Process to hire chief for Surrey Police Service starts next week EVEN as the RCMP and pro-RCMP forces carry on their vicious campaign to sabotage the Surrey Police Service (SPS), whose police board held its first official meeting on Thursday, Surrey Mayor Doug McCallum, who is Chair of the police board, told the media that their first priority is to hire a police chief.

That process will start next week and will take a couple of months.

“We will also at the same time start recruiting some deputy chiefs for the police force and, once those are hired, then we will start to look for recruits for our police service,” he added.

“So we are starting right away.

There is an urgency to move forward and we intend to … and we are going to do a very thorough process on hiring and making sure that we go through all the proper processes and qualifications and interviews that we have to do. It will be done in a very detailed fashion. We have hired a recruiting consultancy firm to do the process and we are going to do it very professionally and we are going to take time to ensure that we get the right persons for the job here in Surrey,” McCallum asserted.

Assanand served 16 years in settlement sector and 27 years in anti-violence sector CONTINUED FROM 1 the support of her family and the community. Many victims and survivors do not access the transition houses and other supports due to these multiple and intersecting barriers. It is within this context that VLMFSS came to be through the vision of Assanand to provide free and confidential services in more than 20 languages by workers who speak the same language, hail from the same culture as the women seeking help and understand the immigrant experience.

Through this model VLMFSS has been able to make more than 780,000 contacts and serve more than 43,500 women over the course of its 29 years.

In the early years, Assanand recruited immigrant women from various ethnic communities and trained them one-to-one to enable them to serve the women in their communities. Each new worker opened the door to that community and Assanand supported every worker and empowered them to develop ethno-specific strategies to assist the women within their community. The workers in turn empower the women they help through a trusting, respectful, safe, women-centered and strengthbased approach. These were the days when domestic violence was a topic that was taboo to discuss openly. Assanand has brought

Assanand, a refugee from Uganda, has a pivotal role in spearheading crime prevention programs for immigrant and refugee women and creating a safe place for community dialogue. For this, she received the Anthony J. Hulme Award from

the Province of B.C. Her calm, accepting, non-judgmental demeanor percolates through all her interactions with the workers, community partners, funders and clients. In true multicultural spirit, she is a role model for acceptance of individual and cultural differences and is focused on the positives and strengths of all individuals.

Assanand served 16 years in the settlement sector and 27 years in the anti-violence sector. Her participation in numerous advisory bodies, committees, panels, boards of community, government agencies at provincial and national levels, and research projects, has lent a voice to immigrant women in developing policies and programs that affect vulnerable immigrant women while creating equal access for all immigrants and building an egalitarian society. She has received many awards and medals including the YWCA Women of Distinction Award.

ASSANAND was interviewed numerous times by The Indo-Canadian since the mid-1990s and she wrote several articles for this newspaper. Her courageous stand against violence against women immensely helped South Asian and other visible minorities.

THIS year, 160 British Columbians were nominated. The deadline for nominations was March 6, 2020.

Since its inception, 460 British Columbians have been appointed to the Order of B.C. Members have been appointed from all regions of the province and in numbers generally proportionate to a region’s population.

“As we celebrate B.C. Day, I want to recognize the efforts, achievements and accomplishments of this year’s Order of British Columbia recipients,” said Premier John Horgan. “Congratulations on receiving this well-deserved honour.

RCMP bosses encouraging vicious attacks against Surrey Police Board? using the pandemic crisis to scare people) and hope they learn to be more civilized (though don’t hold your breath!):

1. Surrey Mayor Doug McCallum and seven of his Safe Surrey Coalition members won the election fair and square on the pledge that they would form a Surrey police force to replace the RCMP. In fact, all the eight new Councillors, including the lone one from Surrey First, voted to ditch the RCMP at the very first Council meeting.

2. The Police Act says that any city with a population of more than 5,000 can decide what type of police force they want. So, when the City of Surrey approached the Provincial Government with its proposal, the latter had no option but to give the go-ahead. In spite of three Councillors ditching McCallum’s group, the mayor still controls the majority vote in Surrey Council.

3. Among the tactics that the proRCMP forces started resorting to was the call for a referendum on the change in policing. However, legally, only the City can authorize such a referendum – the Province or the federal government cannot.

Yet despite this fact, the RCMP bosses have been apparently inciting their supporters to carry

on with that demand.

CANADA’S premier magazine – MACLEAN’S – has done an excellent cover story – “THE END OF THE RCMP?” – exposing the RCMP’s increasing irrelevance especially in the wake of the Nova Scotia massacre. “Twenty-two people were killed – including beloved officer Heidi Stevenson – one officer was injured and an unknown number are off with PTSD after sorting through the smoking ruins left by the killer,” writes Maclean’s.

The daughter of one of the nurses who was killed “is furious that it took the Mounties seven hours to notify her family that her mother had passed away. She told the

magazine: “I pray that they f–king learn something. If nothing else, they learn something because they made some horrible, horrible mistakes.

I’m trying to tread lightly…but they dropped the ball in Nova Scotia.”

As we reported last week, federal Public Safety Minister Bill Blair said in a statement: “We have heard calls from families, survivors, advocates and Nova Scotia members of Parliament for more transparency.

The government of Canada is now proceeding with a full public inquiry [into the April 18-19 massacre in Nova Scotia].”

That inquiry is NOT going to be very pretty for the RCMP! Maclean’s reports: “The force seems to reel from crisis to crisis, repeatedly studied, analyzed, audited, sued, charged, convicted, found wanting by anyone asked to sit in judgment of its sprawling community policing empire.

“And everyone – even the most faithful retired staff sergeants, whose identities are so closely tied to the red serge and the stetson that they bridle at any criticism – thinks the force has allowed community policing, the relentless demand for bodies in detachments, to drain the organization of the resources it needs to address its core function: federal policing.”

Yes, that is where the RCMP needs to be: FEDERAL POLICING!

ARE RCMP Commissioner Brenda Lucki and her officers in charge in B.C. and Surrey encouraging their supporters – whom they undoubtedly instruct and control – to unleash vicious attacks against the Surrey Police Board that is holding its first meeting on Thursday? But the RCMP wouldn’t stop trying every dirty trick in their book to nail Heed and I kept exposing them left, right and centre. One of my articles [in January

2011] was titled: “Are RCMP Out To Get Kash Heed For Wanting To Replace Them With Regional Police Force Or … ?”

The RCMP even tried to cause divisions in the ruling party by leaking out Heed’s personal emails in which he had criticized some of his colleagues! Indeed, the RCMP is always ready to stoop as low as possible to achieve their goals.

Earlier, the RCMP rattled by my write-ups got an official spokesperson whom I had known for years to call me up to assure me off the record that the RCMP were not after Heed and that they, in fact, hoped all this would go away. He said my articles were read by the whole South Asian community and so he was reaching out to me.

The spokesperson told me

that he in fact had asked one of the investigators if any senior RCMP officer had instructed him to do this or that and he had replied that if any officer had tried to interfere, he would have told him to get lost. He said that he just wanted to assure me that the Mounties had nothing personal against Heed.

But then Barinder Sall, who was the campaign manager for Heed in the Vancouver-

Fraserview riding, confirmed to Vancouver Sun columnist Ian Mulgrew that the Mounties were out to get Heed.

Sall told Mulgrew: “The police come to you and say, ‘we’d like to talk to you, see what you have … give up your buddy, [we’re] not interested in you. Give him up.’ I didn’t give anybody up.”

That was something that I

had been pointing out time and time again since 2010 when this whole affair started and now Sall had confirmed it!

As I wrote back then: “There is NO WAY that the investigating officers would have told Sall “give up your buddy, [we’re] not interested in you” without instructions from the VERY TOP! Yes, that’s how the RCMP operates.

Four South Asians among 16 arrested in and around Greater Toronto Area for importing and exporting drugs Ravi Shanker, 58, and Sukhsimrat Pawar, 39, of Brampton; Harvinder Singh, 42, and Satinderjit Singh Khaira, 48, of Cambridge INVESTIGATORS at the Combined Forces Special Enforcement Unit (CFSEU), Greater Toronto Area (GTA), have arrested 12 males and 4 females on 74 offences related to criminal activity involving the importation, exportation and distribution of cocaine, fentanyl, heroin, opium and ketamine.

These arrests, along with 16 search warrants, were carried out by a team of officers from police services in and around the GTA. In August 2019, the CFSEU-GTA commenced an investigation called Project OS-

WORDTAIL that focused on various criminal groups operating within the GTA. This jointforces investigation was multi-jurisdictional and international in scope.

The investigation revealed several organized crime cells that were involved in criminal activities related to drug importation, exportation, distribution and possession of proceeds of crime. Following an indepth investigation of these criminal cells, CFSEU investigators established that they were led by a number of different individu-

More than $2.5 million raised by more than 31,000 donors for baby Aryan Deol A GoFundMe campaign for Aryan Deol who was born exactly a year ago (August 7, 2019) and who was diagnosed with Type 1 Spinal Muscular Atrophy (SMA) had raised $2.5 million by his first birthday (Friday, August 7), thanks to more than 31,000 donors.

Savita Majhu is organizing this fundraiser on behalf of Gaganpreet Deol, the baby’s father.

According to the GoFundMe page, Aryan was born two and a half months premature. It states: “Aryan’s mother, Harpreet, started noticing decreased movement in Aryan in early January 2020. He was taken to Surrey Memorial Hospital where they then transferred him to the B.C. Children’s Hospital in Vancouver, B.C. to run further tests. Aryan was diagnosed with Type 1 Spinal Muscular Atrophy (SMA) on January 29, 2020. SMA is a genetic disease which prevents people of their physical strength and affects the motor nerve cells in the spinal cord. This takes away the ability to eat, walk and breathe. Type 1 is the most severe type of Spinal Muscular Atrophy.

“Aryan is an adorable, loveable, sweet and

charming baby who is loved dearly by his friends and family. He came into our lives as a ray of sunshine. In just 6 months he has made our lives so much more meaningful and purposeful and we could not imagine life without him. Aryan loves having his diaper off, his head rubbed and loves doing the bicycle with mom and dad! We would all love for Aryan to live a long, healthy and happy life and we are ready to do anything it takes to make sure he receives the best medical care possible.

“In Canada, we do have a treatment called

Spinraza available to us. Spinraza increases the survival motor neuron (SMN) protein production, addressing an underlying cause of SMA. We are grateful that we have this available as just a few years ago, babies with SMA did not have this hope and would likely not live to reach the age of 2.

Spinraza is not a permanent fix for Type 1 SMA, it will only control the symptoms and will be needed systematically for the rest of Aryans life by being injected into his spine.

“There is a treatment available which is called Zolgensma. It is made up of a new, working copy of a human SMN gene that is placed inside a vector. It also explores the consequences of global consumer desire for the textile, from its role in intensifying Europe’s Industrial Revolution and the trans-Atlantic slave trade that accompanied it, to present-day environmental concerns.

Originally set to open in April 2020, The Cloth that Changed the World was put on hold in response to COVID-19. It is supported by Exhibition Patron ROM Friends of Textiles and Costume and Burnham Brett Endowment Fund.

Visitors can get a taste of the exhibition to come in Florals: Desire and Design. This companion installation, open now in the European Special Exhibitions Gallery located in the third floor Samuel European Galleries, examines the connection between Europe’s decorative arts and new scientific study of plants in the 18th century.

Both are included with Museum admission. The exhibition companion book Cloth that Changed the World: The Art and Fashion of Indian Chintz further delves into the fascinating tales behind this influential textile. This collection of essays by world-renowned experts isedited by Dr. Fee and published by ROM and Yale University Press, with the support of the Louise Hawley Stone Charitable Trust.

Brampton Councillor Gurpreet Dhillon suspended in connection to sexual assault allegation ONTARIO’S Brampton Council on Wednesday suspended City and Peel Region Councillor Gurpreet Dhillon for three months without pay after he was found to be in violation of the city’s council code of conduct by its Integrity Commissioner Muneeza

Sheikh in connection to an alleged sexual assault during last November’s trade mission.

The Council also voted to remove him from city committees, ban him from travel outside the province on city business, and re-

quired him to apologize to the complainant, according to the Toronto Star. He can only communicate with the public through his city email address and is barred from municipal offices, except to retrieve mail or attend council meetings.

Dhillon said in a statement: “I am deeply troubled by city council’s politically motivated decisions today in response to the integrity commissioner’s flawed report. I have and continue to vehemently deny all allegations against me and have commenced legal action.”

He added: “As noted many times in today’s council meeting, this investigation began without a formal complaint and has been tainted from the start. The numerous inconsistencies in the complainant’s story have never been reconciled. Nor was I afforded due process.”

He said: “Amidst their grandstanding, council rushed to judgment today and called for my resignation. I will not do that.”

Dhillon’s lawyer, Nader Hassan, said the councillor has launched an application for a judicial review.

The Brampton Guardian had reported last December that the alleged sex assault incident took place in the complainant’s hotel room in Turkey on November 14 during a Canada-Turkey Business Council trade delegation. The complainant’s attorney told the newspaper: “At least part of the whole incident is captured on an audio file where my client is telling him under no uncertain terms that she wants to be left alone and that he should leave.”

Dhillon’s lawyer told Brampton Guardian back then that his client adamantly denied the allegations and called them completely baseless.

According to the alleged victim’s lawyer at the time (as reported in the Brampton Guardian): “Canada foreign affairs were contacted — or at least representatives from the Canadian Mission in Turkey were contacted — (and) nothing was really done.

She was not taken to a hospital. Back in Canada, any investigation that might have been carried out seems to have withered and died on the vine. She’s spoken to police. No charges have been laid.”

According to Sheikh, Dhillon violated four rules in the council code of conduct: harassment; discreditable conduct; failure to adhere to council policies and procedures; and reprisals and obstruction.

According to the Toronto Star, the complainant can be heard in a cellphone audio recording she made saying “no” to Dhillon 74 times over the course of 2 minutes and 57 seconds.

“I want to make these writers more accessible to Canadians,” said Sayed. “There’s a fair bit of work that’s being done in all these languages in Canada, but it’s not an area much known in mainstream Canadian literature.”

Her research projects will include working on a book about South Asian Canadian writers and their artistic contributions to social justice discourse, with a particular focus on issues of race, class and gender.

“Dr. Sayed’s focus on South Asian literary and cultural studies, embracing digital humanities, and training students via the research program elucidates and reinforces the Faculty of Arts’ plans to expand academic excellence and community impact, and fosters a research-positive culture within the Faculty of Arts and the broader institution,” says Dr. Diane Purvey, dean in the faculty of arts at KPU. “We are particularly pleased with the opportunities the CRC provides to train students, advance their research skills, and deliver career-broadening opportunities.”

It’s the first known study evaluating the effects of cut-outs on motorist behaviour.

TransLink implementing mandatory face covering policy from August 24 BEGINNING Monday, August 24, TransLink will require customers to wear nonmedical masks or face coverings while on board transit vehicles. This step is essential to ensuring customers have confidence riding transit as British Columbia’s economy continues to reopen and more people commute around the region, TransLink said on Thursday.

“Physical distancing is not always going to be possible on transit, particularly once more riders return to the system,” says TransLink CEO Kevin Desmond. “Customer confidence is key to rebuilding ridership in the context of this pandemic and we believe this step is important to bring many of

our riders back. We’ve listened to transit users who want to see face coverings made mandatory on transit vehicles.”

Customers who are unable to wear face coverings due to an underlying medical condition or disability will be exempt from this policy and won’t be asked to wear a mask or face covering. These customers will have the option to request a TransLink branded card which notes they are exempt from wearing a face covering. The cards will be made available at Compass Customer Service Centres at Stadium-Chinatown and Waterfront Stations.

TransLink’s decision to make masks mandatory on their vehicles will help make transit safer for passengers, and we can make it safer for our fellow passengers when we wear a mask,” said Provincial Health Officer, Dr. Bonnie Henry. “Find one that’s comfortable and make time to get used to wearing them and taking them on and off as needed.

Those of us who are able should be using masks on transit all the time. I do and I expect others to as well.”

Although Transit Police will be able to enforce a rule or signage requiring face coverings on transit, the initial focus of this policy will be on awareness and education.

Frontline employees may inform or remind customers to wear a face covering when on transit vehicles.

The mandatory mask policy is part of TransLink’s Safe Operating Action Plan.

New nurse practitioner primary care clinic coming to Surrey PATIENTS can register on Monday, August 10 to be attached to a new nurse practitioner primary care clinic that will open in Surrey on September 8.

The Province is launching Axis Primary Care Clinic, in collaboration with the Nurses and Nurse Practitioners of BC, Fraser Health and the Surrey-North Delta Division of Family Practice, to provide team-based primary care services to residents.

“Nurse practitioner primary care clinics are developed and run by nurse practitioners and are an integral part of our government’s comprehensive strategy to transform B.C.’s health-care system,” said Adrian Dix, Minister of Health. “The clinics are a patient-centred solution to improving access to the everyday health care, and we know that compared to other jurisdictions in Canada, B.C. has not made the best use of nurse practitioners. Located at 5795 176th Street in Surrey, Axis Primary Care Clinic will offer team-based primary care services to Surrey residents. This includes attaching approximately 6,800 people without a primary care provider to a nurse practitioner in the next three years.

The clinic will also provide access to primary health-care services to patients with complex medical and social needs, mental health and addictions challenges and co-ordination of specialist care.

Hours of operation will be Monday to Thursday from 8 a.m. to 8 p.m., Friday from 8 a.m. to 4 p.m. and Saturday from 8 a.m. to 2 p.m.

When fully staffed, 10 full-time equivalent healthcare staff will work at the primary care clinic, including nurse practitioners, registered nurses, social workers and mental health clinicians.

“The Axis Primary Care Clinic would not be possible without the dedication of the Association of Nurses and Nurse Practitioners of BC, Fraser Health, Surrey-North Delta Division of Family Practice and other partners,” Dix said. “We will continue our collaborative work to make sure that these clinics become an integral part of health care throughout the province.”

Once the clinic is fully operational, the B.C. government will provide annual operating funding of approximately $2 million, as well as one-time startup costs of $754,400.

Vancouver Police searching for wanted female VANCOUVER Police are asking for the public’s help in locating a charged sex offender who failed to return to a half-way house.

Nicole Edwards, 33, was last seen on July 20 at the half-way house in Surrey she is required to stay at. She failed to abide her court ordered conditions and left the half-way house.

Edwards and an additional person are responsible for a violent sexual assault that occurred in Oppenheimer Park in April. She has been charged with nine counts of offences relating to sexual assault, assault and confinement. She was released from custody with several court-imposed conditions and she is now wanted for breaching those conditions.

Nicole Edwards is described as 5’3” tall, and around 125 pounds. She has brown hair, brown eyes, and a “Wahkesh” tattoo on her neck.

This is the VPD’s second plea for assistance with locating Edwards, as she has failed to report to her bail supervisor in the past.

BC disappointed at US aluminum tariffs PREMIER John Horgan and Michelle Mungall, Minister of Jobs, Economic Development and Competitiveness, on Friday called the U.S. decision to impose tariffs on Canadian aluminum exports “disappointing news for the people of British Columbia.”

They noted: “Many people in B.C. earn their living in the aluminum industry. Canada’s exports of aluminum create good, familysupporting jobs and are important to the economy.

“Our aluminum exports do not harm the U.S. market. In fact, U.S.-imposed tariffs will hurt the American economy. We also note much of the U.S. aluminum sector opposes any re-imposition of tariffs.

“It is unfortunate that the U.S. is taking this step at a time when our countries should be celebrating the Canada-U.S.-Mexico Agreement and working together to help each other economically recover from the ongoing COVID-19 pandemic.

“We will continue to defend B.C.’s aluminum sector and its workers, and we will stand shoulder to shoulder with the federal government in opposing unfair tariffs placed on our exports.”

Meanwhile, Deputy Prime Minister Chrystia Freeland said: “In response to the American tariffs, Canada intends to swiftly impose dollar-for-dollar countermeasures.”

Canada will impose retaliatory measures valued at $3.6-billion on the US. The retaliatory tariffs will take effect in 30 days, after Canadians are consulted on which American products to target.

CounterAttack numbers still high during pandemic: Vancouver Police VANCOUVER Police have taken 183 impaired drivers off the road in this year’s summer CounterAttack campaign that ran from July 1 to August 3.

“With the ongoing pandemic and bars only now starting to re-open, the numbers are lower than last year. However, they are still quite significant,” said Constable Tania Visintin on Thursday.

“It’s disappointing that even with all of the education, awareness and enforcement, people are still getting behind the wheel while impaired.”

Of the 183 impaired drivers taken off the road, 51 drivers were issued roadside suspensions, 122 drivers were issued immediate roadside prohibitions, and 10 drivers have Criminal Code charges recommended against them for impaired driving offences.

“Driving impaired by alcohol or drugs is extremely dangerous and puts the driver and other innocent road users at risk. The chance of getting caught are high and it is just not worth the consequences,” said Visintin. “Enjoy your night out responsibly. Plan ahead for a safe ride home.”

Last summer’s campaign ran from June 28 to August 5. It resulted in 360 impaired drivers taken off the road.

CounterAttack road blocks are a partnership between VPD and the Insurance Corporation of B.C., with a mandate to promote safe driving and take impaired motorists off the road. Impaired driving remains one of the leading causes of traffic fatalities in B.C., and it is entirely preventable, noted Vancouver Police.

Anyone who sees or suspects an impaired driver is asked to call 9-1-1 immediately.

53 new COVID-19 cases; no new deaths “Now is not the time to relax and let down our guard” ADRIAN Dix, Minister of Health, and Dr. Bonnie Henry, Provincial Health Officer, on Friday announced 53 new cases, including three epi-linked cases of the novel coronavirus (COVID-19), for a total of 3,934 cases in British Columbia.

Fortunately, there were no new COVID19-related deaths once again. The total number of deaths in the province remains at 195.

There are 386 active cases of COVID-19 in the province and 3,353 people who tested positive have recovered.

There are 11 individuals hospitalized with COVID-19, four of whom are in intensive care. The remaining people with COVID-19 are recovering at home in self-isolation.

Since the start of the pandemic, there have been 1,167 cases of COVID-19 in the Vancouver Coastal Health region, 2,069 in the

Fraser Health region, 147 in the Island Health region, 389 in the Interior Health region, 93 in the Northern Health region and 69 cases of people who reside outside of Canada.

There has been one new health-care facility outbreak at Derby Manor in the Fraser Health region. In total, five long-term care or assisted-living facilities and one acute-care facility have active outbreaks.

There are no new community outbreaks.

However, there continue to be community exposure events throughout the province and on flights into and out of British Columbia.

Alerts are posted on the BC Centre for Disease Control’s website, as well as on health authorities’ websites, providing details on where the potential exposure occurred and what actions you need to take – whether you need to immediately self-isolate, or monitor for symptoms.

Dix and Henry added: “As we see new COVID-19 hot spots emerge and the new cases creep up in every health authority, we have to keep our firewall strong. Like a wildfire, COVID-19 has the potential to rapidly burn out of control and we need to put out these flare-ups.

“Today, more than 1,500 people throughout our province are self-isolating, unable to leave their home unless it is to get medical care, because they have COVID-19 or have had a high-risk exposure to the virus. This is a concern and something we can change.

“We can make a difference and we know what we need to do, because we have done

North Surrey truck parking facility construction moving ahead WORK will begin this month on a new commercial truck parking facility in North Surrey, providing another safe, convenient place in the Lower Mainland for commercial truck drivers to pull over and rest.

“Investing in highway and road infrastructure is critical to keeping Canadians safe while on the move for work, travel or other daily needs,” said Ken Hardie, MP for Fleetwood-Port Kells, on behalf of Catherine McKenna, federal Minister of Infrastructure and Communities. “New parking will ensure truck drivers in the North Surrey area have a secure place to rest while transporting goods and materials for businesses and in support of the economy.

The new truck parking facility is being built on provincial land on the north side of Highway 17, below and just east of the Port Mann Bridge. When completed, the facility will have room for about 100 trucks. It will include washrooms, fencing,

lighting and other security measures.

“This facility will help alleviate the shortage of commercial vehicle staging and parking in the Lower Mainland,” said Claire Trevena, B.C.’s Minister of Transportation and Infrastructure.

“The North Surrey Truck Parking Facility will support the commercial transport industry by providing operators with a

safe, convenient location to stop, take a break and turn off their engines.”

A $4.97-million contract for the first phase of work has been awarded to Jacob Bros. Construction.

This includes construction of a signalized intersection along Highway 17 to provide safe access to the new facility, as well as site excavation and preparation work.

“The addition of safe, convenient commercial truck parking on the Lower Mainland is something our association fully supports,” said Dave Earle, President and CEO, BC Trucking Association.

“It’s often difficult to find suitable parking for large transport trucks. Facilities like this make the job a bit easier for our members, knowing there’s appropriate parking avail-

able when it’s time to take a break.”

Work on the first phase will get underway in the coming weeks. The actual parking facility and amenities will be built in Phase 2 of the project, which will be tendered in 2021.

Provincial construction sites have protocols and policies in place following the requirements of the provincial health officer to help prevent the spread of COVID-19.

These include reducing in-person meetings or gatherings, holding meetings outdoors and ensuring physical distancing of workers throughout the workday. These measures, along with other work protocols, such as daily cleaning and sanitizing of common areas and surfaces, will help

ensure worker and public safety.

Construction of the new intersection that will provide access to the truck parking facility may result in some delays for drivers on Highway 17. Obey the construction zone speed limit and check DriveBC for any delays.

The North Surrey Truck Parking Facility is a $30-million project. The Government of Canada is contributing $13 million, with the remaining $17 million funded by the Province. The federal contribution is part of the larger $108.9-million Trans-Canada Highway 1 high-occupancy vehicle lane extension project under the New Building Canada Fund’s Provincial-Territorial Infrastructure Component-National and Regional Projects.

Applying for temporary layoff extensions reminder by Labour Minister Harry Bains WORKERS and employers who need to extend temporary layoffs beyond the August 30 expiry date are reminded to apply for a variance using the Employment Standards Branch’s new online application by August 25.

“I urge any employers who think they need to extend temporary staff layoffs further, to please read the information we have online and reach out if you have any questions,” said Harry Bains, Minister of Labour, on Wednesday. “We have made the application process simple and easy to use

In July, the Ministry of Labour launched a simplified variance application process to help businesses navigate the economic impacts of the COVID-19 pandemic more easily.

Employers are encouraged to apply as soon as possible.

An application deadline is set for August 25 for workers and employers to jointly apply for an extension, to ensure that all applications will be processed by the

First, employers must reach out to their workforce to ensure they have more than 50% support from workers before applying.

Workers will receive information about the variance, including their rights under the Employment Standards Act, and will be able to voice their support using the online tool. Once worker support is documented, employers can complete the online form and submit directly to the Employment Standards Branch.

Under B.C.’s Employment Standards Act, temporary layoffs related to COVID-19 can last up to 24 weeks, or until Aug. 30, 2020, before the layoff becomes permanent. Government encourages employers to submit

their variance applications now to avoid permanent staff layoffs and compensation for length of service to eligible workers upon the expiry of the COVID-19 emergency layoff period Aug. 30.

BC’s Restart Plan is supporting business to safely reopen and get people back to work. Employers are also encouraged to make use of the federal wage subsidy to assist them in bringing workers back.

Man arrested in after-hours club crackdown in Surrey A 40-year-old man has been arrested for uttering threats and break and enter in connection to an investigation into illegal after-hours clubs operating in Surrey.

Surrey RCMP frontline officers and the COVID-19 Compliance and Enforcement Team began investigating earlier this month after receiving information about a number of after-hours clubs and parties springing up at commercial properties in Whalley.

During the investigation, police

were able to identify an individual who was allegedly using a leased commercial space to host unlicensed events. Investigators also believe the man may have hosted gatherings in commercial properties that he accessed by breaking and entering. On August 5, Fraser Health announced a possible COVID-19 exposure at a hookah lounge which investigators believe was being operated by the same individual.

A report to the BC Prosecution Service has not yet been

forwarded as the investigation is ongoing. The man was released from police custody with a number of conditions.

“We want to strongly caution the public, particularly young people, to avoid these types of illegal parties, especially during a pandemic,” said Cpl. Bob Keay of the COVID-19 Compliance and Enforcement Team.

“These types of events are often not compliant with local bylaws, fire codes, and public health orders that have been put in place for your safety. In

this investigation we have already had a link to possible exposures to COVID-19.”

Rights groups want names of VPD officers engaged in misconduct during street check review ride-alongs BC Civil Liberties Association (BCCLA), Union of BC Indian Chiefs (UBCIC), and Hogan’s Alley Society on Thursday released a second letter from the provincial Office of the Police Complaint Commissioner (OPCC) regarding the UBCIC and BCCLA’s complaint in connection with the Vancouver Police Department’s practice of street checks.

In 2018, BCCLA and UBCIC launched a joint complaint against the VPD respecting the discriminatory use of police street checks. In 2020, the Vancouver Police Board concluded the complaint citing recommendations from the Pyxis Street Check Review Report and the new VPD street check policy. The rights groups say they asserted that there were serious problems with both the Pyxis Report and the VPD policy and asked the OPCC to review the decision.

In the first letter, dated June 5, 2020, Police Complaint Commissioner Clayton Pecknold revealed a Vancouver Police Professional Standards (VPD-

PSS) investigation was ordered on December 19, 2019, into disturbing and inappropriate conduct and comments about racialized and vulnerable people from two Vancouver Police officers witnessed by Pyxis contractors while conducting research for the Vancouver Police Board Street Check Review. In that order, the Complaints Commissioner asserted that if the conduct was substantiated, it would constitute misconduct.

On July 30, 2020, Commissioner Clayton Pecknold issued a follow-up letter outlining the conclusion of the investigation. VPD-PSS interviewed VPD officers and Police Board members and attempted to interview eight Pyxis researchers. All Pyxis researchers declined to be interviewed or provide documentation in relation to the investigation and claimed that all field notes had been destroyed. As a result, a Notice of Discontinuance was issued since the investigator was unable to identify the two officers.

Latoya Farrell, Staff Counsel, BC Civil Liberties

Association, said: “We have serious concerns and questions about Vancouver Police Board’s dealings with Pyxis Consulting and the terms of the contract for the VPD Street Check Review.

Who is holding Pyxis accountable for not cooperating with the VPD Professional Standards investigation? Why would Pyxis destroy the field notes from their research so quickly? Whose idea was it to remove the information about officer misconduct from the final report? Who are the two officers engaged in the alleged misconduct? We hope the Director of Police Services will be able to provide some answers to these important questions.”

Chief Don Tom, Vice President, Union of BC Indian Chiefs, said: “We are disheartened by the outcome of the OPCC’s investigation. Indigenous nations are tired of going through these processes and getting the same results—nothing. When there is evidence of officers engaged in misconduct during a review into the racist

practice of police street checks, and the VPDPSS investigator cannot figure out who these two police officers are, there is a much bigger problem at play here. It can’t be that difficult to figure out what police officers are conducting which ride-alongs. Either they need to re-evaluate their record keeping and accountability system, or the thin blue line is closing ranks. Regardless, this is unacceptable.”

Lama Mugabo, Director, Hogan’s Alley Society, said: “I’m glad the VPD civilian employees raised the alarm about the racially-targeted and inappropriate comments made by the two VPD officers found in the draft Pyxis-authored VPD Street Check Review report. If not for these civilian employees, I wonder whether we would even be aware of the officer misconduct at all. We will continue pressing for answers because the public deserves to know.”

Metro Vancouver Transit Police launch next anti-sex offence campaign THE Metro Vancouver Transit Police have entered a partnership with grade 12 students from Sir Winston Churchill Secondary School for their next anti-sex offence campaign. The objective is to bring awareness around sexual offending on public transit and to encourage

victims and witnesses to report such incidents.

The students reached out to the Transit Police and TransLink in June of last year to discuss past anti-sex offence messaging and to explore the potential of a refreshed campaign. They sought messaging to educate youth on

what to do when they witness or experience a sexual offence on public transit. Transit Police and TransLink quickly jumped on the opportunity to collaborate with the student-led initiative for their latest campaign.

Over the past year, the students have worked diligently on de-

veloping the campaign scope and creating the artwork for the advertisements that depict realistic situations of unwanted touching and the critical role that witnesses play in reporting sexual offences. They showcased clear leadership, initiative and creativity in seeing this

campaign through to completion.

In 2012, Transit Police designated sexual offending on transit as one of their top four priorities. Following this designation, Transit Police have run multiple campaigns to educate the public and put offenders on notice

Sales and new listings reach near recordsetting numbers in the Fraser Valley SURREY, British Columbia, Aug. 05, 2020 (GLOBE NEWSWIRE) -- The Fraser Valley Real Estate Boardâ&#x20AC;&#x2122;s Multiple Listing ServiceÂŽ (MLSÂŽ) saw the second-highest number of both property sales and new listings ever recorded in July.

The FVREB processed a total of 2,100 sales in July, an increase of 22.2 per cent compared to sales in June and an increase of 44 per cent compared to the 1,458 sales during July of last year. Last monthâ&#x20AC;&#x2122;s sales were 25.5 per cent above the ten-year average for July and second only to July 2015.

Chris Shields, President of the Board, observes, â&#x20AC;&#x153;In the context of the current pandemic environment, our market is significantly ahead of what we anticipated.

Weâ&#x20AC;&#x2122;re seeing market conditions representing a sellerâ&#x20AC;&#x2122;s market for townhomes and single-family homes in the Fraser Valley. For example, in North Delta, Cloverdale, Langley, Abbotsford and Mission, for every 100 active detached listings, 40 or more sold in July.â&#x20AC;? â&#x20AC;&#x153;We attribute it to continued pentup demand from what would have been a strong spring market

for us; and clearly, near recordsetting low interest rates. Buyers should take note that in some of our communities, the lack of supply and increase in demand is putting upward pressure on home prices. The average price of a detached home in our region set a record high in July, last set two years ago during the same month.â&#x20AC;?

The Fraser Valley Board received 3,549 new listings in July, a 2.7 per cent increase compared to Juneâ&#x20AC;&#x2122;s intake of 3,456 new listings and a 26.9 per cent increase compared to July of last year. Julyâ&#x20AC;&#x2122;s new listings were 18.3 per cent above the ten-year average for the month and second only to July 2008. Last month finished with 7,341 active listings, an increase of 3.9 per cent compared to Juneâ&#x20AC;&#x2122;s inventory and a decrease of 12 per cent yearover-year.

MLSÂŽ HPI Benchmark Price Activity Single Family Detached: At $1,008,000, the Benchmark price for a single-family detached home in the Fraser Valley increased 1.4 per cent compared to June and, increased 5.3 per cent compared to July 2019.

Townhomes: At $563,200, the Benchmark price for a townhome in the Fraser Valley increased 0.6 per cent compared to June and increased 3.3 per cent compared to July 2019.

Apartments: At $437,300, the Benchmark price for apartments/ condos in the Fraser Valley increased 0.5 per cent compared to June and increased 3.8 per cent compared to July 2019.

Vitamin D to survive the pandemic

AN effective vaccine against the coronavirus may be the only way to end the pandemic. Wouldn’t we all love a return to social normalcy and easier sleep? But until scientists deliver a vaccine, or until the virus runs its course and goes away, we need to use other measures. Among them, medical authorities should be sharing more information with the public about natural ways to build up immunity against viral infections.

Vitamin D is one of the crucial components of your immune system. Many people are deficient in it, but perhaps because there are no headlines about it, some people don’t seem to care. Now, a report in the Irish Medical Journal says it’s vital to have the right amount of vitamin D to achieve its full benefits. So, what’s the scientific evidence?

For instance, Professor Ian Brighthope, an Australian nutritional guru who pioneered the importance of vitamin supplements for decades, says, “We know that a safe and effective vaccine may be a long way off. So, it seems madness that in the meantime we do not use all the defences such as vitamin D which is safe and cost effective.” The cost per person would be from $10 to $20 dollars a year.

But how many people are lacking in vitamin D? A survey from Trinity College, Dublin, says one in eight people under 50 years of age are deficient in vitamin D. In North America, it’s estimated that two in five people are deficient in vitamin D particularly in the late winter months, which doubles their risk of flu.

And according to the National Institutes of Health in the U.S., 81.1 percent of black American adults are deficient in vitamin D. Professor Adrian Martineau, an expert on immunity at Queen Mary University of London, says that “Vitamin D helps the body to fight viral respiratory infections. It boosts the ability of cells to kill viruses and at the same tine dampens down harmful inflammation which is one of the big problems of coronavirus.”

Several years ago, this column published an interesting finding. It reported that 80 percent of elderly mentally ill patients who had pneumonia and were treated with vitamin D survived. Those that did not get vitamin, died. This scientific proof should have rung a big bell.

So how can we get smart and boost our immunity? It’s a great tragedy that we continue to hear Medical Officers of Health, infectious disease experts and TV anchors promote the use of face masks, hand-washing, and social distancing to decease the risk of developing COVID-19, but none mention that

Ayodhya/New Delhi (IANS): Ram Lalla and ‘Vikas’ were brought together in a fine interpretation of Lord Ram in the speech by Prime Minister Narendra Modi, on Wednesday after the ‘Bhumi Pujan’ ceremony in Ayodhya.

How neglected cargo became a ‘ticking time bomb’ in Beirut

SINCE Tuesday’s catastrophic explosion in Beirut that killed at least 135 people and left 5,000 injured, officials have pinpointed a warehouse storing 2,750 tonnes of ammonium nitrate as the source of the disaster.

How the ammonium nitrate came to be stored in that warehouse can be traced back to late 2013, when a cargo ship was forced to make an unscheduled stop in Beirut due to technical problems. When port authorities boarded the ship, they were shocked to discover large amounts of the highly explosive material, which is commonly used as fertilizer, in the ship’s hold.

Backed by US, India warns China against Kashmir interference US: ‘Conditions in Jammu & Kashmir have not normalized one year after India’s repeal of Article 370’ Washington/New Delhi (IANS): The government on Thursday warned China against attempts to interfere in India’s internal affairs after Beijing unsuccessfully initiated a discussion in the UN Security Council on Jammu and Kashmir.

In a statement issued by the Ministry of External Affairs, the government said that this was not the first time that China has sought to raise a subject that is solely an internal matter of India.

“As on previous such occasions, this attempt too met with little support from the international community.

We firmly reject China’s interference

in our internal affairs and urge it to draw proper conclusions from such unfructuous attempts,” the government said.

The government on Wednesday received a letter of support from the US House of Representatives Committee on Foreign Affairs which held China responsible for the aggression along the Line of Actual Control (LAC) in Ladakh.

Chairman and Ranking Democrat Member Eliot Engel and Ranking Republican Member Michael McCaul, wrote jointly on behalf of the US House Committee on Foreign Affairs, saying that they wanted to demon-

strate the strong bipartisan support for the US-India relationship.

“Members of both parties recognize the impact that a strong US-India partnership will have on the trajectory of the 21st century. As Prime Minister Modi said in February of this year, our ties ‘are no longer just another partnership. It is far greater and closer relationship.’ This closer relationship is all the more important as India faces aggression from China along your shared border, which is part of the Chinese government’s consistent pattern of unlawful and belligerent territorial aggression across the IndoPacific.

“The United States will remain steadfast in support of India’s efforts to defend its sovereignty and territorial integrity,” said the letter addressed to Minister of External Affairs S. Jaishankar.

The US House Committee in its letter also acknowledged the “ongoing serious security and counterterrorism concerns” in Jammu and Kashmir and said that it looks forward to “working with” Indian government to “address these concerns while upholding our shared commitments to the democratic values and freedoms on which our countries’ bond was built”.

However, the letter said that it is because of its support for the India-US bilateral relationship that “we note with concern that conditions in Jammu & Kashmir have not normalized one year after India’s repeal of Article 370 and the establishment of Jammu & Kashmir as a Union Territory”.

The Committee recalled that Modi said earlier this year, “Unity in diversity and unity’s vibrancy is the key to a strong relationship between India and America. CBI gets cracking in Sushant case, probe handed over to SIT

New Delhi (IANS): The CBI has finally taken over the investigation in one of the most high profile cases of 2020 - the death of Bollywood actor Sushant Singh Rajput - that involves several political controversies between the Maharashtra and Bihar governments and both states police forces.

The Central Bureau of Investigation (CBI) decided to get the case probed by the Anti Corruption Unit VI (SIT) New Delhi, which had earlier probed the Rs 3,600 crore [Rs

36,000 million] AgustaWestland VVIP chopper deal and liquor baron Vijay Mallya’s loan fraud case.

According to CBI sources, the agency handed over the probe to the ACU-VI (Special Investigation Team), which was formed by CBI’s Special Director Rakesh Asthana. The decision was taken after hours of brainstorming among the top CBI officials including Director R.K. Shukla.

The CBI on Thursday evening registered a case into the death of Sushant on the recommendation of the Bihar government and named Sushant’s girlfriend Rhea Chakraborty, her father Indrajit Chakraborty, her mother Sandhya Chakraborty, her brother Showik Chakraborty, Shruti Modi, house manager Samuel Miranda and unknown others in the case.

Sushant was found dead in his flat in Mumbai’s Bandra on June 14. On Tuesday, Bihar Chief Minister Nitish Kumar recommended a CBI probe on the request of Sushant’s father K.K. Singh. Many political leaders have also called for a CBI probe into Sushant’s death.

On K.K. Singh’s complaint, the Bihar Police registered a case against Rhea on July 25.

Sushant’s father had lodged an FIR against Rhea in Patna, accusing her of cheating and threatening his son. Sushant’s family has also accused her of keeping him away from them. K.K. Singh in his complaint also alleged that Rs 15 crore [Rs 150 million] was transferred from the Kotak Mahindra Bank account of the late actor, which earlier had Rs 17 crore.

The SIT team consists of Joint Director Manoj Shashidhar, a 1994-batch Gujarat cadre IPS officer, DIG Gagandeep Gambhir, also a Gujarat cadre IPS officer, and Superintendent of

Police Nupur Prasad.

Gambhir, was born and brought up in Bihar’s Muzaffarpur. She completed her higher education from Punjab University. According to CBI sources, Gambhir had last year also probed the role of former Uttar Pradesh Chief Minister and Samajwadi Party chief Akhilesh Yadav in the alleged illegal sand mining case. Later she was shifted to the unit probing the Srijan scam and the case of journalist Upendra Rai. The SIT has also successfully probed the Vijay Mallya case.

The source said, due to the tight probe the CBI was able to win the extradition case against the former chairman of the now defunct Kingfisher Airlines. The SIT has also probed the Rs 3,600 crore AgustaWestland VVIP chopper deal, in which it has arrested British national and key middleman Christian Michel James, who was extradited to India in December 2018.

At the time of filing this report, the Enforcement Directorate (ED), which also registered a money laundering probe into the death of Sushant, is questioning Rhea at its Mumbai office. Rhea is at the ED office in Mumbai along with her brother Showik, who is also named in the CBI and ED cases. The ED had earlier questioned Samuel Miranda, Sandeep Sridhar, the chartered accountant of Sushant, and Ritesh Shah, the CA of Rhea.

India says Pakistan’s new map is ‘obsession with territorial aggrandisement’ New Delhi/Islamabad (IANS): India on Tuesday slammed Pakistan, saying it is obsessed with territorial aggrandisement after the Imran Khan government issued a new political map which includes parts of Gujarat and the Union Territories of Ladakh and Jammu and Kashmir.

Pakistan released its official “political map” which includes the erstwhile princely states of Junagadh,

and Jammu and Kashmir, which acceded to India in 1947 when the India subcontinent was partitioned.

However, Islamabad left the map open-ended in the UT of Ladakh, a part of which is under the Chinese occupation and where China has been locked in a faceoff with India along the Line of Actual Control (LAC).

The move comes a day ahead of

the first anniversary of the reorganisation of the erstwhile Jammu and Kashmir state, which resulted in the nullification of its special status and creation of two UTs -- Ladakh and Jammu and Kashmir -- last year.

Reacting sharply to Islamabad’s offensive, the Ministry of External Affairs in New Delhi in a statement rubbished it is as a “so-called political map” of Pakistan released by its

Prime Minister Imran Khan.

Describing it as “an exercise in political absurdity”, the government said that Pakistan was laying untenable claims to territories in the Indian state of Gujarat and the Indian Union Territories of Jammu and Kashmir, and Ladakh.

“These ridiculous assertions have neither legal validity nor international credibility. In fact, this new

effort only confirms the reality of Pakistan’s obsession with territorial aggrandisement supported by cross-border terrorism,” the government said.

Khan, while releasing the new political map, said that it is “the most historic day in Pakistan’s history”.

He said the map represented the aspirations of the entire nation and all the political parties in Pakistan.

Senior leaders rally behind Manmohan Singh over Congress legacy from 2004-14 New Delhi (IANS): Even as the veterans vs Team Rahul war within the Congress is out in the open, former Union Minister Shashi Tharoor came to the rescue of party colleagues Manish Tewari and Milind Deora, saying the UPA’s transformative 10 years were distorted and traduced by a motivated and malicious narrative.

Tharoor took to Twitter and wrote, “I agree with Manish Tewari and Milind Deora. UPA’s transformative ten years were distorted and traduced by a motivated and malicious narrative. Amid the criticism of the senior leaders, a section of the party rallied behind former Prime Minister Manmohan Singh on Twitter.

Congress leaders Anand Sharma, Tharoor, Tewari and former Mumbai Congress chief Deora - all ministers in Singh’s cabinet at one point - defended the former Prime Minister, tagging criticism for him as “ill-informed” and part of a “motivated and malicious narrative”.

Earlier in the day, Deora responding to a tweet of Tewari said, “Well said, Manish.

When demitting office in 2014, Manmohan Singh said history will be kinder to me. Could he have ever imagined that some from his own party would dismiss his years of service

to the nation and seek to destroy his legacy that, too, in his presence?”

Deora’s remarks came after Tewari on Saturday hit out at party leaders who questioned 10 years of the United Progressive Alliance (UPA) rule at the Centre, calling them “illinformed”.

Interestingly, he gave the example of the BJP to put out a contrasting picture on party unity.

“The BJP was out of power for 10 years (2004-14). Not once did they ever blame (Atal Bihari) Vajpayee or his government for their then predicament. In Congress, unfortunately, some ill-informed (leaders) would rather take swipes at Dr Manmohan Singhled UPA government than fight the NDA/BJP. When unity is required, they divide,” the member of Parliament from Anandpur Sahib in Punjab tweeted.

The verbal tongue lashing from the former Minister for Information and Broadcasting comes after a number of party MPs questioned the UPA rule and demanded introspection on Congress debacles.

The members of Team Rahul had asked for introspection when the Congress’ Rajya Sabha MPs met on Thursday. The issue of the 2014 election debacle was raised by Rajeev Satav.

He was countered by party senior and former Union Minister Anand Sharma and others.

Tewari said on Friday: “Was the UPA responsible for the decline in the Congress fortunes in 2014 is a valid question. It must be gone into. Equally valid is the point that the UPA was sabotaged from within. The 2019 election defeat must also be analysed.”

Foreign Jamaatis free to leave India after apology, Supreme Court informed New Delhi (IANS): The Centre on Thursday informed the Supreme Court that foreign nationals, against whom criminal proceedings are pending in connection with the Tablighi Jamaat congregation in New Delhi, are free to leave the country after tendering an apology.

The submission was made by the Centre during the hearing of a plea by 34 foreign nationals seeking deportation to their home countries.

A bench of Justices A.M. Khanwilkar and Dinesh Maheshwari

noted that Solicitor General Tushar Mehta, on instructions, submitted that the look-out notices issued against the petitioners stand withdrawn.

“In other words, the concerned petitioner(s) will be free to leave India, subject to any other pending proceedings including order passed by the court requiring his/ her presence in the stated proceedings,” it noted.

Mehta contended before the bench that in all fairness, if the petitioners concerned tender apology, as envisaged by the Ma-

dras High Court in the criminal case concerned, they can be permitted to leave India despite the pendency of the criminal case but subject to such orders that may be passed by the trial court concerned.

He also informed the bench that so far only 10 petitioners have decided to contest the criminal cases pending against them and are not willing to exercise the option of plea bargaining.

At this, the top court said that the criminal cases concerning these 10 petitioners pending in different

trial courts in Delhi be brought before the same court hearing the criminal case arising out of First Information Report number 63 of 2020, so that all the cases can be disposed of expeditiously.

“Accordingly, we direct transfer of stated cases to the Chief Metropolitan Magistrate, South-East Delhi, Saket Court Complex, as suggested and direct the said court to dispose of all the cases expeditiously, preferably within eight weeks from today,” said the top court.

The bench has scheduled the

matter for further hearing after eight weeks.

More than 30 petitioners, who moved the top court, submitted that they had to forfeit their passports to the administration after the registration of the FIRs, which led to deprivation of personal liberty, without following procedure established under law.

Initially, the Ministry of Home Affairs had blacklisted 960 foreign nationals who had attended the Tablighi Jamaat event. Later, the Centre said 2,765 foreigners hadbeen blacklisted.

Punjab to start distributing smartphones to students by November

Chandigarh (IANS): The Punjab Cabinet on Wednesday paved the way for distribution of 173,823 smartphones by November to students of government schools, who are preparing to take their Class 12 board exams with the help of online education amid the COVID-19 pandemic.

The distribution of the first batch of 50,000 smartphones, which have already been received by the state government, will begin shortly.

The phones will be equipped with various smart features such as touch screen, camera and pre-loaded government ap-

plications like the ‘e-Sewa App’ with e-content related to Class 11 and Class 12 as approved by the Department of School Education.

Punjab sets up two Special Investigation Teams to probe hooch tragedy Chandigarh (IANS): Punjab Director General of Police Dinkar Gupta on Wednesday ordered the constitution of two Special Investigation Teams (SITs) to fast-track investigations into all five cases registered with regard to the hooch tragedy that claimed over 100 lives in the state last week.

While DIG (Ferozepur Range) Hardial Singh Mann will head the SIT for investigating FIRs registered in Tarn Taran, Inspector General (Amritsar Border Range) Surinder Pal Singh Parmar will lead the SIT investigating the FIRs registered in Amritsar and Batala.

Chandigarh (IANS): The Punjab Cabinet led by Chief Minister Amarinder Singh on Wednesday approved an expenditure of Rs 501.07 crore (Rs 5,010.70 million) incurred so far by the state to fight the COVID-19 pandemic.

A spokesperson for the Chief Minister’s Office (CMO) said that out of the Rs 501.07 crore, Rs 76.07 crore was spent by the Health Sector Response and Procurement Committee for the purchase of various equipment, while Rs 425 crore was spent out of the State Disaster Response Fund (SDRF) and budgetary resources set aside

This, he said, was necessary to ensure that these students do not suffer in the times of the pandemic due to lack of access to education.

The police have registered three cases in Tarn Taran, and one each in Amritsar Rural and Batala, in connection with the tragedy.

DGP Gupta said that Superintendent of Police-level officers have been, for the first time, appointed Investigating Officers (IOs) in these cases to ensure conviction of the offenders.

The IOs have been directed by the DGP to ensure thorough and comprehensive investigations to unravel the entire links of the culprits both in and outside the state under the SIT supervision.

The IOs will also be responsible for filing final reports expeditiously in the courts concerned under their own signatures, said the DGP.

Book hooch tragedy accused for murder: Punjab Chief Minister As several ministers agreed to the suggestion of Advocate General Atul Nanda that a strict law like PCOCA was needed to combat organised crime like smuggling of illicit liquor, the Chief Minister asked a sub-committee led

by Minister Brahm Mohindra to examine the provisions of the new law and submit its report at the earliest.

He also assured of justice for the bereaved families and survivors in the case, in which at least 111 persons have died in three districts of Punjab. As many as 40

persons have so far been arrested.

He agreed with Sukhjinder Randhawa and other ministers that PCOCA (Punjab Control of Organised Crime Act) could help control hard-core criminals and act as a deterrent to gangsters, who continue to deal in organised crime even from prisons, and had close connections with terrorists too.

Punjab Police bust Pakistan-backed drugs smuggling racket Chandigarh (IANS): As part of its crackdown against drugs, Punjab Police have busted another Pakistan-backed, cross-border drugs and weapons smuggling racket, with the arrest of two smugglers and another Border Security Force constable posted along the Pakistan border in Tarn Taran district.

The police are working to get the kingpin, Satnam Singh, alias Satta, extradited from Muscat, Oman, where he had fled after he was declared a proclaimed offender in two smuggling cases, Director General of Police (DGP) Dinkar Gupta said on Sunday.

He used a fake passport and Aadhaar card issued in the name of Gurmeet Singh to escape, he said, adding that the accused had five cases of smuggling registered against him earlier.

Satta’s ill-gotten property, which he had purchased using drug money in the name of his family relative Maninder Kaur in Amritsar, has been frozen, he added.

Jalandhar Rural Police, which unearthed the racket, had recovered a .30 bore pistol (made in China) along with five rounds and Rs 24.50 lakh [Rs 2.45 million] as drug money from the three accused, Surmail Singh,

Gurjant Singh and BSF constable Rajendra Prashad of Rajasthan, said the DGP. Acting on a tip-off, the Jalandhar Rural Police on July 26 apprehended two smugglers, who were coming in a car from Delhi.

On questioning, the duo identified themselves as Surmail Singh and Gurjant Singh.

Surmail’s further questioning led to the recovery of the arm and ammunitions and 35 grams of heroin.

During further investigations, both the accused revealed they were working with a cross-border smuggler Satnam Singh in Taran Tarn district, who was closely linked with Pakistan-based smugglers for smuggling of heroin and weapons from Pakistan.

They also disclosed that BSF constable Rajendra Prashad was also part of the smuggling racket.

The BSF constable was posted at a border outpost at Chhina village in Tarn Taran.

The DGP said he contacted his counterparts in the BSF and took the support of central agencies as well, for ensuring the arrest of the BSF constable, who was apprehended

by Punjab Police on July 28 from his residence in Rawala Mandi, where he was during his leave.

The review meeting was attended by Director General of Police Dinkar Gupta and Chief Secretary Vini Maha-

Retired Bangladesh Army officer’s killing a stray incident: Officials Dhaka (IANS): Bangladesh Army chief General Aziz Ahmed and police chief Benazir Ahmed said on Wednesday that the killing of retired Army officer Sinha Mohammad Rashed Khan, 36, was a stray incident.

Both the chiefs held a joint press briefing in Cox’s Bazar.

They said the incident should not jeopardise the relationship between the Army and the police.

Aziz Ahmed said: “Prime Minister Sheikh Hasina has

spoken to the mother of the slain ex-Army officer, who was allegedly shot dead last month on Marine Drive Road in Teknaf and assured her of justice over the incident.”

Soon after the incident, a committee was formed on Sunday by the Ministry of Home Affairs.

“The Army and the police have trust in the investigation team,” Aziz added.

Urging people not to do anything that could possibly endanger the relation between

the forces, the Bangladesh Army chief said, “We want to unequivocally say that nothing will happen that can sour the relation between the two forces.”

He said the death of Khan should not have any negative impact on the relation between the Army and the police which is based on mutual respect and trust.

Police chief Benazir Ahmed said the probe panel will investigate the incident with transparency and action will

be taken based on the findings of the investigation.

Rashed Khan was killed in police firing at a Marine Drive check-post in Teknaf Upazila in Cox’s Bazaar on the night of July 31.

“The Army and the police have always been working together.

Both the forces are shocked at the incident. I want to give a message through you that we want to see it as a stray incident,” said Aziz Ahmed.

The Bangladesh Police on Thursday took Teknaf Police

Station officer-in-charge (OC) Pradeep Kumar Das and eight others into custody, hours after an arrest warrant was issued against him in a case filed over killing of Rashed Khan in police fire.

“Das came to know that an arrest warrant was issued against him. He then went to the Divisional Police Hospital in Dampara area of Chittagong to receive a treatment on Thursday,” said Chittagong Metropolitan Police Commissioner Mahbubur Rahman.

The OC later told the police that he wanted to surrender before the Cox’s Bazar court after an arrest warrant was issued against him.

Rashed Khan’s sister Sharmin Shahria Ferdous charged Das and eight other policemen with murder in a case started on Wednesday.

An eyewitness said he saw the police firing in which Major (retired) Sinha was shot dead.

Claiming the incident to be a murder, he said everything happened within 30 minutes.

Punjab Chief Minister urges Modi not to allow Geographical Indication tagging of Madhya Pradesh basmati Chandigarh (IANS): Punjab Chief Minister Amarinder Singh has written to Prime Minister Narendra Modi, seeking his personal intervention to not allow Geographical Indication (GI) tagging of 13 basmati producing districts of Madhya Pradesh in the larger interest of the other basmati producing states, including Punjab.

Apart from Punjab, other states which already have GI tagging for basmati are Haryana, Himachal Pradesh, Uttarakhand, Delhi, Western Uttar Pradesh and select districts of Jammu and Kashmir.

Noting that the All India Rice Exporters Associa-

tion is also opposed to consider any claim of Madhya Pradesh for GI tagging for basmati, raising concerns about its serious negative impact on India’s export potential, the Chief Minister noted that India exports basmati to the tune of Rs 33,000 crore every year, but any dilution in registration of Indian basmati may give advantage to Pakistan, which also produces basmati as per GI tagging, in the international market in terms of basmati characteristics and quality parameters.

In his letter to the Prime Minister, the Chief Minister has drawn his attention to the economically

and socially important issue of geographical tagging, saying that GI tagging of Madhya Pradesh basmati would negatively impact the state’s agriculture and also India’s basmati exports.

Madhya Pradesh has sought the inclusion of 13 of its districts for GI tagging for basmati.

Urging Modi to direct the authorities not to disturb the status quo in this matter, the Chief Minister said that this was essential for safeguarding the interests of the farmers and the basmati exporters of India.

As per the geographical indications of the Goods (Registration and Protection) Act, 1999, a “geo-

graphical indication tag can be issued for agricultural goods that are originating in the territory of a country, or a region or locality in that territory, where a given quality, reputation or other characteristics of such goods is essentially attributable to its geographical origin”.

“GI tag for basmati is given to the traditionally growing areas of basmati due to their special aroma and quality and taste of the grain, which is indigenous to the region below the foothills of Himalayas in the Indo-Gangetic plains, and basmati of this area has distinct recognition across the world,” the Chief Minister pointed out.

Punjab Cabinet demands expulsion of MPs for ‘anti-party activities’ Chandigarh (IANS): Two days after Punjab Congress Chief Sunil Jakhar sought strict action against party MPs Pratap Singh Bajwa and Shamsher Singh Dullo, the entire Punjab Cabinet on Thursday also pitched in for the duo’s expulsion for their “anti-party and anti-government activities”, which they termed as “gross indiscipline”.

The actions of the two Rajya Sabha MPs call for immediate and strict action by the Congress high command, said the Cabinet ministers, seeking the dismissal of Bajwa and Dullo for attacking their own government in the state over the recent hooch tragedy.

The ministers, in a joint statement, called for

cracking the whip on the two MPs without any laxity or delay.

Indiscipline cannot be tolerated at any time, least of all when Assembly elections are less than two years away, they said, pointing to the MPs’ repeated attacks on the state government, including on Chief Minister Amarinder Singh.

Questioning their move of airing concerns about the hooch tragedy, the ministers said the two Members of Parliament had never, during their Rajya Sabha term, bothered to raise any issue of interest to the state they represent.

“Why did they not press for the completion of the ED [Enforcement Directorate] probe into the drugs issue during the Akali regime? Why

did they not protest in the House against the anti-farm ordinances of the Union government? Why did they never speak about the CBI’s failure to probe the sacrilege cases?” the ministers asked.

The ministers said that by bypassing all party and government forums to protest against the state government’s handling of the hooch tragedy and instead approaching the Governor for CBI [Central Bureau of Investigation] and ED inquiries into the case, the two MPs had not only attacked the very basis of democratic governance but had sought to undermine the Punjab Police force, which was effectively cracking down on the liquor mafia.

This is not the way democratic systems and institutions are meant to function, said the ministers, pointing out that a CBI probe was needed only if the police failed to deliver, which was definitely not the case at present.

In any case, they pointed out that the whole of Punjab had been witness to the CBI’s total lack of efficiency in investigating the sacrilege cases, which eventually the state police had to probe.

Even the targeted killings were solved not by the CBI but by the state police, the ministers said, expressing full faith and confidence in the Punjab Police’s ability to bring every guilty individual to book even in the spurious liquor case.

Two new books by Punjabi Canadian authors: Lost and Found, & Love at First Sight

“I think the world needs more pyaar.” That’s a quote from Sam Thiara’s new book, “Lost and Found: Seeking the Past and Finding Myself.”

Pyaar, in case you don’t know, means love in Punjabi, Hindi and perhaps other languages of South Asian origin. And Sam couldn’t be more right about what the world’s lacking. But you know what else we could use more of? Books like his and storytellers like him.

“Lost and Found” is an engrossing tale of overcoming adversity, dogged determination, self-discovery, and cultural and spiritual awakening. It’s a real-life page-turner chronicling Sam’s longshot quest to try to find his ancestral village in India.

Along the way, he learns about himself, his family, his identity, and his place in the world; while we learn about the tremendous complexity and diversity of the immigrant (and ultimately human) experience. No spoilers here.

You’ll have to buy the book to see if he reaches his destination. But, trust me, the journey is well worth it!

Speaking of journeys, another mustread, new book from another local, Canadian author is “Love at First Sight: A Mother’s Journey to Adoption” by Raj Arneja.

And just as destiny plays a role in both memoirs, I believe it also played a part in me getting my hands on both books within a couple weeks of each other.

Wonderful in their own right, the two intertwined and intersectional stories complement each other beautifully. I say this because of how insightful both titles are about the history of the South Asian community in BC (though in different ways), and how revealing they are about certain aspects of Indian society and culture.

Like Sam, Raj was also missing a piece in her personal puzzle: children. While Sam went to India in search of his past, Raj was drawn there in search of a future – a future filled with the joys (and struggles) of becoming and being a mother. “Love at First Sight” is a true testament to perseverance, persistence, parenthood, and, yes, pyaar!

To close, I don’t just want to end by recommending that you add “Love at First Sight” and “Lost and Found” to your bookshelves at home (though I strongly do). They’re far more than entertaining, well-written, summer diversions.

They also deserve to be introduced in schools to students by secondary and post-secondary teachers of South

Asian, Punjabi, and Sikh settlement in Canada.
