Funds collected to send body of student who drowned in Cultus Lake to India A GoFundMe page set up for international student Manpreet Singh, 22, who drowned in Chilliwack’s Cultus Lake last Saturday, had collected more than $37,000 from over 900 donors by Wednesday. His cousin, Jagpal Singh of Ottawa, who set up the GoFundMe account, thanked everyone and announced: “I have organized enough to send his body to India, but I am still running this campaign to help his family to get out of this hard time.” He added: “Even a little from you can help. Please donate even a little if you can. If anyone wants to contact me they can contact me at 3439888527, and 2367884224, (my brother in Surrey who is taking care of all other things) and if someone wants to see his family they can contact his sister 9646205904 back home. So nobody can think it’s fake they can double check by contacting his family.” Manpreet Singh was a student at Surrey’s Kwantlen Polytechnic University (KPU). wading in chest-high water when he and another person apparently went down a dropoff. A bystander who saw what was happening, dived into the water and saved his friend, but Manpreet Singh couldn’t be rescued. Divers were called in and they finally found his body.

What the Langley SkyTrain station will look like. THE Business Council of British Columbia has released a plan, Stronger Tomorrow Starting Today, that “is a suite of ideas designed both to kick-start and support the recovery process in 2020–21 and to position British Columbia for a prosperous economic future over the medium term.” One of the recommendations is to “accelerate capital spending, infrastructure development, and private sector investment to kick-start economic recovery” and it advises the Province to “move forward with key TransLink capital projects, including the Surrey-Langley SkyTrain extension.” It notes that “in the 2008-2009 financial crisis, B.C. was well positioned to secure federal infrastructure funding. The province should repeat and build upon this past success.” Other specific infrastructure ideas it mentions: * Leverage the positive economic effects of provincial public sector capital spending by accelerating project review and permitting processes and increasing
spending on basic maintenance and repair work that can be undertaken with minimal delay * Proceed expeditiously with the longplanned George Massey Tunnel replacement project * Actively support already underway or imminent private sector capital projects that have faced delays and uncertainty (e.g., the TMX expansion, Coastal GasLink Pipeline) * Work with and, if necessary, compel municipalities to speed up approvals for residential development projects which are in the queue and ready to go. RCMP arrest Jatin Chahal, 21, of Brampton in connection to transnational telephone scams RCMP members of Greater Toronto Area (GTA) Financial Crime Section, Toronto West Detachment, in Milton, Ontario, have arrested and charged another individual in connection to transnational telephone scams, including the Canada Revenue Agency (CRA) telephone scam, the Bank Investigator scam, and the Tech support scam. In October of 2018, the RCMP GTA Financial Crime section commenced an investigation, named Project OCTAVIA. The focus of the investigation was to combat the CRA telephone tax scam and other interrelated scams through public awareness, disruption, and enforcement. These telephone scammers are operating out of India, have been targeting the Canadian public
since 2014, and despite a number of police raids on illegal call centres in India, these scams continue to victimize Canadians. Cumulatively between 2014 and 2019, the CRA scam has resulted alone in reported victim losses totaling over $17 million, and including the Bank Investigator and Tech Support scams, total reported victim losses are over $31 million dollars. During this investigation, RCMP investigators uncovered “money mules /money mule managers” operating in Canada, who assist with laundering the proceeds of these scams. Charged is Jatin Chahal, 21, of Brampton, Ontario with: • Fraud over $5,000 • Possession of proceeds of crime •
Laundering of the proceeds of crime Chahal was released on an undertaking and is scheduled to appear in court in Brampton on September 25. The Project OCTAVIA investigation is continuing and further arrests are anticipated. “Money mules, while at the lower end of the hierarchy, are a crucial component of this criminal organization. They are conduits that facilitate the flow of victims’ funds to the members of the criminal organization. Absent their involvement, the illicit funds would not succeed in reaching the pockets of the criminal minds behind the operation,” said Staff-Sgt. Ken Derakhshan, acting Officer in Charge of the GTA Financial Crime Section at (TWD) in Milton.
“Arrests such as these send an important message that money mules will be subject to investigation and potentially face criminal charges if they choose to further the unlawful goals of these criminal enterprises. “ If someone on the phone is asking for your personal or banking information, hang up and report the activity to the Canadian Anti-Fraud Centre. If the caller is threatening you or your family, hang up and contact your local police. If you receive an e-mail or text message making suspicious tax claims and urging you to click on a link to submit information, don’t interact and report the occurrence to the Canadian Anti-Fraud Centre, through its website at www. antifraudcentre.ca, or by telephone at 1-888-495-8501.

ONE of the most common scams in Canada involves callers pretending to be government officials. However, in 2019, Better Business Bureau (BBB) saw a sharp decline in reports about scammers impersonating the Canada Revenue Agency (CRA). For the first time in several years, the CRA / tax scam did not make the BBB list of Top 10 Riskiest Scams. A recent BBB investigative study found that complaints about fake calls from Service Canada increased in the first six months of 2020. Scammers use fear and intimidation to trick victims into turning over personal information or money, often in the form of gift cards or cryptocurrency. Many of these scams involve robocalls that are transferred to call centres in India when an interaction takes place. Imposter calls from India must first go through a “gateway carrier” that often provides spoofed phone numbers that appear on caller IDs and return phone call numbers
for voicemails that appear to go to locations in Canada. The study explains that scams have become more diverse and sophisticated. Many scammers have taken advantage of the coronavirus (COVID-19) pandemic by posing as the Public Health Agency of Canada, our local BC Health Services officials, CRA representatives who expedite economic impact payments and contact tracers employed with local government agencies. “Government impostor scams are constantly evolving. Using persistence and intimidation tactics, they prey on people with threats of being arrested if money is not paid or personal information is not provided,” says Karla Laird, Manager for Community and Public Relations at BBB serving Mainland BC. “Consumers need to know how to recognize and avoid this costly fraud.” In some cases, scammers insist they are law enforcement officers
and threaten to arrest people immediately if they do not pay money, usually with gift cards or cryptocurrency. They may tell consumers that their Social Insurance Number (SIN) has been compromised, associated with a crime, and may threaten to deport recent immigrants or arrest people for improper filing of their taxes. Other scam callers lure victims with the promise of a “free” government grant, which they claim will be awarded if the victim pays a fee with a gift card, bitcoin or prepaid debit card. In reality, there is no grant. A Vancouver resident recently reported their experience to BBB Scam Tracker: “Got a call saying that there has been an arrest warrant issued by the Government of Canada because my identity was used for drug trafficking and money laundering in Toronto. They said I had to move my money to a safer location so they could freeze this account and help me out. So I
followed their instructions and sent everything I had by cryptocurrency. They stole $3500 and my SIN”. Collaborative efforts by Canadian and US agencies have been helping to fight these fraudulent schemes. Robocalls and individual calls coming from India have declined drastically over the last several months. However, the study notes that cases are rarely prosecuted in India. BBB recommends that the telecom industry maximize efforts to stop illegal calls and to end caller ID spoofing; that law enforcement continue to take action against scammers who are physically present in North America; and that the gift card industry and retailers should explore additional ways to stem fraudulent use of their products. 25 Canadian MPs call for special refugee program for Afghan Sikhs and Hindus TWENTY-FIVE Canadian MPs, from the Conservative Party of Canada (CPC), New Democratic Party of Canada (NDP) and the Green Party, have written to Immigration Minister Marco Mendicino calling for a special program for Afghan Sikh and Hindu refugees so that they can be brought to safety in Canada. The letter expresses “concern about the existential threat to religious minorities in Afghanistan, specifically, Sikhs and Hindus.” Afghan Sikhs and Hindus have been subject to increasing persecution in recent years, including the murder of 25 Sikhs on March 25, 2020, in an attack on Gurdwara Guru Har Rai Sahib in Kabul by ISIS-K terrorists (see photo). The community has also been targeted for kidnapping and extortion. The letter, signed by 16 Conservative Party, 6 NDP and 3 Green MPs, asks the Canadian Minister of Immigration to use his powers under section 25.2 of the Immigration and Refugee Protection Act to create a special program for the less
than 800 remaining Sikhs and Hindus in Afghanistan. The World Sikh Organization (WSO) along with the Manmeet Singh Bhullar Foundation and the Canadian Sikh community have consistently called on the Canadian Government to assist Sikhs and Hindus in Afghanistan, as Afghan authorities have been unable to offer meaningful protection of their basic human rights. WSO President Tejinder Singh said: “We are thankful to the MPs that have called on Immigration Minister Marco Mendicino for a special program to bring Afghan Sikhs and Hindus to safety in Canada. “These vulnerable

minorities are living in constant terror and it’s not a question of whether ISIS will launch another attack, but when. “Canada has previously created special programs for Tibetan and Syrian refugees. Given the relatively small number of Afghan Sikhs and Hindus remaining, the imminent risk to their lives and the fact that Canadian Sikhs are willing to bear the entire cost of their evacuation, we believe a special program needs to be put into place. “We are very grateful for the support of the Conservative Party of Canada, the NDP and the Green Party on this matter. “The time to act is now.”

Dr. Hari Sharma Foundation’s President Dr. Chinmoy Banerjee passes away THE Dr. Hari Sharma Foundation on Thursday announced the passing of the Foundation’s President, Dr. Chinmoy Banerjee, on July 29. “Chin da”, as he was affectionately called, was a son, dad, brother, husband, grandfather, a poet, teacher, mentor, an activist, comrade, and leader, stellar in every aspect and impacting the lives of many, the Foundation said. He was born on January 10, 1940 in Baidabharty, Bengal, and completed his undergraduate and Master’s degrees in English Literature at Delhi University where he met his first wife. In 1966, their son Anand was born, and soon after, Chin moved to Kent State University in the U.S. to do his PhD in 18th Century English Literature. Chinmoy was actively involved in progressive politics, such as protesting against the US invasion of Cambodia and the American presence in Vietnam. Whenever protests arose in India, he was always the first to lend his voice to the indignation and outrage, spearhead-
ing solidarity. In 1970, the family moved to Canada where he started teaching English at Simon Fraser University. Later that year, daughter Nandini was born. After receiving tenure in 1975, Chin joined Dr. Hari Sharma, Dr. Daya Varma, and Dr. Vinod Mubayi, as a leader of the Indian People’s Association of North America (IPANA), an advocacy organization of progressive Indians who supported democratic rights and social justice in India, and wrote for its two publications: New India Bulletin and India Now. Having engaged in struggles against racism in the 1970s, Chin, with IPANA, became a primary force in the formation of the British Columbia Organization to Fight Racism (BCOFR: 1980) and the Canadian Farmworkers’ Union (CFU: 1980). Chin was a founding member and leader of the Non-Resident Indians for Secularism and Democracy (NRISAD) which morphed into South Asian Network for Secularism and Democracy (SANSAD). He also

years. He felt that film screenings, music concerts, literary events and gallery shows were just as important as the academic research and progressive political conferences that we funded; they were all part of a continuum of appreciation for South Asian culture and society that we aimed to support. “ Chin taught English literature, literary criticism, and postcolonial studies at Simon Fraser University for 35 years, voted and celebrated by students as the “best teacher” and received the 1991 Excellence in Teaching Award at SFU. His life was dedicated to learning, and his approach to understanding society was not limited to reading; he breathed poetry, history, music, and appreciated the medium of film. Though he enjoyed the films of Satyajit Ray, Hitchcock, and so many others, the dearest to his heart, was Charlie Chaplin. He was deeply concerned about the systematic attack on the pluralist society and culture of India since Narendra Modi came to power with a Bhartiya Janata Party (BJP) majority in 2014. Chin leaves behind a legacy
of activism in the service of the humankind. He inspired hundreds of people to fight for human rights and a better world without suffering or oppression with equality regardless of religion, caste, race, or gender. He left a better world for us where we have learned to fight battles for justice, stand on principles, and to be more compassionate. His life and legacy will continue to inspire. He lived a dignified life, while striving to achieve the same for everyone. And, in a dignified manner, with the assistance of his health professionals, in the presence of his beloved children and a few lifelong comrades, surrounded by laughter and love, passed away peacefully on July 29, wearing his much-cherished Charlie Chaplin shirt listening to Bach’s “Goldberg Variations”. Dr. Chinmoy Banerjee is survived by his wife of 25 years, Robyn Kathleen Banerjee, son Anand Banerjee (wife Beth), daughter Aedon (“Nandini”) Young (husband Rob), grandson Max and granddaughters Alexandria and Maya. A celebration of Chin’s life will be held when COVID-19 restrictions are relaxed.
Punjabi Poet Dr. Harbhajan Singh’s centenary celebrations on August 16 THE centenary celebrations of Dr. Harbhajan Singh, founder of modern Punjabi poetry and Punjabi Samikhya School, Delhi, is being jointly celebrated on Sunday, August 16 at 10 a.m. at Surrey’s Gurdwara Sahib Brookside, according to an announcement by S. Surinder Singh Jabbal, President of the gurdwara, and S. Jaiteg Singh Anant, founder of Hardarshan International Memorial Trust Canada. Dr. Harbhajan Singh’s literary contribution and different aspects of his life will be discussed. He was a versatile academician and Punjabi, Hindi, English, Persian and Urdu scholar. He has enriched the literary world by bringing out more than 100 books on different topics. At the celebrations, two Punjabi writers will be honoured with Dr Harbhajan Memorial Award. SFU faculty co-authors book on urgent need to combat, end relationship violence AMONG the many devastating impacts of the coronavirus pandemic is the marked increase in relationship violence reported globally. A topical book that addresses this subject and which has been co-authored, edited and reviewed by Simon Fraser University faculty and staff was launched at an online event hosted by SFU last week. To enable wider accessibility, the book entitled, “Making Sense of a Global Pandemic: Relationship Violence & Working Together Towards a Violence Free Society,” is a free open-source e-book publication, and is the result of a collaboration between 13 individuals with diverse experience and expertise to create a helpful resource that speaks to the different aspects of relationship violence (RV). The book has been coauthored by SFU’s Gender,
Sexuality & Women’s Studies Professor Jen Marchbank and Department of Gerontology masters student Glaucia Salgado. The other co-authors are Kwantlen Polytechnic University (KPU) faculty member Balbir Gurm — also the e-book project lead and founder of the Network to Eliminate Violence in Relationships (NEVR) — and violence prevention advocate Sheila Dawn Early. “This e-book is the product of a wonderful coalition of academics, practitioners and community activists. It is an excellent example of what can be produced when people, who share a concern, work across silos and organizations,” says Marchbank. Salgado’s role as co-author focused on collecting, analyzing and showing the results of studies related to RV and their impacts on individuals’ overall health.

Photo: SFU “It is essential to understand the ways in which relationship violence is perpetrated and how it impacts the health of people, so we not only understand the costs to public health but mainly, the links between RV and health outcomes.” A living resource for victims of violence SFU’s Sobhana Jaya-Madha-
van, Associate Vice-President, External Relations, is one of the editors of the book. She says it provides critical answers to questions, such as, what an individual can do to leave a difficult relationship, and subsequently protect themselves. Jaya-Madhavan also moderated an online panel discussion held last week to mark the book launch, which drew more than 100 participants from
across Canada and abroad. “RV is an issue that impacts all of us across cultures and continents. It is a human-rights violation that needs global attention and collective action. Every single one of us has a role to play in making our society violence-free.” Drawing on personal experiences of RV in Surrey, Delta and Langley, the book cites instances of violence suffered in Indigenous, refugee and immigrant communities, LGBQT2S1A+ relationships, postsecondary institutions and the workplace, across an age and gender spectrum. “Gender-based violence (GBV) on post-secondary campuses mirrors the experiences of those impacted by GBV in the larger society,” points out CJ Rowe, Director of SFU’s Sexual Violence Support & Prevention Office, who is one of the reviewers of the book.
“This book helps demystify the complexities inherent in understanding, responding and preventing relationship violence. A collaborative multi-authored and edited text, it provides a balance between academic research and offers hands-on tools to support service providers in their work.” In addition to the aforementioned, the panel discussion also included other anti-violence experts and NEVR members involved in the e-book project, namely, A. Alexon, Sonia Andhi Bilkhu, Jim Cessford, Julie Czeck, Daljit Gill-Badesh, Amarjit Sahota and Gary Thandi. Mukund Mohan of Vancouver tech company, BuildDirect, charged with COVID-relief fraud and money laundering MUKUND Mohan, 48, of Clyde Hill, Washington, a tech executive, was taken into custody on July 23 and charged with fraudulently seeking over $5.5 million in Paycheck Protection Program (PPP) loans and laundering the proceeds. Mohan was charged by criminal complaint in the Western District of Washington with one count of wire fraud and one count of money laundering. Mohan is the chief technology officer at Vancouver-based BuildDirect.com Technologies Inc., a website that connects people with home contractors. He had earlier worked for Am-
Mukund Mohan azon.com Inc. and Microsoft Corp., according to his LinkedIn profile. According to the Times of India newspaper, he studied computer science in Mysore University in India. He moved to Bengaluru from the U.S. in 2008 to start a venture and then led Microsoft’s startup accelerator program. In 2014,
he returned to the U.S. with a new role in Microsoft and left the company the following year. He worked for Amazon between 2016 and 2018 as director of product management, according to his LinkedIn profile. He lists a number of startups he’s part of. The U.S. criminal complaint alleges that Mohan submitted at least eight fraudulent PPP loan applications on behalf of six different companies to federally insured financial institutions. The complaint alleges that, in support of the fraudulent loan applications, Mohan made numerous false and misleading statements about the compa-
nies’ respective business operations and payroll expenses. The complaint also alleges that, in further support of the fraudulent loan applications, Mohan submitted fake and altered documents, including fake federal tax filings and altered incorporation documents. For example, Mohan misrepresented to a lender that, in 2019, his company Mahenjo Inc., had dozens of employees and paid millions of dollars in employee wages and payroll taxes. In support of Mahenjo’s loan application, Mohan submitted incorporation documents showing that he incorporated the company
in 2018 and filed federal unemployment tax forms for 2019. In truth, Mohan purchased Mahenjo on the Internet in May 2020 and, at time he purchased the company, it had no employees and no business activity. The incorporation documents he submitted to the lender were altered and the federal tax filings he submitted were fake. The complaint further alleges that Mohan transferred at least $231,000 in fraudulentlyobtained loan proceeds to his personal brokerage account for his personal benefit. The Coronavirus Aid, Relief, and Economic Security
(CARES) Act is a federal law enacted March 29. It is designed to provide emergency financial assistance to millions of Americans who are suffering the economic effects resulting from the COVID-19 pandemic. One source of relief provided by the CARES Act is the authorization of up to $349 billion in forgivable loans to small businesses for job retention and certain other expenses through the PPP. After decades of serving at MOSAIC, where she started her career in her twenties, she has made a choice to move to the Ending Violence Association of BC. This marks another milestone in her career path which will allow her to contribute even more of her leadership, passion, and commitment for

dear to her – refugees and immigrant settlement, supporting struggling families, prevention of violence against women, helping men cope with anger issues, mobilizing youth power, compelling policy makers and government agencies to add resources for community groups, and much more. She connects with the community at all levels and brings all key players on board to work as a collective to bring about social change. Ninu is a strong believer in community capacity building. As a true visionary, she has emerged as a positive
influence. Her admirable strength is her optimism in the face of social problems, regardless of how gloomy these may seem, such as spousal abuse, youth gang involvement, gender discrimination. She always comes up with new strategies for change and ensures that results follow. For example, it was her initiative, which made it possible for the South Asian Community Coalition Against Youth Violence to receive support from the Ministry of Public Safety. She was instrumental in connecting MOSAIC with the RCMP, Sikh temple
leaders, and KPU, and led several gang prevention summits. In the words of the former RCMP officer Baltej Dhillon, who is now a member of the Combined Forces Special Enforcement Unit of BC (CFSEU-BC), “Ninu has given of herself without hesitation and many times at a personal cost to advance a number of community initiatives for the betterment of the larger community. Province provides more supports to combat racism on Lower Mainland THE Province is strengthening anti-hate and anti-racism supports for communities with 13 new organizations offering Resilience BC services on B.C.’s Lower Mainland. “There is no place for racism and hate in British Columbia. To fight racism and hate crimes, we must work together in a co-ordinated way in communities in every corner of the province,” said Anne Kang, Minister of Citizens’ Services and responsible for Multiculturalism. “These community organizations will lead action at a local and regional level to respond to and prevent racist and hate activity.” Under the Resilience BC program, 34 organizations were selected to provide services in 40 communities throughout the province following a competitive procurement process. Resilience BC, launched in November 2019, is a provincewide anti-racism network delivered through a hub-andspokes model. The spokes are community-based branches that identify local priorities and move projects forward to address systemic and institutionalized racism at a local level. Most recently through Resilience BC, the Province launched an online portal to support people who experience or witness a racist incident. The website offers information in 12 languages. ADRIAN Dix, Minister of Health, and Dr. Bonnie Henry, Provincial Health Officer, on Friday announced 50 new cases of the novel coronavirus (COVID-19), including five epi-linked cases, for a total of 3,641 cases in British Columbia. There was one new COVID-19-related death in the Vancouver Coastal Health region. The total number of deaths now stands at 195 in the province. There are 278 active cases of COVID-19 in the province and 3,168 people who tested positive have recovered. Of the total COVID-19 cases, five individuals are hospitalized, two of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation. B.C. welcomes federal extension of commercial rent assistance FINANCE Minister Carole James said on Friday that the B.C. government welcomes the federal government’s decision Carole James to extend the Canada Emergency Commercial Rent Assistance program through to the end of August. She said: “Our government has been advocating for additional support for business owners and tenants affected by the pandemic, and this will give them additional time to recover and reopen. “The Province’s emergency order protecting eligible businesses from being evicted remains in place for the duration of the federal rent assistance program. The ban will continue to protect small businesses in British Columbia that would be eligible for rent relief but whose landlords have not applied, and it will encourage landlords to apply for the joint federal-provincial relief program.” “I encourage both commercial landlords and tenants to work collaboratively and apply for this program, so we can ensure our B.C. businesses are in a better position financially as we transition into recovery.”

New national mobile app COVID Alert now available for free download PRIME Minister Justin Trudeau and Ontario Premier Doug Ford on Friday announced that COVID Alert, a new national mobile app, is now available to Canadians for free download. The app, first developed in Ontario, helps notify users if they may have been exposed to someone who has tested positive for COVID-19. Use of COVID Alert is voluntary, and serves as another tool to help limit the spread of COVID-19. Once the app is fully functioning in their province or territory, users who test positive for COVID-19 will receive a one-time key from their health authority that they can enter into the app. When the key is entered, COVID Alert will notify other users who may have come in close contact with that person for at least 15
minutes in the past 14 days, so they can contact their local public health authority for guidance. To safeguard the confidentiality and privacy of all Canadians, the app uses strong measures to protect any data it collects, and does not track a user’s location or collect personally identifiable information. The Privacy Commissioners of Canada and Ontario were consulted on the development of COVID Alert, to ensure the highest level of privacy for Canadians using the app. The federal government has been working in close partnership with the Province of Ontario to launch the COVID Alert app. Health authorities in Ontario will be the first to begin distrib-
uting one-time keys. The federal government is also working with the other provinces and territories to bring their jurisdictions on board in the coming weeks and months. An expert Advisory Council will ensure the app meets the highest standards in public health outcomes, privacy, and technology. The members of the Council reflect Canada’s regional and cultural diversity, and cover a wide range of expertise, including health, privacy, data governance, science, and innovation. New program for workers who have exhausted CERB coming THE federal government is creating a transitional benefit to help workers who exhaust emergency pandemic aid and don’t qualify for employment insurance, Prime Minister Justin Trudeau said on Friday.
The $80-billion Canada Emergency Response Benefit will be ending and with those who are EI-eligible to move onto that separate program. Trudeau said many people who don’t qualify for the program, such as gig or contract workers,
will gain access to a transitional, parallel benefit that is similar to EI. It will also include access to training, and the ability to work more hours without having as steep a clawback in benefit payments.
More details will be provided at a later date. The most recent figures on the CERB show that as of July 26, the government had paid out $62.75 billion in benefits to 8.46 million unique applicants since its launch, according to the Toronto Star.

CHARGES related to the production and distribution of drugs were approved against a male and female this week after a lengthy Vancouver Police investigation that resulted in the dismantling of a drug lab in Vancouver. “This investigation is complete, and it has resulted in multiple charges and the seizure of a substantial amount of illicit drugs,” said Sgt. Aaron Roed. “This will have a major impact on crime groups and the flow of poisoned drugs into the city.” VPD officers executed a search warrant in February at a building near Seymour and Davie streets and discovered that it was being used as a mixing location to combine fentanyl and carfentanil with other drugs like cocaine, methamphetamine, and heroin before being distributed at the street level. Officers seized more than 10 kilograms of fentanyl, with an approximate street value of over $1.5 million. The seized fentanyl had been dyed purple, green, and blue to differentiate the different mixtures. On Monday, Vancouver residents, 33-yearold, Cody Timothy Casey and a 30-year-old Janell Sandhu, were charged with the production of a controlled substance and four counts of possession for the purpose of trafficking under the Controlled Drugs and Substances Act. Casey has been arrested and is in custody. Sandhu was arrested and has been released pending a future court date.

To date, investigators have arrested 21 people, laid 194 criminal charges and have recovered 36 stolen vehicles with an estimated value of $4.2 million. As a result of the investigation a number of high-end vehicles were seized. Vehicle Brands seized include Ford, GMC, Chevrolet and Dodge. THE BC Liberals are calling out Premier John Horgan and the NDP for failing to provide leadership and certainty for parents and teachers following the reveal of Wednesday’s outline of a plan for a return to schools in the fall. “[Provincial Health Officer] Dr. Bonnie Henry and health officials are doing excellent work to ensure students and staff are safe, but NDP Education Minister Rob Fleming’s decision to download responsibility onto school districts is just creating more
uncertainty for parents, students, and teachers,” said Dan Davies, BC Liberal Education Critic, on Wednesday. “We found out a few details today but school districts won’t be able to finalize actual plans until August 26 — that’s still only a week before classes are supposed to return. Normally we would agree with the Minister’s suggestion to ‘rely on our distance learning resources,’ except he slashed $12 million from Independent Distributed Learning school
budgets earlier this year so I’m not sure what resources the Minister is referring to.” The NDP guidelines will expand permissible “bubbles” to school cohorts of 60 for elementary schools and 120 people for high schools but with no guides to school districts on how to structure this. Government plan for reopening schools needs more time and work: BC Teachers’ Federation IN response to the government’s announcement to fully reopen BC schools on September 8, BC Teachers’ Federation President Teri Mooring said the plan needs more time and a lot more work if it’s going to be successful and keep everyone safe. “The COVID-19 pandemic has been hard on all of us, especially children and youth,” said Mooring. “Education is vital and we all agree that students need to return to school, rebuild their social connections, and learn from their teachers in a classroom setting. A lot of excellent work has already gone into the restart planning by the steering committee and working groups, but this announcement misses the mark on several critical components and should go back to those working groups. This plan is still a work in progress and there is a lot of room for improvement. I am confident that with more authentic consultation and collaboration, we can get to a much better place. “The reopening needs to be safe, careful, and get the buy-in of teachers, support staff, parents, and students. If the plan is rushed or too many questions are left unanswered, it won’t be successful. Bringing everyone back all at once, even with some version of a cohort model, on the first day after the Labour Day long weekend, is too much too soon given the many unanswered questions in today’s announcement. “Teachers and support staff need time in September to adjust to the new structures, make sure the proper health and safety protocols work, and prepare curricular resources and lessons that meet the new reality. If school staffs are given time to collaborate, get training, and prepare, everyone will be better off. “As a teacher, parent, grandparent, and President of the BCTF, I agree that we need to get back to in-person learning. There were a lot of challenges with emergency remote learning in the spring as well as the partial return in June. But, the imperative to get students back into schools needs to be balanced with health and safety considerations in the context of how schools actually function. Based on what the government released today, their plan isn’t ready yet. It needs more work.” Mooring stressed that there is time to do that work and make the necessary improvements to ensure everyone in the school system can return with confidence. She also praised the government for pulling together a significant amount of new funding to improve cleaning, hire more staff, and provide personal protective equipment (PPE) to all teachers and staff who need or want it. The BCTF has been advocating for PPE to be provided since the spring. As part of the government’s planning process, the BCTF has two representatives on the Ministry of Education’s steering committee and 25 active classroom teachers on the working groups. The BCTF’s representatives were surprised to see some of the details in the announcement made today and agree that the system isn’t ready to enact the government’s plan at this point. As a result, Mooring is calling on the government to let the steering committee and working groups get back to the job of identifying solutions and delay implementation of this current version of the restart plan. “We all share the same goal—getting students and teachers safely back into class—but there’s still a lot to do before we can say with confidence that September will be safe and successful. So today, I’m calling on the Minister of Education, Office of the Provincial Health Officer, and government to let the steering committee and working groups keep taking on the big issues, come up with the right solutions, and make important changes to this restart plan,” said Mooring. Here are some of the key concerns the BCTF is asking the government to address with the working groups: * Authentic consultation and collaboration at the local level between school districts and local unions. * Health and safety measures in place and tested before staff return to the school site and before students return to class. * Time in September for teachers to plan, prepare, and undertake the necessary in-service training and health and safety orientations to enable equitable learning conditions and safe workplaces. * Smaller classes to ensure all of the children,

So far, nearly 16,800 new spaces have been funded throughout the province, helping parents return to work, go back to school or pursue other opportunities, according to the government. “Providing quality, affordable and inclusive child care goes hand in hand with a strong, vibrant economy,” said Katrina Chen, Minister of State for Child Care. “By funding nearly 16,800 new licensed spaces throughout the province, our government is helping more parents return to work, go back to school or pursue other opportunities knowing that when they drop their kids off in the morning, they’ll get the nurturing support they need to grow and thrive.” These new spaces are part of the fastest creation of child care spaces in B.C. s history. An additional 4,100 spaces, funded through the 2017 Budget Update and the Early Learning and Child Care agreement with the Government of Canada, means that more than 20,900 new licensed spaces have been funded since July 2017, according to the government.

Surrey Homelessness and Housing Society launching second round of COVID-19 grant program IN response to the longer-term impact of the COVID-19 pandemic on homelessness in Surrey, the Surrey Homelessness and Housing Society (SHHS) will be launching a second round of funding in September. The grants will support the ongoing and emerging needs related to COVID-19 of those who are homeless or at risk of homelessness. Grants will be available to charitable organizations providing services to those most vulnerable in Surrey. “The needs and challenges of the homeless have been magnified during the COVID-19 pandemic,” said Councillor Laurie Guerra, President of the Surrey Homelessness and Housing Society. “This second round of grants is an example of how SHHS is able to assess and act promptly to address the needs of the homeless during this time of pandemic. The additional round of funding will ensure organizations have additional means to deploy food programs, purchase emergency supplies, and strengthen staff capacity.” More information regarding the upcoming call for applications process and key funding priorities will be posted and available on the SHHS website in the coming weeks. Surrey’s SAFE Program successfully diverts vulnerable children and youth from gangs gaps in diverting children and youth away from gangs. “We are committed to keeping Surrey’s youth safe and engaged through preventable programming that will address the source of underlying problems that lead to gang involvement,” said Surrey Mayor Doug McCallum on Thursday. “With the
release of today’s data, we know we are on track to create a healthy community where everyone has the chance to thrive and reach their full potential.” As of March 2020, a total of 1,515 vulnerable Surrey residents have been offered supports through SAFE. This includes 1,292 children and
Seeds of Change Surrey partnership addresses COVID-19 food security challenges IN partnership with Seeds of Change Surrey, the City of Surrey is supporting the launch of two new food security programs that will address the challenges many residents are facing as a result of the COVID-19 pandemic. Seeds of Change Surrey secured $77,000 in funding through the United Way of the Lower Mainland, in addition to in-kind support from the City of Surrey. “Having access to affordable and healthy groceries during COVID-19 is essential for our community,” said Surrey Mayor Doug McCallum. “Together with the Seeds of Change Surrey organization, we are mobilizing resources to support residents in meeting their everyday food needs as well as building community food systems resilience. On behalf of Seeds of Change, I would like to thank the United Way for their support on such an important project.” Seeds of Change Surrey will immediately implement two programs to address food access challenges: * Seeds of Change Surrey Food Box (SOX BOX) SOX BOX will assist those requiring food support through a systems-level coordinated grocery box approach. Food will be sourced, sorted and distributed to community organizations throughout Surrey, targeting households in need through neighbourhood pick-up locations or community agency locations. This program is complementary to the existing emergen-
cy food programs in Surrey and adds the greatly needed inter-agency coordination required to see more residents fed. * Yard to Garden Program Yard to Garden is an initiative that supports residents in transforming their yards into gardens with the goal of growing more food and feeding more people locally. Participants are provided the materials needed to volunteer in growing vegetables at home. When possible, gardeners are asked to donate their excess harvest to local food banks and community organizations. Materials provided to participants include soil, seeds, educational resources, and gardening support. The first food box deliveries under the SOX BOX program took place on July 25, and the Yard to Garden program is scheduled to launch August 4, with registration opening on July 31. To ensure that the greatest impact can be realized over the growing season, and while the pandemic continues to effect residents’ income, Seeds of Change Surrey intends to have these programs in operation until October 2020, with the ability to extend as needed. City staff continue to work closely with Seeds of Change Surrey to explore collaborative approaches that address building community food system resilience citywide for all Surrey residents.

Burnaby homicide victim is Randy Joseph Chan THE Integrated Homicide Investigation Team (IHIT) is requesting public assistance to further its investigation into the death of 23-year-old Randy Joseph Chan of Coquitlam whose remains have now been identified in a vehicle fire that originated in Burnaby. On July 22, around 11:30 p.m., the Burnaby RCMP responded to a report of a vehicle fire in the 7500-block of Meadow Avenue. The vehicle sustained such significant damage that police were unable to immediately complete a thorough examination. The vehicle was taken to a tow yard in Burnaby, to allow the hazardous gases associated with a recently burned vehicle time to dissipate prior to further inspection. The following morning, an arson investigator from Burnaby RCMP’s Investigative Service Team examined the vehicle and made a request to have an ICBC investigator make an independent examination. On July 29, human remains were discovered inside the vehicle by the ICBC investigator. Burnaby RCMP immediately secured the scene and engaged IHIT and the BC Coroners Service. “Depending on the extent of the fire damage, particularly in car, fires where accelerants such as gas are present, it is not always immediately evident that there are human remains present,” said Superintendent Graham de la Gorgendiere, Assistant Officer-in-Charge of the Burnaby RCMP Detachment. “The Burnaby RCMP will conduct a review of the actions taken by the arson investigator and determine whether any practices or procedures may be improved upon.” IHIT has now assumed conduct of the Randy Chan missing person investigation and said it is releasing Chan’s name in order to further its investigation. “IHIT investigators are pushing ahead with their investigation and invite anyone who

New York (IANS): Speculation swirled around US Senator Kamala Harris becoming the Democratic Party candidate for vice president after Joe Biden, who is to be the presidential candidate, was photographed accidentally displaying a list of favourable talking points about her. The �irst item under her name was “Do not hold grudges,” a possible reference to her attacks on Biden over his civil rights record during the Democratic Party presidential debate last year when she was also seeking the party nomination. That confrontation, which saw Harris’s standing in the poll momentarily rise while Biden’s fell, had been mentioned as one of the points against her in becoming Biden’s running mate. The note about not holding grudges may indicate that Biden has put that skirmish behind him. The other points in the list in Biden’s photograph circulated by a leading media outlet were: “Campaigned with me & Jill”; Talented”; “Great help to campaign”, and “Great respect for her.” The vice president pick is expected to be announced in coming days and Biden said on Tuesday, “I’m going to have a choice in the �irst week in August.” He has said that his vice president pick would be a woman and as the Black Lives movement protests gripped the nation, he has been under pressure to select a woman of African descent. She got an odd endorsement from Trump, who told reporters, “I think she’d be a �ine choice, Kamala

Another candidate mentioned as front-runner is Susan Rice, 55, who is African American was former President Barack Obama’s national security adviser and had worked closely with Biden. She will bring foreign and strategic policy expertise but has not run for any of�ice. Senator Tammy Duckworth, 52, a retired Army pilot with the rank of lieutenant colonel who lost both her legs in the Iraq war is of part Thai descent, is also mentioned as a front-runner. The names of two other Representatives, Val Demings and Karen Bass, have also been mentioned.
However, any of the others on the short list could end up as the vice presidential candidate. With the COVID-19 pandemic and the national protests against police brutality and discrimination against African American, which have some times turned violent, emerging as the key areas for action next year, domestic experience could be important. Besides being able to step into the presidency, Biden’s running partner would also have to be a vigorous campaigner capable of keeping up the punishing routine of the election trail. Harris can be tough campaigner able to stand up to Trump’s harsh style. One of Harris’s drawback is her role as a prosecutor in California because she has been accused of contributing to the conviction and jailing of a large number of African Americans, which could turn off some traditional Democratic Party supporters. Her standing in the party sank amid the accusations of her prosecutorial role and she quit the race for presidential nomination. Her initial bump in the polls came after she raked up Biden’s opposition in the 1970s and 1980s to integrating schools by transporting children by buses to schools across neighbourhoods segregated by race. Politico reported that former Senator Chris Dodd, an adviser to Biden, has reportedly said that when he asked Harris about it, “She laughed and said, ‘that’s politics.’ She had no remorse.” This was considered a point against her.

Soz, eager to talk to the media, scaled the pillar of his residence’s gate but his interaction was cut short by the policeman. “The government lied to the Supreme Court. If I am a free
man, then allow me to leave the premises. I am not a free man. These policemen are saying they have orders from the top,” screamed Soz from behind the gate. The context to this is that the Supreme Court on Wednesday closed a habeas corpus petition filed by Soz’s wife after the Jammu and Kashmir (J&K) administration assured the court that he is neither in detention nor under house
arrest. Congress leaders slammed the J&K administration for “lying” to the Supreme Court about Soz being free and not under detention. Senior Advocate and Rajya Sabha member Abhishek Singhvi, who represented Soz in the top court, said if reports of restrictions are “factually” established, then the J&K administration is liable for “perjury and contempt of court”.
Rafale fleet will be a game changer for India: Experts New Delhi: The Rafale jets, known globally as one the most potent strategic platforms with unmatched capability in carrying out a variety of roles, will significantly bolster India’s air combat capabilities when it is facing hostile neighbours like Pakistan and China, defence experts said on Wednesday. The timing of induction of the 4.5 generation combat jets assumed significance as it came in the midst of India’s tense border row with China, they said. They said the Rafales could be a game-changer for India after all the 36 jets join the Indian Air Force as no aircraft in possession of any country in the neighbourhood will be able to match their superior kinematic performance and powerful electronic warfare systems. The Rafale jet, which is often compared with the US’ stealth F-35 aircraft and F-22, is able to carry out all combat aviation missions like air superiority and air defence, close air support, in-depth strikes, reconnaissance, anti-ship strikes and nuclear deterrence at varied speed limits of up to 1.8 Mach. The aircraft proved its unmatched capabilities in air combat missions in Afghanistan, Libya, Mali, Iraq and Syria in the last few years. India is the fourth country to have the strategic platform after France, Egypt and Qatar.
The five Rafale fighter jets, travelling from France, being escorted by two Sukhoi Su-30MKIs as they enter Indian airspace. The Rafale, manufactured by French defence giant Dassault Aviation, entered service with the French Navy in 2004 and with the French Air Force in 2006. In comparison to F-35, experts said the Rafale jet is more agile as it has long endurance to fly at a higher speed while carrying a range of weapons for a longer period of time. However, the F-35 scores much ahead of Rafales in terms of on-board avionics and electronic warfare systems. “It is one of the finest combat aircraft available in the global market. It is much more advanced and lethal then the current fighter aircraft available with China. It is definitely a boost to India’s defence preparedness. The timing of the arrival
of the jets is perfect,” said defence expert De Laxman Behera. When asked about China’s fighter jet J-20, he said it cannot be compared with Rafale as the French manufactured jet is much more potent than the Chinese aircraft. Former Chief of Air Staff Air Chief Marshal Fali Homi Major (retired) too echoed Dr Behera’s observations. “There was no comparison between Rafale and the J-20s. The world does not know about the J-20s. The Rafale jets will give the IAF superior air dominance capability,” the former IAF chief said. European missile maker MBDA’s Meteor beyond visual range air-to-air missile, Scalp cruise missile and MICA weapons system will be the mainstay of the weapons package of the Rafale jets. The Indian Air Force is also in the process of procuring a new generation medium-range modular air-to-ground weapon system Hammer to integrate with the Rafale jets. The Hammer (Highly Agile Modular Munition Extended Range) is a precision-guided missile developed by French defence major Safran. The missile was originally designed and manufactured for the French Air Force and Navy. “India will have unmatched air power in the re-
gion when it has all the 36 Rafale aircraft. It will be a game changer for India,” said Dr Behera, who is a leading expert at the Manohar Parrikar Institute for Defence Studies and Analyses. He said both Pakistan and China must have taken note of induction of the fighter jets. The government on Monday said the delivery of all 36 aircraft will be completed by the end of 2021. India on Wednesday received its first batch of new multirole combat fighter aircraft in nearly two decades with the arrival of five Rafale jets. The NDA government had inked a Rs 59,000-crore [Rs 590,000-million] deal on September 23, 2016 to procure 36 Rafale jets from French aerospace major Dassault Aviation after a nearly seven-year exercise to procure 126 Medium Multi-Role Combat Aircraft (MMRCA) for the Indian Air Force did not fructify during the UPA regime. The emergency acquisition was made primarily to check the depleting combat capability of the IAF as the number of its fighter squadrons had come down to a worrying 31 against the authorised strength of at least 42. The fleet, comprising three single seater and two twin seater aircraft, is being inducted into the IAF as part of its Ambala-based No 17 Squadron, also known as the “Golden Arrows”.
105-year-old COVID-19 patient cured in Kerala Thiruvananthapuram (IANS): A 105-year-old woman, Asma Beevi, on Wednesday was cured of COVID-19 disease and was discharged from the
hospital. She became the oldest patient in Kerala to have been cured of the disease. Previously, a Kerala couple – a
93-year-old man and an 88-year-old woman – had been the oldest patients to have been cured. Beevi was discharged from the state-
run ESI Medical College at Kollam. She got this disease from her daughter and after she was admitted to the hospital, a specially constituted med-
ical board oversaw the treatment. On a few occasions her condition deteriorated, but Beevi fought back and has now gone home.

Supreme Court declines public interest litigation seeking CBI probe into Sushant’s death New Delhi (IANS): The Supreme Court has declined to entertain a PIL seeking Central Bureau of Investigation (CBI) probe into the death by suicide by actor Sushant Singh Rajput. A bench headed by Chief Justice S.A. Bobde said the PIL petitioner Alka Priya has no locus standi in the matter. “The Mumbai police are probing the matter. If you want, then you can go before the Bombay High Court and seek appropriate relief,” noted the bench that also included Justices A.S. Bopanna and V. Ramasubramanian. Advocate K.B. Upadhyay, appearing for the petitioner, argued before the bench that Sushant was a good man, as he was supporting several social causes. The bench replied it has nothing to do with whether a person was a good person or
Sushant Singh Rajput bad person, and it is about jurisdiction. The bench told the petitioner’s counsel that he
should go to Bombay High Court, if there was anything concrete to be shared. Upadhyay had contended in the plea that there are several irregularities in the investigation of Mumbai police. “He had injury marks on his body,” said Upadhyay. Days after Sushant Singh Rajput’s father K.K. Singh lodged a first information report (FIR) against Rhea Chakraborty in Patna, accusing her of cheating and threatening his son, who committed suicide last month, the actress on Wednesday moved the Supreme Court seeking transfer of the investigation to Mumbai. Speaking to IANS, Rhea’s lawyer Satish Maneshinde said his client has electronically filed a petition in the Supreme Court, seeking transfer of investigation from Patna to Mumbai where an investigation in con-
nection with the actor’s death is already in progress. Maneshinde, however, refused to share the contents of the petition. Sushant and Rhea were in a relationship before the actor’s death by suicide on June 14. Sushant’s father has levelled various allegations against Rhea, including taking money from his son and also threatening him to disclose his medical reports to the media. Sushant’s family has also accused Rhea of keeping him away from his family. Sushant’s first cousin and former BJP MLA from Bihar’s Chhatapur, Neeraj Kumar Singh, said the FIR has been filed after the family somehow overcame the shock of the untimely and sudden demise of the young actor, and after various things came to their knowledge.
Modi government destroyed public banks, financial institutions: Congress New Delhi (IANS): The Congress on Wednesday alleged the Modi government had destroyed public sector banks and other financial institutions in India to mess up the $2 trillion banking sector and was also protecting wilful loan defaulters. Pointing out that Prime Minister Narendra Modi had met with CEO and other top executives of India’s banking sector during the day, Congress spokesperson Randeep Singh Surjewala said: “We hope they had the gumption to tell the PM how his government has destroyed the banking sector and financial institutions.” The Congress said three important events in the last one week reflect the “miserable state” of India’s financial system and the banking sector -- RBI’s
Financial Stability Report for July 2020 warned that bad loans of the banking sector can reach a “20-year high; former RBI Governor Urjit Patel’s revelation that while the RBI wanted to be tough against loan defaulters, the Modi government wanted him to “go soft”; and former RBI Deputy Governor Viral Acharya’s tell-all book’s disclosure on the government’s mismanagement in making the entire financial sector ‘unstable’, ‘risky’ and on the ‘verge of collapse’. The Congress leader alleged that India’s financial sector had collapsed under the Modi government and the NPAs had increased to Rs 935,000 crore [1 crore = 10 million] as in September 2019 (9.1%) as against NPAs of Rs 216,739 crore (3.8% of total loans)
in March 2013-14. The RBI’s July 2020 ‘Financial Stability Report’ reflects that bad loans in the banking system can reach a whopping 14.7%, a 20-year high, Surjewala added. The party alleged that the government is protecting wilful defaulters and said that the All Indian Bank Employees Association (AIBEA) has listed 2,496 “wilful defaulters” with default amounts totalling a whopping Rs 147,000 crore. As such huge amounts are being technically written off by the NDA government, there is zero effort to investigate or punish the defaulters, he alleged. “With the banks not allowed to recover loans from defaulters, all further lendings have come to a halt. Bank credit growth was 14 per cent when
the Modi government assumed power in 2014. Bank credit growth is now down to 4 per cent and will become zero soon, as per RBI’s own report,” Surjewala remarked. The party alleged that as a cover-up for non-recovery of loans, the government came up with a proposal for “mega merger of banks”. “Ten PSU Banks were merged in the hope of covering up the bad loans. Two bad banks’ merger does not make one good bank. It only makes a larger bad bank.” Surjewala said that the Modi government dealt a deadly blow to the banking sector through demonetisation and its impact continues to haunt the Indian economy even after over three years.
“The Modi government’s response during COVID-19 pandemic was a hogwash about the Rs 20 lakh crore [1 lakh = 100,000] package, which ended up as an empty formality. Non-food credit growth is almost zero and bank credit growth is reducing from 4 per cent to the baseline zero. Banks are just redepositing the money back with the RBI,” the Congress leader added. The Congress suggested that the way forward is to restore the RBI autonomy to allow it to go after bank defaulters, restore confidence in banks through a promise of “no witch-hunt” and allowing them to lend prudentially as per their risk norms, and expand credit guarantee programme for MSMEs to stimulate credit offtake and propel investment.
Indian Youth Congress protests over COVID-19 tally crossing 1.5 million mark
New Delhi (IANS): The Indian Youth Congress (IYC), here on Wednesday, staged a protest against the Centre accusing it of not being serious about handling the Covid-19 pandemic as the number of cases had crossed the 15lakh [1.5 million] mark.
The protesting IYC workers at the Connaught Place were donning personal protective equipment (PPE) and holding the placard that read, “15 lakh aa gaye” (1.5 million has arrived), referring to the Bharatiya Janata Party’s (BJP) 2014 poll promise of transfer-
ring Rs 15 lakh [Rs 1.5 million] into each voters account by brining back the black money stashed abroad. The protest comes in the wake of India crossing the 15lakh coronavirus cases mark on Wednesday morning. With 48,513 fresh cases, In-
dia’s COVID-19 tally reached 1,531,669 with 34,193 fatalities. Speaking to the media, IYC national president Srinivas B.V. said, “The central government is not at all serious about the pandemic. That’s why the number of cases has
crossed 15 lakh.” The country was witnessing 3.7 per cent rise in cases a day, he added. “It (BJP) came to power saying people will get Rs 15 lakh cash in their accounts, but due to the central government’s attitude 15 lakh Covid-19 cases have been re-
ported,” he said. While Congress leader Rahul Gandhi was warning about the pandemic, Prime Minister Narendra Modi was inviting the COVID-19 disaster by organising Namaste Trump in Ahmedabad and Agra, the IYC leader said.

Will do everything to protect nation’s security: Punjab Chief Minister Chandigarh (IANS): Taking strong exception to the so-called ‘warning’ by Akali Dal chief Sukhbir Badal on recent arrests under the unlawful activities, Punjab Chief Minister Amarinder Singh on Wednesday said he will do everything under the law as needed to protect the security and integrity of the state and the nation. If there are any specific instances of wrongful arrest or registration of case by Punjab Police under the Unlawful Activities Prevention Act (UAPA), as he has claimed, Badal
Amarinder Singh should send him a list instead of making unnecessary noise, said
Sukhbir Badal the Chief Minister in a statement. There was no question of falsely
implicating anyone, he said, urging the Shriomani Akali Dal chief to refrain from playing into the hands of the separatists by trying to incite the state’s youth, especially Sikhs, against the police force. Pointing out that the UAPA had been in existence for long, the Chief Minister reminded Badal that under the SAD-BJP regime, more than 60 cases under UAPA had been registered in Punjab, of which 19 were in 2010 alone and 12 in 2017.
Of the 225 individuals arrested in these cases, 120 were acquitted or discharged, indicating that indiscriminate application of the Act had in fact been done by the Akalis during their tenure, he said. Amarinder Singh lashed out at the SAD chief for trying to compromise the interests of Punjab with his politically motivated propaganda against Punjab Police, particularly the Director General of Police, whose professional and secular credentials were above board.
Punjab yet to take call on reopening gyms, coaching centres Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday sought the views of the Deputy Commissioners on opening of gyms and coaching centres, and said that he will take a final decision on this and other relaxations under Unlock 3.0 after receiving their inputs.
At a review meeting on COVID-19 containment and management arrangements, the Chief Minister said that while the Central government had announced certain relaxations, including permission to reopen gyms, under the Unlock 3.0 guidelines, he will decide on the matter after an assessment of
the ground situation. He asked the Deputy Commissioners to think through and submit their views to Chief Secretary Vini Mahajan, following which a final decision will be taken by the government after due deliberations. Underlining the need for strict enforcement in view of the increas-
ing number of COVID-19 cases in Punjab, the Chief Minister said that while there was a lot of demand from youngsters for opening of both gyms and coaching centres, the modalities would have to be thought through and all options would be explored before a decision can be taken.
Taking serious note of reports of violation of social distancing and other Covid protocols by some shopkeepers, the Chief Minister directed the Deputy Commissioners to order shutdown of shops for three days in case of first offence and for a higher number of days on subsequent violations.

Punjab to probe 50 million missing de-addiction tablets dicts. The state currently has 190 government OOAT centres, in addition to 119 private deaddiction centres and another nine centres in jails. A total of 550,907 patients were admitted to these centres from July 1, 2019 to June 30, 2020. The months of April and May 2020 had witnessed a major spike in admissions as supply of drugs and other substances was cut off due to the lockdown. The Chief Minister underscored the importance of counselling for youth at these centres, pointing out that psychological support could prove vital to ensure their treatment and cure. Reiterating his commitment to the elimination of drugs into the state, Amarinder Singh said while the backbone of the drugs mafia had been broken and many big fish also nabbed, the growing narco-terrorism from across the border was a matter of concern.
Coupled with smuggling of drugs from other states into Punjab, this was becoming a major challenge, he said, calling for cohesive and collective efforts by all the concerned departments to crack down on the drugs problem. He further asked the Deputy Commissioners to strictly enforce all safety protocols and norms, including wearing of masks and social distancing, to check the spread of the pandemic. Expert K.K. Social security benefit to 70,000 ineligible persons stopped: Amarinder Singh Chandigarh (IANS): Punjab Chief Minister Amarinder Singh said on Saturday that 70,000odd ineligible beneficiaries were removed from the ambit of social security protection provided by the state. He said orders have been issued to recover a sum totalling Rs 162.35 crore [1 crore = 10 million] in these fraudulent case, which will go into in-
creasing financial assistance to the deserving beneficiaries. In fact, the Chief Minister said, the Congress government had added 600,000 genuine beneficiaries to the list after taking over the state’s reins again while weeding out the ineligible ones, who were fraudulently deriving social security benefits under the patronage of the erstwhile SAD-BJP govern-
ment. These things happen when political parties become selfish and indulge in wrongful acts to promote their own interests, he added. Only the undeserving people had been removed from the beneficiary list, he asserted, adding that the total number of beneficiaries had actually gone up from 19 lakh to 25 lakh [1.9

40 Punjab Police personnel offer to donate plasma: Responding to Punjab Chief Minister Amarinder Singh’s appeal, 40 Punjab Police personnel who recently recovered from COVID-19 have offered to donate their blood plasma to save the lives of others infected with the deadly virus, officials said on Tuesday. A majority of them are from Jalandhar (Rural), with Senior Superintendent of Police (SSP) Navjot Singh Mahal himself leading the way after recovering from the infection, said Director General of Police (DGP) Dinkar Gupta, who has personally reached out to his convalescent officers and men to donate plasma after their mandatory two-week recovery period ends. Gupta said within 24 hours of the SSP Jalandhar Rural coming forward to commit to plasma donation, 40 other police personnel had also volunteered, and others were following them. The blood plasma of two cops -- Ram Lal and Lakhwinder Singh -- has already been taken. All the 33 personnel who recovered from COVID-19 in Jalandhar Rural had committed to plasma donation, said the DGP, adding that an increasing number of plasma donors were also coming in from the police department in other districts too. In Batala too, both the cops who have recovered have volunteered to donate plasma while in Gurdaspur, of the two personnel infected, one has recovered and has offered to give his plasma.

A special link has been created by Punjab Police for volunteers to donate plasma to help out other patients who were struggling with the disease, said Gupta. He said a special campaign had been launched to create awareness among the cured police personnel to come out for this noble cause. With most of the volunteers asymptomatic, their inherent immunity was higher, according to experts. The DGP said with many other cops still under treatment for COVID-19, he expected to see more donors coming forward over the next few days. As of Tuesday, 831 Punjab Police personnel had tested COVID-19 positive, of whom 336 had recovered. Of these 303 had recovered till about two weeks ago, indicating that the number of plasma donors could go up significantly in the next few days. Currently, the department has 495 active cases and as more and more cops get cured, the number of volunteers was expected to see a sharp rise, added Gupta.

How safe is it to send your child back to school?
PARENTS are wondering if it’s safe to send children back to school when so many are still becoming infected with coronavirus. What are the factors to consider? And what can parents do to help ensure children are protected? The American Academy of Pediatrics (AAP) reports the academic, physical, and mental benefits of in-person learning outweigh coronavirus risks. Negative impacts on children during school closures include social isolation, substance abuse, depression and suicidal ideation. In fact, the detrimental effects of children missing out on school are well known, even before COVID-19. Millions of youngsters around the world suffer lifelong social and economic consequences when lacking access to quality education. But when it’s our children, the list of negatives grows longer by the hour and the heated chorus of parents cannot be ignored in the halls of power. We need answers to questions about the nature of this virus, and we need them fast. Is it like the influenza virus? Exactly how readily does it spread among children and teens? On the one hand, reports from the U.S., Israel, and the Netherlands, suggest that children are less likely to become infected than adults, and less likely than adults to transmit the virus. In one French study, a boy with a confirmed infection of the coronavirus exposed over 80 other children at three schools to the disease. None of the students contracted it. Yet among the same students there was ample evidence of transmission of the common influenza virus. In another study in New South Wales, nine students and nine staff exposed 735 students and 128 staff to the coronavirus in15
schools. Only two infections resulted. But on the other hand, there are new concerns stemming from contradictory research suggesting that children can carry a comparable viral load of the infection as adults and that they can transmit the virus on par with adults at similar stages of illness. What’s the take-home message? It’s reasonable to conclude, during lockdowns, children are not the driving the bulk of new infections. It’s adults who are congregating in large numbers and too often impervious to sound advice from public health experts. All of us need to be disciplined in use of face masks, social distancing, and disinfection. We’ll need to get meticulous when putting kids back in school. Temperatures must be checked daily before children get on buses or enter school buildings. Testing must be rigorous. And state-of-the-art contact tracing systems are key. School budgets will need a big boost to comply with safety regulations. For example, San Diego says it will cost US$90 million to disinfect buildings, purchase bus monitors, and hire extra nurses. In the province of Ontario, a new report estimates CA$3.2 billion to reopen schools safely. Readers will ask about facial masks. Any surgeon will tell you they spend thousands of hours working with a mask over the course of their careers. Masks are not a big problem and seem a sensible precaution. Not all share this view. Some critics argue that a mask holds onto hazardous carbon dioxide resulting in oxygen deprivation and potentially triggering headaches, sleepiness, poor concentration, and an increased heart rate. For these people, we need to increase our social distancing and other infection control measures. There are challenges associated with very young children and masks. It’s a conundrum, as the very young derive high benefits from early childhood education. It’s unclear what governments and schools will mandate. But while we wait, what can parents do to help protect children? First, reassurance. Tell children that there is virtually zero chance of death if they catch the coronavirus. But since they can transmit
the virus, emphasize the things they can do to protect those around them. Eat well, get rest, keep a distance, wash hands, and wear a mask. In our family, we’ve added security against any viral infection by teaching our kids to build up their immunity with vitamin C and D. For young children, 250 mg of C twice a day is a good start, increasing the dose to 1,000 mg twice a day for older teens. In addition, 2,000 international units (IU) daily vitamin D is a good recommendation. Can I still make an ICBC Claim? BY STEVE FERGUSON Associate Lawyer Simpson, Thomas & Associates

BC residents often feel uncertain about their rights and options when it comes to ICBC claims. If you have been injured in BC motor vehicle accident, you may be entitled to bring both a personal injury compensation claim (also known as a tort claim) and an accident benefits claim (also known as a Part 7 or no-fault ICBC claim). Here are some FAQs when it comes to making ICBC claims in different situations. 1. If ICBC says I was at fault, can I still make an ICBC claim? Yes. If ICBC determines that you are partially or totally at fault for the accident that caused your injuries, and you disagree with ICBC’s decision you have the right to dispute it. Ultimately, BC courts have the final say on fault. A skilled personal injury lawyer can help gather evidence and present legal argument to support a determination in your favour. If you are ultimately found to be partially at fault, you are still entitled to compensation, though the amount you receive will be reduced by the percentage of fault that is attributed to you. And remember, there are two different types of claims that arise from BC motor vehicle accidents: tort claims and Part 7 claims. Even if you were entirely at-fault for the accident, you still have the right to file a claim for Part 7 accident benefits. 2. If I was injured in a hit and run accident, can I still make an ICBC claim? Yes. A victim of a BC hit and run motor vehicle accident can bring a personal injury ICBC claim for compensation for losses up to $200,000 because of section 24 of BC’s Insurance (Vehicle) Act. However, there are very specific requirements and limitation periods set out in section 24 that must be complied with in order to successfully claim ICBC compensation for a hit and run accident. 3. If some time has passed since the accident, can I still make an ICBC claim? Yes – but if certain limitation periods are missed, you may lose the right to make a claim. ICBC has requirements for reporting accidents and filing claim applications. Beyond that, general rule is that a Notice of Civil Claim should be filed with the courts, within 2 years of the accident date, or the claim may be statute barred. However, the applicable deadlines may be shortened or extended for some types of claims, such as claims involving minors or claims against a government or municipality. To ensure that you do not lose the right to compensation, you should not delay in contacting an experienced personal injury lawyer. 4. Do you have questions about your
