UBC Okanagan security guard who was killed identified as Harmandeep Kaur, 24 THE UBC Okanagan security guard who sustained life-threatening injuries when she was allegedly assaulted at the university early Saturday morning and who later passed away at Kelowna General Hospital has been identified as 24-year-old Harmandeep Kaur. Kelowna RCMP said on the weekend that their initial investigation suggested a man working at the university assaulted a security guard. He was arrested under the Mental Health Act. They said they were working with the university to investigate the alleged assault and that there was no risk to the public. “It is with an extremely heavy heart that we are mourning the loss of one of our own,” Paladin Security said in a tweet. “She was an amazing person who worked hard to make the local community a safer place.” Kelowna City Councillor Mohini Singh told the media that she wanted to know why Kaur was working the night shift alone. She also wanted to know that if the alleged assailant had a mental health issue, why was he allowed to work at the university where there are so many young students. SHARIF Mohammed Bhamji is �iling a Canadian Human Rights Commission complaint against TD Bank for being denied service while trying to open a bank account. Bhamji is a single father and a member of the Heiltsuk First Nation. He is also Muslim, and he lives in Surrey with his nine-year-old daughter. In May 2021, Bhamji tried to open a bank account at a TD branch in Clayton Heights near his home. When he presented his new Indian status card with his name and picture on it, the bank denied him service, claiming the card was fake. They also called the police, who later went to Bhamji’s house. Maxwell Johnson and his 12-year-old granddaughter were handcuffed in Vancouver by police when Bank of Montreal reported that Johnson was fraudulently trying to open a bank account for his granddaughter. BMO suspected their ID was fake as well. “TD had no reason to deny Sharif service, except that

they didn’t think a status card with a Muslim name could be legitimate,” said Marilyn Slett, elected Chief of the Heiltsuk Nation. “From the Max Johnson case to this one, it’s clear that banks like TD still have a lot of learn. ‘Banking while brown’ can be a dangerous activity for BIPOC [black, Indigenous and people of color] customers, and TD must take steps to ensure this never happens again.” “TD Bank must take immediate steps to rectify this gross demonstration of blatant institutional racism,” said Grand Chief Stewart Phillip, President of the Union of BC Indian Chiefs (UBCIC). “We stand with Sharif Mohammed Bhamji and his family during this dif�icult time and applaud them for taking this action. Charges laid in break-and-enters at Hindu, Jain and Sikh places of worship in Brampton and Mississauga There is no indication that these crimes are hate-motivated ONTARIO’S Peel Regional Police announced on Friday that their investigators from the 21 Division Criminal Investigation Bureau have laid a total of 78 charges against three men, after a series of breakand-enters occurred at places of worship, from multiple faiths, in Brampton and Mississauga. Investigators are continuing to search for a known fourth suspect while a warrant for his arrest is being sought, and are urging him to speak with legal counsel and arrange to speak with officers. A Peel Regional Police spokesperson told

The VOICE that there were nine Hindu temples, two Jain temples and two gurdwaras. “There were multiple faiths that were affected,” he added. Between November 2021 and March 2022, the suspects gained access into buildings, proceeded to remove cash from donation boxes inside of the premises, and subsequently fled the area. Numerous officers were assigned to the investigation, and on March 3, 2022, the following individuals were arrested and subsequently charged: * Jagdish Pandher, a 39-year-old man from Brampton

* Gursharnjeet Dhindsa, a 31-year-old man from Brampton * Parminder Gill, a 42-year-old man from Brampton, Each of them have been charged with: – Disguise with intent (13 counts) – Break, enter and commit an indictable offence (13 counts) All three men will appear at the Ontario Court of Justice in Brampton on Friday for a bail hearing. Police said that at this time, the investigation is still ongoing and there is no indication that these crimes are hate-motivated.

However, all possible motives will continue to be considered as this investigation progresses. First collective agreement for Surrey Police Service officers A first collective agreement has been reached between the Surrey Police Union (SPU), which represents the sworn police officers of Surrey Police Service (SPS), and the Surrey Police Board (Board), which employs all SPS staff. This is a significant milestone and offers SPS police officers and new hires a guiding document for compensation, benefits and working conditions with Canada’s newest police service. This collective agreement provides SPS police officers, from the rank of constable to staff sergeant, with an employment package that focuses on employee wellness and competitive compensation. The principles of the agreement are in alignment with the Board’s compensation philosophy and SPS’s strategic priority of “Employee Development and Wellness”.

Man dies from self-inflicted injury in Surrey’s Guildford area ON Monday at approximately 7:20 p.m., Surrey RCMP responded to the report of a person slumped over in a vehicle bleeding. Police attended and located a man in a vehicle at the intersection of 143 Street and 104 Avenue in Guildford suffering from an apparent gunshot

wound. The 31-year-old male was taken to hospital and succumbed to his injury. Surrey RCMP’s General Investigation Unit has assumed conduct of the investigation and initial indications are that it was a self-inflicted injury.

“We would like to express our deepest condolences to the family and friends of this man,” said Surrey RCMP Media Relations Officer Constable Sarbjit K. Sangha. “Out of respect for his loved ones we will not be releasing any further information about this incident.”

Next day appointment at BLS Surrey: Vancouver’s Indian Consulate General VANCOUVER’S Consulate General of India says in a press statement that it has been receiving requests for out-of-turn appointments for submission of visa applications from those who need to travel to India in emergency situations like critical illness of relatives, medical treatment, etc. “It is reiterated that all such applications also have to be submitted to BLS Services International Ltd. (BLS) by taking prior appointment on their website www.blsindia-

canada.com,” the statement pointed out. “In order to cater to these requests from applicants, BLS has started opening a limited number of appointment slots for the next business day at their Surrey location. These slots are available from around 7 p.m.7:30 p.m. on every business day and can be booked online on the abovementioned website of BLS,” the Consulate General of India added. “Applicants are encouraged to avail these

appointment slots to submit visa applications for urgent travel to India. “It is also brought to the notice of the applicants that there are many travel agents who make false promises of ensuring confirmed

Thailand files extradition request with Canada for one of Jimi Sandhu’s alleged killers THAILAND’S Bangkok Post reported on Monday that that an application had been filed for the extradition of Matthew Dupre, one of the two alleged killers of Indian gangster Jimi Sandhu who was gunned down in Rawai, Phuket, on February 4. The newspaper said that Prayuth Petchkhun, the deputy spokesman of the Office of the Attorney General (OAG), said that Dupre was arrested in Edmonton, Alberta, on February 20.

The suspects: Matthew Leandre Ovide Dupre and Gene Karl Lahrkamp. Canadian police have not made any announcement about Dupre’s arrest though sources confirmed his arrest last week to The VOICE. This could be for security reasons as gang rivals will be out to take revenge. Police sources had confirmed to The VOICE that Sandhu still had connections here even after being deported from Canada in early 2016. While appealing an Immigration and Refugee Board order to deport him to India because of his criminal background, Sandhu had denied that he had killed Red Scorpions’ gang leader Matthew Campbell, 31, of Abbotsford in January 2014. Sources said he was aligned with the UN Gang that is in conflict with the Brothers Keepers. “Mr Dupre was being held in detention by the Alberta Court, pending the court’s decision on Thailand’s extradition request,” Bangkok Post reported, adding: “Mr Prayuth said the OAG was working on bringing him back to stand trial.” Prayuth told the media that Dupre left Phuket for Canada on February 6 and an arrest warrant was issued for him on February 11. The Royal Thai Police Office contacted the OAG seeking his extradition four days later. The Alberta Court issued an arrest warrant for him on February 17. The VOICE had reported online on February 13 that Thai police had identified the alleged killers of Sandhu as Canadian nationals Gene Karl Lahrkamp, 36, and Matthew Leandre Ovide Dupre, 36, and had issued arrest warrants for them. Thai media reported that the police contacted Interpol on February 12 to request a Red Notice for their arrest. Thai police had told the media at the time that the two alleged killers flew from Phuket to Bangkok and left Suvarnabhumi Airport on February 6, with Dupre flying to Amsterdam and Lahrkamp to Frankfurt. Police released their photos to the media that were also posted on our website. Dupre apparently flew to Canada from Amsterdam. Canada announces $100 million humanitarian assistance to Ukraine HARJIT S. Sajjan, Minister of International Development and Minister responsible for the Pacific Economic Development Agency of Canada, on Tuesday announced additional humanitarian support to respond to immediate needs arising from the Ukraine crisis at the virtual joint launch of the Humanitarian Flash Appeal and the Regional Refugee Response Plan for Ukraine. The government said that Canada stands united with those affected by the conflict in Ukraine, which is why it’s announcing an additional $100 million in humanitarian assistance to help experienced partners address the most pressing humanitarian needs on the ground in Ukraine and neighbouring countries. This support will help provide emergency health services (including trauma care), protection, support to displaced populations and essential life-saving services such as

shelter, water and sanitation, and food. Canada will continue to work with partners, including the United Nations and non-governmental organizations, to see what more it can do to assist those impacted by this conflict. Sajjan said: “The lives of the children of Ukraine have been thrown into chaos. Their classrooms have been replaced by bomb shelters. Their playgrounds have become battlefields. Their beds have become the hard ground. As Canadians, we have stepped up and will continue to do so. That is why today, Canada will be supporting this appeal by providing $100 million in funding for humanitarian assistance for the people of Ukraine and those who have been forced to flee to neighbouring countries. We will continue to be there for our Ukrainian friends and partners during this difficult time.”

Canada sending additional $25 million military aid to support Ukraine FOREIGN Affairs Minister Mélanie Joly and National Defence Minister Anita Anand have announced that Canada will be sending an additional $25 million in military aid to support Ukraine in its efforts to retain sovereignty, territorial integrity and independence. This aid is in response to Ukraine’s direct request to Canada for further protective equipment, and could include items such as helmets, body armour, gas masks and night vision gear. The Canadian Armed Forces (CAF) will support the latest donation of aid announced on Monday by providing two C-130J tactical airlift aircraft and a team of 40-50 personnel to contribute to NATO efforts in Europe for a period of at least two weeks, with continued requirement being reassessed. These aircraft will depart Canada in the coming days. The final destination of CAF aircraft will not be disclosed at this time to ensure the safety of the personnel. The Government of Canada said it continues to condemn the Russian government’s aggressive actions and calls on Russia to cease its military actions and withdraw from

Ukraine. Canada will continue to take action to stand with Ukraine as they fight for freedom and the right to choose their own future. Joly said: “Canada stands united with the Ukrainian people, who have demonstrated immense courage and resolve in the face of tyranny. We are working with our allies to ensure Ukrainian military personnel are properly equipped and together with our partners in Poland, we are working to deliver necessary military materials without delay. We will continue to provide support to the Ukrainian people as they fight to defend their nation and its freedom.” Anand said: “Canada stands with Ukraine as it meets Putin’s horrifying aggression with strong resistance. At Ukraine’s request and in coordination with NATO allies, we are providing additional non-lethal aid and Canadian Armed Forces airlift to bolster our Ukrainian friends’ ability to defend their right to exist. “In the hours, days and weeks to come, we will continue to work with partners and allies to respond to Putin’s unwarranted aggression against Ukraine and to defend the rulesbased international order.”

G7 foreign ministers condemn Russian attacks on Ukrainian civilians, civilian infrastructure “We underline that any purported change of status achieved by Russia’s renewed aggression will not be recognized” THE following statement was released by the G7 foreign ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States of America, and the High Representative of the European Union: WE, the G7 Foreign Ministers of Canada, France, Germany, Italy, Japan, the United Kingdom, and the United States of America, and the High Representative of the European Union reiterate our profound condemnation of Russia’s unprovoked and unjustifiable war of choice against Ukraine, enabled by the Belarussian government. Russia must immediately stop its ongoing assault against Ukraine, which has dramatically impacted the civilian population and destroyed civilian infrastructure, and immediately withdraw Russia’s military forces. With its further aggression, President Putin has isolated Russia in the world, as evidenced by the overwhelming vote at the United Nations General Assembly condemning Russia’s aggression and calling upon it to withdraw its forces immediately. Suspect in poppy donation box theft arrested THE suspect in three Burnaby poppy donation box thefts from last November has been arrested and will face charges in court. Last November, just days before Remembrance Day, three poppy donation boxes were stolen in North Burnaby. Burnaby RCMP released video and photos of the suspect. Police identified a suspect quite quickly and a warrant was issued for a 57-year-old man with no known fixed address. On Friday, February 25, the suspect was arrested for an unrelated theft by Port Moody Police. He was subsequently arrested for three separate Burnaby warrants. Along with this theft, there were two other outstanding Burnaby theft warrants dating back to May and July of 2021. The suspect now faces multiple charges of theft in several Lower Mainland jurisdictions.

BC Real Estate Association, Boards publish sweeping recommendations for government THE British Columbia Real Estate Association (BCREA) announced on Monday that with support from the province’s real estate boards it has published a white paper and series of sweeping recommendations for the BC government aimed at addressing current concerns with the province’s housing market, the real estate transaction process and consumer protection. The white paper, called A Better Way Home: Strengthening Consumer Protection in Real Estate, offers more than 30 recommendations spanning four areas: addressing housing supply issues, enhancing consumer protection in real estate transactions, evolving the real estate sector and contributing to the creation of a world-leading regulatory structure. It incorporates findings from seven focus groups with consumers and realtors, years of survey data, and a detailed analysis of economic and secondary literature, including the impacts of attempted housing market interventions worldwide. “BCREA shares consumer and government concerns that current housing market conditions are untenable. Our recommendations include long-term measures to create more housing options for British Columbians, as well as immediate steps to give consumers in the market today more peace of mind,” said BCREA Chief Executive Offi-

Hyde. “As the voice of BC’s 24,000 realtors, we want consumers to have full confidence in real estate transactions.” BCREA’s recommendations to support consumer confidence in real estate transactions include: * Giving buyers time to research a property before making an offer by introducing a mandatory “pre-offer period” of a minimum of five business days from when a property is first listed. While A Better Way Home is based on years of feedback, data and market analysis collected by BCREA and regional real estate boards, the BCREA said it has published it in response to the government’s announced plans to introduce a mandatory “cooling off period” in real estate transactions as soon as this spring. The BCREA said it is deeply concerned that this decision was made without first conducting thorough public consultations with the real estate sector and consumers, a problem statement or supporting rationale. BCREA said it supports measures to increase consumer protection in real estate transactions, but it must be done in a way that is evidence-based, regionally nuanced and considers buyers, sellers and changing market trends. Without these best practices, policies are likely to result in unintended negative consequences for consumers and the real estate market as a whole. “A ‘cooling off period’ is not the answer to alleviating the stresses consumers are cur-

rently facing in real estate transactions,” said Hyde. “It won’t stand the test of changing market conditions, regional market differences and doesn’t equally serve buyers and sellers. It also does nothing to address the root of BC’s housing affordability problem; namely, lack of supply.” An analysis of “cooling off periods” in other global jurisdictions has shown the policy to be ineffectual at best. The provincial government announced plans for a “cooling off period” in real estate transactions on November 4, 2021, without broad consultation with the housing sector. BCREA said it strongly believes that consumer interests are best served when the government invites in-depth input from housing sector stakeholders before announcing potential policies. “With access to extensive data and expert analysis on housing market conditions, on-the-ground insights into consumer experience, close working relationships with other housing sector stakeholders, and a commitment to enhancing consumer confidence in the realtor profession, BCREA is uniquely positioned to support the government in identifying a ‘better way home’ for all British Columbians,” said Hyde. Surrey residents asked not to cut city trees THE City of Surrey kicks off a campaign reminding residents not to cut trees along streets or in parks. These trees are pruned and maintained on a schedule by certified arborists. City trees are typically pruned every three years until the age of nine and every five years thereafter. City arborists prune over 1,600 trees each month. “We are asking residents to leave pruning or cutting of trees to professionals,” said Neal Aven, Manager of Parks. “Trees are valuable

assets that require investment in proper care. The City of Surrey uses professional, trained arborists to properly maintain trees for the safety of the public and the health of the trees.”

Surrey RCMP arrest two and seize loaded handgun following traffic stop SURREY RCMP seized a loaded handgun and arrested two men, one who was wanted on a Canada-wide warrant for human trafficking, following a traffic stop last week. On February 25 at 11:18 p.m., the Surrey RCMP Gang Enforcement Team conducted a traffic stop in the 13200-block of old Yale Road. The driver and passenger attempted to flee on foot, but didn’t make it far before they were arrested. Police said that as the driver attempted to flee, he dropped a loaded handgun and SGET officers took possession of the firearm. The passenger was arrested a short distance away with assistance from the Metro Vancouver Transit Police. The driver, 27-year-old Loukman Abdullah of Montreal, has been charged with several firearms offences, including possession of a loaded prohibited or restricted firearm and willfully obstruct police.

Abdullah has been remanded in custody. The passenger, 33-year-old Mali Jean of Burnaby, was arrested and further investigation into his identity lead to the discovery that he was wanted on a Canada-wide warrant for human trafficking. He has been held in custody until his next appearance in court. “This is just one example of how proactive police work can help disrupt criminal activity, and in this case, take two suspects and a loaded firearm off our streets,” said Constable

BURNABY RCMP’s Criminal Collision Investigation Team have arrested a suspect in a 2018 hit-and-run. On Sunday, March 4, 2018, at 8:54 p.m., a pedestrian was struck by a vehicle in the 7400-block of Gilley Avenue. The 68-year-old pedestrian was transported to hospital in critical condition. The vehicle that struck the pedestrian did not remain at the scene. The preliminary investigation revealed that the involved vehicle was likely red in colour and would have damage to the front of

Audit finds BC Housing’s COVID-19 property purchases met required approvals, policies BC Housing’s purchases of nine properties for temporary housing in response to the COVID-19 public health emergency met all procedural requirements and were completed within the government’s approved budget, the Office of the Auditor General of B.C. reports. The audit looked at the processes BC Housing followed when it purchased nine properties – five in Vancouver and four in Victoria – during a 13-month period between 2020 and 2021 at a combined cost of $221 million. “These purchases were challenging due to the nature of the pandemic and tight time frame,” Auditor General Michael Pickup said. “Our audit found that all of the approval requirements were met and certi-

The nine purchases complied with relevant approval processes required by government and BC Housing’s internal policies. Conor D’Monte wanted for murder of Kevin LeClair arrested in Puerto Rico THE Combined Forces Special Enforcement Unit (CFSEU-BC) announced on Friday evening that it has been advised that Conor D’Monte, a fugitive who has been the focus of a sustained international manhunt for over a decade for the murder of Kevin LeClair, has been arrested in Puerto Rico. In 2008 and 2009, the Lower Mainland of British Columbia was in the midst of some of the worst gang violence in its history. The two main rival groups, the Red Scorpions and the United Nations, were openly shooting each other’s members and innocent victims were killed in the crossfire. Police agencies across the region began joint investigations into the members and the groups, which culminated, over time, in the arrests and convictions of dozens of gang members and their associates. In February 2009, Kevin LeClair, a Red Scorpions gang member, was murdered in a brazen daylight shooting at a strip mall in Langley. While Kevin LeClair’s murder was one of many, it prompted one of the longest and most involved joint investigations in CFSEU-BC’s history, one that continues to this day.

The violence associated to the United Nations gang, including the murder of Kevin LeClair, resulted in the CFSEU-BC and Integrated Homicide Investigation Team (IHIT) joining forces. As a result of the combined efforts, between 2008

and present, there have been 18 arrests and 12 convictions of UN gang members and associates for serious offences, including murder and conspiracy to commit murder. One of those people charged with the murder of LeClair is D’Monte, a high-ranking UN gang member. CFSEU-BC, IHIT and Canadian authorities will now work with the Canadian Government and Puerto Rican authorities to confirm that the man arrested in Puerto Rico is Conor D’Monte and then, once confirmed, arrange for D’Monte’s extradition to Canada, so court proceedings against him can begin. “CFSEU-BC, IHIT, and numerous law enforcement partners worldwide, with the support of programs like Crime Stoppers and the BOLO Program, have relentlessly pursued Conor D’Monte to hold him accountable for his alleged involvement in the murder of Kevin LeClair and the gang violence that plagued British Columbia for years”, said Assistant Commissioner Manny Mann, CFSEU-BC Chief Officer. “The work to hold those accountable for their involvement in violent gang activity and to bring closure to the

Vancouver Police seek witnesses and victims to violent attacks against women VANCOUVER Police are appealing for victims and witnesses after a 38-year-old man allegedly attacked at least five women and caused thousands of dollars in property damage during a 40-minute crime spree in Vancouver’s Fairview neighbourhood Saturday afternoon. “Once again, these attacks appear completely unprovoked, and they must have been terrifying for everyone involved,” said Constable Tania Visintin on Sunday. “We believe there are more victims, and likely dozens of witnesses, who have information and cell phone video footage that can help the police investigation.” Vancouver Police began receiving 9-1-1 calls around noon on Saturday, reporting a man, possibly in psychosis, who was smashing glass and destroying property near Vancouver General Hospital at Oak Street and West Broadway.

The suspect allegedly approached a 40-yearold woman in her car, made shooting gestures, banged on the vehicle, and tried to open the car door. When she drove away, the suspect allegedly chased the vehicle down the street. Thirty minutes later, the suspect allegedly chased joggers near the entrance of an apartment building. The joggers, who have not been identified, managed to seek refuge inside the building, but the suspect allegedly smashed the front door in an attempt to pursue them. A woman who witnessed that incident was then accosted by the suspect, who allegedly cornered her and demanded her phone. Moments later, the suspect approached a woman who was walking on Oak Street, and allegedly assaulted her by grabbing her by the hair and punching her. The 25-year-old woman

broke free with the help of a bystander and fled to a building with a number of other frightened people, but the suspect allegedly pursed them through the hallways and stairwells of the building while threatening them and brandishing a large piece of broken glass. Police are looking for that bystander to come forward to assist with the investigation. VPD officers responded from across the city and located the suspect outside a building near Oak Street and West 10th Avenue. He was arrested following a brief struggle and taken to hospital to get treatment for glass cuts, and because officers believed he was in psychosis. “Thankfully, nobody was physically injured during these frightening incidents, however VPD Victim Services staff are working with all of the victims to lend support and deal with the emo-

tional trauma that will likely follow,” said Visintin. “So far investigators have identified five victims, but we believe there are more victims, and dozens of witnesses, who fled in fear before VPD officers arrived.” On Monday, police announced that Cole Stanley Martin, 38, of Vancouver had been charged with multiple criminal offences in connection with this case. He appeared in court Monday morning and was charged with two counts of assault with a weapon, one count of assault, one count of assaulting a police officer, three counts of uttering threats and one count of break-and-enter. 18 arrests over past three weeks at border protests, multiple ongoing investigations: Surrey RCMP SURREY RCMP in an update on Tuesday said that all roads surrounding the Pacific Border Crossing are open and accessible to all members of the public. As of February 27, all police check points that were set up in the area of the Pacific Border Crossing have been removed. Surrey RCMP remains actively engaged with business owners in the area who

Latest changes to border measures: Health Canada LAST month, the Government of Canada announced a series of adjustments to the current border measures, representing the beginning of a phased easing of travel restrictions. Health Canada and the Public Health Agency of Canada say that as of February 28, some of the adjustments include changes to: Pre-entry testing Unless otherwise exempt, all travellers 5 years of age or older, whether entering by air, land, rail or marine vessel, regardless of how long they were away from Canada, must provide proof of an accepted type of pre-entry COVID-19 test result: * a valid, professionally administered or observed negative antigen test taken outside of Canada no more than one calendar day before their scheduled departure flight or their arrival at the land border or marine port of entry (Positive antigen tests will not be accepted as proof of a prior positive infection); * a valid negative molecular test taken no more than 72 hours before their scheduled departure flight or their ar-

42% of drivers admit to still using their phone behind the wheel: Survey ICBC on Tuesday announced that a new Ipsos survey reveals that 42% of drivers admit they still use their phone at least one out of every 10 trips. Yet of those B.C. drivers surveyed, 93% believe it’s highly risky to text while driving and 84% believe it’s highly risky to talk while holding a cell phone and driving. Using electronic devices, like smart phones, is one of the most common and riskiest forms of distracted driving and increases the possibility of a crash by five times. In fact, any activity that reduces a driver’s ability to focus on the road or control their vehicle puts the safety of other road users at risk, noted ICBC. On Tuesday, ICBC and police launched a month-long campaign urging drivers to leave their phone alone while driving. Police are ramping up enforcement of distracted driving across B.C., and community volunteers are conducting Cell Watch deployments to remind drivers to keep their eyes on the road when they’re behind the wheel. Distracted driving accounts for more than one in four fatal crashes each year. It’s the second leading contributing factor in traffic fatalities in B.C., behind speeding and ahead of impaired driving,

and on average factors in 76 deaths annually. Drivers can do their part by avoiding distractions and encouraging others to do the same. Plan ahead and make sure you have everything you need before hitting the road, avoid looking at or interacting with screens and stay focused on the road when you drive, said ICBC. Mike Farnworth, Minister of Public Safety and Solicitor General, said: “While vehicles provide a crucial role in the daily economy of British Columbians, crashes are a reality on our roads, and driving remains a privilege. With a quarter of traffic fatalities caused by distracted driving, there is absolutely no excuse for it. The safety and well-being of fellow British Columbians needs to be the priority on our roads.”

Illegal Burnaby drug dispensary shut down after allegedly selling to youth AN illegal dispensary selling cannabis and other drugs has been shut down after an investigation by Burnaby RCMP. Officers were contacted by a concerned community member in mid-February after a teenager allegedly bought cannabis from inside a business near Hastings Street and Beta Avenue. The store had exterior signage indicating it was a tattoo studio, but was operating without a business license, and was set up as a drug dispensary inside. On February 18, members of Burnaby RCMP’s Community Response Team

(CRT), with assistance from Burnaby bylaw officers, executed a search warrant at the location. Officers seized cannabis products, magic mushrooms (psilocybin), and suspected MDMA. The dispensary has now been shut down. “It is of particular concern to our officers and to the

community that an underage teenager was allegedly able to purchase drugs from this location,” said Cpl. Mike Kalanj on Thursday. “The purchase and use of illegal and unregulated drugs creates serious health and safety risks. This is particularly worrisome when youth are involved.” While cannabis is legal to purchase and consume in Canada, there are strict regulations in place, including where products can be purchased. You must also be 19 years or older to buy, use, or possess non-medical cannabis in B.C.

United Nations (IANS): The UN General Assembly on Wednesday voted overwhelmingly to censure Russia’s invasion of Ukraine, while India abstained on the vote “in view of the totality of the evolving situation”. The 141 votes that the resolution — more than two-thirds of those voting — received was a diplomatic blow to Moscow. Only five countries voted against the resolution, while 35 abstained and 12 absented themselves. “India has been deeply concerned over the rapidly deteriorating situation in Ukraine and the ensuing humanitarian crisis,” India’s vote, Permanent Representative T.S. Tirumurti said while explaining India’s vote. He said: “India supports the international community’s call for an immediate ceasefire. We also support safe humanitarian access to conflict zones. We remain firm in our conviction, that differences can only be resolved through dialogue and diplomacy.” This was the fourth abstention by India on a vote on the Ukraine issue at the UN — the other three at the Security Council where India is an elected member. Stymied by the Russian veto at the Council on a resolution condemning Russian invasion and demanding the withdrawal of its troops, the Council voted on Sunday to refer the issue to the General Assembly. The resolution does not carry the same teeth as a Council resolution would have, but it has moral and political weight, scoring a diplomatic victory for the US and

their allies — but most of all for Ukraine. The 141 votes were 41 more than the 100 votes that a similar resolution on Russia’s takeover of Crimea in 2014. UN Secretary-General Antonio Guterres said after the vote: “The message of the General Assembly is loud and clear: End hostilities in Ukraine — now. Silence the guns now. Open the door to dialogue and diplomacy — now.” “The brutal effects of the conflict are plain to see. But as bad as the situation is for the people in Ukraine right now, it threatens to get much, much worse. The ticking clock is a time bomb,” he said. Tirumurti spoke of Prime Minister Narendra Modi’s efforts to promote diplomacy to end the Ukraine crisis. He said: “We remain firm in our conviction, that differences can only be resolved through dialogue and diplomacy. Prime Minister Modi has unequivocally conveyed

this in his discussions with world leaders including of the Russian Federation and Ukraine. He underscored the urgent imperative for humanitarian access and movement of stranded civilians.” “India urges that all member states demonstrate their commitment to the principles of the UN Charter to international law in respect of sovereignty and territorial integrity of all states. Keeping in view the totality of the evolving situation, India decided to abstain,” he said. The UAE, which had abstained along with India and China at the Security Council, however, voted for the resolution at the General Assembly. Pakistan, Bangladesh and Sri Lanka also abstained, while Nepal, Bhutan and the Maldives voted for the resolution. Bhutan’s vote was a surprise as it has a special relationship with India and coordinates its foreign policy decisions with it. Among the former Soviet

republics, Kyrgystan, Kazakhstan, Armenia and Tajikstan abstained. Reflecting the sentiments of some of those abstaining, South Africa’s Permanent Representative Mathu Joyini said her country abstained because the resolution would have driven a deeper wedge between the parties while it should have welcomed the talks between Russia and Ukraine and given more prominence to the role of the UN. Tirumurti said that because of the humanitarian situation: “India has already dispatched humanitarian assistance to Ukraine. This includes medicines, medical equipment and other relief material. We are sending more such tranches in the coming days.” Expressing “deepest condolences” to the family of Naveen Shekharappa Gyanagoudar, the Indian student killed on Tuesday in Kharkiv, “and to that of each and every innocent civilian who has lost his or her life in this conflict”, Tirumurti said that India “demands safe and uninterrupted passage for all Indian nationals, including our students who are still stranded in Ukraine, particularly from Kharkiv and other cities in the conflict zones”. Gyanagoudar, 21, from Karnataka was a fourth-year medical student at the Kharkiv National Medical University. The Indian Express reported that the student’s hostel mate, Sridharan Gopalakrishnan from Chennai, said: “Naveen was shot dead around 10.30 am Ukrainian time today. He was standing in the queue before a grocery shop when the Russian army fired at people.”

Unanimous support for efforts to bring back all Indians from Ukraine: Jaishankar

New Delhi (IANS): External Affairs Minister S. Jaishankar on Thursday said that all members of the Parliamentary Consultative Committee on Ministry of External Affairs (MEA) gave a strong and unanimous support to the government for its efforts to bring back all Indians from Ukraine. Soon after the completion of the meeting, he said, “Just completed a MEA consultative committee meeting on developments in Ukraine. A good discussion on the strategic and humanitarian aspects of the issue. Strong and unanimous message of support for efforts to bring back all Indians from Ukraine.” According to sources, the members of the Parliamentary Committee was briefed by Jaishankar and the Foreign Secretary Harsh Vardhan Shringla on all steps taken by the government to bring back the stranded Indians from war-torn Ukraine. The Minister also informed the members that around 17,000 Indian nationals have left Ukraine since the initial advisories were issued. This includes some Indians who had not registered with the

He also informed that during the last 24 hours, six flights under ‘Operation Ganga’ have landed in India, taking the total number of flights to 15. MEANWHILE, students stuck in war-torn Ukraine have almost “run out” of food and essentials. An Indian medical student, Faisal, sent a video to IANS narrating his ordeal in the north-eastern city of Sumy in Ukraine. In the video, he said that around 500 Indian students are stuck in Sumy, which is 350 km from Kiev. “We ran out of rice and flour. I went to buy flour, salt, potatoes and other basic items but all the department stores here are empty,” he said. The local authorities have imposed a curfew in the area and the students here are in touch with the Indian Embassy.

Faisal, who is from Bihar’s Motihari, said that the students are forced to drink soda water and tap water as there is scarcity of potable water, due to which “they could contract typhoid”. Another student from Sumy, Manas said that students are scared amidst the constant sound of gunfire. “We are students of Sumy University. All the students are stuck in the war zone. We call the Indian embassy daily and get the same reply - ‘to wait’. Other students who were in the western part (of Ukraine) have left for India, only we, the students of Sumy, are left. I urge the Indian government to evacuate us,” he said. The students are presently residing in Sumy University’s building. Manas said that the embassy has warned them not to go out as a student was killed in the firing. “Everyday we hear the siren three to four times and we all rush to the shelters.” “There is no source of water and food. Other students have reached India and students in Sumy have been left, this triggers more panic among us,” he asserted.

No hostage crisis in Ukraine, says India New Delhi (IANS): India’s Ministry of External Affairs issued a statement on Thursday clarifying that there was no hostage crisis in Ukraine as the Russian invasion of Kiev entered the seventh day. In “response to media queries regarding reports of Indian students being held hostage in Ukraine”, Ministry spokesperson Arindam Bagchi said in the statement: “Our Embassy in Ukraine is in continuous touch with Indian nationals in Ukraine. We note that with the cooperation of the Ukrainian authorities, many students have left Kharkiv yesterday (Wednesday).

“We have not received any reports of any hostage situation regarding any student. India warns stranded nationals of aerial attacks, tells them to learn few Russian phrases New Delhi (IANS): India’s Defence Ministry on Thursday issued survival guidelines for Indian nationals stranded in Ukraine, especially Kharkiv, while warning them of aerial raids and drone attacks. The ministry also told stranded Indian citizens to learn a few sentences in Russian language, such as telling people they were students from India. “Here are the sentences in Russian: ‘Ya student iz Indii (I am a student from India)’, ‘Ya nekombatant (I am a non-combatant)’, ‘Pazhalusta Pamagite (please, help me)’,” the ministry said in advisory for Indian nationals in Ukraine’s Kharkiv about potentially dangerous and difficult situations to be expected. This advisory, prepared by the Manohar Parrikar Institute for Defence Studies and Analyses, warns about aerial raids, missile attacks, artillery shelling, small arms and gunfire, grenade explosions and ‘Molotov cocktails’, including by local people/militia. It also warned of building collapse, falling debris, internet jamming, lack of electricity and food and water, exposure to freezing temperature, psychological trauma, feeling of panic, injuries and lack of medical support, as well as lack of transportation, and coming face-toface with armed fighters and military personnel. Providing round rules and things to do, it

asked nationals to compile and share information with fellow Indians, remain mentally strong and do not panic. “Organise yourselves in small groups/squads of ten Indian students/within that organise a buddy/pair system/nominate a coordinator and a deputy coordinator in each group of ten persons,” said the ministry advisory, adding that their presence and whereabouts must always be known to their buddy and small group coordinator. The ministry also told Indian nationals make a Whatsapp group, compile details, names, address, mobile numbers and contacts in India and share geolocation on WhatsApp with control rooms in the Embassy or in New Delhi. It asked the to update information every eight hours, keep frequent head count every eight hours, and group, and squad coordinators must report their location to control rooms and helpline numbers. If you find yourself in an open area/field, melt snow to make water. “If available, keep one large garbage bag per person to use as ground matting/cover against exposure to rain/ cold/storm/during forced march/evacuation.” If injured or ill, intimate condition and seek advice from control room, helpline and WhatsApp group, the advisory said. Indians were also asked then delete all unnecessary apps in mobile, limit conversations to low volume, and audio mode to conserve battery life. “Pack minimum personal belongings (other than the emergency kit) preferably in small backpack suitable for long trek and walking,” said the ministry. Be ready to move under instructions at short notice, do not carry large bags to avoid slowing down, fatigue and crowding, it said. “If stopped by military check-post or by police/armed personnel/militia - cooperate/ obey/raise your hands with open palms facing forward above your shoulders/remain polite/ provide necessary information/contact the control room/helpline when possible without confrontation,” it said.

A scared Putin is cracking down on media in Russia THE Kremlin is engaged in a full assault on media freedom and the truth, and Moscow’s efforts to mislead and suppress the truth of the brutal invasion are intensifying, U.S. State Department Spokesperson Ned Price said on Wednesday. On March 1, Russia’s Prosecutor General ordered the communications authority RosKomNadzor to restrict access to the independent outlets Radio Ekho Moskvy and Dozhd TV, blocking their websites and ability to broadcast. The outlets were baselessly accused of “calling for extremist activity and violence” and sharing “deliberately false information about the actions of Russian military personnel in Ukraine.” Ekho Moskvy has been respected for its evenhanded treatment of breaking news since its founding 32 years ago, and, until Tuesday, its

Quad members’ national security teams to follow-up Ukraine issue: US spokesperson New York (IANS): The leaders of the Quad who met in a sudden virtual summit will have their national security teams follow up on the Ukraine crisis, according to White House Spokesperson Jen Psaki. The Prime Minister emphasised the need to return to a path of dialogue and diplomacy.” According to their joint statement, the leaders agreed to set up a humanitarian assistance programme for response to Ukraine. “They agreed to stand up a new humanitarian assistance and disaster relief mechanism which will enable the Quad to meet future humanitarian challenges in the Indo-Pacific and provide a channel for communication as they each address and respond to the crisis in Ukraine,” the statement said. India has begun sending humanitarian relief to Ukraine. Tucked in the middle of a paragraph on the IndoPacific, the statement said in general terms that the Quad leaders affirmed their commitment to countries being “free from military, economic, and political coercion”. In a break with the other Quad members, India has not condemned the Russian invasion of Ukraine but made broad statements calling for upholding the territorial integrity of nations and the United Nations Charter. India has abstained on the four UN resolutions on Ukraine, and another resolution on humanitarian assistance to that country is set to come up in the Security Council and the US would want India to vote for it. India agreeing to humanitarian assistance on Ukraine at the meeting would likely pressure it to vote for the humanitarian resolution at the Security Council. The joint statement said that the Quad leaders reaffirmed “their commitment to a free and open Indo-Pacific, in which the sovereignty and territorial integrity of all states is respected and countries are free from military, economic, and political coercion”. It added: “They reaffirmed their dedication to the Quad as a mechanism to promote regional stability and prosperity.” The statement from Modi’s office said that they reviewed the progress on Quad initiatives since the in-person summit in Washington in September and “agreed on accelerating cooperation,

Bhopal (IANS): A total of 252 students from Madhya Pradesh are stranded in Ukraine. This was revealed by state Home Minister Narottam Mishra on Thursday. Earlier in the day, during a cabinet meeting Chief Minister Shivraj Singh Chouhan said that as many as 202 students of Madhya Pradesh, who were stranded in war-hit Ukraine, have returned to their homes safely. He said the state home department had received a list from the Ministry of External Affairs, which stated that as many as 454 students from Madhya Pradesh were stranded in Ukraine “The list of 454 students of Madhya Pradesh, who were trapped in Ukraine, was received from the MEA. Out of this, 202 students have returned to the state,” said Narottam Mishra, who is also the spokesperson of the Madhya Pradesh government, during a press conference.

Mishra also said that the officials in the home department and the state police are in constant touch with the families whose children are still to return. “Police and other senior officials are in constant touch with 430 families out of 454 families. The state government is taking all possible steps to ensure safe return of each student,” Mishra added. The state government has set up a panel of officials comprising different departments who are looking after the entire arrangement to bring back the students. The state government has directed the officials to arrange food, travelling, stay, etc., for students who are coming to their homes via different cities. Meanwhile, the Chief Minister also said that cabinet ministers have been directed to reach out to the families whose children are still stranded in war-hit Ukraine.

Deputy Head of the President’s Office, Andriy Sybiga, said that Zelensky has just signed a historically significant document: Ukraine’s European Union membership application, Ukrainska Pravda reported. with the head of the Verkhovna Rada [Parliament] of Ukraine and Prime Minister Dmytro Shmygal. The documents are already on their way to Brussels. 2022 Hyundai Ioniq 5 Ultimate AWD:

Auto review by Veeno Dewan. After a long much anticipated wait the fully electric Hyundai Ioniq 5 hatchback is finally arriving in dealer showrooms. With a top electric range of 488km, radical out of the box styling, a roomy interior, and a lot of high- end technology, the Ioniq 5 looks like a sure -fire winner. Its boxy looks, flush pop out door handles and funky front and rear light cube treatments give it a unique look. The 2022 Hyundai Ioniq 5 is offered in three powertrain configurations and five trim levels. The base Essential trim is a single engine, RWD configuration that delivers 354-kilometre range and starts at $44,999. The next trim up is the Preferred model, which adds a heat pump, 350 kW fast charging, keeps the same 354-kilometre range rating and starts at $46,999. At the top of the range are the two long-range models equipped with the larger 77.4 kWh battery. The first one is the Preferred model with RWD configuration that offers 488 kilometres of range –It starts at $51,999. The only available AWD model is the Preferred AWD trim which starts at $54,999. This one can be optioned with the Ultimate Package as tested, comprising 20-inch wheels, a head-up display, panoramic sunroof, a Bose sound system, and remote parking feature. Our tester had the 239kW Electric motor, 77.4kWh lithium-ion polymer high-voltage battery and HTRAC All-Wheel Drive Now in terms of electric charging, Hyundai says the Ioniq 5’ battery can charge from 10 to 80% in as miniscule as 18 minutes when using a fast charger (800V). You can also gain a quick 108 km of driving range after just five minutes of plugged-in time. A 10.9-kW AC Level 2 charger in-

In terms of technology, the Ioniq 5 features Hyundai’s secondgeneration highway driving assist tech with assisted, turn-signal-triggered lane changes, and cool augmented-reality head-up display system which overlays graphics on the view out of the windshield.

Interior wise, the Ioniq 5 features a clean, neat cabin that is a little is more subdued than the funky exterior. In keeping with its green credentials much of the interior such as the seats, headliner, door trim and floor, are made from recycled plastic bottles and natural, plant-based wool yarn. The dashboard is dominated by a twin-screen 12-inch setup that includes the instruments and the infotainment system. In the front, the fully flat floor leaves a surplus of room below the dashboard and between the two front seats. By the way, those two front seats can also turn into cool recliners with leg support for short naps during charging. The front armrest/centre storage console in the middle can be also moved forward and back. Cargo space offers 532 litres with the seats up, but this increases to 1,600 litres with the rear seats folded down. There is even a tiny 56-litre space in the front hood for small items.

On the road, the powerful motors fitted to the Ioniq 5 deliver that awesome “shove in the back” feel on acceleration so typical of high torque EV cars, in this case with 320 horsepower and 440 lb-ft of torque available. With an electric motor at each axle, the Ioniq 5 AWD Hyundai EV has a very impressive zero to 100 km/h in a scant 5.1 sec-

onds. Its exciting to drive an EV at this price point that performs like a premium performance hatchback. You can also tailor the driving dynamics with three available drive modes, Eco, Normal and Sport, which are selected with a button on the lower part of the steering wheel. As far as handling goes, the Ioniq 5 is agile with minimal body roll and takes fast corners very well in a composed stable manner. In terms of fuel economy, we are looking at a gasoline equivalent of 2.4 L/100KM of 2.1. City and 2.7 highway. All impressive numbers. To sum up, I predict the Ioniq 5 will be a winner with its unique styling, awesome electric range, and roomy versatile interior. It’s a fresh take on the EV and has decent performance. Also note that with its competitive pricing at just under the $45,000 mark, buyers will still be eligible for both federal and provincial EV discounts and rebates. The Hyundai Ioniq 5 has my vote! THE BCREA Commercial Leading Indicator (CLI) fell to 149.7 from 150.6 in the fourth quarter of 2021, representing the second consecutive decline since the economy began recovering from the recession induced by COVID-19. Compared to the same time in 2020, the index was up by 3.8 per cent. The CLI dropped in the fourth quarter due to declines in the financial and employment components of the index. The decline in the employment component of the index was driven by a 4.1 per cent decline in finance, insurance, and real estate (FIRE) employment and a 6.2 per cent decline in professional services employment. Workers in sales and services occupations drove much of those declines, with workers in this subsector down 6 per cent from two years prior as the economy adjusts to the postpandemic reality. This spread on 3-month bonds jumped from 5 to 15 basis points in the fourth quarter as investors demanded higher risk-premia over government treasuries for lending to firms. The economic component of the index was flat from the prior quarter. Although wholesale trade rose 0.7 per cent and manufacturing sales rose 1 per cent from quarter three, these were offset by a 0.8 per cent decline in retail trade. Ongoing supply chain disruptions, Omicron lockdowns and a shifting composition of consumer spending continues to hold down growth

in these economic variables driving the CLI. It is important to note that while the BC economy generally continues recovering strongly, the environment for commercial real estate remains highly abnormal and uncertain. Although the CLI was designed to interpret specific sectoral activity and employment growth as positive indicators for commercial real estate demand, the recent strong growth of these indicators may not translate as readily into improved conditions in the commercial real estate market relative to the pre-pandemic period.

Decarbonizing healthcare

LAST week we wrote about the environmental disaster of plastics choking the world’s oceans and the consequences for human health through the food chain. This week let’s look through a different lens at another environmental disaster of our own making – the carbon footprint of healthcare itself. Here’s something you may not know. If the global healthcare sector were a country, it would be the fifth-largest greenhouse gas emitter! A report from Health Care Without Harm calculated that the environmental impact of healthcare amounts to 4.4% of global net emissions – the equivalent of 514 coalfired power plants. So far, North Americans are among the main culprits. By way of example, the report notes, “The United States health sector, the world’s number one emitter in both absolute and per capita terms, produces 57 times more emissions per person than does India.” What exactly is causing all these emissions? Primarily, it is the energy consumption of healthcare facilities, healthcare transportation, and health product manufacturing, use, and disposal. It’s not easy for individuals to have clout with the healthcare industry and its complex global supply chains. But there are things everyone can do to share a sense of responsibility. First and foremost, stay healthy. If you need yet another reason to do it, this is it. Staying healthy means not using healthcare products. This will reduce your own contribution to health sector emissions. As it happens, the things that keep people healthy are the same things that protect

the environment – e.g., reducing red meat consumption and walking in place of driving. Second, make use of telehealth. There are times when seeing a doctor in person is an imperative. But telehealth is proving to be a valuable component of the system. It can offer convenience, speed, ease of access, low cost, quality care, safety, and a low-carbon footprint. This is one of the great lessons of the pandemic. Third, advocate for healthcare providers to decarbonize and be environmentally responsibility. The more people make this an issue, the more the pressure and incentives build for environmental accountability in healthcare. Here’s an example. People suffering from respiratory conditions may use metereddose inhalers (MDIs) that work based on a pressurized propellant in an aerosol chamber. Unfortunately, these propellant gases are up to 3,350 times more potent than carbon dioxide in trapping the sun’s heat! A single inhaler can release as much emissions as a small car driven for 180 miles. A typical patient may use 12 inhalers a year. Dry powder inhalers are a good alternative that can be used by the vast majority of patients. But here are the big conundrums that need innovative solutions. It’s not just older people who inevitably need more healthcare – and therein add to the emissions of the sector. It’s those who fall ill too early in life from avoidable problems. Plus, there are many people around the world who desperately need better healthcare and for whom healthcare spending must increase. To offset the impact of these deserving consumers, there’s an urgent need for a global transition to clean, renewable energy. In addition, instead of learning from the errors of developed countries where people are eating too much meat and not getting enough exercise, developing countries that achieve higher income levels are making the same mistakes. The epidemic of diabetes in North America is now a worldwide pandemic. Finally, doctors must think differently. The
