Former Kelowna mayor Colin Basran charged with sexual assault

THE BC Prosecution Service (BCPS) on Wednesday announced that a special prosecutor has approved a single charge of sexual assault against former Kelowna mayor Colin Basran.

His first appearance on this matter is scheduled for January 24, 2023, in Kelowna Provincial Court.

The BCPS said that Brock Martland was appointed special prosecutor on October 13 in relation to an investigation of a sexual assault alleged to have occurred in Kelowna in May 2022. The suspect was alleged to be Basran, then the sitting mayor of Kelowna.

The Assistant Deputy Attorney General Peter Juk KC (ADAG) appointed Martland special prosecutor under section 7 of the Crown Counsel Act because he considered it in the public interest to do so. The appointment of a

special prosecutor is intended to avoid any potential for real or perceived improper influence in the administration of justice considering the nature of the allegations and the identity of the accused as an elected municipal official.

The investigation was conducted by the Kelowna RCMP Investigative Services Department and the investigative findings were independently reviewed by the Nelson Police Department before the report to Crown Counsel was forwarded to the special prosecutor.

Martland is a senior Vancouver lawyer in private practice. He was given a mandate to provide legal advice to the RCMP investigators as may be necessary, conduct any related charge assessment, and assume conduct of the prosecution if charges were approved. The

DELTA Mayor George V. Harvie and Delta Council contributed $10,000 to the North Delta Guru Nanak Food Bank, set to open this month, at Monday’s Council meeting.

Organizers of the Guru Nanak Food Bank, who were in attendance at the council meeting held at the North Delta Centre for the Arts, accepted the contribution after presenting the work of the Guru Nanak Food Bank and sharing the organization’s charitable philosophy.

“Earlier this year, I made a motion in Council to open a much-needed food bank in North Delta to support those families in need. I am very pleased to have worked alongside the Guru Nanak Food Bank Leadership to organize the official opening of the North Delta Food Bank — all within the year. Hunger does not know municipal boundaries, and it is time that we support those in Delta who need assistance from the food

bank,” said Harvie.

Currently, North Delta residents who need assistance from the Food Bank must travel to Surrey, creating unnecessary barriers for those in need.

As affordability challenges continue to impact many residents, Delta Council says it is committed to barrier-free food assistance for anyone in need.

BCPC said that the announcement of the appointment of the special prosecutor was initially postponed pending completion of the investigation and approval of

charges. Following consultation with the special prosecutor and considering the specific circumstances of the case, the BCPS concluded that issuing a media statement was appropriate at this time.

BASRAN was elected Councillor in 2011 and in 2014, he was elected Mayor. He was re-elected Mayor in 2018, but lost in 2022.

Basran was born and raised in Kelowna. He graduated from KLO Secondary school after attending elementary and middle schools in the Rutland area. Basran worked as a television journalist for CHBC News before going into business as a realtor.

The Basrans were one of the very first South Asian families to settle in the Okanagan, arriving around 1907.

Surrey Police Service recognizes officers and civilians

saving first aid during three priority calls that involved violent attacks where the victims were suffering from significant blood loss.

SPS recently recognized 16 individuals and two units for their outstanding work with a Commendation or Certificate of Appreciation. Five officers were also recognized for reaching 20 or 30 years of service in policing.

“As we continue to mark the important milestones in building a community-based policing service for Surrey, it is equally important that we acknowledge and celebrate the accomplishments of our people,” said Chief Constable Norm Lipinski on Monday. “We are committed to fully supporting our employees – from state-of-the-art training, to supporting their mental well-being, to recognizing the great work they do.”

Eight SPS officers were acknowledged for lifesaving measures. In each of these situations, the potential loss of life was significant, if not for the quick intervention by these officers.

Suspect arrested after female fatally stabbed in residence in Surrey’s Newton

ON December 7 at 9:22 p.m., Surrey RCMP responded to a report of a stabbing in the 12700-block of 66 Avenue. Officers located a 40-year-old female in medical distress, resulting from a life-threatening stab wound.

Despite the best efforts of first responders, the woman succumbed to her injuries after being transported to a local hospital.

A 40-year-old man was arrested at the scene and taken into police custody.

The Integrated Homicide Investigation Team (IHIT) has taken conduct of the investigation and continues to work closely

with Surrey RCMP.

IHIT said that investigators can confirm the victim and suspect were known to each other and that this is an isolated incident. Neither the suspect or the victim were known to police. The name of the victim is not being released at this time, out of concern for the privacy of the family.

ONTARIO’S Peel Regional Police’s homicide detectives on Monday provided additional information and an updated description of the suspect responsible for the shooting death of 21-year-old Pawanpreet Kaur, 21, of Brampton in Mississauga.

On Saturday, December 3 at approximately 10:39 p.m., police received information that a woman had been shot in the area of Britannia Road and Creditview Road in Mississauga. Police located the victim suffering from apparent gunshot wounds. Life-saving measures were attempted, however, the victim succumbed to her injuries.

Police said the suspect wore a three-quarterlength dark winter jacket with a hood, dark winter boots, dark pants, a dark winter toque and white gloves.

It appears that the suspect was smoking a cigarette. The suspect did not pull the hood up over their head until shortly before shooting the victim at close range.

Through extensive video canvassing and witness interviews, investigators have determined that the suspect was on foot in the vicinity of the homicide scene three hours prior to the shooting, which occurred at a gas station located at the intersection of Creditview Road / Britannia Road.

During that timeframe, the suspect was observed crossing over Britannia Road east of the intersection and crossing Creditview Road north of the intersection. The suspect may or may not have visited this location in the past. Following the shooting, the suspect was observed running from the scene westbound across Creditview Road, then westbound on Britannia Road, and then westbound onto

Camgreen Circle.

As investigators continue to canvass for more video and witnesses, they are urging anyone with information on this incident, surveillance or dashcam footage that may have captured the moments leading up to, during, or after the incident to contact investigators at 905453-2121, extension 3205.

“We just want justice for our daughter. We won’t get our daughter back, so we just want the killer to be found. The daughter we raised will never come back to us,” Devinder Singh, Pawanpreet’s father, told Omni Punjabi channel.

Pawanpreet left for Canada on a student visa when she was 18. “There is a craze in India for everyone to send their children to Canada, so we also sent her,” a choked Singh said, adding that they had planned to settle permanently in Canada with their daughter.

The news of their daughter’s death was broken to them by their relatives in Brampton.

“We regret sending her off to Canada,” Pawanpreet’s mother Jasveer Kaur told Omni Punjabi.

“Why did we send her at a young age to get her degree? We should have kept her here with us,” she said, fighting back her tears.

Certification of Surrey Police Inspectors’ Association

SURREY Police Service (SPS) now has a second police union operating on behalf of police personnel with the certification of the Surrey Police Inspectors’ Association (SPIA) by the BC Labour Relations Board. The formation of this association to represent all SPS Inspectors is in alignment with other large municipal police departments across Canada and will provide efficiencies and equity in future contract negotiations. The SPIA currently has 12 members and

expects to grow to more than 20 members once SPS is at full strength.

“On behalf of the Surrey Police Service leadership team, I congratulate the Surrey Police Inspectors’ Association on receiving approval to represent our officers who hold the rank of Inspector,” said Chief Constable Norm Lipinski on Thursday. “I look forward to working with the SPIA, in addition to CUPE 402 and the Surrey Police Union, to achieve our mutual goals of providing

a wellness focused work environment so our staff can deliver the highest standard of public safety to Surrey residents.”

All three unions work collaboratively with SPS and the Surrey Police Board in support of their continued progress toward a local, municipal police service for Surrey.

Permanent residents can now apply to join Canadian Armed Forces: National Defence Minister Anand

ANITA Anand, Minister of National Defence, announced on Monday that permanent residents are welcome to apply to enroll in the Canadian Armed Forces (CAF).

The authority for the enrolment of a citizen of another country, who has permanent resident status under the Immigration and Refugee Protection Act, has been delegated by the Chief of the Defence Staff to the Commander Military Personnel Command and the Commander Canadian Forces Recruiting Group.

Anand said: “Permanent residents make up a skilled and talented component of Canada’s population – and that is why today’s announcement is important news. Enrolment of permanent residents will help us grow our military with qualified, well-trained people who choose a career in uniform. We will continue to work hard every day to build a military that attracts and retains people from all parts of our society who want to serve Canada.”

Currently, the Canadian Forces Recruiting Group accepts trained applicants from foreign militaries. These applicants include pilots, logistics officers, infantry officers and other skilled professionals, who may become enrolled in the CAF if they have permanent resident status in Canada. The intent is to broaden the pool to enable other permanent residents, who meet the same criteria as Canadian citizens to enroll in the CAF as new recruits or officer cadets.

The CAF encourages permanent residents to give serious consideration to a military career in Canada. Canada offers facilitated pathways to citizenship by recognizing the military service to Canada of permanent residents who join the CAF, and citizenship applications from CAF members will be processed on a priority basis by Immigration, Refugees and Citizenship Canada (IRCC).

Changing the culture within the CAF supports the recruitment of new members and allows it to retain existing members as the Department of National Defence and the CAF continue efforts to build an institution where everyone feels safe, protected, and respected.

Quick Facts:

* The process to obtain security clearances can be lengthy for some permanent residents, but ongoing interdepartmental discussions will determine methods for cross-sharing information and improve the application process.

* The Chief of the Defence Staff signed a document on October 18, 2022, that reinforces existing policy and designates authority to the Commander Military Personnel Command and the Commander Canadian Forces Recruiting Group for the enrolment of a citizen of another country who has permanent resident status under the Immigration and Refugee Protection Act.

* In accordance with existing policy, Defence Administrative Order and Directive 5002-1 Enrolment, an applicant for enrolment in the CAF must be a Canadian citizen or a citizen of another country who has permanent resident status under the Immigration and Refugee Protection Act and: - who is committed to becoming a Canadian citizen upon eligibility;

- who satisfies a special need; and - whose enrolment, in the opinion of the Commander Canadian Forces Recruiting Group, will not be detrimental to the national interest.

* The CAF recruiting system is now open for applications from both Canadian citizens and permanent residents. We encourage all interested individuals to start the application process.

* The CAF is recruiting for more than 100 occupations – many are new and leadingedge such as radiologists, and marine technicians.

* As of July 2022, the Regular Force has ap-

proximately 63,500 members. To meet its mandate set out in Canada’s Defence Policy, “Strong, Secure, Engaged,” the Canadian Armed Forces need 71,500 Regular Force members.

* Canada plans to welcome 465,000 new

permanent residents in 2023, as well as 485,000 in 2024 and 500,000 in 2025. The immigration levels plan forecasts that more than 50% of permanent residents will be admitted via economic programs, such as the

Federal High Skilled or Provincial Nominee Programs.

* The CAF has dedicated increased capacity to bring in at least 5,900 new members through its recruiting centres by March 2023.

KATRINA Chen, who was Minister of State for Child Care, said on Tuesday that she had asked Premier David Eby not to consider her for cabinet because “as a survivor of gender-based violence more than once in my life, including as a child, I have long-term trauma that has yet to be fully unpacked” and needed “time to focus on myself and my son.”

Chen, who co-chaired Eby’s leadership campaign, issued the following statement on Tuesday:

“Today is the National Day of Remembrance and Action on Violence Against Women, As a survivor of gender-based violence more than once in my life, including as a child, I have long-term trauma that has yet to be fully unpacked.

“This long-standing trauma has continued to impact my life, even as I dedicated my time to my work in cabinet to

deliver progress on child care for B.C. families. I am incredibly proud of my journey. As an immigrant, I have represented our community in the legislature, and have worked with my colleagues to stand up the first social program in a generation.

“I need time to focus on myself and my son, and have asked Premier David Eby to not consider me for cabinet. I stand with all survivors of gender-based violence.

“I thank all my constituents, Premier Eby, my colleagues, staff members and everyone I’ve worked with for giving me their trust and support, and for giving me the time and space to heal.

“I will now turn my attention to focus on what lies ahead for my son and me.”

Surrey RCMP: 23-year-old South Asian woman reported missing on November 22 located deceased

SURREY RCMP said on Friday that the 23-year-old South Asian woman reported missing on November 22, has been located deceased.

On November 29, a deceased person was located in West Vancouver and later confirmed to be the missing Surrey woman. Criminality does not appear to be a factor in her death and the investigation has been turned over to BC Coroners Service, police said.

Dr. B.R. Ambedkar’s portrait gifted to Center for India and South Asia Research (CISAR) at UBC

ON the 66th death anniversary of Dr. B.R. (Bhimrao Ramji) Ambedkar, the family of the late artist, Shital Anmol, gifted a portrait of Dr. Ambedkar to the Centre for India and South Asia Research (CISAR) on December 6 at a ceremony hosted by Chetna Association of Canada in partnership with the CISAR and Ambedkarite International Coordination Society (AICS). According to Wikipedia, Dr. Ambedkar (April 14, 1891 – December 6, 1956) was an Indian jurist, economist, social reformer and political leader who headed the committee drafting the Constitution of India from the Constituent Assembly debates, served as Law Minister and Justice Minister in the first cabinet of India’s first Prime Minister, Jawaharlal Nehru, and inspired the Dalit Buddhist movement.

“This is a very emotional moment for us today”, said Mrs. Sushil Anmol, the late artist’s wife, with tears in her eyes. She added that gifting the painting will make her husband happy and proud of his

contributions.

Anmol’s paintings of Dr. Ambedkar were previously gifted to the Indian Consulate General in Vancouver, the City of Burnaby, and Guru Ravidass Community Center, where they are displayed with pride.

The gifting ceremony and paying of tributes were arranged by Chetna Association of Canada in part-

nership with the CISAR and AICS. The Chief Guest, Consul General of India in Vancouver, Manish, spoke on Dr. Ambedkar and the impact of Buddhism on Dr. Ambedkar’s life. He also expressed his appreciation for having Anmol’s painting gifted to the Consulate General.

Jagjiwan Kumar, retired chief engineer with Punjab Urban Development Authority, attended as a

guest of honour. Kumar expressed his gratitude to Dr. Ambedkar for creating opportunities that enabled him to integrate and succeed in his life.

Dr. Swaran Singh (visiting scholar at UBC), Zile Singh (former Indian ambassador), and Manjit Bains (Registered Nurse and Chair of Women’s Empowerment Committee for Chetna) and also shed light

on the contributions of Dr. Ambedkar and his foresight on many of the key issues.

Newfoundland and Labrador government trying to recruit nurses from south Indian state of Karnataka

New Delhi (IANS): An Indianorigin health official is part of a visiting team that is setting up a recruitment desk in Bengaluru to hire Indian nurses for a Canadian province that faces acute labour shortages in its healthcare sector.

Rahul Parayil Girijappan, Director of Critical Care Services with Central Health in Newfoundland and Labrador (NL) province, met graduate nurses who have the academic credentials to qualify for licenses in Canada.

“I am coming to India after three years. I am very much excited to be part of this initiative,” Girijappan, a graduate from Rajiv Gandhi University of Health Science in Bengaluru, told IANS.

Before moving to NL in 2010, he worked as a permanent full-time staff nurse at Grace Medical Centre in India for two years.

“As a leader in the organisation, I know the operational challenges in the system very clearly. We need resources to support the system and robust our workforce, and I hope we can get enough to fill the gaps and meet our demands,” Girijappan told IANS in an email interview.

As part of his job, Girijappan will convince nurses in India that NL is the right place for them to advance as a health-care provider and individual.

He said that he had moved to the province with “mixed emotions”. With most of his friends settled in Canada’s prairie provinces, Girijappan wanted to join them, but the friendly, warm and welcoming nature of the people made him stay back.

He currently lives in Grand FallsWindsor with his wife and two children. His wife is also a registered nurse with Central Health.

After spending 13 years in Canada, Girijappan said he misses his student life in India the most.

“It’s been almost 13 years in Newfoundland, and it is very hard to express what I miss most about India. I miss my childhood and student life period, the life I lived in Bangalore as a student nurse,” Girijappan told IANS.

“Anyone who leaves home to go there (Canada) as a student always cherishes the dream of advancing their life. I know I am experiencing it now due to the hard work I put forward as a student.

I am thankful to my teachers, classmates, parents and family (in India) for all the support they provided at that time,” he added.

Girijappan and his team held a series of meetings last month with officials at St Martha’s College of Nursing, a training institution established in 1933.

They also visited the East West Group of Institutions campus in Bengaluru, where a presentation on health employment opportu-

nities was delivered to more than 100 final-year nursing students.

The NL government will also be launching an email portal to engage with nurses from India who are interested in moving to the province.

According to local media reports, nurses in the NL are struggling with burnout due to overtime, and more than 600 jobs lie vacant. The nurses’ union in the province says 40 per cent of its members are facing 24-hour shifts and high rates of workplace injury and violence.

NL Premier Andrew Furey said addressing a news conference last month that they chose Karnataka as it has more than 100 nursing schools with training similar to Newfoundland and Labrador’s.

Indian government data shows a sharp rise in the demand for Indian nurses post-Covid from sev-

eral countries like Ireland, Malta, Germany, the Netherlands, Finland, the UK and Belgium.

After the Philippines, India ranks second in the number of nurses working abroad for brighter job opportunities, better salaries and other benefits.

According to a press release by the Government of Newfoundland and Labrador last month, the government’s advance team for the mission to establish a nursing recruitment desk was in Bengaluru and would be also be spending time in Mangalore, Manipal and Hyderabad in the coming weeks. The advance team is accompanied by the Executive Director of the College of Registered Nurses of Newfoundland and Labrador, who is dedicated to oversee areas of regulatory alignment and comparable educational programs.

The press release stated: “To complement in-person recruitment and relationship-building activities, the Government of Newfoundland and Labrador is launching an email portal to engage with nurses from India who are interested in coming to work in Newfoundland and Labrador. Provincial Health Officer’s statement on influenza-related deaths in children, youth

DR. Bonnie Henry, Provincial Health Officer, on Thursday said that the BC Centre for Disease and Control is aware of six reports of influenza-associated deaths among children and youth in B.C. this season, with investigations ongoing.

She added: “My thoughts are with families and communities impacted by the loss of a loved one.”

Henry pointed out: “Early findings indicate some of the children experienced secondary bacterial infections contributing to severe illness, which can be a complication of influenza.

“It is important to know that death associated with influenza in previously healthy children continues to be rare. Public-health officials are monitoring the situation closely, and we urge everyone to do their part by taking steps to protect yourself, your children and loved ones against the flu.

“The children who died included one who was younger than five years old, three who were between five and nine, and two adolescents who were between 15 and 19. Death associated with influenza in previously healthy children is a tragic, but rare event and is especially rare in school-age children and teens.”

Henry added: “This is an unusual season with unusual characteristics, including an early and intense surge in cases. With this unusual pattern, enhanced surveillance has

been implemented that includes reporting of pediatric influenza-related deaths to public-health officials. As the information is confirmed, updates on pediatric influenzarelated deaths will be posted weekly as part of the respiratory surveillance summaries on the BCCDC website.

“You can take measures to prevent influenza and to treat those at higher risk of severe complications. Vaccination remains our best defence. Vaccination against influenza is available to all children six months and older in B.C. This is particularly important for children at highest individual risk of severe outcomes, including those with chronic medical conditions, those who need to take Aspirin or ASA for long periods of time, children who

are very obese, infants and toddlers. “While children typically have the highest respiratory-virus infection rates, most children with influenza and other respiratory viruses typically recover safely at home without the need for medical intervention. For children at high risk of severe complications, parents should consider talking to their care provider about early access to an anti-viral drug called oseltamivir (Tamiflu), which is most effective against influenza if started within 12 hours, and ideally not later than 48 hours after illness onset.

“Parents of all children should seek care if your child experiences difficulty breathing, or if your child’s fever goes away and comes back or persists longer than five days. This may indicate a possible bacterial infection.

“With multiple respiratory illnesses circulating and an early start to influenza season, everyone needs to take preventative measures. This means staying home if you’re sick, frequently washing your hands and following proper respiratory etiquette, such as covering your coughs, properly disposing of tissues and wearing a mask when appropriate.”

LIKE other jurisdictions, B.C. is expected to see slower economic growth through 2023 because of global inflation and higher interest rates, before steady growth resumes in the medium term, according to projections from private-sector forecasters, the Province said on Monday.

Each year, B.C.’s finance minister meets with the Economic Forecast Council (EFC), a 13-member council of private-sector forecasters from throughout Canada, in preparation for the next year’s budget. This is the second year that an additional set of discussions was added, providing an opportunity to consult with an Environmental, Social and Governance (ESG) Advisory Council to explore how the provincial government can continue to build a more inclusive, sustainable economy and support well-being in British Columbia.

The EFC anticipates the province’s economy will grow by 2.9% in 2022 and 0.4% in 2023; slower than their January 2022 forecasts of 4.2% and 2.7%, respectively. The updated figures are similar to what was presented in the Province’s Second Quarterly Report. Real gross domestic product (GDP) growth

is then expected to pick up, with an increase of 1.6% in 2024, followed by gains of 2.3%, 2.3% and 2.1% in 2025, 2026 and 2027, respectively. The reduction in the near-term outlook is consistent with other jurisdictions and reflects persistent global inflation and interest rates rising higher and more rapidly

than expected throughout Canada.

“We’re entering this period of slower growth and challenging global economic times in a strong position to continue supporting people, because B.C.’s economy grew more than most last year,” said Selina Robinson, Minister of Finance. “We’ll use the resources we have to address the issues that matter most to people, including housing, health care and building a sustainable economy that works for everyone – but no matter what is on the horizon and no matter what the numbers show, this government will continue to be here to support people.”

Discussions with the EFC and the ESG Advisory Council focused on current events, issues affecting B.C.’s economy and the environmental, social and governance opportunities and challenges facing the province.

Topics at the meetings included:

* global inflation and monetary policy impacts;

* government policies to stimulate investment and ensure shared prosperity;

* socioeconomic factors in B.C., such as inequality, Indigenous partnerships, and wellbeing;

* environment, climate change and the transition to a lower carbon economy;

* housing affordability and supply;

* labour market dynamics and immigration; and

* opportunities for businesses to build on B.C.’s strong ESG profile.

“We are committed to building an inclusive economy, where environmental and social sustainability is the basis for future growth,” said Robinson. “A strong social, cultural and economic foundation is key to successful and resilient communities. We know this, and we know generations will benefit from the decisions we make right now.”

Forecasts and feedback from the two councils will be used to inform the next provincial budget, which will be released on February 28, 2023. EFC members will also have an opportunity to submit revised forecasts in early January.

Woman shot and killed in Coquitlam on Thursday night

COQUITLAM RCMP frontline officers and BC Ambulance Service responded to the area of Lambert Way near Turner Avenue in Coquitlam for a report of a shooting shortly before 11 p.m. on Thursday, December 8.

Officers located a woman suffering from gunshot wounds inside a vehicle and immediately began lifesaving measures. The woman later succumbed to her injuries on scene.

Police said this is believed to be an isolated incident.

The Integrated Homicide Investigation

Team (IHIT) was called in and will be working in partnership with Coquitlam RCMP.

Coquitlam Victim Services has been engaged.

Police are seeking any witnesses or persons who may have video footage, including dashcam, surveillance or cellphone video to contact investigators.

THE Chief Civilian Director (CCD) of the Independent Investigations Office (IIO) of BC after concluding an investigation into an officerinvolved shooting incident in Burnaby where a man, Jongwon Ham, sustained serious injury and an officer, Burnaby RCMP Constable Shaelyn Yang, died, says “there are no reasonable grounds to believe that any officer has committed an offence” and so, “the matter will not be referred to Crown Counsel for consideration of charges.”

“The CCD has reviewed the available evidence, including independent witness statements and video footage,” the IIO BC said.

At about 10:30 a.m. on October 18, Yang accompanied a parks worker to speak to a man sheltering in Broadview Park. When Yang and the parks worker approached the tent, an altercation occurred in which the man was shot by Yang, and Yang was stabbed. The man sustained gunshot-related injuries and was transported to a local hospital for treatment. Yang sadly did not survive her injuries. The IIO BC said: “Due to concurrent court proceedings related to the incident, the IIO’s public report will not be released on the IIO website until that process has concluded. Given the matter remains before the courts, the IIO will not comment further at this time.”

Transit Police to introduce Community Safety Officers by late 2023

STARTING next year, commuters can expect to see a new uniform on the transit system as Metro Vancouver Transit Police introduce a Community Safety Officer program.

Community Safety Officers will be a new category of frontline Transit Police employees who will supplement patrol police officers. They will provide additional uniformed visibility on the transit system and address low risk incidents that do not necessarily require the powers and tools of a police officer.

In addition to regular patrol duties, Community Safety Officers will assist with tasks such as community engagement, transit safety education, collection of evidence, perimeter security at police incidents, crowd control, fare enforcement, and support at major events and emergencies, along with other responsibilities.

Community Safety Officers will be selected for their strong customer service skills and will receive the necessary training to help address the unique safety issues reported on and around the transit system in Metro Vancouver.

“Our goal at Transit Police is for the entire

transit system to be a place of safety,” said Dave Jones, Chief Officer at Metro Vancouver Transit Police, on Thursday. “The Community Safety Officer program adds another layer of safety, reassurance and support to passengers, alongside Transit Police officers and frontline transit staff.”

Upon being hired, Community Safety Officers will attend a rigorous 10-week training program followed by seven weeks of field training. Courses will include mental health awareness, crisis intervention and de-escalation, legal studies, use-of-force tactics, traffic safety, and principals of community policing.

“Community Safety Officers will expand the Metro Vancouver Transit Police’s capacity to uphold public safety on the transit system,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “This cost-effective

program will allow the Transit Police to focus their resources on serious crime, and is consistent with the Special Committee on Reforming the Police Act’s recommendation for a more flexible and efficient policing approach that includes tiered public safety officers.”

As peace officers, Community Safety Officers will be empowered to enforce transit bylaws and the transit conduct and safety regulations. They will carry limited use of force options including batons, oleoresin capsicum spray and handcuffs. The current timeline calls for the first Community Safety Officers to be deployed by late 2023.

New Westminster Police seize drugs worth about $2.4 million at traffic stop

The

ON November 27 an officer on patrol observed a suspicious vehicle that had frontend damage and was registered as failing to stop for police in a neighbouring municipality. The officer conducted a traffic stop to speak to the driver. In the course of the traffic stop the officer found a large quantity of drugs.

The driver was arrested and police seized approximately:

* 8 kilograms of suspected fentanyl powder;

* 500 grams of suspected fentanyl pills;

* 1.5 kilograms of suspected crystal methamphetamine;

* 1.5 kilograms of suspected heroin; and

* 400 milliliters of codeine.

The estimated street value of the drugs seized was approximately $2.4 million.

Seven, including full-patch Hells Angels member, charged in CFSEU-BC investigation into drug trafficking

SEVEN men have been charged by the Public Prosecution Service of Canada (PPSC) with several drug-related offences following an investigation by the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC).

The investigation has resulted in the seizure of firearms, various illegal drugs, and 25 criminal charges against individuals, including a full-patch member of the Hells Angels Motorcycle Club’s Haney Chapter.

CFSEU-BC began a drug investigation in early 2020 and it quickly led investigators to believe the individuals involved were suspects in an alleged large-scale, drug trafficking operation on behalf of a criminal organization that spanned the Lower Mainland and Okanagan.

Between September 2020 and July 2021, a total 12 search warrants were executed at locations throughout the Lower Mainland and Okanagan regions of British Columbia. These search warrants resulted in the following items being seized:

* About $650,000 in Canadian currency

* Various illegal drugs – approximate amounts:

– 2 kg cocaine

– 1 kg MDMA

– 1 kg fentanyl

– 200 gm ketamine

– 10 kg marijuana

– 16 kg of cutting agent

* A 9 mm handgun and ammunition

* A .45 caliber handgun, prohibited SKS rifle magazines, ammunition

* 3 rifles, a shot gun, 3 prohibited magazines, ammunition

* Body armour

* 2 vehicles

* Cocaine press

* Also located inside a residence being searched was a Hells Angels Motorcycle Club vest and various items of Hells Angels support clothing.

THE BJP has retained power in Gujarat for a record seventh straight term by winning or leading in 156 of the 182 seats with a vote share of nearly 53%.

Riding on the charisma of Prime Minister Narendra Modi, who addressed 31 election rallies in his home state and continued to hold sway over voters, the BJP steamrolled the Opposition that included the new entrant Aam Aadmi Party. The BJP surpassed its previous best showing of 127 seats in 2002 when Modi was the Chief Minister.

The Bharatiya Janata Party (BJP) returned to power in Gujarat with a landslide, winning 156 seats with 52.5 per cent votes and breaking Congress leader Madhavsinh Solanki's 1985 record of 149 seats with 55.55 per cent vote share.

In 12 districts, it has totally washed out the Congress.

The AAP proved to damage the Congress on a large scale, and also the BJP on few seats. However, the AIMIM was rejected by Muslim voters. Three BJP rebels were elected, but 16 others were shown

Samajwadi Party's Kandhal Jadeja got elected to the assembly from Kutiyana. BTP founder Chhotu Vasava faced defeat after representing the Jhagadia seat for seven terms. He had to contest as an independent candidate, because son Mahesh Vasava did not issue a BTP ticket to him.

In 12 districts including Kutch, Amreli, Junagadh, Surendranagar, Surat, Tapi, and Valsad, the BJP made a clean sweep while 44 Congress candidates and 128 AAP candidates forfeited their deposits.

The BJP won 46 out of 54 seats in Saurashtra and Kutch, 33 out of 35 in south Gujarat, 22 out of 32 in north Gujarat and 55 out of 61 in central Gujarat. Against that, the Congress won 4 in Saurashtra and Kutch, only 1 in south Gujarat, 8 in north Gujarat, and 5 in central Gujarat. Out of its 48 sitting MLAs, 40 lost the elections and only 8 got elected. As the Congress did not get 10 per cent seats in the Assembly, it might not get the Leader of Opposition's post.

Though the AAP has polled some

4 million votes, its main faces like Isudan Gadhvi, Gopal Italia, Alpesh Kathiria, Dharmesh Malaviya, and Sagar Rabari have lost miserably.

The candidates who won are Chitar Vasava (Dadiapada), Bhupatbhai Bhayani (Visavadar), Sudhir Vaghani (Gariyadhar), Hemant Khava (Jamjodhpur) and Umesh Makwana (Botad).

THE Congress wrested Himachal Pradesh from the BJP as it crossed the majority mark of 35 seats in the 68-member Assembly in the hill State, which maintained its tradition of not voting any incumbent government to power since 1985.

Congress General Secretary Priyanka Gandhi campaigned for the party, addressing several rallies and held roadshows in the state. Her pick, Rajeev Shukla was made the in-charge of Himachal Pradesh and along with him micromanaged the show as the party was going into election for the first time after the demise of a stalwart like Virbhadra Singh.

40 seats, while BJP registered a win on 24 seats and was leading in one. Three Independents also emerged victorious. The Aam Aadmi Party, which had contested on 67 seats, failed to open its account.

State Congress President Pratibha Singh, along with senior leaders S.S. Sukhu and Mukesh Agnihotri, are believed the frontrunners in the race to be the Chief Minister. After the results were declared on Thursday, Shukla met Congress President Mallikarjun Kharge and said that the party high command will decide the name of the Chief Minister.

Kharge, meanwhile, gave credit to Rahul Gandhi's 'Bharat Jodo Yatra' and Priyanka Gandhi's extensive campaign for the electoral success in Himachal.

MEANWHILE, the Samajwadi Party retained the high-profile Mainpuri Lok Sabha seat in Uttar Pradesh, while the BJP wrested Rampur Sadar Assembly seat from it. The ruling BJP in U.P., however, lost Khatauli to Samajwadi Party ally Rashtriya Lok Dal (RLD).

AAP wins municipal polls in Delhi, ends 15-year rule of BJP

New Delhi: The Aam Aadmi Party (AAP) recorded its maiden victory in the Municipal Corporation of Delhi (MCD) elections on Wednesday, winning 134 seats and ending the Bharatiya Janata Party’s (BJP) 15-year term at the helm of the civic body. However, with 104 seats in hand, the BJP suggested that it would still have a say in choosing the capital’s next mayor.

The results indicated a neck-to-neck contest between the two parties. Early trends showed the BJP taking the lead, but the AAP soon edged past to clinch the victory. In vote share terms, only three percentage points separated the two parties, while the Congress was left far behind.

AAP chief Arvind Kejriwal promised to live up to the people’s mandate. “Today, Delhi has entrusted their son with the job of cleaning this city’s garbage, eradicating corruption from the municipality and putting all parks back in shape. I can’t ever pay back for this love but I will do whatever it takes to fulfil every single responsibility with utmost care,” he said.

The high-stakes civic poll was the city’s first

since three erstwhile municipal corporations were merged to constitute a unified MCD in May. The total number of municipal wards were also reduced from 272 to 250, as part of a delimitation exercise.

In the 2017 civic polls, the BJP had swept 181

of the 272 seats, with a vote share of 36.08%, while the AAP, which was contesting its debut elections in the city, secured only 48 seats along with a vote share of 26.23%.

In the 2022 MCD elections, the BJP’s seats dwindling down to 104 despite an actual in-

crease in vote share to 39.1%, while the AAP’s victory came on the back of a 42% vote share. Reacting to the party’s loss, Delhi BJP president Adesh Gupta said that the people of Delhi had given the saffron party the responsibility of being a “strong Opposition”. He added, “We will constructively keep raising the issues of the general public.”

Meanwhile, the Congress’ hopes of a surprise comeback fell flat after the party secured only nine seats, out of the 247 that it contested. This continues the Congress’ decline in the city; in the 2012 and 2017 civic polls, it had snagged 77 and 31 seats respectively. The party’s vote share in 2022 was only 11.68%, a massive dip from its 2017 figure of 21.09%.

Out of the Capital’s 14.50 million voters, more than 7.3 million cast their ballots in the MCD polls, out of which 57,545 chose the None of the Above or NOTA option. The AAP’s Aaley Mohamed Iqbal secured the Chandani Mahal ward with the highest winning margin of 17,134 votes, while in the Chittaranjan Park ward, the AAP’s Ashu Thakur squeaked through with the lowest winning margin of just 44 votes.

BJP’s win in Gujarat shows people’s anger against dynasty politics: Modi

New Delhi (IANS): Prime Minister Narendra Modi said on Thursday after the BJP’s resounding win in the Gujarat Assembly elections that anger against dynasty politics has been vented by the people by supporting the saffron party.

Addressing the BJP workers at the party office here, the Prime Minister thanked them for the success in the Gujarat polls in which the saffron party bagged 156 seats of total 182.

“The blessings of ‘Janata Janardan’ are

overwhelming. The BJP’s vote share is testimony to its affection for the BJP. I express my humble gratitude to the people of Gujarat, Himachal and Delhi,” he said.

“The public support received by the BJP is a manifestation of the ‘Yuva Soch’ of the youth of India. The support received by the BJP is the support received for the empowerment of the poor, exploited, deprived and the tribals. People voted for BJP because BJP wants every facility to reach every poor, middle class family as soon as possible.

People voted for BJP because BJP has the power to take the biggest and toughest decisions in the interest of the country,” he added.

Talking about the results of Gujarat assembly elections, the Prime Minister said: “The people of Gujarat have even created a record in breaking records. By giving the biggest mandate in the history of Gujarat to the BJP, the people there have created a new history. They voted for BJP rising above caste, class, community and all kinds of divisions.

“Today, when the youth have voted in large numbers for the BJP, the message behind it is very clear that the youth have checked, tested and trusted our work,” Modi said.

Praising the women voters of Gujarat, he said: “For the first time after Independence, there is a government in the country which is trying to understand the problems, challenges, needs and aspirations of women, and plans accordingly. That’s why the women of the country apply victory ‘tilak’ on the forehead of workers like us in elections.”

World Bank raises India’s growth projection to 6.9%

New Delhi: The World Bank on Tuesday changed its growth forecast for India’s economy this year to 6.9% citing resilience in economic activity despite a deteriorating external environment. The organisation had earlier downgraded it to 6.5% in October.

World Bank’s country director in India, Auguste Tano Kouame, said that India’s strong macroeconomic fundamentals have placed it in good stead compared to other emerging market economies. The bank revised India’s GDP fore-

cast after a strong upturn in July-September quarter when it grew 6.3% despite inflationary pressures and tighter financing conditions, “driven by strong private consumption and investment”.

The report also added that one percentage point decline in growth in the United States is associated with a 0.4 percentage point decline in India’s growth. The same effect, however, is around 1.5 times larger for other emerging economies, placing India in a relatively better

position.

Challenges to Indian economy include a widening goods trade deficit that has expanded India’s current account deficit to 2.8% of GDP in Q2 this year from 1.5% in the first quarter. This has been driven by rising imports and softening exports. According to World Bank, India scores better than only the Philippines and Thailand on this macroeconomic stability metric.

Although India’s forex reserves suffered a dip of over 10% this year, they are still over $500

billion and provide “adequate buffer against global spillovers” with an import cover of at least eight months, the Bank added.

“While there are still some challenges in the financial sector, the adoption of several regulatory and policy measures—including introduction of a new Insolvency and Bankruptcy Code and creation of the new National Reconstruction Company Limited—facilitated an improvement in financial sector metrics over the past five years,” the Bank said.

Mumbai (IANS): The election outcome in Gujarat is ‘one-sided’ as anticipated, but the poll results in Himachal Pradesh and Municipal Corporation of Delhi (MCD) are ‘harbingers of political change’, said Maharashtra opposition parties, Nationalist Congress Party (NCP) and Congress, here on Thursday.

“There was no doubt in anyone’s mind about the Gujarat verdict... All the power of the country was used to achieve that, decisions were taken specifically to favour one state, efforts were made to divert many development projects there,” said NCP President Sharad Pawar.

A report in Punjab’s “The Tribune” newspaper says that just three days after Punjab Chief Minister Bhagwant Mann had confirmed reports that Goldy Brar (Satinderjeet Singh), the alleged mastermind in famous Punjabi singer Sidhu Moose Wala’s murder, had been detained in California, Brar has claimed that he is not in custody nor has been detained.

Brar, a member of the Lawrence Bishnoi gang, had moved to the US from Canada, where he had been reportedly based since 2017. He claimed responsibility for Moose Wala’s murder on May 29 on behalf of the gang.

The chief minister said that Punjab Police had recently got a Red Corner Notice (RCN) issued against Brar after taking up the matter with the Union Home Ministry, he added.

DELTA Mayor George V. Harvie has in a letter to the Minister of Transportation and Infrastructure, Rob Fleming, asked for a review of the contract currently in place for winter maintenance of the Lower Mainland provincial highway network.

Harvie has also requested a review of the BC Emergency Alerting System to enable notification of highway closures and major issues affecting Lower Mainland commuters.

In his letter dated December 2, Harvie points out “the recent failure of provincial highway winter maintenance that occurred throughout Metro Vancouver on Tuesday, November 29” and asserts that “it is contingent upon all levels of government to take all necessary steps to avoid any future failures of provincial highway networks and

Harvie states: “It is vital that the snow response plan for provincial highways and crossings of the Fraser River is sufficient and that the necessary resources are in place to prevent traffic gridlock and the failure of our provincial transportation system. With increasing unpredictable weather patterns, BC’s provincial transportation network must have the necessary preparations in place with adequate resources for winter maintenance.”

He adds: “As Mayor of Delta, I would like to request that the British Columbia Ministry of Transportation and Infrastructure review the contract currently in place with Mainroad Group for winter maintenance of the

Lower Mainland provincial highway network.”

Harvie also points out: “On the evening of November 29 and well into the early morning hours of November 30, many Delta residents were stuck in gridlock on our provincial transportation network for upwards of 9 to 10 hours. It is very concerning that while the transportation network was failing, commuter were still continuing to try to enter the transportation system.”

He then goes on to request a review of the BC Emergency Alerting System in order to notify regional residents when the provincial highway system is out of service. “Effective use of this resource would deter people from entering the provincial transportation system and adding more traffic volume to an already failing system,” Harvie adds.

Surrey massage therapist Gudbjartur Bodhi Haraldsson charged with sexual assault

SURREY RCMP announced on Thursday that a massage therapist in Surrey has been charged with sexual assault and requested anyone with additional information to contact police.

On November 14, Surrey RCMP received a report that a woman was sexually assaulted by a massage therapist during the course of her treatment at a clinic located in the 13700-block of 96 Avenue in Surrey.

Surrey RCMP Special Victims Unit assumed conduct of the investigation due to the sensitive nature of the allegations.

On November 25, 50-year-old Gudbjartur Bodhi Haraldsson, who goes by the name Bodhi, was arrested and charged with one count of sexual assault. He was later released on conditions by the courts.

The conditions include that Bodhi Haraldsson is not to provide any personal or professional therapeutic services including any form of massage therapy and body treatment to any person who identifies as a woman.

Government launches

SEAN Fraser, Minister of Immigration, Refugees and Citizenship, on behalf of Minister of Employment, Workforce Development and Disability Inclusion, Carla Qualtrough, on Monday launched a call for proposals under the Foreign Credential Recognition Program. Up to $90 million will be invested in projects that will help remove barriers preventing qualified and skilled newcomers from gaining Canadian work experience in their own profession or field of study.

Eligible projects must focus on at least one of the following areas:

* Reducing barriers to foreign credential recognition for internationally educated health professionals (IEHPs) by improving recognition processes, simplifying steps in credential recognition and offering increased access to practice in the field.

* Providing IEHPs with Canadian work experience that is relevant to their intended fields of work, while incorporating wrap-around supports for participants such as childcare and transportation costs, as well as mentoring and coaching.

* Facilitating labour mobility between jurisdictions in Canada for health care professionals and IEHPs to reduce the systemic and administrative barriers for health care professionals who wish to work in another jurisdiction in Canada.

The government said multiple occupations are facing acute shortages such as physicians, nurses, paramedics, respiratory therapists and medical laboratory technologists. According to a 2020 Statistics Canada report, skilled newcomers are under-utilized in the health sector – 47% of skilled newcomers with a health education from abroad are unemployed or underemployed in non-health jobs that require only a high school education.

Under the call for proposals, successful projects must include at least one of the following eligible activities:

* Development, testing and implementation of credential recognition systems, with a focus on streamlining regulatory processes and/or harmonization of occupational requirements to improve the foreign credential recognition process and/or interprovincial labour mobility.

* Provision of employment supports such as wage subsidies, work placements, and mentoring to IEHPs to help them integrate into the Canadian labour market.

Organizations have until January 30, 2023, to apply for funding under this call for proposals.

The Foreign Credential Recognition Program funds projects to support faster and more efficient credential recognition systems, provides loans and support services, as well as employment supports such as training, work placements, wage subsidies, mentoring and coaching.

Windsor, ontario: At the recent Los Angeles Auto Show, Olivier Francois, FIAT CEO and CMO Global of Stellantis, officially announced plans to offer the fully electric FIAT 500e in North America. Spearheading the Brand’s electrification strategy.

How Do Amendments to the Strata Property Act Impact You?

ON November 24, 2022, the BC Government passed amendments to the Strata Property Act, which take immediate effect. There are two significant changes impacting REALTORS® dealing with strata properties, as well as their clients: - all rental restriction bylaws are removed, except for bylaws restricting short-term rentals such as Airbnb or Vrbo, and - all age restriction bylaws are removed, with the exception of “seniors only” (55-plus) rules. This means that a strata will no longer be allowed to have 19-plus age restrictions. This affects REALTORS® differently, depending on their area of practice.

For strata management services:

- advise your strata corporation clients that the Strata Property Act has been amended and the changes are currently in force, - review the updated requirements in section 45(3) of the Strata Property Act if preparing a notice of an annual or special general meeting of a strata corporation, - seek instructions from your clients in relation to amendments to the strata, and - corporation’s bylaws are required to remove any unenforceable bylaws or any bylaws that contravene the Strata Property Act.

For trading services:

- advise your buyer or seller, where relevant, that the Strata Property Act has been amended, - review strata bylaws for re-sale strata lots and/ or Property Disclosure Statements for presale strata lots and strata lots purchased from a de-

veloper. Advise your clients to seek legal advice if they contain restrictions that are no longer compliant with the Strata Property Act, and - if you are working with a potential buyer or seller that is under contract to purchase a rental or age-restricted property, advise them that the Strata Property Act has been amended and they may wish to seek legal advice.

For rental property management services licensees:

advise your clients that the Strata Property Act has been amended, and ensure rental agreements that you manage on behalf of your clients comply with the amended legislation.

Additional changes to the Strata Property Act that were passed along with removing strata restrictions include:

- the requirement for an owner developer to file a rental disclosure statement (Form J) to explain strata rental rights is repealed, - requirements for a notice of an annual or special general meeting of a strata corporation are expanded,

- requirements for an information certificate to include the number of rented strata lots in a strata plan is repealed, - electronic meetings are now permanently permitted without the need for a bylaw, and secret ballots are not permitted at electronic meetings to ensure eligible voters and proxies are identified and calculated accurately.

WHAT a wonderful world if people could be as generous to humankind as dogs. Regardless of our faults, dogs provide unfailing loving care. A new study suggests dogs may be able to use their sniffing powers to know when someone is having a really bad day.

Who knew there is an aroma to being stressed, but dogs seem to detect it. In this, they have a huge advantage over humans. The nose of a dog has 220 million smell cells compared to a meagre 5 million in humans.

The powerful sniffers of dogs have long been effective in detecting cancer. A report years ago in the British Journal Lancet reported that a woman’s dog repeatedly sniffed at one mole on her thigh but ignored others. When wearing shorts, her dog had tried to bite off the mole! She presented the issue to her doctor. The diagnosis was a malignant melanoma. We now know that cancers contain alkanes and benzene derivates which are not present in healthy tissue. Scientists have shown dogs can detect either a single chemical or a combination of them. Bloodhounds have a reputation as the best in tracking down criminals. But other breeds, like poodles, are suited for medical careers. Studies show that dogs are right 99 percent of the time in diagnosing cancer. Another study showed that dermatologists and plastic surgeons were right just 66 percent of the time!

Clara Wilson, a doctoral student at Queen’s University, Belfast, School of Psychology, is one of the authors of a new fascinating experiment. She set out to learn if your dog, or in fact anyone’s dog, could smell your level of stress.

Wilson collected samples of sweat and breath from 36 people before and after they faced a difficult math problem – with a time difference of just 4 minutes. Apparently, these people were not mathematicians, as the numerical test induced a faster heart rate and raised blood pressure. Four dogs trained in selecting scents from a line-up were then put to the task. The dogs accurately identified the samples taken from “stressed” participants, ignoring the “relaxed” samples from the same person.

“The research highlights that dogs do not need visual or audio cues to pick up on human stress,” Wilson explains. “Dogs can smell stress from breath and sweat alone, which could be useful when training service dogs and therapy dogs.”

We know that dogs can offer great psychological support to people afflicted with anxiety problems. They also help those recovering from a traumatic injury. But there are times, such as the death of a loved one, when the degree of stress in a dog’s brain is overwhelmingly apparent. For instance, Dave Ross was a police dog handler who lost his life. His German shepherd, Danny, attended the funeral. It was apparent to all that the dog was whining while lying at the casket. We don’t know the nature of that German shepherd’s anxiety. But one thing is certain. The dog was not begging for a bone. Man’s best friend was hurting. Future science will dig deeper into the workings of a dog’s nose and brain. The foundation for such work has been laid by pioneering scholars like Marc Bekoff, Professor Emeritus of Ecology and Evolutionary Biology at the University of Colo-
