Toronto Police seize $61 million in drugs, nine South Asians among those arrested
TORONTO Police announced on Tuesday that over a thousand kilograms of illegal drugs and nearly $1 million in cash were seized after the launch of a seven-month investigation, Project Brisa, in November 2020. At a news conference, Toronto Police Chief James Ramer said the quantity of drugs seized is staggering. A total of 444 kilos of cocaine, 182 kilos of crystal meth, 427 kilos of marijuana, 300 oxycodone pills, 21 vehicles, including five tractortrailers, $966,020 and a firearm were seized. The street value of the drugs is estimated to be more than $61 million. A total of 35 search warrants were executed across Canada, leading to the arrest of 20 people, including a youth. They are facing 182 charges. Two other suspects are outstanding and warrants have been issued for their arrest. They are William Nhan, 23, and
Scott McManus, 38, both of Toronto. Police are alleging that tractortrailers, equipped with hydraulic traps capable of smuggling up to 100 kilograms of illicit substances at a time, were used. Throughout the project, investigators identified a person known as the ‘Trap Maker’ who was allegedly responsible for building hidden compartments within the tractor-trailers for the purposes of smuggling large amounts of contraband across borders. Jason Hall, 43, of Surrey, British Columbia, turned himself into police in Toronto last week and is charged with conspiracy to commit an indictable offence and participation in a criminal organization. Ramer thanked the Royal Canadian Mounted Police (RCMP), Windsor Police Service, Montreal Police and FINTRAC (Financial Transactions and Reports Analysis Centre of Canada) for their assistance. Law Society suspends Surrey lawyer Narindar Pal Singh Kang, QC A hearing panel of the Law Society of B.C. has ordered that Surrey lawyer Narindar Pal Singh Kang, QC be suspended for two months, commencing on July 1. Kang was charged with assault and mischief in relation to a do-

WITH the lifting of travel restrictions in BC, Sikh Motorcycle Club members did a ‘Lost Souls Memorial Ride’ to remember and honour the lost souls. The members noted: “This ride educated each of us more about the residential schools and gave first hand information straight from Indigenous voices.” To commemorate National Indigenous History Month, and in light of the recent heartbreaking revelations in Kamloops, each individual member donated on the spot to lend financial help as a gesture of reconciliation. Seven thousand masks in collaboration with the United Sikhs organization were given out as well to decrease the community spread of COVID-19. The ride was very successful in raising awareness as 60-plus members participated with almost 50 bikes on the road. “We would like to thank entire Tk’emlúps te Secwépemc Nation, Chief Kukpi7 Rosanne Casimir and Council Justin Cale Gottfriedson for welcoming us with a smudging ceremony,” the members said in a statement.

Air India Flight 182 bombing: RCMP still seek information that will advance investigation THE RCMP told The VOICE on Wednesday that they are “still seeking any assistance from members of the public who may have information that will advance the investigation” into Air India Flight 182 bombing. RCMP E Division’s Senior Media Relations Officer Staff-Sgt. Janelle Shoihet added: “While the terrorist attack on the Air India flight took place over 36 years ago, we remain committed to holding those responsible accountable. Our commitment to the families of Air India victims has not changed.”
Shoihet noted that this June 23 is the 36th anniversary of the Air India Flight 182 bombing, “which was the greatest terror related loss of life involving and affecting Canadians in our country’s history.” She said: “The Air India investigation is ongoing and currently undertaken by the E Division Integrated National Security Enforcement Team. The team wishes to express our gratitude for the support from the victim families; and extend our deepest condolences and compassion to all families and persons impacted by this tragedy and other acts of terrorism.”

Sadly, it was not the last time Canada had to confront the malice of terrorism. Indian High Commissioner Ajay Bisaria, other diplomats commemorate 36th anniversary of Air India bombing tragedy “It is fitting that Canada commemorates this day as the National Day of Remembrance for Victims of Terrorism”
INDIA’S High Commissioner Ajay Bisaria on Wednesday, June 23, placed a wreath at the Air India Memorial to the victims of the “Kanishka” [Air India Flight AI 182] bombing at Commissioner’s Park in Ottawa on the 36th anniversary of the horrific tragedy. Susheel Gupta, a representative of the victims’ family association, was present at the event. The Indian Consul General in Vancouver, Manish, visited the Air India Memorial at Vancouver’s Stanley Park (see photos), the Indian Consul General in Toronto, Apoorva Srivastava, visited the Air India Memorials at Queen’s Park and Humber Park in Toronto, and the Representative of India to ICAO (International Civil

United Truckers Association hold protest outside Labour Minister’s constituency office THE United Truckers Association staged daily protests this week outside the constituency office of Labour Minister Harry Bains between 10 a.m. and 12 p.m. The UTA said on Monday that weeks of protests outside the offices of NDP Surrey and Delta caucus members had been met by silence by the BC government and, as a result, it was ramping up its efforts to initiate change. It said in a statement: “This comes after a letter to Minister Bains this past week detailing how the BC Container Trucking Commissioner is in contravention of Article 23 of the Universal Declaration of Human Rights, did not address the issue and instead passed responsibility onto the Minister of Transportation.” UTA spokesperson Gagan Singh said that if the government thinks that ignoring the UTA is going to dampen the organiza-

Former Abbotsford Hindu temple president Deepak Sharma found guilty of sexual assault
NORTH Vancouver Provincial Court Judge Patricia Bond has found 62-year-old Deepak Sharma of Abbotsford guilty of sexual assault of a woman in his North Shore taxi in January 2019. After the incident, Sharma resigned as Abbotsford Hindu Temple president. What made this even more embarrassing for the temple was, that six years prior to that, Karam Vir, a former priest at the temple, had been sentenced to 2.5 years in prison for sexual offences involving two teen-

age girls. Vir was deported back to India after serving his sentence. The Abbotsford News at the time reported that according to court records, Sharma was charged in relation to an alleged incident on January 2, 2019, in West Vancouver involving a passenger. West Vancouver Police Department Constable Jeff Palmer confirmed the charge. The victim alleged that she was grabbed in her private parts and her hand was put on the driver’s private parts by force. Sharma was arrested on January 17, 2019, after an inves-
tigation and charged with sexual assault. He surrendered his West Vancouver taxi permit after getting a revocation letter. Sharma had also served a two-year term as president of the Fraser Valley Hindu Cultural Society, which runs the Hindu temple in west Abbotsford, the Vice President of the temple told the newspaper. Last week, Bond in her verdict noted that the main issue was whether the victim had consented to Sharma touching her and concluded that the victim was a reliable witness, telling
the judge what happened in a “balanced” and “forthright manner,” reported the North Shore News. Bond found “no air of reality” to Sharma’s version of events, which lacked clarity, “appeared at times to be rehearsed” and were inconsistent on several points including whether he was sexually interested in the woman and whether the camera lens had been covered at any point during the cab ride, the North Shore News said. Sharma will be back in court on June 29 to have a date set for his sentencing.
Arrests made in Brampton homicide of Sangita Sharma
ONTARIO’S Peel Regional Police investigators from the Homicide and Missing Persons Bureau have made an additional arrest in a murder that occurred in 2020. On August 13, 2020, emergency services attended a residence on Treeline Boulevard, Brampton, and located the victim, Sangita Sharma, a 56-year-old woman, suffering from a gunshot wound. As a result of a lengthy investigation, members of the Homicide and Missing Persons Bureau charged Fiseha Girmay Habtegabir, a 19-year-old man from London, Ontario, on Friday, June 4, 2021. He appeared at the Ontario Court of Justice in Brampton on June 5. On June 23, a second suspect was located in Fort McMurray, Alberta, and with the assistance of Wood Buffalo RCMP, Malik Essue, a 23-year-old man from London, Ontario, was arrested for first-degree murder. Peel Regional Police said at bthe time that emergency services received a call in regards to a woman that was located with obvious signs of trauma within the garage of a residence. The woman was transported to a local hospital in life-threatening condition, where she later died as a result of the injuries she sustained.
Investigation revealed that the victim had an apparent gunshot wound which resulted in the trauma that she was located with. Homicide investigators, with the assistance of divisional officers, obtained surveillance footage from the area and identified two suspects and a black sedan that were of interest. Violent extremist groups Three Percenters and Aryan Strikeforce listed as terrorist entities THE Government of Canada announced on Friday that it has placed four new terrorist entities on the Criminal Code list, including: * two ideologically motivated violent extremist groups: Three Percenters and Aryan Strikeforce; * one American neo-Nazi who has provided ideological and tactical instruction on how to operate a terrorist group to listed entities: James Mason; and, * one Daesh affiliate: Islamic State – Democratic Republic of the Congo. Based on their actions, each individual or group meets the legal threshold for listing as set
out in the Criminal Code, which requires reasonable grounds to believe that an entity has knowingly carried out, attempted to carry out, participated in or facilitated a terrorist activity, or has knowingly acted on behalf of, at the direction of, or in association with such an entity. With these additions, there are now 77 terrorist entities listed under the Criminal Code. The government said that violent extremism and acts of terrorism have no place in Canadian society or abroad. The listing of terrorist entities under the Criminal Code sends a strong message that Canada will not tolerate this type of activity, and will do everything in its power

Bill Blair, Minister of Public Safety and Emergency Preparedness, said: “Recent events should remove any doubts about the serious threat posed by ideologically-motivated violent extremism. The Criminal Code list of terrorist entities is an important tool to help us keep pace with these evolving threats and global trends. Intolerance and hate have no place in our society and the Government of Canada will continue to do all we can to keep Canadians safe from all threats, including terrorism and violent extremism.” There are severe penalties under the Criminal Code for people and organizations that participate in or deal with the property or finances of a listed entity. Once an entity is listed, it is by definition considered to be a “terrorist group” under the Criminal Code, and its property is automatically frozen. Listing can also assist in the investigation of terrorism offences that have “terrorist group” as an element of the offence, such as knowingly participating in any activity of a terrorist group for the purpose of enhancing its ability to facilitate or carry out a terrorist activity. A listing can also support the denial or revocation of a Canadian organization’s charitable status if it maintains connections to listed entities. Furthermore, persons seeking entry into Canada may be inadmissible if they are found to be associated with a listed entity. A listing can also help to facilitate the removal of an entity’s online content.
Bill Blair The government said it will continue to identify and assess whether entities meet the threshold for listing, regardless of their ideology, as a means to apply significant consequences on these individuals or groups and those that support them. There is also a requirement to review each entity on the list within five years to determine whether it should remain on the list. The following nine entities were recently assessed and it was concluded that they warrant continued listing: Hizballah; HAMAS; Palestinian Islamic Jihad; Popular Front for the Liberation of Palestine; Popular Front for the Liberation of Palestine – General Command; Al Qaida; Jaishe-Mohammed; Asbat Al-Ansar; and Euskadi Ta Askatasuna.

SURREY RCMP said on Sunday that they continuing their investigation into a shooting that occurred in the Newton area on Saturday night and are asking the public for any available video. On June 19 at approximately 8:45 p.m., Surrey RCMP responded to a shooting in the 7300-block of 128 Street, near Newton Athletic Park. Initial indications are that this incident involved two vehicles, a white jeep and a silver SUV. Police located the white Jeep abandoned, crashed into a telephone pole. The occupants were tracked down and it
has been confirmed that there were no injuries to those occupants. The silver SUV has not yet been located. The driver and passenger of the Jeep are currently in police custody. Police said that the investigation is in its early stages, but initial indications are that this was a targeted shooting tied to drug trafficking and gang activity. ME THINKS: Hey Brenda and Jack, try to be more ethical! SURREY Councillors of the so-called Surrey Connect group, Brenda Locke and Jack Hundial, need to learn how to behave a bit ethically and stop misleading people – no matter how desperate they may be to try and bring down Surrey Mayor Doug McCallum who keeps on winning one accolade after another even as his miserable opponents keep trying every trick in the book to trip him up. VOICE readers are well aware of the= raft of awards the City of Surrey has been receiving at every level – international, national and regional. The latest was national recognition from Intelligent Transportation Systems Canada (ITS Canada) for excellence in Intelligent Mobility (June 21). The credit, of course, goes to McCallum and his Safe Surrey Coalition that control the majority in Surrey Council. That’s the way democracy works. And just a few days before that, on June 18, Surrey was ranked by the Financial Times’ fDi Intelligence division among the Top 10 Mid-Sized Americas Cities of the Future. Surrey ranked eighth and this marked the second time Surrey had ranked in the Top 10, rising two spots from 2019/20. Sure, Brenda and Jack could also try to take some credit for it as Councillors. But where exactly does their Surrey Connect candidate – Ramona Kaptyn – come into the picture? Why did Brenda and Jack include her in their post on Surrey Connect’s Facebook?

To be considered fully vaccinated, a traveller must have received the full series of a vaccine — or combination of vaccines — accepted by the Government of Canada at least 14 days prior to entering Canada. Currently, those vaccines are manufactured by Pfizer, Moderna, AstraZeneca/ COVISHIELD, and Janssen (Johnson & Johnson). Travellers can receive their vaccine in any country, and must provide documentation supporting their vaccination in English, French or with a certified translation. Continued testing will allow public health experts to keep monitoring positivity rates at the border, monitor for variants of concern, and make further adjustments to border measures as needed. Fully vaccinated travellers must also be asymptomatic, have a paper or digital copy of their vaccination documentation, and provide COVID-19-related information electronically through ArriveCAN prior to arrival in Canada. They must still present a suitable quarantine plan, and be prepared to quarantine, in case it is determined at the border that they

As with all other exempt travellers, they will be required to follow public health measures in place, such as wearing a mask when in public, keep a copy of their vaccine and test results, as well as a list of close contacts for 14 days after entry to Canada. For travellers who are not fully vaccinated, there are no changes to Canada’s current border measures. They must continue to adhere to the current testing and federal quarantine requirements, which have been effective in reducing importation and transmission of COVID-19 and variants in Canada, and provide COVID-19-related information electronically through ArriveCAN before arriving in Canada. Unvaccinated air travellers must also book a threenight stay at a government-authorized hotel before their departure to Canada. The government said its response to the COVID-19 pandemic will continue to prioritize the health and safety of Canadians. As vaccination, case counts and hospitalization rates evolve, the government will continue to consider further targeted measures at the borders—and when to lift or adjust them—to keep Canadians safe and the economy running. Check and follow BOTH the federal and any provincial or territorial restrictions and requirements before travelling. * Fully vaccinated travellers who wish to be considered for the eased quarantine and testing requirements must meet all criteria, including the electronic submission of their vaccination documentation, in English or French, into ArriveCAN prior to arrival at the port of entry. * A person who submits false information on vaccination status could be liable to a fine of up to $750,000 or six months imprisonment or both, under the Quarantine Act, or prosecution under the Criminal Code for forgery. Violating any quarantine or isolation instructions provided to travellers by a screening officer or quarantine officer when entering Canada is also an offence under the Quarantine Act and could lead to a $5,000 fine for each day of non-compliance or for each offence committed, or more serious penalties, including six months in prison and/or $750,000 in fines. Non-compliant air travellers may also be subject to fines of up to $5,000 for each offence committed under the Aeronautics Act. * The Government of Canada is extending, until July 21, 11:59 p.m. EDT, the temporary travel restrictions on discretionary (non-essential) international travel and with the US. Travellers who are currently eligible to enter Canada include Canadian citizens, permanent residents and persons registered under the Indian Act, as well as some foreign nationals who are allowed to enter Canada under the current entry prohibitions (Prohibition of Entry into Canada from the United States; Prohibition of Entry into Canada from any Country other than the United States). * The existing international flight restrictions that funnel scheduled international commercial passenger flights into four Canadian airports (Montréal-Trudeau International Airport, Toronto Pearson International Airport, Calgary International Airport and Vancouver International Airport) will be maintained in this first phase of re-opening. * Currently, foreign nationals who hold a valid Confirmation of Permanent Residence approved on or before March 18, 2020 are allowed to enter Canada. As of June 21, any foreign national who holds a valid Confirmation of Permanent Residence will be allowed to travel to Canada. Immigration, Refugees and Citizenship Canada will work with applicants who have a Confirmation of Permanent Residence that is expiring or has expired.

Tips to stay safe, cool during extreme heat wave BRITISH Columbians are being asked to take precautions this weekend, as Environment Canada has issued a heat warning for most of the province, predicting a dangerous, long heat wave beginning Friday, June 25 and lasting until Tuesday, June 29. Environment Canada notes the recordbreaking temperatures will provide little relief at night, with elevated overnight temperatures, increasing the risk of heat-related illnesses. HealthLink BC has these tips for keeping cool and healthy:
* Never leave children alone in a parked car. Temperatures can rise to 52 Celsius (125 Fahrenheit) within 20 minutes inside a vehicle when the outside temperature is 34 C (93 F). Leaving the car windows slightly open will not keep the inside of the vehicle at a safe temperature. * Drink plenty of fluids. Drink extra water even before you feel thirsty and if you are active on a hot day. Sunscreen will protect against the sun’s ultraviolet (UV) rays, but not from the heat. * Plan activity before 10 a.m. or after 4 p.m., when the sun’s UV radiation is the weakest. * Avoid tiring work or exercise in hot, humid environments. If you must work or exercise, drink two to four glasses of non-alcoholic fluids each hour. Rest breaks are important and should be taken in the shade. * Avoid sunburn. Use a broad-spectrum sunscreen with SPF 30 or higher on exposed skin and an SPF 30
lip balm, and reapply often. * Wear lightweight, light-coloured, loosefitting clothing and a wide brimmed hat, or use an umbrella for shade. * Regularly check older adults, children and others for signs of heat-related illness, and make sure they are keeping cool and drinking plenty of fluids. Check on those who are unable to leave their homes and people with emotional or mental-health challenges whose judgment may be impaired. * Heat also affects pets. Never leave a pet in a parked car. Limit pets’ exercise, and be sure to provide them with plenty of water and shade. Home treatment for mild heat exhaustion may include: * moving to a cooler environment; * drinking plenty of cool, non-alcoholic fluids; * resting; and * taking a cool shower or bath. If symptoms are not mild, last longer than one hour, change, worsen or cause concern, contact a health-care provider. Elevated heat also increases the risk of wildfire, and British Columbians are being urged to do their part to prevent human-caused wildfires and help keep communities safe. Surrey’s Park Clean-up Program THE City of Surrey wants residents to help take care of their favourite park through the summer Park Clean-up program. “Surrey parks are seeing record visitors already this year, and we are encouraging residents to help us keep these spaces clean for everyone to enjoy,” said Surrey Mayor Doug McCallum on Wednesday. “If we all do our part, we can help keep Surrey clean, green and beautiful.” The first Park Clean-up of the summer will take place at Blackie Spit Park from 10 a.m. to 12 p.m. on June 28. High temperatures put workers at risk of heat stress
WorkSafeBC reminds employers and workers how to stay safe when working outdoors WITH the heatwave across B.C. expected to last for the next several days, WorkSafeBC is reminding employers and outdoor workers about the risk of developing heat stress. If not recognized and treated early, heat stress can lead to heat exhaustion and heat stroke. “In the last three years, there have been almost 100 accepted claims for work-related injuries caused by heat stress — and these are preventable injuries,” said Barry Nakahara, Senior Manager of Prevention Field Services at WorkSafeBC. “We’re reminding workers and employers to take steps to prevent heat stress. This includes reducing exposure to the sun wherever possible, drinking lots of water, wearing the right clothes, and taking rest breaks in cool, well-ventilated areas.” Symptoms of heat exhaustion include excess sweating, dizziness, fainting and muscle cramps. Symptoms of heat stroke include cessation of sweating, an increased breathing rate, confusion, seizures and even cardiac arrest. To prevent heat-stress injuries, WorkSafeBC requires employers to conduct heat stress assessments. As appropriate, employers must have a heat stress mitigation plan that provides education and training in recognizing the symptoms of heat stress and heat stroke. Below are some measures that employers and workers can do to prevent heat stress. Prevention of Heat Stress: Employers * Monitor heat conditions and require workers not to work alone.
Surrey’s film industry bounces back stronger
THE film industry in the City of Surrey is more active than ever, with a 34% increase in permits issued, compared to 2019. British Columbia’s film industry generated $4.1 billion for the provincial economy in 2019, supporting the employment of over 5,500 Surrey residents whose collective wages total $105 million.

The huge increase in film permits is proof that we are on the right track.” The City said it continues to make significant strides in positioning the city as one of the most creative, convenient and film-friendly cities to host motion picture production. To date, the city has attracted some of the world’s topgrossing productions including Pachinko, Big Sky, The Good Doctor, Turner & Hooch, and Superman & Lois. In June 2020, WorkSafe BC developed protocols to provide guidance for the Motion Picture Industry and each production is required to develop a COVID-19 Safety Plan to reduce the risk of transmission.
* Ensure there is adequate first-aid coverage and emergency procedures are in place. * Make physical modifications to facilities, equipment, processes to reduce exposure. * Change work practices and policies to limit the risk. * Determine appropriate work-rest cycles; when a worker feels ill it may be too late. * Rotate work activities or use additional workers to reduce exposure. * Establish cooling areas with shade and water. Prevention of Heat Stress: Workers * Drink plenty of water (one glass every 20 minutes). * Wear light-coloured, loose-fitting clothing made of breathable fabric, such as cotton. * Take rest breaks in a cool, well-ventilated area. * Do hard physical work during the coolest parts of the day, before 11 a.m. and after 3 p.m. * Know your personal risk factors, such as medications and any pre-existing conditions. * Check the signs and symptoms for yourself

BC Teachers’ Federation on discovery of 715 unmarked graves at former Marieval Residential School BC Teachers’ Federation President Teri Mooring has issued the following statement on discovery of 715 unmarked graves at former Marieval Residential School in Sasakatchewan: “Our hearts and deep condolences go out to the Cowessess First Nation, as well as all First Nations, Inuit, and Métis Peoples today following the announcement of up to 715 unmarked graves at the former Marieval Residential School in Saskatchewan. Yet again, ground penetrating radar is confirming the oral accounts that have been shared within and amongst Indigenous communities for generations. “Marieval Residential School was only one of 18 residential schools in Saskatchewan. The Truth and Reconciliation Commission’s investigation turned up a total of 566 recorded deaths (both named and unnamed) throughout all of Saskatchewan—149 fewer than the number of unmarked graves announced today at this single institution. We must prepare ourselves for the likelihood that the original number of 4,200 reported deaths of Indigenous children at residential schools will soon become a much larger number. “Wearing our Every Child Matters shirts is one way of showing First Nations, Inuit, and Métis teachers, staff, and students that we are standing with them—but it’s nowhere close to enough. Advancing reconciliation requires a deep commitment from us as educators to listen and to learn. “Advancing reconciliation also requires a commitment from the government to provide the training required to not only ensure we are all equipped to bring these truths into our classrooms, but to do so through a trauma-informed lens. This is why we are continuing to advocate strongly for skillsbased in-service training on both intercultural competency and antiracism, as called for by the Truth and Reconciliation Call to Action # 57, and training for using a traumainformed lens for all K–12 teachers, administrators, and support staff throughout BC. “To all BCTF members who identify as First
Canada’s oath of citizenship now recognizes First Nations, Inuit and Métis’ rights MARCO E. L. Mendicino, Minister of Immigration, Refugees and Citizenship, on Monday announced that as of now, Canada’s Oath of Citizenship officially recognizes First Nations, Inuit and Métis, and the obligation that all citizens have to uphold the treaties between the Crown and Indigenous nations. Bill C-8 has received royal assent and is now law. The new Oath of Citizenship recognizes that Indigenous rights are both enshrined in section 35 of the Constitution Act, 1982, and that they derive from the historic use of this land by Indigenous peoples. As new Canadians recite the Oath, they will make a personal commitment to observe the Aboriginal and treaty rights of First Nations, Inuit and Métis peoples. Mendicino said that reconciliation is a national project that involves all Canadians, including the newest citizens. Over the past few years, Immigration, Refugees and Citizenship Canada has been working to implement several of the Truth and Reconciliation Commission (TRC) Calls to Action and educate newcomers about their unique role in reconciliation. On June 14, the government announced that Indigenous people can now reclaim their traditional names on passports and other documents, fulfilling Call to Action 17. In response to Call to Action 93, the government has been working hard at updating Canada’s Citizenship Guide to ensure new citizens understand the role of Indigenous peoples in the country’s past, present and future. The new guide will be published later this year.

Province extends bill supports for BC Hydro customers in financial crisis THE Province is extending BC Hydro’s Customer Crisis Fund (CCF) to continue providing support for people in financial crisis and help avoid disconnections of their electricity service. “We recognize there will be times when people may need some financial assistance to catch up on their hydro bill. As many families struggle to recover from the impacts and stresses of the COVID-19 pandemic, that time is now,” said Bruce Ralston, Minister of Energy, Mines and Low Carbon Innovation,

over 11,000 residential customers. “I am pleased that the Province has followed through on its recent promise to step in by temporarily reviving BC Hydro’s CCF program while it decides how best to address energy affordability going forward,” said Leigha Worth, executive director and senior counsel for the British Columbia Public Interest Advocacy Centre (BCPIAC). “BCPIAC has advocated for safe, reliable and affordable energy for over 40 years, but we cannot achieve this on our own so we stand ready to work with both government and utilities like BC Hydro to make sure energy is affordable and accessible for everyone in British Columbia.” The government has issued a direction to the B.C. Utilities Commission to enable BC Hydro to continue offering grants through the CCF. “When family budgets are squeezed, even a small setback can send people into a spiral of increasing hardship,” said Nicholas Simons, Minister of Social Development and Poverty Reduction. “Over the past three years, the Customer Crisis Fund program has assisted thousands of BC Hydro residential customers facing a financial crisis and unable to pay their power bills. Extending the program will ensure support continues to be available to help people get back on track as we recover from the COVID-19 pandemic.” The CCF pilot program was funded by a monthly charge (rate rider) of 13 cents that was added to residential customers’ bills. The temporary continuation of the CCF will be funded through an existing surplus of approximately $5.9 million that represents the difference between revenues already collected through the monthly customer charge and the costs of providing the program. BC Hydro stopped applying the rate rider to customers’ bills effective June 1, 2021. Liberals said on Thursday that recent comments from Premier John Horgan confirm that, for years, he has overpromised on the expansion of Richmond Hospital and the development of its acute care tower, with the estimated completion date now thought to be 2027 at the earliest. “Despite promising the Richmond Hospital acute care tower expansion for two elections, John Horgan and NDP HealthMinister Adrian Dix were unable to answer simple questions like why the expansion was not included in the most recent budget, or whether they were going to keep their promise to have shovels in the ground by 2021 and the hospital completed by 2024,” said MLA for Richmond North Centre Teresa Wat. “The people of Richmond need these healthcare services and spaces, not just mixed messages and empty promises from John Horgan and the NDP.” A timeline of the Richmond Hospital acute care tower expansion project shows how badly John Horgan and the NDP have broken their promises and misled the public: * 2016 – BC Liberals launch concept plan for a new acute care tower at the Richmond Hospital. * 2017 – NDP form government on a platform that promises to quickly develop a business plan for the new acute care tower. * 2018 – Horgan instead introduces a new concept plan, promises business plan to shortly follow. * Summer 2020 – Business plan is still not approved, new revised concept plan is approved instead in April; John Horgan visits Richmond in July and promises an approved business plan by September with expected completion date of the tower by 2024. * Fall 2020 – Business plan is still not approved. Instead, Horgan calls a snap election. Planning and permitting process underway for new second hospital for Surrey THE City of Surrey has received a development application for a new hospital with an integrated cancer centre. With the planning and permitting process underway, construction of Surrey’s second hospital is slated to begin in 2023 and be completed by 2027. “With the development process now officially underway, Surrey residents will soon have a second hospital to serve our growing city,” said Surrey Mayor Doug McCallum. “I want to thank and applaud [Health] Minister [Adrian] Dix and the province for taking action on this much needed project. Burnaby RCMP seek witnesses to a fatal hit-and-run collision BURNABY RCMP’s Criminal Collision Investigation Team is continuing to investigate a fatal hitand-run collision that resulted in the death of a motorcyclist. On Saturday at 9:45 p.m., Burnaby RCMP frontline officers responded to a report of a hit-andrun collision at Canada Way and Imperial Street. First, it is important for me to note that the decision on what type of police service a city has (RCMP or municipal), and any debate surrounding that decision, are the responsibility of the city, not the police. “From our perspective at SPS, the transition from the RCMP to a municipal police service in Surrey is approved and moving ahead. This police transition was unanimously approved by Surrey City Council in 2018, followed by the approval of the Province of BC in 2020. In addition, the Province has previously indicated it is not interested in holding a referendum on this matter, and the Province will continue to be the final decision maker on calling for a referendum, regardless of the outcome of this petition. “At this time, our mandate to create a modern police service that is tailor-made for Surrey, remains unchanged.
A man alleged to have assaulted a Richmond teen in August 2020 has been charged with assault causing bodily harm. At approximately 7 p.m. on August 21, 2020, an autistic teen was playing basketball with a group of people when he was allegedly assaulted. The alleged assault was reported to Richmond RCMP by two witnesses; however, the victim left the park prior to police attending. Due to the significance of the injuries described by the witnesses, the frontline officer attended a local area hospital where he located the victim. “This is an excellent example of the key role the public plays in investigations,” said Cpl. Adriana O’Malley, “We want to commend all of the witnesses that came forward and aided in our investigation. The evidence they provided was
instrumental in identifying the alleged suspect.” Richmond RCMP General Investigation Section took conduct of the case and the lead investigators were able to identify a suspect who resides in Ontario. “Speaking to the victim’s father it’s evident the profound impact this incident has had on their family,” said O’Malley, “This was felt by our investigators who worked tirelessly throughout this investigation to support and in the words of the victim’s father ‘create a mental comfort zone’ for his son.” The subsequent investigation has resulted in charges being laid against a 21-year-old man, Dominic Rallon Jao. Jao has been charged with assault causing bodily harm.

VANCOUVER Police are asking for the public’s help to identify two men who allegedly obstructed and assaulted police officers during an altercation last Friday night at English Bay. “VPD officers were responding to reports of a large fight and an assault on the beach last Friday evening when a large crowd turned on the officers,” said Constable Tania Visintin on Friday. “We believe these men incited the crowd and placed the officers at risk.” The incident occurred around 7 p.m. on June 18 after VPD’s beach patrol officers were called to investigate a large fight and a possible assault involving 10 people. At approximately 12:08 p.m. on June 22, Richmond RCMP attended the 22000-block of Norton Court after a man allegedly pointed a firearm at bailiffs. The bailiffs were at the residence to en-

INDIAN Prime Minister Narendra Modi in his meeting with 14 leaders of eight mainstream political parties of Jammu and Kashmir said his government was committed to the democratic process and asked for cooperation in completing the delimitation exercise for Assembly seats in the Union Territory which would lead to elections and eventual statehood. Government sources told the media that in his address to political leaders from J&K, Modi said “The distance from Delhi, the seat of central power, and the distance between hearts should both be removed)” to convey the spirit in which the meeting was called. “He also asked that political parties constructively engage with the delimitation exercise following which Assembly polls could be held in the Union Territory. He emphasized that there can be political differences but national interest should be prioritized,” said

Former Chief Minister of Jammu and Kashmir Ghulam Nabi Azad, who led the Congress delegation at Prime Minister Narendra Modi’s meeting on Jammu and Kashmir (J&K) on Thursday, said they had placed five demands, including restoring full statehood and holding elections. Azad told reporters after the meeting, which lasted more than three hours, that in the new Bill, the government should protect land rights and guarantee employment for locals. The other demands by the Congress delegation, that included J&K Pradesh Congress Committee chief Ghulam Ahmad Mir and former deputy Chief Minister Tara Chand, also raised the issue of the return of Kashmiri pandits to the valley and the release of all political detainees. However, he didn’t specifically mention the restoration of special status for J&K under Article 370 or status quo
ante. Farooq Abdullah of the National Conference told PTI, after the meeting, that his party would continue to challenge through legal and constitutional means the abrogation of special status of J&K under Article 370 of the Constitution. “There is a loss of trust which needs to be restored immediately and for that, to begin with, the Centre should work for restoration of complete statehood to Jammu and Kashmir,” Abdullah, who is a Lok Sabha member, said. “I conveyed to the prime minister that the statehood means reverting even the IAS and IPS cadres of Jammu and Kashmir. The state has to be in totality,” he said. Former Jammu and Kashmir Chief Minister Mehbooba Mufti on Thursday demanded restoration of statehood and Article 370 in the Valley, constitutionally and legally. Coming out of the all-party meeting, she said that she had told
the Prime Minister that Article 370 was abrogated unconstitutionally and without taking the local government into confidence. “It was done illegally. It was a 70-yearold BJP agenda and they fulfilled it,” she said. Mufti added that she conveyed to the Prime Minister that if they wanted to abrogate Article 370, they should have done it keeping people in the loop. Since abrogation of Article 370, there is fear among the people as law enforcement agencies are putting common people behind bars on mere suspicion. She demanded compensation to the people who suffered due to the lockdown after Article 370 abrogation. The former chief minister said that India should also start engagement with Pakistan as they did to stop ceasefire violations. “The government should start talks with Pakistan to initiate business at the borders,” she said.

Fugitive businessmen’s assets worth Rs 93,710 million transferred to banks: Enforcement Directorate New Delhi (IANS): The Enforcement Directorate (ED) on Wednesday said it has handed over assets worth Rs 9,371 crore [1 crore = 10 million] belonging to fugitive businessmen Vijay Mallya, Nirav Modi, Mehul Choksi to state-run banks to realise the losses on account of the fraud committed against them. The ED in a statement said that Mallya, Nirav Modi and Choksi have defrauded public sector banks by siphoning off the funds through their companies which resulted in total loss of Rs 22,585.83 crore to the banks. The ED has booked the three on the basis of the FIR filed by the Central Bureau of Investigation (CBI). The financial probe agency said
that the ED has taken swift action by unearthing myriad web of domestic and international transactions and stashing of assets abroad. “Investigation has also irrevocably proved that these three accused persons used dummy entities controlled by them for rotation and siphoning off the funds provided by the banks,” the ED said. It further said that the ED has attached or seized assets worth Rs 18,170.02 crore which included assets worth of Rs 969 crore located in foreign countries. “The quantum of the attached and seized assets represents 80.45 per cent of total bank loss of Rs 22,585.83 crore,” it said, adding that the investigation by the ED has proved that substantial part
of these assets was held in the names of dummy entities, trusts, third persons, relatives of these accused and these entities were proxy of these accused to hold these assets. Tue ED has filed charge sheets against all the three accused after completion of PMLA investigation. “Extradition requests have been sent for these persons to the UK and Antigua and Barbuda. The extradition of Mallya has been ordered by the Westminster Magistrates Court and confirmed by the UK High Court. Since Mallya has been denied permission to file appeal in the UK Supreme Court, his extradition to India has become final,” the ED said. It further said that the Westminster

by sale of shares is expected by June 25. It also said that due to the cooperation and help extended by ED, Public Sector Banks have already recovered Rs 1,357 crore by selling the shares earlier. “Thus, the banks shall be realising total amount of Rs 9,041.5 crore through sale of a part of assets attached/seized by ED under the provisions of PMLA,” the ED said. “As on date, out of total attached or seized assets of Rs 18,170.02 crore under provisions of PMLA, assets worth of Rs 329.67 crore has been confiscated and assets worth Rs 9,041.5 crore, representing 40 per cent of total loss to the bank have been handed over to the Public Sector banks,” it added.

Narcotics Control Bureau arrests Dawood’s sibling Iqbal Kaskar in drugs case Mumbai (IANS): In a major swoop, the Narcotics Control Bureau (NCB) has arrested Iqbal Ibrahim Kaskar -- the Mumbai-based sibling of absconding mafia don Dawood Ibrahim Kaskar -- in connection with a drugs-related case, officials said here on Wednesday. Earlier, Iqbal Kaskar was picked up from the Thane Jail and taken to the NCB office under a production remand for interrogation, said Sameer Wankhede, Zonal Director, NCB. The fast-paced developments came after Iqbal Kaskar’s name cropped up during the investigation of some of the accused persons arrested in a series of seizures of narcotic substances effected by the central agency in Mumbai. Lodged in Thane Jail in connection with an extortion cases since the past five years, Iqbal Kaskar was grilled at the NCB office for several hours before being arrested, though the agency kept mum on further details. Suspected of running his brother Dawood Ibrahim’s realty empire and other businesses in Mumbai for the past couple of decades, Iqbal Kaskar’s name figured in connection with the recent seizure of 15 kg cannabis, which was sent from Kashmir to Mumbai. In 2017, Iqbal Kaskar was arrested by the Anti Extortion Cell of Thane Police by its then chief
Pradeep Sharma, who is currently in NIA custody in connection with the planting of an SUV with 20 gelatin sticks near the home of businessman magnate Mukesh Ambani, and the suqsequent killing of its owner Mansukh Hiran. Earlier, the NCB had nabbed two notorious drug lords, Arif Bhujwala, allegedly linked to the DCompany, and Parvez Khan, the kin of the late mafia don Karim Lala. The Bhujwala-Pathan duo is said to be closely associated with the narcotics syndicates operated from the Middle East by another brother of Dawood Ibrahim, Anees Ibrahim Kaskar, and is also connected with the drug cartels which are active in the Gulf and Southeast Asia regions. Deported from the UAE in 2003, Iqbal Kaskar faced trial in two major cases pertaining to the murder of a Customs department informer, and illegal constructions in the Sara-Sahara building in south Mumbai, but was acquitted in both the cases. The NCB will also probe his possible role in the drugs angle that emerged after the death of Bollywood actor Sushant Singh Rajput in June 2020. After his arrest in September 2017, Iqbal Kaskar was lodged in Thane Jail as an undertrial until his fresh arrest by the NCB in a drugs matter on Wednesday.
Ramdev moves Supreme Court against multiple cases over allopathy comments New Delhi (IANS): Yoga guru Baba Ramdev has moved the Supreme Court seeking a stay on proceedings in multiple FIRs [First Information Reports] lodged against him over his remarks against the use of allopathic medicine in treatment of COVID-19 patients during the ongoing pandemic. In the plea, Ramdev sought transfer of FIRs lodged against by the Indian Medical Association (IMA) in Patna and Raipur to Delhi. He has been booked under Sections 188 (disobedience to order duly promulgated by public servant), 269 (negligent act likely to aa infection of disease dangerous to life), 504 (intentional insult with intent to provoke breach of the peace) of the IPC and other provisions of Disaster Management Act,
2005. The voluntary body of doctors accused him of spreading false information in connection with allopathic treatment for COVID-19 patients. On May 23, Ramdev had withdrawn his statements on allopathic medicine after receiving a strong-worded letter from Union Health Minister Harsh Vardhan, who termed his remarks as “inappropriate”. According to the IMA complaint, Ramdev has allegedly been propagating false information on social media platforms against medicines being used by the medical fraternity, the Indian government, the Indian Council of Medical Research (ICMR), and other frontline organisations involved in the treatment of Covid patients.

Lankan Tamil diaspora step up protests against ‘Family Man 2’ Chennai (IANS): Stepping up their campaign against the Amazon Prime web series ‘The Family Man 2’, the members of the Eelam Tamil diaspora have urged the Tamil film industry to stop showing the victims of genocide in bad light. The controversial hit series has come under fire from Tamil organisations for the ‘negative’ portrayal of Sri Lankan Tamils. The Australian Tamil Congress (ATC), British Tamils Forum (BTF), Irish Tamils Forum (ITF), La Maison du Tamil Eelam (MTE), Norwegian Council of Eelam Tamils (NCET), National Council of Canadian Tamils (NCCT), Solidarity Group for Peace and Justice (SGPJ-South Africa) and United States Tamil Action Group (USTAG) have collectively written a letter to the Tamil Nadu Film Directors Association, Tamil Film Producers Council, and the South Indian Artistes’ Association in this respect. “We, as victims of the biggest genocide in this century, note with concern the falsification of the just struggle of Eelam Tamils against the state oppression in the above web series and strongly condemn it,” a media release issued by the organisations stated. The organisations have expressed their anguish over Tamil actors and script writers being roped in for the said web series. The diaspora organisations have also debunked the makers’ claims that the web series is a work of fiction, alleging that it’s a deliberate attempt to malign Sri Lankan Tamils. “Although the directors/producers of ‘Family Man

The global Tamil diaspora has staged demonstrations in front of the Amazon Prime offices, the first of which was staged in front of the Amazon office in London on Monday, adhering to the COVID-19 regulations. ‘The Family Man 2’ has also faced protests in Tamil Nadu, with several public personalities and political leaders demanding Amazon Prime to stop screening the web series, which stars Manoj Bajpai, Priyamani and Samantha in lead roles.

Badal questioned over 2015 police firing incident Chandigarh (IANS): The Special Investigation Team (SIT) set up to probe the 2015 Kotkapura police firing incident has questioned former five-time Chief Minister and Shiromani Akali Dal (SAD) patron Parkash Singh Badal at his residence in Chandigarh for three hours. The SIT team, led by ADGP [Additional Director General of Police] L.K. Yadav, quizzed the former Chief Minister. Earlier, the SIT had rescheduled his questioning after Badal ex-
Parkash Singh Badal pressed inability to appear before the panel on June 16, citing illhealth and his advanced age. Badal was the chief minister of
Punjab when the police opened fire on protesters in Kotkapura on October 14, 2015, killing two and injuring others after the alleged desecration of the Guru Granth Sahib in Bargari village in Faridkot district. The SIT is to ascertain as to who gave the orders to open fire, whether the police fired in selfdefence and if standard operating procedure was followed. After the high court order on April 9, Chief Minister Amarinder Singh constituted a new SIT.
In his two-page response to the summon from the SIT investigating the handling of the Kotkapura incidents by the previous government, Badal said last week: “The entire process of investigation already stands brazenly compromised through blatant and unapologetic political interference and it reeks too strongly of political vendetta to inspire any confidence about a fair process of law being followed.” In spite of this, Badal had said, he will “cooperate fully” with the in-
vestigative process. The former Chief Minister had also pointed out that the very need for the present SIT has “arisen out of the brazen politicization of the case by the previous SIT”. In an interesting development in the case, a former Indian Police Service (IPS) officer Kunwar Vijay Pratap, who was handling the probe into police firing after the desecration of Guru Granth Sahib, on Monday joined Aam Aadmi Party (AAP) in presence of Delhi Chief Minister Arvind Kejriwal.

New Delhi (IANS): A day after Aam Aadmi Party (AAP) national convenor and Delhi Chief Minister Arvind Kejriwal announced that the Punjab chief ministerial candidate from his party would be from Sikh community, union minister Hardeep Singh Puri accused him of playing politics instead of focusing on vaccination. Union Urban Development Minister Hardeep Singh Puri on Tuesday tweeted, “On a day India vaccinated more than 84 lakh [8.4 million] people, Delhi administered only 76,259 out of more than 11 lakh [1.1 million] doses available. The Chief Minister exhorted the people to follow Bhagat Kabir’s teachings in earnest so as to carve out an egalitarian society rising above the parochial considerations of caste, colour, creed and religion.
The Chief Minister spoke about the life and teachings of Bhagat Kabir, citing the eternal message of love, peace, harmony contained in his Bani, which is part of Guru Granth Sahib. The Chief Minister listed the various welfare schemes for the underprivileged being carried out by his government in line with Bhagat Kabir’s philosophy. Referring to the Post Matric SC [Scheduled Caste] Scholarship scheme, Amarinder Singh said the state government had released 100 per cent scholarship funds during 2020-21 and had also amicably resolved the issue of pending payments with private colleges, which had been clearly told not to withhold the roll number of any student. Slamming the Centre for abruptly withdrawing from the scheme, thus jeopardizing the future of the students, the Chief Minister said the state government had launched Dr B.R. Ambedkar Post Matric Scholarship scheme to bail out the students left in the lurch by the Centre’s decision, forcing the Government of India to also restore the scheme. Though the state had paid its 40 per cent share, the Central government was yet to release its funds, he added.

He was last seen on June 4, 2021 at his residence in the area of University Crescent and Tower Road near Simon Fraser University. The Burnaby RCMP began its missing person investigation and preliminary findings suggested that Rai's disappearance may involve foul play. On June 14, 2021, IHIT took conduct of the investigation in accordance with its mandate to investigate suspicious missing person investigations where foul play is suspected. Rai is a South Asian man, 5'10'' in height and 185lbs in weight. He drives a 2011 black Honda Accord with B.C. licence plate MB231R. Rai is known to police for his connection to drug and gang activity. His disappearance is not believed to be random. IHIT is urging anyone with information about Rai's disappearance to come forward. New-Home Sales Drop to Lowest Pace of Year
New-home prices jumped 18% year-over-year in May as pricing and availability woes continue over building materials. Builders: Affordability Hinges on Relief in Material Costs “New home prices have increased over the last
year due to higher material costs and delays for deliveries,” says Chuck Fowke, chairman of the National Association of Home Builders. “Policymakers must take action to improve supply chains in order to protect housing affordability. While lumber costs have come down in recent weeks, they are still more than 210% higher than a year ago. And [oriented strand board] prices are up 380% over the last year.” About 20% of builders have limited sales activity in recent months to help manage material supply chains and labor availability, according to the builder’s association. Builders are trying to catch up: The number of new homes that are sold but have not started construction is up 76% over last year. Inventories in the new-home sector remain tight. There are 330,000 new single-family homes for sale, nearly 4% lower than a year ago. The median sales price of a new singlefamily home in May was $374,400—18% higher than the median sales price of $317,100 from a year earlier. “Entry-level buyers are being most affected by higher prices,” says Robert Dietz, chief economist at the National Association of Home Builders. “Just a year ago, shares of sales priced below $300,000 accounted for 44% of sales, while this May it has dropped to 26%.” Courtesy: Realtor Magazine

Eat healthy without breaking the bank
HOW would you like to have a cart full of healthy foods and still save money? Anyone who does the grocery shopping will tell you, it is more expensive to buy the ingredients for a healthy diet like vegetables, nuts, fruit and fish than the refined grains, processed prepared foods and meats of an unhealthy diet. Is there a way to buy healthy and keep costs down? Dr. Dariush Mozaffarian, Professor of Nutrition at the Tufts Friedman School of Nutrition Science and Policy, emphasizes that it is worth spending the time to spend your grocery dollars wisely. “We have seen again and again that people who eat more fruits and vegetables have a lower risk of heart disease, diabetes, cancers and other chronic diseases.” His colleague, Dr. Jeffrey Blumberg, notes that planning makes a big difference in the food budget. He says, decide what you need for a week’s meals and buy only those items. Try to incorporate healthy meals that advantage of store deals. Build meals around items you already have in your pantry, and plan menus that are suitable for cooking extra portions that can be easily reheated for another meal. Blumberg adds, look into the refrigerator to make good use of the things you already have. For items that have a long shelf life, buy bulk. Remember, when buying perishable foods consider what you will use promptly and freeze the rest. Avoid purchasing ready-made meals. They are invariably more expensive than buying the ingredients. There’s also a myth that organic selections are more nutritious than conventional counterparts. Dr Alice H. Lichtenstein, professor of nutrition and science policy, also at Tufts, says all fruits and vegetables (whether fresh, frozen, cooked or raw, organic or conventional) are health promoting choices from a nutritional standpoint. Another misconception is that glutenfree foods are better for health than those that contain gluten. But Dr. Mozaffarian says replacing refined wheat products with refined rice and corn products may have some health gains but also possible harms. Gluten-free diets, according to studies at Tufts, were significantly lower in protein, magnesium, vitamin E, dietary fiber and higher in calories that most people do not need. The point is that unless you are in the one percent of the population that suffers from celiac disease or the six percent that are thought to have non-celiac gluten sensitivity, there is no need for glutenfree foods. Save your money. A few years ago, researchers showed that, on average, it cost $1.50 a day more to choose healthy foods when shopping in a supermarket. They also wisely suggested that you could save that much by saying “no” to coffee, dessert or some other goodie. These savings translate to better health for individuals and tremendous savings for families and governments in terms of health care expenditures down the road. Finally, consider the impact of smarter shopping in terms of food wastage and environmental concerns. It is estimated that 30 to 40 percent of the North American food supply goes unconsumed every year. That is a matter of disgraceful waste and economic inefficiency. But
the amount of food and food packaging that terminates unused in landfills is also an environmental problem that industry, governments and consumers all share. As consumers, when you shop, make a point of refusing to buy products in excessive or nonrecyclable packaging. While there are still big challenges around easy and equitable access to nutritious and affordable food, you can take steps toward smarter shopping. In this uncertain world, remember this sage advice: a dollar saved is also a dollar earned.
