Four Indian nationals found dead near Canada-U.S. border in Manitoba FOUR people – a man, a woman, a teenager and an infant – believed to be Indian nationals who were allegedly part of a group being smuggled into the U.S. by a U.S. citizen were found dead by Manitoba RCMP on the Canadian side of the border on Wednesday. Manitoba RCMP said in a press release that on Wednesday morning, their officers with the Integrated Border Enforcement Team received concerning information from their counterparts in the United States. Specifically, the information outlined that officers with the US Customs and Border Protection had apprehended a group of individuals who had crossed into the US from Canada, near the town of Emerson, Manitoba. Further, it indicated that one of the adults had items meant for an infant but that no infant was with the group. Upon receiving this information at 9:23 a.m., a search was immediately launched on both sides of the border. RCMP officers were already patrolling the area and the search began at 9:24 a.m. Extensive patrols were conducted and, at approximately 1:30 p.m., the bodies of three individuals were located on the Canadian side of the border, approximately 10km east of Emerson. They have been identified as: * An adult male;

ACCORDING to the U.S. Attorney’s Office of the District of Minnesota, a federal criminal complaint has been filed against a Florida man -- Steve Shand, 47, a U.S. citizen -- charging him with human smuggling, According to court documents, on January 19, law enforcement agents with Homeland Security Investigations responded to a request for assistance from the U.S. Border Patrol (USBP) based out of Pembina, North Dakota. USBP initiated a traffic stop on a whitecolored, 15- passenger van less than one mile south of the U.S./ Canadian border in a rural area between the official ports of entry located at Lancaster, Minnesota, and Pembina, North Dakota. The driver of the vehicle was identified as Shand. Law enforcement asked for identification of the two passengers in the van and determined them to be undocumented Indian nationals. USBP arrested Shand for smuggling undocumented foreign nationals. While Shand and the two passengers were being transported to the Pembina Border Patrol Station in North Dakota, law enforcement encountered five additional Indian

The five Indian nationals explained that they had walked across the border expecting to be picked up by someone. The group estimated they had been
walking around for over 11 hours. One of the group members was in possession of a backpack that did not belong to him. He stated he was carrying the backpack for a family of four Indian nationals that had earlier walked with his group but had become separated during the night. The backpack contained children’s clothes, a diaper, toys, and some children’s medication. According to court documents, later during the day on January 19,
2022, USBP received a report from the Royal Canadian Mounted Police that four bodies were found frozen just inside the Canadian side of the international border. The dead bodies were tentatively identified as the family of four that was separated. Two of the surviving Indian nationals sustained serious injuries and were transported to a hospital. Shand is charged with one count of knowing or in reckless disregard of the fact that an alien had come to,
entered, or remained in the United States in violation of law, having transported, and moved or having attempted to transport and move such aliens. IN reaction to these events, UNHCR Canada Representative Rema Jamous Imseis told The VOICE: “UNHCR deeply regrets this tragic loss of life. Whatever the circumstances, no one should ever have to choose such a perilous journey.”

RCMP dragging their feet in Surrey police transition SOURCES in government tell The VOICE that the RCMP are not moving quickly enough in the Surrey police transition and that is the biggest concern right now. The RCMP seems to be deliberately dragging their feet in the security clearance procedures for the new Surrey Police Service of�icers that are to work with the Mounties in the transition and that is causing a lot of frustration, the sources say. “On the surface, the RCMP are not really objecting except that they are saying ‘it’s going to take us longer to do this and it’s going to take us longer to do that. They are proceeding slowly,” the sources reveal. However, the transition is going ahead and there is no going back now.
The provincial authorities are also angry at the councillors who are whipping up resentment against the new police force as they point out that they all voted for the transition. “They now say they didn’t know the cost. Wait a minute! If they didn’t know the cost, why did you vote in favour of it?” the authorities ask. “And secondly everybody knew that the new force was going to cost more. But that’s the price you pay for local accountability. Do these councillors who oppose the transition now still want Surrey, soon to be the largest city in the province, to have their police force managed in Ottawa. That’s what this is really all about. It takes them (Ottawa) forever to respond to things.”
Just last week, the media (including The VOICE) reported on how the Federal Court of Canada held that the RCMP Commissioner breached her statutory obligations by failing to respond to a Civilian Review and Complaints Commission (CRCC) report about the BC Civil Liberties Association’s complaint “as soon as feasible,” as
she is required to do by s. 45.76(2) of the RCMP Act. The BCCLA had brought this lawsuit to address the RCMP Commissioner’s extreme delays in responding to public complaints. Paul Champ, legal counsel for the BCCLA, said: “For the �irst time, a court has made clear that the RCMP Commissioner must respond to CRCC reports expeditiously and it has placed a hard time limit on how quickly she must respond. We hope this decision brings an end to the RCMP’s longstanding culture of complacency.” With a municipal police force, Surrey residents will not have to put up with the colonial and fascist mentality of top RCMP of�icers. Police in B.C. say they’ve developed initiatives that have brought down gun violence “Unfortunately, what we are experiencing now is an evolution, in that we are seeing street level criminals in what looks like interpersonal conflicts creating violence on our streets” CHIEF Superintendent Ghalib Bhayani, Operations Officer for the Lower Mainland District RCMP, on Thursday told the media that “since April, the BC RCMP, municipal police partners and CFSEU-BC, which is leading the response, have developed a number of initiatives that have resulted in a slowing down of the gun violence on our streets in the latter months of 2021.” Bhayani and Superintendent Duncan Pound, Deputy Operations Officer for the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC), held a special media conference to deal with public concern about a spate of shootings across the Lower Mainland recently that have left four bystanders injured in Langley, Coquitlam and Surrey. Bhayani, noting that he was speaking “on behalf of the 13 RCMP detachments and the five Integrated Teams that deliver specialized and frontline policing to the two million residents who live here in the Lower Mainland,” said: “I want those victims and their families to know that we are thinking of them and wish them the best in their recoveries.” He added: “The policing community is acutely aware that these acts of violence impact the

That is unacceptable.” Bhayani said: “Since April, many detachments and municipal departments around the Lower Mainland introduced or expanded anti-gang enforcement teams focused on suppression efforts in their respective communities. These uniformed teams, continue suppression efforts through targeted enforcement, increased patrols and shared intelligence. The result is, we’ve been able to mitigate the number of violent acts down from what we were seeing last spring and summer. This is supported
through the number of PTEP [Provincial Tactical Enforcement Priority] targets we’ve arrested.” He added: “Unfortunately, what we are experiencing now is an evolution, in that we are seeing street level criminals in what looks like interpersonal conflicts creating violence on our streets.” Bhayani said that a third of the homicide investigations by the Integrated Homicide Investigation Team (IHIT) have a nexus to organized crime and drug activity. Since IHIT’s inception in 2003, about 33 per cent of all homicide investigations have a nexus to organized crime. He said: “We continue to support CFSEU-BC’s lead role in the coordination of gang-related intelligence through the Provincial Tactical Enforcement Priority initiative and through the Real Time Intelligence Centre (RTIC) which has improved upon its timely release of information to frontline police officers so that they have the most up-to-date information prior to responding to gun or gang violence calls.” Bhayani added: “The BC RCMP and its detachments around the Lower Mainland will continue these suppression efforts and intelligence sharing and will look for ways to keep improving and supporting our law enforcement partners.” POUND told the media: “While CFSEU-BC isn’t the investigative agency for the recent incidents, early indications are that in the three
most recent shootings in Langley, Coquitlam and Surrey — where one person lost their life and innocent bystanders were injured — all initially appear connected to street-level drug trafficking. They do not, at this time, appear to have any direct links to the Lower Mainland Gang Conflict and do not appear to be connected to each other.” He added: “That, however, doesn’t discount the seriousness of the incidents, as gun violence is completely unacceptable.” Pound noted: “We also know that sometimes violence that occurs at the street level can escalate and draw in groups and individuals more entrenched and connected to conflicts like the Lower Mainland Gang Conflict. That is why it is important for us to let everyone know of our continued collaborative and coordinated efforts to ensure that violence doesn’t escalate and that we are able to prevent incidents before they happen.” Pound had a message for those involved in any level of drug dealing or gang-related activity: “It does not have to be an inevitability for you to end up either in jail or dead. There is help available. Please reach out to our Gang Intervention and Exiting Team. Call them at 604-897-6023.” Pound added: “I also want to encourage anyone with information on the recent shootings, or other violent crimes, to please call your local police or the investigating agency.”

Health Canada approves Pfizer’s antiviral treatment for COVID-19 HEALTH Canada announced on Monday that it has authorized the combination of two antiviral drugs, nirmatrelvir and ritonavir (brand name PAXLOVID), to treat adults with mild to moderate COVID-19 who are at high risk of progressing to serious disease, including hospitalization or death. The active ingredient nirmatrelvir in PAXLOVID works by stopping the virus from replicating. Until now, authorized medications for COVID-19 have had to be taken in a hospital or healthcare setting. PAXLOVID is the first COVID-19 therapy that can be taken at home. The drug is intended for use as soon as possible after diagnosis of COVID-19 and within five days of the start of symptoms. The treatment consists of two tablets of nirmatrelvir and one tablet of ritonavir taken together by mouth twice per day for five days. Health Canada received the submission for PAXLOVID from Pfizer on December 1, 2021, and conducted an expedited review. Pfizer submitted the data to Health
Canada on a rolling basis throughout the review process, as new information became available to facilitate a decision as quickly as possible. These data included results from clinical trials for PAXLOVID where patients had not been vaccinated and had not previously been infected with COVID-19. While the benefits of Paxlovid were found to outweigh the risks, it can cause interactions with other medications for some patients. As such, patients should discuss the risks and benefits of treatment with their healthcare provider. As with all COVID-19 health products, Health Canada said it will continue to monitor the safety and effectiveness of PAXLOVID once it is on the market. Pfizer will continue to provide additional data, including data on the potential impacts of existing and new variants of concern. If any new concerns are identified, Health Canada will take immediate action and communicate with Canadians. Health Canada stressed that no drug,
including PAXLOVID, is a substitute for vaccination. Vaccination remains the most important tool in preventing serious illness from COVID-19 infection. Both the Public Health Agency of Canada
Fraser Health: Surrey Bear Creek Rapid Test Distribution Centre opened
FRASER Health has opened the Surrey Bear Creek Rapid Test Distribution Centre to expand its COVID-19 testing capacity and ensure people who need access to a COVID-19 test are able to receive one. It said that the recent increase in COVID-19 transmission in the region has resulted in wait times for tests, and the addition of this appointment-only drive-through service will help ensure people who require testing, and those who have been sent for testing by a health care provider or Public Health, are able to book and receive a test more efficiently. The Surrey Bear Creek Rapid Test Distribution Centre is located at 13750 88 Avenue in Surrey. Starting Tuesday (January 18), the Centre will be open from 10:30 a.m. to 5:30 p.m., seven days a week. As with all Fraser Health COVID-19 testing and immunization sites, people may access COVID-19 tests at the Surrey Bear Creek Rapid Test Distribution Centre by appointment only. People with appointments will be provided a take-home rapid antigen COVID-19 test kit. People without appointments will be turned away and asked to go online or call to book an appointment. It’s important to remember that if you have mild symptoms and are fully vaccinated, you do not need a test. Stay home and away from others for five days, and then you can go about your business as long as you’re feeling better and you no longer have a fever or symptoms. Fraser Health said that the Surrey Bear Creek Rapid Test Distribution Centre will support its current COVID-19 testing sites as it works to accommodate the increased demand it is seeing. Rapid antigen testing is part of its overall testing strategy which also includes booked PCR tests at all of its COVID-19 testing centres. The Surrey Bear Creek Rapid Test Distribution Centre is anticipated to provide 750 rapid tests daily to people with booked appointments. Currently, Fraser Health delivers approximately 8,600 PCR and rapid antigen test kits at our COVID-19 testing sites each day. Four premiers, including B.C.’s Horgan, receive majority approval over handling of pandemic NEW data from the non-profit Angus Reid Institute finds Ontario Premier Doug Ford down six more points in approval amid frustration in Ontario over his handling of the ongoing COVID-19 pandemic. Fewer than one-in-three (30%) Ontarians approve of him, marking a new low for his tenure at Queen’s Park. This, as two-thirds of Ontarians (67%) say he has handled the pandemic poorly. Ford and his Progressive Conservative government are under heavy scrutiny over recent shortages of rapid tests in the province. Three-quarters of residents say the province has done a poor job in distributing tests where they are needed – the highest number in the country. Ford faces a provincial election in June this year. Four premiers receive majority approval this quarter – Nova Scotia’s Tim Houston, Quebec’s François Legault (whose province also has an election scheduled this year), B.C.’s John Horgan, and Newfoundland and Labrador’s Andrew Furey. Each is dealing with a unique public
opinion landscape, however, when it comes to COVID-19 policy. While Houston and his government receive top marks on testing and vaccination, majorities in each of the other three provinces say their government has done a poor job in supplying the population with sufficient levels of rapid testing. Man found guilty in murder of Pritpal Singh in Surrey ROBERT Tomljenovic has been found guilty in the shooting death of Pritpal Singh which occurred in Surrey back in April 2020. On April 7, 2020, at 12:43 a.m., the Surrey RCMP responded to reports of shots fired in the 8800-block of 138A Street. Police found 21-year-old Pritpal Singh suffering from a gunshot wound. On April 13, 2020, the Integrated Homicide Investigation Team (IHIT) with the assistance of the Surrey RCMP and the Lower Mainland District Emergency Response Team (ERT) arrest-
ed Tomljenovic for the murder of Pritpal Singh. The following day, Tomljenovic was charged by the BC Prosecution Service. Trial commenced in October of 2021. On January 20, 2022, Tomljenovic was found guilty of manslaughter and robbery with a firearm. The next court appearance is for sentencing. “This outcome was the result of the tireless efforts of our IHIT investigators and partners from the Surrey RCMP,” said IHIT Sgt. David Lee. “Our investigators will now be reaching out to the family of Pritpal Singh.”

United Truckers Association welcomes deferral of Rolling Truck Age Program
THE United Truckers Association (UTA) on Wednesday said that in response to the Port of Vancouver’s deferral of its proposed Rolling Truck Age Program, it is making an offer to Transport Canada to collaboratively fix the outstanding issues left unfulfilled by the 2014 Joint Action Plan. The UTA said that the 2014 Joint Action Plan, signed by both the Government of Canada and the Port of Vancouver, ended the Port labour disruption under false pretenses. Now
nearly eight years later, a number of commitments made by the Port of Vancouver and the Government of Canada have yet to be fulfilled. These broken promises include no enforcement for unlicensed trucks on port-leased property, no common terminal reservation system and waiting time fee payments that are not always paid to independent operators, according to the UTA. calling on Transport Canada to take the next 90 days to work on addressing these outstanding issues with tangible action. “While the UTA supports the deferral of the Rolling Truck Age Program, there are a number of issues that the Government of Canada and the Port of Vancouver must live up to as per the agreement we all signed in 2014,” said Singh. “If labour fairness, peace and stability is a commonly-held goal for all parties, then it is critical that we make use of the next few months to fix the problems that were supposed to be solved nearly eight years ago.” The Rolling Truck Program had been scheduled for introduction on February 1, which would have financially punished independent operators already facing challenging circumstances. Citing recent extreme weather and ongoing impacts from COVID-19, the Port of Vancouver made the deferral announcement following receipt of a letter from federal
Transport Minister Omar Alghabra asking for consideration for a “short delay” of the program. “The UTA is extremely grateful for the efforts of the Minister on this file, and of the various members of the Pacific Liberal Caucus for their strong advocacy,” added Singh. “We look forward to broadening the conversation with Transport Canada and these elected officials to finally create a fair and profitable marketplace for all involved.” The UTA said that over the coming weeks it will be releasing a publicly available list of outstanding commitments as well as improvements to working conditions still necessary. THE BC Liberals on Thursday said they were renewing their calls for the NDP to focus on increasing housing supply — something the Housing Minister has only recently conceded is critical to improving affordability — as the cost of housing in British Columbia continues to soar to new heights. “After more than half a decade of blaming B.C.’s housing crisis on speculators, Attorney General and Minister Responsible for Housing David Eby has finally begun to acknowledge the need to get serious about increasing housing supply,” said Ben Stewart, BC Liberal Critic for Housing. “We have been sounding the alarm on this for years, but the NDP were too busy scapegoating and blaming everyone but themselves for the problem, wasting precious time that could have been used to fast-track the construction of housing that is desperately needed in B.C. We need to see a massive investment in building new homes in this province — from affordable rental units, to new homes for sale — but unfortunately, the NDP has built less than 5 per cent of the housing units they promised in their 10year plan.” The BC Liberals pointed out that in 2017, the NDP promised to build 114,000 new homes over 10 years. Four years later, only 5,269 units have been completed, and 1,109 of those were first announced by the previous BC Liberal government. In the current market, the National Bank reports it would take 34 years to save for a down payment on a home in Vancouver and renters are paying $2,532 more per year under the NDP versus 2017. Meanwhile, inflation was up 3.9 per cent year over year in December, marking six straight months of elevated inflation above 3 per cent. “The NDP has spent years talking while taking no real action on housing affordability — and it’s gotten worse under their watch. They chose instead to levy new and higher taxes that have actually contributed to declines in available housing, and broke their promise of a $400 renters’ annual rebate that would have provided relief to families,” said Mike Bernier, BC Liberal Critic for Finance. “Like the minister himself

I cannot thank child care professionals enough for the hard work, sacrifice and dedication they continue to make in keeping the children and staff at their centres healthy during these difficult times. “We also know that they have been looking for public-health guidance about how best to address concerns related to the Omicron variant. As the situation continues to evolve, we are committed to providing updated information as it becomes available. “The COVID-19 Public Health Guidance for Child Care Settings were updated by the
BCCDC on January 19, 2022. The updated guidance was sent to the child care providers via email yesterday evening. “To provide greater clarity to the sector, the ministry will host a virtual discussion with Dr. Bonnie Henry and a panel of public-health professionals, who will address questions that have arisen from child care providers and parents. The information session will take place on Wednesday, January 26, 2022, and will enable parents and child care providers to hear directly from public-health officials. “I know this has been a challenging time for parents and those working in the child care sector. We will continue to work to address your questions and concerns and share information with you as it becomes available from public health. We encourage parents and child care professionals to join us for the discussion next week. FortisBC proposes to provide 100 per cent renewable gas to all new homes UNDER a new proposal put forward by FortisBC Energy Inc. (FortisBC) to the British Columbia Utilities Commission (BCUC), every newly constructed home connecting to the gas system would automatically receive 100 per cent renewable gas for the lifespan of the building. The approval of this proposal would mark a new era in the evolution of the company’s renewable energy programs. Renewable gas, which includes Renewable Natural Gas (RNG) available in the gas system today and hydrogen, syngas and lignin which could be delivered by the gas system in the future, can help dramatically cut greenhouse gas (GHG) emissions from homes and businesses without changing out heating equipment, and supports the objectives of the province’s CleanBC Roadmap. If approved, this change would provide home builders, real estate developers and new home owners with another path to meet provincial GHG emission reduction targets. “If approved by the BCUC, this would give every British Columbian a choice on how best to reduce GHG emissions from their new
home. We realize there’s much to consider in the proposal we’ve put forward but we’re excited about the prospect of a new generation of FortisBC customers knowing us as a renewable energy provider,” said Joe Mazza, Vice President of energy supply and resource development at FortisBC, on Thursday. The proposal was part of the second phase of an ongoing regulatory proceeding regarding RNG customer rates and a comprehensive review of FortisBC’s RNG program. FortisBC has committed to increasing the amount of renewable gas in its system and reducing the amount of conventional natural gas used by its customers. The company is currently on pace to exceed its target of having 15 per cent of its gas supply being renewable by 2030 and is working towards having about 75 per cent of its supply be renewable by 2050. The application also proposes that existing residential natural gas customers would automatically receive a small percentage of renewable gas as part of their gas supply by 2024. FortisBC’s existing voluntary RNG program (which was North America’s first) will
continue, providing customers with the option to select how much additional renewable gas they would like to receive. Renewable Natural Gas is produced by capturing methane released from decaying organic material and purifying it, allowing it to blend seamlessly into the existing gas system. By capturing and repurposing methane, RNG is third-party certified carbon-neutral energy and releases no new GHG emissions when burned. As more RNG is added to the system, it displaces conventional natural gas and lowers GHG emissions associated with the gas system. Using RNG to reduce household GHG emissions eliminates any need for expensive retrofits required to fuel switch and provides lower month to month energy costs compared to other carbon neutral options. “Our review of our RNG program really dove into the outlook of renewable gas to serve British Columbians, including supply and demand for renewable gas, customer programs, supply cost and recovery mechanisms as well as current government energy
policies and objectives,” said Mazza. “We see the potential for renewable gases, like RNG, to accelerate the goals of the government’s CleanBC Roadmap in an innovative and affordable way by using an existing system that moves and stores energy incredibly well.” FortisBC says it has made significant progress in increasing RNG supply in its gas system, tripling its supply over the course of 2021 and expecting a similar increase in 2022. With new supply consistently being added and a steady stream of applications for new supply in the regulatory process, new homes will be able to receive 100 per cent renewable gas as supply continues to climb. As more forms of renewable gas are developed, more conventional natural gas will be displaced as low carbon and carbon free renewable gases take on a more prominent role. TransLink commits to net zero emissions TRANSLINK announced on Thursday that it is releasing a Climate Action Strategy that maps an aggressive path to zero greenhouse gas emissions (GHGs). This strategy provides new emission reduction targets for all TransLink operations, fleet, and facilities. It also identifies opportunities to create a more climate resilient transit system that better withstands the effects of climate change on infrastructure, as well as providing customer safety and comfort during extreme weather. This strategy applies to its entire fleet of more than 2,000 transit vehicles, over 400 service vehicles, and our operations at over 200 facilities such as stations, terminals, transit hubs, park n’ rides, transit centres, maintenance centres, and administrative offices. The Climate Action Strategy sets new ambitious goals for TransLink and its operating companies, including: * Net zero GHGs by 2050. * Zero emissions from our bus fleet by 2040. * 45 per cent reduction of GHGs by 2030 (over 2010 levels).
* To create a more resilient system that can better withstand climate impacts, that also keeps customers safe and comfortable in extreme weather. Road-based transportation including personal, commercial, industrial, and public transit vehicles represent the largest single source of GHGs in the region, accounting for 35 per cent of all emissions. While TransLink’s GHGs account for only 2.7 per cent of those emissions, it said it needs to accelerate action to ensure its transit system has no negative contribution to the changing climate.

Minister of Environment and Climate Change Strategy. “TransLink’s plan, supporting actions and improved services will make a positive contribution to B.C.’s CleanBC Roadmap to 2030, and are key to meeting our climate goals.” TransLink’s next steps include releasing a Climate Action Plan which will contain specific details on how it will achieve the goals set out in the Climate Action Strategy. That plan is projected to be released later this year and will complement Transport 2050. Other key objectives in the Climate Action Strategy include: * Over 400 new battery-electric buses in service by 2030. * The first zero emission fully electric SeaBus in service by 2030. * Equipping 100 per cent of the bus fleet with air conditioning by 2028. * Building and operating a new transit centre in the Marpole area of Vancouver that only runs fully electric buses by 2027. * Using only renewable natural gas in the compressed natural gas fleet by 2024.

Surrey Mayor McCallum welcomes new complex care housing model for most vulnerable THE City of Surrey said on Thursday that the complex care housing program that will be available at the new Foxglove supportive housing site is the first of its kind in Surrey. The new housing model introduced by the Province addresses the multilayered needs of the most vulnerable and street entrenched individuals by providing comprehensive care for those who need it, for as long as they need it. el will integrate housing, health and social supports to people who have overlapping issues such as homelessness, substance abuse and mental health challenges. At the new Foxglove building in Surrey, the complex care housing program will be provided to 34 intensive supportive housing spaces and five transitional or respite spaces. “Supportive housing is not a one size fits all and the new complex care housing model is a signifi-
cant step forward in addressing the multiple needs of our most vulnerable citizens,” said Surrey Mayor Doug McCallum. “The complex care housing spaces at the Foxglove building will be a valuable addition to the new supportive housing that City Council has put in place in Surrey. I commend the Province for the action being taken on this important issue and I look forward to working with them on building more innovative sup-
portive housing projects in Surrey.” In 2021, three new modular housing sites were opened in Surrey, creating 136 units of supportive housing for the most vulnerable. Foxglove is one of three new supportive housing buildings that will open in 2022. The three new buildings will create an additional 230 apartments and single bedroom units to house the homeless and other populations in need.

Pay parking to be reinstated at health authority sites to ensure spots for those who need them most THE Province announced on Thursday that with $78 million in parking fees waived since April 1, 2020, pay parking will be reinstated at B.C. health authority sites to ensure that parking spots are available for patients, staff, volunteers and visitors, and so that free parking can continue to be extended to those who regularly receive certain treatments in acute-care settings. This change comes into effect
March 4. “Maintaining across-the-board free hospital parking is making it hard for patients, staff, volunteers and visitors to find a spot, as non-hospital users are taking advantage of the situation to park for free while conducting business that’s not hospital related,” said Adrian Dix, Minister of Health. “These hospital parking spots must be available for those who need them most.”
Free parking at provincial healthcare facilities will continue for patients receiving dialysis treatment or undergoing cancer treatment in acute-care programs, and for parents or caregivers of children staying in the hospital overnight. Volunteers will still be able to park for free, and financial hardship provisions will continue to be managed on a caseby-case basis by health authorities. Parking rates have been frozen for

CFSEU-BC investigation into alleged drug trafficking network leads to seizure of drugs, weapons and several arrests A year ago, in January of 2021, the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) began a complex investigation into an alleged organized drug trafficking network on Vancouver Island with ties to members of the Hells Angels Motorcycle Club. CFSEU-BC’s investigation gathered significant evidence over the course of the past year, which culminated in the arrest of several individuals and the simultaneous execution of several search warrants at multiple locations on Vancouver Island. A total of four search warrants were executed on residences in the Comox Valley and Campbell River area in the early morning hours of January 13. These searches resulted in CFSEUBC seizing: * Approximately 3.5 kg of suspected cocaine * Approximately $160,000 in Canadian cash

The investigation continues, and investigators are now working to prepare all of the necessary reports and disclosure for Crown Counsel to assess charge approval for several Criminal Code and drug-related offences. Rajnath writes to Stalin, Mamata on Republic Day tableaux row New Delhi (IANS): Putting an end to the politics of tableaux ahead of the Republic Day parade, Defence Minister Rajnath Singh on Tuesday wrote to West Bengal Chief Minister Mamata Banerjee and her Tamil Nadu counterpart M.K. Stalin explaining the reasons for rejection of their states’ tableaux. The politics of tableaux heated up after the Centre rejected the proposals of Kerala, West Bengal and Tamil Nadu tableaux in the Republic Day parade. Banerjee had on Sunday written a letter to Prime Minister Narendra Modi seeking his intervention after the Centre rejected her state’s Republic Day tableau on Subhas Chandra Bose. In his letter to both the leaders, Rajnath Singh stated that of the 29 proposals from states and union territories, 12 were accepted. Singh said: “I would like to bring to your kind attention that

THE Brahmos Supersonic Cruise Missile was test-fired from Integrated Test Range (ITR) off the coast of Odisha on Thursday morning validating several new indigenous systems, the Defence Research and Development Organisation (DRDO) said. The DRDO said, “BrahMos supersonic cruise missile with increased indigenous content and improved performance was successfully test fired at 10.30 am from Integrated Test Range, Chandipur off the coast of Odisha on January 20. The launch was conducted by Brahmos Aerospace in close coordination with DRDO teams. In this text book flight, the
missile followed the predicted trajectory meeting all mission objectives.” The agency further said, “The flight test is a major milestone in the way forward for BrahMos programme. The highly maneuverable missile cruised at supersonic speed for its maximum range and all mission objectives were met. The missile was equipped with the advanced indigenous technologies and followed a modified optimal trajectory for enhanced efficiency and improved performance. The missile with the modified control system has been fine tuned to achieve an enhanced capability.” The test on Thursday comes

Uttar Pradesh: Yadavs back with Akhilesh, after fling with BJP
Lucknow (IANS): If there is one vote bank that the Samajwadi Party can be completely sure of in the upcoming Assembly elections, it is the Yadavs. The Yadav community that had partially shifted to the BJP in 2017 Assembly polls and then again in the 2019 Lok Sabha elections, is now back with the Samajwadi Party. The Yadavs are now placing their bets on Akhilesh Yadav because they feel that with the support of other non-Yadav backward castes, the Samajwadi Party is much better placed for elections. “We were upset with the family split in the Samajwadi Party in 2017. The style of Akhilesh’s leadership was not like that of Mulayam Singh and so a number of us felt that we should go with BJP,” says Utkarsh Yadav, a software engineer from Firozabad. However, Utkarsh admits that they were disillusioned with the BJP and since the family ties have also been repaired, they are back with SP. The main reason for Yadav’s disillusionment with the BJP is that the party and the government did not promote any Yadav leader. “Tell me one Yadav leader who has been pro-

The 72-member committee has over 40 per cent OBCs, 10 Brahmins, 11 Muslims, more than six Dalits (including three former Bahujan Samaj Party leaders), five women and within this there is a balanced representation of all the regions of the state. The committee has only seven Yadavs,” he says to prove his point. “Moreover, with the recent influx of OBC leaders from the BJP, further proves that SP is now the rallying point for OBCs,” he adds. Responding to the allegation that the Samajwadi Party belongs to just one family, Dadda Yadav, a septuagenarian farmer in Etawah, defends the Yadav clan. “What is wrong if Mulayam promoted his family? I have a small business and agricultural land and I have adjusted my four sons and three nephews in the business. Should I be blamed for this? Which family does not take care of its children?” he asks. Yadavs are also apparently upset at the manner in which Mulayam and Akhilesh were targeted by the Yogi Adityanath government. “Only the Yadav leaders were targeted and
were made to vacate their government bungalows. Why was former MP Kusum Rai allowed to retain her bungalow which was allotted to a trust? Why was Fateh Bahadur Singh allowed to retain his bungalow that was allotted to his father’s trust? Was it because they belong to the BJP?” asks a retired government officer who belongs to the Yadav community. He adds, “If people are victimised because of their caste, there is bound to be a reaction from the community and that is what is happening now.” He further says that with Yadavs firmly supporting Akhilesh, the community will also help in bringing other small OBC caste groups into the SP fold. Yadavs form the largest group, estimated to be about 14-15 per cent of the 42 per cent OBCs in Uttar Pradesh. After the Mandal agitation, the Yadav community rallied behind Mulayam Singh Yadav and then the Samajwadi Party. In 2017 and 2019, about 26-27 per cent of the Yadavs backed the BJP, according to Lokniti , a centre for the study of developing societies findings.

Ministry, it, in coordination with the Election Commission and UP government, has allocated 150 companies (each containing around 100 personnel) of the paramilitary forces as of now and additional companies will be deployed subsequently as there is a seven-phase polling in the state and the total deployment could be over 380 to 400 companies. UP government officials said that they have been assured by the Ministry of adequate additional deployment for the next phases. As of now, 50 companies of the Central Reserve Police Force, 30 each from the Border Security Force and the Sashastra Seema Bal, and 20 each from the Central Industrial Security Force and the Indo-Tibetan Border Police have been allocated to UP, Ministry officials said, adding that the rest will be dispatched as the polling schedule progresses. Punjab has also sought higher security deployment, being a border state and also due to ongoing farmers’ agitation in many parts of the state. Over 450 companies of CAPFs were deployed in the last Assembly election in 2017. The MHA officials have indicated that around 550 companies will be dispatched to Punjab ini-

tially and additional personnel sent as per need. Among the CAPFs, the CRPF will be the largest contributor, and will also be the nodal force for their deployment. As per the information, the BSF will send 66 companies for UP, 32 for Punjab, 12 for Manipur, and six for Uttarkhand while the CISF has been asked to send 150 companies and 50 have already been dispatched to five states and the rest will be dispatched in a phased manner as per the election schedule, the officials said, adding that the other forces are yet to share details. The CAPFs have also been asked to keep substantial companies on standby in view of the rising number of Covid cases in the third wave, a senior official in the security forces said. He also said that the entire unit will be withdrawn from the poll duties if any of its personnel are detected Covid positive. The state government has also been asked to arrange spacious premises for central security personnel during the poll duty and also set polling booths in larger premises so that Covid protocols could be followed properly, the officials added.

No foreign dignitary as Republic Day chief guest this year too New Delhi: Prime Minister Narendra Modi will host a meeting with five Central Asian leaders virtually next week, the Ministry of External Affairs (MEA) announced on Wednesday, formally indicating that they will not travel to Delhi, as planned, as chief guests at the Republic Day celebrations. An official also confirmed that there will be no foreign dignitary as chief guest during the events around January 26. The MEA had not officially confirmed their presence, but sources said the Presidents of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan had in December accepted an invitation to jointly attend the parade and Republic Day reception. They were due to also participate in the first India-Central Asia summit meeting during their visit to Delhi. The decision not to have any foreign dignitary as a chief guest was among a series of decisions to downsize Republic Day parade events, given the rising Coronavirus cases and estimates that the present wave would reach a peak in the last week of January. Sources said proposals to this effect had been sent out to Presidents Kassym-Jomart

Uttar Pradesh: Top opposition leaders to campaign Lucknow (IANS): Several top opposition leaders will be campaigning in Uttar Pradesh against the ruling BJP in the upcoming seven-phase Assembly elections. West Bengal Chief Minister and Trinamool Congress (TMC) chief Mamata Banerjee, Nationalist Congress Party (NCP) president Sharad Pawar, Rashtriya Janta Dal (RJD) leader and former Bihar Deputy Chief Minister Tejaswi Yadav, Shiv Sena minister Aditya Thackeray along with Sanjay Raut and will be seen in action in Uttar Pradesh, leading the opposition attack against the BJP. According to Samajwadi Party national vicepresident Kiranmoy Nanda, Banerjee will campaign virtually for the SP in Lucknow on February 8 and she may also campaign digitally in Varanasi. NCP state unit spokesperson Vishal Nath Tiwari said Pawar will campaign for the Samajwadi Party in the Uttar Pradesh Assembly elections. SP chief Akhilesh Yadav has already announced that NCP leader K. K. Sharma will contest as the joint candidate of the SP-NCP alliance from the Anupshahr Assembly seat in Bulandshahr district. We are probing this and are collecting evidence in this respect,” said a source. Around 70 drone sightings cases were reported last year along the border in Punjab and Jammu. These drones were used by Pakistan-
based elements to supply arms and narcotics in India. Some drones were shot down by the Border Security Force. Multani was booked by NIA for hatching a conspiracy against India along with his associates. “The case was registered on December 30, under sections 120B, 121A of IPC and sections 10, 13, 17, 18 & 18B of UA (P) Act, against Multani and his other associates. Multani was detained by German authorities in Berlin following the inputs of Indian agencies, he was later set free after he gave an affidavit to the German government saying he would assist in the probe,” said an NIA official. The official said that Multani along with several other pro-Khalistani elements located abroad are radicalising, motivating and recruiting youths in Punjab on ground and online through social media platforms to propagate their ideology with the aim to “secede Punjab from the Union of India”. “They have been involved in raising funds to procure arms, ammunition and explosives by using smuggling networks in Punjab to revive terrorism in Punjab. Jaswinder Singh Multani has also been in contact with ISI operatives to carry out terror attack in Mumbai and other parts of India,” the NIA official said. The NIA official said that a team of elite officials was formed to look into the matter, adding the probe agency wants to bring back Multani to India to prosecute him for his offence.

Terming the nomination of Mann as a stage-managed non-event, the SAD President said AAP convenor Arvind Kejriwal never wanted to make Mann the face of the party in Punjab. “He has been saying so at Mann’s face while asserting that the party was looking for a capable candidate. It is also a fact that AAP sounded off a number of prospective candidates but each and every one of them refused to lead the party. This is why the responsibility has been thrust on Bhagwant after a make belief survey,” he said in a statement. Asserting that making Mann the face of the party reflected the complete bankruptcy of AAP, Sukhbir Badal said: “A desperate public relation exercise is underway to
wash away Mann’s omissions and commissions and project him as a leader who can take on the mantle of chief minister even though his wayward and irresponsible conduct is well known to each and everyone.” He also asked Kejriwal to tell Punjabis whom they should repose their trust in now. “AAP has led a very public campaign urging Punjabis to repose their trust in Kejriwal since more than one year. During this same period Kejriwal has asserted that Mann is not capable of holding this post. “Now when AAP has exhausted all options and chosen Mann to lead the party in Punjab, it needs to explain why Punjabis should trust a leader who Kejriwal refused to endorse for more than one year. Kejriwal cannot take Punjabis to be so naive as to approve his rubber-stamped candidate. “They need strong and decisive leadership as well a leader with a proven track record of conducting swift development as well
as ensuring law and order and peace and communal harmony in this border state.

On January 14, 2022, at approximately 9:20 p.m., Coquitlam RCMP received reports of gun shots in the parking lot located at 1000block of Austin Avenue. When police arrived at scene they located a man with gunshot wounds. BC Emergency Health Services
arrived and transported the victim to hospital with serious but non-life threatening injuries. The victim, known to police, had surgery and is in stable condition. He is expected to make a full recovery from his injuries. The shooting took place
in a public location. Two innocent bystanders were taken to hospital for minor injuries which are believed to have been caused from the debris from the shooting. Initial indications are that this is a targeted incident; the investigation is in its early stages.

GET up on your feet. Seriously. It will be good for you. Sitting is something we have all become accustomed to doing a lot more of lately. Just prior to the pandemic, studies showed that the average adult spent about 6.5 hours a day sitting – an hour longer than had been the case a decade earlier. In 2019, teenagers were sitting for upwards of 8 hours a day, and for some much longer than that. During the pandemic, a study in the UK found that people were spending more than eight hours a day sitting. Canadians are reportedly sitting around for 10 hours a day! Dr. Jennifer Heisz, associate professor of kinesiology at McMaster University, surveyed over 1,600 people to compare physical activity prior and during the pandemic. She found that aerobic activity was down by about 20 minutes per week, strength training down roughly 30 minutes per week, and sedentary time was up about 30 minutes per day. Why worry about it? For starters, the Canadian Cancer Society reports “a growing body of evidence supports a link between sedentary behaviour and an increased risk of colorectal cancer.” A German study found people who worked desk jobs or driving vehicles had a 24% increased risk of developing colon cancer as compared to people who don’t sit at work. Every two-hour increase in sitting time was associated with an 8% increased risk of colon cancer. Sitting and watching television was far worse, with a 54% increased risk for couch potatoes as compared to those spending less time in front of the TV. If that’s not bad enough, think again. (By the way, as brain scientists suggest, you’ll be better able to think about this if you are standing up.) Relaxed muscles absorb less glucose from the blood, increasing the risk of type 2 diabetes. A Norwegian study may be good news for otherwise active people who sit for prolonged periods of time, but not such good news for inactive people. The study found sitting time has little association with diabetes risk in the population as a whole. But among physically inactive people, sitting for 5-7 hours a day was associated with a 25% higher risk of diabetes compared with sitting less than four hours a day. Excessive sitting also has an impact on the brain. Less blood is pumped to this vital organ and even a very small difference in blood flow can impact on memory and create cloudy thinking. The negative consequences of sitting too much on Alzheimer’s disease is not exactly breaking news. More than a decade ago, The Lancet, Neurology reported, “worldwide, approximately 13% (nearly 4.3 million) AD cases may be attributable to physical inactivity.” Still sitting? Here’s some motivation to get up. The report continued, “A 10% reduction in the prevalence of physical inactivity could potentially prevent more than 380,000 AD cases globally and nearly 90,000 cases in the US, while a 25% reduction in physical inactivity prevalence could potentially prevent nearly 1 million AD cases globally and 230,000 in the US.”
Dr. Heisz observed a shift in what is motivating people to get up and get active. In her recent study, participants reported less interest in their physical health and appearance and more concern for their mental well-being. That’s a welcome trend. The message is compelling. Reducing the amount of your sitting time improves the chances for better cardiovascular health, lowers cancer risk, diabetes risk and the prospects for Alzheimer’s. So get up from your chair!
