ONE year ago this month, I started my work as the first Chief Constable for the new Surrey Police Service (SPS). The SPS office building was pretty quiet when I arrived last December as I joined a few hardworking individuals from the Surrey Police Board and the City’s policing transition team. But as the weeks and months went by, more and more people joined SPS. Today, we have more than 150 sworn and civilian employees and the SPS office is far from quiet. Like me, these individuals wanted to be a part of building Surrey’s new local police service, and they wanted in on the ground floor. This is a once in a life opportunity that attracts the creative and the brave – those who want to change the status quo of policing and aren’t afraid to do the heavy lifting. Similarly, the community members and organizations who have expressed their desire to help us build SPS in a way that makes sense for Surrey,

It is easy to sit back and watch SPS unfold, but the employees and the community members who have joined us so far want to be much more than observers. They have already started to shape SPS through our customized training, our employee services, our community consultation, and much more. It is certainly not easy work to build a police service. These past twelve months have been some of the busiest of my career, but also some of the most rewarding. As the end of 2021 approaches, I want to thank ‘the creative and the brave’ – those who have helped us build SPS

THIS week it became crystal clear that the Surrey Police Vote initiative that wanted to Keep the RCMP in Surrey was nothing but a veritable farce. The “usual suspect” was none other than the RCMP’s National Police Federation for, of the total of $118,264 that the campaign received, more than $104,000 was from the federation. People’s campaign?

Well, the real people forked out just over $14,000, according to financial documents filed to Elections BC, said a media report. All those associated to the vote — including a part of the so-called mainstream media — have been thoroughly exposed. As the RCMP and their supporters keep making fools of themselves, the Surrey Police Service forges ahead!

HOLIDAY helpers from across the Lower Mainland participated in the grand toy count in Richmond last Saturday for the 15th Annual Victor Ghirra Toy Drive. Due to the pandemic and recent flooding in the province, non-profit organizations across the Lower Mainland saw an increased need for donations from the community. Over 100 people flowed through the grand toy count event. This year’s event gave people the option to drop off toys via drive through or come indoors to witness the growing toy collection themselves. Guests were greeted by volunteers as they dropped off toys, with many staying to enjoy some coffee and treats before having their photo taken in the Winter Wonderland booth. With 2021 being an especially challenging year in the province with the pandemic, fires and floods, the hope is that these toys will provide some joy to less fortunate children during the holiday season. With the help of the Benevolent Brotherhood Society, the Ghirra family, the Co-operators Insurance agencies, Riverside Banquet Halls, Johnston Meier Insurance and Vancity Credit Union, over 2,500 toys were collected. In memory of the man with a golden heart, the toy drive is devoted to making holidays brighter for hundreds of

boys and girls. Bobby Ghirra, Victor’s older brother said: “During the holiday season is when I miss my brother the most. The holidays are a time to be with family and we want this toy drive to make others happy this time of year. We continue this toy drive to honour my brother’s memory.” Victor was involved in many charitable initiatives, but one charity that Victor was really touched by was the BC Children’s Hospital. A heartwarming story that depicts Victor’s character was that he would buy thousands of dollars of toys every Christmas and go to the Children’s Hospital to donate them to needy children. When they would ask, “Who are you and where are these toys from?” Victor would simply reply, “It doesn’t matter who I am or where I am from, these toys are for the kids and that’s all you need to know.” It was later found that Victor had made trips to the hospital for over a dozen years. Victor was just being Victor, he didn’t tell anyone what he was up to. Victor left a lasting impression on his colleagues, many who still remember his charitable nature. Joe Casciano, Operations Supervisor with the Cooperators said: “With employees participation we raised over $900 by

raffling off tickets to a Canucks game, special thanks to the Co-operators agencies team and Metro Vancouver District office.” Jerry Gamble of Johnston Meier Insurance worked with Victor and stepped up once again to help. He said: “For the second year Johnston Meier contributed to the toy drive and the toys just kept on coming in. It is bigger and better every year. Each year we are so amazed at the generosity of others. If Victor was looking down and grinning last year, he would have a massive smile on his face this year.” The annual toy drive dedicated to Victor was able to help 15 good causes this year, including: BC Children’s Hospital, Lower Mainland Christmas Bureau, Key Solutions, Richmond Christmas Fund, Options BC, Canuck Place, Nightshift Ministries – Care Centre, North Shore Family Services – Christmas Bureau, Second Stage Women’s Centre, Ray-Cam Community Centre, Surrey Christmas Bureau, Kids Play, Richmond Food Bank and two local schools with families in need. More than 45,150 toys have been collected over the past 15 years in memory of Victor. Harvey Kooner of BBS, founder of the toy drive, said: “Something that you can never doubt is the amazing heart

of British Columbians wanting to give back to good causes. This year there will be 2,500-plus happy children during the holidays thanks to Victor’s legacy. It felt as though donors gave even more thought and care into the gifts they bought for little ones and teens this year. No one wanted anybody to be forgotten.” Yet again, the wonderful Richmond Sunrise Rotary supported the toy drive with a Secret Santa toys donation as well as a monetary donation. During a recent Richmond Sunrise Rotary meeting, members got together to share what toys they enjoyed playing with when they were children and donated them to the toy drive. In addition to the toys, they also donated $2,500 towards purchasing toys for this year’s grand toy count. Kal Mahal, Richmond Sunrise Rotary member, said: “This toy drive has been taking place in Richmond for 15 years, we see it as a way to support the community and we’re happy to give back to such a worthy cause. WSO welcomes City of Brampton’s support of legal challenge against Bill 21 THE World Sikh Organization of Canada on Thursday welcomed the City of Brampton’s motion approving $100,000 of financial support to the legal challenge against Quebec’s Bill 21 and called on other municipalities to follow suit. Community organizations including the WSO, National Council of Canadian Muslims and the Canadian Civil Liberties Association have spearheaded the legal challenge against Bill 21. The case is currently before the Quebec Court of Appeal. (Bill 21, also commonly referred to as Quebec’s secularism law, bans some public servants deemed to be in positions of authority -- such as teachers, judges and police officers -- from wearing religious symbols on the job.)

Safe Surrey Coalition councillors accuse Brenda Locke and Jack Hundial of spreading “false political narratives” SAFE Surrey Coalition on Thursday said in a statement that “within one week of the 2018 municipal election that saw [them] win 8/9 spots on Surrey City Council, a covert political meeting was organized by then Councillor-elect Brenda Locke and Councillor-elect Jack Hundial.” “Invites were extended to Councillor-elect Doug Elford and Councillor-elect Allison Patton for a political proposal designed to usurp the election results,” it added. According to Elford: “The clandestine meeting we were asked to attend floated the idea of Councillor Patton and I leaving the Safe Surrey Coalition to form a new political party to oppose Mayor Doug McCallum. Other than the personal grievances they expressed to us, there was no reason relating to public policy or the good of citizens ever

FRASER Health on Thursday declared a COVID-19 outbreak at Khalsa School at Old Yale Road in Surrey after 23 COVID-19-positive cases were identified among staff and students. Khalsa School at Old Yale Road will be closed to in-person instruction while Fraser Health undertakes case and contact management. Fraser Health is collaborating with the school and the Federation of Independent School Associations (FISABC) as part of the outbreak response. In a school environment, if a student or teacher receives a confirmed positive COVID-19 test result, Fraser Health Public Health follows a rigorous protocol:

Surrey’s average property tax rate is proposed for 2.9% for fourth consecutive year SURREY Mayor Doug McCallum pointed out on Friday that for the fourth consecutive year, the average property tax rate has been proposed for 2.9% in the City’s budget. A year of COVID-19 vaccines in B.C. BRITISH Columbia is marking one year since the first COVID-19 vaccines arrived and were administered in British Columbia. “While the global pandemic continues to challenge us in ways we had never imagined, I’ve been amazed at how British Columbians rolled up their sleeves to keep each other safe,” said Premier John Horgan on Tuesday. “Since we began the largest immunization program in our province’s history, the vast majority of people have stepped up and done their part. By remaining vigilant, continuing to follow public health orders and getting vac-

cinated, we will get through this together.” On December 14, 2020, the first doses of COVID-19 vaccines arrived in Vancouver. The next day, long-term care aide Nisha Yunus became the first person in B.C. to get vaccinated. More than 4.2 million British Columbians have joined her in getting at least their first dose. Vaccination opened to children aged five to 11 years old on November 30, 2021. As of December 13, 2021, 91.5% of eligible people 12 and older had received their first dose, while 88.5% had received their second dose. More than 589,000 people have re-

ceived a third or booster dose of vaccine, which helps ensure continued protection against COVID-19. Invitations for third and booster doses are being sent out based on level of risk, age group and date of second dose. All eligible British Columbians will have the opportunity to receive their booster dose within the recommended six to eight months after their second dose The BC Centre for Disease Control reports that British Columbians who have not been vaccinated are 56 times more likely to end up in critical care due to COVID-19 than people who have received two vac-

B.C.’s vaccination effort boosted by community pharmacies B.C. pharmacies are playing a pivotal role in providing more options for people seeking booster shots to protect against COVID-19, says the Province. More than 350 pharmacies in 80 communities throughout the province are now administering vaccines, with another approximately 700 pharmacies expected to join by mid-January 2022. “We’re expanding the breadth of our effort and making it more convenient than ever for British Columbians to book a COVID-19 vaccine with their local participating pharmacies,” said Adrian Dix, Minister of Health, on Tuesday. “Thanks to more pharmacies joining the effort, people can book an appointment for a time that works best for them at a location close to home.” By early 2022, pharmacies will deliver the majority of booster shots for everyone eligible through the

Surrey RCMP officer jumps into swimming pool to save two elderly people in vehicle SURREY RCMP responded on Thursday afternoon to a collision in the 16500-block of Glenwood Crescent South in which the driver apparently lost control of his vehicle, causing it to go off the road and crash through a fence, landing in a swimming pool. The vehicle quickly sank in the swimming pool with two elderly occupants inside. The homeowners jumped into action by immediately calling 911. The first frontline RCMP officer, Constable Gonpo, arrived within a couple of minutes and immediately jumped in the pool to help the two occupants. Gonpo managed to open the door of the vehicle and remove both occupants of the vehicle out of the swimming pool. The elderly couple were taken to a local hospital as a precaution, but fortunately had no obvious injuries. The owners of the property also played an important role in assisting police. The vehicle was later extracted from the

swimming pool. “The heroic actions of Constable Gonpo speaks volumes to one of the many ways police officers put their lives on the line every day without hesitation to ensure public safety,” said Sgt. Brad Essex, D Watch Frontline Commander. “We’re

Fatal pedestrian-involved collision in Newton ON Friday at approximately 7:21 p.m., the Surrey RCMP responded to a person lying on the ground in the 8000-block of 144 Street. Police determined that this was a pedestrian-involved motor vehicle collision. BC Ambulance Service and Surrey Fire Department personnel attend-

ed and pronounced the pedestrian deceased at scene. The driver of the involved vehicle remained on scene. Surrey RCMP’s Criminal Collision Investigation TEAM (CCIT), with the assistance from the Integrated Collision Analysis and

Province says actions being taken to confirm vaccination, ensure accuracy of vaccine records LETTERS will be mailed to 1,715 people who have submitted their personal vaccine record(s) into the Provincial Immunization Registry without success, encouraging them to get vaccinated at the earliest opportunity, the Province announced on Tuesday. Records entered into the registry are reviewed using strict processes to prevent fraud and to ensure that people who are entered into the provincial system have been

vaccinated. Records that are submitted and are suspected to be fraudulent are being reported to law enforcement. People are required to be fully vaccinated with a completed series of a Health Canada-approved vaccine (i.e., both doses of a two-dose series or one dose of Janssen) to receive a BC Vaccine Card or federal proof of vaccination. The Provincial Health Services Authority will

continue to work with the small number of British Columbians that have been vaccinated and are experiencing difficulty having their record entered into the registry.

BC Liberals: Failure to use rapid tests leaves B.C. behind other jurisdictions THE BC Liberals on Wednesday reiterated their calls for increased public access to rapid COVID-19 tests following the federal government’s push to encourage provinces to ramp up rapid testing. They said that strategy was lagging further behind in British Columbia than in other jurisdictions. “This NDP government has failed British Columbians. We’ve been calling for increased use of rapid tests for over a year now, and there has been no progress on getting rapid tests in the hands of families during 2021, let

alone in time for this holiday season,” said Interim Leader of the Official Opposition Shirley Bond. “While they aren’t perfect, rapid tests should be considered an important part of pandemic protection for British Columbians, and we should be using every tool in the toolbox, including rapid tests and speeding up the delivery of booster shots, especially after the modelling that was provided yesterday outlining the increased risk as a result of the Omicron variant.” The BC Liberals said that despite 80

million rapid tests being sent out to provinces and territories by the federal government, and Wednesday’s announcement of 180 million more coming soon, British Columbia has failed throughout the entire pandemic to take advantage of these tests in the way other jurisdictions have. “Most British Columbians cannot understand, or accept, the unwillingness of the NDP government to use rapid tests as an additional layer of protection throughout the COVID-19 pandemic. Free replacement of travel and immigration documents for flood-affected B.C. residents SEAN Fraser, Minister of Immigration, Refugees and Citizenship, announced on Thursday that to support those who suffered from the floods in B.C., Refugees and Citizenship Canada (IRCC) is waiving fees to replace documents under its purview. These special measures take effect retroactively, from November 15, 2021, and will continue until May 31, 2022. This time frame gives Canadians and permanent residents time to sort out what documents they need to replace and to apply with no fees. These documents include passports, refugee travel documents, cer-

tificates of identity, citizenship certificates (proof) and permanent resident cards. In addition, IRCC is waiving application and biometrics fees for temporary residents in British Columbia directly affected by the flooding. Fees will be waived for reissuing status documents if they were lost or damaged in the floods, as well as for temporary residents applying to extend their visitor status, study permit or work permit as a result of the crisis. Fees will also be waived and deadlines extended for those who are not able to apply on time to extend their study permit, work

Fatal collision in Surrey SURREY RCMP on Wednesday closed 168 Street between 32 Avenue and 40 Avenue after a single vehicle was found in a ditch with a deceased person inside. On December 15 at 1:12 p.m., Surrey RCMP responded to a report of a vehicle partially submerged in a ditch in the

THE Surrey Board of Trade announced on Tuesday that it has launched a new workforce centre as part of its service to its members and to address current labour shortages and the mismatch of skilled labour and job vacancies. The Employment Bridge is a new tool for Surrey employers and job seekers to connect. Funding helps B.C. farmers with emergency hay, forage for livestock COMMERCIAL livestock producers in British Columbia affected by the recent floods are receiving support to buy immediate emergency supplies of forage food to keep their animals fed and healthy, the Province announced on Friday. “B.C. livestock producers are resilient by nature, but we recognize what a challenging year it’s been for them as they’ve had to recover from the heat dome, wildfires and now floods,” said Lana Popham, Minister of Agriculture, Food and Fisheries. “This program will help ensure livestock producers in B.C. can take care of their animals with enough hay and forage to fill an immediate need.” The flooding affected a significant number of commercial livestock operations in the Fraser Valley and Interior regions of B.C. Many operations had their hay and forage sup-

immediate need of forage. “With the devastation that the livestock sector has experienced this year, it is critical for producers to have the required feed they need to get through this challenging time and maintain livestock health,” said Garth Healey, Fraser Valley Director, B.C. Forage Council. “We are pleased that the Province is providing the funding for this much-needed program and that the B.C. Forage Council can contribute to the emergency response in a meaningful way.” Livestock producers in flooded areas have lost or had to use hay they had stored for the winter due to the emergency. “Livestock producers in the Interior have endured a very stressful summer with first the fires and then the floods, so it is extremely important to us to work together with government

to address the needs of the ranchers and farmers who have been hit hard by these events,” said Kevin Boon, General Manager, BC Cattlemen’s Association. “The fires showed us the importance of getting feed to producers whose animals have been cut off from their normal feed supplies as soon as possible. Animal welfare is a top priority for our ranchers, and we welcome the adoption of the emergency feed program for the floods so that we can ensure that the livestock’s needs are looked after.” The B.C. government is working in collaboration with the BC Cattlemen’s Association and the B.C. Forage Council to deliver this emergency program with the shared goal of assisting livestock producers to resume operations. Producers that are eligible for the

Will there be compensation for soil contamination? Will farmers have choice in the programs or grants they can apply for? These are the questions they need answers to, as soon as possible,” said Bruce Banman, MLA for Abbotsford South. “These farmers were let down by government. They lost 48 hours to move equipment, livestock, and keepsakes because they weren’t warned about the impending flood of the Nooksack River, and the government was also slow to declare a state of emergency. Province introduces new COVID-19 measures for safer holiday season TO address rising COVID-19 case counts and keep people safe, the Provincial Health Officer Dr. Bonnie Henry is issuing revised orders, which take effect on Monday, December 20. Measures will extend to January 31, 2022, at 11:59 p.m., and include: * limiting indoor, personal gatherings, including in rental and vacation properties to the household/ residents plus 10 individuals, or one additional household maximum if all are aged 12 and older are fully vaccinated; * requiring the BC Vaccine Card for organized events of all sizes and ensuring the QR code is scanned at events; * seating requirements and restricting movement between tables at food and liquor-serving premises, and reinforcing the need to wear masks when not seated; * limiting venues of 1,000 individuals or more to 50% of the seated

The Provincial Health Officer is also emphasizing the need for retail stores to have COVID-19 safety plans in place for holiday and Boxing Day sales. “These measures will help us to slow the spread of COVID-19 and protect the ones we care about,” said Adrian Dix, Minister of Health. “Slowing the spread and keeping each other safe is a cause in which we are all connected. It’s that togetherness that will get all of us through the next days and weeks.” B.C.’s COVID-19 case rate has nearly doubled over the past week. So far, there have been 135 cases of the Omicron variant of concern identified in B.C., with numbers expected to rise rapidly. While public health continues to monitor the impacts of Omicron, including severity of illness and hospitalizations, the recommendation is to take a cautious approach at this

time, the Province said. “While vaccination remains the best defence against COVID-19, we are now dealing with the new threat of a more transmissible variant,” said Dr. Henry. “We need to take these measures until we understand the full impact Omicron will have in the B.C. context. It is imperative people follow the new orders in how they celebrate this season. However, there are many things we can now do safely with reasonable and prudent measures like wearing a mask, staying home when sick, getting tested and, most importantly, getting fully vaccinated.” In addition to the provincial health officer orders, British Columbians are advised to limit indoor gatherings to those who are fully vaccinated, to ensure proper ventilation indoors, to avoid all travel if not fully vaccinated and to follow the travel advisory issued by the

federal government to avoid nonessential travel outside of Canada. The updated orders will be enacted under the Public Health Act. Canada Summer Jobs 2022: Application period for employers has begun FEDERAL Minister for Women and Gender Equality and Youth, Marci Ien, on Thursday announced the launch of the employer application period for the Canada Summer Jobs (CSJ) 2022 program. CSJ is a long-standing Government of Canada program that strives to help youth (15–30 years of age) obtain their first summer work experience. The program provides opportunities for youth to develop and improve their skills within the not-for-profit, small business and public sectors, and supports the delivery of key community services. This year, CSJ 2022 is targeting the creation of up to 100,000 full-time summer job opportunities for young people. This represents a 40% increase from pre-pandemic targets. Not-forprofit organizations, public sector employers, and private sector employers with 50 or fewer full-time employees can apply for funding now until January 25, 2022, to hire young Canadians next summer. Full-time job placements will take place during the summer of 2022.

Every year, Employment and Social Development Canada establishes national priorities for CSJ to reflect Canada’s diverse communities and their evolving needs. This year’s national priorities ensure that young people who face barriers are given equitable opportunities to find meaningful work next summer. The priorities focus on supporting employers that intend to hire youth who have not completed high school or are not currently enrolled in an education or training program, as well as Black, Indigenous and racialized young people, and youth with disabilities. Small businesses and not-for-profit organizations that self-report as having leadership from groups that are under-represented in the labour market will also be supported. Vancouver Police release video of suspect in violent robbery at Holt Renfrew VANCOUVER Police are searching for a robbery suspect who deployed bear spray inside a busy department store last week, and ask anyone who can identify the person to call police. “This was a violent crime that occurred on one of the busiest shopping nights of the year and affected many people,” said Sgt. Steve Addison of the Friday, December 3 incident at Holt Renfrew in Pacific Centre. “We’re asking everyone to look hard at this video and call us if you know the person responsible.” The robbery occurred around 6 p.m. as holiday shoppers were visiting the Dunsmuir Street retailer. The suspect, who was masked, entered the store and deployed a cloud of bear spray, then walked over to a display rack and stole a $1,800 purse, before exiting the

store and walking east on Dunsmuir to Seymour Street. “Dozens of people were impacted by the bear spray, which causes intense skin irritation, temporary blindness, and respiratory concerns,” said Addison. “The entire store had to be evacuated because it was so hard to breath.” VPD investigators have not yet identified the suspect, and are now turning to the public for help. Police are looking for a man or woman believed to be in their 20s, wearing a yellow face mask, a green hoodie, and a distinctive black cap with a white logo on the front. Celebrating our young leaders BY AMAN SINGH MLA for Richmond-Queensborough THROUGHOUT the challenges of the last two years, young people in B.C. have been incredibly resilient. I want to acknowledge and thank them for their efforts in furthering conversations about anti-racism, mental health, the environment, education, and more, all while coping with a global pandemic that has impacted so many facets of their lives. I also want young people to know that their government is listening. That’s why we created the StrongerBC Young Leaders Council.

Eighteen young leaders from across B.C. have been selected to join the first StrongerBC Young Leaders

Council, to help build a province that is better for their friends, families, and communities. With youth members representing all areas of the province and its diverse needs, the council will be able to bring forward ideas and perspectives that will help improve the lives of people in B.C. for generations to come. Council members include students from high school and post-secondary, as well as workers, ranging in age from 15 to 23. Five of the young leaders are from the Lower Mainland: Harry from Surrey, Noor from Port Coquitlam, Ripdaman from Delta, Alexandra from Coquitlam,

and Jeanna from Vancouver. Chaired by Brittny Anderson, MLA for Nelson-Creston and the Premier’s Special Advisor on Youth, the first meeting of the council will take place in spring 2022, with regular meetings around four times each year. Council members will serve one-year terms with the option to remain on the council for up to three terms. Recent events have proven how much stronger we can be when we work together. Our government is committed to listening and learning from B.C. youth as we work to build back better for people across the province.

Seizure of contraband and unauthorized items worth $88,619 at Matsqui Institution in Abbotsford ON December 9, as a result of the vigilance of staff members, a package containing contraband and unauthorized items was seized at Matsqui Institution, a medium security federal institution in Abbotsford. The contraband and unauthorized items seized included methamphetamine and other drugs, as well as a smart phone, and accessories. The total estimated institution-

Richmond RCMP seek dash cam footage in alleged assault of police officer ON Thursday, December 2, a Richmond RCMP frontline officer was attempting to arrest a man for an alleged theft when the man allegedly assaulted the officer. TransLink begins installing braille signage on all 8,400 bus stops throughout Metro Vancouver TRANSLINK is taking a major step forward in assisting customers who are blind or partially sighted by installing braille signage at every bus stop throughout the region. To make it easier to find bus stops, TransLink will also install tactile walking surface indicators at every bus stop on property that TransLink owns or leases. These improvements will help customers who are blind or partially sighted better navigate the transit system by letting them know which stop they are at and which buses they are waiting for. Once installed, TransLink will be the first transit system in Canada to install braille signage across its entire bus system. Installation began on Thursday and is projected to be completed by the end of 2022. The braille bus stop signs will contain: * Information written in both Unified English Braille and raised tactile letters

* Bus stop ID numbers * Bus routes serving that bus stop * Bay or bus stop indicators * Customer Information phone number “These braille signs and walking surface indicators will help so many people in the community more independently navigate our transit system,” said TransLink CEO Kevin Quinn on Thursday. “Accessibility is imperative to a quality transit system,

and I am very proud of this major step forward for our customers who are blind or partially sighted.” In addition to the braille signage, tactile walking surface indicators will be installed at every bus stop on property that TransLink owns. These raised surface indicators will be mounted on the ground to help customers who are blind or partially sighted know they are near a bus stop while helping direct them to the front door

of the bus. “The installation of these signs providing transit information in both braille and tactile letter formats is demonstrative of TransLink and Coast Mountain Bus Company’s commitment to providing accessible transit in Metro Vancouver,” said Rob Sleath, a member of Access Transit’s User’s Advisory Committee. “Tactile signage affixed to a bus stop ID pole will allow those of us with sight loss to accurately distinguish an ID pole from a municipal parking regulation pole and will provide us with the transit information that is readily available to sighted transit users. This will be a major contributor to our ability to travel with confidence anywhere throughout the entire Metro Vancouver area.” These changes are the result of robust engagement with TransLink’s User’s Advisory Committee, the Canadian National Institute for the Blind, and many other regional stakeholders.

TransLink has also been expanding real-time text-to-audio next bus technology at bus stops. Since 2020, TransLink has installed real-time text-to-audio information at every RapidBus stop throughout the region and at every stop at UBC Exchange. “The installation of braille signage and tactile walking surface indicators will help improve the accessibility of TransLink bus routes for riders who are blind or partially sighted,” said Robert Gaunt, Executive Director, CNIB. “We commend TransLink for making this important investment and for their ongoing commitment to improving the overall accessibility of Metro Vancouver’s public transportation system.” This initiative is part of achieving TransLink’s goal of being one of the most accessible transit systems in the world. “We always encourage people to plan a ride home when they go out to celebrate, and we trust that people operating limos and party buses will do everything they can to keep people safe,” said Sgt. Steve Addison on Monday. “Sadly, many of the vehicles inspected were in appalling shape or were being driven in a dangerous way.” Officers from VPD’s Traffic Section examined eight vehicles – three party buses and five limousines – on Friday and Saturday night. All but one was taken out of service after officers identified major safety concerns, ranging from inoperable emergency exits and open liquor to broken seatbelts and missing emergency brakes. In one case, investigators discovered seats

being propped up by a two-inch piece of wood. In another case, officers found 27 teenagers crammed inside a party bus with a dance floor. The bus had been hired to take the teens downtown for a 17-year-old’s birthday party. VPD officers are now recommending 27 counts of failing to provide a chaperone for passengers under 19, allowing open liquor in a vehicle, and operating with too many passengers. “Everyone using the road gets put in danger when vehicle operators cut corners or flout safety regulations,” said Addison. “Sadly, people who paid good money to have a safe night out were forced to find another way home.”

Vancouver streamlines delivery of new rental housing in and around neighbourhood shopping areas Changes could help deliver close to 5,000 new secured rental units over the next 10 years

AS part of the City of Vancouver’s commitment to address the climate emergency and housing crisis, City Council has approved policy and zoning changes that will create more complete, connected and walkable communities in Vancouver by speeding up the delivery of rental housing in local shopping areas and low-density areas nearby. “Yesterday, the majority of Council took an important step that will make it easier and faster to build rental homes for working people,” said Vancouver Mayor Kennedy Stewart on Wednesday. “By allowing secure rental housing near residents daily needs we’re also creating walkable communities in more neighbourhoods, which supports our climate goals.” The amendments to the Zoning and Development By-law and associated updates to the Secured Rental Policy will: * Streamline and shorten the approval process, and provide greater clarity and certainty on the types of new rental buildings that can be built by: – Using residential rental tenure zoning for the first time to allow 6-storey rental buildings in C-2 (commercial-mixed use) zones to proceed without a rezoning. – Standardizing rezoning options for new rental buildings in some low-density residential (RS and RT) zones around local shopping areas, including up to five-storey market rental apartments and six-storey apartments with 20% below-market rental or 100% social housing on arterial streets. * Encourage greener buildings through simpler building designs, which make it easier to use less carbon intensive construction materials like wood, and through enhanced green building standards and requirements for zero emissions

BJP negating Indira Gandhi’s contribution in 1971 war: Congress New Delhi (IANS): The Congress on Thursday alleged that an “insecure” BJP government was negating the then Prime Minister Indira Gandhi’s contribution to the 1971 Bangladesh Liberation war. Interacting with media, Leader of Opposition in Rajya Sabha Mallikarjun Kharge said that Bangladesh attained freedom 50 years ago and the then Indira Gandhi-led Congress government played a key role in emancipating the people from the dominance of Pakistan. “With the help of government and the army, she managed to divide Pakistan into two countries, thus bringing Bangladesh into existence. Till date, Bangladesh is grateful to Indira Gandhi and India. “Since the time of Pandit Jawaharlal Nehru, the Congress has been helping the democratic countries but unfortunately, some people at the helm of affairs are attempting to wipe out

Undeniably, it is the achievement of the Congress and Indira Gandhi’s government which should be forgotten. An event was organised to commemorate the day in Parliament, but nobody from the Oppo-

sition was given a chance to speak which is condemnable, he said. “The Prime Minister’s insecurity was so obvious that during the entire programme, he did not even take the name of Indira Gandhi - the person who was instrumental in the entire exercise. He said before the 1971 Bangladesh war, Gandhi had reached out to the all the leaders and undertaken a 20-day worldwide tour to build consensus on the issue. Despite this, a war was fought and Pakistan was divided into two countries which changed the world map. Unfortunately, the current dispensation is indulging in cheap and dirty politics, he said.

Will ‘double down’ on boosting India’s security, deterring aggression: US ambassador-designate New York (IANS): Eric Garcetti said on Tuesday that he intends “to double-down on our efforts to strengthen India’s capacity to secure its borders, defend its sovereignty, and deter aggression” if he is confirmed as the US Ambassador to New Delhi. “India is situated in a tough neighbourhood. Few nations are more vital to the future of American security and prosperity than India,” Garcetti said at the Senate Foreign Relations Committee hearing on his nomination. He said that he would work to achieve India’s security “through information sharing, counter-terrorism coordination, joint freedom of navigation patrols and military exercises, which I have participated in as a naval officer alongside my Indian counterparts, and sales of our best defence technologies in order to realise the full potential of our major defence partnership”. Nominees for ambassadorships and other senior administration jobs have to be confirmed by the Senate. Garcetti’s nomination was announced in July, but it has taken five months for the Senate to start the confirmation process by holding Senate Foreign Relations Committee hearings. If the panel approves the nomination, it will go to the full Senate for a final vote. The committee also took up the nomination of Donald Blome to be the Ambassador to Pakistan. Garcetti is the Mayor of Los Angeles and was a co-chair of President Joe Biden’s election committee. Committee Chair Senator Bob Menendez said he welcomed Garcetti’s nomination “at a critical time in the US-India relationship” when “India is a vital strategic partner for the United States as a member of the Quad alongside the United States, Japan and Australia. India is playing a greater role in helping maintain a free and open Indo-Pacific”. On other items on his agenda for India, Garcetti said, “I intend to champion an ambitious economic partnership with India that reduces market access barriers and bolsters fair trade and creates good jobs for the American middle class.” On human rights issues that were raised by the senators on the panel, he said, “Respect for human rights and strong democratic institutions are key elements of our strategic partnership and values enshrined in our constitutions, and if confirmed, I will engage closely and regularly with the Indian government on these issues.” In his introductory remarks, Garcetti said that when he visited India in 1990 as the guest of then-ambassador Bill Clark, whose son was his college roommate, US-India ties “languished in the shadow of Cold War mistrust” and “the very idea of a US India Strategic Partnership would have been deemed laughable.” “Today,” he said, “The fundamental nature of that strategic partnership is firmly ingrained in both Washington and New Delhi. Twenty years ago, President (Joe) Biden – then Chairman of this esteemed committee – called for a new and ambitious vision of US-India ties. Punjab to set up Chair to study Bible Gurdaspur (IANS): Punjab Chief Minister Charanjit Singh Channi on Thursday made a slew of historical announcements for the Christian community, including setting up of a Chair at university level for the study of the Bible. In his address here, the Chief Minister said that Christians would be given due representation in the state government boards. New Delhi (IANS): After Ambika Soni was appointed Chairman of the election coordination committee in Punjab the warring factions of Chief Minister Charanjit Singh Channi and State Congress President Navjot Singh Sidhu have called a truce. Soni is a senior Congress leader and was said to be the top choice of Sonia Gandhi for the Chief Minister’s post after Amarinder Singh’s exit but she had reportedly declined. A Rajya Sabha member and close aide of Congress president Sonia Gandhi, her inception in Punjab affairs has caused suspicion among the leaders in Punjab who were fighting a turf war. Soni could be reckoned to be the choice of the high command if Congress returns to power as a consensus candidate. Sources say sensing the move from the Congress high command the warring factions have patched up to put up a united face and also don’t want to send a negative signal to the leadership. Sidhu who has been critical of the Punjab Chief Minister has heaped praises after the state government approached the Supreme Court over the BSF jurisdiction issue. After the exit of Amarinder, the Congress in Punjab had to appoint Harish Chaudhary replacing Harish Rawat as the new in-charge of the state and had to hold a series of meet-

ings to sort out differences between the two leaders. However, it was not able to restrain Sidhu from speaking against his own government. On December 6 Sonia Gandhi appointed Ambika Soni as Chairman of the coordination committee, another sulking leader Sunil Jakhar as chairman of the campaign committee and Partap Singh Bajwa as the manifesto committee chairman. Navjot Singh Sidhu has been appointed Chairman of the state election committee and a meeting was called in Chandigarh on Wednesday. All the three leaders have been contenders for the Chief Minister’s post. Jakhar missed the bus because Ambika wanted a Sikh Chief Minister while Bajwa was the only leader who was against Amarinder Singh as he was removed as the state President ahead of the assembly polls in 2017 but he could not make it. Ambika Soni, declined to become Chief Minister and had proposed the name if Sukhjinder Singh Randhawa as she said, “I have declined because I sincerely believe that a Sikh should be the CM of Punjab.” But it was Channi who emerged as consensus candidate for both being a Sikh and from a Scheduled Caste community as the Congress wanted to tap the community.

Centennial commemoration: Akali Dal promises Rs 50,000 per acre crop insurance Moga (IANS): The Shiromani Akali Dal (SAD) on Tuesday gave a clarion call for the establishment of a truly federal structure in the country, with genuine cultural, political and economic autonomy to states. It also announced to implement a Rs 50,000 per acre crop insurance scheme, besides commitment to revive the pre-2004 pension scheme for government employees. Addressing what he called “the biggest historic gathering of Punjabis in living memory”, five-time Chief Minister Parkash Singh Badal said the SAD-BSP alliance is all set to repeat the performance of their only joint effort in 1996, when the alliance had swept the entire state. At the centennial commemoration of SAD, the party “vowed to give to Punjabis a genuinely transparent, accountable and inclusive government”. Badal said the choice before Punjabis is “straight and simple”. It’s one between having a government of the Punjabis, for the Punjabis and by the Punjabis on the one hand, or having ‘boastful puppets’ remote controlled by outsiders. He said it is sad to see the Congress humiliating the poor and

He said the next government would also end monopolies in sand and liquor business by giving a person one mining contract and a liqour vend to one individual. He also announced the waiver of electricity bills of all religious places of worship. He said the SADBSP alliance government would not allow anyone to disturb peace and communal harmony in the state. He also related how SAD was the first party to raise the voice of federalism. “Now all regional parties are also calling for strengthening federal rights. If federal rights of states are secure, then black laws like the three agricultural laws cannot be implemented without the approval of the states. We are committing to strengthening the federal nature of the country,” he said. Senior party leader Prem Singh Chandumajra also read out a resolution in this regard, calling for formation of a ‘Sanjha Morcha’ to espouse the cause of federalism

The Moga conference also passed a resolution condemning the Congress government’s ‘attempts’ to register false cases against SADBSP alliance leaders and warned Chief Minister Channi, Home Minister Sukhjinder Randhawa and PPCC President Navjot Singh Sidhu that they would be responsible for the consequences of pursuing vendetta politics. The resolution, which was read out by Daljit Singh Cheema, also demanded the resignation of the Chief Minister and the Home Minister in the ‘cash for transfer’ case. It also demanded judicial probe into bribery charges levelled against the Home Minister who has been accused by a cabinet colleague of taking money for posting SSPs. Speaking on the occasion, senior vice-president of the Bahujan Samaj Party (BSP), Satish Mishra, said the alliance is set to sweep the forthcoming polls by securing 100 seats. CRIME OF THE WEEK STERIOUS DISAPPEARANCE OF ABBOTSFORD COUPLE Unsolved Crime: Missing Persons; Date: December 2013; Location: North Abbotsford In a mysterious disappearance, an Abbotsford couple vanishes without a trace. Rosalie Jean Allan known as Rose was reported missing by a friend in December of 2013. Investigators soon realized that Rose’s boyfriend Jonathan Wood was also missing. It’s been a particularly difficult case for investigators in Abbotsford who say they’ve had very little information and few leads. The couple, described as being in an “on again, off again relationship” had been living together on Glenmore Rd in North Abbotsford in late October 2013. Previously the couple were known to frequent an area of downtown Abbotsford known as Five Corners as well as the Salvation Army on Gladys Ave. Rose, known by many as a vibrant person, loved animals and made friends easily. Her family says they love and miss her. Despite her transient lifestyle she managed to keep in touch with her parents. Her father says his daughter was in good spirits when she went missing. Her parents and Jonathan’s parents are pleading for anyone with information to come forward. At the time of her disappearance Rose was 46 years old. She is 5'4" and weighs 130 pounds. She has brown hair and blue eyes. Jonathan’s 6’2”, 180 pounds, with brown hair and blue eyes. He has an outstanding theft warrant, but police say it’s not a serious matter. Police say it’s highly unlikely for them to simply disappear.

November Home Sales Lead to New Annual Record in BC VANCOUVER, BC: The British Columbia Real Estate Association (BCREA) reports that a total of 9,159 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in November 2021, a decrease of 3.4 per cent from November 2020. The average MLS® residential price in BC was $993,922, a 22.1 per cent increase from $814,310 recorded in November 2020. Total sales dollar volume was $9.1 billion, a 17.9 per cent increase from the same time last year. “Provincial MLS® home sales reached a new annual record in November with still one month to go in 2021,” said BCREA Chief Economist Brendon Ogmundson. “Home sales have already surpassed the previous annual record of 112,425 units set in 2016.” Total active residential listings continued to tumbler lower, falling 39 per cent year-overyear to a record low for the province. Active listings are now about half of the level reached prior to the pandemic. Year-to-date, BC residential sales dollar volume is up 63.6 per cent to $108.7 billion compared to the same period in 2020.

What could go so wrong at a holiday luncheon

THE immortal Shakespeare wrote in the play Macbeth, “Each new morn new widows howl, new orphans cry, new sorrows strike heaven on the face.” He was not wrong. Readers may wonder how I am faring as I near the start of my 99th year. I am glad to report, while getting older is rarely much fun, my medical training remains useful! At a holiday luncheon with longin-the-tooth friends, one started to cough. It was nothing to attract attention. But the situation suddenly changed. His coughing became intense and breathing more difficult. Food had become stuck in his throat, probably lethally so. I knew what I had to do. As a surgeon, I’ve faced many crises: heart attacks, strokes, and other lifeor-death situations. But during my long life, I have never had to help someone choking on food. It’s frightening when it happens. I have practiced what’s known as the Heimlich Maneuver on dummy equipment. Now it was the real thing. I rushed to start this life-saving procedure on my friend, who was now intensely coughing, struggling to breathe, and unable to speak. If readers encounter this situation,

keep calm and asked someone to call for medical help. From behind the choking person, wrap both your arms around the patient’s abdomen halfway between the navel and the lower ribs. Make a fist with one hand and place your other hand firmly around your fist. Then thrust both hands in quick jerks inwards and upwards into the abdomen five times. Hopefully this will dislodge the food. But if it does not, repeat the maneuver. Every year, about 5,000 people die in North America from choking on food. More than two-thirds of victims are over the age of 74. Many people choking on food rush to the bathroom where someone later finds they’ve died. If you are alone and choking, you can perform the Heimlich on yourself. Place a fist above the navel, grab your fist with the other hand, and use the weight of your body over a chair or table to help thrust your fist inward and upward. Thanks should go to the late Dr. Henry J Heimlich. He was a Cincinnati chest surgeon who practiced first on beagle dogs to develop the procedure. Fortunately, my efforts were successful, and my friend survived. You might think it remarkable that at my age I can perform the move. But I am in good company, as Dr. Heimlich himself also performed the maneuver at the age of 96 on an 87-year-old woman, saving her life. The universal sign for choking is hands clutched to the throat. If you are not sure if someone is choking, and they don’t give the signal, look for the inability to speak, noisy or

squeaking sounds in breathing, weak or strong cough, and skin, lips, or nails turning blue. The best form of prevention is to chew food slowly and well. Avoid common choking hazards for seniors, such as dry food like crackers, rice cakes, popcorn, and bread, especially with peanut butter or other sticky spreads. Older people often use hard candies to generate saliva, but this is very risky. Prevention of choking among infants and young children requires extreme vigilance. Keep small items out of their reach. On children, too, the Heimlich is possible, but the first step should be to call for emergency assistance and stay calm in providing details so that experts can give optimal instructions until help arrives.
