Complete failure of police intelligence (IHIT, CFSEUBC, others) and methods? This is nothing but a complete failure of police intelligence – and the same shameless blaming of everyone else for their failure! Public Safety Minister Farnworth on Sunday told Vancouver Sun’s Kim Bolan, who exposed how the gangs were using social media to hurl insults and challenges at rivals, that police should also be using the latest social media technology to deal with the gangs, while Integrated Homicide Investigation Team (IHIT) Sgt. Frank Jang had to admit that they still hadn’t approached social media companies to shut down such accounts. Time to wake up, guys! There’s been tough talk of more forceful police action including contacting gang members and affiliates, more curfew checks and continued targeted enforcement and vehicle interdiction, but that doesn’t seem to have deterred gang violence. Michael LeSage, Chief Superintendent of the Combined Forces Special Enforcement Unit – British Columbia (CFSEU-BC), asked friends, family members and acquaintances of gang members to provide police information and break the veil of silence, according to Global BC. Someone else told the media that the blame is on “these reckless individuals.� Yes, we all know that they are reckless – let me tell you a top secret: we’ve known that for decades! What world have you been living in, for crying out loud! The same old sick joke: blame others for your failures! It is the job of the cops to get the information – don’t blame the community. If you still haven’t been able to
what the hell have you been doing? Stop playing this blame game and just do your job! IHIT and other police units and forces need to get information out to the media faster – stop this drama of holding press conferences just to be on TV and delaying press releases by hours, wasting precious time.

JUsT two days after 29-year-old Anees Mohammed, who was known to police, was shot and killed in Richmond in the ongoing Lower Mainland Gang Conflict, on Saturday, January 9 at approximately 11:50 p.m., 28-year-old Dilraj Johal was shot and killed in that city. Richmond RCMP and paramedics responded to a unit at 8120 Lansdowne Road where they found Johal dead with gunshot wounds. IHIT took conduct of the investigation and is working in partnership with the I-Teams and the Richmond RCMP to gather evidence. Anyone with dash cam video who was driving in and around 8120 Lansdowne Road on Saturday night is asked to contact IHIT. “Dilraj Johal was known to police and we believe he was targeted for murder. His death is the third homicide in the past four days related to the ongoing Lower Mainland gang conflict,� said IHIT Sgt. Navdeep Bains quits cabinet As had been reported in various media on Monday evening, Navdeep Bains, federal Minister of Innovation, Science and Industry, quit the Trudeau cabinet as he does not intend to run in the next election, expected in the spring. Prime Minister Justin Trudeau on Tuesday thanked Bains for his friendship, support, and counsel over their many years working together in Parliament. He also thanked Bains for his dedication over the last five years as Minister of Innovation, Science and Industry and Minister of Innovation, Science and Economic Development. SURREY RCMP said on Tuesday they are continuing ongoing strategic enforcement designed to disrupt and suppress gang activity in Surrey. Calgary’s Manjit Piasa fined for providing services without immigration licence to more than 150 clients MANJIT Singh Piasa of Calgary’s of Able Professional Services Ltd. has pleaded guilty to providing service to clients without an immigration licence and was sentenced to 18 months probation, fined $4,000 and ordered to pay more than $6,000 to victims, according to the Canada Border Services Agency (CBSA). In May 2019, the CBSA received a tip that Piasa was providing immigration services in Calgary. A preliminary investigation revealed that Piasa was not a lawyer or licensed immigration consultant. After conducting interviews of possible victims and further investigation, CBSA Criminal Investigations Section executed a
search warrant on May 29, 2019, of the office used by Piasa. This resulted in the seizure of significant documents and electronic evidence related to the Immigration and Refugee Protection Act and Criminal Code of Canada offences. In June 2019, additional interviews of multiple other victims who were identified during the investigation were conducted. In August 2019, Piasa was charged with: * one count under S. 91 of the Immigration and Refugee Protection Act (did knowingly, directly or indirectly, represent or advise a person for consideration, or offer to do so, in connection
with an application under this Act, contrary to Section 91(1) of Immigration and Refugee Protection Act, and did thereby commit an offence pursuant to Section 91(9) of the Immigration and Refugee Protection Act), and * six counts under S. 380 (1) (b) (i) of the Criminal Code of Canada (Criminal Fraud). On December 2, 2020, Piasa pleaded guilty to the IRPA charge and was sentenced to 18 months probation with strict conditions and a $4,000 fine. He was also ordered to pay over $6,000 of restitution to his victims. As part of a plea agreement, the Crown agreed to withdraw the remaining charges
once restitution is paid. The CBSA told The VOICE that from January 2011 to May 2019, Piasa provided immigration services to upwards of 150 victims. The CBSA become aware of these alleged offences when it received a tip regarding Piasa’s illegal activities. The CBSA may receive referrals of suspected offences from a variety of sources, including the general public through the Border Watch Line, partner organizations, and other government departments. ONTARIO’S Peel Regional Police investigators are seeking the public’s assistance to identify suspects involved in a theft of cell phones in the City of Brampton. On December 22 at approximately 6:17 p.m., four suspects entered a mobile device store area of Main Street and Steeles Avenue in Brampton. While the manager’s attention was diverted by one of the suspects, the other three suspects proceeded

THE BC Liberals said on Tuesday that as gang violence continues to spiral in Metro Vancouver, the BC NDP needs to step up the number of officers in the Combined Forces Special Enforcement Unit to pursue and arrest gang members. “The reason why we are seeing this terrible spike in gang violence is because the NDP has failed to provide local governments and police

The BC Liberals have identified specific measures, including the immediate filling of 200 vacant positions under the provincial policing contract, with at least half going to the Combined Forces Special Enforcement Unit to actively pursue and arrest gang members. To support these efforts, the NDP must also give priority to the BC Prosecution Service to reduce delays and allow police the necessary re-
sources to aggressively crack down on gang violence. “People are scared and parents don’t want their kids exposed or threatened by gang violence,” said South Surrey MLA Stephanie Cadieux. “We need more than just angry words from our Premier. Local governments have been telling the NDP government they need additional support for over three years.” “When it comes to gang vio-
lence, I think it is more than apparent that we are dealing with a significant safety issue that the provincial government is failing to address,” said Surrey-White Rock MLA Trevor Halford. “No one doubts the police are working hard, but they’re outgunned by the gangs and the police need back-up, and John Horgan can provide that. It’s time for the NDP to stop advocating and start acting.”

COVID-19 vaccines: what to expect and how to combat hesitancy – UBC’s Dr. Julie Bettinger
WITH the arrival of the first COVID-19 vaccines in Canada, most are eager to roll up their sleeves. But not every Canadian is feeling confident about getting the jab. According to a recent survey conducted by Angus Reid, less than two thirds of Canadians surveyed said they would get the vaccine right away. Twenty-three per cent indicated they would prefer to wait, while 12 per cent reported they would not get vaccinated and five per cent remained unsure. Dr. Julie Bettinger is an associate professor in UBC’s faculty of medicine, a vaccine safety scientist at the Vaccine Evaluation Center at BC Children’s Hospital Research Institute, and a member of the National Advisory Committee on Immunization. ting a COVID-19 vaccine? Vaccine hesitancy is defined as refusing vaccination in spite of the availability of a vaccine. Given the severely restricted supply of COVID-19 vaccines, we do not have vaccine hesitancy, yet, but some people have expressed concerns or worries that we hear anytime we have a new vaccine. Many are concerned about whether or not the vaccine will work, about short- and long-term safety of the vaccine, about its “newness” and the unknowns that come with a new vaccine. Most of these concerns can
be addressed. We know the two vaccines we are currently using (the Pfizer and Moderna vaccines) work incredibly well. The clinical trial results were striking in terms of efficacy. We expect to see some decrease in terms of how well these vaccines will work when used in real-life settings, but given how well they performed in clinical trial settings they will still be very effective. What can be done to combat vaccine hesitancy? Improving scientific literacy among all ages, but particu-
larly in children is critical to combatting vaccine hesitancy. It’s important to educate yourself and your friends and family about the immune system and how vaccines work. Recognize and counter vaccine misinformation and disinformation, in-person and online. There is no debate in the scientific community about vaccines. They work and are safe.
Will we be able to reach herd immunity in Canada if not everyone is vaccinated against COVID-19? We don’t currently know if any of the vaccines will lead to herd immunity. We know they prevent symptomatic disease, but we don’t know if they stop transmission of COVID-19. If they can stop transmission, then it would require high vaccine coverage to reach herd immunity.
What are the short-term side effects of the COVID-19 vaccines? In terms of safety, in the short-term people can expect a sore arm. Some will feel bad, perhaps like they are getting sick with a cold or the flu, for 2-3 days, but then will be fine. These are normal side effects to the vaccine and demonstrate the immune system is responding. We have seen some allergic reactions following vaccination. Again, these are expected and are not occurring at a rate higher than what we would expect with a new vaccine. It is important for us to monitor these effects so we can make sure they are what we expect to occur and at a frequency lower or similar to what occurs in a population that has not been vaccinated. What are the long-term side effects of the COVID-19 vaccines? In terms of long-term side effects from the vaccine, we don’t have the data and

But what is emerging shows there are long-term effects from COVID-19 infection, such as “brain fog,” which severely alter an individual’s health. Based on what we know about how COVID-19 vaccines work, we would not expect them to have longterm adverse effects. It is our hope that they will provide long-term protection against disease, but this also remains to be seen.

CANADIANS appear to be transitioning from a place of professed caution to enthusiastic compliance when it comes to their willingness to be vaccinated against COVID-19. In a one-month span, the number of people saying they plan to be inoculated as soon as possible has increased 12 percentage points, with a firm majority (60%) now willing, and waiting, says Angus Reid Institute. And while concerns do exist about side effects and long-term implications of vaccination, most of those willing to roll up their sleeves in the months ahead now say they are more confident than anxious about the

Constable Neil Logan, of the Vancouver Police Department, was charged with the offences on Monday, January 11. “My team began a criminal investigation last May after concerns about Constable Logan’s on-duty conduct were identified,” said Inspector Mike Heard, Team Commander, Investigation Division, VPD. “Our investigation into that conduct revealed additional concerning behaviour and criminal activity by Mr. Logan.” Crown counsel has approved two counts of theft, two counts of breach of trust, and one count of possession of a controlled substance against Logan related to on-duty conduct. NEW data from the non-profit Angus Reid Institute finds a majority in this country would close the border to quell discretionary travel. Twothirds (65%) say if the decision were up to them, they would prohibit personal travel. One-quarter (26%) would maintain the federal government’s current approach, which has been to strongly discourage such travel, but not disallow it. Indeed, flights to common sun or beach destinations continue to leave regularly from Canadian airports. These sentiments are revealed against the backdrop of another major finding: seven-in-ten Canadians have themselves cancelled or put off planned international travel or domestic travel since the pandemic began, suggesting that their own sacrifices may well contribute to a hardline approach against elected officials who have chosen to travel. ‘Court ordered conditions are court orders, not court suggestions’
ON the morning of January 12, a New Westminster Police Department officer was on routine patrol when he spotted a motorcyclist riding on the sidewalk with no helmet on. The constable stopped the motorcyclist to confirm he had a class 6 licence. The officer soon found that the motorcyclist did not have a licence and that the motorcycle he was riding had been reported as stolen. Additionally, the officer found the motorcyclist was in violation of several court ordered conditions. The motorcyclist was arrested and the motorcycle was returned to its owner. “Thanks to the excellent work of this officer, we were able to return this motorcycle to its rightful owner,” said Sgt. Sanjay Kumar. “May we remind anyone that has court ordered conditions that they’re court orders, not court suggestions.” Residents are encouraged to photograph and record the serial numbers of belongings which can aid police in returning items if they are ever stolen. Surrey’s 2020 building permit value exceeds 10-year average THE City of Surrey said on Monday that economic confidence within the City remains strong, as it recorded $1.46 billion in building permit value last year, surpassing the 10-year annual average. Residential building continues to be resilient, making up for $1.1 billion of the construction value. Industrial building permits were just shy of the recordbreaking 2019 revenue, making up for $238 million of total construction. “Despite a brief dip in construction when the pandemic first hit, investment rapidly bounced back, showing the confidence in Surrey as a prime destination for new business and residents,” said Surrey Mayor Doug McCallum. “The Surrey SkyTrain expansion, combined with an increased demand for housing and commer-

BCUC approves interim ICBC 2021 rate decrease
THE British Columbia Utilities Commission (BCUC) on Thursday by Order G-12-21 approved the Insurance Corporation of British Columbia’s (ICBC) request for a 15% decrease to basic insurance rates on an interim basis, effective May 1, 2021. The interim rate will remain in effect until the BCUC decides on the final permanent rate. The BCUC has established an open and transparent public proceeding to review ICBC’s 2021 Revenue Requirements application, which includes an opportunity for public comment and participation. There are several ways to participate in the review process, outlined below. * Request intervener status: Persons who are directly or sufficiently affected by the BCUC’s decision or have relevant information or expertise, and who wish to actively participate in the proceeding, can request intervener status by Thursday, February 4,

fect. “John Horgan spent weeks leading up to the Christmas holidays insisting his government’s one-time payment to British Columbians with disabilities was sufficient, despite slashing income assistance funding,” said Davies. “Advocacy groups, communities, and the BC Liberal caucus warned the NDP about the
barriers they were putting up for people with disabilities, but they chose to recklessly steam ahead, leaving hundreds of thousands without the aid they were promised.” Despite NDP promises that British Columbians would have their one-time payment of $500 by Christmas, a mere 15 per cent of eligible British Columbi-

International travellers cannot access recovery benefits during mandatory quarantine FEDERAL Minister of Employment, Workforce Development and Disability Inclusion, Carla Qualtrough, will be proposing legislation so that, retroactive to January 3, 2021, all international travellers who need to quarantine upon return to Canada, including people returning from vacation, visiting loved ones, and attending to real estate matters abroad, will not be eligible to receive support from any of the Canada Recovery Benefits for the period of their mandatory quarantine. Individuals who are exempt from the mandatory quarantine requirements under the Quarantine Act, such as health care workers who need to cross the border for work, will be eligible to apply following their return to the country. The Canada Revenue Agency (CRA) will update the application process for the three recovery benefits on Monday, January 11. For claims covering a period beginning on or after January 3, 2021, applicants will need to indicate whether they were selfisolating or in quarantine due to in-

Over the coming weeks, the CRA will delay processing claims for individuals who are selfisolating or in quarantine because of international travel until the legislative process is complete to ensure those who receive the benefit meet the latest eligibility criteria. Qualtrough said on Monday: “The Canada Recovery Sickness Benefit was created to provide workers with a paid sick leave option. We did this so that workers did not have to choose between going to work while
impacted by COVID-19 and putting food on the table. The benefit was not intended to encourage Canadians to disobey public health and international travel guidelines.” She added: “We have heard Canadians and are tightening the eligibility criteria for our COVID recovery benefits. We will ensure that these measures have no unintended consequences and will target individuals who travel for discretionary and non-essential purposes. This is not the time to travel abroad, and if you make the choice to do so, you will not be eligible for these benefits during your mandatory quarantine period.” Minister of National Revenue, Diane Lebouthillier, added: “The Canada Revenue Agency remains committed to delivering the Government of Canada’s emergency benefits to support Canadians in the fight against COVID-19. Today’s announcement will ensure that the Canada Recovery Benefits support workers who need these benefits the most, not those violating public health advice
on international travel.” Quick Facts * The CRSB provides income support to Canadian workers who are unable to work at least 50 percent of their scheduled work week because they are sick, under quarantine or must self-isolate due to COVID-19. It is also for Canadians who are more susceptible to COVID-19 due to an underlying condition. * Over the coming weeks, the CRA will delay processing claims for individuals who are self-isolating or in quarantine because of international travel until the legislative process is complete to ensure those who receive the benefit meet the latest eligibility criteria. * As of January 3, 2021, the number of unique applicants that have accessed the recovery benefits are: - 1,445,530 for the Canada Recovery Benefit; - 277,570 for the Canada Recovery Caregiving Benefit; and - 299,090 for the Canada Recovery Sickness Benefit.
* Individuals must meet all eligibility criteria for the Canada Recovery Benefits including the requirement to be residing in Canada and be present in Canada for the period for which the individual is making the claim. * With the CRSB, eligible Canadians can receive $500 ($450 after taxes withheld) for a one-week period. If their situation continues past one week, they can apply again for up to a total of two weeks between September 27, 2020 and September 25, 2021. * As of January 7, 2021, air travellers five years of age or older are required to present a negative COVID-19 test result to the airline prior to boarding international flights bound for Canada. Once they arrive, they must: - Isolate for 14 days if they have symptoms of COVID-19 or if they know they have COVID-19; - Quarantine for 14 days if they do not have symptoms; and - Comply with mandatory isolation or quarantine requirements – failure to comply will result in fines, penalties or imprisonment.
Two impaired driving collisions prompts warning from New Westminster Police IN the evening of January 8, New Westminster police officers responded to two separate impaired driving collisions. The first was a head-on collision where the driver fled the scene and was located a short distance away waiting for a taxi. The second impaired driving collision involved a
driver who collided with several parked cars. “Choosing to drink and then get behind the wheel and drive is irresponsible and shows poor judgement. It puts everyone around that driver, including himself or herself, at risk”, said Sgt. Sanjay Kumar. “The drivers in both of these in-

‘Our job is to ensure Delta residents continue to have access to hospice services’: Dix and Fraser Health HEALTH Minister Adrian Dix, Jim Sinclair, Chair, Fraser Health board of directors, and Dr. Victoria Lee, President and CEO of Fraser Health, in a statement regarding Delta Hospice Society (DHS) on Friday said: “It is important for people at the end of their lives to have peace, comfort and choice related to their own health. We are committed to providing a public health system that includes a full range of healthcare options for people in our communities, including those in hospice settings. “In February 2020, Fraser Health provided the required 365 days’ notice to end the service agreement with the Delta Hospice Society without cause. “On May 29, we released a statement about ending the contract with the society. We must support access to hospice, as these services are fundamental to people in B.C. We continue to have strong support for our decision, which was not taken lightly. Moving forward, our commitment to hospice will help strengthen our health system and bring us together as a community. “Throughout this process, our goal has been to maintain consistency of services for the individuals and families receiving care at the Irene Thomas Hospice and for the community of Delta. Our preference has always been to keep hospice beds at the Irene Thomas Hospice. On two occasions, Fraser Health proposed to the Society that Fraser Health be permitted to take over hospice operations, to ensure hospice services can continue at that location using existing staff. However, on both occasions,
Adrian Dix the society was unreceptive to this proposal. “The hospice is regulated under the Community Care and Assisted Living Act (CCALA) and is required to act in accordance with that act. The CCALA requires licensees to operate community care facilities in a manner that will promote the health, safety and dignity and rights of persons in care, make the rights of persons in care known to residents and their families, and to ensure residents’ choices are respected and supported (Sec 2 (a); Sec 7(1)(b)(i)(ii)). “It is our job to ensure that Delta residents continue to have access to hospice services upon the termination of the contract with DHS. We continue to be committed to this and are working to make it happen. “Our priority is to ensure patients in the Delta community have access to the health-care services they need, including hospice care. To that end, our transition plan includes opening 10 hospice beds at Mountain View Manor to support patients who would have previously accessed these services at Irene Thomas Hospice. Residents currently residing at Irene Thomas Hospice will continue to stay at the facility and receive the care they need.
“Fraser Health is committed to taking the necessary steps to ensure the people of Delta will be able to return to receiving end of life care at the Irene Thomas Hospice. Under the terms of agreement with the Delta Hospice Society, on February 25, 2021, Fraser Health will serve 30 days’ notice (contained in Fraser Health’s contract with the society) for them to vacate the premises.” Delta Mayor George V. Harvie said: “Hospice care in Delta is an issue that has deeply impacted our community, particularly over the past year. I am pleased Fraser Health has committed to ensuring this important service remains available to all those who need it in our community.”
* Hospice patients in Delta will also have access to additional capacity available in neighbouring communities. * To reduce any disruption for patients through this transition period, transfers to the Irene Thomas Hospice have been temporarily paused. * Any person seeking hospice care between January 11 and February 24, 2021 will
be admitted to another hospice. * For the duration of the notice period, patients currently at the hospice will continue to receive hospice care services with no interruptions in care. * Fraser Health is working with the appropriate unions to ensure all unionized hospice staff who received layoff
notices from the society will have employment opportunities within Fraser Health should they want them. * In order to maintain longterm care capacity in Delta, Fraser Health is also expanding long-term care services by acquiring 59 additional long-term care beds at Good Samaritan Delta View, a longterm care facility in Delta.
BACKGROUNDER * Last year, the Delta Hospice Society gave Fraser Health formal notice that it would not allow the provision of medical assistance in dying at the Irene Thomas Hospice. * In February 2020, Fraser Health provided the required 365 days’ notice to end the service agreement with the Society without cause. * Public funding of $1.5 million provided annually to the society for hospice services will come to an end on Feb. 25, 2021. * Beginning February 25, Fraser Health will open five hospice beds at Mountain View Manor, a Fraser Health owned and operated long-term care facility located on the Delta Hospital campus of care. * These beds will increase to the full complement of 10 by mid-April 2021.

Next phase of Royal Columbian Hospital redevelopment moving forward
FRASER Health has signed a design build agreement for phase two and a construction management agreement for phase three of the Royal Columbian Hospital redevelopment project with EllisDon. “This next important step in the redevelopment project ensures that the region’s fastgrowing population is closer to accessing an expanded and upgraded Royal Columbian Hospital,” said Adrian Dix, Minister of Health, on Monday. “The hospital is the oldest and one of the busiest in B.C., and our government is committed to making sure people can access the health-care services they need in a state-of-the-art facility.” Design, geotechnical work, pre-construction work and abatement work in prepa-
ration for the demolition of several older hospital buildings at the site is now underway at Royal Columbian Hospital. Excavation will begin today [Monday] for an interim support building that will house the hospital’s support services during construction, with excavation for a new acute care tower to begin in early 2021. Phase two construction is expected to complete in early 2025.
“Royal Columbian Hospital is an important part of the fabric of our community and it means so much to so many people,” said Jennifer Whiteside, MLA for New Westminster. “I’m proud that our government is making this important investment to redevelop the hospital and increase capacity for patients and health-care workers.” The Royal Columbian Hos-
pital redevelopment is a multi-year project occurring in three phases which will transform almost every part of the hospital. “We are pleased to mark this important milestone with the signing of the design build and construction management agreements, enabling us to take next steps forward in phases two and three of the Royal Columbian redevelopment project,” said Fraser Health President and CEO Dr. Victoria Lee. “Royal Columbian Hospital plays an integral role in our regional hospital network, ensuring people in our region have access to care for a wide range of health concerns. This project will ensure lifesaving services are available to people from across our region now and for many years to come.”
Phase one delivered a new 75-bed Mental Health and Substance Use Wellness Centre which opened in summer 2020, and prepared the hospital’s infrastructure for the expansion in bed capacity coming in phase two. Phase two will create a new acute care tower with more beds for intensive care, cardiac intensive care, medicine and surgical patients, with most in single-patient private rooms. There will also be a new, larger emergency department with a medical imaging unit. The tower will have four more operating rooms, including one for cardiac patients, three more cardiology suites, two more radiology suites, and one more CT scanner in addition to services in the existing Health Care Centre that will create
one large surgical ‘super floor’. In addition, phase two will provide more maternity beds and maternity operating rooms. The new acute care tower also includes a twolevel underground parkade, a new main entrance and a rooftop helipad. Phase three of the redevelopment project will upgrade and expand areas in the existing Health Care Centre and Columbia Tower to support the beds and services added in phase two. Phase three is projected to start in 2023 and complete in 2026. By the end of the redevelopment project, the hospital will have added 50 per cent more beds, to 675 from 446. With students coming from Pacific Heights Elementary, Sunnyside Elementary and some returning to in-person instruction from blended, Nelson said the district worked with Fraser Health to safely reorganize students in their cohorts. “We’re trying to minimize the impact on not only the change for students but also that movement of students into different cohorts,” he said, noting the school’s design allows for numerous ways to follow distancing protocols, such as exterior classroom entrances, wide sidewalks and sinks near the door for handwashing. Only half of the classrooms
are expected to be occupied upon opening, as the school was built for 655 students in anticipation of ongoing development and growth in the area. Nelson said this puts Edgewood in a unique position, compared to schools experiencing growing pains. “We get a chance to not only have lots of extra space in the school, but we get to grow into the school as our community continues to build around us,” he said. “Just that whole idea of bringing everyone together under one brand new roof, people are beyond excited to start 2021 on a different foot and build that legacy and that culture.”

Vancouver Coastal Health on COVID-19 transmission in schools across its region
VANCOUVER Coastal Health (VCH) on Thursday released data which indicates a low rate of COVID-19 transmission in schools across its region in the first half of the school year. Since schools reopened in September, VCH has not recorded a significant increase in COVID-19 cases among school-aged children relative to other groups. Those aged 5-17 years of age accounted for 6 per cent of VCH’s COVID-19 cases since the beginning of the pandemic, despite representing 10 per cent of VCH’s population. Evidence shows children are less likely to get infected with COVID-19, and less likely to experience severe symptoms if infected. Speaking about COVID-19 and school environments, VCH Medical Health Officer Dr. Alex Choi said, “We want educators, other school staff, parents/caregivers and students to feel reassured that schools are a safe and low-risk environment for COVID-19 transmission, thanks to the hard work and dedication of our schools and school districts. The safety plans currently in place are robust and effective, and VCH is committed to ensuring that when students or school staff do test positive, a rigorous Public Health follow-up process is in place.” From September 10 to December 18, approximately 700 students or staff in the Vancouver Coastal region of a total population of over 100,000 have been diagnosed with COVID-19 since schools reopened. Over 90 per cent of these cases have not resulted in any schoolbased transmission. The vast majority of affected students and staff contracted the virus at home or in social circumstances outside of school and links to schools were determined through contact tracing. Students and staff who get tested must isolate while waiting for test results and continue to do so if they test positive. In addition, close contacts are also asked to self-isolate for 14 days. This rigorous Public Health tracing process has supported in further reducing transmission events in schools. Choi said the data supports efforts to keep schools open, and for students to attend in-person. He said: “While we have seen a moderate increase in COVID-19 cases among young people since the end of October, this is reflective of the overall increase in COVID-19 cases in our communities. Schools are an essential determinant of physical, mental and emotional development. It is our utmost priority to ensure students can continue to attend school, despite the ongoing pandemic.” When VCH is notified of a positive case in
Male arrested by Richmond RCMP on multiple warrants faces 13 new charges RICHMOND RCMP Property Crime Unit identified a male who allegedly committed multiple break and enters and stole mail from the same complex located on Lansdowne Road in Richmond. The first break-in took place on October 3, 2020. Officers identified the suspect within a couple of weeks of this series of break and enters starting, however, despite numerous efforts to locate him, his whereabouts remained unknown until last week. On January 7, Kristopher Mino was located by the Richmond RCMP Property Crime Unit and arrested on three outstanding warrants, including assault causing bodily harm, break and enter and mail theft. Mino, who was arrested in Surrey and held in custody, has now been charged with an additional 13 counts of break and enter. “We are committed to identifying and arresting anyone involved in property related offences in Richmond”, said Sgt. Once those who were in contact with the person who tested positive have been notified directly of a potential COVID-19 exposure, VCH posts the notification to its website. Sonia Aggarwal to be Biden’s climate policy adviser New York (IANS): An expert on energy and climate change, Sonia Aggarwal, was named on Thursday by President-elect Joe Biden as the senior advisor for climate policy and innovation, the latest of several key Indian American nominees for his administration. She led America’s Power Plan, bringing together 200 electricity policy experts, at Energy Innovation, of which she was a co-founder and Vice President, according to the biography from Biden’s transition team. Aggarwal also directed the team that developed the Energy Policy
Simulator to analyse the environmental, economic, and public health impacts of climate and energy policies. Earlier, she managed global research at ClimateWorks Foundation, “where she worked on the McKinsey carbon abatement cost curves and led research for the American Energy Innovation Council”, the biography said. Born and raised in Ohio, Aggarwal has a masters at Stanford University in civil engineering. Vice President, just as we’re doing with our investigation into last week’s violent activities at the Capitol, we’re bringing our aggressive operational capabilities and deep investigative and intelligence expertise to next week’s inauguration. As Director Murray said, while the Secret Service takes the lead in inaugural security, the FBI is the lead federal agency for crisis response, for counterterrorism investigations, and intelligence analysis. In that vein, as Director Murray said, we’ve been planning for months and months on this, which is part of what I think gives us the confidence that we have. At the FBI, we’ve set up a national command post at FBI Headquarters as well as a command post in

As well, we have command posts in all 56 of our field offices. Those command posts bring together personnel—not just from the FBI but from across the government—to gather intelligence, to assess potential threats, to coordinate investigations, and to surge resources where needed. They make it possible to share information in real time and allow our personnel to continually update those threat assessments. Those command posts are go-
ing to be running 24/7 through the inauguration and, in some cases, in the days to follow. We’re monitoring all incoming leads, whether they’re calls for armed protest, potential threats that grow out of the January 6 breach of the Capitol, or other kinds of potential threats leading up to inaugural events and in various other targets. We’re latched up with all of our partners in that regard. When we talk about potential threats—maybe I’ll just say a word or two about that—we are seeing an extensive amount of concerning online chatter— that’s the best way I would describe it—about a number of events surrounding the inauguration. Together with our partners, we evaluate those threats and what kind of resources to deploy against them. Right now, we‘re tracking calls for potential armed protests and activity leading up to the inauguration. The reason I use the word “potential” is because one of the real challenges in this space is trying to distinguish what’s
aspirational versus what’s intentional. We’re concerned about the potential for violence at multiple protests and rallies planned here in D.C. and at state Capitol buildings around the country in the days to come that could bring armed individuals within close proximity to government buildings and officials. As you can imagine, the volume of information out there is significant, but we’ve been pushing that information as rapidly as possible to all of our relevant law enforcement and intelligence partners. If we find that an individual poses a violent threat, then we and our partners will take advantage of every lawful authority and method we’ve got to disrupt any attempt or attack. Our posture is aggressive; it’s going to stay that way through the inauguration. In that vein, we and our partners have already arrested more than 100 individuals for their criminal activities in last week’s siege of the Capitol and continue to pursue countless
other related investigations. Those help not only prevent those individuals from any effort to repeat that kind of activity, but also should serve as a very stern warning to anybody else who might be inclined to try to engage in that activity. Director Wray speaks about the FBI’s efforts regarding inauguration security during the interagency briefing. But we’re also taking other steps. The American people may not hear about every disruption in the media and may not see the FBI’s hand in everything we do, but they should be confident that there’s an awful lot of work all across the country going on behind the scenes, out of the spotlight, where we’re feeding relevant information to all of our partners so that they can harden targets as appropriate. And as I said, we’re looking at individuals who may have an eye toward repeating that same kind of violence that we saw last week. I mean, from January 6 alone, we’ve already identified over 200 suspects. We
know who you are, if you’re out there, and FBI agents are coming to find you. My advice to people who might be inclined to follow in the footsteps of those who engaged in the kind of activity that we saw last week is: Stay home. Look at what’s happening now to the people who were involved in the Capitol siege. Wherever they scattered to—whether it was Memphis, Phoenix, Dallas, Honolulu—what they’re finding is that we’ve got FBI agents tracking them down and arresting them. If I were those people, you don’t want to be the ones to have FBI agents knocking on your door at 6 a.m. So anybody who plots or attempts violence in the coming week should count on a visit. So together with our partners here in the District and across the country, we’re going to be doing everything we can to ensure a smooth transition of power in the days to come. This is a team effort, and I’m really proud of the team that you have assembled here.

Trump becomes the first president to be impeached twice â&#x20AC;&#x153;I hope that the Senate leadership will find a way to deal with their Constitutional responsibilities on impeachment while also working on the other urgent business of this nationâ&#x20AC;? â&#x20AC;&#x201C; Biden THE U.S. House on Wednesday voted 232 to 197 to impeach President Donald Trump on charge of â&#x20AC;&#x153;incitement of insurrection,â&#x20AC;? making Trump the first president to be impeached twice. Ten Republicans joined the Democrats to impeach Trump. It was exactly a week after a vicious mob attacked the Capitol, where lawmakers were meeting to approve President-elect Joe Bidenâ&#x20AC;&#x2122;s Electoral College win. Representative Liz Cheney, the No. 3 House Republican who voted for impeachment, had noted a day earlier: â&#x20AC;&#x153;None of this would have happened without the President. The President could have immediately and forcefully intervened to stop the violence. He did not. There has never been a greater betrayal by a President of the United States of his office and his oath to the Constitution.â&#x20AC;? House Speaker Nancy Pelosi told reporters before she signed the article of impeachment: â&#x20AC;&#x153;Today, in a bipartisan way the House demonstrated that no one is above the law, not even the President of the United States. That Donald Trump is a clear and present danger to our country and that once again we honor our oath of office to protect and defend the Constitution of the United States, so help us God. And now, I sadly and with a heart broken over what this means to our country, of a president who would incite insurrection, will sign the engrossment of the article of impeachment.â&#x20AC;? Trump in a video message after his impeachment claimed: â&#x20AC;&#x153;Mob violence goes against everything I believe in and everything our movement stands for.â&#x20AC;? He added: â&#x20AC;&#x153;No true supporters of mine could ever endorse political violence. No true supporter of mine could disrespect law enforcement or our great American flag. No true supporter of mine could ever threaten

or harass their fellow Americans. If you do any of these things, you are not supporting our movement- you are attacking it. And you are attacking our country. We cannot tolerate it.â&#x20AC;? CNN noted that the video was in stark contrast to his first message about the riots which he released hours after that violence. He old the mob â&#x20AC;&#x153;We love youâ&#x20AC;? and â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;re very special.â&#x20AC;? And then in a tweet he tried to justify the riots, saying: â&#x20AC;&#x153;These are the things and events that happen when a sacred landslide election victory is so unceremoniously & viciously stripped away.â&#x20AC;? Many social media companies ended up banning Trump from using their platforms. However, as CNN explained, â&#x20AC;&#x153;Impeaching Trump in the House does not remove him from office. Neither a second House impeachment nor even a Senate vote to convict Trump and remove him from office would prevent him from running again, in 2024 or beyond. Rather, after two-thirds of senators present voted to remove Trump, a simple majority of senators present would have to approve an additional vote to bar him from the presidency in the future.â&#x20AC;? MEANWHILE, Biden in a statement on the impeachment, said on Wednesday: â&#x20AC;&#x153;Last week, we saw an unprecedented assault on our democracy. It was unlike anything we have witnessed in the 244-year his-
tory of our nation. â&#x20AC;&#x153;A violent attack on the United States Capitol itself. On the peopleâ&#x20AC;&#x2122;s representatives. On police officers who every day risk their lives to protect them. And on fellow citizens who serve as public servants in that Citadel of Liberty. â&#x20AC;&#x153;Windows and doors were destroyed. Offices ransacked. A Capitol Hill police officer was murdered. Another lost his life a few days later. Four other people died in the senseless mayhem of that day. â&#x20AC;&#x153;This criminal attack was planned and coordinated. It was carried out by political extremists and domestic terrorists, who were incited to this violence by President Trump. â&#x20AC;&#x153;It was an armed insurrection against the United States of America. And those responsible must be held accountable. â&#x20AC;&#x153;Today, the members of the House of Representatives exercised the power granted to them under our Constitution and voted to impeach and hold the president accountable. It was a bipartisan vote cast by members who followed the Constitution and their conscience.â&#x20AC;? Noting that â&#x20AC;&#x153;the process continues to the Senate,â&#x20AC;? Stalemate over farm laws continues, next meeting on January 19
New Delhi (IANS): The ninth round of talks between the government and the agitating farmers ended inconclusively on Friday. The next round of meeting has been scheduled for January 19. The meeting of the farmer leaders with the government, which started at 12 noon on Friday and went on for around five hours, over the three contentious farm laws and the demand for minimum support price (MSP) ended in a stalemate. Speaking to the media after the meeting, Bharatiya Kisan Union (BKU) spokesperson Rakesh Tikait said, “Our demand will remain the same and we will not go to the committee formed by the Supreme Court, but continue to hold talks with the government. We still demand that the government
should repeal the three farm laws besides ensuring MSP.” Tikait also said that the anti-farm law protests will stretch for long. “The opposition will raise this issue in the Parliament, while we will raise the issue in our protests outside the Parliament,” Tikait said. He also said that the government is not accepting the demands of the farmers. This was the first meeting between the two sides after the Supreme Court order on January 12, which stayed the implementation of the three farm laws and also formed a four-member committee to look into the farmers’ issues. However, on Thursday, farmer
leader Bhupinder Singh Mann, one of the four members on the committee, recused himself from the panel constituted by the top court. Earlier, eight rounds of talks were held between the farmers and the government, but they all turned out to be inconclusive. Thousands of farmers from Punjab, Haryana and western Uttar Pradesh have been agitating against the three farm laws on the borders of Delhi since November 26. Strong December Home Sales Close Out an Unprecedented Year Vancouver, BC: The British Columbia Real Estate Association (BCREA) reports that a total of 93,953 residential unit sales were recorded by the Multiple Listing ServiceÂŽ (MLSÂŽ) in 2020, an increase of 21.5 per cent from the 77,350 units sold in 2019. The annual average MLSÂŽ residential price in BC was $782,027, an 11.7 per cent increase from $700,369 recorded the previous year. Vancouver commercial real estate sales volume was down in the third quarter, but industrial and multi-family deals held strong, increasing almost 16 per cent. The $82.5 million sale of Plaza 500, an older apartment building, was the most notable commercial real estate transactions for its dollar value in the third quarter of 2020, according to Altus Group’s latest report. But despite its prime location — across from Vancouver City Hall and City Square and two blocks from the Broadway-City Hall Canada Line station — and its redevelopment potential, the sale price was below the property’s assessed value of $86.212 million. With “continued uncertainties amid the second wave of rising case numbers,” investment in commercial real estate has slowed in Vancouver, Altus said. There were “more restrictive measures across the city, and with it remained a hesitance amongst investors.” There were 343 transactions valued at a total of $1.5 billion in the third quarter, bringing the year-to-date total to $5.6 billion, down 22 per cent from the same period in 2019. Commercial real estate sales in the third quarter posted the lowest total since the second quarter of 2014, but investor
interest in industrial and multifamily buildings remained strong, with year-to-date volume in both these categories increasing almost 16 per cent compared to last year. The office sector showed the greatest drop, dropping 66 per cent compared to the first three quarters of 2019 and by 72 per cent compared to the third quarter of 2019. At only $47 million in transactions, it was the lowest total dollar volume since the beginning of 2010. Residential land deals are also under pressure, with year-todate totals down by 24 per cent compared to 2019 as many developers seem more comfortable holding cash than land. One notable sale in this category included the $40 million sale of residential land at 495 West 41st Avenue, at 41st Avenue and Cambie Street across from the massive Oakridge
redevelopment site. It used to be an Esso gas station and was last sold in 2014 to Coromandel Properties, which bought it for $15.8 million. The new buyer is the PCI Group. The largest industrial sale involved a 200,000-plus-squarefoot, Port Coquitlam warehouse and distribution centre on Coast Meridian Road. It was sold in a share sale deal for a reported $51.3 million. The largest deal in the industrial, commercial, investment land category was the sale of a site at 473-475 Hastings and 398 Richards in Gastown. It was sold for $31.25 million. Altus said that while there was a loss of momentum in the third quarter, Vancouver remained a market where there is more buyers than sellers and it is among the top three markets in Canada for investors.

Questions about the ketogenic diet The breakdown of fat, and to a lesser extent, protein, creates a condition called â&#x20AC;&#x153;ketosisâ&#x20AC;? which is also used for energy. Hopefully none of us will ever be in a situation where weâ&#x20AC;&#x2122;re starving. But if that happens, we develop ketosis. It also occurs in uncontrolled diabetes. Ketosis starts within a few days after carbohydrates are decreased to between 20 and 50 grams a day. This is not much carbohydrate, as two one-ounce slices of bread contain 28 grams of carbs! How does a ketogenic diet compare with a normal diet? The average North American gets 50-55% of energy from carbohydrates, 30-35% from fats, and 15-20% from protein. The ketogenic diet obtains 5-10% from carbohydrates, 70-75% from fats, and 20% from protein. A ketogenic diet contains full-fat dairy, eggs, fish, poultry, meat, nuts, non-starchy vegetables and butter. You are allowed to eat as many of these foods until you are full. It eliminates starchy vegetables, most fruits, grains, and sweets. The British Journal of Nutrition analyzed 13 diet studies and reported that most, but not all, found that patients on a ketogenic diet lost more weight than those on other diets. They also ended up with lower blood pressure and blood triglycerides. And it helped those with type 2 diabetes. The negative of this diet is that it also increases bad cho-

Singh and his team, which initially went to both Singhu and Tikri borders now want to focus on the latter. Stressing that BKUâ&#x20AC;&#x2122;s (Ugrahan) stage has been remarkable in terms of organisation, discipline, quality of speakers and speeches, and focus, Singh adds, â&#x20AC;&#x153;Both the borders might be very similar in terms of trolleys and langars being served, etc. But at Singhu, what clearly stood out was the religious fervor -- the involvement of the various Gurudwaras and Nihangs. There (at Singhu), it seems as if the laws are not just an attack on farmers but the Sikh community also. Not to mention, the Nagar Kirtan at Singhu. There are way too many distractions there, unlike Tikri. We have been very clear that we want to capture the protests and not other aspects at all.â&#x20AC;? Considering the fact that many artists from across the country, including states like Bihar, West Bengal and Odisha are capturing the protests, he is optimistic that it will lead to a large body of work. â&#x20AC;&#x153;Photography is instant, so everyone will see immediately. Hunt for new CBI director gathers momentum New Delhi (IANS): As the tenure of the current Central Bureau of Investigation (CBI) Director Rishi Kumar Shukla comes to an end on February 2, the race for the premium post has gathered momentum with several top officers in the race. According to sources, several officers of the 1984, 1985 and 1986 batch are in the running for the top post, including NIA chief Y. C. Modi who is currently the chief of the National Inves-
tigation Agency (NIA), Arun Kumar, Director General of the Railway Protection Force and Praveen Sinha, currently Additional Director in the CBI. Besides them, Central Reserve Police Force director general AP Maheshwari and Indo-Tibetan Border Police chief S.S. Deswal are also said to be in the race. Official sources said the present CBI Director, a 1983 batch officer, may get an extension for six months.
A source said that Rakesh Asthana, who is currently holding several key posts such as DG Border Security Force and also holding additional charge DG of the Narcotics Control Bureau (NCB) is also in the race. Besides Asthana, M.A. Ganapathy, a 1986 batch IPS officer of Uttarakhand cadre and currently Director General of Bureau of Civil Aviation Security (BCAS) is also said to be in the tight race for the top post.
After the DoPT chooses the names of at least three or four officers for the CBI Director’s post, they would be sent to the Select Committee comprising the Prime Minister, the Chief Justice of India and the Leader of Opposition in the Lok Sabha to decide the final pick for a fixed term of two years. Currently the Congress is the largest Opposition party in Lok Sabha. According to guidelines set by the Supreme Court in 2004, of-
ficers from the four oldest serving batches of the IPS will be in contention for the top post. As per the guidelines, officials having experience in anticorruption investigations or CBI, from the senior most four batches of IPS cadre, will be empanelled, following which a screening of three officers would be sent to the Appointments’ Committee of the Cabinet headed by Prime Minister Narendra Modi.
Women to be inducted as Army pilots: Army Chief New Delhi (IANS): Women will be inducted as pilots in the Army Aviation Corps from next year, Indian Army Chief General Manoj Mukund Naravane said on Tuesday. Till now, women are only part of ground duties in the Army Aviation Corps. Women pilots would be flying helicopters to forward locations and be part of operations at the borders, the Army Chief said, adding that the proposal has been cleared. The Indian Air Force has 10 women fighter pilots. In the Indian Navy, women pilots
are flying the Dornier aircraft and also as observers on board helicopters and P8I surveillance aircraft. Other than the 10 fighter pilots, the IAF has 111 women pilots who fly transport planes and choppers. During his annual press conference in New Delhi, General Naravane said: “Last month, I had initiated a proposal that women officers can be recruited to Army Aviation. The next course which will begin in July this year, will induct women

lims deliberately withdrew themselves from education. “All the governments that have come to power have kept us backward in education, as they may have realised that if Muslims move forward in the field of education, they will rise to the highest positions with their abilities and talents. Musk breaks silence, says coming to India ‘as promised’ New Delhi (IANS): Breaking his silence after the news broke that Tesla has finally entered India by registering it as a company in Bengaluru, its CEO Elon Musk said on Wednesday that he is on the way to fulfil his promise to let electric cars run on the roads of the country. According to the details available on the Registrar of Companies website, Tesla India Motors and Energy Private Limited has been incorporated and the registered address is in Lavelle Road, Bengaluru. Reacting to his 41.2 million followers, Musk tweeted on making India his next destination: “As promised”. Musk, who communicates on all important company issues via Twitter, however, did not divulge any further details on his India plans. In October last year, Musk, who overtook Amazon founder Jeff Bezos as the world’s
richest man with a whopping $195 billion net worth, had said that the electric car maker is finally ready to enter the India market next year. Karnataka Chief Minister B.S. Yediyurappa tweeted on Tuesday to inform that Tesla is setting up its research and development (R&D) centre in Bengaluru to commence its
India operations soon. The Karnataka government had made a strong pitch to invite Tesla to the state. “Karnataka will lead India’s journey towards Green Mobility. Electric Vehicle Manufacturer Tesla will soon start its operations in India with an R&D unit in Bengaluru. I welcome @elonmusk to India & Karnataka and wish him all the very best,” Yediyurappa had tweeted. Tesla is also in touch with other state governments like Maharashtra, Gujarat, Tamil Nadu and Andhra Pradesh to start its India operations. Union Road Transport and Highways Minister Nitin Gadkari had said last month that Tesla will begin operations with sales in early 2021 and then “maybe” look at assembling and manufacturing vehicles in the country. Tesla sales teams are currently working on
building custom sales and production orders for the India market, ensuring orders are complete and validated once the configuration is finished. The move will also open India to select as one of the countries where Tesla cars can be purchased. Tesla officials had held talks with the Karnataka government in September last year for opening its research facility in this tech hub. The R&D unit in India is Tesla’s second outside the US. Its first such overseas centre is in Shanghai where it has a Gigafactory to make electric cars. The tech-savvy Karnataka is the first state in the country to have an electric vehicle policy to woo investments in the sunrise sector. A slew of startups like Ola Electric, Sub Mobility and Ather have set up their operations in the city.
Government okays purchase of 83 Tejas Mk1A fighter jets New Delhi (IANS): The Cabinet Committee on Security (CCS), the highest decisionmaking body for security issues headed by Prime Minister Narendra Modi, on Wednesday approved the purchase of 83 Tejas fighter jets for the Indian Air Force at a cost of Rs 48,000 crore [1 crore = 10 million], including infrastructure. The CCS approved the largest indigenous defence procurement deal worth about Rs 48,000 crore to strengthen the IAF’s fleet of homegrown Light Combat Aircraft (LCA)Tejas. “This deal will be a game changer for self reliance in the Indian defence manufacturing,” Union Defence Minister Rajnath Singh said. HAL follows a system integrator model in the LCA Mk1A programme and acts as an umbrella organisation, fostering manufacturing and design capabilities in private in-
dustry. The first squadron of the Light Combat Aircraft, Tejas was raised in 2016. The manufacturing of 83 jets will not only be a boost for ‘Make in India’ or self reliance but help in filling the gaps in the Indian Air Force as its current fleet is down to 30 squadrons, way below the sanctioned strength of 42. Each squadron comprises 18 fighter jets. These 73 Mark 1A jets are in addition to the 40 Mark 1 already ordered by the IAF. Last year in March, the Ministry of Defence gave the go-ahead for the purchase of 73 Tejas Mark 1A aircraft for the Indian Air Force. This was a major breakthrough as after cost negotiations for over three years between the Ministry of Defence and Hindustan Aeronautics Limited, the price for procurement of the advanced variant of the indigenously-made Light Combat Aircraft Tejas was slashed. Bhupinder Mann recuses from Supreme Courtappointed panel on farm laws New Delhi (IANS): Farmer leader Bhupinder Singh Mann, one of the four members on the committee appointed by the Supreme Court to talk with farmers on the three new central farm laws, has stepped down, the BKU said on Thursday. The Bhartiya Kisan Union (BKU) tweeted a letter by Mann and said: “Bhupinder Singh Mann, a former MP and BKU national President and All India Kisan Coordination Committee Chairman, has recused himself from the
Bhupinder Singh Mann 4-member committee constituted by the Supreme Court.”
Mann could not be reached for comments on the issue. Mann said in the letter that he was thankful to the apex court for nominating him as one of the committee members to start a dialogue with the protesting farmers. “As a farmer myself and a union leader, in view of the prevailing sentiments and apprehensions among various farm unions and the public in general, I am ready to sacrifice any position offered or given to me so as to not compromise the interests of
the farmers of the country. I am recusing myself from the committee but I will always stand by my farmers and Punjab.” Other members on the committee set up on January 12 included agricultural experts Ashok Gulati, Dr Pramod Kumar Joshi, and Anil Dhanawat. Suspending implementation of farm laws is not a solution, say farmers’ unions New Delhi (IANS): The farmers’ unions said in a joint statement on Tuesday that the Supreme Court has stayed the implementation of the three Central farm laws as an interim measure, which is a welcome step, but it is not a solution. The statement has been issued by Darshan Pal on behalf of the Samyukt Kisan Morcha, an umbrella organisation of the farmers’ unions spearheading the protest against the three farm laws passed by the Parliament in September last year. In a major decision, the Supreme Court on Tuesday stayed the implementation of all the three farm laws and also formed a committee comprising mostly agriculturists to hear the grievances of the farmers’ unions against the farm laws. “The farmers’ unions did not ask for this solution, given the fact that the implementation of the farm laws can be rein-

The farmers said that they are yet to see the orders and the initial reactions are based only on the reporting of the proceedings in the court.

“We noted that the court has ordered the suspension of the implementation of the farm laws temporarily. Suspending the implementation of the laws as an interim
measure is welcome, but it is not a solution, given the fact that the implementation can be reinstated at anytime. The government must repeal the laws,” the statement said. The top court has formed a committee in its own wisdom and the farmers’ unions have nothing much to say on this. The unions reiterate the fact that they will not participate in any such committee, and one of their apprehensions about such a process got validated in the very constitution of the committee, it said. “It is clear that the court is being misguided by various forces even in the constitution of the committee. These are people who are known for their support to the three farm laws and have actively advocated for the same. It is not out of place to remind that the farmers’ unions have rejected a committee proposal from the government too. Their dialogue is basi-
cally with an elected government about its policy directions and concomitant laws,” the farmers said. The statement added that the farmers have explained in detail to the government of India that the three farm laws will lead to corporate control over agricultural production, processing and markets. They will also lead to high cost of inputs, higher debts, lower crop prices, increase in losses, decrease in government procurement, end PDS, raise food costs, increase farmer suicides, hunger deaths, eviction from land due to debts etc. The government has hidden these hard facts from the people and courts, it said. The peaceful Kisan Parade announced by the farmers’ organisations on Republic Day will be held in Delhi and other parts of the country, but the government is trying to misguide the court on this too, it said.

Nothing short of repealing farm laws will help: Punjab government Chandigarh (IANS): Even as it asserted that it will take all measures to protect the stateâ&#x20AC;&#x2122;s and its farmersâ&#x20AC;&#x2122; interests, the Punjab government led by Amarinder Singh on Thursday made it clear that nothing short of repeal of the Centreâ&#x20AC;&#x2122;s â&#x20AC;&#x2DC;blackâ&#x20AC;&#x2122; farm laws, which it described as â&#x20AC;&#x153;antifarmers, anti-nation and antifood securityâ&#x20AC;?, would resolve the present crisis. The Central government is out of touch with the ground realities, the Chief Minister said at a meeting of the Cabinet, whose members declared unequivocally that repeal of the farm laws was
Amarinder Singh the only way out of the current imbroglio. The Cabinet demanded that the Centre make MSP (minimum support price) a statutory right of the farmers, who had been getting extremely low prices for their produce for the past several days despite being responsible for
feeding the nation. At the start of the meeting, the Ministers observed a two-minute silence in memory of farmers who have died during the agitation. An estimated 78 farmers have so far lost their lives. Stressing the need for an early resolution to the agitation to prevent further loss of life, the Cabinet pointed out that the matter has already been debated and discussed in eight rounds of negotiations held between the farmers and the Centre. Pointing out that even the Supreme Court had acknowledged the concerns of the protesting farmers, and had
recognised their pain and anguish, it said the Central government should not stand on prestige and ego in this matter, which, if unresolved, could lead to devastating repercussions for the country for decades to come. If the Centre can make sweeping amendments to the laws then this adamancy about not revoking the legislations is inexplicable, said the ministers, joined by Punjab Congress President Sunil Jakhar. In a formal resolution, the Cabinet categorically reiterated its commitment to the resolutions passed by the Punjab Vidhan Sabha on Au-
gust 28 and October 20, 2020, stressing that all the genuine demands of the farmers must be accepted. It urged the Centre to â&#x20AC;&#x153;repeal the farm laws as agriculture is a state subject under the Constitution of India, and to make MSP a statutory rightâ&#x20AC;?. It welcomed the Supreme Court order staying the Central legislations as acknowledgement of the concerns of the farmers of Punjab who are protesting against the farm laws, and recognition of their pain and anguish. â&#x20AC;&#x153;There is need for broadbased dialogue and proper consultation with all stake-
holders as these legislations impact the future of millions of farmers across the country, and all genuine demands of the farmers must be accepted,â&#x20AC;? said the resolution. The Cabinet also appreciated the peaceful protest by the farmers, which has also been taken note of by the apex court, in keeping with the best of the democratic practices. The Cabinet meeting had been convened by the Chief Minister with the sole agenda of discussing the issue in the light of the Supreme Court orders, an official spokesperson told IANS.

Laws framed by legislators, not courts: Sidhu on farmersâ&#x20AC;&#x2122; stir Chandigarh (IANS): Taking up the cause of the farmers who are protesting against the three contentious agricultural laws, Congress leader and former Punjab minister Navjot Singh Sidhu said on Wednesday that in a democracy, laws are framed by elected representatives, and not by the courts. â&#x20AC;&#x153;In a democracy, laws are made by elected representatives of the people, not by the
honourable courts or committees... Any mediation, debate or discussion should have happened among the farmers and the Parliament,â&#x20AC;? Sidhu said in a tweet. In another tweet, he said: â&#x20AC;&#x153;Justice? -- you get justice in the next world, in this world you have the laws! The more laws the less justice.â&#x20AC;? Sidhuâ&#x20AC;&#x2122;s assertions came a day after the farmersâ&#x20AC;&#x2122; unions in a joint state-
ment said the Supreme Court has stayed the implementation of the three Central farm laws as an interim measure, which is a welcome step, but not a solution. Congress General Secretary Randeep Singh Surjewala demanded that the three â&#x20AC;&#x153;blackâ&#x20AC;? laws be repealed. â&#x20AC;&#x153;From day one, Ministers have branded protesting farmers as anti-national and often Khalistanis;
farmers are still being subjected to abuse by the BJP,â&#x20AC;? Surjewala alleged. The Congress reiterated its support to farmers on their demands, asserting that anybody opposed to farmers was not a party member. â&#x20AC;&#x153;The Congress will not sit back till the laws are not taken back,â&#x20AC;? he added.
Punjab targeted killings National Investigation Agency names 3 UP men
New Delhi (IANS): In its latest supplementary charge sheet in the 2016-17 targeted killings in Punjab, the National Investigation Agency (NIA) has named three Uttar Pradesh youths for having links with Khalistan Liberation Front (KLF) in providing arms to the culprits involved in the murder of Sri Hindu Takht chief Amit Sharma. The NIA took over the case in 2017 after a request from the Punjab government and Ministry of Home Affairsâ&#x20AC;&#x2122; order. The anti-terror agency filed the charge sheet before the special NIA court naming Ashish Kumar, Javed and Arshad Ali - all resi-
dents of Meerut in Uttar Pradesh. In the charge sheet, the NIA named the three under charges of Unlawful Activities (Prevention) Act and Arms Act in connection with a case being probe by it since December 10, 2017 arising out of an FIR filed by Punjab Police on January 15, 2017 related to the killing of Amit Sharma. Sharma was president of Sri Hindu Takht, Ludhiana in 2017. On January 14, 2017, two unknown motorcycle-borne assailants killed Sharma as a part of an organised conspiracy hatched by terrorist outfit Khalistan Liberation Front (KLF). This murder was one among eight such cases of se-
rial killings and attempted killings that took place in Punjab in 20162017 with a view to create terror and communal disturbance. Earlier, NIA had filed charge sheet on May 14, 2018, against 15 people. Investigation has established that Ashish, Javed and Arshad had facilitated the other accused persons in the killing of Sharma by supplying illegal firearms used in the crime, the NIA said. â&#x20AC;&#x153;They had supplied illegal arms including .32 bore pistols which, along with other weapons or firearms, were used in targeted killing cases in Punjab. Further investigation in the case continues.â&#x20AC;?
