IN the annual State of the City Address, Surrey Mayor Doug McCallum on Wednesday highlighted the progress and achievements of the City over the last four years. From holding residential property taxes to 2.9 percent, to investing in 21 capital projects through the $428 million Surrey Invests program, to purchasing 225 acres of new parkland, this Council has delivered on its promises. “Despite the challenges from the COVID pandemic, Council never strayed from the goals we set at the start of our mandate,” said McCallum. “The vision of what Council wanted to achieve in four years was ambitious and demanding. It required massive change, not for the sake of change, but for what is best for Surrey.” He pointed out: “The City’s progress and rise in prominence has not gone unnoticed. Senior levels of government are investing in the City, from funding new housing to rapid transit expansion, from replacing an aging bridge to a new hospital, Surrey is on the radar. From my vantage point, the sky is the limit. Together, we can and will take Surrey to new heights.” In his annual address, McCallum also provided an update on the City’s municipal police service transition. Maanav Kinkar, 18, of Burnaby identified as Surrey homicide victim THE Integrated Homicide Investigation Team (IHIT) on Monday identified the victim in the Hazelnut Meadows Park homicide in Surrey as 18-year-old Maanav Kinkar, of Burnaby to advance their investigation and identify witnesses, and is seeking public assistance. Kinkar had been reported missing by his parents around the same time as his boy was found. This is believed to be a targeted incident but not connected to the ongoing Lower Mainland Gang Conflict. On May 26 at around 8:43 p.m., Surrey RCMP responded to the Hazelnut Meadows Park near 140 Street between 68 Avenue and 70 Avenue and found a deceased man. BC Emergency Health Services (BC EHS) were already on scene. Early indications were that the man’s death was as a result of criminality

the Surrey RCMP, the Integrated Forensic Identification Section (IFIS), and the BC Coroners Service. A timeline of Kinkar’s activities is being constructed. His movements and activities throughout the day are being determined. Homicide detectives have determined that on the evening of May 26, Kinkar arrived at Surrey Central via Skytrain and may have got onto a bus. IHIT is looking to speak to anyone who may have seen him that evening (see photo). IHIT is also seeking dashcam footage, CCTV, or witnesses from the area around Hazelnut Meadows Park around 6 p.m. to 9 p.m. on May 26. “This is a quiet area with several residences surrounding the park along 140 Street, 68 Avenue, and 142 Street,” said IHIT Sgt. David

Surrey Langley SkyTrain will be built in one phase with savings and earlier delivery
one phase. Constructing the new SkyTrain line all at once will create a savings of $500-$600 million and will see the Surrey Langley SkyTrain delivered two years earlier. I think we can all agree that new rapid transit is long overdue in Surrey and the need for it has never been greater. According to TransLink, two thirds of transit trips are into or within Surrey, leaving only one third of transit travel going out of this city. That pattern has remained steady since 2019.” Highlighted in the speech were a number of achievements that have been realized since McCallum took office: * In 2021, the City planted 10,272 trees on public property and in 2022, that number will increase to 12,300. * City Council has committed over $45 million to new parkland acquisition, resulting in 225 acres of new
parkland in Surrey. * The Guaranteed Permitting Timelines program has surpassed its target of 10 weeks, reducing the average processing time for a singlefamily permit from nearly 15 weeks in 2021 to 8.9. * By the end of 2022, the City’s Electric Vehicle Charging Network will near 100 charging stations to support the growing number of electric vehicles on the roads. * Now in it’s fourth year, the City’s Love Where You Live campaign is more popular than ever. In 2021, participants contributed 1,700 volunteer hours, cleaned 208 kilometres of Surrey roads, organized 75 community clean-ups and over 200 people committed to the weekly 20-minute clean up challenge. * In 2021, building permit values totalled more than $2 billion. Not only was this achieved in the midst of a pandemic but it marks the second
highest recorded value in the City’s history; the all-time record was set in the pre-pandemic year of 2019 when $2.3 billion in building permit values were recorded. * In 2021, Surrey led the way with the highest number of new home construction for the Metro region. Housing starts in Surrey totaled over 58 hundred units last year, which is 6% more than Vancouver. * In partnership with all levels of government, the City of Surrey is delivering on this type of much-needed housing across our city. In 2021, a total of 139 Supportive Housing Units opened in Surrey. This year, another 387 Supportive and Transitional Housing. McCallum’s supporters turn up in hundreds to face racist, fascist bullies
ENOUGH is enough! That is the clear message that hundreds of supporters of Surrey Mayor Doug McCallum who turned up at Wednesday’s Surrey City Council came to deliver to those rude, crude fascists who — with the support of a section of the biased white mainstream media — disrupted the Council’s proceedings on Monday. These are part of that same white crowd who had called South Asians “taxi drivers” and mocked the suggestion of a Surrey municipal force as “Delhi Police” at Surrey City Hall a couple of years ago. They have tried every dirty undemocratic tactic with the help of some white mainstream journalists and some councillors to sabotage the will of the Surrey electorate who brought in McCallum and his Safe Surrey Coalition to replace the colonial RCMP with a modern Surrey municipal police force accountable to Victoria and not Ottawa; and to build the Surrey Langley SkyTrain extension. Even the BC Liberals who supported keeping the RCMP, ended up losing one of their three seats in Surrey in the last provincial election, and their new leader Kevin Falcon told Punjabi journalists that he supported a municipal police force. Now that the RCMP is being

steadily replaced by the new Surrey Police Service, the RCMP bosses and the RCMP police union and their poodles have reached the zenith of their hysteria. That is what led to last Monday’s disgraceful behaviour by a group of old, white people who are still living in the 20th Century. Their relatives and friends in
the white mainstream media are brazenly supporting them. But it is making no difference to McCallum’s supporters – both white and non-white. They are solidly standing behind him. If anyone should resign it ought to be councillors Brenda Locke and Jack Hundial, who used McCallum’s
slate to win and then ditched the Safe Surrey Coalition. If they were so principled, they should have resigned and faced a by-election. But they didn’t have the guts because they knew they would lose. Locke has been a big loser at every level – municipal, provincial and federal. Such hypocrisy, indeed!

Good health is much more than the absence of disease BY DR. ARUN GARG EVIDENCE proves that self-awareness and self-care taught through techniques such as yoga and meditation improve wellbeing. Finally, it seems, there is a light at the end of this long, dark pandemic tunnel. With health restrictions being lifted, British Columbians are breathing easier, they are considering travelling again, or maybe even attending a concert or hockey game. Although we all must remain cautious, this undoubtedly comes as a much-needed mood boost for all of us. But as a lifelong physician, I’m hoping this won’t simply be a return to normal. That’s because the “normal” that many people are living is marked by unhealthy foods, high stress, insufficient exercise, poor sleep, and burnout. The results are evident — widespread obesity, high blood pressure, coronary heart disease, and many other chronic ailments. The South Asian community, of which I am a proud member, is considered a high-risk population for developing Type-2 diabetes. We all know that COVID was particularly tough on those with underlying health conditions like these. It doesn’t need to be this way. It is not sustainable for our health-care system, and it’s not healthy for us.
As we emerge from COVID and its many restrictions, I am advocating a significant reset in the way we think about our health. There is no miracle vaccine that is going to cure us of our food addiction or free us from our mortgage stress or work anxiety. But there is a better path to improved health. In addition to traditional medicine, there is emerging evidence that suggests mindbody medicine can improve health, prevent disease and contribute greatly to our wellbeing.

Good health is much more than the absence of disease. It’s about total body health, including physical, mental and spiritual health. Think of it this way: If health care were a three-legged stool, one leg will always include external interventions such as surgery, vaccines and pharmaceuticals. A second leg is lifestyle, involving things such as nutrition, sleep and stress. But for true balance, we require the third leg — self-care — which connects the body, mind and intellect. It is an integrative approach known as mind-body medicine. Physicians typically don’t prescribe yoga, tai chi or meditation to their patients, but maybe they should. Stress and unhealthy lifestyles represent a massive public health burden. We can create healthier outcomes if we encourage better nutrition, daily exercise and embrace practices that enhance mind health. The Canada India Network Society believes we can improve health outcomes through the acceptance of this integrative thinking. It’s about empowering individuals to take an active role in all aspects of their health. For generations, western medicine — and I have been a practitioner for more than 40 years — has focused on what you can see, the physical body, and developed interventions to improve health. But for centuries, eastern health practitioners have focused on the brain and the role the mind plays in our overall health. Evidence proves that self-awareness and
self-care taught through techniques such as yoga and meditation improve wellbeing. Yes, there are skeptics and those who would call this airy-fairy nonsense. Frankly, for most of my career as a B.C. physician and medical leader, I failed to recognize the lifechanging benefits of mind-body medicine. But there is clear evidence that the nervous, endocrine and immune systems communicate with each other, which explains why our emotional wellbeing and belief system can affect our physical health. I truly believe we can improve our health by marrying the best of western medicine with the best of the east. The integration of mindbody medicine is still relatively new, but it is being taught in some health-care settings and at universities such as Harvard. Much more needs to be done and I am encouraging my health colleagues — doctors, nurses and other health-care professionals — to embrace the transformative power of mind-body medicine. I’m asking policymakers to study this inexpensive way to improve health outcomes and drive down costs. For me, it’s not about “fixing” our flawed health system. Now, it’s time for healing ourselves. Assault charge approved against Surrey RCMP Constable Jagjeet Bassan THE BC Prosecution Service (BCPS) announced on Thursday that a charge of assault causing bodily harm has been approved against Surrey RCMP Constable Jagjeet Bassan in connection with their involvement in an on-duty incident which allegedly occurred on June 4, 2021, in Surrey. An information charging Bassan with one count of assault causing bodily harm was sworn on Thursday under
Provincial Court file number 249208. The first appearance on this matter is scheduled for July 5 in Surrey Provincial Court. The charges were approved by an experienced Crown Counsel with no prior or current connection with the officer. As this matter is now before the court, the BCPS said it will not be releasing additional information or commenting further at this time.

Mass killings are a reality of daily life in the U.S.
From our vantage point here in Canada, the thought of living amidst this kind of carnage is as confusing as it is infuriating BY KASH HEED Former Solicitor General of B.C. IN the immediate aftermath of two more gun-related tragedies in the U.S. — resulting in a total of 29 dead (including 19 children) and several injured — I turned to my archives to review an opinion piece I penned in 2012 just days after the horrific Sandy Hook Elementary School shooting. In that incident, the 20-year-old shooter left 26 dead, including 20 victims aged either six or seven years old. At the time, as both a father of a young daughter and as an elected official, I lamented about stateside politicians who were unmotivated to appropriately respond due to “national polling … of less than 50 per cent of Americans supporting … limitations on their gun rights.” It is now almost a decade later, and despite mass shootings that are now commonplace in the daily lives of Americans, public opinion hasn’t seemed to move on gun control. According to a Gallup poll from earlier this year, only 37 per cent of Americans are “dissatisfied” with gun laws and in favour of stricter measures. I use the term “commonplace” because of the extreme outlier that the U.S. is when it comes to public shootings in which four or more people are killed. Between 1998 and 2019, there were an astonishing 101 of these kinds of events south of the 49th parallel.
The country in second place over the same timeframe is France, with eight. In fact, the combined number of similar incidents in the next 17 countries on the list doesn’t even come close to adding up to half of the U.S. total. Even polling that shows 89 per cent of Americans are in favour of universal background checks for gun purchases isn’t registering with the same emphatic support at the ballot box. Two 2016 proposals to expand background checks in Nevada and Maine (the former with an ethnically diverse pop-
ulation and the latter with an overwhelmingly Caucasian citizenry) barely passed by one per cent, and failed by 3.6 per cent, respectively. Both jurisdictions, which are considered political swing states, resulted in slim victories for Democratic presidential candidate Joe Biden in 2020. There is little political impetus for Republican holdouts or even Democratic contenders in battleground races to change course against a backdrop of such tepid public support for change. Combined with undue influence over campaign financing by the gun lobby, ongoing legislative gridlock through Senate filibustering offering veto power to small rural states and the most divisive political climate in American history, the U.S. is little more than a perpetual wasteland for gun violence. The 2022 context for this sad state of affairs is truly inexplicable: Before Tuesday’s massacre, there were at least 39 other shootings in grade schools, colleges and universities in 2022. We haven’t even reached the halfway point of the calendar year. From our vantage point here in Canada, the thought of living amidst this kind of carnage is as confusing as it is infuriating. Indeed, this is the prevailing reaction from around the world. In countries like Britain and Australia, mass shooting events resulted in tougher firearm laws, which directly resulted in less gun violence in subsequent years.
Meanwhile, 30 per cent of Americans own at least one firearm, access to guns in the U.S. (including semi-automatic rifles legally purchased by the Texas shooter) often requires no background check due to lax enforcement and major regulatory loopholes, and American gun homicides per 100,000 people come in at just under four (in contrast to every other country in the world that sit at far less than one). The country’s inevitable naval-gazing that happens after an incident like the Uvalde, Texas, school shooting is the constant in the debate on gun control, which has raged for decades. In other words, this week’s national address by President Biden talking about standing up to the gun lobby in the wake of such a tragedy, amounts to little more than political theatre. I don’t doubt the sincerity of his sentiments. I do, however, understand that political will and courage in the face of such public ambivalence is nonexistent. Mass killings are a reality of daily life in the U.S., which is a phenomenon that Americans seem willing to accept. B.C. minimum wage now $15.55 B.C.’S lowest paid workers got a pay boost as the minimum wage increased on June 1 from $15.20 to $15.65 per hour, which is the highest of any province. This increase is part of a commitment made by government in 2018 to support workers and their families. Five years of measured, predictable increases have benefited as many as 400,000 British Columbians, the majority of whom are women, immigrants or youth. “Having a fair minimum wage is a key step in helping to lift more people out of poverty,
make life more affordable and build a strong economy for B.C.,” said Harry Bains, Minister of Labour. “We will continue to advocate for fair wages for all workers, especially those low-income workers who have been so essential to our health and well-being during the pandemic.” The minimum wage increase to $15.65 per hour is tied to British Columbia’s average annual inflation rate which, from January 1 to December 31, 2021, was calculated at 2.8%. This is consistent with the approach taken in other jurisdictions.
As of June 1, a 2.8% increase will also apply to the live-in camp leader and live-in home-support worker minimum daily wages and the resident caretaker minimum monthly wage. Naseb Fazil, 19, identified as homicide victim in May 23 Vancouver stabbing VANCOUVER Police have identified Naseb Fazil as the victim in Vancouver’s fifth homicide of the year. Fazil, 19, suffered fatal stab wounds following a fight that broke out on the street between a large group near Southwest Marine Drive and Hudson Street on May 23 at 3:30 a.m. “Surveillance footage from a nearby business shows there were numerous people in the area at the time Naseb Fazil was killed,” said Constable Tania Visintin on Tuesday. “We need those people to call police and provide investigators with any information they have. We particularly want to speak with anyone who has cell phone video that

Police officer assaulted during routine traffic stop
IN the early morning hours of Thursday, a New Westminster Police Department officer was on patrol through the Queensborough neighbourhood when he observed a vehicle driving with no license plates. When he pulled over the vehicle, the driver exited the vehicle, refused to identify themselves, and attempted to flee. While the officer attempted to detain the driver, the driver resisted causing the two to fall into an embankment. As the officer took the driver into custody, he was struck in the face multiple times and was spat on. “The officer will be alright,” said Sgt. Sanjay Kumar. “He handled this situation with patience and the skills taught to him in training. It is despicable that an officer would be assaulted while simply trying to do their job and we will be recommending charges of assaulting a police officer.” The suspect has been released with conditions and has an upcoming date in court.

In 1991, noted film maker Mani Ratnam offered Rahman a movie called Roja which was a run-away success and brought nationwide fame and acclaim to the composer. Surrey welcomes Province’s $2.4 billion investment in Metro transit improvements
THE more than $2.4 billion dedicated to Metro Vancouver transit improvements by the BC Government will have a significant impact in Surrey, says the City. With a growth rate of nearly 10 percent from 2016-2021, the City of Surrey is one of the fastest growing cities in Canada. The Board made the collective decision that, effective immediately, the Board Chair will be absent from his Police Board duties until after the municipal election in October. The Board will select a chair from among themselves to conduct Board business until then. The Surrey Police Board is made up of one municipal and seven provincial appointments. The Board will continue in its mandated oversight role of building Surrey Police Service, independent from local government.
Charges approved against alleged driver in 2021 hit-and-run that killed motorcyclist
CHARGES have been approved against the alleged driver of a vehicle involved in a fatal hit-and-run that resulted in the death of a motorcyclist in June 2021. On June 19, 2021, Burnaby RCMP frontline officers responded to a report of a hit-andrun collision involving a vehicle and a motorcycle at Canada Way and Imperial Street. The motorcyclist who was hit did not survive his injuries. The driver of the vehicle involved in the collision left the scene. Burnaby RCMP’s Criminal Collision Investigation Team took conduct of the investiga-
tion. After a nearly year-long investigation, 35-year-old Marcel Genaille now faces a charge of fail to stop at a scene of an accident in relation to the crash. “We know this death continues to impact the victim’s family, friends and loved ones, who have been left to grieve their loss knowing the driver involved did not remain at the scene,” said Cpl. Mike Kalanj. “Our officers have worked diligently over the past year to bring this matter before the courts.”

In addition, the government will invest $6.6 million to help raise awareness of the new law and provide supports to vulnerable and marginalized groups to navigate the provisions. In addition to this new legislation, the Government of Canada will require long-gun magazines to be permanently altered so they can never hold more than five rounds and will ban the sale and transfer of large capacity magazines under the Criminal Code. These regulations will help stop the growth of personally owned handguns in Canada and are expected to come into force in Fall 2022. * In 2020, the Prime Minister announced the ban of over 1,500 models and variants of assault-style firearms. Handguns were the most serious weapon present in the majority of firearm-related violent crimes (59 per cent) between 2009 and 2020. * In 2018, firearms were present in over 600 intimate partner violence incidents in Canada. Victims of intimate partner violence are approximately five times more likely to be killed when a firearm is present in the home.

Over 7,000 young workers were injured on the job last year: WorkSafeBC AS large numbers of young people begin entering the workforce for summer jobs, WorkSafeBC cautions that young and new workers are vulnerable to injury at work. In 2021, WorkSafeBC accepted 7,125 claims related to injuries from young workers. Injuries were most likely to occur in servicesector jobs (2,801 claims), followed by retail and wholesale (1,335 claims), and construction (1,258 claims). In the last five years, 16 young workers have died in workplace incidents. “More than half of all serious injuries occur during the first six months of employment,” says Jacqueline Holmes, Manager of Prevention Field Services at WorkSafeBC. ”Injuries can result from inadequate training, orientation, and supervision, inexperience, or a reluctance to speak up, ask questions, and raise health and safety concerns.” The right to refuse WorkSafeBC points out that young workers must be aware of their rights in the workplace, especially the right to refuse unsafe work. All workers in B.C. have the legal
right to refuse unsafe work if there is reasonable cause to believe it would create an undue hazard to their health and safety. “It is every worker’s right to refuse unsafe work. Young workers should speak to their supervisors if they feel a task might be hazardous,” says Holmes. “Trust your gut— it’s okay to say, ‘I need more training before I am comfortable’ or ‘This doesn’t feel safe.’” It is illegal for employers to punish or fire anyone for refusing unsafe work or reporting hazards to a supervisor. If a young person feels an unsafe situation has not been resolved, they can contact (anonymously, if preferred) the WorkSafeBC prevention line and speak directly with a prevention officer at: 1.888.621.7233. Employer responsibilities Under the Workers’ Compensation Act, employers have a legal responsibility to ensure young and new workers receive appropriate training and supervision. When employers fail to adequately train or supervise young workers, WorkSafeBC

“For years, communities across the province have watched their ERs close and hospitals go on diversion because of chronic staffing shortages. Only after intense public pressure is this government even starting to acknowledge there’s a problem, and they’re nowhere close to backing up their rhetoric with results.” As was highlighted in Question Period yesterday, the previous BC Liberal government more than doubled doctor training spaces during their time in office, while the NDP has not added a single new seat, or the second medical school they promised to the people of Surrey. “Instead of training more health care workers, or opening their promised second medical school, the NDP’s only response has been to announce new hospital projects they won’t be able to staff,” said Falcon. “This NDP government simply does not know what it is doing — the new tower at Royal Inland Hospital in Kamloops will be nothing but an empty shell unless they can immediately address the shortage of health care staff in B.C.” The Phil and Jennie Gaglardi Tower at Royal Inland Hospital is set to open on July 17, 2022, but at present, Royal Inland is facing continuous staffing shortages. Local officials have already expressed concerns that there will be no staff to fill the new positions when the tower opens this summer. This is not the first time the NDP has let hospitals sit empty, as the previous NDP government faced similar criticism for their handling of Vancouver General Hospital’s Jim Pattison Pavilion and the GR Baker Hospital in Quesnel in the 1990s, which both remained vacant for years. “Our health care system cannot afford to wait any longer for this government to acknowledge the scale of the crisis,” said Shirley Bond, BC Liberal Critic for Health. “Almost every day we hear of another B.C. hospital having to suspend services due to staffing shortages. We desperately need a comprehensive health human resources strategy, but despite the Health Minister promising one more than a year ago, he has yet to deliver. It’s time for real action from this NDP government — nice words are not enough to get people the urgent care they need and save lives in B.C.”
NDP says Kevin Falcon continues to attack it for eliminating Port Mann tolls
THE NDP said on Wednesday that BC Liberal Leader Kevin Falcon has again criticized Premier John Horgan’s decision to remove tolls from the Port Mann Bridge. In legislature debate, Falcon mocked Horgan for removing tolls. The NDP noted that removing tolls has saved drivers $1,500 every year and studies have shown that removing tolls on the Port Mann and Golden Ears eased congestion on non-tolled crossings, including the Pattullo Bridge. Falcon implemented these tolls when he was Transportation Minister and over the last 18 months, he has consistently voiced his support for tolling. NDP MLA Garry Begg said: “I’m extremely disappointed to see Kevin Falcon continue to attack our BC NDP government for taking tolls off the Port Mann Bridge. If Kevin Falcon thinks people were better off with tolls, he’s clearly not talking to people in Surrey. He’s working for the wealthy and wellconnected and would make life harder and more expensive for everyone else – just like he did before.”

Kevin Falcon called Surrey hospital land “surplus” and sold it off: NDP IN Monday’s Question Period, Health Minister Adrian Dix raised BC Liberal Leader Kevin Falcon’s decision to sell land that had been set aside for a second hospital in Surrey. In 2012, then-Finance Minister Kevin Falcon used his budget speech to announce the sale of the hospital land, claiming a second hospital wasn’t necessary after renovations to Surrey Memorial: “With the almost $600-million expansion of Surrey Memorial Hospital now underway at its current location, the land is surplus. So, rather than letting it sit there costing taxpayers money, we intend to sell it and let the private sector use it.” By announcing the sale, Falcon broke the promise made by BC Liberal Premier Gor-
don Campbell to build a hospital on the property. In 2014, it was sold to Fairborne Lands for $20.5 million, despite being appraised at $23.5 million. Fairborne President Christopher Philps gave the BC Liberals $25,000 in 2017, and made significant contributions in 2020 and 2021. The NDP government has acquired land in Cloverdale and is investing $1.66 billion in a new state-of-the art hospital.
The NDP noted that the scope of the project includes 168 inpatient beds, emergency department, medical imaging department that includes computed tomography (CT) and magnetic resonance imaging (MRI), surgical suite, pharmacy, laboratory, and academic space. The new cancer centre will include an oncology ambulatory care unit, chemotherapy, radiation therapy, functional imaging including PET/CT, cyclotron, and space for six linear accelerators (five equipped at opening).

Alberta’s Glenbow Museum highlights NDP incompetence with RBCM: Falcon
BC Liberal Leader Kevin Falcon and the BC Liberals are wondering why Premier John Horgan and the NDP plan to spend $1 billion to replace the Royal BC Museum (RBCM) when a strikingly similar project in Calgary is only going to cost their taxpayers $120 million. “This Glenbow Museum project in Alberta is nearly identical to the size and scope of the Royal BC Museum project but is being done much more cost-effectively, and in less than half the time,” said Falcon on Monday. “How can we possibly trust John Horgan with his $1 billion vanity museum project when it’s costing B.C. taxpayers ten times more than other museums?” Much like the RBCM, the 250,000 square-foot Glenbow Museum is more than a half-century old and needs renovation, asbestos removal, structural upgrades, modernization of exhibits, and the protection of its archives. Falcon noted the Glenbow Museum project set out to be efficient and environmentally responsible, using the existing ‘bones’ of the building and repurposing existing assets. “While planners in Alberta are working sensibly with what they have, here in B.C. the NDP are planning to demolish the entire Royal BC Museum to build what will be the most expensive museum project in the
Royal BC Museum world,” said Falcon. “At a time when many British Columbians are struggling to keep up with rising costs of living, it’s a slap in the face to see John Horgan and the NDP throw all this money away when there’s proof right next door that a project of the same magnitude can be done far faster and with far fewer taxpayer dollars on the line.” The Glenbow Museum closed to the public in September 2021 and is expected to reopen in mid-2024. The RBCM will close to the public in September 2022 and the NDP claim it will reopen in 2030.

Three fourth graders struck by car at UBC ON Wednesday at approximately 12:30 p.m., University RCMP received a report from the BC Ambulance Service (EHS) that three fourth graders on a school outing to the UBC Botanical Gardens had been struck by a car that had left the roadway and ended up on a sidewalk. University RCMP along with the Vancouver Fire Department (VFD) and BC Ambulance attended the scene and began to triage the victims. The three students, believed to be around 9 or 10 years old, were transported to Children’s Hospital by EHS with what are
believed to be non-life-threatening injuries. Their families have all been notified. Preliminary investigation has determined that a single vehicle was involved and intoxication is not thought to be a factor at this time. The lone driver remained at scene and is cooperating with police. The driver was also treated on scene for minor injuries. Specialists from Richmond RCMP Traffic Section, CCIT (Criminal Collision Investigation Team) and ICARS (Integrated Collision Analyst Reconstruction Team) are assisting with the investigation.

B.C. receives exemption to decriminalize possession of some illegal drugs for personal use BRITISH Columbia is taking a critical step toward reducing the shame and fear associated with substance use as the federal Minister of Mental Health and Addictions and Associate Minister of Health on Tuesday announced the granting of a three-year exemption under the Controlled Drugs and Substances Act (CDSA) to remove criminal penalties for people who possess a small amount of certain illicit substances for personal use. This exemption will be in effect from January 31, 2023, to January 31, 2026, throughout British Columbia. The Province will work with a broad range of partners to implement this policy change, including the federal government, health authorities, law enforcement, people with lived and living experience, Indigenous partners and community organizations to establish the public health and public safety indicators in order to monitor and evaluate the outcomes of this exemption in real time. “The shocking number of lives lost to the overdose crisis requires bold actions and significant policy change. I have thoroughly reviewed and carefully considered both the public health and public safety impacts of this request,” said Carolyn Bennett, federal Minister of Mental Health and Addictions and Associate Minister of Health. “Eliminating criminal penalties for those carrying small amounts of illicit drugs for personal use will reduce stigma and harm and provide another tool for British Columbia to end the overdose crisis.” This exemption is not legalization. These substances remain illegal, but adults who have 2.5 grams or less of the certain illicit substances for personal use will no longer be arrested, charged or have their drugs seized. Instead, police will offer information on available health and social supports and will help with referrals when requested. “Substance use is a public health issue, not a criminal one,” said Sheila Malcolmson, B.C.’s Minister of Mental Health and Addictions. “By decriminalizing people who use drugs, we will break down the stigma that stops people from accessing life-saving support and services.” Over the past five years, British Columbia and the federal government have been building a continuum of care for mental health and substance use for people throughout the province and Canada. Increasing access to harm-reduction programs, such as safe consumption sites, safer supply and naloxone have been essential in saving lives. Implementing this exemption and reducing stigma around drug use is a vital part of the work toward decreasing barriers to this critical system of care. “This exemption is a vital step to keeping people alive and help connect them with the health and social support they need,” said Dr. Bonnie Henry, B.C.’s Provincial Health Officer. “By removing the fear and shame of drug use, we will be able to remove barriers that prevent people from accessing harm reduction services and treatment programs.” Together, the federal and provincial governments will work closely to evaluate and monitor the implementation of this exemption, to address any unintended consequences and to ensure that this exemption continues to be the right decision for the people of B.C. Vancouver Mayor Kennedy Stewart said: “Decriminalizing possession of drugs is a historic, brave and groundbreaking step in the fight to save lives from the poisoned drug crisis. Chandigarh (IANS and other reports): In less than 24 hours after his security was cut by half by the Punjab state government, singer-turned-politician Sidhu Moose Wala was shot dead by gangsters close to his ancestral village in Mansa in Punjab around 5:30 p.m. on Sunday, police said. He was 28 years old. The Punjab Tribune reported that his security was reduced by half by the Bhagwant Mann-led AAP government. Two of the four police personnel on his security duty had been removed. Moose Wala was without security when he was targeted. Punjab Police said that he had been given two Punjab Police commandos for protection, but had refused to take them along. The singer was taken to a nearby hospital where he was declared dead. His friends were seriously injured. Moose Wala’s body bore 19 bullet injury marks and he would have died within 15 minutes, according to his autopsy report. Police said that he was travelling in a vehicle that was not bulletproof. Normally, he used his bullet-proof Toyota Fortuner for travelling. Police said 30 cartridges had been found at the crime spot and it is suspected that three 9 mm pistols were used in the attack. Police had detained some persons in Bathinda over their alleged links with a “Canadabased gangster” and the Lawrence Bishnoi gang for their suspected involvement in Moosewala’s murder. Punjab Chief Minister expresses shock, appeals for calm

He created a stir by allegedly misusing the name of 18th century Sikh warrior Mai Bhago in his track ‘Jatti Jeonay Morh Di Bandook Wargi’ with panthic bodies demanding his arrest for hurting Sikh sentiments. He later apologized. Moose Wala, who created a niche for himself with his unique rapping style, was known for hit tracks like ‘Legend’, ‘Devil’, ‘Just Listen’, ‘Jatt da Muqabala’ and ‘Hathyar’, among many others. He played the protagonist in the Punjabi film ‘Moosa Jatt’. IANS reports: Former Punjab Chief Minister Captain Amarinder Singh on Sunday condemned the broad daylight murder of Sidhu Moose Wala. Expressing condolences to the bereaved family, he said, this loss was too shocking and quite irreparable. Amarinder blamed the continuously deteriorating law and order situation in Punjab for the brutal murder of the young singer. “This government has been a complete failure on the law and order front and I have been saying it right since the beginning,” he
said in a statement here. The former Chief Minister alleged that the Aam Aadmi Party government in the state was completely clueless as to what was happening here. “Moosewala’s murder was not the first during last two months and I am afraid this might not be the last one,” he said, adding, the criminals have no fear of law as the government has ceased to exist and there was total anarchy. He criticized the Punjab government’s mindless decision to withdraw Moose Wala’s security without assessing his threat perception. Responsibility must be fixed as to why his security was withdrawn. “After all he was not a routine leader or a party candidate, but a world renowned singer under continuous threat to his life,” he pointed out, while asking the government to fix the responsibility for the loss of a precious and promising life. Punjab’s top cop puts SIT under supervision of Additional DGP of Anti-Gangster Task Force Chandigarh (IANS): Punjab Director General of Police V.K. Bhawra on Wednesday strengthened and reconstituted the Special Investigation Team (SIT) under the supervision of Additional DGP of Anti-Gangster Task Force (AGTF) Pramod Ban in Moose Wala’s murder. Now, the six-member SIT will have a new Chairman, Inspector General of Police (IGP) Jaskaran Singh, and two new members — Additional Inspector General AGTF Gurmeet Singh Chauhan and Senior Superintendent of Police (SSP), Mansa, Gaurav Toora. Superintendent of Police, Investigation, Mansa, Dharamveer Singh, Deputy Superintendent of Police (DSP), Investigation, Bathinda, Vishawajeet Singh and in charge Crime Investigating Agency (CIA), Mansa, Prithipal Singh are the other members. In its fresh orders, the DGP stated that the SIT shall conduct the investigation on a day-to-day basis, arrest the perpetrators of this heinous crime, and on completion of investigation. The SIT can co-opt any other police officer and take the assistance of any expert or officer, with approval of the DGP, the order said. PUNJAB Police have claimed they know the

We also have information on how they did a recce of the area before committing this crime,” Toora told the media in Mansa in his first interaction after the crime that occurred on May 29.
He said it was a work of organized criminals and gangsters. “Probe is going fast, we have taken two persons lodged in jails on production warrant and one accused has been arrested. We are interrogating them. Many teams, including technical and cyber crime, are working on various angles.” The SSP said the police have got vital leads in the case. “It is learnt that Delhi Police have taken Lawrence Bishnoi on remand. The Mansa police will also make him join the probe.” Punjab Police claim Bishnoi’s gang was behind the murder. At present, Bishnoi is in custody of the Delhi Police’s Special Cell in a case under the Arms Act and other sections related to assault on a public servant. Punjab Police have described Moose Wala’s murder as a case of an inter-gang rivalry. A Canada-based suspect, who is a member of the Bishnoi gang, has reportedly claimed responsibility for the murder. The police on Tuesday said they had arrested Manpreet Singh in the case. Singh has been accused of supplying vehicles to the killers. MEANWHILE, Moose Wala’s mother on Wednesday broke down while collecting ashes of her son at Musa village. Charan Kaur said, “My son’s enemies have reduced my six-foot-tall boy to ashes; now they can enjoy a peaceful sleep.” Moosewala’s family later left for Kiratpur Sahib with his ashes. Bhagwant Mann announced to set up a judicial commission under a sitting judge of Punjab and Haryana High Court to probe his killing. Police have detained five persons from Dehradun on suspicion of involvement in Moosewala’s killing. Also, a phone call made by an inmate of Tihar Jail, Shahrukh, to Canada has been detected by the Delhi Police’s Special Cell during the probe into the killing. Blaming the Chief Minister for the murder, a delegation led by Shiromani Akali Dal (SAD) chief Sukhbir Singh Badal met Governor Banwarilal Purohit here, urging him to dismiss the latter from his office. It said a case should be registered against Mann for violating the oath of office by releasing confidential information about the withdrawal of the security cover of Moose Wala as well as other prominent personalities, including the Jathedar of Akal Takth and political leaders on the Aam Aadmi Party (AAP) portal. “The Chief Minister does not deserve to stay in office for even one minute more,” Badal said, while demanding a National Investigation Agency (NIA) probe into the killing of Moose Wala. Facing criticism, Punjab’s Director General of Police V.K. Bhawra clarified his statement and said he has never affiliated slain singer Moose Wala with gangsters. Chief Minister Mann had sought a clarification on a statement on Moose Wala made by the DGP a day earlier during his press conference here. Clarifying his statement, the DGP said he has the highest respect for Moose Wala and that he was

Earlier in the day, the Chief Minister announced the setting up of a judicial commission under the chairmanship of a sitting judge of the Punjab and Haryana High Court. The Chief Minister, while acceding to the request of Balkar Singh Sidhu, the father of the slain singer, said the state government will be requesting the Chief Justice of the High Court to get the case enquired into by a sitting judge. Mann said the state government will ensure full cooperation with this enquiry commission, including the help of any of the central agencies like National Investigation Agency (NIA). Condemning the gruesome murder of Moose Wala, the Chief Minister unequivocally said the government will leave no stone unturned to put the perpetrators of this heinous crime behind the bars. Mann said he has already issued directions to the police for a thorough investigation of the case in a prompt and result-oriented manner. The Chief Minister categorically said all aspects of the reduction in security of the late singer are also under scrutiny and responsibility for any lapse will definitely be fixed. Mann said he has deep regards for the late singer, adding that the state government was solidly with the aggrieved family in this hour of grief.

Security cover for 434 VVIPs to be restored, Punjab High Court informed
Chandigarh (IANS): Less than a week after the security cover for 434 VVIPs was either temporarily withdrawn or reduced, the Punjab government on Thursday informed the Punjab and Haryana High Court that the security will be fully restored from June 7. In less than 24 hours after his security was curtailed, singer-turned-politician Sidhu Moose Wala was shot dead by gangsters close to his ancestral village in Mansa in broad daylight.
The government decision on restoration of the security came to light during the resumed hearing before the bench of Justice Raj Mohan Singh. In a previous hearing, the court had asked the government to bring relevant material in a sealed cover to explain the basis on which it had withdrawn or reduced the security of the protectees. The court was hearing a petition filed by for-
mer Deputy Chief Minister O.P. Soni through counsel Madhu Dayal. Soni sought the quashing of order of de-categorizing his security from “Z” and the withdrawal of security personnel. After the government withdrew half of his security cover, Akal Takht Jathedar Giani Harpreet Singh last week said he asked his office to send the remaining security personnel to the government as he “does not need”
them. At the same time, the Shiromani Gurdwara Parbandhak Committee (SGPC) deployed its armed men in the security of the jathedar, who had asked Sikhs to keep a licensed weapon in view of the “uncertain times”. In an order, the government withdrew or curtailed the security of 434 VIPs in the state. They largely include former legislators, heads of various “deras” and police officers.
Bishnoi’s plea on Punjab police custody dismissed by court Chandigarh: The Punjab and Haryana High Court on Thursday dismissed a petition of jailed gangster Lawrence Bishnoi who was seeking appropriate directions for not handing over his custody to the Punjab police in the singer Sidhu Moose Wala murder case. Bishnoi, who is suspected to be involved in Moose Wala’s killing, had moved this high court Wednesday after withdrawing his plea from the Delhi High Court in which he said he feared he would be killed in a “fake encounter” by the Punjab police, and sought necessary safeguards. As Bishnoi’s petition came up for hearing in the court of Justice Sureshwar Thakur on Thursday, Punjab Advocate General Anmol
Lawrence Bishnoi Rattan Sidhu argued that the plea should be dismissed as premature.
“We raised the point that this is not maintainable and this is premature and accordingly it is to be dismissed,” he told reporters here. The petition was dismissed as premature and not maintainable, he added. Sidhu said Bishnoi has yet not been named in the FIR registered in connection with the Moose Wala murder case. The Punjab AG further said Bishnoi is already under police custody till June 5 as ordered by the Delhi Metropolitan Magistrate. In his petition submitted through advocates Sangram Saraon and Shubpreet Kaur, Bishnoi had sought directions that the judicial magistrate in Mansa, Punjab, be restrained
from handing over his custody to the investigating agency in Punjab. The petitioner had sought issuance of appropriate directions for questioning him through online/video conference facility or within the precincts of Tihar Jail, New Delhi. The petitioner had also submitted that there was a serious threat to his life and a possibility that upon being produced or while being brought from custody in connection with the FIR registered by the Mansa police, he can be “put to harm or liquidated by adopting extrajudicial means.” Bishnoi, 35, in his petition claimed that he was being falsely implicated in the murder of singer Sidhu Moose Wala.

Mumbai (IANS): Bollywood superstar Salman Khan’s security has been stepped up following the murder of Punjabi singer and politician Sidhu Moose Wala. As per a media report, the strengthening of security comes after gangster Lawrence Bishnoi, who is currently lodged in Tihar jail, has emerged as the key accused in Moose Wala’s murder. A senior police official told the media that the Mumbai police has enhanced the overall
security of the star to ensure he’s safe from the activities of the Bishnoi gang that operates from Rajasthan. Salman was earlier on Bishnoi’s radar after the infamous blackbuck poaching case during the shooting of the movie ‘Hum Saath Saath Hain’. The Bishnoi community considers the black buck to be a sacred animal and Salman’s involvement in poaching had hurt the community’s sentiments. In 2018, Bishnoi had threatened to kill Salman.
Rahul alias Sunni, one of Bishnoi’s close associates arrested in 2020 for murder, said that they had hatched a plan to kill Salman and had even visited Mumbai to conduct a recce for the murder. Sidhu Moose wala was murdered in Punjab’s Mansa district on Sunday as he was intercepted by assailants while he was driving his jeep. Salman will be next seen in ‘Tiger 3’ along with Katrina Kaif. He has also been working on ‘Kabhi Eid Kabhi Diwali’.
Gangster announces cash reward for info on Moose Wala’s killers New Delhi (IANS): The murder of Punjabi singer Sidhu Moosewala has infuriated inter-gang rivalries, as gangsters are now vowing to avenge the late singer’s death. In the latest development, a Haryanabased gangster has announced a reward of Rs 5 lakh [Rs 500,000] on social media for information on the killers of Moose-
wala. “It’s a request to everyone that if anyone has information about the killers of Moosewala, Rs 5 lakh reward will be given for the information and the name of the informer will be kept secret,” a post on the Facebook page of gangster Bhupi Rana read. Rana is currently lodged in jail in Karnal.
On Wednesday, Delhi-based Neeraj Bawana gang had threatened to launch a retaliatory attack in the wake of Moose Wala’s killing. The gang had vowed to deliver results in just two days. The message was uploaded by a Facebook profile by the name of ‘Neeraj Bawana Delhi NCR’. Neeraj Bawana is one of Delhi’s top gang-
sters, and is currently lodged in Tihar Jail. The Facebook story also tagged other gangs, namely, Tillu Tajpuriya gang, and Davinder Bambiha and Kaushal Gurgaon gang. The threat has been possibly issued to the rival gang of jailed gangster Lawrence Bishnoi, who has been accused of planning the singer’s murder.

Chad Greig told The VOICE back then: “We provided an assessment to the City of Surrey and so the City of Surrey made a final decision.” He added: “We always do assessments when it comes to large gatherings in the City. It’s a collaborative effort between the City and the RCMP. We do it for Canada Day, we do it for the Cloverdale Rodeo, we do it for Vaisakhi. We do assessments like that all the time.” On February 15, 2019, a male was stabbed at Surrey’s Bollywood Banquet Hall where Moose Wala was performing. The suspect in the case turned himself in on April 30 after police released his photo to the media.

2022 Honda Civic Sport Touring: North American Car of the Year
The Honda Civic has been the best-selling car in Canada for almost a quarter century. And now the 2022 Civic returns as a fivepassenger, five-door hatchback 10th generation model. And its already a multiple award winner earning the Canadian Car of the Year by the Automobile Journalist Association of Canada (AJAC). 2022 AJAC Best Small Car in Canada category, North American Car of the Year, U.S. IIHS Top Safety Pick + Rating, and was named Best Overall Car in Canada by Auto Trader Canada. So, you know you are getting the best of the best! The new hatchback has a more mature understated design that won’t polarize buyers with its neat inoffensive shape. The lines are cleaner with a larger greenhouse for a more spacious feeling. Two engines are offered in the hatchback: a 2.0-litre four-cylinder (158 hp / 138 lb-ft.) and a 1.5-litre turbocharged four-cylinder (180 hp / 177 lb-ft). Both engines drive the front wheels and are paired with either a six-speed manual or continuously variable transmission (CVT). Honda Canada is offering just
three trim levels for the Civic hatchback for now, (LX, Sport and Sport Touring), all with a choice of either six-speed manual transmissions or a CVT. Two engines are on offer: the larger 2.0-litre is available on the LX only, while the Sport and Sport Touring get the 1.5-litre turbo. Performance fans waiting for the Type R will have to wait a little longer. Pricing starts at $35,000 before taxes, it seems high, but stan-
dard equipment for the money is amazing. There is: a fully digital gauge cluster on Touring models, and there’s a new 7-inch and optional 9-inch center touchscreen that integrates Apple CarPlay and Android Auto. Top trims are also equipped with a 12-speaker premium Bose sound system, wireless phone charging, GPS navigation, and leather-trimmed seating surfaces. The Sport Touring’s standard equipment list includes LED headlights, taillights, and fog lights, 18-inch aluminum alloy wheels, 10.25-inch digital instrument cluster, 9-inch infotainment touchscreen with embedded navigation, heated front, and rear seats, plus a heated leatherwrapped steering wheel and a lot more. Safety is also high with newly designed front airbags, rear side airbags, and an updated suite of driver assistance features including a wide-angle front view camera and an all -around blindspot monitoring system. . The new cabin design for the 2022 Civic is wonderful, ergo-
nomically perfect with comfortable, supportive seats and plenty of occupant room both front and rear. There is an easy-to-use infotainment system, bright clear digital displays, and the 10.25inch instrument cluster unit. The cabin design is clean and ergonomically sound, with a new hexagonal-centered steering wheel, ( that’s heated all the way around the rim!). Switchgear, dials, and control knobs are all impeccably designed for form and function. A standout feature is the exquisite metal honeycomb vent covers that stretch across the dashboard, and the elegant controls that operate them. All the materials and design would make a German premium auto maker proud! Moving to the rear, you gain roomy comfortable seats and there is adequate legroom for at least three passengers at a push. The rear hatch door is now also lower and wider for easier access and maximum cargo volume is rated at 693 litres. We tested the six-speed manual
equipped Sport Touring model with the road, the 1.5-litre turbo engine is a refined, smooth unit offering plenty of acceleration and a linear power delivery. There are three driving modes to choose: Eco, Normal, and Sport mode. and they all make good use of the gearboxes well -sorted shift program. There is also manual mode on the automatic Civic, courtesy of steering wheel mounted paddle shifters. Shifts are quick and precise in the manual equipped Civic, with a nicely modulated clutch action. The new Civic Hatchback is stiffer than before with a lower centre of gravity and a wider track for more stable on-road composure. It’s certainly an improvement over the old Civic, being quieter and smoother. The suspension irons out rough surfaces, while handling is nicely balanced. Overall, the Civic is good fun to drive. Acceleration is good for everyday driving with delivered reassuring reflexes and solid stopping power on all road conditions. The new engineering upgrades also make for a responsive and agile car , with good steering feedback. Fuel economy is rated at : (Regular 87) 7.7 / 6.3 / 7.1 L / 100 km city / highway / combined. Overall, the 2022 Civic Hatchback impresses. The core values of this perennial Canadian best-seller remain intact: value, versatility, comfort, a classy interior, and solid build quality. The Sportage is Kia’s venerable compact SUV, and has been around for a while now, being constantly updated and improved, the fifth-generation 2023 Kia Sportage is larger on the inside, better looking and more fuel-efficient than the previous version. The new Kia has dramatic new styling with a sleek front fascia and a slightly aggressive look. It certainly drew its share of admiring glances on the road. Interiors are also redesigned with a more premium look and feel to the materials, more technology and sleek a high-tech dash and infotainment systems. The Kia Sportage is available with gasoline, hybrid and soon to be released all electric-powered versions. All gas-only models are powered by a 2.5-litre 4-cylinder engine producing 187 hp and 178 lbft of torque peaking at 4,000 rpm, paired with an 8-speed automatic. The hybrid uses a 1.6-litre turbocharged four-cylinder engine and a 44-kW electric motor powered by a 1.49 kWh battery, mated with a six-speed automatic The hybrid offers an excellent combined 6.21 L/100 in combined driving. Pricing for the hybrid starts at $35,995. Details on the AllElectric version are yet to be released. Allwheel drive versions of the Sportage come with 21 cm of ground clearance. While the standard towing capacity is 1,653 pounds, up to 2,500 pounds of towing is possible when properly outfitted,(or up to 2,000 pounds on the hybrid). The 2023 Kia model lineup starts with the LX FWD, at $28,395 (plus $1,900 destination charge.) and arrives with as standard: Heated front seats and heated side mirrors, 17-inch wheels, LED headlamps, a 60/40 split rear seat, an eight-inch infotainment with wireless Apple CarPlay and Android Auto, among other features. Forward collision warning, lane keep and follow assist, and a new rear occupant alert system are standard. Other models that progressively add more features include, EX ($35,595), EX Premium ($37,595) and the high-end X-Line trim is priced at $33,995. We tested the top X-Line Limited ($40,995) that comes in a rather exclusive striking green paint and adds the same

The interior of the Limited is stylish, with quilted leather seats and more technology features. Red or sage green interiors are available along with a panoramic sunroof. The dashboard design is also notable for its dramatic curved design with digital infotainment screen and instrument clusters. The X-Line Limited model gain the twin 12.3-inch screen setup for the digital instrument cluster and infotainment. The HVAC and radio controls are on the same dual-function panel that’s found in the new Kia EV6 All-Electric SUV. Our X-Line Limited featured wood and
leatherette seats with a quality feel. interior finishes are above par for the price point. There is good detailing around the cabin, such as multiple USB ports on the backs of the front seats, retracting cup holders and integrated coat hangers in the backs of the front-row headrests. The seat themselves are comfortable and supportive with decent bolstering. Interior room
25 is good with more than adequate room to stretch out. At the rear an adjustable cargo floor can be set to two positions, the lower of which provides a maximum cargo space of 1,121 litres with the rear seats up and 2,098 litres with them folded flat. On the road, the new 2023 Sportage provides a relaxed and stable ride whether on the highway or around town and is agile enough for the cut and thrust of urban driving. The MacPherson strut front suspension and multi-link rear provide tight and controlled handling. Steering is well-calibrated with good feel and direct feedback.. In town and the highway, the Sportage feels firmly planted and responsive. Few negatives here, its not the sportiest driving SUV, but is a competent, safe, and easy to drive SUV. With all-wheel drive fuel consumption measures at 10.4 city, 8.5 highway, and 9.5 combined, a five per cent improvement over the outgoing version. To sum up, the 2023 Kia Sportage offers great fuel economy, a roomy upscale cabin, desirable features, and plenty of curb appeal. Add to this Kia’s excellent warranty and the very good as standard equipment list and it looks mighty enticing. Unsolved Crime: Homicide; Date: May 26, 2022; Location: Surrey; Details: File # 2022-0654
On May 26, 2022, at around 8:43 p.m., Surrey RCMP responded to the Hazelnut Meadows Park near 140 Street between 68 Avenue and 70 Avenue and found a man deceased. BC Emergency Health Services (BC EHS) were already on scene. Early indications were that the man's death was as a result of criminality and the Integrated Homicide Investigation Team (IHIT) was called in to investigate. To advance the investigation and identify witnesses, the name of the victim is being released. The victim is 18-year-old Maanav Kinkar, of Burnaby. Maanav Kinkar had been reported missing by his parents around the same time. This is believed to be a targeted incident but not connected to the ongoing Lower Mainland gang conflict. IHIT is working in partnership with the Surrey RCMP, the Integrated Forensic Identification Section (IFIS), and the BC Coroners Service. A timeline of Maanav Kinkar’s activities is being constructed. Maanav Kinkar’s movements and activities throughout the day are being determined. Homicide detectives have determined that on the evening of May 26, Maanav Kinkar arrived at Surrey Central via Skytrain and may have got onto a bus. IHIT is looking to speak to anyone who may have seen Maanav that evening. To assist, an image of Maanav from a Skytrain station is included. IHIT is also seeking dashcam footage, CCTV, or witnesses from the area around Hazelnut Meadows Park around 6 p.m. to 9 p.m. on May 26, 2022.

Can AI help fight cancer?
THE short answer is yes – cancer and other health problems, too. Artificial Intelligence (AI) is a game-changer. Not only can this rapidly advancing technology improve the speed and accuracy of disease diagnosis and treatment, it has enormous potential to predict health problems, allowing for far more effective prevention programs that target at-risk populations. Take, for example, children born with congenital heart defects. This fate currently falls to about 40,000 babies born in the U.S. each year, and about 1.35 million newborns worldwide. What causes defective heart structures in the developing embryo is open to debate. But genetics, diet, environment, medications, and smoking are all on the list. But what if AI could analyze vast quantities of data and learn from patterns to predict a problem pregnancy even before conception? Neonatal cardiac surgeons are studying this possibility, in hopes of putting themselves out of a job. Instead of time in operating rooms, they are designing educational programs and delivering nutritional supplements to would-be mothers most as risk. What exactly is AI? And how does it work? Artificial intelligence refers to computer programs, or algorithms, that use data to make decisions or predictions. To build an algorithm, scientists instruct computers to follow a set of rules in the analysis of data. In machine learning (ML), an algorithm teaches itself how to analyze data and interpret patterns. With exposure to vast amounts of data, learning and interpretation improves. The question becomes, to what extent can the decisions being made be trusted? Dr. Hugo Aerts, Director of the Artificial Intelligence in Medicine Program at Brigham and Women’s Hospital in Boston, says, “AI can automate assessments and tasks that humans currently can do but take a lot of time.” Scientists are developing AI tools that use screening images like mammograms to predict risk of developing cancer. To date, doctors used such images to detect if cancer is already present. Due to variation in the skilllevel and experience of radiologists, results are highly subjective. Aerts notes that relying on “a human making an interpretation of an image—say, a radiologist, a dermatologist, a pathologist —that’s where we see enormous breakthroughs being made.” In 2018, an AI tool hit the news by outperforming 58 international dermatologists in the diagnosis of skin cancer, missing fewer melanomas and misdiagnosing fewer benign moles. AI models have shown impressive precision in identifying lung, breast, thyroid, prostate, and blood-related cancers. With AI, medical professionals can cut costs, expedite clinical decision-making and significantly reduce wait times. But despite these successes and benefits, there is reason to be skeptical about early computer models as stand-alone tools for screening cancers or predicting the onset of other diseases. One model, for example, was found to raise alarms not in accordance with the patients’ conditions but with the location where imaging equipment was used. Yet, scientists are honing the instructions given AI tools by validating results against well known, trusted data. For example, the Framingham Heart Study has been collecting data from a large population cohort for over 70 years. This data provides an opportunity to assess AI findings against established records. Will the technology become so astute that
oncologists and pathologists become obsolete? Not according to Dr. Olivier Michielin of University Hospital of Lausanne, Switzerland. “AI will enable oncologists, pathologists and other stakeholders to work more efficiently, it will not replace them,” he says. But AI is undeniably improving the practice of medicine by having computers do what humans cannot – crunching huge amounts of data to expedite diagnosis and treatment. To what extent AI can help prevent disease remains to be seen.
