka government, instructions were issued to withdraw 61 criminal cases, many of which were filed against sitting legislators. Hansaria added that the UP government has sought to withdraw 76 cases against elected representatives, including the Muzaffarnagar riot cases against Sangeet Som, Kapil Dev,
Suresh Rana and Sadhvi Prachi. He also cited a report from Maharashtra, where the government decided in December last year
to withdraw political cases against activists registered prior to December 31, 2019. Hansaria made the recommendation in a 2016
petition filed by advocate Ashwini Kumar Upadhyay seeking direction to fast-tracking of criminal trials against sitting and former MPs/MLAs.

Punjab Chief Minister seeks CAPFs to tackle Pakistan-backed terror outfits New Delhi (IANS): Citing the escalating threat to the state’s security from across the border, Punjab Chief Minister Amarinder Singh on Tuesday asked Union Home Minister Amit Shah to urgently provide 25 companies of Central Armed Police Forces (CAPF) and anti-drone gadgets to the Border Security Force for protection from Pakistan-backed terror forces. Citing the recent heavy influx of weapons, hand grenades, and IEDs into the state, with Pakistan’s ISI also raising the ante ahead of the Independence Day and in the run-up to the Assembly polls, he told Shah at a meeting here this evening that the security situation was grave and needed the Centre’s immediate intervention. Amarinder Singh sought CAPF deployment for Amritsar, Jalandhar, Ludhiana, Mohali, Patiala, Bathinda, Phagwara, and Moga, as well as anti-drone technology for the BSF deployed at the borders. He pointed to the potent threat to the security of vital infrastructure, installations and public meetings and events being attended by highly threatened individuals. Citing inputs from central and state agencies, corroborated by disclosures made by arrested terrorists, Amarinder Singh said potential individual and mass indis-
criminate targets include trains, buses, Hindu temples and outfits, and prominent farmer leaders. Some specific inputs about five such farmer leaders had been received but they had refused to take security. The Chief Minister apprised Shah about the recent efforts by the ISI and the Pakistani establishment to push large quantities of weapons, hand grenades, RDX explosive, detonators, timer devices, and sophisticated laboratory-made “tiffin bombs” into Punjab for carrying out terrorist acts. “With the Punjab Assembly elections scheduled for February-March 2022, many militant and radical operatives are being pressurised by the ISI to carry out terrorist actions. These are very serious and worrisome developments having huge security implications for the border state and its people,” he warned. He reminded the Home Minister about the earlier targeted killings masterminded by the ISI, including that of RSS, Shiv Sena and Dera leaders in 2016, ahead of the last Assembly polls. The Maur bomb blast On January 31, 2017 was carried out just three days prior to the polling day on February 4, he noted.

Review decision to appoint full-fledged Administrator for Chandigarh: Sukhbir Chandigarh (IANS): Shiromani Akali Dal (SAD) President Sukhbir Singh Badal has requested Union Home Minister Amit Shah to review the Centre’s decision to appoint a full-fledged Administrator for Chandigarh by divesting the Punjab Governor of this charge. Terming this as another attempt to dilute Punjab’s claim to its capital city during his meeting with the Home Minister, Badal said that Chandigarh is an inseparable part of Punjab and should be transferred to the parent state as soon as possible. He conveyed to the Home Minister that there is no reason to appoint a full-fledged Administrator for the Union Territory from outside the state. “If at all an Administrator has to be appointed till such time the Union Territory is not transferred to Punjab, the officer should be from the parent state. Earlier also, the Chief Commissioner of Chandigarh used to be from Punjab,” the SAD chief said. Badal also informed Shah that all decisions taken at the time of reorganisation of Punjab are being violated one after the other. “Separate cadres have been created to
Sukhbir Badal reduce the strength of Punjab service officers in the UT and now even the AGMUT (Arunachal Pradesh-Goa-Mizoram and Union Territory) officers are being posted on key posts in utter violation of the 60:40 formula,” he said. Stating that instead of correcting the wrongs being done to Punjab vis-a-vis Chandigarh, Badal said that it is condemnable that the Union government has decided to dilute Punjab’s role in Chandigarh even further.
Amarinder meets Sonia, says he discussed state issues New Delhi (IANS): Punjab Chief Minister Amarinder Singh met interim Congress President Sonia Gandhi here on Tuesday, their first meeting after the latter appointed Navjot Singh Sidhu as Punjab Congress chief despite the Chief Minister’s opposition. Amarinder Singh and Sonia Gandhi met for an hour, and sources said that the two leaders discussed the Assembly elections in Punjab which is scheduled next year, besides talking about a minor reshuffle in the state cabinet. Amarinder Singh’s media advisor, Raveen Thukral, tweeted quoting the Chief Minister after the meeting: “Met @INCIndia president #SoniaGandhi ji in Delhi this evening to discuss various state related issues. Spent an extremely satisfying one hour with her.”
Ahead of his trip to Delhi, Amarinder Singh had held a meeting with the newly-constituted state Congress team and said that all key issues of concern raised by them were already in advanced stages of resolution by his government, which had been working on them in close coordination with the party. The new leadership team, led by state Congress chief Navjot Singh Sidhu, had called on the Chief Minister and submitted a letter listing out some issues which they said needed urgent settlement. Noting that his government had already implemented most of the promises made to the people in the party’s election manifesto in 2017, the Chief Minister told the state leadership that the other pending issues are also being resolved.

Initiate steps to repeal farm laws, Punjab CM urges PM Modi New Delhi (IANS): Punjab Chief Minister Amarinder Singh called on Prime Minister Narendra Modi here on Wednesday and urged the latter to initiate immediate steps to repeal the three ‘contentious’ farm laws, besides amending the relevant law to include the farmers in the free legal aid category. Amarinder Singh’s media advisor Raveen Thukral tweeted after the meeting: “Punjab CM @capt_amarinder calls on PM @narendramodi, seeks immediate steps for repeal of #FarmLaws & amendment to relevant law for including farmers in free legal aid category. #FarmersProtests.” The Chief Minister, who submitted two separate letters to Modi, called for immediate review and revocation of the three farm laws which have
triggered widespread resentment among the farmers of Punjab and other states, who have been protesting on the borders of Delhi since November 26 last year. Pointing at the prolonged agitation, during which scores of farmers have lost their lives, the Chief Minister said the stir had the potential of posing security threats for Punjab and the country with Pakistan-backed anti-India forces looking to exploit the farmers’ disgruntlement with the government. Urging the Prime Minister to intervene for expeditious redressal of the farmers’ ‘legitimate’ concerns, the Chief Minister said the continued agitation is not only impacting economic activities in Punjab, but also has the potential to affect the social fabric, especially
Amarinder Singh and Narendra Modi. when political parties and to compensate the farmers groups take strong positions. for the management of paddy Amarinder Singh noted that straw at Rs 100 per quintal and earlier, too, he had sought the also to address the fears of DAP Prime Minister’s appointment shortage, which could aggrafor a meeting with an all-party vate the farmers’ problems and the crisis triggered by the farm delegation from Punjab. He further underlined the need laws.
In another letter, the Chief Minister stressed that due to the fragmentation of landholdings, and persistent disputes with lessees and various market operators and agents, the farmers are also facing heightened litigation these days, causing stress to their meagre financial resources. Stressing the need to reduce the farmers’ financial burdens as a result of such litigation, he noted that the Central Legal Services Authorities Act of 1987 provides free legal aid to certain categories of persons, who are perceived to be the vulnerable sections of the society. Pointing out that the country’s farmers are also very vulnerable, he said that they are, at times, compelled to commit suicide due to financial prob-
lems, even though they remain proud and prefer to till their land even at the cost of their lives. “It is, thus, the need of the hour to amend Section 12 of the Legal Services Authorities Act, 1987, to include farmers and farm workers in the category of persons entitled to free legal services to pursue and defend themselves in the courts to secure their livelihood,” said Amarinder Singh. Earlier in the day, the Punjab Chief Minister met Union Health Minister Mansukh Mandaviya and sought his approval to set up a bulk drug park in Bathinda. Amarinder Singh’s meeting with the Prime Minister came a day after he met Sonia Gandhi and Home Minister Amit Shah in the national capital.
Repeal farm laws, Punjab Chief Minister urges Home Minister New Delhi (IANS): Citing social, economic and security implications of the prolonged farmers’ agitation, Punjab Chief Minister Amarinder Singh on Tuesday pressed Union Home Minister Amit Shah for immediate repeal of the farm laws, which had caused great resentment amongst farmers from his and other states. Expressing concern over “inimical powers from across the border trying to exploit the resentment and disgruntlement against the government”, he sought an enduring and expeditious solution to the farmers’ concerns. The Chief Minister said protests have been going on in Punjab ever since the Union government
issued the ordinances in June 2020. “While these protests have so far been largely peaceful, one can sense rising tempers, especially as the state moves towards elections in early 2022,” he warned. The prolonged agitation is not only impacting economic activities in Punjab but also has the potential to affect its social fabric, especially when political parties and groups take strong positions, he added. Citing reports, Amarinder Singh said more than 400 farmers and farm workers had laid their lives in their fight for their rights since the agitation shifted to the Delhi borders.
He recalled that he had even earlier sought appointment from Shah to meet with an all-party delegation from Punjab. Amarinder Singh also flagged the urgent need to compensate farmers for the management of paddy straw at the rate of Rs 100 per quintal and to address the growing fear of shortage of DAP [di-ammonium phosphate], which would further aggravate the problems of farmers. He urged Shah to immediately advise the officials of the Fertilisers Department for enhanced allocation of DAP stocks to Punjab as per the revised demand by the state and to further direct the suppliers to ensure that adequate supplies
are given as per schedule. Punjab requires 550,000 tonnes of DAP for the forthcoming Rabi season. About 50 per cent of the total requirement is supplied through cooperative societies in the state. Since the consumption of DAP is mostly limited to a short period from the last week of October to the third week of November, when about 80 per cent of the area under wheat is sown, it is necessary to preposition DAP in different parts of the state by the middle of October to avoid any last-minute shortage and resultant delay in sowing, he said.
Punjab Chief Minister announces Rs 20 million for Neeraj Chopra 6 crore [Rs 60 million] and a government job for Chopra. Chopra created history after he clinched the gold in javelin throw with an attempt of 87.58 metres, becoming only the second Indian after Abhinav Bindra to win an individual gold medal at the Olympics, and the first athlete in Independent India to win a medal in a track and field event at the

quadrangular event. The Chief Minister said that it is a proud moment for India and all Punjabis, since the family of Neeraj Chopra, a serving soldier in the Indian Army, traces its roots to Punjab. Notably, Chopra practiced most of the time at NIS Patiala. He had earlier won gold in Asian Games and Commonwealth Games in 2018 and is cur-
rent national record holder with his throw of 88.07 metres. He had also won gold in the Junior World Championship and set a U-20 world record with a 86.48-metre throw. Chopra studied at the DAV College in Chandigarh before joining the Indian army in 2016, where he serves as a Subedar with 4 Rajputana Rifles.

2021 BMW 330e xDrive PHEV: Premium All the Way!
Auto review by Veeno dewan For 2021, the BMW’s Plug in Hybrid (PHEV) 330e sedan is redesigned with updated styling and extended electric driving range. Like all BMW’s sedans It is a handsome and restrained looking The BMW 330e powertrain comprises of a turbocharged 2.0L four-cylinder engine combined with an electric motor. The gas engine develops 181 horsepower and 258 lb.-ft of torque, while
the electric motor develops 107 Hp and 77 lb.-ft of torque. Combined power output is 288 horses and 310 lb.-ft of torque which is roughly 30 hp and 25 lb-ft greater than the normally aspirated gas engine 330i. The transmission is an eight-speed unit and buyers can select from rear- or xDrive all-wheel drive. The 12-kWh gross (9.09 kWh net) lithium-ion battery is located under the rear seats. This 330e can travel up to 35 kilometres on battery power alone and to speeds up to 140km/ using the Electric mode; The official fuel economy figure for the 330e is: 10.7 L/100 km in the city, 7.9 on the highway, and 9.4 combined. However, as usual this is dependent on driving habits. The 330E comes very well equipped, with full electric features. The base MSRP for our 330e is a very tempting $44,950. Our smart looking Tanzanite Blue
Metallic xDrive tester base priced at $54,000 had the following optional Equipment: Premium Enhanced Package ($4,900) Also added was the M Sport Package. ($2,000) with: Sport Auto Trans w/Paddles, M Leather Steering Wheel, M Aerodynamics Pack-
age, High-Gloss Black Window Surround , 19”-inch DoubleSpoke wheels, and Variable Sport Steering. Stand-Alone Options included: Adaptive M Suspension, BMW Laserlight Headlights, and High-Gloss Black Exterior trim. Final price as tested: $66,200.
Down sides are few. Fuel tank capacity is less due to space needed for the hybrid battery, and the PHEV’s battery pack and electric motor adds an additional 166 kg (366 lb) in weigh penalty for a half-second slower 0-60 km dash than the fully gas- engine 330i. And, as usual with BMW the cost climbs quickly when the desirable options as fitted to our tester are chosen. The 2021 BMW 330e is a very attractive choice for those buyers who are loyal to the BMW brand or those looking for a hybrid premium luxury sedan with all the attributes BMW is known for: performance, build quality and styling. Highly recommended. 2021 BMW 330e xDrive PHEVpriced from: $54,000. Price as tested with all options: $66,200. www.bmw.ca
2022 Genesis GV 70 SUV review. Another home run!
By Veeno Dewan The Genesis premium luxury line now features not one but two new SUVs in its lineup. The mid-size GV80 is now joined by the compact GV70, a tworow, five-seat premium luxury SUV. First up, this new Genesis looks superb with an elegant design cues including swaggering curves, creases and tightly honed surfaces, unique front and rear light treatments, metallic accents, cool looking air intakes and vertical exhaust outlets. It is certainly unmistakable
and drew plenty of looks during our time with the test model. The two engine choices are either: a 2.5-litre turbocharged four-cylinder (300 hp / 311 lb-ft torque), or a 3.5-litre twin-turbocharged V6 375 hp unit with 391 lb-ft torque). Both engines are paired with an eight-speed
automatic transmission and standard all-wheel drive. The GV70 is offered in two main variants with several trim’ options. The Elegant range is focused on the four-cylinder models, while the Athletic trim applies to the top-tier four-cylinder grade (2.5T Prestige) and
the two 3.5 V6 trims. The athletic grades receive dark chrome accents, dark chrome grille, extended air intakes and round exhaust garnishes. 2022 Genesis GV70 Pricing ranges from 2.– $49,000, - $75,500 depending on model. The GV70 interior lives up to the excitement of the exterior. An aircraft “wing” links the dash centre stack and door pull cut designs and looks very elegant. High quality material define the cabin: metallic speaker grille covers, door pulls and centre console inserts, to the backlit, tempered glass gear selector knob, all wink and beguile. Meanwhile the rich , sumptuous, comfortable quilted leather seating will have you in admiration. I just loved the red leather interior trim on our testers!
I will have you know, the GV70 was put through its handling development at the famed Nürburgring racetrack in Germany under the beady eye of men in white coats - so you know the 2022 Genesis GV70 handles more like a sports sedan; To sum up, you just must take a test drive if you are cross shopping with likes of the BMW, Mercedes-Benz, and Audi competition. The GV70 is better looking, better equipped, offers more value for money, and does not give much away. A very impressive luxury sports SUV for now, and highly recommended. Genesis is the name to watch. 2022 – Genesis GV 70 Priced from $49,000 - $75,500. Price as tested: $75,500 (3.5T Sport Plus) excl. taxes WEBSITE: www.genesis.com/ca

Punjab Police foil major terror attack ahead of Independence Day Chandigarh (IANS): Ahead of Independence Day, Punjab Police on Monday said they foiled a major terror bid as they recovered a double-decker tiffin box carrying an improvised explosive device (IED) weighing two to three kilos along the Indo-Pak border in Amritsar that could be used for a high-value target. State Director General of Police (DGP) Dinkar Gupta told the media here that as per the past cross-border incidents the explosives could have been delivered via a drone from Pakistan. Five hand-grenades and 100 cartridges were found in a bag that contained the tiffin box in Daleke village on Saturday evening. “Subsequently the NSG (National Security Guard) was alerted and it reached the spot and started investigation,” he said. The DGP said an ex-sarpanch informed the police about the sighting of a drone on the night of August 7 that later returned towards the other side of the international border. The police was put on alert and extensive search was carried. During the search, an abandoned bag was found that carried seven nicely packed pouches that carried one plastic tiffin, five hand-grenades and 100 cartridges. An RDX weighing two-three kg, a switch and a remote control device were also
found. “The explosive devised has a provision of switch mechanism for fixing time for explosion. There is a spring mechanism too. Also there is a magnetic mechanism with two magnets,” the DGP explained. Gupta said the devise also has circuit board to be used for remote mechanism. Three detonators were also found. “It seemed all these components were packed by a team of specialists. It was to be used for some high-value target,” the DGP said, adding, “Right now we don’t know about the target”. “Also we have no information that how many such IED explosives have landed in Punjab.” The DGP said the recovery of tiffin bomb IED in the state was after a long gap. Earlier, such IEDs like transistor bombs were used commonly during the during militancy days in the state. He said there has been noticeable increased cross-border activity in last twothree months. “This is very sinister and worrisome development,” he said. On the possible target for the tiffin bomb, the DGP said it could have been meant for any target in the country and investigations were on to find out the target and also for whom the consignment was meant.

COMMON SENSE HEALTH – W. GIFFORD-JONES, MD AND DIANA GIFFORD-JONES

Retirement homes should include a lively bar
WHAT is the greatest loss to aging seniors? It happens when a loved one dies, and loneliness consumes the surviving partner. As the great composer Chopin lamented, “I feel alone, alone, alone.” Retirement is another benchmark for the onset of loneliness. Retirees often miss the day-to-day contact with colleagues. The impact of social isolation can lead to physical and mental health decline. A move to a retirement residence may also be a time of misgivings. So when weighing the options, you may wish to ask, “Is there a bar?” In an expansion forty-five years ago, Sunnybrook Veterans Hospital in Toronto opened an English-style pub called the Boar’s Head. Hospital management at the time was convinced that “pub therapy” helped patients cope with convalescence better than most medications. A visit to the Boar’s Head was unforgettable. Sheila was its jovial barmaid. She didn’t have a degree in psychology, but she was savvy in the treatment of bored or depressed patients. She served them laughter and the permitted one drink a day. It was obvious how much pleasure the pub and Sheila provided. She listened to and charmed those suffering from a variety of illnesses. Of course, they enjoyed an alcoholic or soft drink. But the drawing force was the conviviality of the pub and the ability for patients to escape the boredom of their hospital rooms. Glowing letters from former patients showed how much the pub was appreciated. This column has asserted the health advantages of moderate alcohol consumption. But nurses and other medical colleagues may not always approve when the doctor prescribes an alcoholic drink for patients a few days following surgery to those who normally enjoyed a pre-dinner drink. It is not a crazy idea. Alcohol oils the blood and dilates arteries, making it less likely to clot following surgery causing a fatal pulmonary embolus. It also increases good cholesterol and improves the appetite of those confined to bed. It reassures patients they’re getting better. So, why the argument for bars in retirement residences? These are the longterm settings where people often live for years after losing their life partners. Let’s never forget the penetrating loneliness and depression that follows the death of a spouse. It’s little wonder after years of sharing meals and habitual banter of family and friends. Retirement residences offer many activities, like bingo, shuffleboard, and exercise classes. But what do they offer for those who enjoy the camaraderie of a social drink in the evening? Some retirement facilities do not have bars, considering them not suitable to the setting. But how disappointing, when there is a bar, to find it sterile and void of any resemblance of the décor, warmth, and relaxing atmosphere found in an English pub. Probably few seniors ask if a bar is available during a retirement home tour. They may worry the question would label them alcoholics, and therefore the source of future trouble. Dante, the philosopher, wrote, “There is
no greater sorrow than to recall happiness in times of misery.” He could have added, this grief is magnified when you find yourself alone in an empty home. No one enjoys saying goodbye to home. But new-found friends and friendly staff in a retirement residence can help to temper the loss of a loved one. A cozy bar helps. You won’t have Sheila to listen to your cares. But where there is a bar, it won’t be too long before someone joins you. Visit www.docgiff.com. For comments, contact-us@docgiff.com. Follow us on Instagram @docgiff and @diana_gifford_ jones
