THE Greater Area Toronto RCMP’s Financial Crime Section (Toronto West Detachment) has arrested and charged Abhinav Bector, 25, of Brampton in connection with transnational telephone frauds, including the Canada Revenue Agency (CRA) telephone scam, the bank investigator scam, and the tech support scam.

To address the victimization of Canadians, in October of 2018, the RCMP initiated an investigation, named Project Octavia. The focus of the investigation was to combat the CRA telephone tax schemes and other interrelated frauds through public awareness, disruption, and enforcement. These telephone fraudsters, operating from overseas, have been targeting the Canadian public since 2014.

Despite a number of police raids on illegal call centres in India, and arrests in Canada, these fraudsters continue to modify their deceitful pitch and target Canadians, said the RCMP. To date, 10 individuals have been charged with respect to this investigation.

Cumulatively between 2014 and 2020, the CRA scam alone has resulted in reported victim losses totaling over $18.5 million. As of October 1, 2020, between the CRA, the bank investigator and tech support scams, the total reported victim losses are over $34 million.

Nina Purewal among 26 lawyers appointed as Queen’s counsel in B.C. NINA Purewal (called to the bar in 2006), who has been a Crown counsel in Smithers and Terrace since 2013, is among 26 lawyers who are being honoured with the Queen’s counsel (QC) designation for their contributions to B.C.’s justice system through their work as lawyers, the Ministry of Attorney General announced on Tuesday.

“I want to congratulate each of these extraordinary lawyers and thank them for their contributions to British Columbia and to the legal profession,” said David Eby, Attorney General.

“Each one of them is deserving of the honour of the Queen’s counsel title, for demonstrating dedication, integrity and exceptional commitment to their careers and community.”

This year’s QC recipients reflect a range of legal practice, including family, labour,

criminal and tax law. Some have a specific focus on public interest advocacy, constitutional law, residential tenancy, seniors’ rights, Indigenous law, employment law, banking and construction litigation. They include lawyers in private practice, government and academia.

Potential candidates for the QC designation must be members of the B.C. bar for a minimum of five years and be nominated by their peers. An advisory committee reviews the applications and makes recommendations to the attorney general.

There were 136 nominations submitted for an honorary QC title in 2020. Only 7% of practising B.C. lawyers can be awarded the designation of QC, at any given time.

Before becoming Crown counsel, Purewal worked with government and non-governmental organizations like Pivot Legal LLP to

further human rights for marginalized individuals.

Nina prosecutes with the Indigenous Justice Framework of the B.C. Prosecution Service and the community’s interest is at the forefront of her decision-making.

She received her master’s in international human rights law from Oxford and has dedicated time to the Board of Legal Education Action Fund, as well as the International Law Association’s Committee on Feminism and International Law. Nina has been chairing the Criminal Law Subsection of the Canadian Bar Association (CBA) since 2014 and the Women Lawyers Forum since 2015.

Health Canada authorizes Moderna COVID-19 vaccine HEALTH Canada on Wednesday authorized the second COVID-19 vaccine in Canada, manufactured by Moderna.

Health Canada received Moderna’s submission on October 12, and after a thorough, independent review of the evidence, it has determined that the Moderna vaccine meets the department’s stringent safety, efficacy and quality requirements.

The authorization is a critical step in ensuring additional COVID-19 vaccines are available to all Canadians in all parts of the country. The different storage and handling requirements of the Moder-

rization require the manufacturer to continue providing information to Health Canada on the safety, efficacy and quality of the vaccine to ensure the benefits of the vaccine continue to be demonstrated through market use.

To further support the safe use of the Moderna vaccine, the National Advisory Committee on Immunization (NACI) will update its recommendations on the use of COVID-19 vaccines to inform federal, provincial, and territorial immunization programs.

The vaccine is indicated for use in people 18 years of

age or older. Moderna is currently conducting additional studies in children from 12 years of age and older, and this indication could be revised in the future to include children if the data from these studies support it.

The vaccine was authorized under Health Canada’s Interim Order Respecting the Importation, Sale and Advertising of Drugs for Use in Relation to COVID-19. This process allowed Health Canada to assess information submitted by the manufacturer as it became available during the product development process, while maintaining Canada’s high standards.

PROVINCIAL Health Officer Dr. Bonnie Henry and Health Minister Adrian Dix said on Tuesday that vaccine manufacturers Pfizer and Moderna have also provided guidance on how to safely transport the approved vaccines. This means that as deliveries increase in the coming weeks, the vaccine will increasingly be available in more locations. They warned: “Community transmission of COVID-19 continues to occur across our province, which means the risk remains high for all of us. Because community spread continues, even if you have been doing all you can to protect yourself and those around you, it is important to know the symptoms of COVID-19 and get tested if symptoms develop. In particular, if you develop a cough, a loss of sense of smell or taste, fever or chills, or have difficulty breathing, contact your health-care professional or call 811 to get tested right away. Testing sites will be open over the holidays. We also have to remember the virus spreads quickly, but shows up slowly, which is why asymptomatic testing doesn’t eliminate our risk and cannot be relied on to keep us safe. By staying local, avoiding all non-essential travel and using our layers of protection, we can reduce the potential for a surge in new cases two weeks from now and keep us on the path of a safer and healthier 2021 for everyone in B.C.”

This has been an incredibly hard year for millions of British Columbians. But it has also shown us what we can overcome when we take care of each other.

We will never forget our health care workers leaping into action, some moving temporarily into hotels so they could save lives while keeping their own families safe. For months, we banged our pots and pans on our doorsteps in their honour, and to thank the grocery clerks, truck drivers and farmers working overtime to help keep food on our tables.

Our government followed the advice of public health officials and took the strong action needed to slow the spread of the virus and protect those most vulnerable. And we had the backs of people and businesses, delivering help to those who needed it most and began building a recovery that includes everyone.

We provided a $1,000 emergency benefit to help cover lost wages for more than 600,000 people, and provided peace of mind to over 86,000 renters with a relief supplement and protection from the threat of eviction. Now, the tax-free B.C. Recovery Benefit is available to help approximately 90 per cent of adults with up to $1,000 for families or $500 for individuals.

My ministers and I spent much of the summer meeting virtually with people from all over the province. We heard stories about the disproportionate effects of the pandemic on women, young people, Indigenous peoples, new Canadians, and people earning less than $30 an hour – often those essential workers we rely on. The pandemic deepened systemic inequalities that need to be addressed.

It has reminded us to pay attention to the things we might take for granted, and shown us that there is nothing we can’t accomplish when we work together.

Prominent Fijian Vincent Puran Prakash passes away THE Fijian community in British Columbia is mourning the passing away of prominent media personality Vincent Puran Prakash.

According to a post on ‘Fijian Community in Vancouver’ Facebook page, Vincent, who had been the producer and director for Jai Fiji TV in Vancouver since 1997, passed away peacefully at Burnaby General Hospital on Saturday, December 19.

He was 77.

He was also the President of Bula Fiji Association that held the annual Vancouver Fiji Festival which attracted huge crowds and prominent personalities at Swangard Stadium in Burnaby.

Vincent migrated to Canada in 1968 from Nausori, Fiji.

Delta Police searching for teen suspect in alleged sex assault DELTA Police are investigating an alleged sexual assault against two children playing on the grounds of South Delta Secondary School in Tsawwassen. The incident is believed to have occurred between 3 and 3:30 p.m. on Sunday, December 20.

The children reported that a male teenager had been hanging out in the same area as them at the school. He then approached the children and started interacting with them. He allegedly tried to grab them by their arms, before touching the boys in a sexual manner. The suspect is described by the children as an East Asian male, aged 15-18, of average height, wearing a red jacket.

Significant police resources from both Patrol and the Investigations Bureau have been involved in the investigation both on Sunday and Monday.

Police have been canvassing for witnesses and video, and conducting interviews. “We understand news such as this is very concerning to parents and that’s why we wanted to get this information out quickly. Police just finished conducting a number of key interviews,� said Cris Leykauf, spokesperson for Delta Police. “Our officers are interested in speaking with a small group of males who were playing basketball nearby – on the Sunday afternoon – who may have had interactions with same male suspect,� she said.

B.C.â&#x20AC;&#x2122;s state of emergency extended to January 5 THE Province of British Columbia on Tuesday formally extended the provincial state of emergency, allowing health and emergency management officials to continue to use extraordinary powers under the Emergency Program Act (EPA) to support the Provinceâ&#x20AC;&#x2122;s COVID-19 pandemic response.

The state of emergency is extended through the end of the day on January 5, 2021, to allow staff to take the necessary actions to keep British Columbians safe and manage immediate concerns and COVID-19 outbreaks. â&#x20AC;&#x153;I want to thank everyone in British Columbia for doing their part to keep themselves and their loved ones safe during this extraordinarily trying year,â&#x20AC;? said Premier John Horgan. â&#x20AC;&#x153;With more British Columbians receiving vaccines, we can see the light at the end of the tunnel. But immunization wonâ&#x20AC;&#x2122;t happen overnight. Through the holiday season and into the new year, we need to continue following public health orders and take the daily actions we know will protect those around us.â&#x20AC;?

The extension of the provincial state of emergency is based on recommendations from B.C.â&#x20AC;&#x2122;s health and emergency management officials. The original declaration was made on March 18, the day after Dr. Bonnie Henry, Provincial Health Officer (PHO), declared a public health emergency.

On December 16, the Province announced enhanced enforcement measures to keep British Columbians safe and mitigate the impacts of COVID-19. This includes asking provincial enforcement officers to actively support police and increase COVID-19 enforcement by issuing violation tickets as appropriate during their normal course of duties or when in public places. Mike Farnworth, Minister of Public Safety and Solicitor General, has also strengthened fine collection measures. Harry Bains, Minister of Labour, has asked WorkSafeBC to enhance in-person inspections in targeted areas.

The Province continues to urge all British Columbians to follow the orders and guidance of public health officials. â&#x20AC;&#x153;Police have done excellent work this year enforcing the public health orders designed

of the Quarantine Act is to protect public health by taking comprehensive measures to prevent the introduction and spread of communicable diseases. * Declarations of provincial states of emergency may be issued by the minister responsible under the Emergency Program Act. * The provincial government can extend the period of a declaration made by the minister responsible for further periods of up to 14 days at a time.

employers and especially for workers I am committed to addressing – from paid sick leave, to safe workplaces and economic recovery.

Keeping people healthy, safe and informed about COVID-19 has been our focus. WorkSafeBC has risen to the challenge, working collaboratively to help keep everyone safe at work. They have conducted more than 20,400 COVID-19 workplace inspections.

These are in addition to providing services to injured and ill workers and routine inspections of high-risk workplaces.

My ministry has made improvements, which in addition to playing a crucial role during the pandemic, will better support people long after life has returned to normal.

We know that in times of crisis, domestic violence can increase. Sadly, this has proven true since the pandemic began. This year, we brought in five days of paid leave for employees who are impacted by domestic or sexual violence. We know when people have support and job security, they are much more likely to leave an abusive partner.

This summer, our government made improvements to the Workers Compensation Act to better support injured workers and their families while keeping premiums paid by employers low. Some of these changes, which come into effect January 1, 2021, will improve benefits received by injured workers.

We strengthened protections for temporary foreign workers who play an important part in our economy but are often vulnerable due to language barriers and other factors. We created a new mandatory registry for employers who want to hire these workers where approvals will be granted to employers who comply with B.C. laws and treat workers fairly.

For businesses, our government created an online application, which simplified

the process to extend temporary layoffs and gave businesses more time before recalling staff, while enabling businesses to stay connected to their trained, experienced workforce. Through this, we were able to keep laid-off workers connected to their employers and protect jobs for nearly 12,000 workers.

We recognize the challenges businesses face. Our government is providing supports like the Small and Medium Sized Business Recovery Grant. This program will provide financial support for some of the hardest hit businesses in B.C. so they can continue doing what they do best while protecting workers. I am proud to be a member of a government providing a balanced approach to recovery.

Worker health and safety are more than a priority for me. They have been the cornerstone of my professional life for decades.

I am grateful to have a new mandate allowing me to continue the work I started in 2017.

COVID-19 is an unexpected, unmistakable reminder that supports for workers and employers need to improve as we begin to put this pandemic behind us and look to a brighter and more prosperous future. I will work on this as mandated by Premier John Horgan.

Fees capped for food delivery services RESTAURANTS and hospitality businesses that are experiencing unprecedented challenges during the COVID-19 pandemic will be provided with immediate relief from the fees charged by food delivery companies, the Province announced on Tuesday.

“Local restaurants and businesses play a vital role in our communities, and they have experienced a significant decline in sales and traffic due to the COVID-19 pandemic,” said Mike Farnworth, Minister of Public Safety and Solicitor General.

“Capping food service delivery fees is another way our government is providing immediate relief to our local businesses to ensure they

can focus on retaining staff and keeping their business running.”

An Emergency Program Act (EPA) order has been created to place a temporary cap on fees charged to restaurants from food delivery companies to 15%. An additional cap of 5% is also included for other related fees associated with use of the service, such as online ordering and processing fees.

This will ensure that companies cannot shift their delivery costs to other fees.

“The pandemic has had a significant impact on the restaurant industry, leaving many owners to find safe and sustainable ways to keep their business operating,” said Ravi Kahlon,

Minister of Jobs, Economic Recovery and Innovation.

“This includes moving their menus online to accommodate the surge in home delivery. To help support B.C. restaurants, this temporary cap on food delivery fees is further action our government has taken to aid local restaurants and keep more British Columbians employed.”

The EPA order, which was made on December 22, will be in place until three months after the Provincial State of Emergency is lifted.

Following consultation with stakeholders, including meetings with Adam Walker, Parliamentary Secretary for the New Economy, the Province has ensured the or-

der will exempt small delivery service businesses that are often locally based. The EPA order will also ensure that delivery companies cannot reduce compensation or retain gratuities from their drivers, allowing workers to be paid their regular wages.

“In consultations, I was encouraged to hear from food delivery companies who expressed support for a fee cap that has no impact on driver wages,” Walker said.

“During this time, we all understand the need to strike a balance between supporting businesses in the new economy while still ensuring that delivery drivers are fairly compensated for the work they do.”

The EPA order will be implemented on Sunday, December 27 to allow companies to adjust to the new rules.

Surrey City Council passes two bylaws to make for a greener city

IN the final regular Council meeting of 2020, Surrey City Council approved two bylaws that will make for a positive environmental impact on the City.

Amendments to the Surrey Tree Protection Bylaw will see penalties substantially increased for the illegal cutting of specimen quality trees from $2,000 to $5,000 and for protected trees from $1,000 to $3,000. The penalty for an offence related to a significant tree has also been increased from $10,000 to $20,000. The fines are per offence.

Council has also approved the Plastic Bans and Single-Use Items Bylaw which calls for the ban of plastic shopping bags, foam cups and foam take-out containers.

“While much of the focus of 2020 has been on fighting COVID-19, with a new year almost upon us, there is much hope that a return to normal is on the horizon,” said Surrey Mayor Doug McCallum. “That is why Council is renewing its focus on our environment. The bylaws that were passed at Council’s final meeting of 2020 is a precursor of the priorities we will be placing on bettering Surrey’s environment in the new year.”

Cannabis-infused potato chips, anyone?

A three-month drug trafficking investigation has resulted in a significant cannabis seizure, which uniquely included cannabis-infused potato chips.

In September, the Surrey RCMP Drug Unit began a proactive investigation into a drug trafficking operation at a residence in the 13400-block of Central

Avenue. As the investigation progressed, officers gathered evidence consistent with the sale and distribution of cannabis products.

On December 17, a search warrant under the Cannabis Act was obtained. The following were among the items seized during the execution of the search war-

rant: * Approximately 800 onegram packets of cannabis shatter * Approximately 300 grams of bulk cannabis shatter * 10 lbs of bulk cannabis bud * 3.5 lbs of packaged cannabis * Approximately 1 lb of bulk cannabis butter

* 20 vials containing suspected THC distillate and a synthetic compound suspected to be W-18 * 345 THC vape pens * 44 packages of THC gummies * 3 packages of THC potato chips * 1 lb of psilocybin mushrooms * 1 ounce of bulk MDMA * Approximately $5,000 cash Four men were initially arrested and later released pending further investigation. The men are known to police and one of the individuals has ties to the Lower Mainland gang conflict.

“This is a good reminder that not only is it illegal for an unauthorized dealer to sell cannabis, it is also illegal to purchase cannabis from an unauthorized dealer, regardless if

the purchase is in-store, online or in-person,” says Inspector Mike Hall, Surrey RCMP Proactive Enforcement Officer.

“Parents should also be aware that cannabis can be inconspicuously consumed through an unassuming product like potato chips,” Hall adds. “Illegal cannabis products are not regulated and therefore may contain harmful ad-

ditives.”

DON’T CALL 9-1-1 FOR COVID-19-RELATED MATTERS

E-COMM says it continues to see an influx of calls related to COVID-19, particularly over the weekends, as many callers look to report house parties, their neighbours having guests or concerns about businesses not adhering to public health orders such as restaurants serving alcohol past 10 p.m.

It says in a press statement: “It’s important to remember that these calls do not belong on 9-1-1 as they tie up important resources from people who may be experiencing life or death emergencies. Instead of dialing 9-1-1, callers look-

ing to report concerns related to COVID restrictions should reach out to their local bylaw office or call their local police non-emergency number, if their bylaw office is unavailable. In Vancouver, you can make these reports by calling 3-11 or using the VanConnect app. A list of police and fire non-emergency numbers in B.C. is available at nonemergency.ca.”

It added: “Unfortunately, we are also seeing more callers taking out their frustrations on our staff. Our call takers need to help first responders determine

B.C. commits $105 million to support tourism sector THE Government of British Columbia announced on Tuesday that it is responding to the recommendations of the Tourism Task Force by creating a dedicated relief funding stream to quickly support people and businesses in B.C.’s tourism sector.

“This has been the most challenging year that people working in the tourism sector have ever faced, and while news about vaccines arriving in British Columbia give us reason to be hopeful, we aren’t through this storm yet,” said Melanie Mark, Minister of Tourism, Arts, Culture and Sport. “This dedicated relief funding for the tourism sector will help people get through these next few months so we can welcome visitors back to our beautiful province once it’s safe to do so.”

Within days of receiving the final report, the Province acted on the task force’s recommendations by committing $100 million in dedicated relief funding for the tourism sector. In addition, the Province

is also allocating $5 million to Indigenous Tourism BC to administer relief grant funding targeted for Indigenous businesses.

The Province said that Indigenous tourism is one of the fastest-growing segments of B.C.’s tourism industry. However, Indigenous businesses often face additional challenges that may impact their ability to recover, such as barriers to accessing financing and operating in remote locations where connectivity and business services may be limited. In the spirit of reconciliation, government will work in partnership with Indigenous Tourism BC in the weeks ahead on an Indigenous-led funding program specifically designed for Indigenous tourism operators.

“This year has tested the resilience of the tourism industry. It has been a time for the sector to come together. We thank the Province for its ongoing partnership to see Indigenous Tourism BC through to the other side of the impacts of the pan-

demic,” said Brenda Baptiste, Chair, Indigenous Tourism BC. “Indigenous Tourism BC continues to support Indigenous peoples, tourism, business and community through dedicated relief funds. We are committed to a stronger Indigenous tourism sector than ever before.”

The $100-million dedicated relief funding for the tourism sector will be delivered through the existing Small and MediumSized Business Recovery Grant program.

Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation, has met with tourism and hospitality stakeholders, including members of the Tourism Task Force.

“We know how deeply businesses have been impacted by the restrictions in place to keep our communities safe from COVID-19,” Kahlon said. “Working with business owners and stakeholders, we’ve adjusted the application criteria and enhanced the supports for tourism busi-

nesses so they can continue to support their employees, address operating costs and be ready to welcome visitors again as soon as it’s safe to travel.”

The ministry has simplified the application process and streamlined the criteria, making it easier for all businesses to qualify for grants, particularly those in the hard-hit tourism sector. Tourism businesses will now be eligible for up to $45,000, an increase compared to the previous maximum of $40,000, due to a boost in the additional funds now available to help the sector recover.

“On behalf of the Tourism Task Force, I want to thank the Government of British Columbia for its response to the recommendations set out in our report,” said Tamara Vrooman, Task Force Chair, and President and CEO of the Vancouver Airport Authority. “COVID-19 has had a severe impact on our tourism industry and we are confident the funding bridge will provide immediate relief to keep businesses open. This is a good first step to ensure we are well-positioned for recovery when we can once again welcome visitors to British Columbia.”

Adjustments to the Small and MediumSized Business Recovery Grant Program have already been implemented and the Indigenous tourism relief grant program will launch early in the New Year.

“We are all struggling, like almost all small businesses are right now, and this grant might make the difference to many of us whether or not we make it through this pandemic,” said Mike Willie, owner/operator, Sea Wolf Adventures. “It is important for many reasons that Indigenous peoples participate in the mainstream economy as business owners and innovators, and it provides not only economic opportunities for our communities and entrepreneurs, but can influence change politically, socially and economically. Grant program now accessible to more B.C. businesses THE B.C. government announced on Monday that it has enhanced the Small and Medium-Sized Business Recovery Grant program to make it easier for businesses to qualify and has increased support for those in the hard-hit tourism sector.

The program is part of StrongerBC: BC’s Economic Recovery Plan.

The plan outlines the latest steps the Government of British Columbia is taking to help people, businesses and communities come out of COVID-19 stronger and better prepared.

“We know that small businesses are struggling as they contend with the challenges of operating during a global health pandemic,” said Ravi Kahlon, B.C.’s Minister of Jobs, Economic Recovery and Innovation. “While many businesses have benefited from our government’s supports and programs, we wanted to do more.

As part of our government’s commitment to an economic recovery for all British Columbians, we developed the recovery grant program for businesses. We recently

Ravi Kahlon engaged stakeholders, listened to their ideas and responded quickly to adjust this program. Now, more businesses can access this muchneeded funding.”

Adjustments made to the Small and Medium-Sized Business Recovery Grant program include a streamlined application process and simplified criteria. For example, the criteria has been expanded from a minimum revenue drop of 50% to a drop of 30%.

This change will allow more businesses to be eligible. Additionally, the previous three-year operation requirement has been reduced to

18 months. This means businesses only need to have been in operation nine months before the pandemic to apply for the grant.

Businesses impacted by the pandemic will be eligible to receive a grant up to $30,000. The grant for the tourism sector has been increased, meaning those hardesthit businesses in the tourism sector will be eligible for a grant up to $45,000.

The changes to the Small and Medium-Sized Business Recovery Grant program were made in consultation with industry associations and business groups that represent the small and mediumsized business community.

“B.C. restaurants need the support of government to get through the significant impacts of COVID-19 on our industry,” said Ian Tostenson, president and CEO, BC Restaurant and Foodservices Association.

“Helping business owners pivot and get through this tough time is essential. We are grateful for the revisions to the grant program and the support it offers to businesses facing financial pressures.”

Canada Revenue Agency launches Canada Emergency Wage Subsidy Registry THE federal government says it introduced the Canada Emergency Wage Subsidy (CEWS) to protect Canadians’ jobs and support businesses throughout the pandemic. The wage subsidy has protected more than 4 million jobs across the country, giving millions of Canadian families certainty about their next paycheque.

Unanimously supported by Parliament, as of December 13, the wage subsidy has provided more than $54 billion in support to over 368,000 businesses, non-profits, and charities across the Canadian economy.

The program provides the rapid, broadbased support Canadians continue to need as we fight COVID-19.

The government says that as part of its ongoing commitment to transparency,

the Canada Revenue Agency (CRA) on Monday launched the Canada Emergency Wage Subsidy Registry. This web page allows Canadians to identify which employers are using the wage subsidy to support jobs.

The wage subsidy can only be claimed for employee remuneration by eligible organizations that have experienced a drop in revenue. The wage subsidy eligibility criteria are built into the application process and subject to verification by the CRA. Penalties for non-compliance with program parameters can include repayment of the wage subsidy, an additional 25 per cent penalty, and potentially imprisonment in cases of fraud.

In order to support Canadian workers and businesses through the second wave of the pandemic, the maximum subsidy rate has increased to 75 per cent until March 13, 2021, for those organizations most severely impacted by the pandemic.

Analysis in the Fall Economic Statement

demonstrates that government support measures offset about half of the negative economic effects of the pandemic on the unemployment rate. This support has helped Canada to recover almost eight in 10 of the lost jobs, compared to just over half in the United States.

Sole proprietors have been filtered out of the published registry in order to protect their personal information.

The BC Coroners Service reports 153 suspected drug toxicity deaths in November 2020, an 89% increase over November 2019 (81), and a 7% decrease over the number of deaths in October 2020 (164). Lapointe said. â&#x20AC;&#x153;Ensuring access to critical harm reduction measures including naloxone, supervised consumption sites, overdose prevention sites and drug checking services are essential if we want to prevent future deaths. Providing those with substance use disorder access to pharmaceutical alternatives will be of immense benefit to reduce the harms and suffering resulting from the â&#x20AC;&#x2DC;for-profitâ&#x20AC;&#x2122; illicit drug market. Additionally, as recommended by coronersâ&#x20AC;&#x2122; inquest juries and death review panels, an accessible, evidence-based and accountable treatment and recovery system is desperately needed to support those seeking these supports on their path to wellness.â&#x20AC;?

Key preliminary findings of these drug death reports follow. Data are subject to change: * In November 2020, there were 153 suspected illicit drug toxicity deaths. This represents an 89% increase over the number of deaths in November 2019 (81) and a 7% decrease over the number of deaths in October 2020 (164). * The number of illicit drug toxicity deaths in November 2020 equals about 5.1 deaths per day. * In 2020, 70% of those dying were aged 30 to 59. Males have accounted for 81% of deaths in 2020 to date. * The townships experiencing the highest number of illicit drug toxicity deaths in 2020 are Vancouver, Surrey and Victoria. * Illicit drug toxicity death rates in males continued to increase in November 2020 while female rates have declined from October. * Illicit drug toxicity death rates among individuals aged 19 to 59 have been trending downward over several months. However, rates among those aged 60 and over have been trending upward. Rates among those under 18 remain low. * Island Health illicit drug toxicity death rates have been trending downward over the past several months. However, all other health authority rates remain high. * Fentanyl or its analogues have continued to be detected in over 80% of illicit drug toxicity deaths in 2020. Cocaine and methamphetamine are the next most commonly detected drugs. * In 2020, 55% of illicit drug toxicity deaths have occurred in private residences. * No deaths have been reported at supervised consumption or drug overdose prevention sites.

SHEILA Malcolmson, Minister of Mental Health and Addictions, said in a statement: â&#x20AC;&#x153;We are facing a double tragedy in British Columbia and across Canada, where the COVID-19 pandemic has amplified the effects of the overdose crisis and made everything worse. Heartbreakingly, 153 people lost their lives in November due to a dramatically more toxic drug supply in B.C. These are our parents, children, friends and neighbours in communities across B.C. â&#x20AC;&#x153;Before the pandemic, my predecessor, Judy Darcy, along with our front-line partners, did hard work to start building a system that brought overdose deaths down for the first time since 2012. COVID-19 has set us back with a dramatic spike in drug toxicity. I am committed to building on our unrelenting response to the overdose crisis, finding new ways to separate people from the poisoned drug supply, building more treatment and recovery beds, and moving forward on decriminalization to reduce stigma. â&#x20AC;&#x153;Just as there are many paths into addiction and mental health challenges, there are also many paths out. Fraser Health’s tips to stay mentally well during COVID-19 MANY sacrifices are being made during the pandemic to help bend the curve of COVID-19. This prolonged period of physical distancing and social disconnection, especially during the holiday season, has left many stressed and lonely.

“It’s normal to feel anxious and afraid. Some of us are struggling more than others.

We have to recognize that none of us are the same person we were prior to the pandemic,” says Dr. Marietta Van Den Berg, psychiatrist and physician quality lead for Fraser Health. “But, we have to remember we are not the first generation to experience a pandemic, crisis or war, and we will get through this together.”

The pandemic and these measures will not last forever but during this time, Fraser Health physicians have a few tips to help you stay mentally well.

Stay connected Maintaining social connections with people important to us is vital. When those connections cease, there is a profound sense of sadness and loss which can lead to depression and thoughts of suicide.

Social isolation cuts across all demographic boundaries, but those most affected include seniors in long term care and assisted living, families that are separated, and the unemployed, under-employed and those

who don’t have permanent homes. “We are social beings and we need to stay connected in any way possible, whether it’s by telephone, virtually, in person with physical distancing or by other means,” says Dr. Anson Koo, Fraser Health’s Medical Director for Mental Health and Substance Use. Connecting with ourselves as individuals is also a key piece of self care. Listen to your body. A sinking feeling in the chest or tense shoulders may be a signal that something is wrong emotionally. Be mindful of jumping to worst-case scenarios, overreacting and being overly negative.

Pace yourself

Having the capacity to care for ourselves and others involves pacing. We need to be ruthlessly frank about what we can and cannot do. The chronic stress of the pandemic has fatigued us, and we need to balance the need to push ourselves to do what we need to, but also take a break.

Rest Taking an emotional break or resting looks different for everyone. Some people get mental relief from running or exercise, while others are content reading a book, looking out a window, enjoying music or chatting with friends. Find what works for you and incorporate it into your daily routine

as often as possible.

Have hope We can find bits of hope everyday, even in small doses.

For example, we can pledge to comfort someone or get through the work day without any problems. “The vaccine gives us hope,” says Dr. Van Den Berg. “Remember that everything ends, difficult feelings, wars and pandemics, they all end.”

K-12 COVID-19 federal funding used to hire new staff, increase cleaning SCHOOL districts are investing in additional staff time and cleaning to keep schools safe and support student learning with the first instalment of federal funding for B.C.’s K-12 COVID-19 response, the Province announced on Monday.

School districts hired 1,868 new staff, purchased almost 2.5 million pieces of personal protective equipment (PPE), installed or upgraded more than 5,800 hand hygiene or washing stations, and upgraded 45,283 air or ventilation filters.

The 1,868 new positions created include: * 968 additional teachers and 1,014,250 more staff hours; * 252 additional educational assistants and 228,491 more staff hours;

* 403 additional custodial staff and 575,885 more staff hours; and * 244 other additional staff positions, such as school counsellors, bus drivers or administrative staff, and 202,744 more staff hours.

The federal government announced $242.4 million in one-time funding for B.C.’s K-12 COVID-19 response, with the first half – $121.2 million – allocated between September and the end of the calendar year. The ministry allocated $101.1 million to public school districts and $8 million for independent schools at the beginning of the school year, and $12.1 million in federal funding was reserved for emerging needs.

The second instalment of $121.2 million in federal funding is expected to be available in January 2021.

The federal funding builds on the $45.6 million in one-time funding provided through the Province’s COVID-19-specific investment in education.

Illegally parked vehicle leads to arrest of fugitive, and seizure of illegal firearm and drugs

AN illegally parked vehicle that was spotted by a member of the Uniform Gang Enforcement Team (UGET) of the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) led to the arrest of 40-year-old Keith Alcock, who was wanted on a Canada-wide warrant,

along with the seizure of an illegal firearm and drugs believed to be crystal methamphetamine, cocaine and fentanyl.

On Friday, December 18, CFSEU-BC’s Uniform Gang Enforcement Team was on patrol in the 20400-block of 88th Avenue in Langley, when an alert officer no-

ticed an unoccupied vehicle illegally parked. The officer confirmed that the vehicle was registered to Alcock, currently serving a sevenyear, eight-month sentence for armed robbery, robbery with a firearm, and other offences including breach of probation.

Gang Enforcement Team officers attended the scene and while they were watching the vehicle, the first officer went into a local business to inquire if the owner of the vehicle was there.

While the officer was inside the business, Alcock returned to his vehicle, where he was identified and arrested by the waiting officers.

He was arrested without incident. Incident to his arrest, officers located drugs secreted in his clothing, as well as in his vehicle, along with an illegal firearm.

The drugs have been sent for testing and additional charges against Alcock are pending. He has been returned to jail to finish serving his current sentence.

A new strain of coronavirus first detected in the UK has prompted dozens of travel bans and widespread concern about what this means for the world.

While scientists dig deeper, here’s what this new strain means for you: Why is this strain important?

The new variant has a series of mutations, the US Centers for Disease Control and Prevention said.

“Based on these mutations, this variant strain has been predicted to potentially be more rapidly transmissible than other circulating strains of SARS-CoV-2” -- the scientific name for the novel coronavirus, the CDC said.

England’s Chief Medical Officer Chris Whitty said Saturday the new strain “can spread more quickly” and was responsible for 60% of new infections in London.

On Monday, an epidemiologist from the World Health Organization said, “We are hearing that it could spread up to 70% faster.”

“What they’re seeing is that the reproduction number -- so this is the number of individuals that an infected person transmits to -- has increased from 1.1 to 1.5,” said Maria Van Kerkhove, the WHO’s technical lead for Covid-19.

“I just want to put into context this up-to-70% increase.”

Van Kerkhove said it’s not yet clear whether that increase “is associated with the variant itself,” or if it’s due to human behavior.

What does this new coronavirus strain mean for you?

So far, “there is no evidence that this variant causes more severe illness or increased risk of death,” the CDC said Tuesday.

But a strain that spreads faster could lead to more infections, which in turn might lead to more hospitalizations and deaths.

Where is this strain now?

Outside the UK, this strain has been detected in countries such as Denmark, Belgium, the Netherlands, Italy and Australia. A similar but separate variant also has been identified in South Africa.

As of Tuesday, the strain “has not been identified through sequencing efforts in the United States, although viruses have only been sequenced from about 51,000 of the 17 million US cases,” the CDC said.

“Given the small fraction of US infections that have been sequenced, the variant could already be in the United States without having been detected.”

Epidemiologist Dr. Celine Gounder said she thinks this strain is already in the US because it’s been circulating in the UK for months before this recent surge.

Public Health England said backward tracing (using genetic evidence) suggests the strain first emerged in England in September.

It then circulated in very low levels until mid-November.

“Because this virus has been circulating for some period of time in the UK already, the cat’s out of the

bag,” Gounder said. “It has spread elsewhere, including the United States.”

Who’s getting infected the most with this strain?

“Most COVID-19 cases from whom this variant has been identified have occurred in people under 60 years of age,” the World Health Organization said Tuesday.

That can be problematic because “when people are asymptomatic, they usually are under age 60,” CNN Senior Medical Correspondent Elizabeth Cohen said.

“So that may be why this is spreading so quickly -- or part of the reason -- is that many of these people aren’t showing symptoms, so they’re running around and spreading it.”

Of course, people can be contagious for days before they get symptoms. And some young people suffer long-term effects from Covid-19, too.

While severe illness from Covid-19 is relatively rare in children, “there is a hint is that [the new strain] ... has a higher propensity to infect children,” said scientist Neil Ferguson, a member of the UK’s New and Emerging Respiratory Virus Threats Advisory Group (NERVTAG), But he said more data is needed.

How do I protect myself from this new strain?

This new strain means “we have to

work a little bit harder about preventing the spread,” Van Kerkhove said.

Gounder agreed. “What we really need to be doing is focusing on the things we know will prevent spread of this new variant -which is the same thing that works against spread of the coronavirus in general,” she said.

“That is masks, social distancing.”

Will vaccines work against this new strain?

Both the Pfizer/BioNTech vaccine and the Moderna vaccine have shown efficacy rates of around 95% in clinical trials. But now many wonder if the vaccines would work on variant strains on the virus -- like the one spreading rapidly in the UK. Pfizer and Moderna said they’re testing their vaccines to see if they work against the UK-based strain.

The new strain could mean more people will need to get vaccinated to achieve herd immunity, BioNTech CEO Ugur Sahin said Tuesday.

“On the topic of herd immunity, there is always the discussion about 60% to 70%,” Sahin said.

“But if the virus becomes more efficient in infecting people, we might need even a high vaccination rate to ensure that normal life can continue without interruption.”

The novel coronavirus has mutated before, and both vaccines have worked against variations of the virus.

“Up to now, I don’t think there has been a single variant that would be resistant to the vaccine,” Moncef Slaoui, chief science adviser for Operation Warp Speed, said Sunday.

“We can’t exclude it, but it’s not there now.”

Scientists at the Walter Reed Army Institute of Research are examining the variant and expect to know in the next few days whether vaccines might not work against it.

How does this strain impact travel?

At least 24 countries are now banning passenger travel from the UK, including Canada, Russia, Chile, Italy, Iran and Sweden.

So far there are no plans for the US to enact a travel ban against the UK, US Assistant Secretary for Health Adm. Brett Giroir said Monday.

British Airways, Delta Airlines and Virgin Atlantic have agreed to require passengers get tested for Covid-19 before boarding planes from the UK to New York, Gov. Andrew Cuomo said.

But some health experts say Americans shouldn’t be traveling anyway because new Covid-19 hospitalizations and deaths are soaring -- and it’s easy to infect loved ones without realizing it.

“This is really not the time to be traveling,” Gounder said.

Property tax hike of 5% proposed as part of City of Vancouver budget

VANCOUVER -- After considering three options for possible tax hikes next year, city staff are recommending Vancouver property owners pay five per cent more next year.

Earlier this month, a staff report proposed three options for next yearâ&#x20AC;&#x2122;s increase: three per cent, 4.3 per cent, and five per cent.

Staff said it would take a 12 per cent hike to truly balance the 2021 balance, but instead, the city plans to transfer $57 million from its reserves to keep the increase lower.

Staff said the lowest hike would likely result in major service impacts and layoffs, including to first responders like police officers and firefighters. The middle option would see fewer council priorities being met, but some would still be able to go ahead. The highest option â&#x20AC;&#x201C; which council will be voting on â&#x20AC;&#x201C; would involve deferring some capital projects, but will allow more of the councilâ&#x20AC;&#x2122;s priorities to be met.

Among those priorities are housing affordability, the local economy, â&#x20AC;&#x153;critical social issuesâ&#x20AC;? (including an increase in hate crime), and climate change.

In a statement Tuesday, the city offered estimates of how much more per year homeowners may pay, based on average property values.

According to those estimates, a condo or strata unit owner can expect to pay about $64 more.

Owners of single-family homes may pay an additional $146, while owners of business properties would pay an additional $166.

The estimates are based on condos assessed at

$688,000, houses assessed at $1.6 million and businesses assessed at $1 million.

Property ownersâ&#x20AC;&#x2122; actual bills will be based on their individual assessments, as well as the assessments of properties in their area.

If approved, property taxes will make up 59 per cent of the cityâ&#x20AC;&#x2122;s operating revenues next year, an overview of the budget suggests.

The city report says 55 per cent of last yearâ&#x20AC;&#x2122;s revenues came from property taxes. Staff say the city will draw more on property taxes next year because of an anticipated decline in other sources.

The rest of the $1.599 billion comes from utility fees (21 per cent); licence and developing fees (five per cent); parking (four per cent); cost recoveries, grants and donations (four per cent); program fees (two per cent); rental lease and â&#x20AC;&#x153;otherâ&#x20AC;? (two per cent); and bylaw fines, investment income and revenue sharing (one per cent each). The majority of the money goes toward police, fire and utilities, but it also covers parks and recreation, library expenses, community services, city planning and more.

The budget will be considered at a meeting on Dec. 1. Throughout the pandemic, Vancouver Mayor Kennedy Stewart has asked for help from the federal government to keep the city afloat as it dealt with the unexpected costs associated with COVID-19.

Recently, the mayor said heâ&#x20AC;&#x2122;d been expecting $60 million, and was â&#x20AC;&#x153;gobsmackedâ&#x20AC;? heâ&#x20AC;&#x2122;d only get $16 million from Ottawa.

Unsolved Crime: Assault Date: October 31, 2020 Location: Vancouver, B.C.

Vancouver Police are appealing for witnesses to a Halloween stabbing at East Vancouver's Empire Field, which left a 31-year-old man fighting for life in hospital. Police believe the victim, a Vancouver resident, was with friends inside Leeside Skatepark – a large skateboard tunnel at the south end of Empire Field – on October 31. He was assaulted during a fight at around 10:30 p.m. between two big groups near the soccer field, just east of Playland. He was struck in the head by a white male in his 20s, who was wearing a Ghostbusters Halloween costume. A second altercation between the groups occurred around 11:45 p.m. near the public washrooms at the soccer field. Police believe that's when the victim was stabbed multiple times in the torso by a different white male in his 20s. The suspect was wearing black and carrying a distinctive red- and white-striped shoulder bag. The victim collapsed a short distance from the park. He was rushed to hospital, where he remained for several days.

Ready to restart talks but govt must stop defaming protests: Farmers New Delhi (IANS): The Sanyukt Kisan Morcha (coordination committee of the farmer unions) on Wednesday responded to the proposal sent by the central government, saying they are ready to talk but the government must stop defaming their protest movement.

“We want to assure you that the protesting farmers and farmers’ organisations are ready for talks with the government and are waiting for when the government should proceed with this open mind and clear intention,” a letter addressed to the Joint Secretary, Ministry of Agriculture from the unions said.

“You (Government) are requested to send a concrete proposal in writing instead of repeating the rejected proposals for such baseless amendments so that it can be made an agenda and talks can be restarted at the earliest,” the Sanyukt Kisan Morcha said.

The letter further stated that it is not hidden from anyone that the government is trying to portray the “peaceful, grass-rooted and lawful struggle” of the farmers of the entire country as “separatists and extremists” and paint their protest in sectarian and regional colours and portray them in

absurd and irrational forms.

“The truth is that the farmers have negotiated cleanly, but the government has resorted to such tricks,” the letter read.

Six rounds of talks have already taken place between the farmer leaders and the government but the same didn’t bear any result.

The farmers are protesting against the Farmers (Empowerment and Protection) Agreement of Price Assurance and Farm Services Act, 2020; Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020 and The Essential Commodities (Amendment) Act 2020.

The laws allow farmers to sell their produce at places apart from their designated APMC markets.

They also aim at allowing contract farming under which farmers can enter into supply agreements with private firms for remunerative and pre-decided prices.

However, the farmers believe the new farm laws would pave the way for the dismantling of the minimum support price system (MSP), leaving them at the mercy of big corporates.

Bikers roar in support of farmers at Singhu Border New Delhi (IANS): While the farmers agitation against the three new agricultural laws is about to complete a month, three biker groups in order to express their solidarity with the protesting farmers visited the Singhu border on Sunday.

Three biker groups - Punjab Enfield Generation (PEG), Muchchad Gang and Low Beam Riders - came donning their riding gears on their Royal Enfield, Harley Davidson and other cruiser bikes to extend their support to the farmers.

Gurpreet Singh, who is a skating coach in Ludhiana and a member of Punjab Enfield Generation (PEG), said the purpose to come in the protest was to extend solidarity to the farmers and do Sewa.

“It is our duty to help our farmers. We have come in different groups and are providing medicines, blankets etc. We are trying to be helping hands,” he added.

Punjab commission agents go on strike over tax raids Chandigarh (IANS): Commission agents, locally known as ‘arhtiyas’, went on a four-day strike in Punjab on Tuesday in protest against the ‘intimidatory’ raids by the Income Tax Department on them for supporting the farmers’ agitation against the Central farm laws.

The state has two federations -- the Punjab Arhtiyas Association led by Ravinder Singh Cheema and the Federation of Arhtiyas led by Vijay Kalra -- and both went on strike.

They said the tax raids have been conducted on the ‘arhtiyas’ for expressing solidarity with the farmers’ protest at the Delhi borders.

“All the arhtiyas will keep their shops shut in the protest against the revengeful act of the Central government towards them for supporting the farmers’ agitation,”

Cheema said.

According to the Punjab government, 14 prominent arhtiyas in the state have received tax notices.

Chief Minister Amarinder Singh on December 19 castigated the Centre for its intimidatory tactics against the commission agents supporting the agitating farmers.

He warned that such draconian measures will further aggravate the angst of the people against the BJP-led Central government.

Terming the clearly motivated Income Tax raids as an obvious pressure tactic to curb their democratic rights and freedom, Amarinder Singh said these oppressive actions will go against the ruling BJP. Qawwals, other artistes voice support to protesting farmers

New Delhi (IANS): With the protest by farmers on the Delhi borders continuing for nearly a month now, more and more artistes are coming out in their support. Wellknown qawwali singers Sabri Sufi Brothers and other artistes visited the Singhu entry point and voiced their support to

the farmers.

The Sabri Sufi Brothers reached the Singhu border on Sunday and also distributed food items and blankets to the farmers protesting in the bone-chilling cold. They were accompanied by singer Pinky Paras, artistes Kamsar Hayat Nizami and Naushad Baba

from Ajmer Sharif dargah at Sarwar in Rajasthan. â&#x20AC;&#x153;We have come to the Singhu border to extend our support to the protesting farmers. The farmers are camping on the roads in such shivering cold. We have distributed 1,500 blankets to the farmers as well as 1,500 packets of food items,â&#x20AC;? a statement on behalf of the Sabri Sufi Brothers IANS said.

It is not the first time that artistes have come out in support of the farmers from Punjab, Haryana and other states. Earlier, famous Punjab singer and actor Diljit Dosanjh, Bollywood actress Swara Bhaskar and famous artistes from Haryana and other parts of the country had also extended support.

Grenades, AK-47, ammunition recovered in Punjab in incident involving Pakistani drone Chandigarh (IANS): Five days after busting a drone module, Punjab Police have seized 11 Arges 84 hand-grenades dropped on the night of December 19 by a drone launched from Pakistan, which was engaged and shot at jointly by police and Border Security Force (BSF) close to the border in Gurdaspur district.

The shocking seizures came even as a police team, investigating the December 14 drone module case of Amritsar (Rural) district, arrested two Delhi-based suppliers of drones, taking the total number of arrests in the case to eight, including the four jailed smugglers who were found connected with the case.

Four drones, one partially constructed drone, video transmitter system, drone hardware and other crucial evidence have been recovered in the case, in which investigations so far have revealed key linkages between Pakistan-based entities, who were actively involved in the latest drone module as well as the earlier two modules.

Further technical analysis and investigation is being conducted to unravel the nexus of the accused with Pakistan-based smugglers, including their links with militant outfits.

Revealing details of the incident which took place on Saturday night, Director General of Police (DGP) Dinkar Gupta said Punjab Police mounted a search operation after receiving information from the BSF about drone movement across the Indo-Pak border in Gurdaspur district.

BSF personnel deployed in the Gurdaspur sector had noticed a Pakistan drone entering Indian territory around 11.30 p.m., and BSF troops immediately fired multiple shots in an attempt to bring down the drone.

At the same time, the BSF personnel alerted the Gurdaspur police about the incident, and the police immediately reached the area and deployed cops to engage the drone.

On hearing the buzzing sound of the drone, the police personnel also fired multiple shots from AK-47 and self-loading rifles to bring down the drone, which soon disappeared.

The box of hand-grenades had been attached with a wooden frame and lowered from the drone to the ground with a nylon rope.

Austrian in nature, the Arges type HG 84 series anti-personnel fragmentation hand-grenade, is a conventional hand-grenade system designed to inflict massive damage against soft targets within its blast radius, spraying shrapnel out to a distance of 30 metres at speed, said the DGP. The drone was, however, not recovered and it is suspected that it managed to fly back into Pakistan territory after dropping the recovered payload.

LESS than 48 hours later, Punjab Police on Tuesday recovered an AK-47 rifle and a magazine with 30 cartridges, evidently a part of the same consignment that was dropped by the Pakistani drone in the border Gurdaspur district.

The seizure comes amid concerns raised by Chief Minister Amarinder Singh of fresh spurt of efforts by Pakistan-based militants to disturb the border stateâ&#x20AC;&#x2122;s peace.

The Chief Minister had recently also met Union Home Minister Amit Shah in this regard.

According to DGP Gupta, an extensive search operation had been launched by the Gurdaspur police in the area where the drone, which was fired at by the police and the BSF, was sighted.

He said the package containing the assault rifle appeared to have been dropped in the wheat fields in the area of Wazir Chak village in Gurdaspur.

Gupta said the recovered assault rifle and the magazine with 30 cartridges had also been attached with a wooden frame and lowered from the drone with a nylon rope like the hand grenades which were recovered from village Salach on Sunday.

He said this package seemed to be a part of the same consignment, which was dropped by the drone on the night of December 19.

The spot where the assault rifle was found is just about 1.5 km away from the spot from where the hand grenades were recovered, he said.

Gupta said search operations were still continuing as follow-up action.

NIA arrests absconding alleged Khalistani terrorist Nijjar from IGI airport New Delhi (IANS): In a major breakthrough in a case related to a Khalistani module in Pune, the National Investigation Agency (NIA) has arrested absconding alleged Khalistani terrorist Gurjeet Singh Nijjar from the Indira Gandhi International Airport here soon after he arrived from Cyprus where he was in hiding.

An NIA spokesperson said that the arrest was made on Tuesday. The NIA had registered a case on January 10 last year against accused Harpal Singh. During investigation, it was revealed that

social media platforms and had hatched a criminal conspiracy to revive Sikh militancy for the ultimate aim of formation of a separate state of Khalistan, the official said.

“It was also revealed that as part of the conspiracy for a separate Khalistan state, Nijjar, Singh and Khan used to post videos and images praising Jagtar Singh Hawara, a convicted accused in the assassination of former Punjab Chief Minister Beant Singh, besides uploading images and videos of Operation

Blue Star of 1984 and proKhalistani content related to proscribed organisation Babbar Khalsa International (BKI) with the sole intention to motivate likeminded Sikh youth and others to join the Khalistan movement,” the official said.

The official said that it was found that Khan, who was lodged in Delhi’s Tihar Jail from 2013 to 2016, had developed contact with Jagtar Singh Hawara and had shown his willingness to work for him, also sharing his contact number with him.

“Subsequently, Khan sent a friend request to the Facebook ID ‘Khalistani Jindabad Khalistan’ from his Facebook account. By joining this Facebook group, Khan came in contact with Harpal Singh and Nijjar,” the official said.

Nijjar motivated Khan by discussing about the alleged atrocities committed against the Muslims and Sikhs in India and convinced him to work for a separate Khalistan state, the official said.

The official also said that as part of the conspiracy, Nijjar directed Khan to purchase

a pistol and ammunition in 2018 and to carry out their nefarious designs.

The NIA had filed a chargesheet against Nijjar, Singh, Khan and Sundar Pal Parashar on May 23 last year in a NIA special court.

Nijjar, a resident of Amritsar, left India on October 19, 2017 for Cyprus in Europe, following which a look-out circular was issued against him.

The official said that his transit custody shall be obtained and he shall be taken to Mumbai for further investigation.

Nepal Prime Ministert Oli removed as parliamentary party leader Kathmandu (IANS): Nepal Prime Minister K.P. Sharma Oli has been removed as the parliamentary leader of Nepal Communist Party amid an internal turbulence within the Himalayan nation’s ruling party that has triggered a fresh political crisis.

Oli was removed from the position following a meeting between Pushpa Kamal Dahal, also known as Prachanda, and Madhav Kumar Nepal.

The Dahal-Nepal faction has now appointed Prachanda as party’s new parliamentary party leader generally considered as a contender for the top post in the Nepal government.

“Oli has made several mistakes... hence we were compelled to remove him from the party chair and parliamentary party leader,” said Madhav Kumar Nepal while proposing Prachanda’s name as parliamentary party leader.

“If he admits his mistake and apologises, we can consider him to be welcomed again in the party,” Nepal said.

Earlier on Tuesday, a central committee meeting of the Dahal-Nepal faction of the party had expelled Oli as the party’s chairperson while picking senior leader Madhav Kumar Nepal as its other chair-

Fair probe urged into Karima Balochâ&#x20AC;&#x2122;s murder in Canada New Delhi (IANS): An alleged killing of human rights activist Karima Baloch in Canadaâ&#x20AC;&#x2122;s Toronto has stirred up debates across the globe with activists demanding a fair investigation.

Further a joint statement by dissident Pakistani groups in Canada has called the death of Karima as a murder and demanded a probe into the incident.

Karima Baloch, an exiled Balochistan activist living in Toronto, went missing on December 20, before she was found dead. People of Balochistan have been fighting for thier Independence from illegal occupation by Pakistan.

She took refuge in Canada in 2016 fleeing the persecution by Pakistani state authorities.

The joint statement over Karimaâ&#x20AC;&#x2122;s death speaks of the possibility of foul play by Pakistan authorities. â&#x20AC;&#x153;Though the Toronto Police has said that the death of Karima Baloch is investigated as a non-criminal death and there are not believed to be any suspicious circumstances, we believe that given the threats to her life by Pakistani authorities because of her political activism, a much thorough investigation into the murder of Karima Baloch is needed,â&#x20AC;? said a joint statement.

He was found dead on April 23, 2019 in north of Stockholm, after remaining missing for more than a month,â&#x20AC;? the statement said.

Karima figured among the the worldâ&#x20AC;&#x2122;s 100 most â&#x20AC;&#x153;inspirational and influentialâ&#x20AC;? women in 2016 by the BBC. During her refuge in Canada, Karima Baloch continued to raise her voice against the human rights abuses in Balochistan by the Pakistani State authorities. â&#x20AC;&#x153;We condemn the murder of Karima Baloch and demand thorough and transparent investigation in her murder. The culprits should be exposed and brought to justice as per the laws of Canada,â&#x20AC;? the statement by the various groups said and called Baloch are one of the most persecuted groups in Pakistan.

Thousands of people have disappeared without trace in Balochistan since 2007.

Pakistan military-led operation was launched in early 2005 aimed at wiping out the uprising by ethnic Baloch groups, who are fighting for a greater share of the provinceâ&#x20AC;&#x2122;s resources.

The dissidents and critics of the Pakistan authorities, who are living in exile are under constant fear with the increasing threats and attacks on them during the exile. â&#x20AC;&#x153;We believe that the international community has a responsibility towards the protection of the exiled activists,â&#x20AC;? the statement said. â&#x20AC;&#x153;While we take immense pride in Canadaâ&#x20AC;&#x2122;s long record of taking courageous
