Trudeau said: “I am pleased to announce the nomination of Justice Mahmud Jamal to the Supreme Court of Canada. Respected around the world, Canada’s Supreme Court is known for its strength, independence, and judicial excellence. I know that Justice Jamal, with his exceptional legal and academic experience and dedication to serving others, will be a valuable asset to our country’s highest court.” Jamal is an Ismaili Muslim who became a member of the Baha’i faith when he married. He is the �irst person of colour to be nominated to the country’s top court. Jamal had a distinguished career as a litigator with a deep commitment to pro bono work prior to his appointment to the Court of Appeal for Ontario in 2019. He appeared in 35 appeals before the Supreme Court of Canada on civil, constitutional, criminal, and regulatory issues. He also taught constitutional law at McGill University and administrative law at Osgoode Hall Law School. He is bilingual. Mahmud Jamal is first person of colour to be nominated to Supreme Court of Canada

before a special hearing of the House of Commons Standing Committee on Justice and Human Rights to discuss the selection process and the reasons for the nomination, according to a press release from the Prime Minister’s Of�ice. Members of the House of Commons Standing Committee will then take part in a question-and-answer period with the nominee, joined by the Standing Senate Committee on Legal and Constitutional Affairs and a member of the Green Party of Canada. This session will be moderated by Marie-Eve Sylvestre, Dean of the Civil Law section at the University of Ottawa’s Faculty of Law. This nomination will �ill the vacancy created by the upcoming retirement of Justice Rosalie Silberman Abella. It represents the fourth nomination under the Supreme Court appointment process launched by the Government of Canada in 2016 to promote greater openness, transparency, and accountability.

Jamal, who is bilingual, practised with Osler, Hoskin and Harcourt LLP in the �ields of appellate litigation, constitutional and public law, class actions, and commercial litigation. He appeared before the Supreme Court of Canada in 35 appeals addressing a wide range of civil, constitutional, criminal, and regulatory issues. He also appeared before various provincial courts, the Federal Court, Federal Court of Appeal, and Tax Court of Canada, and federal and provincial administrative tribunals. Jamal was a director of the Canadian Civil Liberties Association, The Advocates’ Society, and the Osgoode Society for Canadian Legal History. He was a member of the Supreme Court Advocacy Institute and a trustee of the Canadian Business Law Journal. He has taught constitutional law at McGill University, administrative law at Osgoode Hall Law School, and published widely in his areas of practice. He was also chair of Osler’s pro bono program and a member of its Partnership Board. In 2019, he was appointed a Justice of the Court of Appeal for Ontario. He and his wife, Goleta, are the proud parents of two teenagers.

Homicide Team investigating suspicious disappearance of Parminder Paul Rai THE Integrated Homicide Investigation Team (IHIT) is requesting public assistance to advance its investigation into the suspicious disappearance of 33-year-old Parminder Paul Rai. Rai is known to police for his connection to drug and gang activity. His disappearance is not believed to be random. IHIT is urging anyone with information about Rai’s disappearance to come forward. He was last seen on June 4 at his residence in the area of University Crescent and Tower Road near Simon Fraser University. The Burnaby RCMP began its missing person investigation and preliminary �indings suggested that Rai’s disappearance may involve foul play. On June 14, IHIT took conduct of the investigation in accordance with its mandate to investigate suspicious missing person investigations where foul play is suspected. Rai is a South Asian man, 5’10’’ in height and 185 lbs in weight. He drives a 2011 black Honda Accord with B.C. licence plate MB231R. Terror charges laid against London, Ontario attack suspect in Muslim family killing TERROR charges have been laid against Nathaniel Veltman, 20, of London in the killing of four members of a family in London, Ontario on June 6 in what police believe was “a planned, premeditated” attack because of the family’s Muslim faith. Salman Afzaal, 46, his wife, Madiha Salman, 44, their daughter, Yumna Afzaal, 15,and her grandmother, Talat Afzaal, 74, were killed when Veltman, driving a pickup truck, struck them while they were out for a walk. The couple’s son, nineyear-old Fayez Salman, was the only surviving victim. On Monday, Veltman appeared at the London Courthouse to answer to the following charges: * First-degree murder, in addition to being planned and deliberate murders, also constitute terrorism offences, and * Attempt to commit murder, which, in addition to being an attempted murder, also constitutes a terrorism offence. The London Police Service and RCMP INSET said they wish to reassure the public that there is no further known or suspected threat to the public associated to the accused at this time. The investigation is ongoing and will continue to be a collaborative effort between the London Police Service and RCMP INSET.

THE federal NDP’s Critic for Ethics, Charlie Angus (MP for Timmins-James Bay), was joined in a press conference by a group of international feminist activists warning that the Liberals’ failure to address the depictions of nonconsensual assault on platforms like MindGeek/Pornhub has serious implications for exploitation of vulnerable women internationally. They called on Justin Trudeau’s Liberals to recognize their international obligations to protect women in the global south who are being targeted for sexual violence and exploitation. “The Liberals have failed to hold companies like MindGeek/ Pornhub to their legal obligations regarding child abuse and non-consensual videos of sexual

The NDP said the Liberal government has let victims down by failing to take address serious allegations of abuse being hosted by this massive web giant. This is resulting in widespread exploitation of women and young people. It said that Canadians deserve a government that will fight to protect women from sexual violence and online exploitation. The Liberal government has not shown that they are able or willing to do that. Vaishnavi Sundar, a feminist activist from India, said: “Wealthy countries are the main consumers of ‘real’ women pornography. Most of the Indian women used on Pornhub don’t even know the videos of their rapes are being sold for profit worldwide.” Sundar is a writer, filmmaker

and women’s rights activist from the south of India who has campaigned for women’s sex-based rights. She is the country contact for the Women’s Human Rights Campaign (WHRC). “Canada has become a gross human rights violator of women and girls worldwide, as it fails to prevent and prosecute the occurrence of wrongful acts on MindGeeks porn platforms.” said Dr. Gail Dines, a Professor Emerita of Sociology and Women’s Studies. She is the President of Culture Reframed, a non-profit organization dedicated to building resilience and resistance in young people to the harms of online exploitation. The NDP said it will continue to fight so that women, girls and vulnerable members of society are protected from exploitation.

THE Committee of Progressive Pakistani Canadians took the initiative in organizing a vigil on Friday, June 11 at in Surrey’s Holland Park to pay tribute to the innocent victims of the London, Ontario, terrorist attack. Four members of a family, — Yumna Afzaal, 15, Madiha Salman, 44, Talat Afzaal, 74, and Salman Afzaal, 46 — were killed when truck driver Nathaniel Veltman, 20, struck them in London, Ontario, on Sunday in what police said was “a planned, premeditated” attack because they were Muslims. Nine-year-old Fayez Salman was the only surviving victim. A raft of community organizations (including but not limited to the names mentioned at the bottom) came forward to join the vigil to collectively express their deepest sympathy and

support to the extended families of the Afzaal family. “Today, it is Islamophobia, yesterday it was indigenous communities, tomorrow it could be to some other minority group. This should STOP! This must STOP! Let’s work collectively to change the narrative here and send a clear message to the racists and white supremacists and extremists that WE STAND TOGETHER against evils of all sorts, no matter how much you oppress us,” said the organizers. They added: “Through this vigil, we want to send a clear message to the world and the community at large that we are united against any kind of hate, bigotry and discrimination and will raise our voices loud to be heard by our cowardly enemies.”

Step 2 of BC’s restart plan BEGINNING on Tuesday, June 15, British Columbia will take the next step in safely bringing people back together, transitioning into Step 2 of BC’s restart plan, including lifting restrictions on travel within B.C. “Thanks to our collective efforts and commitment to get vaccinated, we are ready to take another step forward in our careful restart,” said Premier John Horgan on Monday. “This next step means seeing more of the people we love, visiting more of our favourite places and safely celebrating the major milestones we’ve missed. Better days are

in sight, but we must continue to do our part, get vaccinated, keep our layers of protection strong and work together to put this pandemic behind us.” The transition into Step 2 of the four-step restart plan aligns with key metrics for moving forward. More than 75% of adults are vaccinated with their first dose, exceeding the target Step 2 minimum threshold of 65%. The other metrics for moving through the stages – COVID-19 cases and hospitalizations – continue to steadily decline. “I am confident that we are on track to safely and

confidently bridge to Step 2, and am amending the relevant Provincial Health Officer’s orders so we can do just that,” said Dr. Bonnie Henry, Provincial Health Officer. “The data shows us that with strong safety plans in place and all of us continuing to use our layers of protection, we can now increase our much-needed social connections a little bit more. Whether it is travelling to visit family in B.C., having a small wedding or watching your child’s soccer game, these are the things we have all missed.” Public health safety protocols, such as mask wearing in all indoor public spaces and physical distancing, will remain in place during Step 2. As well, personal indoor gatherings will be limited to five visitors, or one other household. Moving from Step 1 to Step 2 includes: * B.C. recreational travel – non-essential travel ban lifted. Out-of-province non-essential travel advisory continues; * maximum of 50 people for outdoor personal gatherings; * maximum of 50 people for indoor seated organized gatherings (e.g., movie theatres, live theatre, banquet halls) with safety plans; * indoor faith gatherings – a maximum of 50 people, or 10% of a place of worship’s total capacity, whichever number is greater – with safety plans; * maximum of 50 spectators for outdoor sports; * liquor service at restaurants, bars and pubs extended until midnight; and * indoor sports games (no spectators) and highintensity fitness with safety plans. All other capacity limits and guidelines listed in Step 1 stay in place unless noted in the list above.

The earliest target start date for Step 3 is July 1, and September 7 for Step 4. British Columbians travelling within B.C. are asked to plan ahead and be respectful while visiting communities, especially smaller and rural towns, as well as Indigenous communities – including respecting local travel advisories. Travel manners and guidelines to follow during summer trips and vacations include: * getting vaccinated; * pre-trip planning and research before arriving at destination; * respecting any local travel advisories to isolated and remote communities and Indigenous communities; * following masks guideline; * respecting personal space and practising good hygiene, including frequent handwashing; and * no travelling for anyone who is sick. If symptoms develop while travelling, self-isolate immediately and contact 811 for guidance and testing. Since the launch of the restart plan on May 25, government has been working with sector associations and WorkSafeBC to help prepare for the transition into Step 3 when public health orders will be lifted and new guidelines will come into effect. Businesses can expect to see updated guidance available through WorkSafeBC’s website prior to July 1. Businesses will then adapt their safety plans to reflect this updated guidance. More than 200 meetings and discussions have taken place since the launch of BC’s restart plan as part of government’s ongoing engagement. The majority have been with industry organizations that together represent thousands of employers and tens of thousands of employees. The four-step restart plan was designed based on data and guidance from the BC Centre for Disease Control and Henry. Progressing to each step of the plan will be measured by the number of people vaccinated, COVID-19 case counts and hospitalizations and deaths and other key public health metrics. The Province has formally extended the provincial state of emergency through the end of the day on June 22, allowing health and emergency management officials to continue to use extraordinary powers under the Emergency Program Act to support the Province’s COVID-19 pandemic response. The original declaration was made on March 18, 2020, the day after Henry declared a public health emergency, and can be extended for periods of up to 14 days at a time.

Plan for a near-normal return to school in September, says Province STUDENTS, families, teachers and staff should plan for a near-normal return to school in September. The Province is providing $43.6 million to support ongoing health and safety measures, First Nations and Métis students, mental health services, rapid response teams and to address learning impacts to students. “B.C. is one of the few jurisdictions that has kept schools open all year despite the pandemic, thanks to the enormous collective efforts of everyone in the K-12 education system, and I extend my heartfelt thanks to them all,” said Jennifer Whiteside, Minister of Education, on Thursday. “We will continue to work with the experts in the provincial health office and our provincial K-12 education steering committee throughout the summer to finalize plans and guidelines to ensure students and staff are safe for the next school year.” Throughout the 2020-21 school year, educators, staff and administrators have worked tirelessly to adapt to the challenges of the pandemic and support the health, well-being and learning of students, while parents and families have been flexible and adaptable to meet the needs of their children. As part of the return to school in September 2021, students can expect to learn in classrooms full time. Similar to any other school year, online learning programs will remain available for stu-

Of the $43.6 million, there are $25.6 million in new one-time, pandemic-specific funding to support necessary cleaning and disinfecting, hand hygiene for students and staff, improve ventilation and restock supplies of personal protection equipment (PPE). This funding will also strengthen the commitments to First Nations and Métis students and provide more mental health supports for students and staff. Plus, money will be available to address learning impacts from the pandemic. Earlier this year, the ministry advised school districts that $5.9 million

was available to be allocated to address learning impacts. Today, an additional 12.1 million are provided from the remaining 2020-21 school year operating grant. Breakdown of the $25.6 million in new one-time funding: * $14.4 million for health and safety, cleaning and supplies * $5 million to support First Nations students and build capacity within First Nations Education Steering Committee and Métis Nation BC * $5 million for mental health services * $1.2 million for independent schools Based on guidance from the Office of the Provincial Health Officer, students will no longer be grouped into cohorts this September. Research has shown schools were not significant sources of COVID-19 transmission, and with high vaccination rates throughout B.C., these measures will no longer be necessary. This will allow normal timetabling. Should the current encouraging progress continue, it is anticipated the restrictions on gatherings, extracurricular activities and sports will no longer be required when the new school year begins. Guidance on wearing masks in school settings will be confirmed later this summer and in alignment with broader provincial direction for the fall and winter. Students will continue to be required to complete daily health checks, stay home when feeling sick and practise diligent

Public health teams and school health officers will continue to closely monitor cases of COVID-19 in schools and the community, and will continue to provide support and guidance as schools return in the fall. “This was a very different school year for everyone, and school communities have done an exemplary job adapting to the challenges we all faced,” said Dr. Bonnie Henry, Provincial Health Officer. “Now, as we transition to a new phase and continue with immunizations throughout the province, students and educators can look forward to returning to a school environment that will be much closer to what they are accustomed to.” The Province expects all eligible British Columbians will have been offered both vaccination doses by September, pending vaccine availability. More than 50% of kids aged 12 to 17 years old in B.C. have received their first vaccine dose. Rapid response teams, which have been in place since February in each of the five health authority regions, will continue in the fall. The teams will focus on supporting recovery efforts in schools through a focus on academic, socioemotional and mental health. They will also continue to provide streamlined communications at the local level to share information, support consistent practice of, and update where necessary, the K-12 health and safety guidelines.

In 6 months, Surrey program connected 633 new child and youth clients to services that reduce risk for gang involvement BETWEEN October 2020 and March 2021, the Surrey Anti-Gang Family Empowerment (SAFE) program connected 633 new child and youth clients to services that reduce risk for gang involvement. Despite having to work around pandemic restrictions, SAFE saw a 31-per-cent increase in new participants during this period when compared with the same period from the previous year.

I want to thank all of our partners for the work they have done this past year, especially in light of the ongoing pandemic. As a result of their collective efforts, SAFE is making a difference in keeping youth out of gangs and positively engaged with their community.” The $7.5 million five-year program, which launched in January 2019, is funded by Public Safety Canada and led by the City of Surrey. It comprises 10 community partners and delivers 11 early intervention programs designed to keep children and youth out of gangs while helping them build positive life skills and increase connections with family, school and community. SAFE services include youth outreach and mentorship, caregiver education and family support, clinical counselling, and opportunities for youth enterprising and peer leadership. As of the end of March 2021, SAFE has served 2,128 children and youth, and 320 parents and caregivers. Of the youth clients, 269 were

Virtual South Asian Health Conference: Shifting discourse and finding solutions for BC’s South Asians UNDERLYING chronic illness, culturally ineffective health system gaps, lack of data/analysis, and other factors were leading causes for the dramatic spike in the number of COVID-19 cases for British Columbia’s South Asian population. As we move towards a new normal, there is opportunity to increase health equity for South Asians in British Columbia. The 2021 Canada India Network Society Conference will hold a virtual South Asian health conference on June 18-20 and will focus on these topics and more. This year’s conference titled, “Lowering the Burden of Chronic Disease through Integrative Thinking to Integrated Medicine – Voices from the Trenches,” focuses on lowering the burden of

chronic diseases through integrative thinking. The three-day, South Asian health virtual conference will include engaging panels to discuss integrated thinking to integrated medicine in the context of COVID-19; also, how integrated thinking can reduce the burden of chronic disease. Speakers include some of Canada and India’s most forward-thinking healthcare professionals and yoga experts. “There needs to be an urgent call of action on chronic illness like diabetes and hypertension for South Asians, particularly amidst COVID when we saw dramatic health disparities. Part of this is patients need to be empowered to take ownership of their health through

integrative, culturally effective means,” says Dr. Arun Garg, Founder of Canada India Network Society (CINS). “A big role is understanding the health system’s structural issues that are relevant to the South Asian community, because gaps exist. Bringing attention to this area of research and advocacy is crucial to understand why South Asians are at a higher risk for diabetes and hypertension. Chronic diseases are an epidemic in the community. However, there is very little conversation that takes place to inform the public that risk factors for South Asian are more than their diets or lifestyle. Chronic illness is complex and intersectional and includes a plethora of social and behavioural factors and need to be un-

derstood through the lens of social determinants of health.” This South Asian-specific conference features an outstanding agenda with globally recognized experts from health care organizations, academia and technology. Future perspectives, new research, treatment, social/public policy and prevention, as well as innovation, particularly focusing on health and economic recovery will be showcased throughout the conference. Liberals maintain solid lead as Conservatives continue to struggle: EKOS Poll AT 35 points, the Liberals enjoy a pretty stable lead over the Conservatives who remain mired at 26 per cent, eight points below the level that then-Conservative Party Leader Andrew Scheer attained in the last election (which was insufficient to wrest government from Justin Trudeau’s Liberals), states an EKOS Poll analysis. While 35 per cent is a fairly modest level, it would almost certainly generate a majority government for the Liberals if these numbers were to hold in an election. At 43 per cent in Ontario, 32 per cent in Quebec, and 57 per cent in the Atlantic, the Liberals would have most – if not all – of the necessary ingredients for a majority before even getting to Western Canada. The Conservatives appear to be in trouble. They have lost some support to the People’s Party who are now at four points. They only lead in two provinces (Alberta and Saskatchewan). They are now tied with the NDP with women, which is remarkable. The NDP, at 17 per cent, is showing signs of life and is doing well with women and millennial voters. The Green Party, despite the recent brouhaha, is at just over eight per cent and is at 18 per cent in British Columbia. The Bloc Québécois has shown upward movement in our poll and the party is now at 29 points in Quebec. The People’s Party is up from their dismal election results and they are clearly disaffected Conservative supporters who probably find the Conservative shift to more moderate ground repugnant. Finally, there is an unusually high ‘other’ count of about three per cent. On inspection, these also appear to be voters on the right who are unhappy

with Conservative move to more moderate positions. All of this augurs well for the Liberals. The Conservatives have staked out positions highly critical of the federal vaccine procurement plan. As the public are finding the vaccine performance exceeding their expectations and wildly exceeding the dark forecasts of the Conservative Party, they are seeing little reason to shift away from the Liberals to the Conservatives. The Conservatives have to hope for some sort of late pandemic pratfall or that they can recapture those who have shifted to the People’s Party and ‘other’ categories. One interesting thing to watch is whether or not the malaise in the Conservative Party alters some of the strategic voting patterns of the electorate. For some time, promiscuous progressive voters have shifted to the Liberals in fear of a Conservative government (even if in some cases they preferred another centre-left option). If this factor is removed, it may augur well for the NDP and Green parties. On the other end of the spectrum, if People’s Party supporters come to believe O’Toole has no chance

of winning, we may also see the party retaining voters that shifted to the Conservative Party in late stages of 2019 campaign in order to prevent a Justin Trudeau victory. The Liberals do extremely well with the university educated, while the Conservatives do best with college educated. In an interesting new phenomenon, the Conservative lead with upper-class voters and no longer have a lead with working-class voters. The Liberals also enjoy a striking lead with visible minorities, but this has been a sector that has moved back and forth in recent elections. On a final note, it is interesting to look at the linkages between partisanship and vaccination. Bloc, Liberal, NDP, and Green voters are the most likely to have vaccinated. Conservatives are somewhat less likely to have vaccinated but much more likely to say they are not willing to vaccinate if they have not done so yet. The People’s Party are basically the party of the antivaxxers. They are much less likely to have vaccinated and even more stridently opposed to doing so in the future. All in all, it seems that the table is

SPS launches community consultation with survey, stakeholder interviews, focus groups THE Surrey Police Service (SPS) is launching a multi-pronged community consultation initiative that will continue throughout the summer. The feedback gathered through this initial consultation will inform the SPS’s first strategic plan and lay the foundation for ongoing engagement and dialogue with the community. The SPS has contracted independent research experts to create and execute a three-part consultation process, which will include a survey, stakeholder interviews, and focus groups. This consultation is designed to provide SPS and the community with information on the expectations the public has of SPS, the challenges and opportunities that will inform SPS’s priorities and resource allocation, and how to create and enhance sustainable and impactful police-community partnerships.

If justice is to be attainable, the VPD must be held accountable for any violations of human and Indigenous rights and set an example for other law enforcement agencies and institutions. ‘Surrey Slow Streets’ Residential Speed Limit Reduction Pilot THE City of Surrey on Thursday launched the Surrey Slow Streets: Residential Speed Limit Reduction Pilot. Surrey Slow Streets is an important first step in understanding how reduced speed limits impact neighbourhood liveability, driver behaviour and safety on Surrey roads. “We know that high speeds pose a serious danger to the driver, cyclists and pedestrians, which is why Council approved the Surrey Slow Streets pilot project,” said Surrey Mayor Doug McCallum. “Starting today, speed limits in six neighbourhoods will be reduced to 30 km per hour or 40 km per hour. During the one-year pilot, vehicle speeds, crashes and perception of safety among residents will be monitored. If the research shows an improvement, consideration will be given to expand the Slow Streets Program to other residential neighbourhoods

Signage will indicate the new speed limits as per the B.C. Motor Vehicle Act legislation. “As travel speeds increase,

the risk of death and injury increase significantly, if you’re involved in a crash,” said Shabnem Afzal, Road Safety Manager. “The faster we drive, the less time we have to react to the unexpected, which can have serious negative consequences to safety on our streets. Surrey Slow

Streets reduces speed limits so we can save lives and increase the safety and wellbeing of our residents.” Lower speed limits have many benefits, such as, preventing crashes and reducing the severity of crashes that do occur, reduced vehicle noise, lower greenhouse gas emissions and increased feelings of safety for residents so they can feel comfortable walking and cycling in their neighbourhood. “We look forward to this pilot project in the City of Surrey to build healthy, active, and safe communities,” said Dr. Emily Newhouse, Fraser Health Medical Health Officer. “Vehicle speed is consistently one of the top factors deterring people from being more active close to home. Reducing speeds can help reduce the risk of serious and preventable injuries, while also improving longer-term health by providing residents with safe

opportunities to be physically active.” Surrey Slow Streets uses a data-driven, evidence led and equity centred approach to speed limit reduction. Research shows that certain subpopulations are at higher risk of being injured and killed in a crash. As such, neighbourhoods were selected based on demographics, speeding issues, safety issues,

community amenities and equity, ensuring the needs of Surrey’s diverse communities were incorporated into the pilot project design. Upon entry into a pilot neighbourhood, drivers will also see a Slow Streets Neighbourhood sign. It will serve as a reminder for drivers that they have entered a pilot neighbourhood. Children from the Surrey community designed each of the neighbourhood signs, as a part of Surrey’s “Design the Sign Contest.” Surrey Slow Streets is an initiative of the City’s Vision Zero Surrey Safe Mobility Plan that aims to have zero people killed and seriously injured on Surrey roads. Both the clinic space and resources will be redirected to prioritize the delivery of vaccines to residents. As COVID-19 cases continue to decline across the VCH region, the volume of COVID-19 tests conducted at Vancouver Community College has dropped dramatically, from an average of over 360 tests per day in Novem-

ber 2020 to nearly 150 tests per day in June 2021. VCH residents who require testing services are encouraged to attend one of four other test collection centres in Vancouver. VCH said it is committed to ensuring anyone who requires testing for COVID-19 has access to treatment and care. Residents who have questions about whether they should access testing are advised to complete the BC COVID-19 Self-Assessment Tool and to access testing services if they are advised to do so.

Employer reimbursement program launches for COVID-19 paid sick leave STARTING Thursday, June 17, employers can apply for reimbursement of wages paid to workers who have taken sick leave related to COVID-19. The temporary reimbursement program is retroactive to May 20, when legislation was passed, to ensure sick workers can stay home for up to three days without losing wages, while supporting businesses during the pandemic. The amendments to the Employment Standards Act (ESA) require employers to pay sick workers their regular wages. Employers can then apply for reimbursement up to $200 per day, to a maximum of three days per worker. Any employer whose workers are covered under the ESA but does not currently provide paid sick leave benefits to its employees will be eligible. The reimbursement program is available to employers where workers need to stay home because they: * have been diagnosed with COVID-19; * are waiting for COVID-19 test results; * need to self-isolate or self-monitor in accordance with a public health order or guideline; and/or * have been directed to stay home by their employer due to exposure risks. WorkSafeBC is administering the program with funding from government. Vaccination hesitancy drops dramatically in B.C.; most highly satisfied with vaccination experience IN stark contrast to only eight short weeks ago, COVID-19 vaccine hesitancy has since plummeted as the majority of BC adults have had their first dose of vaccine and of those who have not, there are far more who are likely than who are unlikely to receive it. Of those who have received it, an Insights West survey shows very high satisfaction levels with the process. In addition to the 75% of adults British Columbians who have already received their first vaccination, the remaining number is divided between the 10% who are 100% certain to get the vaccine, 5% who are likely, 3% who are unlikely and 5% who are 100% certain they will not get the vaccine (the final 2% were unsure). In Insights West’s previous poll two months ago, only 16% of British Columbians had received their first dose and just 43% were 100% certain they would get one, leaving 23% showing some form of hesitancy. Recent results show a significant shift in perceptions have happened in a relatively short time period. Satisfaction levels with the process and experience of getting the COVID-19 vaccination in British Columbia are extremely high across the province.

On an overall basis, 92% of those who have received a vaccine are satisfied, with 55% expressing that they are ‘extremely satisfied’, 26% ‘somewhat satisfied’, and 12% ‘somewhat satisfied’ with the vaccination experience. Only 8% express dissatisfaction; this dissatisfaction seems higher among those who experienced their vaccination through

a pharmacy or a pop-up clinic as opposed to those who received it through a registered clinic; dissatisfaction levels are more than twice as high among this segment (15% compared to 6%). Interestingly, NDP voters are significantly more satisfied (65% are ‘extremely satisfied’) than Liberal voters (45%). No other significant demographic differences exist. Insights West measured different aspects of the COVID-19 vaccination experience and although overall satisfaction levels are high overall, there are some differences when it comes to individual elements of the process. The highest ratings are given for the courtesy and friendliness of staff in the process, with 74% reporting being ‘extremely satisfied’. Ratings of information provided at the clinic, the efficiency and length of the overall process and accuracy of appointment times all receive extremely high satisfaction levels (between 62% and 65% extremely satisfied). Slightly lower satisfaction ratings were received for the overall convenience of the vaccine clinic’s location (57% extremely satisfied), and the lowest ratings were reserved for the ease of booking the appointment (54%), and the comfort of the waiting

area post-vaccination (50%). Those who had their vaccine at a pop-up clinic or pharmacy have measurably lower ratings for the ease of booking the appointment (16% dissatisfied versus 7% for those who booked at a registered clinic). “British Columbians have come a long way at the tail end of this pandemic in accepting the vaccines that are available and many of the the hesitations that we identified two months ago have lessened significantly,” says Steve Mossop, President of Insights West. “There is only a small core group of 5% now who will definitely not get the vaccine, giving us hope that we can go beyond the 80% threshold to achieve the ‘herd immunity’ that so many experts have been telling us is essential to getting our lives back to normal.” He said: “The other surprising finding is the extremely high satisfaction levels with the vaccination process and experience—which runs counter to the many media and social media stories about confusion around how and when to get the vaccine. It’s likely that these positive experiences overall have had an impact on countering the hesitations that residents had prior to widespread vaccinations becoming available.”

Transit Police nab man with dismantled shotgun and ammunition ON Monday at approximately 12:30 a.m., Metro Vancouver Transit Police officers were on the New Westminster SkyTrain Station platform when they noticed a man stepping off a SkyTrain with a duffle bag in his hand. As the man walked past the officers, they could see a large item protruding from his bag, covered by a jacket. Officers followed the man to the adjoining bus loop. While speaking with him, officers noticed a large object tucked down the front of his

sweatpants. When questioned, the man allegedly stated that it was a pipe and pulled up his shirt, exposing the butt end of a shotgun. The officers immediately arrested the man and safely took him into custody. A search of the man revealed a dismantled shotgun in the front of his waistband and the remaining shotgun components inside his duffle bag, along with ammunition, brass knuckles and multiple knives. Arrested and charged with multiple firearms offences and one count of

possession of a prohibited weapon is 33-year-old Codty-James Pearce Gray of no fixed address. He is known to police. Pearce Gray has been remanded in custody. His next court appearance is scheduled for June 16 at New Westminster Law Courts. Transit Police say the transit system is no place for firearms or weapons. Vancouver Police fear spike in jewelry scams VANCOUVER Police are reminding east-side residents to be wary of jewelry scammers, after a Collingwood man was bilked out of thousands of dollars on Monday. “With COVID-19 restrictions easing and more people heading outside to enjoy the warm weather, these scammers will prey on people’s good will and naivety,” said Sgt. Steve Addison on Tuesday. “We need people to know how they work and to be assertive if they are approached.” VPD is investigating two incidents that occurred Monday afternoon in East Vancouver, and suspect there might be links between the

cases. A 51-year-old man was walking alone near Commercial Drive and Napier Street when a man and woman called him over to a parked car. The suspects showed him jewelry and tried to sell it to him. “Fortunately, this man recognized it was a scam, because he’d seen stories on the local news about similar thefts,” said Addison. “He confronted the suspects and they fled in a grey hatchback with Manitoba license plates.” Unfortunately, another East Van resident wasn’t as lucky. They then took him to a nearby grocery store, where he bought the scammers hundreds of dollars in gift cards,” said Addison. “It was only after the suspects were gone that the victim realized the jewelry was fake and that he’d been duped.” Police point out that jewelry scammers and

distraction thieves are not new to East Vancouver, but they continue to thrive by using the element of surprise and convincing people to go against their better judgement. Typically, they use sleight-of-hand distraction techniques to steal valuables from unsuspecting victims, or by trading fake and worthless jewelry for cash. VPD warns that anyone offering jewelry to a stranger or asking for money in exchange for valuables is likely a scammer. Anyone approached by these thieves should be assertive, tell them to go away, and call police immediately to provide a description of the suspects and their vehicles.

Mischief charges laid in Richmond incident allegedly involving racial slurs A Richmond RCMP investigation, involving alleged racial slurs, has resulted in mischief charges being laid against two individuals. At approximately 3:15 p.m. on March 29, Richmond RCMP responded to a Steveston business in the 3900-block of Moncton Street after the store manager reported an alleged assault involving racial slurs. Aizawl, Mizoram (IANS): The funeral of Zion-a Chana, who was believed to head one of the world’s largest families with 38 wives and 89 children, was delayed as his family members believed that the patriarch was alive because his pulse was running. However, late on Monday night, they finally accepted the death of the septuagenarian Christian cult leader. Suffering from diabetes, hypertension and other old age ailments, Zion-a Chana or Zionghaka, 76, died at a private hospital in Mizoram’s capital Aizawl on Sunday afternoon. But his family members at Baktawng village, about 100 km from Aizawl, and about 3,000 followers of the religious cult (Lalpa Kohhran Thar) believed that he was alive as his body was still warm. Lalpa Kohhran Thar Secretary Zaitinkhuma said that Chana’s

funeral would take place at Baktawng village. Family sources said that the commune leaders would be holding a meeting on Tuesday night to decide on his official funeral. However, he would be interred in Baktawng village. An official of Aizawl district administration said that Chana was unwell since June 7 and he was already dead by the time he was brought to the hospital on Sunday. Mizoram Governor P.S. Sreedharan Pillai and Chief Minister Zoramthanga have condoled Chana’s demise. The Governor said in a tweet: “Deepest condolences to bereaved family of Pu Zion-a, believed to be head of world’s largest family. His self-reliant and hardworking community at Baktawng Tlangnuam village is a major tourist attraction for Mizoram.” Zoramthanga said: “Mizoram and his village at Baktawng Tlangnuam

became a major tourist attraction in the state because of the family. Rest in Peace Sir!” Born on July 21, 1945, Chana was the head of a family comprising over 1,000 members. Husband to 38 wives, he fathered 89 children, besides being a grandfather of 33 children. The family lives in a four-storied house called ‘Chhuan Thar Run’ (new generation home) with over 100 rooms in the hilly village. The giant mansion of Chana has a ‘khualbuk’ (guesthouse) to lodge relatives and visitors. There is a school and a playground almost exclusively for the big Christian family. Ziona’s sons and their wives, and all their children, live in different large rooms in the same building, but share a common kitchen, while his wives shared a dormitory near his bedroom. The family members support themselvse, besides occasionally receiving donations and gifts from

their followers. The mansion has become a major tourist attraction in the mountainous bordering state. According to the local officials, the family is organised with almost military discipline, with the oldest wife Zathiangi supervising her fellow partners and associates performing household chores such as cleaning, washing and preparing meals, among others. One evening meal required 30 chickens, around 60 kg of potatoes and around 100 kg of rice. Coincidentally, Chana was also the head of the sect that allows its members to marry as many women as they want. Officials said that Chana had married 10 women in a year many years ago. He kept his youngest wife near to his bedroom with the elder wife of the family sleeping a little away, while there was a rotational system for the others visiting his bedroom, as per his wishes.

State’s blurring of distinction between dissent and ‘terrorism’ puts democracy in peril: Delhi High Court New Delhi: The Delhi High Court, while granting bail to Devangana Kalita, Natasha Narwal and Asif Iqbal Tanha on Tuesday, gave the Delhi Police a dressing-down for “casually” invoking provisions of anti-terror laws against the three students who had protested against the enactment of the Citizenship (Amendment) Act (CAA). Jawaharlal Nehru University students Kalita and Narwal, along with Jamia Millia Islamia student Tanha, were arrested in connection with the northeast Delhi riots last year. “We are constrained to say, that it appears that in its anxiety to suppress dissent and in the morbid fear that matters may get out of hand, the State has blurred the line between the constitutionally guaranteed ‘right to protest’ and ‘terrorist activity’,” a Bench of Justice Siddharth Mridul and Justice Anup Jairam Bhambhani said. “If such blurring gains traction, democracy would be in peril,” it said. The High Court ruled that no offence under the anti-terror

law — Unlawful Activities (Prevention) Act (UAPA) — is made out against any of the three students. “The phrase ‘terrorist act’ cannot be permitted to be applied in a cavalier manner to criminal acts or omissions that fall squarely within the definition of conventional offences as defined inter alia under the IPC [Indian Penal Code],” the court said. “Having given our anxious consideration to this aspect of ‘likelihood’ of threat and terror, we are of the view that the foundations of our nation stand on surer footing than to be likely shaken by a protest, however vicious, organised by a tribe of college students or other persons, operating as a coordination committee from the confines of a University situated in the heart of Delhi,” the High Court observed. Noting that protests against governmental and parliamentary actions were legitimate, the Bench said though such protests were expected to be peaceful and non-violent, it was not uncommon for protesters to push the lim-

On Thursday, Narwal, Kalita and Tanha walked out of Tihar prison, hours after a court in Delhi ordered their immediate release in the Delhi riots case. The order came two days after the Delhi High Court granted bail to the three. Director General (Delhi Prisons) Sandeep Goel confirmed that all three have been released.

The three student activists were not released from the prison on time over delays in verifying their addresses and sureties. In its order for the immediate release of the trio, the Delhi court said the delay in the verification process by the police could not be a plausible reason for the accused to be kept imprisoned. After securing bail from the high court, the activists had moved the trial court, seeking immediate release from prison. When the trial court deferred the order on their plea for Thursday, they moved the Delhi High Court, which ordered the lower court to proceed with the issue with “promptitude and expedition”. The three student activists were arrested in May 2020 and are accused of being the “masterminds” of the February 2020 violence, which left 53 people dead and more than 200 injured. The Delhi Police have moved the Supreme Court, challenging the high court judgement granting them bail in the case.

When asked for her comment on the Governor’s meeting with the Central ministers, Banerjee said, “You can see everything. I shall not make a comment on this. Words are silver, but silence is gold,” adding that “a child can also be snubbed and made quiet”. Banerjee and the state government have been engaged in a war of words with Dhankhar for quite some time over the law and order situation in the state. When Dhankhar repeatedly said that the state government has been quiet and inactive about the deteriorating law and order situation in Bengal, Banerjee had accused the Governor of overstepping his constitutional limits and interfering in the state’s functioning. Recently, Trinamool MP Mohua Moitra had accused Dhankhar of indulging in nepotism by giving appointments to several Officers on Special Duty who are close to him. In the letter, Dhankhar had criticised Banerjee for her ‘silence’ over the ‘post-poll retributive bloodshed, violation of human rights, outrageous assault on dignity of women and wanton destruction of property’. Reacting strongly to the letter, the state home department had said in a detailed note, “The government of West Bengal has observed with dismay and distress that the Governor of West Bengal has suddenly made public a letter of his to the Chief Minister, with contents that are not consistent with real facts. Legendary athlete Milkha Singh passes away at 91 Chandigarh (IANS): Legendary Indian athlete Milkha Singh, popularly known as the ‘Flying Sikh,’ passed away in a local hospital here at 11.30 p.m. on Friday, said a statement from the Post Graduate Institute of Medical Education & Research (PGIMER), Chandigarh, where he was being treated for COVID-19-related complications. Milkha was 91, and is survived by a son, ace golfer Jeev Milkha Singh, and three daughters. He was born in Layalpur in undivided India and now in Pakistan. His love with athletics began after he enrolled himself with the EME Corps of the Indian Army. Six days ago, on June 13, Milkha’s wife Nirmal had passed away. A former India volleyball captain, she was 85, and she too was affected by COVID-19 and related complications. “Legendary Indian Sprinter Shri Milkha Singh ji was admitted in the ICU of Covid Hospital of PGIMER on 3rd June 2021 and was treated for Covid there till 13th June when after putting up a valiant battle with Covid, Milkha Singh Ji tested negative,” said Prof Ashok Kumar, official spokes-

ment after he passed away. “He fought hard but God has his ways and it was perhaps true love and companionship that both our mother Nirmal ji and now dad have passed away in a matter of five days,” the family statement read. “We are deeply indebted to the doctors at PGI for their valiant efforts and the love and prayers we received from across the world and from yourselves. We Thank You,” said the family. Milkha became popular when he clocked 45.6 seconds to finish fourth at

the 1960 Rome Olympic Games. Until that time, it was the closest that an Indian athlete had come to winning an individual Olympic medal. Decades later, a Bollywood film was made on Milkha Singh. “Prof. Jagat Ram, Director PGIMER expresses his deepest condolences on the sad demise of this ‘most revered’ sporting icon, who will be remembered for his exceptional accomplishments on and off the field and his endearing and humane personality,” said the PGIMER statement.

2021 Ford F-150 PowerBoost Hybrid: It’s finally here! Looks like Ford has hit a homerun again with introduction of the Ford F-150 hybrid. The Ford F-150 is already the best-selling vehicle in North America and now the PowerBoost Hybrid will give Ford extra bragging rights. The actual PowerBoost hybrid powertrain. is based on the twin-turbocharged 3.5-litre EcoBoost V6 fitted with a 35-kilowatt (47-horsepower) electric motor integrated into the standard 10-speed automatic transmission. The electric motor is powered by a 1.5-kilowatt-hour lithium-ion battery mounted between the frame rails. Total combined system output is rated at 430 horsepower at 6,000 rpm and 570 lb.-ft. of torque from 3,000 rpm. It is rated at 9.8L/100km This makes it the most fuel-efficient pickup on the market. Note that the hybrid system self-charges through regenerative braking and engine power, and you don’t plug this truck in. The hybrid option is not cheap at $4,850 extra.

of 12,700 lbs in 4×2: and 12,400 lbs in 4×4. The hybrid has phenomenal range at an estimated 1,120 km range. Keep a right foot on the gas and you could probably best the quoted fuel mileage. No question of making profits amid pandemic, says Amarinder Singh Chandigarh (IANS): Categorically rejecting the Opposition’s allegations on supply of vaccines to some private hospitals and procurement of ‘Fateh Kits’ as “politically motivated”, Punjab Chief Minister Amarinder Singh on Tuesday said that there was no question of the government making profits amid the pandemic.

Hitting out at the Akalis and the Aam Aadmi Party “for spreading misinformation to further their political ambitions”, he charged both the parties with making a motivated hue and cry to push their electoral agendas with an eye on the 2022 Assembly elections. Asserting that the state has not indulged in any wrongdoing, the Chief Minister said quick and unusual decisions have to be taken in an emergency war-like situation. he added. All decisions were taken in the interest of the people of the state, and all due procedures were followed, he said, terming media reports on alleged scams as nothing but “sensationalism”. Amarinder Singh said he was with his officials 100 per cent on these issues, adding that all right steps were taken and “no amount of Opposition hullaballoo can undermine the true intent of his government, which was focused on protecting the lives of the people”. Reschedule date of appearance, Badal asks SIT probing firing incident

Chandigarh (IANS): Five-time Punjab Chief Minister Parkash Singh Badal on Monday categorically reiterated his “intent and commitment to fully cooperate with the law” and said that he has “complete faith in the judiciary”. The veteran politician, however, asked the Special Investigating Team (SIT) “to reschedule the date for his appearance for the investigations as he is not keeping good health” and “has been advised complete bed rest for 10 days by the doctors”. “As soon as my health gets better, I will be available for joining the investigation as per law at my current place of residence (in Chandigarh),” the Shiromani Akali Dal (SAD) patron said in a statement. Badal hoped that “this SIT, unlike the previous one, would respect the law of the land and conduct a fair investigation, withstanding political interference from the ruling dispensation” which, he said, has been brazenly subverting the law for petty political gains. In his two-page response to the summon from the SIT investigating the handling of the Kotkapura incidents by the previous government, Badal said “the entire process of investigation already stands brazenly compromised through blatant and unapologetic political interference and it reeks too strongly of political vendetta to inspire any confidence about a fair process of law being followed”. In spite of this, said Badal, he will “cooperate fully” with the investigative process. The former Chief Minster also pointed out that the very need for the present SIT has “arisen out of the brazen politicisation of the case by the previous SIT”. In this regard, Badal came down heavily against “one of the members of the previous SIT” for his “openly political conduct” which had allegedly subverted the entire investigative process. “With callous and contemptuous disregard for all the established procedures and norms, this officer completely usurped and appropriated to himself the entire functioning and designated role of all other members of the SIT, including its chairman, and rendered them totally redundant,” Badal said. He further referred to the reports that said that the findings of the previous SIT had been scripted jointly by half-a-dozen high profile members of the ruling party. These reports, Badal pointed out, had never been contradicted. The SIT has summoned Badal on June 16. Badal was the Chief Minister of Punjab when the police had opened fire on protesters in Kotkapura on October 14, 2015, killing two and injuring others. The SIT is to ascertain as to who gave the orders to open fire, whether the police fired in self-defence and if standard operating procedure was followed.

Strong Demand, Dwindling Supply for BC Housing Markets Vancouver, BC: June 14, 2021. The British Columbia Real Estate Association (BCREA) reports that a total of 12,638 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in May 2021, an increase of 178.2 per cent over May 2020 when the onset of the COVID-19 pandemic prompted a lockdown of the provincial economy. The average MLS® residential price in BC was $916,340, a 26.2 per cent increase from $726,335 recorded in May 2020. Total sales dollar volume was $11.6 billion, a 251 per cent increase from last year.

Sharing a ride to health and safety

WE all hope for a breakthrough in the cure for cancer. Thankfully, scientists are making progress in the fight against this and many other devastating diseases. But on occasion, an innovation well outside of the healthcare sector can make a big difference in matters of life and death. And is there one such innovation where older people are missing out? New research shows that the introduction of ridesharing services has dramatically reduced trauma stemming from car accidents. This isn’t the first such study, but it adds to a mounting collection of studies with finding that allow for better planning and decision making. Ridesharing companies, like Uber and Lyft and another 88 or so competitors globally, have been in operation for about a decade, and the business model that depends on web applications and mobile app technology has proliferated to nearly every large city around the world. Since the first studies were conducted to measure the impact of ride share services on human health, the results have been mixed. The great hope, of course, has been for a reduction in the incidence of drunk driving. Initial studies were inconclusive. But with the passage of time and the growth of available data, studies from New York City to San Francisco have delved into more detailed analysis, looking not only at traffic fatalities, but also taking into account rates of tourism, access to public transportation, and timing of ride shares and alcohol related accidents. Consumer behaviour offers another lens. Uber, the largest global company, reports that nearly 80 percent of riders claim to have avoided drinking and driving at least once thanks to the service. What does the latest research show? A newly released study, conducted by researchers at the University of Texas and published in JAMA Surgery, used hospital trauma data, rideshare volume and impaired driving convictions to compare the 7-year period prior to Uber introduction with a comparable set of years post Uber introduction. It involved data on more than 24 million Uber rides. They found a 23.8 percent decrease in motor vehicle crash traumas. What’s most interesting is that this decrease was measured during peak trauma periods (Friday and Saturday nights). It makes sense, as this is when the younger demographic of ride share users are heading out to socialize. It doesn’t take a rocket scientist to determine the best calculations for city managers rapidly granting permits to transform outdoor spaces into dining patios and sidewalk bars. Promoting ride share programs will help all those with pent up enthusiasm for social drinking get home safe and sound. But who is not benefiting from these perks of ride share programs? Research shows that older adults are uninformed about how ridesharing works. The process of hailing a ride with their smartphones presents a technological gulf that is not being addressed. In addition, research has found that they are particularly concerned about their safety with regard to unknown ride share drivers. As a result, seniors tend to be driving their own cars or not going out – neither of which may be in their best interest. Will the arrival of fully autonomous ve-

hicles make the difference? Perhaps not for skittish seniors. But driverless cars will solve one of the concerns about ride share programs – distracted rideshare drivers looking at their phones for information.
