Ontario Inspector Bob Nagra awarded Brampton’s Citizen of the Year

The City of Brampton is thanking him for it by awarding him Citizen of the Year for 2019. Nagra is highly motivated to raise donations and food for various food banks in the region, including 10 years of organizing and fostering community partnerships for Cram-a-Cruiser events. Of important note, however, is how cherished he is at the Seva Food Bank. Bob has fostered and built relationships with stakeholders on their behalf and has acted as a mentor, coach, and confidante to many young people at Seva. He received the Seva Founders Award in 2019 stemming from his relentless efforts. Nagra is actively involved
in his own children’s lives. He has acted as Chair on the school parent council. He has taken on numerous roles in the Brampton athletic community, including Brampton Hockey Inc., Brams United Girls Soccer Club, Brampton Youth Soccer Club, and Brampton Minor Lacrosse. He has been involved with Big Brothers Big Sisters of Peel, Special Olympics Ontario, and the Dreams Take Flight program. An agent of change, Inspector Nagra was the first turbaned officer with Peel Regional Police and in 2020 was the first turbaned senior officer promoted to Inspector. MARCO E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, on Tuesday announced in Surrey that Immigration, Refugees and Citizenship Canada (IRCC) will invite a record number of people to apply under the 2021 intake of the Parents and Grandparents (PGP) Program. IRCC will accept up to 30,000 additional applications, giving more Canadians and permanent residents than ever before the opportunity to bring their loved ones to Canada. Using the same random selection process as used in previous years, IRCC will send invitations to potential sponsors who have already submitted an interest to sponsor form in 2020. This will give additional interested sponsors the opportunity to bring their parents and grandparents to Canada.
Invitations to apply will be sent over the course of two weeks, starting the week of September 20. Those invited to apply as part of this process will be able to use the IRCC’s new Permanent Resident Digital Intake tool, which allows applications to be submitted electronically. This is part of IRCC’s commitment to modernize Canada’s immigration system, and will speed up and simplify the application process. Mendicino said that the government knows that many Canadian families have experienced financial difficulties in the last year because of the pandemic. For this reason, it will continue to implement a more facilitative income requirement to ensure that

THE Manmeet Singh Bhullar Foundation, Khalsa Aid Canada, and the World Sikh Organization of Canada (WSO), on Monday renewed their calls for the Government of Canada to create a special program for Afghanistan’s highly vulnerable Sikh and Hindu minorities. They said in a statement: “As the situation on the ground in Afghanistan continues to deteriorate, we are seeing Afghan interpreters who worked side by side with Canadians, coming under threat and fearing for their lives. Reuters journalist Danish Siddiqui, who himself was doing all he could to share the stories of the devastation of the Afghan people, lost his life. “We are in strong agreement with those that are asking for the Government of Canada to act swiftly by providing a way to safety for vulnerable populations in Afghanistan. This includes Sikh and Hindu minorities that have been longstanding targets of extremist groups. Attacks at places of worship have led to the killing of chil-

Further loss of life is not a matter of if, it is a matter of when. “In 2015, Manmeet Singh Bhullar took on the cause of helping Sikh and Hindu minorities in Afghanistan. Since his passing the Manmeet Singh Bhullar Foundation has worked with the Government of Canada and community partners to bring 60 refugees to Cana-
da with 120 remaining in the queue to arrive shortly through the Private Sponsorship of Refugees Program. “Hundreds of Sikhs and Hindus fled Afghanistan after the suicide attack on Gurdwara Sri Guru Har Rai Sahib in Kabul in March 2020 and are currently in India, with no viable option of resettlement. “There is a critical need at this time for the Government of Canada to extend their efforts and establish a special program that will allow for these vulnerable religious minorities to find refuge in Canada.” Tarjinder Bhullar of the Manmeet Singh Bhullar Foundation said: “Now is the time for progress to be expedited to ensure that we can assist as many Afghan Sikhs and Hindus that face deep uncertainty and imminent danger on an hourly and daily basis. We urge the Government of Canada to expedite and reaffirm their commitment to work with us to ensure the safe settlement of these families in Canada at the same time as they address the critical
and urgent need to assist Afghan translators.” WSO President Tejinder Singh Sidhu said: “The situation for Sikhs and Hindus in Afghanistan is dire and they face an existential threat to their very survival. We have consistently called on the Government of Canada to create a special program under Section 25.2 of the Immigration and Refugee Protection Act to bring these vulnerable individuals to safety. The time to act is now or we will increasingly see the Sikhs and Hindus remaining in Afghanistan targeted and killed.” Jatinder Singh, National Director for Khalsa Aid Canada, said: “As an international humanitarian relief agency, we have seen first-hand what happens to marginalized communities during civil conflict. We urge the Government of Canada to not only provide safety to those who assisted it as interpreters, but also to ensure that minority communities such as the Afghan Hindus and Sikhs are also provided safe settlement as a matter of urgency.”

For the 2020 tax year, the income requirement will continue to be the minimum necessary income, instead of the minimum necessary income plus 30%, and will allow regular Employment Insurance benefits and temporary COVID-19 benefits, such as the Canada Emergency Response Benefit, to be included towards the sponsor’s income. This measure will ensure that applicants are not penalized for losing income during the pandemic. Mendicino said: “The importance of family has never been clearer than during the pandemic. By strengthening the Parents and Grandparents Program, inviting a record number of sponsors to apply, and by adjusting our requirements to adapt to the current times, we are once again proving our commitment to helping Canadian families stay together, and thrive together.” Quick Facts: * IRCC aims to receive up to 40,000 complete applications in 2021— 10,000 from the 2020 intake process and 30,000 from 2021. * IRCC invites more people to ap-
ply than the number of applications it aims to receive because not all sponsors who are invited to apply submit an application. * Those not invited to apply may consider applying for a super visa, which would allow a parent or grandparent to visit them in Canada for up to two years at a time, without the need to renew their status. A super visa allows multiple entries for up to 10 years. * Invitations will be sent over the course of two weeks, starting the week of September 20. Those who are invited to apply will have 60 days to submit the application. * In order to confirm whether they’ve been selected, potential
sponsors should check the email account they used to submit their 2020 interest to sponsor form. They will also be able to check their status online using their 2020 confirmation number. Further details will be posted on our website in the coming weeks for those who no longer have access to their email account. * Misplaced confirmation numbers can be retrieved using the Lost My Confirmation Number tool, which will be available online once all the invitations have been sent. * Selected potential sponsors will have their income assessed for tax years 2020, 2019 and 2018. This is the same as those who applied as part of the 2020 intake.

The driver of the truck that caught fire on Scott Road at 96 Avenue told The VOICE that he stopped the vehicle when he heard a strange noise coming from below his seat and got out. As he was inspecting the truck, it suddenly caught fire that was visible from blocks away. Fire fighters were on scene very quickly and extinguished the flames.

SURREY RCMP are investigating after several shots were fired last Saturday into a mobile ve‑ hicle with two occupants at the intersection of 128 Street and 60 Avenue. At approximately 5 p.m. on Sat‑ urday, Surrey RCMP responded to a report of several gunshots that were fired at a vehicle with two occupants inside. The suspect vehicle described as a white newer model Audi Q5 SUV drove past the victim’s red Dodge Caravan that was station‑ ary in the left turn lane south on 128 Street at 60 Avenue. The driver of the white Audi drove past the victim’s vehicle and proceeded to fire numer‑ ous gunshots from the driver’s side window into the wind‑
shield and passenger side of the van. The suspect vehicle contin‑ ued southbound on 128 Street towards 56 Avenue. At this time, the suspect vehicle hasn’t been found. One of the occupants of the victim vehicle sustained minor injuries from glass breaking in‑ side the vehicle at the time of incident. None of the occupants inside the Dodge Caravan were
struck by gunfire. Police said they were seeking the intended victims’ coopera‑ tion to provide more informa‑ tion. Brenda Locke has a history of being a political loser SURREY Connect’s Brenda Locke announced on Wednesday she will run as mayor in the next municipal election in Surrey. Good luck, Brenda — you will need a LOT of it! Locke has a history of being a political loser. As The VOICE has pointed out before, she got only about 13,600 votes when she ran for Surrey Council in 2014 – she was No. 17. She was defeated by not only the successful Surrey First candidates but also candidates like Rina Gill, Kal Dosanjh, Narima Dela Cruz and others. In the last municipal election, as everybody knows, she won only by joining McCallum’s Safe Surrey Coalition team and ended up getting more than 40,000 votes. Earlier, the only time that Locke won was in 2001 as a Liberal candidate in Surrey-Green Timbers when the NDP was at an all-time low and Gordon Campbell’s Liberals won 77 of the 79 Assembly seats.
Brenda Locke Locke, who defeated incumbent NDP MLA Sue Hammell by less than 2,000 votes in 2001, lost to Hammell in the 2005 election by more than 5,000 votes. Locke later ran as the federal Liberal Party candidate in Fleetwood— Port Kells in the 2006 and the 2008 federal elections, but lost both times to Conservative incumbent Nina Grewal.
In other words, Locke wins ONLY under super friendly circumstances – once riding the Campbell wave and the second time riding the McCallum wave. Locke will try and win on the Surrey Police Service issue – one that has already been settled. The VOICE wrote in the article “Surrey Mayor Doug McCallum deserves fulsome praise for securing funding for Surrey Langley SkyTrain extension” on July 9: “A part of the mainstream media and some petty politicians have kept attacking McCallum at every opportunity as the mayor has endeavoured to fulfill his election promises of building the Surrey Langley Skytrain extension and replacing the RCMP with a municipal police force. Normally, you would expect the media to praise someone who actually tries to fulfill his election promises. “Safe Surrey Coalition councillors Doug Elford, Allison Patton, Laurie Guerra and Mandeep Nagra have
stuck with McCallum to help fulfill those election promises. “The screaming majority has been desperately trying to suppress and bully the silent majority. That is the silent majority that voted McCallum and his Safe Surrey Coalition into power with seven out of eight councillors – the lone Surrey First councillor won only by going against her own party’s agenda during the election campaign. “That is the silent majority that again showed its support for McCallum after three councillors deserted him and the opposition made the replacement of the RCMP with a municipal police force a major issue during the provincial election last year. That majority not only re-elected all the incumbent NDP MLAs but also kicked out a BC Liberal MLA by electing an NDP MLA in his place. “McCallum’s foes have been humiliated again and again. “Now they have come up with a
joke of a province-wide referendum about keeping the RCMP in Surrey but admitting in advance that they will not win. However, they hope that they will get a substantial number of votes in Surrey to further their propaganda. They have no respect for taxpayers’ money. The provincial government has already made it clear that they support the new Surrey Police Service and there is no question of holding a referendum.” However, just for the sake of argument, even if Locke wins and tries to disband the Surrey Police Service, she will be in for a huge surprise as the police union will for sure challenge it in court. Logic dictates that the court will favour retaining the Surrey Police Service after all the legal processes and expenditure that have already gone into establishing it – and the NDP government is bound to reject any request to bring back the RCMP. So dream on, Locke!
Billboards in English, Punjabi, Chinese and Tagalog to help prevent distraction thefts VANCOUVER Police on Tuesday launched a new public awareness campaign, in partnership with Metro Vancouver Crime Stoppers and the Vancouver Police Foundation, to help prevent distraction thefts in the city. “We work to arm Vancouver residents with the right information, so they can help to ensure their safety and the safety of their family and friends,” said Simi Heer, Director, Public Affairs, VPD. “As part of this campaign, we have arranged for billboards, in four different languages, to be placed in areas throughout the city. Our hope is that the billboards will catch the attention of Vancouverites so they can learn more
about distraction thefts and how to protect themselves. We’re thankful to Metro Vancouver Crime Stoppers and the Vancouver Police Foundation for funding the billboards.” Distraction theft involves a suspect or suspects approaching someone on the street and using distraction techniques to steal their jewelry or other valuables. Suspects may place fake jewelry on the victim and remove the authentic jewelry or come up with a false story about being in distress and try to sell the victim fake jewelry. “Metro Vancouver Crime Stoppers is pleased to partner with the Vancouver Police Department and the Vancouver Police Foundation to make
people aware of this cowardly crime of opportunity. We urge everyone to check out the information on the billboards to learn about preventing this crime from happening to them,” said Linda Annis, Executive Director of Metro Vancouver Crime Stoppers. “We also encourage anyone with
information about who’s behind these crimes to contact Crime Stoppers anonymously. We will pass the information to police, and you will never be identified.” “The Vancouver Police Foundation is proud to fund VPD initiatives that help prevent crime in our city,” said Andrea
Wright, Executive Director, Vancouver Police Foundation. “We are responsive to the community and the public safety needs proactively identified by VPD members. We provide funding for community outreach and engagement, mental health and addictions, and youth programs, that are led by VPD officers and fall outside of the VPD’s regular operating budget.” The VPD generally observes a spike in distraction thefts in the summer months. They can be difficult to investigate, as the thieves are usually long gone before the victim realizes what has happened. Victims tend to be older and can be targeted when they are walk-
ing down the street, or doing yardwork or gardening. Police believe the thefts are underreported. The billboards will be placed in 19 different locations throughout the city. They will be available in Chinese, English, Punjabi, and Tagalog. The cost of the billboards is being covered equally by Metro Vancouver Crime Stoppers and the Vancouver Police Foundation. Homicide victim found in Langley is white male; IHIT calls it targeted incident
THE Integrated Homicide Investigation Team (IHIT) on Thursday announced that the homicide victim found in Langley in a burned vehicle on Tuesday is a white male. But it added that further identification is pending. IHIT said that information obtained in these early stages of the investigation indicate that this was a targeted incident.

On July 20, at approximately 7 p.m., Langley RCMP was called to the 8200-block of 197 Street for the report of a vehicle fire. Once the fire was extinguished, a body was located inside the burned vehicle. IHIT assumed conduct of the investigation and is working closely with its partners at ICBC, the Langley RCMP, the BC Coroners Service, and the Integrated Forensic Identification Section. IHIT investigators have determined that the vehicle was a Red Ford F150 (see photos) with body-kit modifications. The investigation continues and IHIT is seeking public assistance. It is asking for anyone with dashcam who may have been driving along 200 Street and 82 Avenue around 6:45 p.m. on July 20. IHIT is also interested in the Red Ford F150. “The Red Ford F150 has modifications and may have stood out,” said Sgt. David Lee of IHIT. “We are looking to speak to anyone who may have seen it.”

On July 23, 2016, Surrey RCMP responded to a report of shots fired in the 14300-block of 90A Avenue. Police located two victims suffering from gunshot wounds. One of the males succumbed to his injuries and was identified as 28-year-old Sandhu from Surrey. This year marks the fifth anniversary of that incident. Investigators believe that this shooting is linked to the ongoing conflict within the Lower Mainland. However, preliminary evidence and information obtained suggests the victims may have not been the intended targets. IHIT said: “An innocent life has been robbed of a future. Michael will never get married or start a family. He was the eldest brother of three siblings, and a beloved son. Michael’s family has been robbed of all their milestones with him. His family remembers him with a dedication plaque in a local Surrey neighbourhood park.” “The pain of Michael’s murder remains with us till this day,” said Michael’s mother, “There has not been a day where he has not been in our thoughts or tears.” “This anniversary reminds us that these shootings go well beyond the victim,” said IHIT Sgt. David Lee. “Families suffer and have to cope and heal. 46 Surrey Police Service officers sworn in FORTY-SIX Surrey Police Service (SPS) officers were sworn in at Surrey City Hall and 11 civilian employees were formally welcomed to the organization on July 16 by Surrey Police Board Chair Doug McCallum, Chief Constable Norm Lipinski, and Provincial Court Judge Kimberley Arthur-Leung. This marked the SPS’s first
swearing-in ceremony, as Surrey’s new municipal police service moves through the largest police transitions in Canadian history. Former MLA Dave Hayer nominated as Conservative Party candidate in Fleetwood—Port Kells THE Conservative Party announced on Monday that it had officially nominated former BC Liberal MLA Dave Hayer as their candidate for MP in Fleetwood— Port Kells in the next federal election. “I’m honoured to receive the support and trust of party members to represent the riding of Fleetwood—Port Kells for the Conservative Party in the next election,” said Hayer. “I’ve lived in the beautiful City of Surrey for nearly four decades and have seen first-hand the changes to our growing city. We need leadership at the federal level once again to secure the future and get the economy back on track post-pandemic.” Hayer is a long-time community organizer and represented the provincial riding as the MLA for the areas of Fleetwood, Port Kells, Fraser Heights, Guildford, and Tynehead from 2001 until 2013. He was the Parliamentary Secretary for Multiculturalism and Immigration from 2005 to 2011. After leaving his role as an MLA, Hayer joined CIBC and, later, Dominion Lending Centres, specializing in residential mortgages. The incumbent MP for Fleetwood-Port Kells is the Liberals’ Ken Hardie who won the seat in 2015 (defeating Conservative candidate Nina Grewal) and again in 2019 (defeating Conservative candidate Shinder Purewal). Man known to police shot outside Whalley pub in Surrey
THE Surrey RCMP Serious Crime Unit is seeking witnesses to a shooting which occurred outside of a pub in Whalley. At approximately 1:14 a.m. on Monday, July 19, 2012, Surrey RCMP frontline officers responded to a report of an injured man under the Patullo Bridge. Frontline officers located the man suffering from apparent gunshot wounds. He was transported to the hospital with potentially lifethreatening injuries. Police believe the man was shot near the Brownsville Pub in the 11900-block of Old Yale Road and they are asking for witnesses or anyone with dash-cam video to contact Surrey RCMP. This investigation is still in the early stages; however, police believe this is a targeted incident. The victim is known to police. Canada to allow entry to fully vaccinated U.S. citizens from August 9; others from September 7 THE federal government announced on Monday that it is prioritizing the health and safety of everyone in Canada by taking a risk-based and measured approach to re-opening the borders. It said that thanks to the hard work of Canadians, rising vaccination rates and declining COVID-19 cases, it is able to move forward with adjusted border measures. On September 7, provided that the domestic epidemiologic situation remains favourable, the Government intends to open Canada’s borders to any fully vaccinated travellers who have com-
pleted the full course of vaccination with a Government of Canada-accepted vaccine at least 14 days prior to entering Canada and who meet specific entry requirements. As a first step, starting August 9, Canada plans to begin allowing entry to American citizens and permanent residents, who are currently residing in the United States, and have been fully vaccinated at least 14 days prior to entering Canada for non-essential travel. This preliminary step allows for the government to fully operationalize the adjusted border measures ahead of Sep-

Press secretary Jen Psaki told reporters: “We are continuing to review our travel restrictions and any decisions about reopening travel will be guided by our public health and medical experts. We take this incredibly seriously but we look and are guided by our own medical experts. I wouldn’t look at it through a reciprocal intention.” And on Wednesday, the U.S. extended travel restrictions with Mexico and Canada through August 21.) These airports, in cooperation with the Public Health Agency of Canada, the Canada Border Services Agency and Transport Canada, are working to implement the measures necessary to safely welcome international passengers as soon as possible after August 9, as conditions dictate. All travellers, regardless of vaccination status, will still require a pre-entry COVID-19 molecular test result. However effective August 9, the government is adjusting its post-arrival testing strategy for fully vaccinated travellers. Using a new border testing surveillance program at airports and land border crossings, fully vaccinated travellers will not need a post-arrival test unless

Fully vaccinated travellers who meet the requirements will be exempt from quarantine; however, all travellers must still provide a quarantine plan and be prepared to quarantine, in case it is determined at the border that they do not meet the necessary requirements. The government said that while Canada continues to trend in the right direction, the epidemiological situation and vaccination coverage is not the same around the world. The government continues to advise Canadians to avoid non-essential travel outside of Canada – international travel increases your risk of exposure to COVID-19 and its variants, as well as of spreading it to others. Border measures also remain subject to change as the epidemiological situation evolves. As Canada looks to welcome fully vaccinated travellers from the U.S., the federal government will continue to monitor the situation and provide updated travel advice to Canadians.

International students and travel to Canada THE federal government announced on Monday that to be able to enter Canada as a student, you need to * have a valid study permit or letter of introduction that shows you have been approved for a study permit * be attending a designated learning institution with a COVID-19 readiness plan approved by its province or territory It is also important to check if restrictions are in place for your country that may affect your ability to travel. For example, the Government of Canada has suspended flights from India until August 21, 2021. You must have a quarantine plan Designated learning institutions’ COVID-19 readiness plans aim to protect the health and safety of all students and the surrounding community. The plans indicate how institutions will manage the quarantine period for international students, including arrangements for transportation to the students’ quarantine location and for access to food and medications during their quarantine. An international student must have a 14-day quarantine plan in case it is determined at the border that they do not meet all of the conditions required to be exempt from quarantine. This is still the case even if they believe they meet the criteria for being considered a fully vaccinated traveller. Students should be in contact with their designated learning institution for assistance in developing quarantine plans in advance of their arrival to Canada. Information about the quarantine plan must be submitted in ArriveCAN prior to travel to Canada. Who is considered a fully vaccinated traveller? Those who are fully vaccinated may qualify for exemptions from some of the quarantine and testing requirements. To be considered fully vaccinated, travellers will need to have received the full series of a COVID-19 vaccine—or combination of vaccines— accepted by the Government of Canada, at least 14 days prior to entering Canada. Currently, those vaccines are manufactured by PfizerBioNTech, Moderna, AstraZeneca/COVISHIELD, and Janssen (Johnson & Johnson).

Indian arrested in Delhi for allegedly duping Indo-Canadian businessman out of about Rs 55 million New Delhi (IANS): Delhi Police’s Economic Offences Wing (EOW) on Wednesday said that it has arrested Raj Kumar Khatri, who duped a Canadian citizen out of tens of millions of rupees by posing as the owner of a five star hotel under construction. Additional Commissioner, EOW, R.K. Singh said that Khatri was arrested on the basis of a complaint by the Canadian citizen who alleged that he misrepresented himself as the chairman of “All India Handicraft Association” and also the propri-
etor of “TrimurtiImpex” and ripped him off of his 11-12 properties by getting him into a fake partnership for the hotel in Aerocity. Khatri won the Canadian citizen’s confidence with help of forged documents pertaining to deals for the hotel, as well as of the Delhi Development Authority (DDA) land. “Later on, coming to India, the Canadian citizen was told by Khatri that the said hotel was not yet completed and was to be sold to some big business house. He said that he would return all his
money and other assets, which did not happen even after many remedies and assurances,” Singh said. Singh said that during the investigation, it was found that Khatri had executed an equity deal with the complainant in 2012, wherein the accused assured him of transferring 50 per cent shares of the five star hotel and in return, the complainant would transfer his 11 properties located in Canada. Singh said that since the complainant was an NRI [Non-Resident Indian] busi-
nessman, he was easily lured by the accused based on misrepresentation. In order to convince the complainant, Khatri had also taken him to the ‘construction site’ in 2012 and documents of DDA land allotment were also forged. The officer said that it was also falsely claimed that the hotel would be purchased by a big business house and fake papers were prepared by Khatri along with the other conspirators. Khatri also opened a company in the name of Ruhani
Construction in Canada and the properties of complainant was transferred in its name, Singh said. “Thereafter, the properties of the complainant were mortgaged in Canada and the loans obtained in lieu of properties were misappropriated by the accused. Around Rs 5.50 crore [Rs 55 million or about CDN$920,000] was transferred from Ruhani Construction to the proprietorship TrimurtiImpex operated by Khatri,” Singh said. So far in the investigation, it
has been found that Khatri does not have any shares in the hotel, he said. He also noted that Khatri has opened several proprietorship firms or partnership firms and companies in order to show himself as a big businessman. “Khatri created several forged documents and the linkage of forged documents proves that he showed himself as 100 per cent shareholder of the five star hotel,” Singh said, and alleged that Khatri was also involved in other crimes.
Four arrested for catalytic converter thefts in two separate incidents RIDGE Meadows RCMP have arrested four people in relation to two alleged catalytic converter thefts. On Sunday, July 18, at around 7:16 a.m., police received a call from an observant citizen who noted a man underneath a vehicle in a parking lot of a local daycare in the 22700-block area of Lougheed Highway. Police found a man matching the suspect’s description hiding in the bushes with electric cutting tools, multiple blades and catalytic converters nearby and subsequently arrested
the man. A reported stolen high-end bicycle was also recovered as police were able to match the serial number to a previous file. Later that same day, at around 7:40 p.m., police received a witness report of suspicious activity in the 10300-block area of Jackson Road. The witness report indicated two women, wearing high visibility vests, were operating leaf blowers on the sidewalk while a man crawled underneath a parked car and allegedly removed the catalytic converter. The party left the area shortly after in

moved magnetic decals from the side of the vehicle which indicated they were
operating as a legitimate business. Police suspect the leaf blower tactic was utilized as a distraction while the man was underneath the vehicle. Police located the vehicle and observed multiple catalytic converters inside the car, subsequently arresting the two women and one man. The catalytic converters were seized and the vehicle was seized for civil forfeiture process. “These thefts are occurring in highly populated areas during full daylight and something just seemed ‘off ’ to the witnesses who
observed this unusual activity and called it in,” said Constable Julie Klaussner on Monday. “These two files highlight that thieves can be quite brazen and so, if you are seeing something suspicious, please don’t hesitate to call us. We applaud and thank these citizens for doing their part.” Formal charges are pending appearances in a BC provincial court process; therefore, no further information can be provided at this time due to privacy act considerations, police said.
Abbotsford Police investigating serious assault THE Abbotsford Police Department is investigating a serious assault that occurred shortly after 12 p.m. on Wednesday, July 21 in the 32000-block of Ventura Lane. One victim was

Vancouver Police investigate spike in vandalism at churches
13 incidents of mischief and vandalism at churches and church properties since June 2 VANCOUVER Police are calling on witnesses to report suspicious activity around churches, following a major spike in crimes at religious properties this summer. “We’re reminding people to be proactive and to report anything unusual at church properties, because we’re concerned this could escalate into a situation where someone gets badly hurt,” said Sgt. Steve Addison on Thursday. “If you see anyone who looks suspicious and you think they’re about to commit a crime, please don’t hesitate to call 9-1-1.”
Vancouver Police are currently investigating 13 incidents of mischief and vandalism at churches and church properties since June 2. The incidents include rocks being thrown through windows, buildings being defaced with paint, and threats to set fire to buildings. Specialized investigators from VPD’s Property Crime Unit are gathering evidence and looking for possible links to solve the crimes. So far, no arrests have been made. Incidents of note: * A church building near Little Mountain was vandalized around 9 p.m.
on June 8 by four people dressed in black. They threw red paint on property, posted signs, and painted graffiti that referenced residential schools; * An unknown person threatened to burn down a church in South Vancouver on Canada Day; * A church in Renfrew-Collingwood was vandalized 10:45 p.m. on Canada Day by two women who threw orange paint on the side of the building; * Sometime between July 4 and July 7, someone threw a rock through the window of a church in Kitsilano;
* The pastor of a South Cambie church was making his early morning rounds on July 20 when he discovered a gallon of lighter fluid and rags near the side of the building at 4 a.m. He also saw a suspicious man standing in the middle of the road staring at the church. Though most of these crimes have occurred at night or in the early morning, many churches and church properties are occupied both day and night, and these crimes could put people in danger. “Fortunately, nobody has been hurt
in these Vancouver incidents and most of the damage has been minor,” said Addison. “However, we’re growing more concerned each day by the escalation of these crimes and their brazen nature, and we’re calling on the people responsible for these crimes to stop. There are more productive ways to voice your anger and express your views.” Anyone with information about these crimes is asked to call 604-717-0613. Fire at Coptic Orthodox Church in Surrey’s Whalley deemed suspicious SURREY RCMP are investigating a fire that destroyed the St. George Coptic Orthodox Church in Whalley. On Monday, July 19, at approximately 3:17 a.m., Surrey RCMP were informed by the Surrey Fire Service of a fire at the St. George Coptic Orthodox Church in the 13900-block of 108 Street. No one was injured in the fire; however, the church has been destroyed. At this time, Surrey RCMP are working with the Surrey Fire Service to investigate the cause of the fire. Investigators
must wait for the debris to cool before further work can be completed; however, this fire is being treated as suspicious. The suspect is described as a white woman, 5’7” tall, with a heavy-set build, and dark hair. Investigators are asking anyone with information related to either of these

Church arson in Abbotsford AT approximately 8 p.m. on Wednesday, July 21, Abbotsford Police responded to an arson on the south side of Central Heights Church at 1661 McCallum Road. Abbotsford Fire Rescue Service attended the scene and extinguished the fire.
Patrol members reviewed CCTV and the suspect is described as a darkskinned male, average build, approximately 30-40 years old, 5’8-5’10, wearing a grey baseball hat, a bright yellow rain jacket, white muscle shirt, blue/green shorts with a pattern, and
black and white shoes. He was carrying a dark brown or black backpack. At the time of the fire, the church was closed and unoccupied. No one was injured and the fire was extinguished with minimal damage. The Abbotsford Police General Inves-
tigation Section continues to investigate this incident as the fire is considered suspicious. At this time no motive has been identified. Detectives are seeking witnesses, CCTV footage and dashcam footage of the area surrounding Central

Vancouver Police arrest suspect after security guard stabbed in West End VANCOUVER Police announced on Monday that they have arrested a 26-year-old man for the alleged stabbing of a security guard in the West End Sunday morning. “Dozens of VPD officers worked
throughout the day to identify and locate the suspect, and thankfully he was arrested without incident last night,” said Sgt. Steve Addison. “The victim has serious injuries, but we hope he will make a full recov-
ery.” VPD responded to multiple 9-1-1 calls just before 10 a.m. on Monday after a security guard at a drug store near Thurlow and Davie streets was stabbed multiple times while trying
to detain a shoplifter. VPD officers performed first aid until paramedics arrived and transported the victim to hospital. The suspect fled before police arrived, but VPD investigators quickly
identified him and traced him to a building in the Downtown Eastside. Officers arrested the suspect around 7 p.m. after he left the building. He is now facing weapons and assault charges.

They will come into force on October 15 to allow employers and children who are already working to adjust to the new requirements. “Work experience can be a rewarding growth opportunity for young people, but it should never compromise their safety,” said Harry Bains, Minister of Labour. “We know that most employers make safety their top priority for all their workers, and these changes clarify what types of employment are age-appropriate for young workers.” These changes to the Employment Standards Act were initiated through legislation in spring 2019. Consultations were held with more than 1,700 youth, parents and employers from multiple sectors prior to finalizing the changes this year.

In some cases, children aged 14 and 15 may be permitted to do work outside the definition of light work with a permit from the Ministry of Labour’s Employment Standards Branch. Examples of light work appropriate for 14-year-olds and 15-year-olds include: * recreation and sports club work, such as lifeguard, coach, golf caddy, camp counsellor, referee and umpire; * light farm and yard work, such as gardening, harvesting by hand, clearing leaves and snow, and grass cutting; * administrative and secretarial work; * retail work, such as stocking shelves, packaging orders, laying out displays, sales and cashier; * food service work, such as busing tables, preparing food, dishwashing and serving food and non-alcoholic drinks; and * skilled and technical work, such as computer programmer, visual artists, graphic designer, writer and editor. The new rules do not prevent children from babysitting or delivering newspapers part time, or students from working in a work study or work experience class. As well, the current rules will continue to apply to young performers in recorded and live entertainment. Children aged 12 and above can continue to be employed in a business or on a farm owned by an immediate family member, as long as the work meets the safety criteria set out in the regulation. Prior to these changes, B.C. was the only province in Canada that allowed the employment of children as young as 12. In some cases, this involved hazardous situations or environments, such as construction sites or heavy-industry settings. As a result, young workers are injured on the job every year, with WorkSafeBC data reporting more than $1.1 million paid in jobrelated disability claims for workers 14 or younger between 2007 and 2016. Work is also underway to define “hazardous work” for 16-year-olds to 18-year-olds, with regulatory changes expected later this year to bring the legislation into force. “We are committed to protecting B.C.’s workers of all ages from unsafe working conditions and unfair labour practices,” Bains said. “And we are improving B.C.’s employment standards to reflect the evolving needs of our workplaces. I look forward to continuing that work.” The regulations have also narrowed the employment standards exclusion for home-care workers and babysitters who provide care to an adult or a child in a private residence. This change ensures that caregivers who provide care averaging more than 15 hours per week will have the protections under the Employment Standards Act, while those providing in-home care and babysitting services for fewer hours can continue to work under more flexible arrangements.

Expansion of $10-a-day child care coming for families THE Province is accepting applications from licensed child care providers who want to give families child care for $10 a day or less. This intake will support the expansion of $10-a-day child care spaces from 2,500 currently to 12,500 by December 2022. “A key goal under Childcare BC is to implement $10-a-day child care across the province,” said Katrina Chen, Minister of State for Child Care. “We’re adding nearly 4,000 new $10-a-day child care spaces in communities across the province, and we’re working with our federal counterparts to achieve the goal of inclusive, affordable, universal child care for all.” Budget 2021 invests in nearly 4,000 more $10-aday spaces, which will more than double the number of spaces available to families. The new sites will be funded solely by the Province and are expected to be available to local families starting in December 2021. In addition, as part of a new agreement with the Government of Canada, a further 6,000 spaces are expected to be available by December 2022. Applications for the Universal Child Care Prototype program will be accepted until August 31, and child care providers who apply will be considered for all future expansion opportunities.
ACCORDING to Leger market research and analytics company: * Canadians are evenly split on whether they approve (48%) or disapprove (47%) of Prime Minister Justin Trudeau’s performance since he came to office in 2015. * The top three issues Canadians think Trudeau has performed well or very well on include: - Managing the COVID-19 pandemic (55%), - Improving Canada’s international reputation (47%), - and improving relations with provincial and territorial leaders (42%). * Nearly half (47%) of Canadians indicate their opinion of Trudeau has worsened since he became prime minister in 2015. This web survey was conducted from July 16 to 18, 2021 with 2,069 Canadians. A probability sample of 2,069 respondents would have a margin of error of ±2.15%, 19 times out of 20.
Since 2018, about 50 Universal Child Care Prototype sites in 32 communities have been offering child care for $10 a day to about 2,500 children, including the Collingwood Neighbourhood House in Vancouver. “We are so proud to provide $10-a-day care to local families,” said Alison Merton, Director, Collingwood Neighbourhood House. “We get to see first-hand the life-changing impact that affordable, quality and inclusive child care has on families, and these benefits have a positive ripple effect on our staff, our community and our economy. We look forward to a full expansion of $10-a-day child care to every community across B.C. and for a plan that also includes investments into early childhood educators.” To apply for the program, child care providers must: * have been receiving Child Care Operating Funding for at least two years; * be approved for the Child Care Fee Reduction Initiative; * participate in the Early Childhood Educator Wage Enhancement program; * be willing to enrol families receiving the Affordable Child Care Benefit; and * provide government with the financial de-
tails of their operation. Priority will be given to: * non-profit organizations; * public sector organizations; * Indigenous-led child care; * child care based in community centres; * child care on school grounds; * home-based child care; and * child care providers in locations where $10-a-day child care is not yet available. “The majority of a child’s brain development happens in the first six years of their lives, which is why it’s so important to give children access to quality early learning experiences,” said Mitzi Dean, Minister of Children and Family Development. “And investments in expanding quality, affordable inclusive child care also makes it possible for parents – particularly mothers – to rejoin the workforce, stimulating and supporting B.C.’s thriving economy.” Since 2018, the Province has invested $2.2 billion into Childcare BC, a 10-year plan to deliver inclusive universal child care to B.C. families by 2028. Over the next three years, the Province will invest nearly $2.5 billion in early learning and child care (2021-22 to 202324). The federal government also recently announced B.C. was the first province to sign
onto the Canada-wide early learning and child care plan, which will provide B.C. with $3.2 billion in federal funding over the next five years, with a focus on supporting children under six years old. TransLink’s Burrard Chinook SeaBus sails into service TRANSLINK’S new SeaBus, the Burrard Chinook, sailed its maiden voyage on Thursday serving customers across the Burrard Inlet. TransLink wrapped the Burrard Chinook in art designed by local Indigenous artists, making it its first ever SeaBus displaying an art installation. Sailing on the shared unceded
territories of the Musqueam Indian Band, the Squamish Nation, and the Tsleil-Waututh Nation, the vessel’s name and art were selected and designed as a tribute to the Chinook salmon, one of the most iconic species in Pacific waters. The Chinook salmon has played a central role in life on the West Coast for generations and is a
critical part of the ecosystem in the Burrard Inlet and the Pacific Ocean. Designed by artists Kelly Cannell, Siobhan Joseph, and Angela George from the three local Nations, the art wrap surrounding the exterior of the vessel illustrates the lifecycle of the Chinook salmon, as well as the historical importance
of the Chinook salmon to its ecosystem. A full artist attribution plaque on board the vessel conveys the artists’ design inspiration for SeaBus passengers to appreciate. TransLink said it acknowledges, respects, and celebrates the Indigenous Nations on whose territories we are fortunate to live, work, operate, and serve. THE B.C. government on Tuesday declared a provincial state of emergency to support the provincewide response to the ongoing wildfire situation. Mike Farnworth, Minister of Public Safety and Solicitor General, made the declaration based upon the recommendation from the BC Wildfire Service and Emergency Management BC. The declaration is in effect starting Wednesday (July 21). The state of emergency is initially in effect for 14 days once issued and may be extended or rescinded as necessary. The state of emergency applies to the whole province and ensures federal,
provincial and local resources can be delivered in a co-ordinated response to protect the public, which remains the provincial government’s top priority. “Public safety is always our first priority, and as wildfire activity is expected to increase, this is a progressive step in our wildfire response to make sure British Columbia has access to extraordinary powers under the Emergency Program Act,” Farnworth said. “In a briefing last night, I received word that we’ll be facing a few days of very difficult weather in the Interior. This declaration will address the potential of a mass evacuation sce-
nario and provide our government with the means to secure the accommodation spaces necessary to house our citizens, if necessary.” The federal government has responded to and accepted British Columbia’s request for firefighting assistance. The state of emergency gives agencies, such as the Ministry of Forests, Lands, Natural Resource Operations and Rural Development, Emergency Management BC, the fire commissioner and the RCMP, the authority to take every action necessary to fight the wildfires and protect people and communities.

Surrey celebrates the opening of Edgewood Park
SURREY Mayor Doug McCallum and members of Surrey Council on Wednesday celebrated the opening of Edgewood Park, the City’s newest neighbourhood park, situated on 165 Street in South Surrey. Edgewood Park features a multi-tiered playground with an unprescribed play circuit, zip line, multi-sports court, and ping pong tables. “Investing in neighbourhood parks, like Edgewood Park, helps support our vision of being a thriving, green and inclusive community,” said McCallum. “By giving residents access to more green spaces, social spaces and active spaces, we are investing in the wellbeing of our residents. This new park is just one project under our Surrey Invests program, a series of capital and improvement projects that will improve the lives of hard-working, middleclass families across our city.” Edgewood Park’s playground includes accessibility play which features a roller table, a universal spinner, a dish swing and wide slide. Many of these elements encourage
co-operative play that engages one or multiple children. Edgewood Park’s multi-sports courts accommodate both basketball and hockey. Man shot dead in targeted incident in Vancouver’s Strathcona VANCOUVER Police are investigating the shooting death of a man in the Strathcona area on Tuesday morning. A man in his 40s was shot inside the London Hotel, near East Georgia and Main streets, around 5 a.m. Two suspects fled the scene and have not been located.
VPD investigators believe the incident was targeted. This is Vancouver’s 11th homicide of 2021. The victim’s name is not being released at this time pending next of kin notification. Mamata accuses Modi government of showing vindictive attitude Kolkata (IANS): A day after hitting out at the Centre during her Martyrs’ Day speech, Chief Minister Mamata Banerjee on Thursday came down heavily on the BJP government at the Centre on the Pegasus issue, alleging that the raids conducted at media house Dainik Bhaskar’s office is a result of the vindictive attitude of the (Narendra) Modi government. She again appealed to all the political parties to come forward and unite to defeat the “autocratic government” at the Centre and save the “largest democracy of the world”. Criticising the Central government for the raids conducted at several offices of Dainik Bhaskar across the country on Thursday, Banerjee said, “This is an effort to bulldoze the reporters and throttle the voice of the people. Dainik Bhaskar was boldly reporting on the Pegasus issue and on the bodies that were thrown into the Ganges by the Uttar Pradesh government. That is why they have been victimised. I strongly condemn this”. Terming the Pegasus issue as more dangerous than the Emergency and even bigger than the ‘Watergate’ scandal in the US, the Chief Minister said, “Today everybody is under threat. The judiciary is under threat. The political parties are not allowed to speak. The
Pegasus story an attempt to malign Indian democracy: IT Minister New Delhi (IANS): With the Pegasus snoopgate leading to ruckus in the Parliament, Union Electronics and IT Minister Ashwini Vaishnaw said on Thursday that the news story on snooping was an attempt to malign India’s democracy and its institutions. Addressing the Rajya Sabha, the minister also indicated that the report was meant to disrupt the Monsoon Session of the Parliament. “A sensational story around Pegasus being published just a day before the Monsoon Session of Parliament cannot be a coincidence,” he said.

Let me see the timing and the situation, then only I shall take a final call.”
“This press story on Pegasus, done by a web portal on July 18, attempts to malign the Indian democracy and its well-established institutions,” Vaishnaw added. He also said that similar claims were made in the past regarding the use of Pegasus on WhatsApp, adding that those reports had “no factual basis” and were categorically denied by all the parties, including in the Supreme Court. The Pegasus Project reports published in The Wire, which showed that over 300 phone numbers - including those of two serving ministers, over 40 journalists, three opposition leaders, among others, - could have been targetted for hacking using the Pegasus spyware developed by Israeli surveillance company NSO Group. Interestingly, Vaishnaw’s name also appeared in the list of people who were allegedly snooped upon.

Pegasus used to topple Karnataka government led by Kumaraswamy: Congress
New Delhi (IANS): The Congress on Tuesday alleged that the JD(S)-Congress coalition government in Karnataka was toppled in 2019 by snooping on important leaders of the coalition, including then Chief Minister H.D. Kumaraswamy. “The BJP had planned to topple the Karnataka government by horse-trading using the Pegasus spyware,” Congress leader K.C. Venugopal said in a press conference here on Tuesday, which was also addressed by other senior party functionaries. Congress leader and former Karnataka Chief Minister Siddramiah said, “I don’t have a mobile phone, which means they tapped my personal secretary Venkatesh’s number. He has been with me for 27 years. They also tapped the number of Satish, who was Kumaraswamy’s personal assistant.”
According to a report published by The Wire, in the run up to the toppling of the opposition-run state government in Karnataka in July 2019, the phone numbers of then Deputy Chief Minister G. Parameshwara and the personal secretaries of then Chief Minister H.D. Kumaraswamy and former Chief Minister Siddaramaiah were selected as possible targets for surveillance. Siddramiah further said, “The government of India headed by Narendra Modi played this dirty game to topple the opposition government in Karnataka. That is why they tapped the numbers of Satish, Venkatesh and Parameshwara, who was the Deputy Chief Minister in the coalition government. It was a crime committed by the government of India. The matter must be probed and raised in both the Houses of Parliament.”

The leaked database at the heart of the Pegasus project includes the mobile phone numbers of the French president, Emmanuel Macron, and 13 other heads of state and heads of government, The Guardian has revealed.
Israeli Defence Ministry studying investigation into NSO Group New Delhi (IANS): The Israeli Defence Ministry is studying the investigation into NSO Group, Defence Minister Benny Gantz said Tuesday after it was revealed that the Israeli cyber company has been selling spyware to foreign governments to target journalists and activists, Jerusalem Post reported. “We are aware of recent publications regarding the use of systems developed by certain Israeli cyber companies,” Gantz said on Tuesday at Cyber Week at Tel Aviv University, without naming the Herzliyabased company. On Sunday, the Pegasus Project revealed that the spyware sold by NSO (Pegasus) had been identified on the phones of individuals targeted by the governments of Azerbaijan, Bahrain, Mexico, Morocco, Rwanda, Saudi Arabia, Hungary, India, the United Arab Emirates and more. The investigation was carried out by 17 media organisations, led by the Paris-based journalism nonprofit Forbidden Stories,
and sponsored by Amnesty International. At the centre of it was a leaked list of 50,000 phone numbers belonging to journalists, senior politicians and business people. The report said Gantz asserted that as a matter of policy, Israel authorises the export of cyber products “solely to governments, only for lawful use and exclusively for the purposes of preventing and investigating crime and terrorism” and that the country controls the exports of such products and complies with international export control regimes. “The countries acquiring these systems must abide by their commitments to these requirements. We are currently studying the information that is published on the subject,” Gantz said. In a statement released after the investigation was published, the Defence Ministry said that it will take “appropriate action” if NSO Group violated the terms of its export licenses or end use certificates, the report added.

The Dawn reported that Pakistan Minister for Information and Broadcasting Farrukh Habib on Tuesday raised suspicions regarding former prime minister Nawaz Sharif ’s role in clandestinely accessing the personal data of his political opponents, saying “it is likely that Sharif obtained information [about Imran Khan] through Israeli spyware with the help of [Indian prime minister] Narendra Modi”. Nawaz Sharif must have employed his connections with India to spy on Imran and breach his privacy through the Israeli software, Habib said. Habib said Modi had also made a stop over in Pakistan at a wedding function in Nawaz Sharif ’s family, while the latter had also attended the inauguration ceremony of the Indian PM. “These links indicate strong connection between them,” the minister added. It is certain that Nawaz Sharif also obtained phone data of Imran Khan with assistance of Modi,” he said, adding more details were still unfolding on the matter, The Dawn reported In its statement, NSO said the leaked list “is not a list of targets or potential targets of NSO’s customers”. Through its lawyers, NSO previously said the consortium had made “incorrect assumptions” about which clients use the company’s technology. It said the 50,000 number was “exaggerated” and the list could not be a list of numbers “targeted by governments using Pegasus”. Following the launch of the Pegasus project, Shalev Hulio, the founder and chief executive of NSO, said he continued to dispute the leaked data “has any relevance to NSO”, but added that he was “very concerned” about the reports and promised to investigate them all. “We understand that in some circumstances our customers might misuse the system,” he said.

Chief Minister cannot break promise made in press conference, rules Delhi High Court New Delhi (IANS): In a significant judgment, the Delhi High Court on Thursday ruled that good governance requires that promises made to citizens by those who govern are not broken, as it held that the assurance/promise given by the Chief Minister is enforceable, both on the basis of the doctrines of promissory estoppel and legitimate expectation. A bench of Justice Pratibha M. Singh directed the Delhi government to decide, within six weeks, on an assurance given by Chief Minister Arvind Kejriwal on March 29, 2020 to pay the rent of migrant workers in view of the Covid-19 pandemic. He had said if any tenant is unable to pay the rent due to poverty, the government would pay his/her rent on their behalf. The court made it clear that the as-
Arvind Kejriwal surance is not a political promise, as is sought to be canvassed before it, and it was also not made as a part of an election rally, and is rather a statement made by the Delhi Chief Minister. It added that there is a reasonable expectation on behalf of the citizens that the Chief Minister knows the background, and the number of
people who would be affected by the same as also the financial implications of such a promise/assurance, in the context in which it was made. “A statement given in a consciously held press conference, against the background of the lockdown announced due to the pandemic and the mass exodus of migrant labourers, cannot be simply overlooked. Proper governance requires the Government to take a decision on the assurance given by the Chief Minister, and inaction on the same cannot be the answer,” said Justice Singh, in an 89-page judgment. The court said it is of the opinion that the promise given by the Chief Minister clearly amounts to an enforceable promise, the implementation of which ought to be considered by the government. “Good governance
requires that promises made to citizens, by those who govern, are not broken, without valid and justifiable reasons,” it added. The court said surely there must have been a large number of tenants and landlords, who would have believed the Chief Minister’s assurance, and that the expectation of the citizens could be that government would implement the promise. However, when it is examining this promise and the expectation which comes with it, the question is whether there is any reason as to why the government did not even take a decision in this regard, it said. “To that extent, insofar as the indecision is concerned, the GNCTD needed to answer the question, which it has failed to answer,” the court observed.
The petitioners had argued that the Chief Minister made promise, as the head of a government, and it was not a political statement but rather a statement made in the context of Covid-19, with an intent to prevent migration of workers. Opposing the plea, senior advocate Rahul Mehra, representing the Delhi government, submitted the doctrine of legitimate expectation can only be based on actual governmental policy or governmental notification or an executive decision, and not on a mere political statement. The judgment came on a writ petition filed by a group of tenants and landlords led by Nazma, who sought the recovery, payment or refund of the monthly rental amount, as per the promise made by the Chief Minister.
‘No sorry, orders must be followed’: Supreme Court on poll hopefuls hiding criminal past
New Delhi (IANS): The Supreme Court on Tuesday said its order should have been followed as it heard contempt petitions over non-compliance of its February 2020 directions for electoral candidates to disclose criminal antecedents through wide publication. The plea claimed these directions were not adhered during the Bihar Assembly election last year. As counsel appearing for a political party tendered an unconditional apology, stating that this should not have happened and that there shouldn’t be criminalisation of politics, a bench of Justices R.F. Nariman and B.R. Gavai said: “We don’t buy this sorry; our orders have to be followed.”
Senior advocate Vikas Singh, representing the Election Commission, submitted that the Nationalist Congress Party fielded 26 candidates with criminal antecedents and the CPIM had fielded four candidates with criminal antecedents. sible to say in case of a non-egregious violation, you suspend time-wise. In egregious violations, like with these two parties, you can say suspend till next election?” It also asked how this will work it out for national level parties, as if “a small chap in some panchayat does something, you can’t throw the entire party out?” As Viswanathan added that the court can lay down appropriate guidelines, and judicial review is available, the bench said: “How do you find if it has been done by the party or only the candidate?” Senior advocate Harish Salve, also appearing for the EC, agreed with Viswanathan’s suggestion that ap-
propriate sanctions may be imposed on the errant political parties. “If sanction is made, let it not be Re 1, so people don’t have photos taken with Re 1 handed over and a smile on their face,” he stressed. After detailed arguments, the top court reserved the judgment in the matter. In the February 2020 order, the top court had noted the political parties offer no explanation as to why candidates with pending criminal cases are selected as candidates in the first place, as it passed a slew of directions for political parties to publish details and justification for choosing candidates having criminal antecedents.

Cricketer-turned-politician Sidhu’s political innings with the Congress is just a new phase and his rivals see him as a turncoat politician. In March 2017, he was inducted as a Cabinet minister in the new Congress government in Punjab headed by Amarinder Singh. At that time, Sidhu was not designated as Deputy Chief Minister, as was being speculated in political circles. Sidhu’s journey in the Congress began in January 2017, just days ahead of the February 4 Assembly election in Punjab, by winning the Amritsar-east Assembly seat with a margin of
over 42,000 votes. Sidhu had earlier remained Member of Parliament from Amritsar when he was part of the Bharatiya Janata Party. He was elected MP in 2004, 2007 (by-election) and 2009. He was nominated to the Rajya Sabha by the Narendra Modi government in April 2016. Ahead of the 2017 Assembly elections, Sidhu had resigned from the Rajya Sabha and said: “At the behest of the Prime Minister, I had accepted RS (Rajya Sabha) nomination for the welfare of Punjab. With the closure of every window leading to Punjab, the purpose stands defeated, now a mere burden. I prefer not to carry it.” Within the Congress, Sidhu had been lying low since his resignation from the state Cabinet in July 2019. He had resigned from his post as a Cabinet minister in the state on July 14, 2019 after differences with Amarinder Singh over portfolio allocation. Sidhu was in-charge of local bodies but was shifted to the Power Department. Time and again he was meeting top party leaders, including Sonia Gandhi in New Delhi, and apprised them of the political situation in Punjab.

Instead of listening to the farmers and resolving their grievances, the Centre is adopting an intransigent attitude towards them,” Badal said. Amarinder Singh also said that the simmering anger among the farmers, who are losing their lives and livelihoods due to the Centre’s draconian actions, is a matter of serious concern and Prime Minister Narendra Modi should immediately take steps to resolve the crisis, which could have serious repercussions for the country. The driving experience is so pure in the MX-5, that even novice drivers can carve corners with precision and skill. The steering is light and very responsive with excellent feedback. It’s the epitomes of point and shoot driving. Despite the extra weight in the RF, I could not detect any drop in performance. The formula is delightfully simple and works. Beautifully engineered handling, a slick six-speed manual and a responsive four-cylinder engine providing adequate power. Note, the RF is not a cheap option for what is a very small two- seater. CRIME OF THE WEEK FIRE AT COPTIC ORTHODOX CHURCH INVESTIGATED AS SUSPICIOUS On July 19, 2021, at approximately 3:17 a.m., Surrey RCMP was informed by the Surrey Fire Service of a fire at the St. George Coptic Orthodox Church in the 13900-block of 108 Street. Thankfully, no one was injured in the fire however, the church has been destroyed. On July 14, 2021, the St. George Coptic Orthodox Church was the target of an attempted arson, which was reported to police after damage was discovered on the door of the church. Surveillance video confirmed that at approximately 2:33 a.m. on July 14, a female suspect lit items on fire at the door of the church and immediately left the area. The suspect is described as a Caucasian woman, 5'7 tall, with a heavy-set build, and dark hair. The woman was wearing a black Unsolved Crime: Arson hooded sweatshirt, a black tank top, black tights with a flower print, Date: July 14 & July 19, 2021 and black flip flops. Metro Vancouver’s housing market slowed down in June 2021 By Kenneth Chan The Real Estate Board of Greater Vancouver (REBGV) is reporting home sales in Metro Vancouver over the month of June 2021 saw a slight slowdown from the recordsetting pace experienced earlier in the year. A total of 3,762 homes were sold in REBGV’s jurisdiction in June 2021, representing a 12% decrease from the 4,268 homes sold in May 2021, and a 54% year-over-year increase over June 2020. But the sales for the month were still 18.4% above the 10-year average for June. typical conditions.” June 2021 saw 5,849 homes newly listed for sale, which is a 1.1% year-over-year uptick, and an 18% decrease compared to the previous month. The total number of homes listed for sale at the end of June 2021 was 10,839 — a 5.1% year-over-year decrease, and a 1.2% drop from May 2021. The sales-to-active listings ratio across all property types over the month was 34.7%, with 27.5% for detached homes, 49.2% for townhomes, and 37% for apartments. Economists say a downward pressure on home prices generally occurs when the ratio dips below 12%, while home prices often trend upward when the ratio exceeds 20% over several months. The benchmark price for all residential properties under REBGV’s jurisdiction at the end of last month was $1.175 million — a 14.5% increase over June 2020, and a 0.2% increase from May 2021. REBGV’s jurisdiction covers Vancouver, Burnaby, New Westminster, Richmond, Pitt Meadows, Sunshine Coast, and all of the Tri-Cities and North Shore. Other areas such as Surrey, Langley, and White Rock are part of the Fraser Valley Real Estate Board.

How accurate is your blood pressure reading? ual devices used in offices that require a squeeze of the rubber bulb to inflate the cuff. All you have to do with a digital device is to wrap the cuff around the arm, push the button to inflate the cuff, and in a few moments, you have the result. Now it’s easy to say, “Doctor my digital cuff says my blood pressure is consistently 130/80 when I am at home. Maybe I just have white coat hypertension.” HAVING your blood pressure taken during an annual checkup is always part of the routine. In fact, compared to CT scans and MRI procedures used to detect complex problems, most people don’t give blood pressure readings much thought. As long as the doctor reports normal readings, there’s no reason for concern. But have you ever wondered if your blood pressure reading is accurate? Multiple studies have shown that 15 to 30 percent of those who have elevated blood pressure in a doctor’s office or other health care setting have normal blood pressure when checked at home. It is not shocking news. You must be a pretty cool patient not to be somewhat uptight in medical offices. There is always the concern the doctor will have bad news. What may be a surprise is that there are 19 requirements to obtain a true blood pressure reading! How many of these measures are followed in a busy doctor’s office? For instance, patients are required to sit for five minutes before a blood pressure reading is taken with back supported and feet flat on the ground. This means that perching on an examining table with feet dangling is a no, no. So is crossing your legs. Never place the cuff over clothing. And at least two measurements should be taken during the visit, with the average being recorded. Patients should also relax and breath normally. Smoking before the test, consuming caffeine, or exercising all forbidden before a blood pressure reading. And it you are on hypertensive medication, don’t take it just before the visit to the doctor’s office. Another important no-no which you may not have considered is that blood pressure must not be taken when you have a full bladder. So, have the courage to say, “Doctor, before you take my blood pressure, could you wait for a few minutes so I can use the bathroom?” What about the blood pressure cuff? A cuff that is too small or large can cause an unreliable reading. So can a cuff that is too tight or not tight enough. Your arm should be resting on a table roughly the height of your heart while blood pressure is being taken. A series of readings over time are more accurate if taken at the same time of the day in a similar context. Do you still have blind confidence in your blood pressure readings? If you have been prescribed blood pressure medication, do you need it? Or was the diagnosis the result of “white-coat hypertension”? If these basic blood pressure requirements are not filled during a medical examination, patients left with a quandary. It requires a strong personality to say to the nurse or doctor, “I’m worried this may be not an accurate blood pressure reading because you failed to follow the standard procedures.” It’s not the best way to engender good relations between doctor and patient. So, what else can be done? For anyone taking blood pressure drugs, it’s prudent to purchase an automatic digital blood pressure monitor. These are more accurate than the traditional man-
