Prominent developer Bob Cheema wins right to proceed with defamation case AN application made by Brian Young to reject Bob Cheema’s defamation claim has been dismissed by the Supreme Court of British Columbia, clearing the path for the case to proceed to trial. Justice Heather MacNaughton ruled that Young’s statements meet the threshold to be considered defamatory and that Cheema’s claim has substantial merit. Recognizing “the harm he [Bob Cheema] has suffered or is likely to suffer as a result of Mr. Young’s expression,” the Court found that “the public interest in permitting his defamation action to continue outweighs the public interest in protecting Mr. Young’s expression.” Signi�icantly, the Court noted that “Mr. Young has not provided a factual basis to justify his attacks on Mr. Cheema” and failed to independently verify the information he published. The court acknowledged that Cheema is a businessman whose reputation depends on honesty and

integrity and that he �iled his lawsuit to protect his reputation rather than to silence an individual’s freedom of expression. “I have worked for decades to establish my business integrity and community involvement, and I am pleased that the Supreme Court of British Columbia recognizes my right to protect that legacy,” said Cheema on Friday. “Following Brian Young’s refusal to apologize for and retract his defamatory statements, all I have ever pursued is my day in court, and this decision now allows me that opportunity.” The court was not persuaded by Young’s contention that he was acting in the public interest, characterizing him as “an outsider who did not possess the type of knowledge or information that would give rise to an interest or duty on his part” to publish said statements. GURDWARA Sahib Dasmesh Darbar, organizer of the annual Surrey Vaisakhi Khalsa Day Parade that was scheduled for April 24, announced on Monday that it is committed to ensuring a safe and healthy environment for the community it serves and in adherence with provincial guidelines for COVID-19, has made the dif�icult decision to announce that the parade will not take place this year. Last year’s parade had also been cancelled because of the COVID-19 pandemic. Next is recruiting process for sergeants and staff-sergeants SURREY Police Service Chief Constable Norm Lipinski on Thursday announced the appointment of three more inspectors to the SPS’s leadership cadre: Tony Farahbakhchian, Rachel Milne and Benoit Rodrigue. On March 4, Lipinski had announced the appointment of inspectors Earl Andersen, Steve Drennan and Ryan Hall. Earlier, Lipinski had announced the selection of three deputy chief constables: Mike LeSage, Jennifer Hyland and Todd Matsumoto; and three superintendents: Lavinder (Lav) Mangat, Allison Good and Michael Procyk. In his 29 years of policing service with the RCMP, Farahbakhchian has had a wide range of assignments that were local, provincial, national, and international in scope. From UN peace keeping missions in Haiti to operational local policing across the country, he ultimately landed in the Lower Mainland. He is currently an Inspector with “E” Division RCMP – Federal Serious and Organized Crime Unit, Financial Integrity Program. His policing experience is varied, from leading community policing initiatives to criminal investigative experience with a focus on financial crimes.

Initially starting her career in Saskatchewan, Milne later transferred to British Columbia where she has served in several communities within the Lower Mainland. In her 25-year career with the RCMP, Milne has focused on General Duty policing overseeing a media and communications team, a community response team, a school liaison section, a rural policing unit, and has been the liaison for local Indigenous bands. Currently she oversees all operational and administrative aspects of frontline policing for the City of Burnaby and sits on numerous multi-jurisdictional policing committees. Rodrigue has served with both the

Vancouver Police and the RCMP. He is currently a district inspector with the Canadian Pacific Police Service where he oversees police operations and logistics of five detachments. Throughout his career, he served many communities in many supervisory roles from the ranks of corporal, sergeant, staffsergeant, and inspector. Of note, Rodrigue played an instrumental role with the formation of the Surrey Gang Enforcement Team. Lipinski said: “With the leadership that is in place we are presently working on a deployment model. Surrey Police Service is in a strong position to continue the forward momentum. We are moving in the

right direction at the right pace to operationalize a municipal police service. Adam Yousef Aboubaker of Coquitlam charged in Highway 99 shooting in Surrey

SURREY RCMP General Investigation Unit (GIU) announced on Wednesday that 22-year-old Adam Yousef Aboubaker of Coquitlam has been charged in relation to Monday’s shooting on Highway 99 in South Surrey. Surrey RCMP began their investigation following reports of a fight and shooting involving two men in the 13500-block of Highway 99 on March 15 just after 7:30 p.m.

Aboubaker was arrested and has now been charged with attempted murder, discharging a firearm with intent to endanger life, and discharging a firearm while being reckless to the life or safety of another person. The victim is still in the hospital in serious condition. There is no indication of any ongoing risk to the public related to this incident. On Tuesday, Surrey RCMP had

said that both men were associated to a single vehicle that had been seized by police. A firearm was also recovered from the scene by police. The initial indications were that this shooting was related to a dispute between parties known to one another. Both men involved in this incident are known to police. Sgt. Elenore Sturko said that there was no indication at this

time that this shooting was related to the Lower Mainland Gang Conflict; however, police were investigating possible links to the drug trade. Vancouver Police Department’s street check audit nothing more than a public relations strategy BY KASH HEED THERE are two glaring statements on page one of the recently released Street Check Audit Report that demonstrate how important shaping public opinion has become for the Vancouver Police Department. One sternly warns that “[p]olice cannot conduct a street check that is random, arbitrary, biased, or based on identify factors such as … race or ethnicity.” The passage, however, only reinforces the standards outlined in BC’s Police Act rather than re�lecting VPD’s current policing methods. The other is underlined for impact, classifying “[t]hose who have stated that street checks are illegal, even when they are done free of any bias” as “incorrect.” This is the essence of what the report is really trying to accomplish. The VPD’s new communications approach has direct correlation with an independent study conducted on street checks that was commissioned by the Vancouver Police Board last year. Amidst the research, allegations of racist and inappropriate attitudes from of�icers witnessed on ridealongs surfaced, though they mysteriously never made it into the �inal review presented to the Board. The information only came to the public’s attention through a third party’s Freedom of Information request. As a consequence, the VPD’s newly released audit report spends most of its 36 pages trying to defend the antiquated practice of street checks even though they fall well short of their own prescribed code of conduct as well as the law. In my formative years in the 1980s as a VPD beat cop, “check cards” as they were known back then were ingrained as a rite of passage for anyone hoping to rise through the ranks. At that time, monthly quotas that openly encouraged the targeting of racialized populations due to a misguided belief in causation were reinforced across the department. Pursued and enforced by supervisors and senior management through threats of negative performance appraisals (a fate that no young of�icer wants on their record),

Today, the VPD goes to great pains to acknowledge that “[t] here is ethnic/racial statistical disproportionality in data across the entire spectrum of the criminal justice system.” True to form, the numbers presented on 2020 street checks do not seem to indicate a gratuitous focus on any particular racialized group. Instead, the audit report contains a strong emphasis on the ef�icacy of “lawfully conducted” street checks as an invaluable tool for current and future investigations. Yet the data that the VPD clings to so tightly are the very statistics that expose the weakness in their arguments. First, the audit emphatically trumpets the fact that street checks decreased by 94.3% from 4,544 in 2019 to 261 in 2020. Ironically, the VPD attributes the drop to “a combination of the public dialogue on street checks and the constraints placed upon the practice by the Standard.” The “Standard” being referred to is the BC Provincial Policing Standard that became law on January 15, 2020. The constraints cited relate to the subsequent provincial mandate for police forces to be in accordance with the Canadian Charter of Rights and Freedoms (and more speci�ically, sections 7, 9, 10 and 15). Basically, the only reasons the VPD found to rein in the rampant use of street checks were the fundamental

rights enjoyed by every Canadian citizen combined with loud outcries from the public. This then begs one simple question: if “lawful” street checks were so effective prior to the enactment of provincial guidelines, why was there such a precipitous reduction in one calendar year? Secondly, there were 3,999 crimes that VPD of�icers came across in 2020 before they were reported (known as on-view crimes), which is an average of one every 132 minutes. This is presented against the backdrop of incessant messaging around street checks only being conducted “because of a concern about a person’s safety or because of suspicious behaviour that the of�icer observes.” Assuming the latter half of this statement is true, the 3,999 reported on-view crimes would have resulted in far more than the 261 street check records that were presented to the Vancouver Police Board for review. Something just does not add up. If the VPD’s claims of utilizing street checks to improve the effectiveness of their of�icers is sincere, there is an obvious tool available that will immediately enhance the transparency, conduct and investigative powers associated with the practice. Body cams are the missing ingredient that would not only force individual of�icers to improve, but also dramatically increase the department’s capabilities in identifying and solving crimes. In the case of Vancouver, there are two critical determinants necessary to make this aspiration a reality. First, the City of Vancouver must reconsider its recent budgetary freeze for policing. There is a substantial monetary cost

associated with the implementation of body cams. This of course must be balanced with the evidence presented in the Independent Investigations Of�ice of BC’s 2016 Annual Report, which found that in 93% of cases reviewed, body cams would have assisted in “either exonerating of�icers…of a criminal offence” or provided “Crown counsel with suf�icient information to ensure an appropriate charge evaluation.” In other words, they are as equally effective at protecting cops as they are in creating a new standard for accountability. Which brings me to the next piece of the puzzle that needs to change before body cams become even remotely possible in Vancouver. Namely, the VPD must �inally embrace its obligation to be forthright and collaborative with the public. Simply put, senior leadership needs to stop delaying support for what is increasingly becoming a pillar of modern policing. In an era where there is more access to technology and information than at any point in history, street checks in their current form embody a methodology that is far too arbitrary to justify. As I have indicated to certain members of the Vancouver Police Board, a major reconsideration is in order. “Mr. Young has not provided a factual basis to justify his attacks on Mr. Cheema” CONTINUED FROM 1 are exposed in the ruling. The judge, for example, notes: “I … accept that the transition to a local police service and the implementation of that transition were subjects of public interest to citizens of Surrey. In that regard, I accept that some of his comments about Mayor [Doug] McCallum and the council fall within public comment on matters of public interest. “However, on their face, the tweets about Mr. Cheema do not relate to those issues. Gratuitously adding comments about Mr. Cheema, suggesting improper influence and bullying of Mayor McCallum and the council, abuse of power, and financial malfeasance by an unelected person, does not cloak the comments with the protection of public discourse on those matters. Mr. Young’s expression does not relate to the public interest issues that he identifies in his notice of application.” The judge also notes: “In his responsive pleadings, Mr. Young alleges that, before the October 2018 election, in the Earlier Statements, Mr. Cheema told him that he had selected the chief for the new Surrey police force, that the candidate was currently serving as a deputy chief of the VPD, and was South Asian. Mr. Cheema denies that the conversation occurred. The conflict in the evidence is impossible to reconcile. “In arguing the defence of justification, Mr. Young essentially says that Mr. Cheema: (a) im-

properly influenced Surrey’s Mayor and bullied members of council (Statements); (b) “hand picked” a deputy chief from the VPD to become the Chief Constable of the Surrey Police Department (Statements); (c) advised (if not instructed) Surrey’s council to withhold the release of the Report (Statements); (d) is the ringleader of a group of councillors who are dishonest and unethical (Statements); (e) benefited financially from Doug McCallum’s election as Mayor (Statements). “Mr. Cheema has addressed each of these allegations in his affidavit. Mr. Young has not provided a factual basis to justify his attacks on Mr. Cheema. “This is illustrated by considering Statements 2 and 4. The gist of those statements is that Mr. Cheema and Mayor McCallum surreptitiously selected a deputy chief from the VPD to be the chief constable of Surrey’s proposed police department. Those statements cannot be true as the Police Act mandates the process for the selection of the chief constable of a municipal police service and, as is apparent on the record in this application, that process was followed by Surrey. “Further, the chief constable eventually selected by the Board is not a former member of the VPD, and Mr. Young has not provided evidence that Chief [Norm] Lipinski was known to Mr. Cheema. “In another illustration, in Statement 5, Mr. Young

tweeted to his followers that “Bob is making huge $$$ now as you already know.” The thrust of this allegation, and its sting, is that since the election of Mayor McCallum, Mr. Cheema has benefitted financially from their relationship. “Mr. Young does not provide a justification for that statement. In his response to civil claim, he pleads that the statement was true at the time the tweet was sent. However, Mr. Young’s affidavit does not provide any evidence of the truth of the statement. He says that when he made the comment, he was mindful of Mayor McCallum’s public comments about Mr. Cheema in his acceptance speech on the night of the election. He also relies on what he says Mr. Cheema told him as one of the Earlier Statements about only being in the backroom in respect of his relationship with Mr. McCallum. Neither of these are likely to form an evidentiary basis for the justification of this statement. “The record on this application does not support Mr. Young’s allegations about Mr. Cheema’s interference with Surrey’s local government or that he profited from his relationship with Mayor McCallum. On that basis, there are grounds to believe that Mr. Young’s defence of justification has no real prospect of success. In other words, I conclude that there is a basis in the record and the law, taking into account the stage of the proceeding, to support a finding that the defence does not tend to weigh more in favour of Mr. Young, acknowledging Mr. Cheema’s burden to establish this conclusion.” Here are some key excerpts from the ruling: 4] As it applies to this case, the Protection of Public Participation Act [PPPA] seeks to weigh Mr. Cheema’s right to sue to protect his reputation against Mr. Young’s constitutionally protected right to free speech and the public interest in rigorous debate on issues of public interest. [12] Mr. Young bears the initial onus of demonstrating…that the expression relates to a matter of public interest. [71] At Mr. Cheema’s request, his counsel sent a letter to Mr. Young indicating that Mr. Young had “embarked on a purposeful campaign on Twitter to attack his reputation and violate his privacy without regard to the legitimacy and truth of what [he had] published.” The letter outlined the Statements. He requested an urgent full, and unqualified, apology and a retraction. Mr. Young did not respond.

[72] Mr. Cheema filed a notice of civil claim on June 3, 2019, claiming injury to his character, credit, and reputation. [90] Mr. Young’s application…make[s] reference to a matter of public interest in a veiled effort to target Mr. Cheema, a private individual. In the result, Mr. Young has not established that his comments about Mr. Cheema are with respect to a matter of public interest… [104] Mr. Cheema has addressed each of these allegations in his affidavit. Mr. Young has not provided a factual basis to justify his attacks on Mr. Cheema. [109] The record on this application does not support Mr. Young’s allegations about Mr. Cheema’s interference with Surrey’s local government or that he profited from his relationship with Mayor McCallum. [118] According to his affidavit, he [Mr. Young] did not research and investigate the status of Surrey’s transition to a local police service except with the possible exception of his review of the Global Story which he appears to have misconstrued. 123] …Mr. Young exceeded the limits of any social or moral duty or interest that may have existed by using the occasion of council’s deliberations about the police transition process to make a personal attack on Mr. Cheema. [139] It is difficult, on the factual record, to discern why Mr. Young decided to include Mr. Cheema in his Twitter comments. [155] I am also satisfied that Mr. Cheema has provided a causal link between Mr. Young’s statements and the harm he has suffered. He has met the requirement of showing the existence of harm connected to Mr. Young’s expression. [156] It is also relevant that Mr. Cheema first sought an apology and a retraction which suggests that he is not trying to stifle expression, or his critics. [161] In the context of the record before me, and the stage of the proceedings, I am satisfied that Mr. Cheema has established, on a balance of probabilities, that the harm he has suffered or is likely to suffer as a result of Mr. Young’s expression is sufficiently serious that the public interest in permitting his defamation action to continue outweighs the public interest in protecting Mr. Young’s expression. Front-line workers prioritized as COVID-19 vaccine rollout accelerates Booking arrangements for front-line workers will be established in the coming weeks and will be communicated clearly and directly to each sector to arrange bookings MORE than 300,000 front-line workers, including first responders, grocery store employees, and teachers and child care workers, will be eligible for COVID-19 vaccinations over the coming weeks as the Province’s COVID-19 Immunization Plan moves forward ahead of schedule. “We know how challenging this pandemic has been on our frontline workers,” said Premier John Horgan on Thursday. “Many of these people have come to work throughout this pandemic, continuing to teach and care for our children, stock the shelves of our local grocery store and keep our communities safe. By immunizing these front-line workers, we are making workplaces and communities throughout our province safer.” Beginning in April, people in priority groups identified by public health and the COVID-19 Workplace Task Group will start to receive their first dose of the AstraZeneca/SII COVISHIELD (AZ/SII) vaccine. These groups include: * first responders (police, firefighters, emergency transport); * K-12 educational staff; * child care staff; * grocery store workers; * postal workers; * bylaw and quarantine officers; * manufacturing workers; * wholesale/warehousing employees; * staff living in congregate housing at places such as ski hills; * correctional facilities staff; and * cross-border transport staff. These priority groups have been identified as workers in places and sectors where: * the use of personal protective equipment and barriers can be challenging; * outbreaks and clusters have occurred or are ongoing; * workers must live or work in con-

John Horgan (right) and Dr Bonnie Henry. gregate settings; or * maintaining the workforce for a critical service is necessary. “Our age-based rollout is ahead of schedule and with the AstraZeneca/SII supply arriving, we can protect people working in specific, front-line industries,” said Adrian Dix, Minister of Health. “Following the latest science and data to identify high-risk industries or critical services will allow us to protect even more people from COVID-19, which in turn, gives our entire communities and our province greater protection from the virus.” These sectors or settings prioritized for the AZ/SII vaccine are in addition to the workplaces previously identified by public health where vaccines are being used to assist with outbreak response. Currently in B.C., the first shipment of AZ/SII is being deployed to protect people in workplaces identified as having the highest risk of COVID-19 transmission, including: * food processing plants, including poultry, fruit and fish processing; * agricultural operations with congregate worker accommodations, including farms, nurseries and greenhouses; and * large industrial camps with

congregate accommodations for workers. “The additional supply of the AstraZeneca/SII vaccine allows us to strategically target immunizations to maximize the protection of our province,” said Dr. Bonnie Henry, Provincial Health Officer. “With each person who receives any of our three safe and effective vaccines, we are all that much safer. This targeted outreach builds on the momentum we now have with our age-based program to protect those who have been at work every day, without break and without question, for the past year.” In total, B.C. expects to receive approximately 340,000 doses of the AstraZeneca vaccine by the end of May 2021. The Province will use a combination of community pharmacists, existing immunization clinics and mobile clinics at some worksites to administer the AstraZeneca vaccine to front-line workers. Booking arrangements for frontline workers will be established in the coming weeks and will be communicated clearly and directly to each sector to arrange bookings. Workers identified as “front-line” and prioritized for the AstraZeneca vaccine should not call into regional health authority call centres at this time. “We want to thank everyone in B.C. for doing their part as we rolled out our call centre program to support the largest immunization program in this province’s history,” said Dr. Penny Ballem, Executive Lead, B.C.’s immunization plan rollout. “We have made significant progress after some initial challenges and we can proudly say that we are on track to have everyone immunized by this summer.” The age-based vaccine rollout using the Pfizer and Moderna vaccines is also accelerating and mov-

ing forward ahead of schedule. Currently, every senior born in 1941 or before (80 years old and over) and Indigenous peoples born in or before 1956 (65 years old and over) will be eligible to book a vaccination appointment by Friday, March 19. The next age cohort is eligible to call as early as Saturday, March 20. The call centre approach through health authorities has now been extended to include those born between the years of 1942 to 1951 (79-70 year olds) and Indigenous peoples born in 1966 and before (55 and over). This age cohort call-in schedule will begin as follows: * age 79 and Indigenous peoples 55 and older – Saturday, March 20 at noon * age 78 – Monday, March 22 at noon * age 77 – Tuesday, March 23 at noon * age 76 – Thursday, March 25 at noon * age 75 – Saturday, March 27 at noon The call-in schedule for the age 70 to 74 age cohort will be announced in the coming days. The provincial registration and booking system, both online and by phone, will be implemented starting April 6 for people between the ages of 65-69. As a result, the Province has adjusted timelines for Phase 3 and Phase 4 of B.C.’s COVID-19 Immunization Plan. Everyone in B.C. who is eligible for a COVID-19 vaccine will now be able to receive a first dose before July 1, 2021 (see backgrounder). ICBC announced on Wednesday that it is temporarily delaying the mailing of COVID-19 rebate cheques to customers, due to a cyberattack on a third-party vendor contracted to provide printing and distribution services. The information held by the vendor is limited to customer names, addresses, COVID-19 rebate cheque amounts and cheque numbers. There is no indication this information was obtained. The event did not

Sikh Motorcycle Club distributing 60,000 masks to frontline workers THE Sikh Motorcycle Club celebrated the New Sikh Year ‘Nanakshahi 553’ on March 14 (Chet 1st) in a different way this year. The club teamed up with United Sikhs to distribute masks across Canada, including 60,000 masks in B.C. which will be distributed to all essential frontline workers who are in constant need of masks during the pandemic. The club kicked off this distribution project by

Despite calls for change, Liberals still hold 4-point advantage over Conservatives

ACCORDING to the latest data from the non-profit Angus Reid Institute, half of Canadians (49%) say it’s time to switch governing parties in Ottawa, led almost entirely by past Conservative voters (88% say this), and at least one-in-three past NDP (39%), Green (35%), and Bloc Quebecois (40%) voters, respectively. Notably, more than one-in-seven (17%) of those who supported the Liberals in 2019 say the same. About a third of the country (35%) disagrees. With COVID-19 vaccinations now underway, the notion of a spring election is overwhelmingly unpopular. As Canadians focus on an end to pandemic life, summer is also considered too soon by 63 per cent. A fall call is palatable to most, however, as two-thirds say an election between September and December would be appropriate. Whenever an election is called, the priority for the Conservative Party will be figuring out how to endear their leader Erin O’Toole to a broader subsection of the population. Just 29 per cent of Canadians have a favourable view of O’Toole, while positive perceptions of Prime Minister Justin Trudeau and NDP Leader Jagmeet Singh hover in the mid 40’s. Human remains found in Burnaby

THE Integrated Homicide Investigation Team is requesting assistance with the investigation of a suspicious death in Burnaby. On March 18 at 1:57 a.m., Burnaby RCMP frontline members responded to a report of human remains found in a park near the 4300-block of Garden Grove Drive. The circumstances surrounding the remains and the area were deemed to be suspicious and IHIT was called in to investigate. IHIT is working closely with the Burnaby RCMP, Integrated Forensic Identification Services and the BC Coroner’s Service to gather evidence and complete priority tasks. “It is very early in the investigation and at this time the priority for investigators is to identify the remains,” said IHIT Detective Lara

Jansen. “The neighbourhood is a mixed-use residential and commercial area and believed to be used frequently, even throughout the overnight hours. NEW data published by WorkSafeBC shows significantly higher rates of occupational COVID-19 infection claims among elementary school teachers compared to those teaching in secondary schools, the BC Teachers’ Federation said on Tuesday. As of March 11, 80 occupational COVID-19 infection claims had been approved for K–7 teachers, compared to 25 for those teaching Grades 8–12. “The discrepancy in infection rates truly underscores the importance of mask-wearing in classrooms,” said BCTF Presi-

The BCTF’s WorkSafeBC Advocacy Office is advising all teachers working in a classroom environment where there is a significant risk of exposure to COVID-19 to work with their local union to file a claim with WorkSafeBC should they be diagnosed with the virus.

Mayors request provincial support for emergency medical care in B.C.

ON March 10, the mayors of 10 Metro Vancouver municipalities sent a letter to Health Minister Adrian Dix reiterating a longstanding request for the Province to expand the range of emergency medical events to which municipal emergency medical responders are called to attend. Delta Mayor George V. Har-

vie said on Tuesday: “With staffing shortages impacting response times for the BC Ambulance Service, we want to work with the Province to ensure public safety and that those most vulnerable and in desperate need of our services have access to it in a timely fashion. We are currently dealing with the dual crises of COVID-19

and the opioid crisis and all we’re asking for is the opportunity to provide effective services for our communities.” He noted that on February 19, the Ambulance Paramedics and Emergency Dispatchers of BC reported that 30 of the 120 ambulances across the Lower Mainland were unstaffed. This situa-

tion can result in significant delays in the provision of emergency medical care to patients when trained Fire Department personnel are not dispatched as well. Last week a patient in Delta with a serious medical issue had to wait 42 minutes for an ambulance to arrive. Fortunately in this case, Delta Fire personnel were dispatched, were on scene

patient until the BC Ambulance Service arrived. Harvie said that it is critical to ensure that resources, including medically-trained and/or EMR-trained firefighters, are dispatched to provide the highest available level of care for BC residents. Museum of Surrey receives $66,987 for Universal Design upgrade to facility THE Museum of Surrey has received grants from Canada Cultural Spaces Fund, Specialized Equipment ($27,090), and British Columbia Arts Council, Arts Infrastructure Program ($39,897), to complete accessibility improvements to meet Universal Design standards. “One of the museum’s five values is community – to be inclusive, welcoming every citizen of Surrey and be accessible in every sense – intellectually, culturally, economically, and physically,” said Surrey Mayor Doug McCallum. “These grants help fulfil this value and

Doug McCallum promote the museum’s mission to ignite imaginations and connect Surrey’s diverse communities through stories, engagement, and connection.”

The two grants provide funding to upgrade all staff and public washrooms to universal design standards including automatic flushing mechanisms, automatic doors, and automatic faucets. In addition, the museum theatre will be upgraded to include a telecoil loop so that people with hearing aids can better hear presentations. This will be especially important for children on school field trips and workshop sessions. All accessibility upgrades to Museum of Surrey will be completed by late summer.

Suspicious vehicle fire in Whalley THE Surrey RCMP General Investigation Unit (GIU) is investigating a suspicious fire that occurred on Monday night in Whalley. On March 15 at approximately 11:30 p.m., Surrey RCMP were called to assist the Surrey Fire Service with a vehicle fire in the 10700-block of 133 Street. Officers found a vehicle in the carport of a residence fully engulfed in flames. The vehicle sustained significant damage while the carport was moderately damaged – no one was injured

Langara College Campus Master Plan moves forward after City Council rezoning approval

REZONING related to Langara College’s Campus Master Plan was approved at Vancouver City Council on Thursday, March 11. The approval means the college moves a step closer in advancing its vision for its West 49th avenue campus over the next 25 years. “This is an exciting step in the continuing development of our campus. We’re excited to see our vision come to life,” said Dr. Lane Trotter, President and CEO, Langara College. “Our many

stakeholders, including students, employees, Musqueam, and our local neighbourhood, have already provided valuable input and feedback. We thank the City of Vancouver for their support.” The new Campus Master Plan required rezoning permission to permit the amount and form of new building area that is needed to support the renewal of Langara’s campus in the coming decades. The new plan envisions the replacement of existing aging facili-

ties with new, larger buildings to increase space on campus within our existing campus footprint. This approach is necessary to address a 144,000 square foot space shortage on campus and provide modern facilities that meet the current and future needs of students. “We are excited about the College’s future, and the opportunity to build a modern environment for learning and applied research that is sustainable, welcoming to all, and that helps us benefit and

strengthen connections with our local communities and Indigenous partners,” said Ian Mass, Chair of Langara’s Board of Governors. The plan includes facilities that will benefit not only Langara students and employees, but also the local community, such as a new theatre and expanded daycare, and foresees an increase of Indigenization on campus, helping to make Langara even more welcoming to Indigenous students.

A comprehensive and inclusive consultation process informed the development of the planning directions and space requirement estimates and was important to ensure that the recommendations reflect the needs, priorities, and plans of the Langara community. That process included consultation with the local community, including a public open house on campus for those who live in the neighbourhood to come and see the plans and ask questions.

Jagmeet Singh demands government promote ‘real competition’ as Rogers strikes deal with Shaw ROGERS Communications Inc. and Shaw Communications Inc. on Monday announced a merger in which Toronto-based Rogers has agreed to pay $26 billion to acquire Calgarybased Shaw including debt. Shaw’s Freedom Mobile competes with Rogers for cellphone subscribers in Ontario, British Columbia

Online grant program expands to support more businesses IN response to a high number of applications, the B.C. government is investing an additional $30 million in the Launch Online Grant program. The Launch Online Grant program provides up to $7,500 to businesses to help build or expand an e-commerce site to reach more customers and to sustain and grow their business. The government said an online presence is integral for businesses that want to adapt their operations to better reach customers in their community, throughout B.C. and beyond. These changes will help approximately 4,000 more businesses market their products and services online. “Many small businesses have had to change the way they operate as more and more people shifted to online purchasing during the pandemic. Our government has been there to help

Businesses in the hard-hit tourism sector, like tour operators or hotels, and businesses in the service industry, such as massage therapists, personal trainers or hair stylists, can now access the grants to build or improve their online booking systems. As part of the eligibility enhancements, 30% of the grant funds will now be reserved for Black, Indigenous and people of colourowned (BIPOC) businesses. This is expanded from the original 25% of grant funds that were reserved for Indigenous and rural businesses. “The Launch Online Grant program responds to the way the pandemic has changed the business world, and the strong demand shows we are filling an untapped need,” said

Ravi Kahlon, Minister of Jobs, Economic Recovery and Innovation. “In addition to expanding the program, we are reserving a portion of the funds for BIPOC businesses because our recovery must be inclusive, taking care to not leave people behind.” As part of the program, successful applicants will work with local B.C. service providers to complete their online store. Through this model, the grant funding can be reinvested in B.C.-based marketing and technology companies to generate revenues for local companies and help secure and grow jobs. “The pandemic has impacted so many people throughout B.C., it has also disproportionately impacted people and communities of colour,” said Nerissa Allen, President, Black Business Association of BC. “I am pleased to see fund-

ing set aside for the Black, Indigenous and people of colour business community. This change, combined with opening the grant program to service-based businesses, will give business owners and entrepreneurs the opportunity to access funds that will help revive their business.” The Launch Online Grant program is part of StrongerBC: BC’s Economic Recovery Plan. The plan focuses on a recovery that is innovative, sustainable and inclusive. It outlines the latest steps the Government of British Columbia is taking to help people, businesses and communities come out of COVID-19 stronger, without leaving people behind, the government said. Court of Appeal Act amendments improve access to justice THE B.C. government announced on Monday that it has introduced amendments to the Court of Appeal Act that, if passed, will make the process of filing an appeal easier to understand and more efficient for lawyers and people who are self represented. Currently, individuals who want to bring an appeal must refer to different resources – the Court of Appeal Act, the Court of Appeal Rules and Practice Directions. These amendments consolidate information and simplify procedures to make it easier for people to read and navigate the act. The changes to the act will allow the court to modernize its functions, most particularly the ability to hear appeals through less traditional

means (e.g., videoconference), where appropriate. The language in the act will be simplified, making it easier to understand. Frequently used sections of the act will be more prominent, so people can source and access information more efficiently. The language of the act will be matched to the Court of Appeal Rules so wording is consistent between the two documents. These amendments are among recommendations that emerged from a public consultation the Province undertook in 2019. The Province worked closely with the Court of Appeal in developing this legislation. Amendments to the Court of Appeal Rules and the updating of forms will follow later this year.

Surrey RCMP seize over a kilogram of crystal meth and about $20,000 AFTER a month-long drug trafficking investigation, the Surrey RCMP Community Response Unit (CRU) have seized approximately $20,000 in cash and over a kilogram of crystal methamphetamine. This investigation began on February 15, when Surrey RCMP CRU launched a project targeting suspected drug trafficking linked to a Cloverdale residence. On March 15, the investigation led officers to a parking lot in the 2000-block of 152 Street where they observed

suspected drug trafficking activity between two men and a woman. All three individuals left the area and were engaged by police separately.

One man left the parking lot on foot and was arrested nearby. He is alleged to have had approximately $20,000 in cash in his possession at the time of his arrest. The

second man left the area in a vehicle, and was also arrested nearby. Prior to his arrest, the man was observed allegedly throwing a container from his vehicle. When the container was recovered by police, they discovered it was filled with approximately a kilogram of suspected crystal methamphetamine. The woman was arrested at a residence in the 18400-block of 56 Avenue. On March 16, a search warrant was executed at the residence on 56 Avenue. During the investigation at

the residence, officers located approximately 554 grams of suspected crystal methamphetamine, drug paraphernalia, drug packaging materials, and a replica Glock handgun. Officers also located stolen identification, cheques and license plates. All three individuals have been released from police custody. Charges have not yet been laid, as further investigation is underway. A report to the BC Prosecution Service is anticipated. “This was a dynamic investigation requiring the officers

Downtown Eastside homicide victim

VANCOUVER Police have identified the victim in the city’s third homicide of 2021 as Shania Paulson, 24, who died after being shot inside the Arco Hotel in Downtown Eastside just before 4 a.m. on March 17.

VPD officers responded to the hotel at Pender and Abbott streets around 4 a.m. on Wednesday and discovered a woman suffering from a gunshot wound. She was taken to hospital, but later died.

BC RCMP notifies IIO BC of Surrey incident THE BC RCMP has notified the Independent Investigations Office of British Columbia (IIO BC) of an incident in Surrey that resulted in serious injury to one person. Just after 1:30 p.m. on March 16, Surrey RCMP officers were called to a collision at the intersection of 100 Avenue and 148 Street involving an unmarked police vehicle being op-

erated by an officer from the Lower Mainland Integrated Emergency Response Team and two civilian vehicles. The police officer and the driver of one of the civilian vehicles were treated at the scene by paramedics for minor injuries. The driver of the second civilian vehicle was transported to a local area hospital by BC Emergency

Health Services with what are believed to be serious injuries. According to the IIO BC, a black unmarked Emergency Response Team (ERT) pickup truck was travelling eastbound on 100 Avenue. At the intersection with 148 Street, there was a collision involving the ERT truck, a grey Honda sedan and a white BMW SUV. The sole occupant of the Honda

was taken to a local hospital with serious injuries. The IIO BC and the Surrey RCMP with assistance from the Lower Mainland Integrated Collision Analyst and Reconstructionist Services (ICARS) are conducting concurrent investigations into the circumstances around the collision. Witnesses or those with dash-cam or other video of the inci-

dent are asked to contact the IIO BC. IIO BC is investigating to determine whether police actions are linked to the person’s injuries. Stolen medical devices recovered with help of public SURREY RCMP announced on Tuesday that two medical devices that were stolen from a vehicle in Whalley have been recovered with the assistance of the public. On March 10, Surrey RCMP received information regarding a theft from a vehicle from which two Continuous Positive Airway Pressure (CPAP) machines, used for sleep apnea, were stolen in the 10100-block of University Drive. The machines were contained inside cases that

looked like ones carrying cameras, making them a target for thieves looking for opportunities to steal high value items. The machines were comprised of a hose, mask, adaptor, and a power cord. Police believed that the suspect(s) may have discarded the machines upon realizing the cases contained medical equipment. After other investigative avenues were unsuccessful, Surrey RCMP asked for

help from the public to locate the devices. Two days later, on March 14, a member of the public turned the stolen equipment over to police in a Whalley parking lot. It is not known where the person obtained them. “We would like to thank the public and our media partners for helping with the recovery of the medical equipment and of course, the person who turned the items in,” said Surrey RCMP Media Relations

Officer, Cpl. Joanie Sidhu. “The owner of the equipment has been contacted and has also expressed their gratitude.” Surrey RCMP frontline officers are arranging with the owner to return the items to them. Suspected impaired driver arrested after crashing into Surrey roadblock SURREY RCMP on Tuesday said that a collision occurred on Monday night in the eastbound lanes of Highway 99, west of the Highway 91 interchange, in Newton at approximately 10:18 p.m. An eastbound vehicle struck a stationary police car that was

Charges approved in series of indecent acts

ON March 15 at approximately 3:45 p.m., the New Westminster Police Department responded to calls of a male exposing himself in the area of 1st Street and St. Patrick Street. Responding members obtained a description of the male, and within the hour a suspect was located and taken into custody after a short foot pursuit. The investigation also determined the male had exposed himself to another female in the area of 4th Street and 4th Avenue. A 39-year-old New Westminster resident, Eugene Sung, has now been charged with three counts of committing an indecent act and two counts of failing to comply with release order.

Sung was also charged on December 4, 2020, with two counts of sexual assault in regards to a groping incident that occurred in the 200-block of 7th Street. “These types of crimes can be largely underreported,” said Sgt. Sanjay Kumar on Thursday. “These women absolutely did the right thing in calling 9-1-1 and because of their quick thinking and being able to provide an accurate description of the suspect, our officers were able to locate the male and arrest him quickly.” The victims have been connected with the Victim Assistance Unit for support. The male has since been released but is now subject to house arrest except under limited exceptions.

Vaccines, Out-migration and Detached Homes: What’s Going to Drive Real Estate in 2021?

In many ways, the COVID-19 pandemic amplified trends that were already underway in Canada’s residential real estate markets. Even with the pandemic, 2020 finished strongly and all indications point to more of the same for 2021. The role COVID-19 vaccines will play remains to be seen, though bringing the pandemic under control could spark a resurgence of interest in city living. After cooling in March 2020 with the country’s first lockdown, the market for detached and single-family homes turned white hot and stayed that way, fuelled by workers’ needs for home office space and by older Canadians accelerating plans to retire to cottage country. By the end of December, sales activity was up 47.2%, the national average sales price jumped 17.1%, and the MLS® Home Price Index (HPI) climbed 13% — all year-over-year. Real estate in Canada went from weakness because of COVID-19 to strength despite COVID-19.[ That performance was based on high demand, the persistence of low interest rates and ongoing tightness in housing supply, says CREA’s Senior Economist Shaun Cathcart. “With COVID-19 vaccines now rolling out, the question is how will the market respond—and what trends are likely to continue?” Urban out-migration will continue By some accounts, it might have seemed Cana-

dians packed up and left cities in droves in 2020 as a result of the pandemic. That out-migration trend was likely exaggerated, Cathcart says. “A natural flow of buyers out of cities is part of the real estate cycle: growing families move where there’s more space for kids, retirees seek out quieter, more scenic places to live. These moves may have seemed more pronounced last year because they weren’t offset by the usual flow of young buyers and new Canadians into cities due to pandemic-related restrictions.” According to Cathcart, regions like the Greater Toronto Area (GTA) will likely continue to see urban out-migration in 2021—centres with surrounding smaller and medium-sized cities where people can gain space without giving up access to hospitals, schools and urban amenities such as high-performing internet. “This was a trend even before the pandemic, as people looked for more affordable places to live. The saying was, ‘Drive until you qualify’: go away from the city centre until you reach an area where you could secure an affordable mortgage.” Today, with remote work likely to remain a phenomenon even after the pandemic subsides, more people may choose to live away from cities because they don’t need to commute, he says.

Mercedes-Benz 2021 GLA 250 4MATIC SUV Auto review by Veeno Dewan The compact five-door Mercedes-Benz’GLA350 is the smallest and most affordable SUV in the prestige auto makers lineup. Newly revised, with a high greenhouse and a tight premium look to it, the GLA makes a lot of sense if you don’t need a bigger more expensive SUV, but still hanker for the three pointed star on your driveway. The GLA is powered by a 2.0L turbocharged four-cylinder engine paired an 8-speed automatic transmission and Mercedes’ 4Matic all-wheeldrive system. For 2021, the redesigned GLA is offered in three variants, starting with the $42,400 GLA 250 with 221 horsepower and 258 poundfeet of torque. The two AMG variants; the $52,900 GLA 35, with 302 hp and 295 lb-ft of torque from a well massaged AMG four cylinder with a 100 km/h in only 4.9 seconds! Meanwhile, the $60,500 GLA 45 offers a killer 382 hp and 354 lb-ft of torque from its hand built AMG four cylinder with a blistering a zero-to-100 km/h sprint in 4.4 seconds. We tested the more sedate 221 horsepower GLA250 priced at $42,000 equipped with the Premium Package, Technology Package, Navigation Package, Heated Nappa Leather Steering Wheel, SiriusXM Satellite Radio, 360 Camera and active Parking Assist for a total of $50,875 plus destination and taxes. Interior – wise, the Mercedes’ has a wonderful cabin. A twopiece panoramic sunroof, which comes standard on all GLA models and adds a light airy feel to the cabin, There are turbine-like air vents set off the dash which is itself a work art - slick twin flat screen panels, are directly in front of the driver to replace the usual gauges. The Premium package at $3,600 replaces the standard twin seven-inch display screens with 10.25-inch units. The Premium package brings the excellent new MBUX feature with the “Hey, Mercedes” voice functionality to the infotainment system that allows you to do such things as turn on the heated steering wheel, play a certain song, or navigate you to the nearest restaurant should you get the munchies. The Premium package also offers the $1,600 Technology package.

Rearseat passengers gain almost five inches of extra legroom, as well as more shoulders and elbow room. Cargo capacity is increased compared with the old model to 435L and the rear seats fold flat for more versatility offering 1,430 L. On the road, the MercedesBenz feels and rides better with a more compliant suspension over rough pavement.

Acceleration and pickup is good, with torque coming on smoothly from the turbo 4 engine. The GLA 250 uses a seven-speed DCT, switch to the available Sport drive mode setting, and the sevenspeed shifts quicker. You can use the Shifter paddles to use manual mode. Front-wheelbiased system, distributing 80 per cent of the power toward the front wheels in comfort and eco drive modes, with a 70/30 split in sport mode. The off-road package that features a mode to simulate a locking differential, balancing the power distribution at 50/50 front and rear. Steering feel is a little light, but body roll is better managed this time around. From a fuel efficiency perspective, the GLA 250 is now slightly better than last year, achieving an overall combined average of 8.7 L/100 of premium fuel. The only downside I can see is that some safety and driving aids come in are extra cost options packages and add a hefty whack to the MRSP – But I would still consider them, as they do add to the ownership experience. To sum up, the GLA250 is a very attractive package- a premium German SUV that makes a lot of sense. It can be expensive with extra cost options, so tick boxes carefully. Autoreview by Veeno Dewan The Aviator is Lincoln’s re-entry back into the completive midsize luxury SUV segment, and slots in between the brands Nautilus and Navigator, offering seven-seat three-row capacity, a rear-wheel drive platform, and for the first time in a Lincoln, a plug-in hybrid powertrain, It’s hard not to call the Aviator one of the best looking Lincolns in a while, the signature rectangular grill has a top grade silver mesh finish, and there is a full width light bar at the e rear. The look is sleek, yet pleasingly substantial with just the right amount of chrome trim, meaty fenders and neat character lines. The Lincoln Aviator gets some added bling with either 21 or 22-inch wheels, and plenty of luxury options such as: 30-way adjustable front seats with massage feature, softclose doors, and a 28-speaker Revel Ultima 3D stereo system. And, not to mention a bundle of standard driver-assistance features and of course two versions of the semi-autonomous ls Co-Pilot360 system. Buyers can choose a twin-turbo V-6 engine or a plug-in-hybrid powertrain using the same V-6 on the Grand Touring hybrid model as tested. Punjab Chief Minister Amarinder Singh tells Centre to shun ego on farm laws Chandigarh (IANS): Making it clear that his government was totally opposed to the Centre’s farm laws, Punjab Chief Minister Amarinder Singh on Thursday urged the Government of India not to make a prestige issue out of it. Instead, immediately scrap the legislations and bring in new laws after fresh discussions on the issue with the farmers, he suggested. The Chief Minister also declared that “we will go to the Supreme Court if the President does not give assent to the state amendment bills”, which he said the Governor was still to forward them for presidential approval, even though the Vidhan Sabha had unanimously passed the Bills, with all parties voting for them. It was tragic, however, that the Akalis and AAP had later started playing political games on the issue, he added. Addressing the media on the completion of four years of his government, the Chief Minister declared he could not see any middle path to break the stalemate between the farmers and the Government of India. The Centre should scrap the farm laws, sit with the farmers and make new legislations in their place, he said. “What’s the use of making it a prestige issue?” he asked, asking the Centre, “How many more farmers do you want to kill (with your adamant stand)?” There are poor farmers

Amarinder Singh sitting out there, with women and elderly, he pointed out, adding that Punjab alone has lost 112 farmers’ lives since the agitation began. “The Constitution has been amended more than 100 times in the past, so why can it not be done again to scrap these laws?” he asked. The Chief Minister said he failed to understand why the Central government was trying to break the age-old time-tested relationship between farmers and arhtiyas. The new laws are not an improvement on the existing system but will destroy the farming sector, he said, asking where the poor farmers (comprising 75 per cent of Punjab’s farmers) would go in case of need once the arhtiyas or commission agents are replaced by big faceless corporates. Delhi does not understand agriculture, he further remarked, in response to a question on the new FCI policy

of direct payment to farmers, which he said he was not in favour of. In any case, said the Chief Minister, agriculture was a state subject and the Centre had no right to legislate on the matter. He flayed the Central government for trying to destroy the federal structure enshrined in the Constitution by encroaching on state powers. On the governor’s inaction on the state bills, the Chief Minister asked, “Are we a democracy or not?” Punjab took a unanimous decision and the Governor had no business to sit on the files, which it was his duty to forward to President for assent under Article 254 (2) of the Constitution. He recalled that in the matter of the Land Acquisition Act, the BJP-led Gujarat government had also similarly passed amendment bills, which the then President had consented to.

In a reply to a question in the Rajya Sabha, Minister of State for Health and Family Welfare, Ashwini Kumar Choubey, said 58.38 million vaccine doses have been dispatched to foreign countries from India. Bangladesh has emerged as the biggest beneficiary, receiving 9 million doses from India. Other recipients include India’s neighbours such as Afghanistan, Bhutan, Nepal, and Myanmar, North American nations such as Canada and Mexico, Gulf nations such as Saudi Arabia, Oman, Kuwait, and the UAE, Caribbean islands such as St Lucia and St. Vincent & Grenadines, European nations such as the UK and Serbia, South American nations such as Brazil and Suriname, African countries such as Kenya, South Africa and Rwanda, and many others. In press release on January 19, the Ministry of External Affairs had stated: “Immunisation programme is being implemented in India, as in other countries, in a phased manner to cover the healthcare providers, frontline workers and the most vulnerable. Keeping in view the domestic requirements of the phased rollout, India will continue to supply COVID-19 vaccines to partner countries over the coming weeks and months in a phased manner. Drone movement from Pak spiked amid farmer protests: Punjab CM Chandigarh (IANS): Taking serious note of the perceptible increase in drone movement from across the international border since the farmers’ protests started gathering heat in October 2020, Punjab Chief Minister Amarinder Singh on Thursday declared that “as long as I am here, no Khalistani or Pakistani or any other terrorist activity will be allowed to disturb the peace of the state.” Terming the national security threat perception real, the Chief Minister said he had met Union Home Minister Amit Shah amid the farmers’ agitation to discuss this grave issue and to ask him why Central forces could not be provided adequate equipment to locate and shoot down the drones. Currently, the Khalistani cells in Punjab were dormant but they were being fed with weapons via the drones to activate them to create trouble, said Amarinder Singh, vowing to break the back of this movement.

Any breach of the Punjab border was a breach of national security, said Amarinder Singh, while interacting with media on the completion of four years of his government. While a large number of weapons had been seized near the borders, what was the cause of worry was those which had not been caught, he said, adding “I am worried about where those are.” Giving details of the arrests and seizures since his government took over in March 2017, the Chief Minister said 333 modules of terrorists and gangsters had been busted, while 3,472 militants and gangsters had been arrested. Ten drones had been picked up, in addition to 2,000-odd weapons, including rifles, revolvers, pistols, etc., hand grenades, RDX and other explosives, walkie talkies and satellite phones. As many as 11,000 rounds of ammunition had also been seized, he said. These are not small numbers for a small state like Punjab, he added.

Punjab extends night curfew in nine districts

Chandigarh (IANS): As active COVID-19 cases in the state surge, with daily positivity rate climbing to over five per cent, Punjab Chief Minister Amarinder Singh on Thursday extended the night curfew in nine worst hit districts by two hours daily, starting at 9 p.m. Also, he clarified that, if required, he would go for more stringent measures to limit its spread in the days to come. The nine districts where the night curfew has been extended are Ludhiana, Jalandhar, Patiala, Mohali, Amritsar, Gurdaspur, Hoshiarpur, Kapurthala and Ropar, all daily getting 100 plus positive cases. These nine districts earlier imposed night curfew from 11 p.m. to 5 a.m., while other districts have been asked to assess the situation and take action accordingly. “COVID is in very dangerous situation in Punjab again. Yesterday 2,039 positive cases were reported and there were 35 deaths. A day earlier there were 40 deaths in state,” the Chief Minister said.

At the same time, he clarified that he was not in favour of restricting movement of the people at the religious places. During Prime Minister Narendra Modi’s virtual COVID-19 review meeting with chief ministers of all states, Amarinder Singh on Wednesday urged the Centre to review its immunisation strategy to vaccinate all age groups in selected areas, while announcing a stricter policy to deal with the problem. The Chief Minister also called for occupation-based immunization for school and college students and teachers, judges, bus drivers and conductors, etc., to pave the way for normalisation of crucial activities and check superspreaders. He advocated early opening of the courts to end the wait for justice for citizens, and also of schools and colleges to bridge the gap between poor and affluent families in terms of education. Sidhu meets Amarinder over tea, may return as minister New Delhi/Chandigarh (IANS): Navjot Singh Sidhu is likely to be re-inducted into the Punjab cabinet, sources said, hours after the cricketer-turned-politician met Chief Minister Amarinder Singh at his Mohali farmhouse for tea on Wednesday. Party sources say that Sidhu will be given two portfolios to keep him in good spirits and the formula was suggested by the Congress leadership to adjust him. Sidhu wanted his old portfolios, but the Congress leadership has pacified and convinced him to agree to an amicable formula. Sports Minister Rana Gurmeet Singh Sodhi, who accompanied Sidhu, said there is no grudge between him and the Chief Minister. The meeting, held over evening tea, lasted for nearly 45 minutes. While there is no official word from the Chief Minister’s Office on it, the media advisor to the CM, Raveen Thukral, shared a picture of the two leaders on his Twitter handle with the caption, “A picture is worth a thousand words”. Simultaneously, Sidhu tweeted in his poetic style by saying, “Azad raho vicharoan se lekin raho sanskaroan se...” Sidhu had resigned from the Punjab cabinet in

MLA Khaira flouted COVID-19 SOPs, complains Enforcement Directorate New Delhi (IANS): In more trouble for MLA Sukhpal Singh Khaira of the Punjab Ekta Party, the Enforcement Directorate (ED) has sent a written complaint to the Senior Superintendent of Police (SSP) over Khaira violating the rules and protocols laid for COVID-19 patients. An ED official related to the development told IANS, “The agency has written to the SSP Kapurthala alleging that Khaira flouted the COVID-19 guidelines as Onkar Singh, the Personal Security Officer (PSO) of the MLA was found COVID-19 positive on March 12, four days after the PSO’s wife tested positive for the COVID-19 on March 8.” The ED searched the premises of Khaira on March 9. He said the ED wrote to SSP, Kapurthala on March 15. In the letter to the SSP, which has been viewed by IANS, the ED said that Khaira claimed that Singh was present at his ancestral premises in Bholath town on the day of the ED searches. It said, “Khaira violated the standard operating procedure by not ensuring mandatory quarantine of his PSO, whose wife ASI Raj Rani, is posted in Account Branch of the AIG CID, Jalandhar.” “This irresponsible behaviour of Khaira eventually led to Singh testing positive on March 12. This in turn jeopardised the health and security of all security personnel present at the gate, the ED officials present inside the premises and, who also got in touch with security personnel posted outside the premises.” The ED letter said that the financial probe agency follows all the SOPs [Standard Operating Procedures] mentioned by the Ministry of Home Af-

fairs. “And the lapses in the SOPs committed by Khaira as mentioned above have caused deep concern regarding the well being of ED officials and their families,” it added. The ED in its letter also alleged that Manish Kumar, PA of Khaira during the ED searches and his questioning, was in the habit of removing his face mask. In its letter the ED requested the Punjab Police to book Khaira for not complying with COVID-19 guidelines laid down by the government and jeopardising the well being of others around him. The ED on March 9 carried out searches at eight locations linked to Khaira in Chandigarh, Punjab and also at the property of his son-in-law in Delhi in connection with the drug money laundering and fake passport racket case. ED officials also carried out searches at the residence of Khaira’s son-in-law Inder Veer Johal here in Delhi. The ED official said that the searches at Khaira’s premises were linked to the drugs case that was registered in Punjab’s Fazilka after 1,800 grams of heroin, 24 gold biscuits, two weapons and some live cartridges, some Pakistani SIM cards were recovered. In that case, which was registered by the Punjab Police, conviction has already taken place. According to the ED, Khaira was associated with some of those convicted in this drugs case, and that was the reason why the financial probe agency carried out searches at his premises. In the fake passport racket case, Khaira has been associated with the people named in the case. Khaira is a legislator from Bholath and former Leader of Opposition.

Will fulfil all promises before going to polls: Amarinder Chandigarh (IANS): Promising to fulfill all the 2017 poll commitments before going back to the people in the 2022 Assembly elections, Punjab Chief Minister Amarinder Singh on Thursday said the Congress has no rival in the state, as neither the Akalis nor the Aam Aadmi Party (AAP) offer any competition. Vowing to “finish what we have started”, he assured Punjab’s people that his government will leave no stone unturned to fulfill every promise that the Congress made in the 2017 polls. More than 85 per cent of manifesto promises had already been implemented, he said out, adding that it was a record for any party in any state, and the previous record was held by Chandrababu Naidu in Andhra Pradesh for 81 per cent promises fulfilled. Listing his government’s biggest achievement as the maintenance of Punjabiyat in the state, which had witnessed no communal tension or trouble, Amarinder Singh said people want an environment where they can conduct their work or business in peace. “People will see our performance and management,” he said, responding to questions at a media conference to mark four years of his government. To questions about the promises of debt waiver for all farmers and Rs 2,500 a month to all unemployed youth, the Chief Minister said the fiscal constraints in the state, especially due to the unprecedented Covid situation, had pushed back his government in implementing some of the promises. But with revenue increasing, these would be fulfilled as soon as feasible, he said, reiterating that

he was committed to the implementation of all promises before the next polls. Already 564,000 lakh farmers had been relieved of their debts and currently farm labourers were benefitting from the waiver policy, he said. The Chief Minister further said all proposals made in the budget were based on realistic assumptions. Asked about Navjot Singh Sidhu’s “rehabilitation”, the Chief Minister said “everyone wants him to be part of our team.” He was hopeful that Sidhu, whom he had known since the latter was a kid and with whom he had a very cordial meeting even on Wednesday, would soon take a decision on joining back. He would also be happy to have Partap Singh Bajwa and Shamsher Dhullo as part of the team, he said, adding that while everyone has their own ambitions, it is up to the Congress President to decide. “In a difficult hour, you have to set aside your own ambitions and stand with the party,” he said. To a question on him leading the Congress and being its CM face in 2022, Amarinder Singh said it was for the party chief to decide. Asked about Prashant Kishor’s appointment, the Chief Minister responded that in a democracy every leader and party have a team of strategists. Replying to a question on EVMs versus ballot papers, he said he was among the first to oppose electronic voting machines as they can be fudged, which he had even proved to the Election Commission at one time. He pointed out that advanced countries like Japan, Sweden and the UK were not using EVMs.

725 paramilitary companies for poll-bound Bengal: CRPF chief New Delhi (IANS): A total of 725 companies of Central Armed Police Forces (CAPFs) will be deployed in poll-bound West Bengal, CRPF Director General Kuldiep Singh said on Thursday. He said that the operational strength of each company is 72 troopers, and that 495 companies have already been deployed in the state which will go for Assembly polls in eight phases -- March 27, April 1, April 6, April 10, April 17, April 22, April 26 and April 29. Addressing a press conference on the eve of the 82nd anniversary of the country’s largest

paramilitary force, the CRPF chief said 230 more companies will soon arrive in the state and will be deputed at specific places in West Bengal. He said 350-370 of the total companies are from his force. Singh, a 1986-batch IPS officer of the West Bengal cadre, said that deployment in the different phases of elections is being worked out. “It is pre-poll deployment, and the reason behind it is to boost security in the state so that anti-social elements and such activities could not occur,” he said.

Asked about the threat assessment, the DG said, “We supply support to the state authorities. Threat assessments are done by state authorities. They decide our deployment based on inputs.” “State authorities work on intelligence basis. We do not interfere in those matters. We provide support to the state authorities so that peaceful and successful elections could be held under the directions of the Election Commission.” The DG said that the CRPF is committed for

peaceful, free and fair elections wherever it is deployed by the Central government. He said: “The CRPF only provide support to the state authorities in maintaining law and order. We do not gather intelligence inputs.” Asked about the VIP security cover being provided to protectees in West Bengal, the DG said a total of 13 people enjoy the facility in the state. SUV case: Amid political row, Hemant Nagrale new Mumbai Police chief Mumbai (IANS): In a massive fallout of the SUV case, the Maharashtra government on Wednesday shunted out Mumbai Police Commissioner Param Bir Singh and replaced him with current Director General of Police Hemant Nagrale, Home Minister Anil Deshmukh announced. Senior IPS officer Rajnish Sheth has been entrusted additional responsibility as the DGP, while Singh will be posted as DGP, Home Guards. Shortly after taking over, Nagrale said it would be inappropriate to comment on the “under investigations cases” but assured that he would make all efforts to improve the image of the Mumbai Police. “The Police Department is passing through a rough

The situation turned grim with the subsequent death of Thane businessman Mansukh Hiran on March 5, the arrest and suspension of Mumbai Police official Sachin Vaze and a belligerent Bharatiya Janata Party clamouring for the scalp of Singh and others. According to political sources, while Deputy Chief Minister Ajit Pawar (NCP) wanted to wait for the ATS probe report, Chief Minister Uddhav Thackeray was keen on effecting a major shake-up in the police force after the two cases became a major embarrassment

for the state government. Even as Mumbai Police was probing the matter, the Centre stepped in and abruptly handed over the SUV case to the National Investigation Agency (NIA), while the Hiran death is being probed by Maharashtra Anti Terrorism Squad (ATS). Since both the cases are directly linked with wider ramifications, the NIA is likely to also take over the Hiran death matter from the ATS, official sources revealed. Late on Tuesday, the NIA seized a black Mercedes car which it said was used by Vaze, along with Rs 5 lakh case, a currency counter, some clothes and other things in the vehicles. WOULD you like to improve your physical endurance? An exercise routine is the answer. Being physically and mentally active leads to a longer life. But diet can help too. You can start “beeting” yourself to improved health simply by adding beets to your menu. You should also know that nitrates in beets can treat more than one medical problem. Atherosclerosis, thickening of the inside lining of arteries, decreases the flow of oxygenated blood to coronary arteries. This results in anginal pain or heart attack. For years researchers have known that nitroglycerine eases angina. But they had no idea why it dilated coronary arteries and increased blood flow to the heart. Then, three U.S researchers received the Nobel Prize for proving it was nitric oxide (NO) that caused arteries to dilate. Early in life the inner lining of arteries processes large amounts of NO. But as we age the amount of NO decreases, often with disastrous consequences. In 2009, a research team at the University of Exeter in England reported a surprising discovery. They showed that athletes who drank beet juice for six days improved their physical endurance by 16 percent while cycling. Equally amazing, beet juice was even more effective than physical training! The active ingredient in beets is nitrate. This becomes converted into nitrite and finally to nitric oxide which is continuously synthesized in the endothelium (the inside lining of arteries). Lay this exceedingly thin layer of endothelial cells on a flat surface and they would occupy an entire soccer field! Nitric oxide has been labelled the “miracle molecule” as it helps so many diverse medical problems. For instance, since it dilates coronary arteries it can help to decrease the pain of angina and lower blood pressure. Experiments show that NO also adds lubrication to the circulatory system. After all, it impossible to eat beets and direct them only to coronary arteries. Rather, NO travels to all organs and in the process prevents blood platelets, part of the clotting process, from stick together causing a heart attack. It also decreases chronic inflammation, another factor associated with coronary attack. Other research shows that NO lowers blood cholesterol, triglycerides, increases good cholesterol and lowers bad cholesterol. It also prevents bone destruction by osteoclasts. Today, millions of North Americans suffer from asthma due to inflamed, constricted, mucous clogged airways. Part of the problem is pollution and allergies. Experts at Hammersmith Hospital in London, England, report that NO helps to maintain a biochemical balance in the air passages, decreasing inflamed airways. Another major problem worldwide is the epidemic of Type 2 diabetes. This disease causes insulin resistance, making it hard for glucose to enter cells. High blood sugar gradually destroys the circulatory system triggering a series of problems, the big one atherosclerosis. Decreasing the amount of blood to organs results in blindness, kidney failure, leg amputations and heart attack. NO helps to control these problems. What can you do to increase NO? Losing weight and exercising boost NO levels. But people with unhealthy endothelial cells may have diminished nitric oxide bioactivity as compared to those in good health. So why not improve the diet with foods rich in nitrate? Adding more beets is good advice. Other foods with a high content of NO include leafy green vegetables such as spin-

ach, wild radish, kale and swiss chard. You don’t like any of these vegetables? Try dark chocolate and wine. Both increase NO. But remember moderation. If you are interested in a safe, natural supplement, then NEO40 is yet another option.
