Safe Surrey Coalition-led City Council approves RapidBus service along Scott Road New project addresses long-standing transit gap continually ignored by previous administrations

Doug Elford THE approval of the R6 RapidBus service by the Safe Surrey Coalitionled City Council gives the green light to a desperately-needed upgrade to transit service along Scott Road. The new project will connect Scott Road SkyTrain Station to the Newton Exchange Bus Loop and improve commute times by 22 per cent. According to Translink, the existing 319 transit bus that currently covers this route is the top bus route and one of the fastest wing corridors in the South of the Fraser region, with 7.5 million passenger boardings in 2019. This route is a transit gap that was well known about by past Surrey City Councils under the control of Surrey First, yet ignored in favour of a failed LRT proposal that over a decade, built nothing and cost taxpayers tens of

millions of dollars. The Safe Surrey Coalition has a far more pragmatic approach to governance, according to Surrey City Councillor Doug Elford. “We are a party and City Council that addresses the needs of our city with practicality and this RapidBus service is a collaboration with Translink that will really add north-south transit capacity,” said Elford on Wednesday. “The baffling focus on the failed LRT proposal by past councils completely ignored what is well known in Surrey to be a difficult transit commute, and so we are very pleased that the RapidBus is proceeding.” The support for better service along Scott Road has been overwhelmingly supportive in extensive community consultations. residents surveyed support or strongly support corridor transit upgrades. Support was strongest among young residents and new Canadians. With Kwantlen Polytechnic University in Newton and the large number of employers across Scott Road, this is an upgrade designed to make maximum impact on those residents that rely on public transit, noted Surrey City Councillor Mandeep Nagra. “While legacy projects like LRT were about padding politicians’ legacies, this RapidBus service has been designed with the residents of Surrey in mind,” said Nagra. “With increased passenger capacity and reduced travel times from Scott Road Station to the Newton Exchange, the daily lives of millions of commuters are going to be positively impacted.”

70-year-old Sant Mangat of Surrey charged with child pornography offences FOLLOWING a 20-month investigation, a Surrey man has been arrested and charged with child pornography offences. In March 2020, the BC Integrated Child Exploitation Unit (BC ICE) commenced an online investigation The results of that investigation have been submitted to BC Prosecution Service for consideration of appropriate charges. On December 13, 2021, 70-year-old Sant Mangat of Surrey, BC was officially charged with, one count of telecommunicate to lure a child under 16, and one count of possessing child pornography. He was arrested without incident on December 15 and has since been released from custody with strict conditions, which include but are not limited to: * Not to enter into or continue any dating relationship, or marriage, or common-law relationship with any person who has children under the age of 16 years old, or who has the care of or access to children under that age * Not to access any computer network including the internet or possess any device capable of accessing the internet (with some exceptions).

* Not to attend any public park, public swimming area, daycare centre, school ground, playground, community centre, or theatre where persons under the age of 16 years are known by you to be present or can reasonably be expected to be present. * Not to have any contact or communication, directly or indirectly, or be alone in the immediate presence of any person under the age of 16 except while in the immediate presence of another adult. Mangat is expected to appear in Surrey Provincial court on January 4, 2022. “If anyone has any information regarding this or any other case involving online Child Sexual Exploitation, we encourage them to contact the police of their jurisdiction to report their concerns,” said Cpl. Sharen Leung of BC ICE. “If you have questions about how to talk to you own children about online safety, please visit the Canadian Centre for Child Protection.” The RCMP said that given that this matter is now before the court, they cannot provide any further specifics with respect to this investigation.

Surrey City Council passes third reading of Budget 2022 AT Wednesday’s Special Regular Council meeting Surrey City Council passed the third reading of Budget 2022, which includes a five-year financial plan through to 2026. For the fourth consecutive year the property tax increase has stayed at 2.9%, making it one of the lowest among Metro Vancouver municipalities. “With the ongoing uncertainty around COVID, Surrey City Council has taken the position to maintain the property tax rate increase to 2.9%,” said Surrey Mayor Doug McCallum. “Sur-

rey’s property tax rate has remained constant for the fourth year in a row and we believe it is important for our residents to not be presented with an unexpected tax burden. City staff regularly reviews this item as the transition progresses and has budgeted $194.8 million for police related services in the 2022 Budget, which includes the funding of the new salary increases for RCMP members. One dead in multiple-vehicle collision in Surrey

ON Tuesday, December 21 at approximately 6:45 p.m., Surrey RCMP received a report of a multiple-vehicle collision, with one fatality, in the area of King George Boulevard and Trites Road. A Lexus sedan was northbound on King George Boulevard, when it lost control and crossed the centre median and struck two other vehicles, a jeep and a minivan. The driver of the Lexus suffered significant injuries and was pronounced deceased at scene, while the occupants of the other vehicles are being treated for minor injuries at a local area hospital.

Drugs/alcohol and speed have not been ruled out as contributing factors in this collision, and the incident is still under investigation. The BC Coroner’s service has been engaged and is conducting a parallel investigation. On November 4, youth volunteers with SCPS and police officers with Surrey Police Service participated in a full day round table consultation forum. This forum focused on information gathering relating to youth experiences in Surrey and focused on the following areas: • Youth Engagement with Law Enforcement • Public Awareness and Education / Public Safety • Volunteers / Community Safety Programs • Mentorship – Youth / Community |Law Enforcement • Community Engagement – Civic Pride Officers and volunteers shared unique real life examples providing important details to both groups, enhancing their understanding of

Safe Surrey Coalition challenges opposition Council members to stop misinformation, rejection of critical infrastructure

Governing caucus demands answers on voting against 25 critical capital projects and lowest tax rate in region THE Safe Surrey Coalition-led City Council has passed third reading of the 2022 budget that is poised to deliver nine new infrastructure projects and a 2.9% property tax rate for the fourth year in a row. Three opposition Surrey City Councillors – Brenda Locke, Jack Hundial, Linda Annis and Steven Pettigrew – voted against the five-year financial plan, and one – Steven Pettigrew – didn’t show up for the meeting. This mimics their rejection of the 2021 budget one year ago, pointed out the Safe Surrey Coalition. In total, their votes opposed a total of 25 critical infrastructure projects including a new Newton Community Centre and accompa-

nying land acquisition, the Cloverdale Sport and Ice Complex, the City Centre Interactive Art Museum and a new Kabaddi Facility. The Safe Surrey Coalition said that in doing so, Annis continues Surrey First’s 13year tenure of no significant investments or amenities to meet the needs of BC’s fastest growing city. Instead, Annis had waged political attacks based on shifting criticisms and incorrect statements, such as claiming that the Budget would be delayed until May 2022 just weeks before this third reading vote. These tactics are indicative of an elected official more concerned with politics than delivering results, according to Surrey Mayor Doug McCallum.

“Our Safe Surrey Coalition caucus has ushered in 25 historic projects across the city over the past two years while maintaining a consistently low property tax rate for residents,” said McCallum on Thursday. “After 15 years of little to no investment, residents are expressing strong support for our caucus’ agenda in support of Surrey’s vibrant future.” The Safe Surrey Coalition said that Locke is also resorting to false claims like “significant increases in taxes” while fear mongering about police transitioning costs leading to future financial burden. This was echoed by her proxy Brian Sauvé, President of the National Police Federation, who alluded to

an “increase in taxes for hard-working Surrey residents.” The reality, however, is that Surrey’s residential property tax rate of 2.9% is not only the lowest in the region, but is also the most consistent of any municipality in Metro Vancouver by remaining the same over the past four budgets. Using deception cannot hide the fact that said Councillors are without answers for their actions, said McCallum “On behalf of the electorate, the Safe Surrey Coalition is demanding accountability for these shameful voting records,” said McCallum. “Those that have voted against investing in our future will have to answer to the electorate in next year’s election.”

Province strengthens COVID-19 measures for safer holiday season

No organized indoor social events and gatherings of any size; closing of gyms, fitness centres, dance studios, bars, nightclubs PROVINCIAL Health Officer Dr. Bonnie Henry on Tuesday announced that she is implementing additional measures to address rising COVID-19 case counts that could result in increased hospitalizations and critical care admissions and the potential to overstress the health-care system. Revised provincial health officer orders will take effect on Wednesday, December 22 at 11:59 p.m. The restrictions will extend to January 18, 2022, at 11:59 p.m., and include: * no organized indoor social events and gatherings of any size; * concerts, sports games and theatres reduced to 50% seated capacity, regardless of venue size; * closing gyms, fitness centres and dance studios; * closing bars and nightclubs; and * limiting table sizes at restaurants, cafes and pubs to a maximum of six people per table with physical distancing or barriers. These restrictions are in addition to the re-

The Ministry of Health is postponing non-urgent scheduled surgeries starting January 4, 2022, to manage pressure on acute care facilities. Urgent and emergency surgeries will continue, and rescheduling will be determined through continuous monitoring of capacity and COVID-19 impacts throughout January and on a regional basis. “COVID-19 cases continue to increase at a concerning rate, and we must take stronger measures to help protect British Columbians and ensure our health-care system is there when people need it,” said Adrian Dix, Minister of Health. “It’s a critical time in our fight against COVID-19. Now is the time for us to act, and to work together to slow the spread of COVID-19 and keep our loved ones safe.” Henry said: “I know everyone is looking forward to being around their family and friends this holiday season after two challenging

years. These restrictions balance the need for people to come together with the people they love with the need to collectively act to slow the spread of COVID-19. We know how to get through this – by following the same measures we’ve followed in the past to protect each other.” In addition to the Provincial Health Officer’s orders, British Columbians are advised to get fully vaccinated if they have not already done so, to get their booster shot as soon as one is offered, to stay home if they are sick, to avoid all travel if not fully vaccinated and to follow the travel advisory issued by the federal government to avoid non-essential travel outside of Canada. Guru Nanak’s Free Kitchen fundraiser with Khalsa Credit Union on December 28 GURU Nanak’s Free Kitchen (GNFK) -- Registered Charity Number 807569728 -- has served over one million meals to those in need in Vancouver’s Downtown Eastside (DTES) and elsewhere since its inception in 2006. Since 2009, Khalsa Credit Union have supported GNFK with a donation of two fully equipped one-tonne food delivery trucks. Due to this donation, GNFK have been enabled to deliver and serve in DTES and other areas in the Lower Mainland. In November 2021, GNFK, thanks to the generosity of the community, acquired a permanent location at 215 East Hastings Street in Vancouver. Three meals will be served seven days a week. Currently, extensive renovations are taking place on both floors which will include a fully equipped and functional commercial kitchen. On December 28, Khalsa Credit Union is hosting a fundraiser, pledging up to $100,000 to match the community members’ donations dollar for dollar. All proceeds will go towards the renovation of GNFK’s new permanent facility at East Hastings Street. “We are grateful for the continued support from Khalsa Credit Union. Our volunteers will be available from 10 a.m. to 5 p.m. on December 28 at various Khalsa Credit Union branches with information on our future plans. Two men seriously injured after Delta rollover crash JUST after midnight on Monday, December 20, Delta Police responded to a report of a single vehicle collision in the 3500-block of River Road West. “The initial investigation has revealed that the driver of a truck lost control of his vehicle at a bend in the road, and it rolled a number of times,” said Cris Leykauf, spokesperson for Delta Police. “Unfortunately, the driver and passenger, both Delta residents, sustained serious injuries in the collision and were transported to hospital.”

The men’s injuries are not believed to be life-threatening. A traffic analysis team was called out to the scene. Speed is believed to be a factor in the collision. “We’d like to thank the witnesses who came upon the scene and tried to assist the victims, calling for help and staying to speak to police,” said Leykauf. Victim Service has been offered to the families and witnesses of the crash. The investigation is ongoing.

Government reaches target of 401,000 new permanent residents in 2021 THE federal government said on Thursday that to support Canada’s post-pandemic recovery and chart a more prosperous future, it set a target of welcoming 401,000 new permanent residents in 2021, as part of the 2021–2023 Immigration Levels Plan. Sean Fraser, Minister of Immigration, Refugees and Citizenship, announced that Canada has reached its target and welcomed more than 401,000 new permanent residents in 2021. Surpassing the previous record from 1913, this is the most newcomers in a year in Canadian history. Fraser noted that this historic achievement is particularly significant in the face of the pandemic’s many challenges. From closed borders to domestic lockdowns, global migration has been upended by COVID-19. But the employees of Immigration, Refugees and Citizenship Canada (IRCC) rose to the occasion and processed a record half a million applications in 2021. To achieve this, IRCC added resources, embraced new technology and brought more processes online. These changes are all permanent improvements to Canada’s immigration system. He added: “As we continue to struggle with the pandemic, we made the most of the talent already within our borders. The majority of these new permanent residents were already in Canada on temporary status. Most notably, we

New relief funding coming for businesses ordered closed BRITISH Columbia businesses that were mandated to temporarily shut down through public health orders because of surging COVID-19 cases will be eligible to receive a new one-time relief grant of up to $10,000. The COVID-19 Closure Relief Grant will supplement federal support programs and provide funding to help affected businesses alleviate some financial pressures and help with expenses including rent, employee wages, insurance, maintenance and utilities. “We’re all exhausted by COVID-19, but unfortunately COVID-19 is not done with us,” said Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation, on Thursday. “As we have done since the beginning of the pandemic, we are coming together to ensure those hardest hit businesses will receive much-needed support. The COVID-19 Closure Relief Grant will directly help businesses through these difficult times. I encourage everyone in B.C. to support impacted local businesses, including businesses that have been forced to close by buying gift cards and memberships for future use.” The grant was fast-tracked by the Province following new restrictions announced by the Provincial Health Officer on December 21 and will cost

Businesses ordered fully closed include: * gyms, fitness and adult dance centres * bars, lounges and nightclubs * event venues that can no longer hold events Relief grants of between $1,000 and $10,000 will be provided to eligible businesses based on their number of employees, following the similar formula to the previous Circuit Breaker Relief Grant that supported businesses in the spring of 2021 (see backgrounder). over the next few weeks, with the application process open until the end of February 2022. Business advisors will be able to support and direct applicants through a dedicated call centre that will be set up in early January by the Province and Small Business BC. Federal government temporarily expands access to lockdown program and worker lockdown benefit CHRYSTIA Freeland, Deputy Prime Minister and Minister of Finance, on Wednesday announced the federal government’s intention to temporarily expand eligibility for key support programs to ensure Canadians are protected and workers and businesses get the help they need to sustain them through new and necessary public health restrictions. Using regulatory authority provided in Bill C-2, the government intends to in-

troduce new regulations that would: * Expand the Local Lockdown Program to include employers subject to capacity-limiting restrictions of 50 per cent or more; and reduce the current-month revenue decline threshold requirement to 25 per cent. Eligible employers will receive wage and rent subsidies from 25 per cent up to a maximum of 75 per cent, depending on their degree of revenue loss. The 12-month revenue decline

REVOLUTIONARY cancer treatments and other innovative therapies are now available closer to home with the opening of a new interventional radiology suite at Surrey Memorial Hospital. “A cancer diagnosis can be frightening and it’s so important that services are in place to help people with treatment so they can get better,” says Adrian Dix, Minister of Health. “The new interventional radiology suite at Surrey Memorial Hospital along with the cancer treatment centre planned for the new Surrey Hospital means people will get the compassionate care they need.” “We now have state-of-the-art equipment to perform minimally-invasive procedures with greater precision and less exposure to radiation for our patients and staff,” says Dr. Behrang Homayoon, lead for the interventional radiology program at Surrey Memorial Hospital. “Patients arriving in the morning with cancerous tumours are leaving tumour-free a few hours later thanks to new technology and our skilled staff and medical staff, including interventional radiologists, technologists and nurses. This is also made possible by our partners the BC Cancer Agency and donors to the Surrey Hospitals Foundation.” The Province, Fraser Health and the Surrey Hospitals Foundation collaborated on the $4.1 million project. An anonymous donor contributed $2 million for a Philips Azurion image-guided therapy platform – the technical brains of the suite – while additional donors helped kick-start the oncology program with microwave ablation and cryoablation machines. Over 1,900 crashes every year during the holidays: ICBC OVER the Christmas holidays and New Year’s, 540 people are injured in over 1,900 crashes in B.C. That’s 23 crashes every hour. Even more sobering, three people die in crashes during this span every year. It’s important for everyone to be prepared and drive safe throughout the holiday season, says ICBC. THE Canada Border Services Agency is reminding travellers that border measures remain in place for travellers entering or returning to Canada and that they should get informed and understand their obligations as they make their travel plans. As of December 21, unless specifically exempted, all travellers must take a pre-entry COVID-19 molecular test before arriving in Canada, regardless of how long they were away. * Tests taken in Canada will no longer be accepted. In other words, the pre-entry test must be performed in a country other than Canada within 72 hours of arrival at the land border or within 72 hours of a scheduled flight departure. * Travellers must either have a negative preentry COVID-19 molecular test result taken no more than 72 hours before arriving in Canada or a previous positive test result taken between 14 and 180 days before departure to Canada. Antigen tests, often called “rapid tests” are not accepted. The Government of Canada continues to advise all Canadians to avoid non-essential travel outside of Canada at this time. Abbotsford’s Sumas Prairie property offender arrested IN the middle of December, the Abbotsford Police Department’s Crime Reduction Unit (CRU) began to investigate a series of property offences that had occurred within the Sumas Prairie area. Several residents were in the process of dealing with the impact that the flood had on them, their families, and their farms when an unknown person victimized them. The CRU, with the assistance of the Chilliwack RCMP Property Crime Unit (PRU), identified a 29-year-old Chilliwack man as a person of interest for the Abbotsford crimes. He has since been charged with four counts of break-and-enter and remains in custody. How to verify Canada Revenue Agency has contacted you WITH the holidays just around the corner, scammers could contact you pretending to be from the Canada Revenue Agency (CRA). Scammers are trying to trick individuals into making payments, and the CRA says it is doing everything it can to put a stop to this. That includes letting you know when and how it might contact you. How to make sure the caller is a CRA employee and not a scammer A legitimate CRA employee will identify themselves when they contact you. The employee will give you their name and a phone number. Make sure the caller is a CRA employee before you give any information over the phone. This will protect you from giving money or personal information to a scammer. If you’re suspicious, this is how you can make sure the caller is from the CRA: 1. Tell the caller you would like to first verify their identity. 2. Request and make a note of their: – name – phone number – office location 3. End the call. Then check that the information provided during the call was legitimate by contacting the CRA. On November 18 at approximately 7 p.m. on a walking trail near Blueridge Elementary, an adult man approached a 14-year-old teenager and asked him to accompany him to help him find his dog. In a second incident the following day at approximately 4 p.m. on a walking trail near Seymour Heights Elementary, the same teenager reported being approached by the same man. The man is described as white, in his mid-

Law Society Tribunal orders suspension of Surrey lawyer Suneil Kyle Sangha A Law Society Tribunal hearing panel has accepted the admissions of Surrey lawyer Suneil Kyle Sangha that he committed professional misconduct in relation to two separate matters and ordered that he be suspended for two and a half months, starting on January 1, 2022. In one of the matters, Sangha admitted he failed to provide the quality of service required of a competent lawyer while acting for a client in the purchase of a residential development unit. In particular, he failed to acquire the necessary knowledge of the law

and regulatory requirements relating to the marketing of residential development units, ensure that his client was provided with a copy of a disclosure statement and ensure the client’s deposit was paid to the developer as required. Sangha also admitted that he did not make his client aware of his rights regarding the holding of deposits, did not explain the risks associated with the purchase and did not perform a title search or corporate search. He admitted that he received $500 in trust funds without making a receipt in a receipt book,

depositing the funds into a pooled trust account, recording the receipt of the cash, or issuing a receipt to his client. In the other matter, Sangha admitted that he withdrew $149,500 from trust and paid the monies to a third party without obtaining written authorization or appropriately documenting verbal instructions he believed he had obtained from his client. The panel accepted Sangha’s admission of professional misconduct and the disciplinary action jointly proposed by him and the Law Society. In imposing a suspension of two and

a half months, the panel considered Sangha’s serious disregard for his basic obligations as a lawyer, his relatively recent call to the bar, and his extensive professional conduct record, which includes two practice supervision agreements, Practice Standards recommendations, a conduct review, a practice standards order not to practise real estate law that remains in place to date, and a finding of professional misconduct in another discipline matter. Public asked to support seniors during extreme cold weather conditions WITH the potential for heavy snowfall and subzero temperatures forecasted on B.C.’s south coast in the coming days, BC Care Providers Association (BCCPA) and EngAge BC is reminding everyone to consider the needs of seniors and others with mobility challenges during these extreme weather conditions. “We want to raise public awareness on this important matter of public safety – and keep our sidewalks cleared of snow and ice in front of homes and businesses,” said Terry Lake, BCCPA and EngAge BC CEO. “It even goes beyond looking after a few metres in front of your property, but also taking a few minutes to help a neighbour with theirs as well.” Home and business property owners are reminded of their obligation to keep their sidewalks cleared and free of icy surfaces, and to do so on a timely basis each day. Many municipalities have bylaws that require the clearing of snow and ice from the full width of sidewalks that surround their property by 10 a.m. follow-

British Columbians urged to prepare for winter conditions A series of strong storms will clash with cold Arctic air throughout B.C. during the holidays, according to Environment and Climate Change Canada. Periods of heavy and blowing snow, freezing rain and very cold weather are likely in many parts of B.C. between now and New Year’s Day. The Province is advising residents to follow directions from First Nations and local governments. In the event of extreme cold temperatures, warming centres may be opened to help protect vulnerable populations. Emergency Management BC will work in partnership with First Nations and local governments to respond quickly to changing weather conditions. “We are once again facing the potential for extreme weather in our province,” said Mike Farnworth, Minister of Public Safety and Solicitor General, on Tuesday. “It is imperative that we all watch the weather carefully and look out for those who are most vulnerable.” Drivers are reminded to plan ahead and drive according to weather and road conditions if they must travel during the upcoming holiday season. Six charged following 2020 drug lab busts by Richmond RCMP

Drugs, weapons, silver bars, over $200,000, vehicles, luxury watches, cell phones seized RICHMOND RCMP Organized Crime Unit’s eight-month clandestine lab project has resulted in charges against six individuals. The investigation into the group responsible for the alleged laboratories started in March 2020. On October 28, 2020, Richmond RCMP Organized Crime Unit executed multiple search warrants at locations suspected to be clandestine labs. Six individuals were arrested during the execution of the warrants. The Public Prosecution Service of Canada has now charged all six: * Huang-Wei “Anthony” Hsu * Chanel Hsu * Kim World Huang * Yung En “Grace” Yang * Zekun Cao * Lui Yuan Song Items seized during the course of this investigation include: * approximately 28 kg of methamphetamine * approximately 8.5 kg of fentanyl * approximately 2.5 kg of fentanyl/heroin mix * approximately 1 kg MDMA * approximately 10 kg of illicit cannabis * approximately 58 kg of ephedrine * 5 carbine-style rifles * 3 pistols * 5 sound suppressors * 3 pill presses In addition, the following seized items were referred to the B.C. Civil Forfeiture Office: * Over $200,000 * 70 silver bars * 5 vehicles * 4 luxury watches * 23 cell phones “These types of investigations are extremely complex and officers spend countless hours on advancing these major crime investigations,” said Inspector Michael Cohee, Officerin-Charge of Investigative Services. Richmond RCMP pointed out that clandestine labs and the illegal manufacturing of illicit drugs pose a significant threat to public safety. The precursors and processes involved are volatile and explosive, making the property itself a fire hazard. The chemicals and waste materials are toxic and can contaminate the environment, which can pose a serious risk

to public health. Richmond RCMP said they are committed to locating and dismantling any potential clandestine labs operating within their city. The public’s assistance is critical in helping identify a potential location for such operations. Some signs to watch for are: * The occupants appear secretive, unfriendly, and are either always home or never home * The occupants bring in unusual items into the residences such as buckets of chemicals, pill presses, laboratory glassware, or an unusual amount of the same cookware (pots) * The premises have been outfitted with expensive security measures or the occupants are paranoid about who has seen them * There are strong smells of chemical odours such as the sharp smell of solvents and acids * The garbage is unusual, such as pots or chemical containers with labels removed. The Langley RCMP conducted an extensive missing persons investigation that lead to the determination that foul play was suspected. On September 13, the Integrated Homicide Investigation Team (IHIT) took conduct of the investigation and worked collaboratively with Langley RCMP, the Integrated Forensic Identification Section (IFIS), and other specialized units from the RCMP E-Division. As part of that initial investigation, an extensive search was completed at Onotera’s residence and evidence was recovered, IHIT said. IHIT continued the investigation for approximately three months utilizing several different

specialized units from E-Division, collecting additional evidence. The investigation was presented to the BC Prosecution Service which lead to the charges against Regis. On December 17, homicide investigators arrested Regis and he remains in custody. This matter is now before the Courts. “We understand the community has been anxious for answers and this has been a difficult time for Naomi’s friends, family and the community as whole,” said IHIT Sgt. David Lee. “We hope this arrest provides some answers and assuages some fears.”

Onotera’s vehicle: Langley RCMP investigators on September 21 asked the public to study a photograph of Naomi’s vehicle. Even though it had been reported that Naomi left without her vehicle, investigators said they were trying to establish a timeline of all her actions beginning August 25. If anyone noticed this vehicle moving about anytime after August 25, they were asked to call Langley RCMP to relay this information. The vehicle was a white 2018 Subaru Crosstrek with a Greater Vancouver Zoo sticker in the front window on the passenger side.

Surrey RCMP: Paul Atanassov charged in relation to sexual offences involving minors SURREY RCMP on Wednesday announced that multiple charges had been laid against 25-year-old Paul Atanassov in relation to a number of alleged sexual offences involving minors, and are seeking

Police seek suspect vehicle, witnesses in South Surrey break-and-enter SURREY RCMP are asking for the public’s assistance to locate a suspect vehicle that was used in a break-and-enter to a business in the Morgan Crossing area of South Surrey. On Tuesday, December 21 at 4:26 a.m., Surrey RCMP responded to a report of a vehicle smashing the front door of a business with a truck in the area of 15700-block of Croydon Drive. The suspect(s) gained access to the store and stole approximately $5,000 in merchandise before fleeing the scene in the truck. The suspect vehicle is described as a 2000’s grey Dodge Dakota, unknown license plate, with damage to the rear lights on the passenger side. There were three or four persons in the vehicle at the time of the offence. It is not known whether it was a stolen vehicle. Officers are conducting neighbourhood canvassing and collecting any witness statements and CCTV footage. Bear mace used in downtown New West robbery THE New Westminster Police Department is seeking witnesses to an alleged robbery involving bear mace that occurred in the downtown neighbourhood of New Westminster.

The call for help came on December 16 at approximately 10:15 a.m. in the 800-block of Carnarvon Street. The suspect allegedly doused a staff member with bear mace as he robbed the store. Police searched the area for anyone matching the suspect description, however, no suspect could be located. Police believe there may have been witnesses who saw this suspect flee and who have yet to speak to investigators. The suspect is described as a white man between 30 and 50 years of age, standing approximately 5’6” tall, wearing a dark grey jacket with a black vest, and carrying a blue bag. “This is the second time within four months that staff at this store have been assaulted during a robbery,” said Sgt. Surrey RCMP charitable campaigns help local kids and food banks

– Surrey RCMP collected 1,000 toys and more than $9,000 for sick children and their families – Pack the Police Car event collected 1,100 lbs of food and almost $2,500 for local food banks THE 2021 Keian’s Holiday Wish Toy Drive and Pack the Police Car charitable campaigns have come to a close for another year.

Through generous support and donations from the community, RCMP officers, staff and volunteers the toys, cash and food donations will help those in need in the community. From November 16 to December 16, Surrey RCMP collected new unwrapped toys for BC Children’s Hospital and the Surrey Memorial Hospital in memory of six-year-old Keian Blundell.

With the generosity of the community over 1,000 toys and more than $9,000 in cash was donated in hopes of bringing a little holiday cheer to sick children and their families. Surrey RCMP’s Pack the Police Car event took place on December 10 at three Save-on-Foods locations. Without hesitation, Surrey residents opened their hearts and wallets donating over 1,100 lbs of food and

close to $2,500 in cash. The donations collected went directly to local food banks. “Thank you to the community for stepping up once again and supporting some of the most vulnerable in our community,” said Inspector Harm Dosange, Community Support and Safety Officer. “Both charitable campaigns are important to our officers and staff and it is wonderful to see such a positive

One person arrested in connection with Burnaby fatal stabbing Suspect and victim were known to each other

THE Integrated Homicide Investigation Team (IHIT) and the Burnaby RCMP announced on Monday they had made one arrest in relation to Sunday’s fatal stabbing incident in Burnaby. On December 19 at around 11:40 a.m., Burnaby RCMP responded to the Metrotown Mall at 4800 Kingsway for multiple calls of assistance. Frontline officers arrived and found one victim with stab wounds who was transported to hospital by paramedics. Despite lifesaving measures, the victim succumbed to their injuries. The Integrated Homicide Investigation

Team (IHIT) was called in to investigate and is working in partnership with the Burnaby RCMP, the Integrated Forensic Identification Section (IFIS), the Integrated Police Dog Service (IPDS), and the BC Coroner Service Around the time of the homicide, there were several reports of other serious offences occurring in the area. However, there were no injuries as a result of these incidents. The Burnaby RCMP and IHIT continue to investigate these incidents and any connections to the stabbing. After a brief search in Metrotown area, one person was found and promptly taken into

custody by the Burnaby RCMP. Homicide investigators are able to confirm that the suspect and victim were known to each other. This was not a random incident and with his arrest, there are no further risks to the public. Police said identification of the victim and suspect are not being released at this time. More information will be released once it is verified and appropriate to do so. “We are piecing together a timeline and confirming the information available to us,” said IHIT Sgt. David Lee. “The public can be assured that this is an isolated incident and it is safe to go about their activi-

ties in Burnaby.” Homicide investigators are requesting the assistance of the public. If you were in the Metrotown area between 11 a.m. and 1 p.m. on Sunday, December 19, and saw anything suspicious, you are requested to contact IHIT. The suspect was reported to have been running around the Metrotown area and is described as a male in his 30’s. Sacrilege bid at Golden Temple will be probed thoroughly: Channi Amritsar (IANS): Expressing anguish over the unfortunate incident to attempt sacrilege of Sri Guru Granth Sahib in the sanctum sanctorum of Sri Darbar Sahib here, popularly known as the Golden Temple, Punjab Chief Minister Charanjit Channi on Sunday reiterated his government’s firm commitment to thoroughly probe the entire matter to get to the bottom of the case. On Saturday evening, a man was allegedly beaten to death after he tried to desecrate the sacred Guru Granth Sahib at the Golden Temple in Amritsar. The youth, reportedly belonging to Uttar Pradesh, entered the restricted area and tried to pick up the sword kept in front of the Guru Granth Sahib. He was caught by security persons and was handed over to the Shiromani Gurdwara Parbandhak Committee (SGPC) office, where he was beaten to death. Talking to the media here after paying obeisance at Sri Darbar Sahib, Channi, who was accompanied by Deputy Chief Minister Sukhjinder Singh Randhawa, described it as the most heinous act, which has not only hurt religious sentiments but also tormented all, and should be condemned with the harshest possible words by one and all. He appealed to the people to take due care and caution to protect the religious places, including gurdwaras, temples and institutions related to any religion or faith in order to foil nefarious designs of any agency or anti-social element in wake of the forthcoming assembly elections in the state. At the same, the Chief Minister exhorted the people

Condemning the incident, BJP national spokesperson Sardar R.P. Singh said, “I strongly condemn the attempt to desecrate Sri Guru Granth Sahib in Darbar Sahib. I also demand the Charanjit Singh Channi government to immediately handover the case to the CBI so that the truth should be known, unlike Bargari, culprits of which are still roaming free.” Singh pointed out that the CBI investigation will find truth like who the person was, what was his intention and people behind him. He appealed to the people to put pressure on the Channi government to handover the case to the CBI. LESS then 24 hours after the Golden Temple sacrilege incident, a man

was beaten to death for allegedly disrespecting ‘Nishan Sahib’ (the Sikh religious flag) at a gurdwara in village Nizampur in Kapurthala district on Sunday. Residents of the village claimed that the man disrespected the Nishan Sahib and tried to run away from the spot. Director General of Police Siddharth Chattopadhyaya said in a tweet: “I have taken serious note of the unfortunate incidents in Amritsar and Kapurthala. “Any attempt to violate the communal harmony in the state will be dealt with a firm hand. Stern action will be taken against all those disturbing the law and order in Punjab #PunjabStandsTogether.” Terming the sacrilege incident at Sri Darbar Sahib most unfortunate, Deputy Chief Minister Sukhjinder Singh Randhawa said a Special Investigation Team under the DGP, Law and Order, was constituted. Randhawa also spoke to Akal Takht Jathedar Giani Harpreet Singh and Shiromani Gurdwara Parbandhak Committee (SGPC) President Harjinder Singh Dhami over the incident in the Golden Temple. The state government will investigate the entire incident jointly with the SGPC, said Randhawa. He said Punjab Police in association with the SGPC would ensure that the gurdwaras have its CCTV cameras, which should be fully operational. Randhawa also issued directions to the DGP, all Commissioners of Police and the SSPs to strengthen round-the-clock security around all gurdwaras, temples, mosques, churches and other religious places.

Prohibition of Child Marriage (Amendment) Bill 2021 sent to Standing Committee New Delhi (IANS): The government on Tuesday introduced the Prohibition of Child Marriage (Amendment) Bill 2021 in the Lok Sabha. This Bill seeks to increase the marriage age of women from 18 to 21 years, but later, Minister for Women and Child Development Smriti Irani asked the Chair to refer the bill to a Parliamentary Standing Committee for further discussion. Introducing the Bill, Irani said that it was a step towards gender equality and empowerment. Giving data, she further said that two million marriages of underage women have been prevented and the voices that emerged make it clear that there should be equality for marriage. The Bill will apply to all commu-

Chowdhury demanded that the Bill be sent to the standing committee for further scrutiny. TMC MP Saugata Roy and AIMIM MP Asaduddin Owaisi opposed the Bill. “An 18-year-old can vote and elect a Prime Minister, have sexual relations under POCSO Act but cannot marry. What message

are we sending?” Owaisi said. Indian Union Muslim League Member E.T. Mohammed Basheer said that it was an attack on personal law while the NCP MP Supriya Sule and DMK MP K. Kanimozhi opposed the manner in which the Bill was introduced in the House. Both women MPs from the Opposition bench argued for stakeholder consultations and feedback from civil society. “The Bill needs to be scrutinized, I condemn the way this Government brings all the Bills,” Supriya Sule added. Responding to them, Irani said, “We are 75 years late in a democracy to give equal rights to enter into matrimony. To say that rural women cannot exercise their right is an insult to them.” The Union Cabinet has passed

a proposal to increase the minimum legal age for marriage of women from 18 to 21 years. The government had approved the proposal in a meeting of the cabinet last week. Currently, the legal minimum age of marriage for men is 21 years and 18 for women. The proposal was said to be based on the recommendation of NITI Aayog task force headed by Jaya Jaitly. Senior officials of the health ministry, women and child development ministry, and law ministry were members of the task force set up in June last year. The task force was formed to examine matters pertaining to the age of motherhood, imperatives of lowering MMR (Maternal Mortality Rate), improvement of nutritional levels and related issues.

However, she didn’t join the probe on the earlier occasions. “We had summoned her for December 20. Abiding by the third summon, she joined the probe,” said an ED official. Lok Sabha passes Election Laws (Amendment) Bill 2021 amidst din New Delhi (IANS): The Lok Sabha on Monday passed the Election Laws (Amendment) Bill, 2021 amid the Opposition’s strong demand for more consultation on it. This Bill seeks to link electoral rolls to the Aadhaar number, allowing electoral registration officers to ask for Aadhaar numbers of applicants wanting to register as voters to establish their identity. Replying to the debate, Law and Justice Minister Kiren Rijiju said that this Bill will bring important electoral reforms in the country. We wanted the entire House to participate in the debate but they have been protesting and sloganeering in the House. He added that this Bill was brought after wide consultations with the Election Commission and also with the state governments and it will purify the electoral process in the country. He said that the government has brought the Bill after the recommendation of the Standing Committee Report of the Department of Personnel and Training, Law and Justice, consisting of members of all political parties. The protesting members have either not gone through the draft Bill or are deliberately showing ignorance of the new provisions. “The voting age was lowered from 21 years to 18 years in 1987 but the qualifying date was kept as January 1 every year only for getting listed in the voter list, Now, under the new amendment, there will four dates such as January 1, April 1, July 1 and October 1 every year so that the any eligible person can get them enrolled once they attain the age of 18 years,” Rijiju informed the House. He appealed to the members to pass the Bill unanimously as it was in the interest of the voters and the country. Earlier, debating the Bill, the Congress Party floor leader Adhir Ranjan Chowdhury asked why the government was in a hurry to bring this Bill as many MPs have requested the government to forward it to a Parliamentary Committee. “The way Bill was introduced in the morning and being passed in such a hurry today only was not correct and it should be sent to the Parliamentary Standing Committee,” Chowdhury said. Won’t allow drug traffickers to go scot-free: Punjab Chief Minister Muktsar (IANS): Punjab Chief Minister Charanjit Channi on Wednesday said that his government won’t allow any drug trafficker to go scotfree and the law will take its own course in Akali Dal leader Bikram Singh Majithia’s case. Sukhbir Badal accepts challenge of ‘false case’ against Majithia Amritsar (IANS): Former Punjab Deputy Chief Minister and Shiromani Akali Dal (SAD) President Sukhbir Badal on Tuesday declared that his party “accepts the challenge of a false case against one of the party’s leaders Bikram Singh Majithia”. He warned “those abusing their official positions and playing havoc with the rule of law” to be ready to face legal consequences. Badal also came down heavily against the state government for what he called “their playing brazen politics over the sensitive issue of the sacrilege of sacred Sikh scriptures”. He warned against a deep-rooted conspiracy to vitiate the atmosphere of peace and communal harmony in Punjab. “The peace and communal harmony which we preserved for 15 years suddenly faces a danger. Drone along India-Pakistan border shot down Chandigarh (IANS): The Border Security Force (BSF) said last week that a drone along the India-Pakistan border has been shot down in Punjab’s Ferozepur area. “The Chinese-made drone was detected and downed on Friday around 11.10 p.m. near the Wan border post in the Ferozepur sector,” the BSF said in a tweet. The black flying object was shot at a distance of about 300 metres from the international border and 150 metres from the border fence, it said. Police investigations indicate that several Pakistan-based terrorist groups are engaged in smuggling weapons into India. The recent recoveries have exposed that these outfits had managed to acquire the capacity to deliver various types of terrorist and commu-

nication hardware by means of drones, said a police official. The state government has expressed concern over the movement of large sized drones from across the Indo-Pak border to the Union Home Ministry. It was pointed out that acquisition of such capacity and skills by jihadi and pro-Khalistani terrorist outfits in deployment of drones had serious implications for national security, especially for security of vital installations, security of public meetings and events and highly threatened protectees. Punjab shares a 553 km barbed-wire fenced international border with Pakistan which is under the vigil of nearly 135 BSF battalions. The drug network also operates along the Afghanistan-Pakistan-India route.

Man believed to be carrying explosives killed in Ludhiana blast: Punjab Chief Minister Chandigarh (IANS): A man believed to be carrying explosives was killed and five others were injured in a suspected IED blast in the district court complex in Ludhiana on Thursday, Punjab Chief Minister Charanjit Channi said. The state has been put on high alert after the blast. It is learnt that the Home Ministry has sought a report from the Punjab government on the incident. Channi, who reached the spot to assess the situation along with Home Minister Sukhjinder Randhawa and other Cabinet colleagues, told the media that such incidents have seen a rise after the government tightened its noose against the drug traffickers. Channi, who claimed he smelt a plot before the Assembly elections slated early next year, also called it a ‘conspiracy’ by those trying to polarise the voters. The blast took place at around 12:22 p.m. in a washroom on the second floor of the court complex when the court was functioning. The court is located close to the district commissioner’s office. Putting the state on alert after the incident, DGP Siddharth Chattopadhyaya said, “We cannot comment on anything. Only the experts can tell the kind of explosives used, but the district, state, and central forensic agencies

are on it. Every crowded place is on alert, the public should also be careful.” Condemning the incident, Channi said inimical forces seeking to vitiate the peaceful atmosphere of the state would never succeed in their nefarious designs. “Everybody knows the timing and the handiwork of these forces as the Assembly polls are drawing near and they are hell-bent upon hatching such conspiracies to disturb the hard-earned peace and harmony in the state. It is the need of the hour to condemn such incidents in the harshest possible words by one and all.” Ludhiana Police Commissioner Gurpreet Bhullar told the media that the explosion might have been executed by a human bomb. “Though not confirmed, the person whose body is inside and is yet to be identified was either carrying the bomb or was

very close to the spot... We are investigating the matter,” Bhullar said. Not many people were present in the court complex at the time of the explosion owing to a strike by lawyers. The court complex was cordoned off by the police and later vacated. The intensity of the blast was so huge that it damaged nearby walls and shattered window panes. Meanwhile, former Punjab Chief Minister Amarinder Singh said the police must get to the bottom of the case. “Disturbing news of a blast at Ludhiana court complex. Saddened to know about the demise of two individuals. Praying for the recovery of those injured. Punjab Police must get to the bottom of this,” Amarinder Singh tweeted. Ludhiana (West) legislator Bharat Bhushan Ashu appealed to the people to maintain calm. “There is a pattern, earlier sacrilege and now a

blast. There is an effort to disturb peace in Punjab, but we should wait for the probe. Security lapse will also be probed. How did the person who planted the explosive enter the court building?” he asked. Directing police authorities to carry on a detailed investigation to get to the bottom of the incident, Channi reiterated his commitment to book the

perpetrators of the heinous crime and give them exemplary punishment as a deterrent for others not to commit such crime in the future. Channi said any such attempt to disturb the law and order situation would be dealt with sternly. Recalling the recent incident of ‘sacrilege’ at Golden Temple and now the bomb blast in the

Ludhiana court complex, he said all these indicate that several forces are actively involved to create disturbances in the border state for their vested interests. He said the people of Punjab must remain vigilant to curb the unholy designs of such forces. Channi said the state government would soon give a befitting reply to such anti-social forces, adding that these would not be allowed to create a bogey of terror to traumatise the innocent people in the wake of forthcoming Assembly elections. Deputy Chief Minister Sukhjinder Singh Randhawa said, “Ours is a border state, so we cannot rule out anything, including the possibility of external forces, as they never want Punjab to be stable; the whole state is on high alert.”

Believe it or not this Mongrel Media release is sure to open old and new wounds for the faithful and non-believers alike. See the Wrath of God or some mixed-up messedup freak by renting or buying it on the Apple TV app/iTunes or from other VOD platforms such as Telus, Shaw and Bell. Exorcism is at the heart of Agnes. News of some strange behavior at of all places a convent sends shivers up the spines of the higher archdiocese. Two priests are dispatches to try to solve the problem of something foul. The two men don’t exactly fit the standard priest mould. For starters the “apprentice” doesn’t always follow all the rules while the mentor is a loose canon. 2021 Advocacy Year-In-Review

This year was full of significant changes for the real estate sector in BC. REALTORS® continued to navigate the challenges of the COVID-19 pandemic and many assisted communities hit by historic rainfalls in a number of ways, including fundraising to support the Red Cross. 2021 was also filled with significant government interventions impacting the sector. Here’s a recap of significant actions by the BC Government from this past year. Cullen Continues Inquiry into Money Laundering The Commission of Inquiry into Money Laundering in BC (Cullen Commission) continued to examine a series of sectors, including real estate, throughout 2021. BCREA Chief Executive Officer Darlene Hyde and Chief Economist Brendon Ogmundson were participants in the Cullen Commission, during which they answered questions about the real estate sector and demonstrated how BCREA has supported Realtors by equipping them with tools to help identify and combat money laundering. These tools included developing a course for managing brokers and compliance officers, and providing resources on filing Suspicious Transaction Reports and other FINTRAC requirements. Oral submissions to the Cullen Commission ended in October 2021. The Cullen Commission was recently granted an extension for submitting their final report, which will now be published on May 20, 2022. We look forward to the release of the final report and will continue advocating for smart policy to ensure integrity and transpar-

ency in supporting Realtors to help identify and combat money laundering in real estate. BC Real Estate Sector Moves to Single Regulator For the second time in five years, the real estate regulatory system was restructured. In March 2021, the government passed amendments to the Real Estate Services Act, resulting in a new regulatory body for real estate, the BC Financial Services Authority (BCFSA). In addition to real estate, BCFSA also regulates credit unions, trust companies, insurance companies, mortgage brokers and pension plans. At BCREA, we are hopeful about the potential of the shift away from a dual-regulator model, which had its challenges. We do, however, have several ongoing areas of concern that we are continuing to advocate for as we continue regular meetings with senior staff at BCFSA. We will continue to call for the creation of a Professional Standing Committee to establish licensing qualifications and provide on-the-ground insights into all proposed changes to real estate practice. Actions Taken to Improve Housing Supply While there is no single solution to housing affordability in BC, governments can have the greatest impact by encouraging increased housing supply. A recent BCREA Market Intelligence report estimates in March 2021, 67,000 buyers were searching for homes across BC while only 24,000 listings were available. In November 2021, total active residential listings were down 40 per cent year-over-year an all-time record low for the province. These numbers highlight the undersupplied housing market in the face of surging demand.

Ring in the New Year with your inner mountaineer

IT’S not what we were hoping for at this time of year. The doom and gloom of Omicron has many people feeling down. But casting your gaze upwards might be just the right move. For a New Year’s Resolution, this might be a good time to channel your inner mountaineer. Christmas and New Year should be the season for celebration, not hibernation. Families should be together, not torn apart by differing views on vaccination. Charitable giving should be the theme, not clamouring for rapid test kits. Yet so it goes. Even among those getting out for a would-be joyous wintertime walk, you can see, in the narrow space between their toques and their masks, the melancholy in their eyes. So, what’s the relevance of mountaineering in these circumstances? The attributes shared by people who climb high mountains are just what’s needed to fight back against the oppressive weight of pandemic fatigue. Chase Tucker, founder of Base Camp Training, describes the mountaineering mindset as, “Unwavering self belief. Ability to visualize success in detail. Ability to accept and deal with fear. Ability to manage doubt. Bulletproof positivity.” He acknowledges risk management skills, but this comes at the end of his list. There are, undoubtedly, health benefits of climbing uphill. The most obvious are improvements to physical fitness, especially cardiovascular health. The aerobic exercise of climbing reduces body fat, lowering the risk of heart disease. Since climbing, especially with a backpack, is a weight-bearing exercise, it helps maintain bone density. Climbers have strong muscles in the hips and legs, resulting in better balance. Most exercises done for 20 minutes or longer can help lower the risk of developing chronic diseases such as hypertension, type 2 diabetes, stroke, arthritis, and even some types of cancer. Think of exercises that make you feel like you are climbing mountains as a natural antidote to chronic stress too. There is a full-body exercise called mountain climbers. To do it, from a plank position on the floor supporting your body with your feet and hands, you perform it by taking alternate steps forward to the chest, each time returning to the plank position. It’s a killer, speeding up the heart rate and working all the muscles of the body. If you have ever tried it, you’ll know why climbers are in such tremendous physical shape. You might want to skip directly to a more manageable, mostly mental, exercise. But are there health benefits to merely thinking about mountains, and not actually climbing them? The surprising answer is, yes. Mountaineering involves concentration. The climber’s steel resolve is a mental exercise, not a physical one. Focus on clearing the mind of festering worries has been shown to build confidence and self-esteem. Adherence to a regular routine of concentration exercises can alleviate the symptoms of some mental health problems. Chase Tucker describes a technique to train your brain for the attribute of positivity using a bracelet. “When you catch yourself thinking negatively, stop, take a breath, tell yourself that you can solve

the situation with a positive approach and it will all work out fine. Then, swap the bracelet to the other wrist.” He suggests recording how many times per day you swap wrists. The conscious effort required to stop, reflect, move the bracelet, and try to focus again only on positive thinking involves building commitment to the objective. Who knows what it will take to break out of the entrenched pandemic mindset while the virus runs its course. But positive mental resolve is a good start for 2022.
