Councillor Elford condemns Surrey Mayor’s flip-flopping, demands transparency on policing issue
SAFE Surrey Coalition Councillor Doug Elford said on Friday that in a stunning display of inconsistency and lack of transparency, Surrey Mayor Brenda Locke has once again flip-flopped on the crucial policing issue, raising serious concerns about her leadership and integrity.
Elford is calling out the Mayor for her contradictory statements and demanding transparency by urging her to sign the Non-Disclosure Agreement (NDA) to provide the City staff with the full unredacted report.
During the Council meeting on May 1, Locke publicly stated that the City staff would be conducting a thorough feasibility study based on the Provincial report, which recommends the Surrey Police Service (SPS) over the RCMP. She emphasized the need for the report to be provided to Council before making any further statements.
However, Locke has since contradicted herself by taking to the media to express discontent with the Province’s decision and consistently claiming her support for keeping the RCMP.
Elford expressed deep disappointment and concern over Locke’s inconsistent stance on this critical matter. He said:
Newton gurdwara employee arrested for alleged sexual assault of 15-year-old female
SURREY RCMP announced on Wednesday that it was investigating a sexual assault at a temple in the Newton area.
On May 4, Surrey RCMP received a report that a 15-year-old female youth had been sexually assaulted at or in the area of the Gurdwara Dukh Nivaran located in the 15200-block of 68 Avenue.
Surrey RCMP Special Victims Unit identified a suspect, who was arrested on May 5.
The 58-year-old male suspect has been released on conditions, including not to have any contact with the victim and not to be in the presence of anyone under the age of 16 years without another adult present.
MEANWHILE, Gurdwara Dukh
Niwaran’s President Narinder Singh Walia told the media that the accused is a volunteer and not an employee. He said the gurdwara management is fully cooperating with Surrey RCMP and has given them access to all the CCTV footage. The gurdwara has a security camera in every corner. He said the gurdwara has nothing to hide and anyone can see the footage and decide whether anything took place on the premises. He said the accused is in Canada on a visitor’s visa and lives with his daughter. He was not sponsored by the gurdwara.

When The VOICE pointed out to him on Thursday that the RCMP had told the media that the suspect lives at the gurdwara as part of his employment, Walia said that just because someone lives there, it doesn’t mean he is an employee as other volunteers also live there. “He is not on our pay roll. We did not hire him. The gurdwara did not sponsor him,” he reiterated.
The VOICE asked the Surrey RCMP for a response, but has yet to hear back from them.

FORMER NDP Minister Harry Lali announced on Thursday that he’s joining BC United.
He said in a statement: “I like the new name. Kevin Falcon and I have been friends for almost 20 years: a friendship based on mutual respect and trust. Honesty, equality, fairness and hard work are values my parents passed on to me. I know Kevin Falcon, and those are values that he also holds in high regard. Having been in government in the past, Kevin knows what will work and what will not.”
Lali, who represented the FraserNicola riding until 2013, criticized the NDP, saying: “The BC NDP that I proudly represented in the Legislature could historically be relied upon to look after all regions in a fair and balanced manner. Not any longer.”
He added: “Today’s BCNDP has become an urban-interest party. Having only a handful of rural MLAs, the BCNDP has little to no interest in the issues and challenges facing small communities – i.e., insufficient
doctors, ER closures, mill closures, access to services, lousy roads, etc. They’ve allowed sawmills and pulp mills to shut down by the dozen, and workers have lost their livelihoods by the thousands due to inaction.
“By contrast, downtown urban cores have become overcrowded, congested, unaffordable and unliveable. The BC government should be looking at innovative
ways to bolster the small-town economy and provide incentives for urban folks to relocate there, thus alleviating pressure on cities. Unfortunately, Rural BC has no voice in this government.”
Lali said: “I like the new direction Kevin Falcon is taking the BC United in. He is expanding his universe to include people from the Centre and Centre-Left as well; people like me. Kevin Falcon cares about small business and about the working people of this province. Kevin Falcon cares about the economy and rebuilding the neglected infrastructure in every region of British Columbia, including Rural BC. I have travelled all over the province in the last few years and hear from people all the time. Every day people are excited about the positive direction Kevin Falcon is taking BC United in. British Columbians trust Kevin Falcon. I trust Kevin Falcon. I will be offering my advice on Labour, Forestry and Rural BC issues to BC United.”
Lali stressed that he has “a lot
of good friends in the BC NDP government and in the party,” and added: “I carry no ill-will toward any of them. However, I have not been a BCNDP Member since December, 2020. I firmly believe that the best interests of resource-dependent, small-town Rural BC – and British Columbia in general – will be best served by a Kevin Falcon-led BC United government after the next election.”
He also pointed out: “I was born and raised in Rural Punjab in India. I immigrated to Merritt in Rural BC 57 years ago and I still live there. I am a former IWA-Steelworker. I financed my university education by working in lumber mills across BC. For the past 9 years, I have been working as a Consultant in the Forest Industry. I am proud of my smalltown rural heritage and the rural way of life. When I served 4 terms as an NDP MLA and as a Minister of Transportation and Highways I was an unabashed champion of small, resource-dependent communities, and continue to this day.”

Elford pointed out: “However, it is imperative to note that the redacted sections of the report contain sensitive security information from both the RCMP and the SPS. The intention behind the redactions is to prevent this crucial information from falling into the wrong hands such as criminal organizations, potentially compromising public safety.”

a step further by stating she will refuse to sign the NDA proposed by the Province, thereby denying City staff and Council access to the unredacted report, the very thing that Locke has opined on to the news media.
Elford, demanding transparency and accountability, emphasized the urgency of the situation. He added: “I call upon Mayor Locke to immediately sign the NonDisclosure Agreement and allow the City staff and Council to have the full unredacted report. Our staff must have access to all the relevant information to conduct a comprehensive and informed feasibility study.”
Elford, expressing his concerns about the mayor’s refusal to sign the NDA, questioned the motives behind her decision. He said: “It raises legitimate questions in my mind: Why is Mayor Locke refusing to sign the Non-Disclosure Agreement? Is she afraid that once the councilors on her team read the unredacted report, they may reconsider their stance and support the Surrey Police Service? Transparency and open dialogue are essential in this process, and the mayor’s refusal to provide access to critical information is troubling.”
Elford expressed concerns over the potential impact of Locke’s actions on the integrity of the
feasibility study, which is crucial for making a sound decision on the future of policing in Surrey. He emphasized that the City staff are diligently working on the study, which is expected to take one to two months to complete. However, the Mayor’s contradictory statements and lack of transparency raise doubts about her commitment to an unbiased evaluation of the report. Elford asserted: “The residents of Surrey deserve honesty, transparency, and sound decisionmaking. It is imperative that Mayor Locke stops playing politics and puts the best interests of our community first. We demand transparency and a commitment to the truth.”

Solid foundation of economic relationship between Canada and India highlighted at ministerial dialogue
INTERNATIONAL Trade Minister Mary Ng and India’s Commerce and Industry Minister Piyush Goyal this week emphasized the solid foundation of the trade and economic relationship between Canada and India and recognized the significant opportunity to deepen bilateral ties and economic partnership.
Ng and Goyal co-chaired the sixth India-Canada Ministerial Dialogue on Trade and Investment (MDTI) on May 8 in Ottawa.
Ng expressed her support for India as G20 Chair and the priorities pursued by India in the G20 Trade and Investment Working Group. She indicated that she is looking forward to participating in the upcoming G-20 Trade and Investment Ministerial meeting in India scheduled to take place in August 2023, according to a press release by the Indian Government.
India-Canada bilateral trade in goods reached about US$ 8.2 billion in 2022, registering about 25% growth compared to 2021. The ministers also underlined the contribution of the services sector in furthering the bilateral relationship and noted the significant potential for increasing bilateral services trade which stood at about US $6.6 billion in 2022.
Ng and Goyal emphasized enhancing cooperation in sectors such as clean technologies for infrastructure development, critical minerals, electric vehicles and batteries, renewable energy / hydrogen, and AI. They asked their officials to discuss trade remedies issues of bilateral importance on a regular basis.
The ministers reviewed the progress so far achieved in the India-Canada Free Trade Agreement negotiations in the seven rounds of negotiations so far. They reaffirmed that EPTA would cover, among others, high level commitments in goods, services, investment, rules of origin, sanitary and phytosanitary measures, technical barriers to trade,
and dispute settlement, and may also cover others where mutual agreement is reached.
The two sides agreed to explore enhanced cooperation through measures such as coordinated investment promotion, information exchange and mutual support between the two parties in near future through a Memorandum of Understanding (MoU) preferably in Fall of 2023.
The ministers agreed on the importance of G2G coordination to promote critical mineral supply chain resiliency and committed to an annual dialogue at the official level on the margins of the Prospectors and Developers Association Conference (PDAC) in Toronto to discuss issues of mutual interest.
The ministers agreed to rework and relaunch the Canada-India CEO Forum with renewed focus and a new set of priorities. The CEO Forum could be announced at a mutually-agreed early date. The CEO Forum would be a platform to enhance B2B engagement.
Ng announced that she would lead a Team Canada trade mission to India in October 2023. This will present an opportunity to further the trade and investment ties between the two countries as she is likely to bring a big
business delegation for the same.
The ministers noted the significant movement of professionals and skilled workers, students, and business travellers between the two countries, and its immense contribution to enhancing the bilateral economic partnership and in this context noted the desire for enhanced discussions in the area of migration and mobility.
Ng and Goyal discussed appropriate mechanisms to discuss talent and innovation partnership to strengthen the bilateral innovation ecosystem.
In order to review the progress being made under mechanisms established under the MDTI and regular follow-up the both sides will come up with an annual work plan which would be reviewed and reported on a regular basis.
The ministers agreed to remain engaged to provide sustained momentum to building linkages and strengthening cooperation across sectors to harness the full potential of the trade and investment relationship between India and Canada.

The councillors attribute this dire situation to Surrey Mayor Brenda Locke’s decision to increase property taxes by an unprecedented 12.5%, up from the previous rate of 2.9%.
Nagra and Elford said that the substantial property tax hike has directly resulted in increased costs for landlords, putting immense pressure on them to pass these expenses onto tenants. As a consequence, many vulnerable tenants are now facing the risk of eviction due to unaffordable rent increases. They said they firmly believed that urgent action was needed to address this crisis and prevent further hardships for Surrey residents.
“It is deeply troubling to see our fellow residents facing such challenging circumstances,” said Nagra. “Surrey has been known for its affordability, but the recent property tax increase has disrupted the delicate balance between landlords and tenants. We must find a solution that protects our tenants and preserves the integrity of our

Nagra and Elford urged Locke to heed their call and take immediate action to reduce the property tax increase. By doing so, Surrey can create a more sustainable and inclusive community, where all residents can thrive and have access to safe and affordable housing, they added.

SURREY Police Service (SPS) has released its 2022 Report to the Community, entitled “A New Era of Policing for Surrey”. The report covers the significant work that was done throughout 2022 to build SPS, advance the policing transition, and create meaningful change in Surrey’s policing model.
With a global demand for changes in policing, the SPS Report to the Community notes that SPS is at the forefront of these changes as Canada’s newest police service. SPS’s efforts to “go beyond the status quo” in the areas of meaningful change, community, equity and safety, accessibility, and wellness are highlighted in the report.
“Surrey Police Service continued its exponential growth and development in 2022, building a municipal police service for Surrey,” says Chief Constable Norm Lipinski in the report. “We marked a number of key milestones, including the release of our first community-informed strategic plan, welcoming our first classes of Recruit Constables, and more than doubling our staff team.”
The report provides an update on the progress made in Surrey’s policing transition, including the deployment of SPS officers into 11 different operational units. SPS also shares how it is listening to all voices in the community, changing police training and practices to meet public expectations, proactively providing accessible information to the public and media, and reimaging police workplace culture to be employee-centric and trauma responsive.
“We are immensely proud of the progress the hard-working people of SPS have made in building what is now the secondlargest municipal police service in British Columbia,” says the Surrey Police Board in their message inside the report.

SURREY Police Service (SPS) continued its exponential growth and development in 2022, building a municipal police service for Surrey. We marked a number of key milestones in 2022, including the release of our first community-informed strategic plan, welcoming our first classes of Recruit Constables, and more than doubling our staff team.
The SPS uniform started to be a familiar sight around Surrey as we grew from having just 29 SPS officers deployed into policing operations, to over 200 today. Collectively, these deployed officers have responded to thousands of calls for service – saving lives, protecting the vulnerable, conducting investigations, and helping to make Surrey safer. The rest of the SPS team has been busy either in training or building the extensive infrastructure required for a new police agency.
One of our greatest accomplishments in 2022 was the more than 600 community
engagements we had with Surrey residents, youth, local organizations, and diverse community groups. This is only the beginning of our commitment to consistent, meaningful engagement and consultation with residents and business owners.
We made significant progress on the policing transition with the implementation of the SPS-RCMP Human Resources Plan last spring. This plan guides the current phase of the transition which supports the gradual mobilization of SPS officers and demobilization of RCMP officers.
Unfortunately, 2022 ended with some uncertainty as the future of the policing transition was referred back to the Minister of Public Safety and Solicitor General. The Minister has since recommended that the City of Surrey continue the transition to SPS, stating that moving forward with SPS is the “best way to achieve public safety in BC” and will ensure no reduction in police presence in Surrey and the province.

From negotiating a first, historical collective agreement with the Surrey Police Union, to approving the first Surrey Police Service (SPS) strategic plan, and welcoming our first class of recruits, the Board has continued its forward momentum in creating an independent municipal police service for Surrey.

to local problems, has more consistent and stable staffing levels, and has a sole focus on the growing needs of our vibrant communities. Surrey, which is soon to be the biggest city in BC, deserves a policing model that is designed specifically for its unique needs.

Canada unveils new passport design with state-of-the-art security features
SEAN Fraser, Minister of Immigration, Refugees and Citizenship, and Karina Gould, Minister of Families, Children and Social Development, on Wednesday unveiled the new Canadian passport.
The new passport has been redesigned from cover to cover with state-of-theart security features and new artwork, maintaining its status as one of the most secure and universally accepted travel documents in the world for all Canadians.
The new passport includes state-ofthe-art security features designed to keep Canadians’ identities safe, such as a polycarbonate data page—a technology similar to Canada’s driver’s licences. Passport holders’ personal information will now be laser engraved instead of being printed with ink, making the data page more durable and resistant to tampering and counterfeiting.
Other features include a Kinegram over the main photo, a custom see-through window with a secondary image of the passport holder, a variable laser image, and a temperature sensitive ink feature.
The new passport celebrates Canada’s heritage and identity with iconic images of Canada’s natural beauty throughout the four seasons. It also includes a new cover

design with an outline of a maple leaf—the first significant change in decades.
The new passport will start rolling out in later this summer. Until then, the current passport remains secure and reliable, so Canadians with valid passports will
only need to renew them when they are getting close to their normal renewal date. More details regarding the roll-out will be provided at a later date.
The Government of Canada has also been working to offer more online service
options for Canadians. Starting later this fall, Canadians will be able to renew their passport, pay their fees, and upload their photograph securely and conveniently online.
Fraser said: “The new Canadian passport is more than a travel document; it is a representation of our national identity and values. It is a reminder of the beauty and diversity of Canada, and it reflects the country’s commitment to welcoming people from all around the world.”
Gould said: “The Canadian passport is a fundamental document of citizenship, recognized around the world. The Government is committed to ensuring passport services are quick, efficient and modern. We are working hard to give Canadians a seamless experience, from the moment they apply until the moment the passport arrives in their hands.”

Family members and friends of missing man, Irshaad Ikbal, conduct search downtown Vancouver
FAMILY members and friends of 36-yearold missing man, Irshaad Ikbal, on Saturday worked in teams downtown Vancouver, conducting searches and distributing posters around downtown Vancouver.
Ikbal, 36, was last seen around 2 a.m. on Saturday, April 29 near the Plaza of Nations on Pacific Boulevard. He became separated from friends and hasn’t been seen or heard from since.
On Wednesday, Ikbal’s family told the media that his posters had been replaced with white supremacist photos and stickers by someone. That had caused a lot of hurt to them.
The family has offered a reward of $20,000 to anyone who finds him. It has also set up a tip line (604-704-4643) for anyone who may have seen him just before his disappearance.
Vancouver Police Constable Tania Visintin said last week: “It is extremely troubling and is out of character for Irshaad to have gone so long without speaking to his family, friends and co-workers.”

Indian Consulate General in Vancouver holds ceremony to honour Rabindranath Tagore
AS a part of Azadi Ka Amrit Mahotsav, the Consulate General of India in Vancouver organized a ceremony at the University of
British Columbia (UBC) to pay floral tributes to Nobel Laureate Gurudev Rabindranath Tagore on his 162nd birth anniversary.
Officials from the Consulate General, faculty members of Department of Asian Studies at UBC, members of the Indian diaspora and UBC students offered floral tribute and spoke about the life and contribution of Tagore.
Some of his favourite poems were also sung by the students during the ceremony. Tagore’s bust was installed at UBC in September 2002, with the support received from Indian Council for Cultural Relations (ICCR).

Driver rescued after vehicle ends up in Nicomekl River
ON Sunday at approximately 1:30 p.m., police responded to a two-vehicle motor vehicle collision in the 3600-block of 152 Street.
A vehicle, described as a black SUV, was southbound on 152 Street, when the male driver appeared to suffer a medical incident.
The vehicle struck another southbound vehicle, leaving the roadway and driving
into the Nicomekl River.
An on-duty RCMP member, along with a bystander and the female passenger of the submerged vehicle, extracted the male from the vehicle and began providing emergency first aid.
The male driver was conscious and breathing, and was sent to a local area hospital with Emergency Health Services for further medical treatment.

Michelle Chawla appointed Director and CEO of the Canada Council for the Arts
CANADIAN Heritage Minister Pablo Rodriguez on Monday announced the appointment of Michelle Chawla as Director and Chief Executive Officer of the Canada Council for the Arts for a five-year term, effective June 26.
Rodriguez said: “Michelle Chawla’s impressive leadership and extensive experience in various senior roles at the Canada Council for the Arts makes her uniquely qualified for this position. I am delighted that she will take on the role of Director and CEO to lead the Canada Council as it continues to support the Canadian arts sector and cultural experiences from coast to coast to coast.”
From a Punjabi and Quebecois background, Chawla is a member of the Sikh community and is passionate about working in an environment where all voices are heard and respected through arts and culture. She is fluently bilingual.
Chawla has worked at the Canada Council since 1995. In her role as the Council’s Director General of Strategy, Public Affairs and Arts Engagement, she is responsible for the executive leadership and direction of a wide range of functions including communications, strategic planning, international coordination and cultural diplomacy.
Chawla has also held many other senior positions at the Canada Council, including Corporate Secretary and Director of Strategic Initiatives, Secretary-General for the Canadian Commission for UNESCO and Head of Arts Services.
Through her nearly three decades at the Canada Council, she has gained extensive leadership experience in arts and culture policy, program development, equity,
corporate governance, government and stakeholder relations, transformation initiatives, international engagement and cultural relations.
The Canada Council for the Arts is a Crown corporation in the Canadian Heritage Portfolio. It is Canada’s public art funder. It contributes to the vibrancy of a creative and diverse arts and literary scene through grants, services, prizes and payments to Canadian artists and arts organizations.
The Canada Council for the Arts is governed by an 11-member board. It consists of a Chairperson, Vice Chairperson and nine other members from across Canada. Along with the Director, who is also the Chief Executive Officer, board members are appointed by the Governor in Council.
SURREY’S Cloverdale Agriplex is getting a major upgrade. The historic venue, which hosts the second largest rodeo in Canada, will soon be more accessible thanks to a $1 million investment from the Province of British Columbia under the Destination Development Fund.
The upgrades will also make the facility a more versatile, one-of-a-kind event hosting site able to accommodate a wider range of events, from sports tournaments to trade shows and more.
“I am thrilled to receive this funding that will enable us to renovate the Cloverdale Agriplex and provide a multi-use venue that meets the needs of our community and attracts more visitors,” said Surrey Mayor Brenda Locke. “We are excited to see the positive impact these upgrades will have on our community and the growth of the event hosting and tourism industry in Surrey.”
The Province of British Columbia has announced $30 million to enhance existing tourism infrastructure throughout the province. Surrey’s funding will be used to re-level the floor of the Agriplex building and
enhance the parking lot and entrances to be fully accessible, allowing the venue to meet standards and attract more diverse events.
“Our government is proud to support the tourism sector, the people who work in it, and its sustained recovery,” said Lana Popham, Minister of Tourism, Arts, Culture and Sport.
“By supporting the Cloverdale Agriplex, we are investing in tourism infrastructure to strengthen a year-round visitor economy and increasing community vibrancy for residents and visitors alike.”
Once completed, the Cloverdale Agriplex upgrades will significantly expand Surrey’s
competitiveness in the event hosting destinations sector, making the City of Surrey a top choice for local diverse events. Construction is expected to begin this fall, with completion expected by end of 2024.

Prepare for floods, wildfire risks due to anticipated heat
WITH unseasonably hot weather forecast for most parts of British Columbia this weekend and into next week, people are encouraged to stay informed about potential risks.
Environment and Climate Change Canada has issued a special weather statement for unseasonably hot weather, which is expected to begin Friday, May 12 and last until Tuesday, May 16 on the coast, and Wednesday, May 17 in the Interior.
Widespread daily maximum temperature records are likely to be broken. Expect temperatures 10 C to 15 C above what is normal for this time of year. The Interior daytime high temperatures will peak in the low to mid-30s, low to mid-30s in the Lower Mainland and Sea to Sky, and low 30s and high 20s on Vancouver Island and the Sunshine Coast.
People are encouraged to frequently monitor alerts and forecasts issued by Environment and Climate Change Canada.
“While the warmer temperatures will be welcomed by many people who are looking to venture outdoors and explore our beautiful province, it does elevate some of our seasonal risks, such as floods, wildfires and heat,” said Bowinn Ma, B.C.’s Minister of Emergency Management and Climate Readiness. “I urge people take full advantage of the beautiful weather ahead, but to stay informed about potential risks and take precautions to ensure your safety and well-being.”
Floods
The forecast heat is expected to accelerate the snowmelt at higher elevations, which will increase pressure on the province’s rivers and streams. The River Forecast Centre is monitoring weather patterns and river conditions, and the River Forecast Centre website has updated flood warning and advisory notifications, including a map of areas of heightened flood risk.
The RFC is forecasting increasing flooding hazards in the B.C. Interior over the weekend and through next week due to rapid snowmelt. Key areas of concern include the Fraser River from
Prince George through the Fraser Canyon, Cariboo Mountains, North Thompson, South Thompson, Shuswap, Similkameen, Kootenay and Skeena regions.
People are advised to keep away from river edges and shorelines. During periods of high flow, riverbanks may be unstable and more prone to sudden collapse. Bodies of water also remain cool at this time of year and may pose a risk of hypothermia and cold-water shock to people when they are exposed to cold water for a prolonged time.
The Province is closely co-ordinating with communities affected by floods. Provincial assets, including sandbags, sandbag machines and temporary retaining walls have been deployed to communities at risk of potential flooding. Local governments and First Nations will have the most upto-date information available about where people can pick up sandbags.

As of Thursday, May 11, 2023, there were 45 active wildfires, three of which are wildfires of note in the Prince George Fire Centre. Compared to the 20-year average, the number of wildfires experienced this spring is normal. While the number of hectares burned is four times higher than normal, 85% are a result of three wildfires in northeastern B.C.
At this time of year, the main cause of wildfires is human activity. The BC Wildfire Service encourages everyone to exercise caution when conducting any open burning or participating in activities that could cause a wildfire.
“At this time of year, communities throughout B.C. are at risk for floods and wildfires,” said Bruce Ralston, Minister of Forests. “Members of the BC Wildfire Service, the River Forecast Centre and others are working hard to keep people safe. I encourage everyone to remain vigilant to the risks that may affect them and to take all recommended precautions, such as a household plan and grab and go bags.”
The Province is encouraging people in areas prone to flood and wildfire to remain vigilant and have a household plan in place. This includes putting together a grab-andgo bag that includes essentials, such as a first-aid kit, food and water, and important documents, such as insurance papers and birth certificates. People are also encouraged to connect with neighbours, register with Emergency Support Services and stay connected with their First Nation or local government for updates and advisories.

The unseasonably hot weather may feel intense to people who have not acclimatized to warmer temperatures. It’s important that people keep themselves and others safe over the next several days. The Province’s Extreme Heat Preparedness Guide has information to help people prepare for heat and tips on how to stay safe.
“As we approach the summer months and prepare for warmer weather, I want to emphasize the importance of staying safe and informed,” said Adrian Dix, Minster of Health. “It is vital that individuals take
appropriate precautions, such as listening to alerts or warnings, staying hydrated, seeking shade and avoiding prolonged exposure to direct sunlight during peak heat hours. It is equally important to check on vulnerable individuals, such as our neighbours, the elderly and those with pre-existing health conditions.”
People are encouraged to prepare a heat plan, including identifying cool zones inside and outside of homes (community centres, libraries, etc.), knowing ways to cool down, such as taking cool baths or showers and drinking plenty of water, and identifying vulnerable family members and neighbours who are susceptible to heat who should be checked on.
During a heat warning or extreme heat emergency, the Province reimburses eligible costs to local governments and First Nations so they can open cooling centres. This funding may also be used to transport people to and from cooling centres. Local governments and First Nations will have the most up-to-date information on where people can access a community cooling centre.
“High daytime temperatures this early in the spring can lead to risk of heat-related illness. While we are expecting it to cool off at night, some people may still be at risk,” said Dr. Bonnie Henry, Provincial Health Officer. “Ways to stay safe include going out in the morning or evening when it is cooler, taking water with you and drinking frequently and avoiding heavy exertion during the hottest times of the day.”
With elevated temperatures, the risk of heat-related illnesses increases. The most concerning heat illnesses include heat stroke and heat exhaustion, which can come on quite rapidly. Watch for symptoms of heat illness, including dizziness or fainting, nausea or vomiting, confusion, headache, rapid breathing and heartbeat, extreme thirst, and decreased urination with unusually dark yellow urine.

IHIT seeks information on suspect vehicle in Jayden Prasad’s homicide
IN an effort to further the investigation, the Integrated Homicide Investigation Team (IHIT) on Saturday released photos of the suspect vehicle in Tuesday’s shooting in Surrey.
On May 2 at 8 p.m., Surrey RCMP responded to a report of a shooting in a parking lot in the 14800-block of 108 Avenue. Police located two victims suffering from gunshot wounds. Both victims were transported to hospital.
Jayden Prasad, 20, of Surrey succumbed to his injuries while the other victim sustained nonlife-threatening injuries. He has since been released from hospital.
Homicide investigators have identified and recovered a
suspect vehicle seen leaving the parking lot after the shooting. The vehicle, found in the 20600-block of 36 Avenue in
Langley, is described as a 2020 blue Hyundai Elantra 4-door sedan. The sedan had a distinct red rim on the rear driver’s
side.
Anyone with information about this vehicle or who may have seen this vehicle leading up to the homicide is being asked to call IHIT.
“As we stated previously, this incident appears to be targeted and connected to the BC Gang Conflict. We believe that the suspects attempted to light the car on fire, but failed. I am urging anyone with information relating to this vehicle to contact IHIT,” said IHIT Media Relations Officer, Cpl. Sukhi Dhesi.

Vancouver Police arrest suspect in string of groping incidents downtown
AN alleged groper has been arrested following a Vancouver Police investigation into a series of sexual assaults in the city’s downtown core.
Between April 27 and 29, four women reported being sexually assaulted while walking through neighbouhoods around BC Place and Rogers Arena.
All four incidents occurred after dark in the neighbourhoods surrounding BC Place and Rogers Arena. In each case, the woman targeted was between 25 and 40 years old.
On April 27, a woman was walking near Pender and Abbott Street around 9 p.m. when she was approached by a stranger from behind, then groped. Within minutes, a woman was walking near Georgia and Beatty Street when she, too, was groped. Both victims called VPD right away.
Two days later, on April 29, a woman was standing near Georgia and Beatty streets when she was groped by a stranger around 9:15 p.m. A fourth victim was then sexually assaulted near Georgia and Hamilton streets around 11:15 p.m.
Detectives from VPD’s Sex Crimes Unit spent several days canvassing the neighbourhoods for information, and speaking with concierges at apartment buildings in the area. Investigators were able to retrieve images of a man, which VPD released to the public on Tuesday.
Following a tip from the public, Vancouver Police arrested the 25-year-old suspect on Wednesday morning at a residence in East Vancouver.
The suspect is currently in custody.

Suspect in Coquitlam groping incidents arrested
COQUITLAM RCMP’s Investigational Support Team (IST) on Thursday arrested the suspect who is believed to have sexually assaulted two females in Coquitlam.
Police had previously asked for the public’s assistance on May 9 in identifying the suspect of these sex assaults which were reported the day before.
On May 8, Coquitlam RCMP frontline officers had responded to two separate reports of an unknown male approaching female victims and inappropriately touching them.
The first incident occurred around 1 p.m. at the bus stop located on Coast Meridian Road and David Avenue in Coquitlam.
The second incident occurred at 9:10 p.m. near the intersection of Burke Village Promenade and Soball Street in Coquitlam.

RCMP: Online child sexual abuse and exploitation not slowing down
THE BC RCMP Integrated Child Exploitation (BC ICE) Unit said on Tuesday that while reports of online child exploitation rose dramatically during the COVID-19 pandemic, which caused many to stay in their homes, police have since seen that upward trend continue.
It pointed out: “The sad truth is, there are people that use the Internet to victimize and exploit youth. Our children are continually being targeted online, and it is important for youth, and their guardians to stay alert.
“Predators can find ways to have direct contact with youth on various social media platforms, even in the false safety of our physical homes with locked doors. Kids of all ages are increasingly vulnerable in our alwaysonline world.”
The number of reported online child exploitation reports has continued to steadily increase over the past few years. The BC ICE Unit receives referrals from the National Centre
for Missing and Exploited Children as well as the Federal Bureau of Investigation, U.S. Homeland Security Investigations, cybertip. ca, Crimestoppers, Interpol and many other international policing partners.
* 2021 – Over 4,600 total reports received
* 2022 – Over 9,600 total reports received
* 2023 [January 1 to March 31] – Over 5,790 total reports received to date If that rate holds, reports could more than double again for 2023 over last year.
“We encourage parents and guardians to talk to their children about online safety and to be vigilant of unsolicited friend requests,” said Cpl. Sharen Leung of BC ICE. “Safe online habits can go a long way to protecting kids from exploitation, but parent awareness is also key.”
There are several age-appropriate online resources available, including cybertip.ca, and protectchildren.ca.
In Fall 2022, Transit Police became aware of a network of individuals associated with the British Columbia Gang Conflict, whom they suspected of trafficking illicit drugs into municipalities throughout the Lower Mainland by using the transit network. It was quickly determined that these suspects posed a risk to public safety due to their access to firearms.
On May 2, as a result of their investigation, Transit Police executed three simultaneous residential search warrants in three different municipalities.
While executing the warrants, Transit Police seized:
* 10 firearms of varying caliber, some with illegal modifications
* 3,800 rounds of ammunition
* Illicit drugs packaged in a manner consistent with trafficking, with an estimated street value of $70,000
* Approximately $50,000 in counterfeit Canadian
currency
* A 2017 Mercedes C300W believed to have been purchased using criminal proceeds
Also located at one of the residences was a psilocybin (magic mushroom) grow operation that was dismantled and seized. Four suspects have been arrested, and additional arrests are anticipated. The investigation is ongoing.

New partnerships preparing B.C. students with future-ready skills
STUDENTS from kindergarten to Grade 12 in B.C. will have more access to programs that develop skills needed to succeed in technology and other in-demand careers.
“We’re providing B.C. students with access to opportunities that will help them succeed after they graduate,” said Rachna Singh, Minister of Education and Child Care, on Tuesday. “These exciting partnerships are just one of the many ways we support students with the tools needed to learn, grow and thrive in our rapidly changing, digital-first world.”
The Province is partnering with several organizations to develop and implement programs that equip students with skills for emerging sectors such as digital marketing and technology. This is part of the StrongerBC: Future Ready Action Plan which is working to remove barriers and create more career-
building opportunities for B.C. K-12 students.
“Our government is focused on creating opportunities for young people to pursue exciting careers in their chosen fields,” said Selina Robinson, Minister of Post-Secondary Education and Future Skills. “As part of our StrongerBC: Future Ready Action Plan, we’re boosting the opportunities available to students while they are still in high school, so more young people can gain skills and experience in some of the emerging and indemand sectors such as technology.”
To provide students throughout B.C. with opportunities to learn about a variety of career paths, the Province has partnered with these three organizations:
* DigiBC has received $250,000 to expand their interactive Play to Learn program, where students learn about foundational STEM (science, technology, engineering
and mathematics) skills. This program is offered to vulnerable students in grades 6 to 8.
* NPower Canada offers grade 11 and 12 students in-depth exposure to digital career pathways. B.C. government’s $150,000 for this initiative will be matched by the Future Skills Centre, an organization dedicated to helping Canadians gain skills for a changing labour market. Students and families can expect this to be offered in classrooms throughout B.C. during the 2023-24 school year.
* Jelly Academy will support high school students interested in digital marketing by offering the Digital Marketing: Workforce Training Certificates 12 course. The course is open to students throughout B.C. via the Key Learning Centre – one of the new Provincial Online Learning Schools.
NDP MP Zarrillo calls on Liberals to crack down on corporate landlords hiking rents in Metro Vancouver
NDP MP Bonita Zarrillo (Port Moody— Coquitlam) on Wednesday called on the Liberals to tackle the housing crisis in Metro Vancouver.
A recent report shows that West Vancouver
has the most expensive unfurnished units. The price for an unfurnished one-bedroom unit climbed to $3,003 in May.
“Families, students, and seniors in Metro Vancouver cannot afford these exorbitant
prices,” said Zarrillo. “This housing crisis only got worse under the Liberal government. They’ve allowed greedy corporate landlords to take over homes, to hike rents, and make it impossible for working Canadians to afford a roof over their heads. Instead of cracking down on these corporate landlords, Liberals have made it easier for them to profit off the backs of families desperate for a home they can afford.”
As of May, Zarrillo’s study on the housing crisis is underway in the House of Commons’ human resources committee. Zarrillo proposed to study the devastating impacts of corporate landlords treating the housing market like a stock market to line their pockets instead of making affordable homes available for Canadian families.
“Decades of Liberal and Conservative governments have let corporate landlords off the hook for renovicting tenants and jacking up rent,” said Zarrillo. “British Columbians are not finding homes they can afford in their own cities—this is unacceptable. New Democrats are committed to getting to the bottom of this problem and pressuring the Liberals to act so that no one is left without a roof over their
heads.”
Canadians across the country are invited to take part in Zarrillo’s study and talk about how the housing crisis impacts them by submitting their written briefs to the committee before May 28.

CRTC takes action to ensure Canadians have more choice of cellphone services
Nationwide test of emergency alerting system carried out on Wednesday
AS part of Emergency Preparedness Week, a nationwide test of Canada’s emergency alerting system took place at 1:55 p.m. (Pacific time) on Wednesday, May 10.
The alert went to all compatible cellphones, and interrupted radio and television broadcasts.
“With the spring hazard season now upon us, we’re reminded of just how important it is for all of us – the Province, communities and people across British Columbia – to be prepared for the unexpected,” said Bowinn Ma, Minister of Emergency Management and Climate Readiness.
THE Canadian Radio-television and Telecommunications Commission (CRTC) announced on Tuesday that it has taken a major step forward to increase cellphone service competition in Canada.
In 2021, the CRTC set an initial policy that allows regional cellphone providers to compete as mobile virtual network operators (MVNOs) across Canada. Under this policy, large cellphone companies must share their networks with competitors.
With access to larger networks, regional competitors will be able to offer cellphone services in parts of Canada that they do not currently serve.
The CRTC has now set the final rules for this MVNO access. Companies have 90 days to negotiate MVNO access agreements.
The CRTC said it expects that regional competitors will start selling plans in new parts of Canada shortly after these agreements are in place and it will ensure that deals are reached quickly so that Canadians have more choice of cellphone services.
“The CRTC is taking action to promote competition in the cellphone services market. Today’s decision builds on our efforts to ensure that Canadians benefit from lower prices and more choice for telecommunications services,” said Vicky Eatrides, Chairperson and Chief Executive Officer, CRTC.
“During Emergency Preparedness Week, we encourage everyone to get prepared by taking a few simple steps, such as creating a grab-and-go bag and making an emergency plan. By taking these steps now, we can all help ensure that our families and communities are ready in the event of an emergency.”
With natural and climate-related disasters becoming more frequent and destructive, everyone in B.C. is encouraged to get prepared for potential emergencies as part of Emergency Preparedness Week.
In 2022, the Province expanded the use of the National Public Alerting system beyond tsunami warnings to include imminent threats from floods, wildfires and extreme heat emergencies. Police issue alerts for civil emergencies and Amber Alerts.
In addition to expanding public alerting, the Province has taken several steps to enhance preparedness measures throughout B.C., including improving Emergency Support Services (ESS) so people can get the support they need faster and more easily. In 2022, the Province launched pre-registration for ESS and the ability to provide support to evacuees through Interac e-Transfer.
In January 2023, the Province announced the installation of as many as 50 earthquake early-warning sensors in high seismic-risk areas throughout British Columbia. The sensors will connect to the Earthquake Early Warning system network that will be operational in spring 2024.
In response to the growing number of climate-related emergencies in B.C., the Province also launched ClimateReadyBC,
which provides hazard and mapping tools, risk data and resources to help communities better prepare for future disasters and climate emergencies.
Emergency Preparedness Week serves as an annual reminder for people to take three steps to be better prepared for an emergency:
* Know the hazards
Hazards vary from region to region, and knowing which ones are most likely to happen in your community can help you be better prepared, navigate disruptions when they occur and get back to your life and work sooner. Hazards may include
wildfires, flooding, earthquakes, tsunamis, extreme heat and storms.
* Make a plan
An emergency plan is your guidebook on how you and the people you live with will respond more calmly in the event of an emergency. Knowing what to do will reduce anxiety and help keep you focused and safe. Determine the best ways to evacuate your home in case of an emergency, establish a meeting place for you and your family, develop a communication plan and establish emergency contacts.
* Get an emergency kit
Following an emergency, you may need to stay at home with an emergency kit or leave immediately with a grab-and-go bag. Pack enough supplies, including food and water to last as long as two weeks. An emergency kit should also include essentials, such as a first-aid kit, personal medication and important documents, such as insurance papers and birth certificates. Store them in an area of your home that is easy to get to, such as a hall closet, spare room or garage. It is a good idea to make grab-and-go bags for your home, workplace and vehicle. Investment creates 3,000 tech-learning spaces in B.C.
MORE students will have access to in-demand programs as 3,000 more technology-relevant spaces become available in the public post-secondary education system.
Spaces will include a range of areas, including cybersecurity, software engineering, data science, life sciences, creative tech, clean tech and agritech.
The new student spaces are possible through a provincial three-year investment of $74.7 million. The spaces and supporting investment are included in the StrongerBC: Future Ready Action Plan, which is working to accelerate talent development and skills training to address workforce challenges across all sectors and throughout B.C.
“We’re facing an enormous challenge – our economy is changing, workplaces are transforming, and we have more job openings in growing and in-demand fields than we have the skilled workers ready to fill them,” said Selina Robinson, Minister of PostSecondary Education and Future Skills, on Monday.
“People with technological skills and knowledge are in high demand within nearly every sector – from agriculture to manufacturing. That’s why we are excited to add 3,000 more tech-relevant spaces for people to learn, grow and thrive in these in-demand jobs.”
Over the next decade, B.C. needs a large and diverse pool of people with the technological skills and knowledge to fill the current and future job openings expected. Post-secondary
education and skills training plays an invaluable role in closing the skills gap, supporting economic sustainability and growth in the province.
“The biggest challenge we are hearing from businesses is finding the skilled labour they need,” said Brenda Bailey, Minister of Jobs, Economic Development and Innovation.
“Through this investment, people will have better access to the technological education and skills training they need for rewarding careers, ensuring employers are able to find the world-class talent they need to grow and prosper in B.C.”
Some of the new technologyrelevant spaces will be open to enrolment as soon as September 2023, with others to follow in subsequent years.
Through the creation of these spaces, more students will have access to a wide range of responsive programming –from certificates and diplomas to degrees – giving people the flexibility to find a path that works for them and B.C.

Province says it’s taking action on recommendations from BC Housing forensic investigation

A new forensic investigation of BC Housing tabled in the legislature has found mismanagement related to a conflict of interest between the former CEO of BC Housing and his spouse, the CEO of Atira Women’s Resource Society, the Province announced on Monday.
The independent investigation identified 20 recommendations to improve financial oversight, prevent conflicts of interest, and ensure accountability for public funding being used to provide housing. Several of these reforms have already been implemented resulting from an earlier review that included similar recommendations.
“We expect the rules to be followed. There must be strong safeguards in place to preserve the public’s trust,” said Premier David Eby. “In 2021, I ordered a review into concerns at BC Housing, which ultimately led to today’s findings. We are working with the new leadership at BC Housing to implement all 20 of the report’s recommendations to ensure that BC Housing operates effectively as we deliver housing for people.”
In March 2021, Premier Eby, then-Minister Responsible for Housing, ordered an external review be conducted of financial and operational systems at BC Housing. Following that review, work began on strengthening oversight processes and the board of BC Housing was replaced to ensure the organization had the appropriate financial expertise.
During the course of the initial review, further concerns came to light that were outside the scope of that review. In July 2022, at the request of then-minister Eby, the Office of the Comptroller General initiated a full forensic investigation to further evaluate details of BC Housing’s operations. In September 2022, the CEO of BC Housing resigned.
“We’re building a record amount of housing, but we need to do even more. While the financial investigation found no evidence of public funds being dispersed outside of their intended purpose or to provide material benefit to any one individual, Ernst and Young identified concerns with BC Housing’s financial oversight processes, including its conflict-of-interest protocols and the requirements under which funds were provided to Atira. Ernst and Young made 20 recommendations to modernize BC Housing’s financial accounting capabilities and improve its project and fiscal tracking systems.
BC Housing has already taken steps to enhance its financial accounting capabilities, policies and processes, stemming from last year’s external review, that address many of the report’s recommendations. BC Housing accepts all 20 of the report’s recommendations.
Work is complete or underway on all recommendations and will be fully implemented by spring 2024.

The First Peoples’ Gallery is closed as the space is being used to host engagement sessions with Indigenous communities. The area that had the Century Hall and Our Living Languages exhibits will be used to host SUE: The T. rex Experience that will be open June 16.

Surrey launching new multi-year gang prevention project
THIS spring, the City of Surrey and its partners will launch the Surrey Youth Resiliency Program (SYRP), introducing eight new projects led by eight community organizations.
The SYRP program is receiving $3.95 million through the federal Building Safer Communities Fund (BSCF) and will allow Surrey to grow its inventory of gang prevention programming.
“The City of Surrey is a leader in gang
prevention programs, on track to provide direct support to nearly 5,000 young people and their families through our Surrey AntiGang Family Empowerment program since its 2019 launch,” said Surrey Mayor Brenda Locke. “This new investment of $3.95 million will allow us to expand these supports through the launch of the Surrey Youth Resiliency Program that will include additional after-school programming, youth outreach and mentorship, enhanced access

JUST in time for the warm and sunny weather, City of Surrey’s spray parks have begun opening and residents will soon be able to enjoy a free swim at an outdoor pool.
Ten of the City’s spray parks are open starting May 11, with only Bear Creek Park opening at a later date.

The federal $250 million Building Safer Communities Fund aims to create capacity for new gun and gang violence prevention activities targeting children, youth and families across Canada, supporting local initiatives that prevent crime and violence and help young people make good choices.
Mendicino joined Locke at Newton Arena to announce the funding for Surrey on April 21.
Like last year, most pools will open between one week and one month earlier to align with the school district calendar and provide additional swim opportunities for the community.

Vancouver City Council approves new grants to support Chinatown revitalization
VANCOUVER City Council on Tuesday approved changes to zoning in select areas of the Cambie Corridor that will make it easier and faster to build up to 1,600 much needed townhomes, by removing the need for a rezoning.

VANCOUVER City Council on Tuesday approved four grants totalling $387,000 for community organizations as part of the City’s ongoing efforts to revitalize Chinatown.
The grant organizations will work in partnership with staff to pilot graffiti abatement and removal projects and community supports which are key commitments under the City’s Uplifting Chinatown Action Plan.
“Today’s approval of these grants is yet another step forward towards revitalizing Chinatown,” said Vancouver Mayor Ken Sim. “This builds on the work Council has already taken to support increased cleanliness, public safety, and vibrancy through the Uplifting Chinatown Action Plan. I’m confident that this work will ensure Chinatown thrives as a dynamic, inclusive space for generations to come.”
Grants funded by the City’s operating budget include:
* Chinatown BIA ($150,000) – Pilot Project: Graffiti Removal and Abatement Enhancement on Private Property;
* Chinatown BIA ($50,000) – Development
and implementation of a Safewalk pilot program; and
* Chinese Community Policing Centre ($10,000) – Pilot Project: Expansion of Volunteer Graffiti Removal Program.
Grant funded by Provincial Great Beginnings funding:
* EMBERS Eastside Works ($177,000) –Continuation of the existing Chinatown Community Stewards Program in support of the Uplifting Chinatown Action Plan
The Uplifting Chinatown Action Plan was approved in January and since then work has been underway to provide Chinatown with enhanced cleaning and sanitation services, graffiti removal, beautification, and additional community supports.
Revitalization efforts also include a new flat rate of $2 per hour for parking meters throughout Chinatown. This pilot starts June 1.
In addition, a location for the City Hall Office in Chinatown has been identified at the City-owned Chinatown Plaza at 112 Keefer Street. Tenant improvements are underway, with completion and move-in targeted for end of June.
This change will allow applicants to proceed directly to a development permit application for townhouses, helping to simplify and streamline the delivery of family-oriented, missing-middle housing, and is possible because the infrastructure needed to support this growth is in place.
Staff are continuing to identify areas in the Cambie Corridor eligible for similar zoning changes, and will be reporting back to Council at

TORONTO, Ontario - The 2023 Prius Prime is the multitalented plug-in hybrid that’s made for life on the go. With a full charge, it can easily handle most daily commutes, with a manufacturer-estimated all electric range of up to 72 km. When the longer-haul calls, its fuel-efficient hybrid powertrain is ready to keep going, with a manufacturerestimated combined fuel consumption of 4.5 L/100 km. Add in a sleek, sporty new look with a comfortable, tech-packed interior and it’s an all-new Prius Prime that’s ready for the road ahead.
Available in SE, XSE, and XSE Premium grades, Prius Prime’s new, larger 13.6 kWh lithium-ion battery gives it an 80 percent jump in all-electric range over the previous generation, climbing from 40 to 72 km in the SE grade. The XSE and XSE Premium grades have a manufacturer-estimated EV range of 64 km.
For longer drives, Prime relies on Toyota’s fifth generation hybrid system that combines a highly efficient 2.0-litre engine, an electric generator, and electric motor for an efficient driving experience.
The new Prius Prime also leaps forward in the horsepower category. With a larger 150hp 2.0L engine and bigger 161-hp electric motor generator two, its 220-system-net-
horsepower is around 100-hp more than the prior generation. The higher output also adds 32-percent more torque, climbing from 105 to 139 lb.-ft. providing a 40-percent faster 0-100 km/h time of 6.8 seconds.
To complete its aggressive, yet appearance, it comes with machine finished 19-inch wheels that are unique to the Prime XSE grades, while 17-inch wheels come standard on the SE.
On the inside, drivers will find an interior with a premium, comfortable feel. Features include a new, standard digital driver’s display for a heads-up line of site, comfortable seating in fabric or SofTex-trim depending on grade, and Toyota’s new Multimedia system.

Mayors’ Council in Ottawa next week to fast-track federal transit funding
A delegation of mayors from the Metro Vancouver region will be in Ottawa next week, calling on the federal government to expedite funding for public transit, in response to increasing pressures on transit systems in Canada’s big cities.
The Metro Vancouver transit system was the first metro area in North America to reach 84 per cent ridership recovery compared to pre-pandemic levels as of March 2023. In many areas of the region, ridership is well above 100 per cent of pre-pandemic levels and overcrowding is approaching 2019 levels when the system was severely congested.
The TransLink Mayors’ Council is meeting with federal officials from May 15 to 17 to share information about Access for Everyone, the new 10-year plan for expanding public transit across Metro Vancouver to reduce congestion and keep the region moving. The $21 billion plan –also known as Transport 2050: Ten-Year Priorities – will take a “bus-first” approach, doubling local bus service, building
approximately 170 km of rapid transit, and improving infrastructure for drivers, cyclists and pedestrians.
Next week’s trip marks the beginning of a campaign by the Mayors’ Council to raise awareness about the urgent need for investment in transit and transportation,
and how the Access for Everyone plan will bring transit closer to more affordable parts of the region and lower GHG emissions by reducing traffic congestion. In addition to lobbying senior governments, the campaign – launching May 15 – will include a website, community engagement and media placements to ensure the region’s residents are familiar with the plan and its benefits.
“We want the voices of our residents to be heard in Ottawa and Victoria. Metro Vancouver’s population is growing fast and essential services like public transit are not keeping up,” said Port Coquitlam Mayor Brad West, Chair of the TransLink Mayors’ Council. “Just like other core utilities that keep our region going – electricity, water, roads – public transit is key to our quality of life in Metro Vancouver and we urgently need to expand transit services as we add more people to the region.”
Between 2016 and 2022, federal immigration targets have nearly doubled, leading to record-breaking population growth expected over the next several
years. With Metro Vancouver expected to grow by 50,000 people per year – equivalent to adding a City of North Vancouver to the region every year – the Mayors’ Council is calling on senior levels of government to act now to ready our transportation system for the future.
The Mayors’ Council is asking for the federal Permanent Transit Fund (announced in 2021) to be started earlier than planned, in 2024, to enable TransLink and other transit agencies to begin delivering better transit service without delay.
The Mayors’ Council also wants to see the Government of Canada launch a tripartite national commission together with provinces, transit agencies and local governments to develop a new funding model for public transit that is more resilient and equitable by avoiding overreliance on regressive funding sources such as transit fares and property taxes, and will enable Canada’s big cities to plan and build the new transit current and future residents need to succeed.
David Eby’s BC Housing scandal reveals a stunning failure of leadership: BC United
AN explosive new Ernst and Young report on BC Housing and Atira Women’s Resource Society has revealed a clear conflict of interest and serious financial mismanagement, the most serious of which took place under the watch of NDP Premier David Eby.
“This report is a stunning indictment of David Eby’s leadership and his gross mismanagement of BC Housing, especially during his time as NDP Housing Minister,” said Karin Kirkpatrick, BC United Critic for Housing. “Eby was aware of a BDO report that showed serious financial mismanagement at Atira and BC Housing and yet, instead of releasing it to the public and immediately addressing the concerns when he first became Housing Minister in 2020, he buried the report and tripled the funding to Atira — from $17 million to over $74 million in 2022.”
The report revealed “at least $90M in public funds was advanced to Atira between the end of FY 2020 and the completion of BC Housing’s most recent financial review.” This came after the buried BDO report that first raised concerns about financial mismanagement at Atira.
“David Eby is now trying to rewrite history, claiming to be righting the wrongs at BC Housing when it’s clear he failed to address the situation when he was minister, and consistently downplayed the issue so it wouldn’t cloud his impending leadership campaign,” said Kirkpatrick. “Eby would have been aware of the serious allegations from day one as Housing Minister, and yet for years he knowingly poured tens of millions of public dollars into an organization that couldn’t be trusted to manage money. The shameful mismanagement of BC Housing and Atira is not just embarrassing for this government — it has resulted in a complete failure to provide adequate support for vulnerable British Columbians. People deserve better.”

Lack of Inventory Creating Tighter Market Conditions Across BC
Vancouver, BC – The British Columbia Real Estate Association (BCREA) reports that a total of 7,427 residential unit sales were recorded in Multiple Listing Service® (MLS®) systems in April 2023, a decrease of 17.7 per cent from April 2022. The average MLS® residential price in BC was 995,506 down 5.6 per cent compared to the average price of close to $1.1 million in April 2022. The total sales dollar volume was $7.4 billion, representing a 22.5 per cent decrease from the same time last year.
“BC home sales have now risen for three consecutive months, but that recovery in sales has not been matched by listings which continue to fall well below normal levels,” said BCREA Chief Economist Brendon Ogmundson. “As a result, average prices across the province are once again rising, recovering much of the decline since prices peaked early last year.”
Average home prices, while still down year-over-year, are rising on a monthly basis in most markets. The average price in BC has now risen for three consecutive months and is up over 9 per cent since the start of 2023.
Year-to-date, BC residential sales dollar volume was down 44.1 per cent to $21.4 billion, compared with the same period in 2022. Residential unit sales were down 37.1 per cent to 22,417 units, while the average MLS® residential price was down 11.2 per cent to $954,984.

HOW important is what I like to call the “Total Family Doctor” (TFD)? For years, I’ve praised the hardworking family doctor for the role he or she plays in medical care. Now, many North Americans say it’s impossible to find a family doctor. What has happened to them?
Prior to becoming a surgeon, I had the good fortune to spend time as a family doctor. And I nearly decided to follow this path. Why? Because I also watched Specialists performing the same task every day. It could become boring, I thought. So, surgery finally won. But I’ve never forgotten the challenges of being a family physician. I even experienced the roles of hotel doctor and ship’s surgeon during medical training.
I believe that people who are fortunate enough to have a family doctor have a better chance of living longer. Why? Because seeing a doctor regularly for checkups means they’re not playing Russian Roulette with their health. We all hope that nothing is going to go wrong with the only body we will have in this life. But when your family doctor finds you have hypertension, you can start to cut down on salt. Or when the doctor recommends you should avoid obesity, you can improve the diet and decrease health risks.
Getting a head start on problems cannot be overemphasized. Consider the woman whose breast malignancy is diagnosed early. Or the man who believes rectal bleeding is due to hemorrhoids. The “total family doctor” thinks otherwise and orders a colonoscopy which detects early cancer of the bowel. Or someone who believes a chronic cough is due to allergy. But an x-ray ordered by the family doctor finds early cancer of the lungs.
So give thanks to the Almighty if you have a “total family doctor” looking after you. Kudos if yours steers you away from the disease I call “Pillitis”, causing people to rush for painkillers at the first sign of a headache, ignoring the serious side effects of these drugs. Why not a cold towel on the brow? Or a quiet room to relax? And why the need to rush to the pharmacy after overindulgence in food? The family doctor may suggest just a change in eating habits as the right prescription.
It is also a plus to have a total family doctor who warns about the possible excess of radiation. He or she knows X-rays saves lives, but many patients are heedless of the damage of overuse. Patients should be hesitant to demand X-rays of the reluctant doctor.
Herewith relevant stories. Family doctors, because they know their patients well, are astute diagnosticians. I’ve known many direct, decisive and empathetic TFDs. Patients appreciate these traits.
