POLICE sources confirmed to The VOICE on Wednesday that one of the alleged killers of Indian gangster Jimi Sandhu, Matthew Leandre Ovide Dupre, was arrested by Canadian police from Sylvan Lake in Alberta where he lived. There is a lot of secrecy about his situation. (Vancouver Sun’s Kim Bolan was the first to report his arrest on Tuesday.) It seems that Dupre felt more secure to come to Canada and get arrested rather than risk being caught elsewhere. In Canada, he will have the opportunity to challenge extradition to Thailand and drag the case through the court system as long as possible. He must also be aware that gang members associated with Jimi Sandhu’s group will be out to get him. He will probably be more secure in police custody for now. Last week, The VOICE had reported that Canadian police were investigating the conspiracy angle in Sandhu’s murder who was gunned down in Rawai, Phuket, on February 4. The two alleged killers flew from Phuket to Bangkok and left Suvarnabhumi Airport on February 6, with Dupre flying to Amsterdam and Lahrkamp to Frankfurt. Police released their photos to the media that were also posted on our website. Police sources had confirmed to The VOICE that Sandhu still had connections here even after being deported from Canada in early 2016. He had been accused of killing Red Scorpions’ gang leader Matthew Campbell of Abbotsford in January 2014. Sources said he was aligned with the UN Gang that is in conflict with the Brothers Keepers. This was expected to trigger some retaliation in B.C.

Russia and the West. And what about India? Prime Minister Narendra Modi is in a very delicate situation because China claims territory along its border with India. You can be sure that it’s closely watching how India reacts to the situation unfolding in Ukraine. A report from New Delhi on Thursday by Indian news agency IANS said: “Reiterating [to Russian President Vladimir Putin] his long-standing conviction that the differences between Russia and the NATO can only be resolved through honest and sincere dialogue, the Prime Minister [Modi] appealed for an immediate cessation of violence, and called for concerted efforts from all sides to return to the path of diplomatic negotiations and dialogue.” But everyone knows that Putin’s approach to Ukraine has been ‘my way or the highway.’ U.S. Secretary of State Antony J. Blinken spoke with Indian External Affairs Minister Dr. Subrahmanyam Jaishankar on Thursday “to discuss Russia’s premeditated, unprovoked, and unjustified attack on Ukraine” and “stressed the importance of a strong collective response to condemn Russia’s invasion and call for an immediate withdrawal and ceasefire.” So, India will have to take a firm stand one way or the other. Putin is one highly frustrated leader who feels Russia has just not been getting the respect and attention that he thinks his country is entitled to, even as China seems to be increasingly overshadowing Russia. PRIME Minister Justin Trudeau on Thursday spoke with the President of Ukraine, Volodymyr Zelenskyy, to express solidarity and support to the people in Ukraine. Trudeau strongly condemned the

He reiterated that Ukraine’s security is also Europe’s security and that of all democratic states seeking to uphold fundamental principles of international law and state sovereignty. Trudeau reaffirmed Canada’s steadfast support for the sovereignty and territorial integrity of Ukraine. Zelenskyy thanked Trudeau for announcing meaningful and punitive sanctions against those in Russia who are directly responsible for this tragedy or who help support it. Zelenskyy also welcomed recently arrived lethal aid from Canada, noting that two shipments had arrived earlier this week. Trudeau commended the President’s courage and resolve to lead the Ukrainian people through this unprovoked and unjustified attack. The Prime Minister stressed that Russia’s actions are blatant violations of international law, and will not be tolerated. Trudeau committed to follow developments very closely in the coming days, and the two leaders discussed ways in which Canada could continue to support Ukraine in the immediate future.

Hundreds speak out against hate as inquiry reaches mid-point for public participation MORE than 1,700 people who either witnessed or directly experienced a hate incident have participated in an online survey for the inquiry into hate during the pandemic. The inquiry into hate will take the form of a year-long investigation and is the first conducted by an independent human rights commissioner in B.C. British Columbians are sharing stories about being assaulted, verbally abused, threatened online and accosted in grocery stores. People report experiencing an erosion of sense of safety and a growing sense of fear and anxiety. “An important part of what we’ve been hearing is a concern about the normalization of hate. We can’t let this become our new normal,” said B.C.’s Human Rights Commissioner Kasari Govender on Thursday. “While the pandemic has made incidents of hate more visible, many in our communities are working to identify solutions and work towards a different future. By speaking up and sharing their stories with the Inquiry, people are taking a stand against hate. Their participation can help to make change.” Dozens of organizations and groups have made submissions since the inquiry was launched last summer. In particular, Indigenous representatives making presentations to the inquiry shared the disproportionate impact that incidents of hate during the pandemic have had on young people. “We are hearing that young people in Indigenous communities are feeling disenfranchised and deeply impacted by incidents of hate,” said Govender. “Youth across B.C. also appear to be feeling the worst impacts of the pandemic. In recent polling conducted by our Office, 1 in 4 British Columbians have witnessed an incident of hate during the pandemic, but for youth 1824, that number skyrockets to more than 50 per cent.”

Kasari Govender Official photo The intent of the inquiry is to examine hate in all its forms: not only racism and racial hate, but also hate directed at groups on the basis of religion, gender identity, disability, Indigeneity, sexual orientation, poverty, homelessness, or other personal characteristics. British Columbians who have experienced or witnessed a hate incident are urged by the Commissioner to take the survey at bchumanrights.ca/hate-survey before March 6. It is available in 15 languages, by phone at 1-855-412-1933 or with peer support by emailing inquiry@bchumanrights. ca. The information gathered from the surveys and other submissions will guide the Commissioner’s final report and recommendations to address, prevent and eliminate incidents of hate during times of crisis—including the COVID-19 pandemic—and in future. The Commissioner’s recommendations are expected to be released in winter 2022.

Health Canada authorizes Medicago COVID-19 vaccine for adults 18 to 64 years of age HEALTH Canada on Thursday authorized Medicago’s Covifenz COVID-19 vaccine for the prevention of COVID-19 in adults 18 to 64 years of age. After a thorough and independent scientific review of the evidence, the Department has determined that the vaccine meets Health Canada’s stringent safety, efficacy and quality requirements, and that the benefits of this vaccine outweigh the potential risks. This is the first authorized COVID-19 vaccine developed by a Canadian-based company, and the first that uses a plant-based protein technology. Medicago’s Covifenz is authorized as a two-dose regimen of 3.75 micrograms per dose, to be administered 21 days apart.

In clinical trials, the vaccine was found to be 71 per cent effective against symptomatic infection and 100 per cent effective against severe disease caused by COVID-19. These studies were conducted while there were multiple variants in circulation. The data suggest efficacy against multiple variants, including Delta. Clinical trials with Covifenz showed efficacy against the Delta and Gamma variants, and data also suggesting efficacy against Alpha, Lambda and Mu variants. While additional confirmatory data are needed, preliminary and exploratory data shows that Covifenz produces neutralizing antibodies against the Omicron variant. Health Canada has placed terms and condi-

tions on the authorization. Medicago must continue to provide information to Health Canada on the safety and efficacy of the vaccine, including protection against current and emerging variants of concern as soon as it is available The vaccine is authorized for use in adults 18 to 64 years of age, based on the data that was reviewed by Health Canada. There was limited enrolment of participants older than 65 years of age in the clinical trials because a large proportion of older individuals were already vaccinated. Medicago is currently gathering data in older individuals to support regulatory authorization for this age group. In keeping with the Department’s commit-

ment to openness and transparency, Health Canada said it is publishing multiple documents related to its decision, including a highlevel summary of the evidence it reviewed to support the authorization of the vaccine. More detailed information will be available in the coming weeks, including a detailed scientific summary and the full clinical trial results that support the use of this vaccine. Health Canada and the Public Health Agency of Canada will continue to closely monitor the safety of this vaccine, and will take action if any safety concerns are identified. COVID-19 rapid tests for people 70+ to be available at pharmacies PEOPLE aged 70 years and older will soon have access to rapid antigen tests through community pharmacies at no cost. “We started using rapid tests to protect those most vulnerable in our province, including those in long-term care, and now that we have athome rapid tests available, we are expanding that strategy by making them available to all people 70 years and older,” said Dr. Bonnie Henry, Provincial Health Officer, on Wednesday. “This will allow people to quickly test for COVID-19 when they have symptoms so they can keep themselves and their loved ones safe.” This week, the Ministry of Health, in collaboration with the BC Pharmacy Association, is shipping COVID-19 rapid tests to community pharmacies throughout the province. Starting as early as this Friday, February 25, people aged 70 years

tests every 28 days from participating pharmacies at no cost. Individuals must present their personal health number when picking up the kit or, if others are picking up kits on their behalf, in addition to the individual’s name and personal health number, date of birth must also be supplied. “Community pharmacies have played an important role in supporting people in B.C. throughout the COVID-19 pandemic by providing vaccinations and now distributing rapid tests,” said Adrian Dix, Minister of Health. “Our expanded test availability means more people will be able to access rapid tests to use to understand their own symptoms and illness and to take action to limit transmission to their friends, family and work.” Test kits are available to all individuals aged 70 years and older. People should pick up their kits

when they are asymptomatic and use one test at a time when they have symptoms. Guidelines for testing continue to indicate tests should be used for symptomatic individuals. “B.C.’s community pharmacies are a convenient location for eligible patients to pick up their free rapid antigen tests,” said Jamie Wigston, president of the BC Pharmacy Association. B.C. is expecting to receive an additional 12 million tests from the federal government within the next four weeks, which will support the province’s strategy to further distribute tests to members of the broader community. COVID-19 treatment outpatient virtual service launches for those at higher risk A new online assessment tool and virtual service has launched for people to see if they could receive and benefit from COVID-19 anti-viral treatments, the Ministry of Health announced on Wednesday. Two therapeutic treatments for COVID-19 are approved for people with confirmed cases of COVID-19 who are at high risk and who are not in hospital: * Sotrovimab, which must be given through an infusion and requires a visit to a clinic or hospital; and * Paxlovid, which is a course of anti-viral pills

that can be taken at home. These treatments are used to prevent severe illness in people who are at higher risk from COVID-19 and need to be started within five days of developing symptoms to be most effective. These treatments must be prescribed by a health-care provider who helps to determine the risk and benefit for individuals. These treatments are available to: * those who are clinically extremely vulnerable; * those who are over 60, not fully vaccinated and have one or more chronic conditions;

and * those who are over 60, not fully vaccinated and are Indigenous. Four-in-five say they’ve changed food buying habits because of increasing costs: Poll AS rising food prices take a bite out of Canadians’ budgets, new data from the non-profit Angus Reid Institute finds four-in-five changing their household’s menu to keep up. While three-in-five (62%) are eating out less and one-quarter are drinking less alcohol, a significant segment of Canadians are making changes to what they put in their cart to save money as grocery bills rise. Almost half (46%) say they are switching to cheaper brands, one-third (35%) are cutting back on meat and one-in-five (21%) are buying less fresh fruit and vegetables. Inflation isn’t the only factor: Canada’s system of supply management is also pushing prices upwards as new, higher prices for farmers for their milk and butter came into effect on February 1. While Canadians broadly say they support supply management (68% do), there is significant interest in – at minimum – pausing its pricing requirements in the face of increasing food costs. One-quarter (27%) of Canadians say supply management policies should be relaxed in the face of rising grocery bills, while a further third (32%) believe the system should not exist in the first place. Two-in-five (40%) say the system should stay as is even as food prices continue to rise.

Suspicious fire at Vancouver’s Hastings Park damages about 20 vehicles VANCOUVER Police are investigating a suspicious fire that caused thousands of dollars in damage at Hastings Park overnight. VPD officers were patrolling East Vancouver shortly after midnight on Sunday when they discovered a building in flames on the west side of Hastings Park. The officers alerted

Vancouver Fire Rescue Services, which contained the fire. There are no apparent injuries, however, approximately 20 vehicles were damaged. Detectives from VPD’s Major Crime Section are working with VFRS to collect evidence and investigate.

Budget 2022 nothing but recycled slogans and broken promises: B.C. Liberals THE B.C. Liberals on Tuesday said that in Budget 2022, the NDP has failed British Columbians and made no progress on key promises like affordability, proving once again that this government is incapable of turning its words into concrete actions. “Budget 2022 fails to properly address the issues British Columbians really care about — the ones that are on their minds every single day,” said Peter Milobar, BC Liberal Critic for Finance. “From the absence of measures to meaningfully address the rising cost of housing, gas and groceries, to the lack of progress on affordable childcare, and the continued underfunding of needed mental health and addictions supports, Budget 2022 completely misses the mark. People are looking to the NDP government to solve these problems because they repeatedly promised they would. However, after five years in power and so little tangible progress towards

The B.C. Liberals said that in their sixth budget, the NDP have failed to deliver on their promises to British Columbia: * Parents expecting $10-a-day child care will be disappointed by the lack of progress. * The Ministry of Mental Health and Addictions is getting an $8 million increase for public communications and engagement funding, not for new treatment beds or other measures to save lives. * The NDP have added or increased three new taxes: - A brand-new tax on online marketplaces - Increased taxes on used car sales - Increased taxes on the purchase of home heating systems that use fossil fuels. * No sign of the twice-promised annual $400 renters’ rebate. * No relief on the horizon for people trying to buy a home, as prices skyrocket — in fact, the NDP are profiting from the housing market, collecting

more than $3 billion in revenue from home sales last year. * In Budget 2021, the NDP promised Budget 2022 would have a “specific timeline, approach and plan” to balance the budget — it’s nowhere to be found. * The NDP’s StrongerBC Economic Plan has just $11 million in direct funding this year, less than the Premier’s office. “British Columbians were waiting for this second-term NDP government to make their words, slogans, and campaign promises a reality and finally produce real results on affordability,” said Milobar. “Unfortunately, Budget 2022 delivers nothing but the same tired NDP rhetoric, and a 10 per cent raise for NDP cabinet ministers. Greens and MLA for Cowichan Valley. “We heard this NDP government use the right words on climate and inequality, but once again they failed to deliver on the outcomes. Delta Police investigate sexual assault in Tsawwassen DELTA Police are investigating a report of a sexual assault in the area of Diefenbaker Park located at 5400-block of 2nd Avenue on Saturday, February 19. To top it off, Budget 2022 reveals only $2 million has been spent on the much-delayed project to date, which is simply not good enough for B.C.’s fastestgrowing city.” Election promises still missing from an NDP budget include: no funding for a second medical school at SFU’s Surrey campus; no $400 annual renters’ rebate, despite Surrey renters paying $3,228 more per year under the NDP; and no funding for the LangleySurrey SkyTrain line, noted the BC Liberals. “Despite repeated promises from the NDP to eliminate all portables at Surrey schools, the number of portables has increased by 40 per cent under five years of the NDP. Tellingly,

there isn’t a single mention of the word ‘portables’ in the entire budget. The ballooning cost projections for the Massey Tunnel replacement fiasco alone could fund the Surrey School District’s entire capital plan,” said Trevor Halford, MLA for Surrey-White Rock. “It’s also clear the NDP has given up on their $10-a-day child care promise and it’s now more likely that children born when the NDP formed government will be grown up and in high school before they see this government meet its commitment to parents. Whether it’s child care, eliminating portables, building a real hospital, or building a SkyTrain line, the NDP just don’t understand how to get big projects done for the people of Surrey.”

Budget 2022 moves forward Surrey Hospital, Skytrain, and more: NDP THE NDP said on Thursday that BC Budget 2022 makes key investments in Surrey and moves forward the new hospital, new schools, Skytrain expansion, and more. It noted that $1.66 billion is provided for the new Surrey Hospital and Cancer Care Centre with ground breaking slated for 2023 with an opening expected in 2027. Land has been acquired and $2 million has already been spent on preliminary work. It will include 168 in-patient beds, emergency department, medical imaging department, five operating rooms, and state-of-the-art Cancer Centre. (Health Service Plan, p. 26) The NDP pointed out that BC Liberal Leader Kevin Falcon has promised to halt work on the hospital. As Finance Minister in 2012, Falcon initiated the sell-off process that sold land in Surrey that was set aside for the hospital. The NDP also noted that Budget 2022 includes $589.5 million over the next three years for the Surrey-Langley Skytrain. The project will be complete in 2028, two years earlier than origi-

nally planned. It will include eight stations, three bus exchanges, and park and ride spaces. Work is already underway to widen Fraser Highway and relocate utilities. (Budget, p. 71) A new toll-free, eight-lane Massey Tunnel replacement, listed in Budget 2022 as the ‘Fraser River Tunnel Project’, has been allocated $4.1 billion. (p. 76) The NDP pointed out that Falcon has promised to cancel the tunnel and go back to the BC Liberal bridge plan, a project that included tolls. The NDP said that in addition to schools funded in previous budgets, Budget 2022 includes funding for new schools in Surrey, including the Regent Road Elementary School, Snokomish Elementary School, Ta’tula Elementary School, and the completion of Grandview Heights Secondary. (p. 64) Surrey-Cloverdale MLA Mike Starchuk said: “For 16 years, Kevin Falcon’s BC Liberals gave tax breaks to the richest 1% while refusing to properly invest in Surrey and making us pay unfair tolls. Our BC NDP government is delivering for

The New Surrey Hospital and Cancer Centre (NSHCC) will help meet the needs of a growing and aging population in Surrey. The scope of the project includes 168 inpatient beds, emergency department, medical imaging department that includes computed tomography (CT) and magnetic resonance imaging (MRI), surgical suite, pharmacy, laboratory, and academic space. The new cancer centre will include an oncology ambulatory care unit, chemotherapy, radiation therapy, functional imaging including PET/CT, cyclotron, and space for six linear accelerators (five equipped at opening). The scope of the project also includes a childcare centre and underground and surface parking. The new hospital will be designed to achieve zero on-site carbon emissions and will be one of the first hospitals to achieve this status in Canada. Construction is planned to begin in summer 2023 and the new facility is planned to open for patients in summer 2027. The capital cost of the project is estimated at $1.66 billion and is fully funded by the Province. (Health Service Plan, p. 26)

One teen arrested, two injured in assault at Surrey’s Lord Tweedsmuir Secondary AN assault with a weapon has left two teens with injuries at Lord Tweedsmuir Secondary. The suspect, also a teen, has been taken into custody, Surrey RCMP said on Tuesday. On February 22 at 2:39 p.m., Surrey RCMP

frontline officers responded to a report of a stabbing at the schoolgrounds of Lord Tweedsmuir Secondary school located in the 6100-block of 180 Street. Two victims were located and taken to hospital in stable condition with non-life-threatening injuries.

The suspect remained on scene and was taken into custody. Early indications are that this incident stemmed from a dispute between teens who were known to each other. The investigation is active and ongoing.

The Surrey RCMP Youth Unit are engaged and are working with Surrey School District staff to ensure youth, parents and staff, are supported. Surrey RCMP’s General Investigations Unit has taken conduct of the investigation.

B.C. Budget fails to address critical teacher shortages, inclusive education, ventilation improvements and more: BCTF THE B.C. Budget 2022 reflects a status quo funding of public education in BC, said BC Teachers’ Federation President Teri Mooring on Tuesday. “Unfortunately, in the context of high inflation rates, the overall increase of 3.83% in public school funding for K–12 is expected to fall short of the high rates of inflation we are seeing across Canada,” added Mooring. The most significant expenditure in the budget is for increases to student enrolment, with more than 23,000 additional students expected to enter BC’s public school system over the next three years. Funding for these projected increases is reflected in the bud-

The second largest expenditure is the transfer of responsibility for childcare to the Ministry of Education. “It is critical that any and all plans for integrated childcare in BC schools, such as the seamless childcare program, be fully funded; otherwise, it will further exacerbate the overall underfunding of our public schools,” said Mooring. Mooring noted a number of concerning omissions from the budget announcement by the Minister of Finance, including: * no plans to address the critical teacher shortage in BC, which disproportionately affects disabled students and learners with

THE NDP on Tuesday pointed out that the BC Budget shows that housing starts hit an all-time high of47,607 in 2021 and added that under them, there have been 73,648 more housing starts than the BC Liberals had projected for the last five years. It noted that another report by BC Housing shows that of the new homes registered in 2021, 12,899 were purpose-built rentals – a nearly 50% increase over 2020. In the five

years of BC NDP government, more new purpose-built rental homes have been registered than in the 15 years of BC Liberal government that came before. The NDP said its speculation and vacancy tax is also working to put more homes on the market. A 2021 CMHC report found that the speculation tax has added 18,000 units to the rental market in Metro Vancouver and recent census data shows an “astonishing” drop in the number of homes sitting empty. The NDP said that despite this progress, BC Liberal Leader Kevin Falcon is opposed to the speculation tax.

Government for its 2022 budget, which it said emphasizes resilience and climate action while creating substantial opportunities for economic recovery and prosperity in the wake of hardships brought on by the COVID-19 pandemic and natural disasters. “In light of last year’s extreme weather events, which exposed our vulnerability to the effects of climate change, Metro Vancouver is pleased to see the B.C. 602 new nursing seats being added to public post-secondary institutions THE Province announced on Sunday that 602 new nursing seats are being added to public post-secondary institutions throughout the province. The government said that this investment is a key pillar of the StrongerBC’s Economic Plan, which aims to close the skills gap with a generational commitment to accelerate talent development and skills training for British Columbians. A total of 602 new nursing seats will be added to approximately 2,000 seats currently in nursing programs in B.C.’s public post-secondary institutions. The new seats include 362 registered nursing seats, 40 registered psychiatric nursing seats, 20 nurse practitioner seats and 180 licensed practical nurse seats at 17 public post-secondary institutions. As part of this expansion, new seats will support health-care assistants who want to train as a licensed practical nurse (LPN), and LPNs looking to move into a career as a registered nurse (RN). “The past two years have shown us just how critical our health workforce is. By supporting post-secondary institutions like the

University of Victoria, University of British Columbia, University of the Fraser Valley, Thompson Rivers University, Northern Lights College and Selkirk College, we’re not only expanding the future nursing capacity in the province, but creating pathways to incredibly rewarding, long-term and family-supporting careers,” said Adrian Dix, Minister of Health. Government provided $5 million to public post-secondary institutions in 2021-22 to begin the expansion of nursing seats throughout the province. The University of British Columbia (UBC), Thompson Rivers University and UBC Okanagan welcomed additional students in September 2021, with new and expanded intakes at more public post-secondary institutions opening up over the next year and a half. This expansion builds on recent investments in growing health programs in the province. Government has also provided approximately $8.7 million in 2021-22 to support health educational training programs, including the expansion of specialty nursing and the launch of a new nursing program in the northeast.

B.C. is stronger together BY AMAN SINGH NDP MLA for Richmond Queensborough OVER the last few years, British Columbians have been challenged in ways we never could have imagined. We’ve gotten through this by supporting each other and investing in the services that people rely on, like health care, housing, and child care. As we continue to respond to the effects of the pandemic, we will be building on our strengths to prepare us for the challenges – and opportunities – of tomorrow. Through Budget 2022, we’re building an even stronger B.C. and making life better for people by investing in our province’s economic, environmental, and social strengths. From taking action to fight climate change, to reducing costs like child care, we want all British Columbians to know that we’ve got their back. People in Richmond can look forward to investments we are making in and around the city. As we begin to emerge from this pandemic, some may argue we should roll back these investments and cut support programs. New Democrats know that ap-

proach would hurt those trying to get back on their feet and halt our economic recovery. Based on his track record, we can bet that Kevin Falcon would choose to make life harder and more expensive for everyday people.

The resilience of people during these challenging times reminds us that together, we are stronger. There is much more work to do as we move through recovery. Our government remains committed to working for all British Columbians.

Vancouver Police investigating 60 assaults over Family Day long weekend VANCOUVER Police are investigating 60 assaults over the Family Day long weekend with 22 cases being investigated as possible stranger assaults. The VPD said in a series of tweets that on Friday afternoon, a woman entered a grocery store on Richards that she had previously been banned from. When asked to leave by the manager she threw a flower pot at him. She left, but later returned and threatened to pepper spray him. She was located and charged by the VPD. On Friday night, the concierge of a downtown residential building on Seymour approached a food delivery driver who had entered the lobby without wearing a mask. The concierge was punched in

the face after asking the man to put on a mask or wait outside to make his delivery. Early Saturday morning, two men had a verbal argument near Smithe and Granville streets. It escalated into a fistfight that ended with one man stabbed multiple times by the other. The victim was rushed to hospital and the second man was arrested and taken to jail. On Saturday morning, two men followed a man as he exited a transit bus near Victoria and East 39th in southeast Vancouver. The men then assaulted him, causing injuries to his face and head. Police were contacted and investigated the incident. Also on Saturday morning, an uncon-

scious man was found by a passerby in a laneway near Davie Street. He had been beaten and robbed of his backpack and money by an unknown person. He was transported to hospital for his injuries. The file is being investigated. Man wanted in several jurisdictions arrested in Surrey A man wanted in several jurisdictions for various offences was recently arrested in Surrey. On February 16, at 10:07 p.m., Surrey RCMP Gang Enforcement Team conducted a traffic stop with a vehicle in the 14000-block of 102

Avenue. Further investigation led to the arrest of the driver. The driver was identified as 32-year-old Zachary Wagner who had active arrest warrants out of Prince Rupert, Terrace, Sunshine Coast, Fort St. John and White-

horse. Wagner was wanted for various offences some of which included assault with a weapon, possession of a weapon for a dangerous purpose and unauthorized possession of a firearm. Wagner was transported to Surrey RCMP cells and remains in custody awaiting his next court appearance. “Surrey RCMP Gang Enforcement Team has been working relentlessly to target high-risk offenders in our community,” said Sgt. IT is with sadness and heavy hearts we announce the passing of Subedar Gurdev Singh Powar, 1932-2022, of Mitha-pur, Punjab. He passed away peacefully Saturday, February 19, 2022 in Burnaby, with his family by his side. Born on February 9,1932, he had recently celebrated his 90th birthday. He was predeceased by his parents, mother, Bhant Kaur and father, Subedar Genda Singh. Also predeceased by his wife, Daljit Kaur, daughter Surinder Kaur and son Balvinder Singh. He was survived by his sons, Harjinder and Pargat and daughters Sukhvinder and Davinder. Gurdev Singh will be remembered lovingly as the patriarch of the Powar family. Gurdev Singh served the Indian army from the age of 18 to 42, before immigrating to Vanderhoof, BC, with his family in 1978. There, he worked long hours at the mill to support the family. In 1982, he settled in Vancouver where he turned his love of gardening into a longtime job and ongoing hobby. He devoted his free time to his community as a committee member at Vancouver Khalsa Diwan society at Ross Street Gurdwara. Throughout his life, he maintained an active interest in politics, societal issues and lifelong learning. He proudly encouraged his 21 grandkids to pursue higher education and perform community service. He will always be remembered for his wisdom, guidance, and lively presence. Funeral service will be held at 11 a.m., Sunday, March 6 at Riverside Funeral Home, Delta, BC. A prayer service will be followed at Sukh Sagar Gurdwara, New Westminster.

Two women shot dead in vehicle in Vancouver’s Point Grey

VANCOUVER Police are investigating the murder of two women who were shot dead in a white BMW SUV on the city’s west side. Vancouver Police investigate swarming in Yaletown park

VANCOUVER Police have released video footage of a violent swarming that occurred last weekend in Yaletown, and are appealing for anyone with information to come forward. (To view the video, visit our website voiceonline.com). “This graphic bystander video shows a large group watching and filming as two men punched and kicked a defenseless man in Emery Barnes Park,” said Constable Tania Visintin on Friday. “While this video is troubling to watch, we have had considerable success in identifying suspects in stranger attacks, and we hope that by releasing this video someone will come forward with information that can help us identify the people responsible.” The assault occurred at 11:30

p.m. on Sunday, February 20 in a heavily populated area near Davie and Richards Street, in the heart of downtown Vancouver. It was filmed by a bystander, who flagged down a nearby VPD officer and turned over the video. When officers arrived in the park, however, the suspects and victim had left. VPD quickly located and arrested one of the suspects – a 19-year-old man from Richmond – on Granville Street. He has been released from custody while VPD collects more evidence and completes its investigation. VPD later found the victim at his home after someone called 9-1-1 on his behalf. The victim, a 44-year-old Vancouver man, had significant facial injuries that required hospitalization.

Police are now working to identify the second man seen in the video. “This park is surrounded by high-rise towers and its part of a heavily populated area,” said Visintin. “There must be people who either saw this swarming, were there when it happened, or recognize the people in the video. We’re asking those people to do the right thing and come forward.” The unidentified suspect is a man in his twenties, about five feet nine inches tall, and 160 pounds. He was wearing a red hoodie, black pants, black running shoes, and was carrying a black satchel. If anyone recognizes the suspect, or has any information, they are asked to call police at 604-717-2541.

Indian Air Force ready to airlift stranded Indians from Ukraine: MEA

New Delhi (IANS): The Indian Air Force is ready to airlift nationals stranded in Ukraine, along with commercial aircraft, Foreign Secretary Harsh Vardhan Shringla said on Thursday, adding India is in touch with both Russia and Ukraine as a “stakeholder”. “Ministry of External Affairs is in touch with the Ministry of Defence. We have told them that we will need provisions for airlift. In that case, the IAF can go along with commercial aircraft... All options are on the table,” said Shringla. He also said that India’s topmost priority is safety and security of Indian nationals and their evacuation. The Foreign Secretary stated that External Affairs Minister S. Jaishankar has spoken to his Polish, Romanian, Hungarian, and Slovakian counterparts for setting up a camp at border areas for evacuation of stranded Indian nationals. He also stated that flight options are available through Dubai and Istanbul and that the Indian Embassy continues to be operational in Ukraine. Meanwhile, with many students left stranded in Ukraine and waiting for help, Telangana has set up helplines in Delhi and Hyderabad for those seeking assistance. The helplines at the Telangana Bhavan in Delhi and at the state secretariat in Hyderabad will help students and professionals from Telangana stranded in Ukraine, which is under military attack by Russia. Chief Secretary Somesh Kumar has requested the Resident Commissioner at Telangana Bhavan to coordinate with the Ministry of External Affairs and to be in touch with the students/

Ministry orders blocking of apps, website, social media accounts linked to Sikhs For Justice New Delhi (IANS): The Ministry of Information and Broadcasting on Tuesday ordered the blocking of apps, website and social media accounts linked to the banned organisation, Sikhs For Justice (SFJ). In a statement, the Ministry said it has ordered the blocking of apps, website, and social media accounts of foreign-based ‘Punjab Politics TV’ having close links with the SFJ, deemed unlawful under the Unlawful Activities (Prevention) Act, 1967. “Relying on intelligence inputs that the channel was attempting to use online media to disturb public order during the ongoing State Assembly Elections, the Ministry used emergency powers under the IT Rules on February 18 to block the digital media resources of Punjab Politics TV,” it said. The Ministry claimed that the contents of the blocked apps, website, and social media accounts had the potential to incite communal disharmony and separatism;

and were found to be detrimental to the sovereignty and integrity of India, security of the state, and public order. “It was also observed that the launch of new apps and social media accounts was timed to gain traction during the ongoing elections. The government of India remains vigilant and committed to secure the overall information environment in India and thwart any actions having the potential to undermine India’s sovereignty and integrity,” it added. In January, the Ministry had ordered the blocking of 35 YouTube-based news channels and two websites which were involved in spreading fake news against India in a coordinated manner over digital media. In December last year, the Centre blocked 20 YouTube channels and two websites when the emergency powers under the IT Rules, 2021 were first utilised.

Punjab logs 70% voter turnout for 117-member Assembly Chandigarh (IANS): The overall voter turnout in Punjab on Sunday in a single-phase, multi-cornered contest for the 117-member Assembly seats was approximately 70 per cent, election officials said. Sixty-three per cent of over 2.14 crore [21.4 million] voters in Punjab turned out till 5 p.m. amid minor skirmishes and snags in EVMs. “The voter turnout was 70 per cent with chances of the final figures likely to increase marginally. Rural areas saw high percentage of polling compared to urban ones,” an electoral officer told IANS here. The Malwa region, which has the highest number of 69 seats, saw the highest poll percentage compared to Doaba and Majha regions. Except some incidents of minor clashes, no major poll-related violence has been reported in the state so far. Punjab is witnessing a multi-cornered contest with 1,304 candi-

dates, including 93 women and two transgenders in the fray. The counting of votes will take place on March 10. The main contest is among the ruling Congress, the Aam Aadmi Party (AAP) and the Shiromani Akali Dal (SAD), which is contesting the polls in alliance with the Bahujan Samaj Party after breaking two-decade old ties with the BJP in 2020 over the farm laws. Talking to media before going to the polling booth to cast his vote in Kharar town, he said, “The position is clear, people want Congress back, and we are heading for a two-third majority.” He alleged that the Dera Sacha Sauda in connivance with the BJP has supported the Akali Dal in this Assembly polls.

“Dera was responsible for the incidents of sacrilege in Punjab and they are getting their support now in the polling,” Channi said. Meanwhile, Bollywood actor Sonu Sood accused other party candidates of trying to buy votes. However, the Election Commission restrained him from visiting polling stations in Moga over complaints that he was influencing voters. His vehicle was impounded and he was instructed to stay inside his house. In the 2017 Assembly elections, the Congress had won an absolute majority by winning 77 seats in the 117-member Assembly, ousting the SAD-BJP government after 10 years. The AAP had emerged as the second-largest party, winning 20 seats. Shiromani Akali Dal (SAD) won 15 seats, while the BJP, which had a coalition government with the Akali Dal in Punjab from 2007 to 2017, secured three seats.

Chandigarh (IANS): Facing charges under the Narcotic Drugs and Psychotropic Substances (NDPS) Act, senior Shiromani Akali Dal (SAD) leader Bikram Singh Majithia was on Thursday sent to judicial custody till March 8 by a trial court in Mohali near here after he surrendered following directions of the Supreme Court. Man absconding in visa fraud case held after 18 years New Delhi (IANS): A 57-year-old fraudster, who managed to marry thrice with one wife living in Punjab and two in Delhi, has been arrested in a visa racket case after absconding for 18 years. The accused, identified as Karnail Singh, a resident of Kapurthala, Punjab, and presently residing in Tilak Nagar, Delhi, was declared a

Proclaimed Offender in 2003. Furnishing the details about the two-decade-old case, ACP Shibesh Singh said that Karnail Singh is accused of cheating one person of Rs 5.5 lakh on the pretext of providing a visa for Switzerland. The accused lured Jeet Singh on the pretext of lucrative employment in Switzerland and prom-

ised to arrange a visa for him for a sum of Rs 5.5 lakh [Rs 550,000]. “After taking the money, Karnail Singh vanished and accordingly a case of cheating was registered in Phagwara against him,” the ACP said. On Tuesday, a police team arrested Karnail Singh from his hideout in Tilak Nagar. He had been

changing his addresses on regular intervals and the Tilak Nagar house was his sixth address in the last 18 years, the officer pointed out. During interrogation, the accused disclosed that he was active in the visa racket for the last 20 years. “He used to work with a travel agent at the IGI airport where

he learnt the art of hoodwinking potential targets seeking visas. Three criminal cases were also registered against him,” said the officer. He further said that the concerned police stations in Delhi and Punjab have been informed, and antecedents of the accused are being verified.

Dalit women in Punjab shun caste vocations to knit a different life Barnala (Punjab) (IANS / 101Reporters): It wasn’t easy for Gurmeet Kaur, a Dalit Sikh from Punjab, to smash the long legacy of caste-based discrimination. The 55-year-old, like many other Dalit women, worked at the homes and farms of upper caste -- Jat Sikhs. But, in 2016, Gurmeet realised that this work was not her only destiny. Along with several other Dalit women of Sukhpura Mour village in Barnala district, she was able to break free from the shackles of caste vocations through knitting. This knitting group in Sukhpura Mour comprises 18 women. Clothing companies in Ludhiana -- a major hub of hosiery -- place orders for sweaters with this group and provide them with wool. They are paid per sweater. The women divide work amongst themselves based on the availability of knitting machines. At present, only seven women in the village of nearly 2400 have knitting machines while the rest sew the woolens. Women owning a machine get Rs 50 to Rs 60 per completed sweater. The ones without a machine help out in sewing the knitted pieces. They are paid Rs 15 to Rs 20 per piece. While the women work within a framework of mutual understanding, they are not organised or registered as an SHG. A self-help group is eligible for many services from banks, including loans on low-interest rates. The group in the village instead easily avails loans from local money lenders and are able to repay them on

time due to ample orders. The group was founded by Saravpreet Kaur 15 years ago. A non-Dalit, she was married off at the age of 19 and witnessed extreme poverty. To make ends meet, the young woman decided to start a knitting business. With the help of her parents, she was able to procure a knitting machine by availing a loan of Rs 12,000 from a village moneylender. Later, Saravpreet purchased another machine with her own money. Soon more women from marginalised backgrounds joined in. Today 13 out of 18 members in the group are Dalits. However, the women claim that there have been no tensions due to the caste composition of the group. The women in the village have almost forgotten their caste division and work together to earn a living. When the group started 15 years ago, the women used to only knit sweaters for locals. Soon they came to know that the hosiery units from Ludhiana outsource work. These women

then reached out to some of the units in Ludhiana and were initially given a small order, which they completed in time. Now they don’t require any marketing as they are directly connected with the factories in Ludhiana and get orders regularly. Every few months, the women with machines visit units in Ludhiana, 70 km away, accompanied by their male relatives. They deliver the finished goods and are allotted a fresh quota of wool for new orders. The business thrives through the year, as big brands continue giving orders even during summers so that finished products can be stocked for winters. Vandana Sharma, a senior fashion designer at Arora Knitfab, Ludhiana told 101Reporters that many units, plagued by labour issues, outsource this work to local women in different parts of Punjab. “This benefits both the manufacturing units as well as these women who are able to earn a living. This process also helps in empowering women financially,” added Sharma.

Sharma’s belief resonates with Gurmeet who, as a former domestic worker, earned Rs 2,500 per month. “My husband was a daily wager who used to earn nearly Rs 5,000. However, three years ago, he had to leave work due to his old age. Health issues, including my knee problems, further drained us, and I got a sewing job from two women who own knitting machines in our village,” said Gurmeet. Though she still cannot walk properly due to her bad knee, she now earns nearly Rs 8,000 per month. Some women have also purchased knitting machines, costing almost Rs 25,000, through micro-financing companies operating in the area. During the pandemic and the subsequent lockdowns, payment of these loans became a significant hurdle. There were very few orders from hosiery companies in Ludhiana. Another member, Rani Kaur, 50, a Dalit woman from neighbouring Kothe Nimwale village, told 101Reporters that she purchased the knitting machine for Rs 22,000 two years ago. Like thousands of other Dalits in Punjab, she was an agricultural labourer before starting her own business. “I used to earn Rs 5,000 per month by working for nearly 10 hours on the landlord’s field. However, I now earn around Rs 18,000 on an average in a month. I also have two helpers who sew the knitted clothes. I pay them Rs 18 per piece,” said Rani. During the lockdown, Rani said that she struggled to pay the loan she had taken from a local money lender for

the knitting machine as there was no work and no income. “But, I somehow managed to survive that period,” she added. The pandemic has worsened the financial insecurities amongst Dalits, who comprise 32 per cent of the population in Punjab -- the highest in any state. Dalit women, especially in the Malwa region of Punjab, where both Rani and Gurmeet live, have faced excessive discrimination for years. NGOs and organisations working for Dalit women have claimed that harassment at work is common for these women. Meanwhile, an upper-caste Sikh, Saravpreet Kaur, believes that awareness and empowerment through work can end discrimination to a large extent. “We work as a group with no caste-based stratification. There are women, including Dalits, who own machines, and others who sew the parts of the clothing. Both go hand in hand, and one is incomplete without the other,” she said. The group plans to buy more machines in the coming months and provide employment to others in the surrounding villages. “Getting a loan is easy. It is more difficult is to convince Dalit women that their life is beyond the fields and homes of landlords. Vancouver Police are investigating the murder of two women who were shot dead in a vehicle on the city's west-side. Investigators from VPD's Homicide Unit spent Sunday collecting evidence from the crime scene, near West 8th Avenue and Discovery Street, after the bodies were discovered just after 8 a.m. Sunday by a neighbourhood resident out for a walk. The victims have been identified as Shu-Min Wu, 50, and Ying Ying Sun, 39. The VPD Emergency Response Team was briefly deployed to the neighbourhood Sunday morning to search a house near the crime scene, as investigators feared there could be additional victims inside. The targeted murders are the first and second homicides in Vancouver this year.

Few New Promises to Increase Housing Supply in BC’s 2022 Budget BC’s 2022 budget is very much a recovery budget. There are significant investments in continued recovery from this past year’s extreme wildfire and flooding events, as well as the COVID-19 pandemic. The budget acknowledged that BC’s “record-low supply and strong demand for homes” led to large price gains in 2021, across all major regions and for all dwelling types. However, there was little promised in the way of new investments to address this lack of housing supply. Significant new investments impacting BC’s real estate sector include: Affordable housing Providing $8 million of funding to support nonprofit housing providers accelerate the construction of mixed-income housing through the Community Housing Fund. An additional $111 million to continue and accelerate progress towards building 114,000 affordable housing units in BC over 10 years. This includes a new $600 per month rent supplement for More than 3000 low-income families and seniors mixed-income rental housing. Aboriginal Housing $12 million over the next three years to create and support the work of the Declaration Act Secretariat’s work on the Declaration on the Rights of Indigenous Peoples Act (Declaration Act). The Secretariat will provide guidance

Plastic soup a disastrous meal

WHY is humankind so bent on destruction? Why so apathetic in the face of annihilating warfare, repeated massive oil spills and choking urban smog? Equally awful is the “Plastic Soup” in our oceans. A picture of a Hawaiian beach reveals the folly of humans. It shows a huge amount of plastic washed ashore – an insult to a beautiful beach. Such ocean garbage is a serious hazard for sea life. Don’t believe the rest us are immune to this environmental disaster. Our lives, too, depend on our oceans. Small planktonic organisms, through photosynthesis, transform carbon in air and seawater into organic compounds, an essential element of Earth’s carbon cycle. They generate about half the atmosphere’s oxygen, as much per year as all land plants. Plankton also provides a food source for marine animals. But studies show plastic particles are also being ingested by these animals. This poses a major problem for us all. Microplastics carry toxic chemicals such as DDT and heavy metals. Scientists say concentrations can reach a million times higher than present in the natural environment. The worrying point is that these contaminated particles are in our food chain and who knows what new diseases will emerge. Humankind should get its act together. Ocean plastics are concentrating in large offshore patches, extending for miles, consisting of floating and submerged debris. Microplastics and other garbage are present in all oceans and found even at the deepest levels. It’s been called “Plastic Soup.” It’s estimated the “Great Pacific Garbage

Patch” contains at least 70,000 tons of ocean plastic across an area twice the size of Texas! But don’t believe it is only the large garbage patches that are the concern. Most of the plastic material is small and distributed throughout the ocean. The 2018 study confirmed that most waste products in the ocean were made from plastic. A major culprit was cigarettes containing plastic filters. When will humans understand this smoking madness must end? The fishing industry is not so innocent either. As dependent as it is on preserving a healthy ocean environment, it gets a big F grade. The World Animal Protection Federation, a non-profit association, reports fishers dump an estimated 700 tons of “ghost fishing gear” into the oceans every year. Why? They do not want to spend the money for repairs. This further pollutes the ocean. It also traps and ensnares sea life. Animals face another problem. They are eating all this garbage. For instance, in 2018 a dead sperm whale washed ashore on the Spanish coast. A necroscopy revealed the whale’s stomach contained 64 pounds of plastic trash! This trash is part of the diet of 800 marine species! The US-based Natural Resources Defence Council is trying to get this “Plastic Soup” from getting into the ocean in the first place. Other organizations are monitoring the presence of microplastics so small they float in the air. Very, very small nanoparticles have been proven to pass through cell walls in fish and humans, where they can be chemically active and potentially affect endocrine function, for example. We are late in realizing the impact of plastic waste and far too slow to act. If we want to protect our brain, lungs, kidneys, endocrine system, and other organs, it means getting active. Banning plastic bags and radically reducing plastic consumption is required. Eliminating microplastics from common products is also needed. Consumers need to demand less plastic packaging, always recycle, and
