Karman Grewal homicide: As brazen as it could be

Karman Grewal. Photo: IHIT THE Integrated Homicide Investigation Team (IHIT) is calling on the public to help further its investigation into the shooting death of 28-year-old Karman Grewal at the Vancouver International Airport.

On May 9, at around 3 p.m., the Richmond RCMP responded to the Vancouver International Airport for a shooting outside the international departure area. They found a man with gunshot wounds who was pronounced dead at scene.

A suspect vehicle described as a red or maroon coloured Honda Pilot fled the airport with two or more occupants inside. Shortly after leaving the airport, a shot was fired from the suspect vehicle at a marked police car striking the windshield.

It was last seen in the area of Sea Island Way and Garden City Road.

Fortunately, no police officer or member of the public was harmed.

Just before 3:30 p.m., a vehicle was discovered on fire in an alleyway near the 9700-block of Princess Drive in Surrey. Investigators are looking into linkages between this vehicle and the earlier shooting in Richmond.

IHIT has conduct of the investigation and is working closely

with the Richmond RCMP, the Integrated Forensic Identification Services (IFIS) and the B.C. Coroners Service to gather evidence.

Investigators are asking for dash cam video from the following time periods and locations: * Around YVR between 2:30 p.m. and 2:58 p.m. * Major highways and roadways between YVR and 9700-block Princess Drive in Surrey between 2:58 p.m. and 3:24 p.m. * Area of 9700-block Princess Drive, Surrey around 3:30 p.m.

“This was yet another brazen daylight fatal shooting linked to the ongoing Lower Mainland gang conflict,” said IHIT Sgt. Frank Jang.

“Karman Grewal was well known to police and his murder has all the markings of a targeted gang hit.”

INDEED, Grewal’s homicide – though not at all a surprise as he had been the target of rivals for a few years – was as brazen as a gang homicide could be.

The May 1 murder of provincial Corrections Officer Bikramdeep Randhawa in broad daylight at a crowded parking lot of Scottsdale Centre Mall was no doubt reckless and brazen.

However, to target anyone at Vancouver International Airport that probably has more cameras and security than any other place in the Lower Mainland took the cake. Even the cops could not have anticipated such a gangland hit.

Police sources confirmed to the VOICE that Grewal belonged to the United Nations gang.

The whole incident played out like a movie thriller in real time.

On Sunday, May 16, the Integrated Homicide Investigation Team (IHIT) announced at 5:45 p.m. that it was deploying to the Vancouver International Airport after a man was shot and killed that afternoon outside the international departure area.

3 p.m., police had closed all major routes in and out of Richmond for some time to try and intercept the killers’ vehicle.

At 3:17 p.m., TransLink had tweeted: “SkyTrain Canada Line service currently operating between Waterfront Station and RichmondBrighouse Station only. There is currently no service to Templeton, Sea Island Centre, or YVR-Airport Station due to police incident. Expo Line and Millennium Line remain unaffected.”

One witness told the media that two people fired more than a dozen shots outside a terminal.

at it. The RCMP did not return fire because of the busy road. One TV channel showed that a bullet hit the RCMP vehicle, narrowing missing the officer. A burnt-out vehicle was later found in Surrey.

Several videos were in circulation on Sunday. One showed a woman crying over a body at a terminal of the airport. Another showed the SUV driven by the suspects being chased by the RCMP. And another showed a vehicle on fire in Surrey. (You can watch the videos on our website at voiceonline.com).

The IHIT spokesperson on Sunday told the media at a press conference at the airport at night that the victim was a 28-year-old man well known to police and that the murder was connected to the Lower Mainland Gang War. The victim’s name was announced only on Monday. However, a poster that was already being circulated on social media on Sunday afternoon announced that the victim was Karman Grewal. The poster had been issued by Surrey RCMP in July 2017 warning the public to stay away

from five individuals who had been the targets of shots fired incidents over the previous two months: Karman Singh Grewal, then 25, from Vancouver; Manbir Singh Grewal, then 28, from Coquitlam; Ibrahim Amjed Ibrahim, then 29, from Coquitlam; Indervir Singh Johal, then 23, from Surrey; and Harmeet Singh Sanghera, then 23, from Surrey.

Manbir Singh Grewal and Ibrahim Amjed Ibrahim had been shot dead earlier. Their faces were crossed out along with that of Karman Grewal.

That indicated that those responsible for the Sunday homicide had already prepared this poster to circulate on social media as a boast.

In March 2019, Surrey RCMP had announced that they had laid charges against Karman Grewal, then 26, of Vancouver, and another man in relation to three robberies that occurred on February 7 in Surrey and Delta.

BACK in February, as the retaliatory killings rocked the Lower Mainland, The VOICE had pointed out that this

was something that had occurred in the past as well when high profile gangsters were killed.

Gary Kang, 24, was fatally shot at his family’s residence in Surrey on January 8.

Vancouver Police said in 2018 that the Kang group is “composed of members of the Kang family … and other close associates … The Kang Group is closely aligned with the Red Scorpions Gang, specifically with Jamie Bacon and Kyle Latimer. It’s believed they share common interests in drug lines, and that they commit violence at the behest of or for one another.”

The gang landscape basically remains the same as it was in 2019 when The VOICE published an article titled: “Three columns of the Lower Mainland gang landscape: Wolf Pack + Brothers Keepers + Duhre-United Nations.”

Top gang expert Staff-Sgt. Lindsey Houghton of the Combined Forces Special Enforcement Unit – BC (CFSEU-BC) told this newspaper that there are still three columns. You have the United Nations column, and the Wolf Pack column that is comprised of the Red Scorpions, Independent Soldiers and some Hells Angels.

Houghton said: “Under those two columns you’ve got lots of different people and groups – and then in the middle, starting in about 2017, inserted into the middle of all this was the Brothers Keepers and their groups.”

The Lower Mainland Gang Conflict as it’s come to be known, sort of evolved from the Townline Hill conflict out in Abbotsford. A number of different localized conflicts merged with that to become a bigger regional conflict.

Houghton said: “So that hasn’t changed – that still continues. What we’ve seen in the last couple of years is an increase in internal fractures and connected to that is side-switching.”

He also pointed out: “Some of the faces and names have changed because people go to jail, they die or they leave, whatever that is. But when it comes to the main “columns”, the side-switching, the setting each other up, trying to rip each other off – those kind of things – that’s all the same. … There’s nothing really new.”

Houghton said that things still connect back in some ways to the mid-to-late 2000s and Gurmit Dhak’s murder in 2010 and Jonathan Bacon’s murder in 2011. “Some of those people and groups are still around and those conflicts kind of get passed down like batons to some of the newer people,” he added.

He also noted: “It’s not really new, but one thing that we’ve mentioned and I know others have mentioned a few

Twenty-year-old Calvin Powery-Hooker and 21-year-old Nathan De Jong of Alberta were charged with murdering Suminder ‘Ali’ Grewal of the Hells Angels in Surrey in 2019, for example.

Houghton mentioned the joint investigation that the CFSEU-BC did a few years ago with Edmonton Police on “the people that were coming here and then going there.”

He also noted that in 2008-2009 the Jamie Bacon-Red Scorpions group was fighting against Barzan Tilli-Choli of the United Nations Group. “And it was kind of those two heavyweights going back and forth,” Houghton added.

But he pointed out: “We really don’t have that right now where it’s like two major heavyweights. It’s a lot of little groups coming and going and switching sides and running around. It’s probably more chaotic, maybe, and unpredictable than it was back then in some ways.”

Houghton noted that when someone with a higher profile like a Kang gets murdered, there’s going to be retaliation and increase in violence “because not only have we seen it before but we’ve said it many, many times when we look back at the murder of Gurmit Dhak, [and] the murder of Jonathan Bacon, there were dozens of retaliatory incidents connected to those over several years and including today.”

THERE are five South Asians among this year’s recipients of the BC Achievement Community Award that were announced this week by Premier John Horgan and Anne Giardini, Chair of the BC Achievement Foundation.

Jaskeert Kalkat was Burnaby homicide victim ON Thursday night, reporting on the Burnaby homicide at Market Crossing, The VOICE said: “Sources claim that the dead person is South Asian whose first name is Jas. We are not revealing his last name as this is not confirmed.”

On Friday morning, the Integrated Homicide Investigation Team (IHIT) confirmed that the victim’s name was Jaskeert

Kalkat, 23. He was known to police and affiliated with a gang.

He is believed to have been a member of Brothers Keepers.

The two people that were injured – a man and woman in their 20s — were also targeted.

They are expected to survive in spite of being seriously injured.

On May 13, shortly after 8:35 p.m., the Burnaby RCMP were

called to Market Crossing near Byrne Road and Marine Way after a report of gunshots. A man was located suffering from gunshot wounds.

Despite all attempts to revive the individual he succumbed to his injuries. Two others with gunshot wounds were taken to hospital.

In videos circulating on social media, one person is heard to say that he thought the gunfire was fireworks. One video shows a South Asian man looking inside a vehicle in a parking spot and talking on his cell phone. A person is heard saying that there was a white SUV involved in the shooting. Another video show first responders removing the victim from the vehicle and performing CPR on him.

A burnt-out vehicle was found in south Surrey after the murder.

Gang violence: Joint statement from Lower Mainland police chiefs and commanders LOWER Mainland police chiefs and commanders on Friday issued the following joint statement: POLICE in British Columbia share the concerns that the public have as a result of recent gang-related violence in communities across the Lower Mainland.

Senior police leaders in British Columbia met yesterday with Minister of Public Safety and Solicitor General Mike Farnworth to discuss the current gang landscape and share their collective and unified strategies.

On April 27, ALERT Calgary’s organized crime and gang team concluded a short-term investigation with a record drug haul. ALERT seized enough methamphetamine, fentanyl, cocaine, and GHB to equal an estimated 100,000 doses.

The GHB seizure of 113.5 litres is believed to be the largest seizure of its kind in Alberta.

Meanwhile, the amount of methamphetamine and fentanyl pills seized ranks amongst ALERT Calgary’s biggest busts.

“The totality of what was seized is staggering, and represents a high degree of community harm. Be-

hind so many doses are crimes committed to feed that addiction; be it property crimes, thefts, frauds,

and robberies, and all feeding into social disorder,” said Superintendent Dwayne Lakusta, ALERT CEO.

In total, ALERT seized roughly $3 million worth of drugs and cash: * 113.5 litres of GHB; * 22.3 kilograms of methamphetamine; * 18,000 fentanyl pills; * 1.5 kilograms of fentanyl; * 4.1 kilograms of cocaine; and * $386,220 cash.

GHB is colourless and odourless, and is commonly referred to as the “date-rape drug” but is usually abused as a club drug. In July 2013 Edmonton Police Service seized 106 litres of GHB, which at the time, was believed to be Alberta’s largest seizure.

ALERT’s investigation is ongoing and additional charges are being contemplated. To date, 14 drugrelated charges have been laid against three suspects: * Ashley Stanway, 30-year old from

Calgary; * Rayann Blackmore, 22-year old from Calgary; and * Harmandeep Tiwana, 28-year old from Calgary.

ALERT began its investigation just a month prior after receiving information about suspected drug trafficking activity in the Calgary region.

Man arrested in fatal hit-and-run in Burnaby ON March 26, Burnaby RCMP frontline officers responded to a report of a hit-and-run collision involving a pedestrian. The 19-year old victim died in the hospital several days later.

On Wednesday, Burnaby RCMP officers arrested a 19-year-old man at his residence in Vancouver. Police have also seized the vehicle believed to be involved in the collision from the same residence.

Charges will be forwarded to BC Prosecution Service and the investigation is ongoing.

Suspicious house fires in Surrey’s Newton AT about 5:11 a.m. on Sunday (May 9), Surrey RCMP responded to reports of two house fires in the 12600-block of 76th Avenue. One house was under construction and was vacant. The second home was evacuated, and no one was injured.

Several neighboring houses were evacuated out of caution.

Surrey Fire is on scene and will be for some time.

Police have closed off 76th Avenue west of 128th and east of 125th Street. Surrey RCMP investigators are on scene and are expected to continue their work in the area for several hours, which may affect commuter traffic.

Homage paid to slain provincial Corrections Officer Bikramdeep Randhawa A large number of people turned out in the parking lot of North Delta’s Scottsdale Centre Mall on Friday (May 7) to pay their respects to provincial Corrections Officer Bikramdeep Randhawa. Randhawa was shot and killed in a dramatic targeted hit in broad daylight at the crowded parking lot on Saturday, May 1 and police appear to be baffled about the motive behind the murder. The sheer brazenness of the act has stunned both the police forces and the public. The killer was caught on cell phone video as he ran through the parking lot after the shooting to a getaway vehicle. Randhawa was not known to police. (See last week’s VOICE for details.)

Unpaid COVID-19 fines may lead to driver’s, vehicle licence denial PEOPLE who leave COVID-19 fines unpaid may be unable to obtain or renew a B.C. driver’s licence or vehicle licence under proposed legislation introduced on Wednesday.

“That small minority of persons who have been fined for violating the rules in place to protect us all are going to be held accountable for the debt they owe,” said Mike Farn-

worth, Minister of Public Safety and Solicitor General. “We’ve already moved up the deadline for sending unpaid COVID-19 fines to collections. Now, we’re going to refuse to issue offenders a driver’s licence or vehicle licence if they still won’t take their tickets seriously and pay up.”

RTI will apply to all outstanding fines issued under these acts and will be applied retroactively. People with outstanding fines will receive notice of the RTI from ICBC ahead of their driver’s licence expiry and vehicle license renewal.

These amendments will come into force on July 1.

British Columbians will still have payment options available to them: * People with COVID-19 fines are able to request the court lower the fine if they lack the means to pay. * Repayment arrangements can be requested and will be considered by ICBC depending on financial and hardship needs. * RTI decisions can also be appealed to the superintendent of motor vehicles to be reviewed on any grounds including hardship.

Currently, RTI applies to various statutes such as the Motor Vehicle Act and the Liquor Control and Licensing Act. To obtain relief, a debtor must pay their outstanding fines in full or establish a suitable repayment arrangement.

In December 2020, government instructed ICBC to begin sending unpaid COVID-19

fines to a collection agency after 30 days when the dispute period has ended or the courts have confirmed guilt. Other unpaid violation ticket files typically go to collections after 12 months.

Drug and chemical seizure a multi-million-dollar blow to organized crime and gangs

AS part of an ongoing multi-agency drug investigation, a search warrant was executed at a commercial warehouse located in the 1900-block of McLean Avenue in Port Coquitlam, on April 19.

On behalf of Surrey RCMP’s policing partners, Superintendent Aaron Paradis, Community Services Officer for Surrey RCMP, told the media on Thursday that inside the warehouse, police located a large illicit drug-manufacturing site containing multiple pieces of laboratory and drug manufacturing equipment. Officers also located 37 kilograms of chemicals associ-

ated to the manufacturing of pure fentanyl.

Based on the quantity of chemical precursors located, police experts estimate the potential finished yield is 26 kilograms of pure fentanyl.

Police experts believe the lab was capable of producing this volume of pure fentanyl on a weekly basis. An illicit fatal street dose of fentanyl is estimated to be 2 milligrams. The seizure is approximately 13 million potentially fatal doses, which is equivalent of a fatal dose to more than two and a half times the population of British Columbia.

Due to the large size of the operation, it took

three days to gather evidence and safely dismantle the lab with the assistance of the Surrey RCMP Drug Unit, the Federal RCMP Clandestine Lab Enforcement and Response Team, Lower Mainland Integrated Forensics Identification Section, Health Canada chemists, and Coquitlam RCMP. “This investigation is a prime example of effective multi-jurisdiction cooperation,” said Paradis. “We will continue to coordinate with our policing partners to confront organized crime and gang activity at every opportunity.”

CBSA officers seize over 17,000 litres of substance used to produce date rape drug

ON February 8, the Pacific Region Intelligence Section of the Canada Border Services Agency (CBSA), with assistance from the National Targeting Centre, identified a container of interest, and referred it for examination.

CBSA officers from Metro Vancouver Marine Operations examined the container using a wide range of detection tools and technology, and collected samples from multiple

drums. These samples were sent to the CBSA’s Contra-

band Drug Analysis Section in Ottawa.

ICBC Enhanced Care refunds on their way STARTING next week, ICBC says it will begin moving forward with issuing millions of Enhanced Care refunds to eligible customers.

With the launch of Enhanced Care on May 1, ICBC insurance now costs less. Savings started automatically on May 1 and that means ICBC will be sending millions of British Columbians a one-time, pro-rated refund. Each customer’s refund amount will be for the difference between what they paid when they last renewed their current insurance policy and the new, lower cost of Enhanced Care, for however long their current policy extends past May 1.

Customers who are eligible for an Enhanced Care refund will receive a personalized letter explaining the amount they are being refunded for each eligible vehicle they insure. These letters will detail

how the refund will be returned to customers based on how they paid for their insurance: * Customers who paid using a credit card will receive a refund to that credit card. If your credit card has expired or ICBC is unable to validate this method of payment, you will receive a cheque. * Customers who paid by cash or debit will receive a cheque in the mail, or a direct deposit into their bank account if they are eligible and have signed up. * ICBC payment plan customers will receive their refund in the form of adjustments to their monthly payments, which will now be lower.

Renee Merrifield “For the second time in less than a week, the government has been caught withholding information on COVID-19 transmission from British Columbians, and this time it concerns the safety of children,” said Renee Merrifield, BC Liberal Health Critic. “The school data that has been leaked is information the media, parents, teachers, and the Official Opposition have been requesting for months, only to be told that it doesn’t exist. Today, we see that the information very much does exist, the NDP just had no intention of sharing it.”

The leaked report was an analysis of data collected in schools within Fraser Health between January 1 and March 7 of this year, and it revealed that 52.5 per cent of transmission of the virus that took place in schools was between students.

“Not only is this data leak just another example of the NDP withholding valuable information from British Columbians, but it is also a direct contradiction of what the government has been telling teachers and parents,” said Jackie Tegart, BC Liberal Education Critic.

“For months people have been told that schools are safe, and that children don’t transmit the virus, but this new information tells a different story. Particularly in hotspots like Surrey, people should have been given this data months ago so that they could make informed decisions for the safety of their families, instead, the NDP decided to leave people in the dark.”

Ahmed Tahir, 20, charged with first-degree murder in Saturday’s Burnaby killing THE Integrated Homicide Investigation Team (IHIT) announced on Monday that a 20-year-old man has been charged first-degree murder in connection with Saturday’s shooting death of a 19-year-old man outside a store in Burnaby.

Ahmed Riyaz Tahir has been charged in the death of Blerton (Toni) Dalipi.

Tahir was charged with attempted murder in New Westminster in July 2019.

The charge was stayed. He received a five-year firearms ban and a one-year peace bond in December 2019.

Video circulating on social media showed the suspect with a medical mask shooting and then turning around and dashing off.

He stumbled and then kept running.

The fatal shooting occurred on Saturday at 7 p.m. at 13 Avenue and 6 Street. The victim was taken to hospital where he succumbed to his injuries.

B.C.’s paid sick leave will support workers, reimburse businesses WORKERS will soon have access to a made-inB.C. paid sick leave program that will support workers to stay home when they are sick during the pandemic and afterward, including permanent paid sick leave, as a result of legislation tabled Tuesday, May 11.

To better support workers during the pandemic, amendments to the Employment Standards Act will bring in three days of paid sick leave related to COVID-19, such as having symptoms, self-isolating and waiting for a test result. Employers will be required to pay workers their full wages and the Province will reimburse employers without an existing sick leave program up to $200 per day for each worker to cover costs.

“The best way to protect workers, their families and co-workers during this pandemic is to have a paid sick leave program in place,” said Premier John Horgan. “Our made-in-B.C. program will help cover the costs for hard-hit businesses so we can all get through this pandemic together and move to a strong economic recovery.”

The legislation will also create a permanent paid sick leave for workers who cannot work due to any illness or injury beginning January 1, 2022.

The number of paid sick days and other supports will be determined following consultations with the business community, labour organizations, Indigenous partners and other stakeholders.

“We are stepping up to create permanent paid sick leave protection for British Columbians as part of our commitment to a better future for workers and workplaces,” said Harry Bains,

John Horgan Minister of Labour. “We will consult widely and base the long-term entitlement on what we hear, so it meets the needs of workers and supports

healthy businesses.”

The short-term paid sick leave related to COVID-19 will bridge the gap for workers between when they first feel sick and when they can access the federal Canada Recovery Sickness Benefit. B.C.’s COVID-19 paid sick leave will continue to protect workers longer – to December 31, 2021.

To support this leave, WorkSafeBC will set up and, beginning next month, administer the employer reimbursement program on behalf of the Province. This will include reimbursing employers up to $200 per day per worker. For the small percentage of employers that have a highly paid workforce, but do not already have paid sick leave, those employers will be required to cover any remaining wages owed above $200 for each COVID-19 sick day taken.

“Since the outset of this pandemic, B.C. has led the way in supporting workers and making sure they don’t go to work when they’re sick,” Bains said. “As a result of this legislation, if a worker wakes up in the morning and feels unwell, they can stay home in self-isolation and get tested without worrying about losing their income.

This is good for workers, good for businesses and good for the economy. It will help avoid workplace transmission and put the pandemic behind us.”

These amendments build on a series of legislative improvements and supports provided by the B.C. government, the Ministry of Labour and WorkSafeBC since the beginning of the pandemic.

Quick Facts: * An estimated 50% of B.C. employees do not currently have access to paid sick leave. This means upwards of one million workers in B.C. will benefit from receiving these new paid sick leaves. * The ability to take paid leave will be especially beneficial to many vulnerable and low-wage workers (often women or migrant workers) who lack benefits.

State of emergency in B.C. extended to May 25 THE Province of British Columbia on Tuesday formally extended the provincial state of emergency, allowing health and emergency management officials to continue to use extraordinary powers under the Emergency Program Act (EPA) to support the Province’s COVID-19 pandemic response.

The state of emergency has been extended through the end of the day on May 25 to allow staff to take the necessary actions to keep British Columbians safe and manage immediate concerns and COVID-19 outbreaks.

“As our vaccine rollout speeds up, we need everyone to register to be notified as soon as it’s their turn,” said Premier John Horgan. “Getting vaccinated and continuing to follow public health guidance helps support our health-care workers and gets us all a step closer to putting the pandemic behind us.”

The extension of the provincial state of emergency is based on recommendations from B.C.’s health and emergency management officials. The original declaration was made on March 18, 2020, the day after Dr. Bonnie Henry, Provincial Health Officer, declared a public health emergency.

“Most British Columbians have been doing their part to stay close to home and follow public health guidance, and that commitment is showing as the number of cases and hospitalizations begin to ease,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “But we’re not through this yet, and everyone must continue to follow the rules or face enforcement. More importantly, by following orders for the next while and avoiding non-essential travel, you’ll be doing your part to get us all through this sooner.”

The Province continues, with the support of police and other enforcement officials, to use measures under the EPA to limit the spread of COVID-19. This includes issuing tickets for owners, operators and event organizers who host an event or gathering contravening the provincial health officer’s orders.

On July 10, 2020, the COVID-19 Related Measures Act came into force, enabling provisions created for citizens and businesses in response to the COVID-19 pandemic to continue as needed should the provincial state of emergency end.

Surrey Teachers demand urgent action in response to leaked BCCDC documents SURREY teachers said on Monday that documents leaked to the Vancouver Sun from the BCCDC last week illustrated just how rampant COVID-19 is in the community that they serve. Information previously kept from the public in these documents show that, although the positivity rate from COVID-19 tests in most of Fraser Health was 20% during the week of April 23 – 29, in the northwest quadrant of Surrey the positivity rate was above 20%.

This quadrant is the location for 26 schools: three secondary and 23 elementary.

During that same week, the 26 schools in that area alone had 105 exposure notifications, and five elementary classes and 132 other individuals (staff and students) were sent into isolation. During the same week the whole district had 9 classes, mostly K-4, and 589 individuals sent into isolation.

When a child is sent into isolation at home because of a COVID-19 exposure at school it can cause major disruption to the family, as child care must be provided, and the child may not be able to continue with a program of schooling, especially if the rest of the class is carrying on in-person, said the teachers.

Matt Westphal, President of the Surrey Teachers’ Association, said that when peo-

ple see numbers like that, they may not understand what that looks like in classrooms and in schools, in the lives of teachers and students in that area.

Westphal has heard from many teachers in these schools, and from schools all over the district, that the distress and anxiety among the schools’ communities is palpable.

“A teacher told me they can’t social distance in their Kindergarten class,” he said.

“They have circular tables with no other option, so the kids face each other all day.

The teacher tries to encourage students to wear masks, but don’t have a mandate to back them up. When kids get sick at school, their parents struggle to get them tested. Teachers send sick kids home weekly, and they often return without being tested because so many in the community can’t afford to take time off work. One parent told a teacher that they can’t get their child tested because the parent has an injury, and they have no car. She can’t possibly walk her sick child, who struggles with behaviour, to get a bothersome, if not painful, medical test.”

Westphal added: “Many teachers have lost count of the exposure notifications they’ve had at their schools. Notices for the whole

class to go into isolation disrupt the lives of teachers and students alike. Parents are left scrambling to find help with childcare as they cannot afford to take two weeks off work to stay at home with their child, and teachers have to find ways overnight to completely switch their lesson plans, or in some cases, try to provide both in person and remote teaching simultaneously.”

Teachers said they realize that the most effective solution is to have mass vaccinations in the community as was done in Whistler and Prince Rupert, but they know that local challenges such as language barriers and transportation exist. To overcome this, staff at one of the hardest hit schools in this community want to teach students how to help their parents to sign up to be vaccinated. Teachers have also suggested that high school students needing volunteer work experience could work with Fraser Health in communicating with their community.

Westphal said that teachers all across the school district are beyond exhausted at this point in trying to sustain the education of students when there have been 144 entire classrooms isolated since February 7, 2021, and 2733 individuals (staff and students) sent into self-isolation. Even though the

school year is coming to an end, there are still seven weeks left during which positivity rates could remain high unless urgent action is taken.

Surrey Teachers are therefore demanding that the Ministry of Education immediately direct Surrey School District to: * Reduce class sizes to allow physical distancing * Implement a K-3 mask mandate * Provide more remote learning options for students afraid to attend school during the pandemic * Improve ventilation in classrooms and other workspaces by installing MERV 13 filters as per directions from BC CDC, and portable HEPA filters where this is not possible “Students deserve to feel safe while they’re learning, and educators deserve to be safe while they’re working during this pandemic. Seven weeks of school left before summer is not too late to make changes that can still save lives,” Westphal said.

It’s incumbent on the Ministry of Education to ensure that overcrowded classrooms and antiquated ventilation systems do not endanger the health and safety of 75,000 students and staff in Surrey, said the teachers.

NDP pushes Trudeau government to address surge of anti-Asian hate crimes

NDP MP Peter Julian (New Westminster – Burnaby) tabled a motion on Tuesday to urge the Trudeau government to immediately address the alarming rise in hate crimes, incidents of hate and discrimination that Asian Canadians have been facing since the beginning of the pandemic.

“No one living in this country should be the target of hatred or discrimination. It’s not good enough to take a knee or commiserate. Canadians need real leadership from their government

to tackle the racism they are facing,” said Julian.

“We are proposing a robust education campaign to fight against racism and hate, a comprehensive reporting system and services to support those who have been victimized. Our message to Asian Canadians is clear: you belong and you deserve to live in safety and dignity. New Democrats will not stand by while you and your family are attacked.”

Julian pointed out that in Vancouver, police have reported that hate crimes increased by over 700

per cent in 2020. The Toronto Police have reported that anti-Asian hate crimes have risen 500 per cent in the same period. Sadly, many other police agencies have reported similar increases leaving cities across the country struggling to address this reality. In Coquitlam, where a high percentage of residents are of Korean and Chinese descent, city councillor Bonita Zarillo is adding her voice to the list of supporters of the New Democrats’ motion.

“Coquitlam – like so many other cities in Canada

– is made up of a diverse group of people. That’s what makes our city and our country a strong, vibrant place to live. It’s completely unacceptable that members or our communities are being mistreated,” said Zarillo.“When anyone is the target of hatred, violence or discrimination we must all stand together and speak out. Everyone has a role to play to condemn racism and discrimination wherever we encounter it – and that absolutely should include the federal government.”

Surrey RCMP release sketches related to Fleetwood indecent act investigation

SURREY RCMP are renewing their appeal for information and releasing two composite sketches related to indecent acts that occurred in the area of Fleetwood.

Partial brick of suspected cocaine seized

by Surrey Gang Enforcement Team THE Surrey Gang Enforcement Team (SGET) has seized a partial brick of suspected cocaine as part of the ongoing targeted gang enforcement in the city.

On Sunday, May 9, at 11:27 p.m., Surrey Gang Enforcement Team (SGET) attempted to stop a speeding vehicle in the area of 108 Avenue and 152 Street. The vehicle failed to stop and fled from police at a high rate of speed.

Other SGET units in the area were able to get ahead of the fleeing vehicle and blocked the lanes of travel.

With no route of escape, the suspect vehicle stopped and the driver was arrested.

Further investigation led to seizure of a partial brick of suspected cocaine, weighing 247 grams. This amount of cocaine when packaged for streel level sale would yield 1,225 doses – the

In addition to the suspected drugs, the vehicle, multiple cell phones, $160 in cash, and a knife were seized as offence-related property.

The man, a 27-year-old Coquitlam resident, was released at scene. Charges have not yet been laid as the investigation is ongoing.

During the month of April, SGET conducted 35 curfew checks of individuals that are currently involved in the Lower Mainland Gang Conflict, 65 outlaw motorcycle clubhouse checks, and 24

drug investigations that resulted in seizure of two firearms and four vehicles.

Surrey RCMP is working shoulder to shoulder with the Combined Forces Special Enforcement Unit of BC (CFSEU-BC) and other policing partners across the region, strategically targeting gang members and their associates.

Surrey plastic bag and foam takeout container ban planned to come into effect in November SURREY City Council on Monday approved the Communication and Education Plan to prepare businesses for the ban on plastic bags and foam takeout container and cups planned to begin in November 2021.

“I’m proud that Surrey is anticipated to be the first city in the Metro Vancouver region to implement a ban on plastic checkout bags,” said Surrey Mayor Doug McCallum. “Council has been leading

the way on green initiatives and this step is proof of the measures we are prepared to take to protect and better our environment. This move affirms Surrey’s commitment to reducing landfill waste and pollution created by these types of materials. In the coming months, we will be working closely with our business community to support them on this very important initiative that is good for our citizens, our communities and our

The City will lead a comprehensive communication and education plan to help businesses phase out and eliminate the use and distribution of plastic checkout bags, foam cups and take-out containers. The plan outlines key tools, resources and awareness activities which will prepare businesses and the public for the upcoming ban.

The plan will include: * A business toolkit;

* Virtual information sessions; * Brochures; and * Additional engagement activities and resources.

Other municipalities, provinces, and the federal government are making similar commitments to reducing unnecessary waste and pollution caused by short-lived plastics that are designed for limited use with limited recyclability.

City of Surrey launches 2021 Play at Home Surrey contest Surrey Honda car raffle returns with proceeds benefiting mental health

RETURNING for the second year, the City of Surrey has officially launched the 2021 Play at Home Surrey Contest, a modified version of its annual Play Surrey contest. This competition allows local musicians to enter a performance video for a chance to win a performance spot in the virtual Surrey Canada Day broadcast. The virtual event will air on July 1 at 6 p.m. on the Surrey Canada Day website.

“We are so excited to continue to provide this opportunity to connect and engage with the community,” said Mary Rukavina, Special Events Manager at the City of Surrey. “The Play at

Home Surrey contest is an excellent way we can safely support local musicians and showcase the incredible talent from Surrey and the Lower Mainland.”

Entries must include a performance video and be submitted between May 12 and 25 through the Surrey Canada Day website. The City of Surrey Special Events Committee will select three finalist videos, which will be posted to the Surrey Canada Day Facebook page from May 27 to 31 at 12 p.m. The public will then be asked to vote by selecting their favourite band through a Facebook poll. The winner will be announced on

May 31 by 4 p.m. Winners will submit a performance video to be included in the virtual Surrey Canada Day evening show, plus will receive a $500 honorarium and $250 gift card to Central City Shopping Centre.

Additionally, the livestream will include a car raffle for a 2021 Honda CRV courtesy of Surrey Honda. All proceeds raised will go directly to the Surrey Firefighters Charitable Society and dispersed to programs supporting mental health initiatives benefiting charities including the Phoenix Society, Centre for Child Development, Sophie’s Place and Tong Louie YMCA. Surrey launches Climate Action Now Survey

THE City of Surrey on Thursday launched a survey to gather input from residents, community members and other stakeholders, to help shape Surrey’s new Climate Change Action Strategy.

“Council is taking action to address climate change,” said Surrey Mayor Doug McCallum. “We are now inviting the community to provide feedback on our proposed ways to mitigate climate change risks. Community feedback will help us gauge support for the bold actions we are proposing for a zero-carbon future for Surrey. Input from everyone is important. Hearing from a diversity of voices from across the City will help us implement the best solutions for climate action in Surrey.”

The strategy will outline the City’s plan to meet bold

targets, set by Surrey City Council last year, to reduce carbon pollution – also known as greenhouse gas (GHG) emissions – to net zero community wide and absolute zero corporate emissions before 2050. The strategy will focus on the areas estimated to make the biggest impact on greenhouse gas emissions, along with other community benefits, including: * zero-carbon, resilient neighbourhoods * safe, zero-carbon transportation * healthy, zero-carbon buildings * climate-positive, resilient ecosystems * bold City leadership “Council has set bold targets to tackle Climate change, and we encourage everyone to help shape our action plan,” said Councillor

Allison Patton, Chair of the Agriculture, Environment and Investment Committee.

“By providing your input and ideas, we can reduce carbon pollution together and create a more resilient community for everyone.”

The Climate Action Now Survey is open until the end of June, to anyone who lives, works, or attends school in Surrey. The City will also be hosting a virtual open house, meeting with stakeholders, and providing other opportunities for input over the coming weeks. Staff will be incorporating input and additional analysis over the summer, and the full draft plan will be shared with the community in the Fall, prior to Council approval in late 2021.

Punjab to join COVAX facility alliance for sourcing vaccines Chandigarh (IANS): The Punjab government on Thursday decided to join the COVAX facility alliance for global sourcing and procurement of COVID-19 vaccines at the best price, becoming the first state in the country to take such a strategic initiative for addressing the problem of vaccine shortage amid the deadly second wave of the pandemic.

The decision was taken during a cabinet meeting, chaired by Chief Minister Amarinder Singh, which also approved the purchase of Covaxin for industrial workers for whose vaccination the industry has expressed willingness to pay.

The state has so far ordered only Covishield vaccine for the 18-44 age group, but with this decision the decks have been cleared to place orders for Covaxin too.

Reviewing the vaccination status and availability in the state, the cabinet said it was necessary to source vaccines globally. Since the COVAX facil-

ity offers the best prices, the state should make an attempt to join it for procuring vaccines from the international markets, it decided.

The suggestion for joining the COVAX was given to the cabinet by Gagandeep Kang, who heads the state expert group on vaccination.

COVID-19 Vaccines Global Access, abbreviated

as COVAX, is a worldwide initiative aimed at equitable access to COVID-19 vaccines directed by Gavi, the Vaccine Alliance, the Coalition for Epidemic Preparedness Innovations, and the World Health Organization.

In a brief presentation, Health Secretary Hussan Lal informed the cabinet that of the 3 million Covishield doses ordered by the state, the Serum Institute of India had so far confirmed 429,000, of which 100,000 doses had been received.

He said some Central government institutions and industrial establishments were requesting for early vaccination of their work force. Given the shortage of vaccines, he pointed out that certain states were floating global tenders to import the vaccine.

He apprised the cabinet that for the 45 plus age group, the last tranche of Covishield vaccine (163,710 doses) was received on May 9, taking the total to 4,248,560. As many as 345,000 doses

were given to the armed forces, while the total vaccination utilization stood at 3,903,560.

For Covaxin in the 45 plus category, the last tranche of vaccine received was of 75,000 doses (May 6), taking the total received to 409,080, of which utilization till date was 352,080, leaving availability of only 57,000 now.

Amid the escalating COVID-19 crisis, the cabinet also gave post-facto approval for the procurement of hospital material and consumables costing Rs 1520.56 million for effective management of the pandemic.

It approved recruitment of 250 doctors in the Health Department, against existing vacant regular posts through the Baba Farid University of Health Sciences in Faridkot, after taking the recruitment process out of the purview of the Punjab Public Service Commission.

Poor COVID-19 patients in Punjab to get free meals Chandigarh (IANS): Beginning Friday, underprivileged Covid-19 patients living in Punjab could call up helpline numbers 181 and 112 for delivery of free cooked meals at their doorsteps through the Punjab Police Department.

The humanitarian initiative was announced at the Cabinet meeting by Chief Minister Amarinder Singh, who declared that “we will not anyone

sleep hungry in Punjab”.

Such patients can call on these numbers any time of the day or night, and will be provided cooked food at their homes by the Police Department, through Covid kitchens and delivery boys.

The department is tying up with such kitchens and delivery agents for this purpose, DGP Dinkar Gupta said, expressing pride at the initiative

taken by Punjab Police for ensuring food for the poor COVID-19 patients in the state.

As part of the facility, which will become operational from 10 am from Friday, poor patients living anywhere in the state and lacking access to food can dial 181 or call 112 at any time of day or night, on 24 by 7 basis, for delivery of cooked meals at their doorsteps.

During the first wave of the pandemic, too, the Punjab Police had converted its 112 emergency helpline into a ‘Hunger Helpline’. The department had, in active collaboration with NGOs, gurudwaras, mandirs, and other religious institutions, successfully served over 120 million cooked meals and dry rations to the people of Punjab in April-June last year.

Stop firing from colleagues’ shoulders, Sidhu to Punjab CM Chandigarh (IANS): In a bitter war of words with Punjab Chief Minister Amarinder Singh over the sacrilege issue, his former Cabinet colleague and legislator Navjot Singh Sidhu on Thursday advised him to stop firing from his “colleagues’ shoulders”.

him, then he is free to do so but that would only lead to Sidhu meeting the fate of General J.J. Singh who had lost his security deposit”.

The Chief Minister had challenged Sidhu to clearly spell out whether he is a member of the Congress party.

“If yes, then his continuing rant against his Chief Minister and the government amounts to gross indiscipline,” Amarinder Singh had said, adding that the Congress dissident ought to choose the side he is on because “he is indulging in breaking the discipline of the party, and the BJP won’t take him back and as far as the SAD is concerned, they are also peeved with him”.

“Is sacrilege case not the top priority for the Home Minister,” Sidhu had asked the Chief Minister.

“Evading of responsibility and making only the Advocate General a scapegoat means the executive authority has no supervisory control. Who controls the AG? Legal team is just a pawn in this game of shifting responsibilities,” he had said.

Sukhbir urges PM to order probe into purchase of faulty ventilators Chandigarh (IANS): Shiromani Akali Dal (SAD) President Sukhbir Singh Badal on Wednesday requested Prime Minister Narendra Modi to order an inquiry into the purchase of faulty ventilators under the aegis of the PM CARES Fund.

There were reports that 71 out of the 80 ventilators received by Guru Gobind Singh Medical College in Faridkot under the fund were found to be defective.

In a letter to the Prime Minister, the SAD President said, “I am sure you would agree with me that

Sukhbir Singh Badal supplying defective and inferior quality ventilators during a time of national health emergency is a criminal offence. The company

responsible for this should be booked and should be proceeded against as per the law.”

Badal also told the Prime Minister that it is equally important to probe the entire purchase order.

“It is very important to ascertain if defective ventilators were purchased deliberately because the entire issue smacks of a big scam.

Action should be taken against all those responsible for endangering the lives of Covid patients, however big they may be,” he said.

The SAD chief also requested the Prime Minister that all purchases

under the PM CARES Fund be subjected to the same vigorous process of selection as is done for the orders of the Union government.

“All medical equipment bought under the PM CARES Fund should be of international standards and should ideally be purchased after placing a global tender. Stringent quality standards should be laid out for all medical purchases to ensure patients’ lives are not put to risk under any circumstances.” he added.

Explaining the issue in his missive to the Prime Minister, the SAD

President said the faulty ventilators had caused loss of lives in Punjab besides hampering the country’s fight against the COVID-19 pandemic.

In another request to the Prime Minister, Badal brought it to his notice that the Shiromani Gurdwara Parbandhak Committee (SGPC) had applied for permission to import Covid vaccines to supplement the Union government’s efforts.

He requested the Union government to grant permission to the SGPC for this humanitarian cause.

Release Rs 600 million for sports varsity construction: Punjab Chief Minister Cheema (retired) told the meeting that the construction of the university was currently going on in full swing on Patiala-Bhadson road in Patiala.

The campus would spread over an area of about 100 acres. The meeting was also informed that currently the admissions have been made from the session 2019-20, and 130 students have been enrolled.

A total of 76 posts have been sanctioned

in this year’s budget.

Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Tuesday directed the Finance Department to immediately release the sanctioned amount of Rs 60 crore [Rs 600 million] for the first phase construction of the Maharaja Bhupinder Singh Punjab Sports University (MBSPSU) in Patiala.

He also asked the department to enhance the allocation for the premier institution in this year’s budget, saying that the Rs 15 crore [Rs 150 million] allotted for the university was too less.

Virtually reviewing the progress of the state’s first sports university, the Chief Minister also asked PWD Minister Vijay Inder Singla to assign a Chief Engineer to steer the campus construction, in consultation with a good external consultant, to ensure speedy completion of the project.

He also directed Sports Minister Rana Gurmit Sodhi to set up a three-member committee to coordinate with the PWD for expediting the work on the university, which has been functioning from another campus since 2019.

Economic normalcy in India by August-September, predicts CLSA New Delhi (IANS): The second wave of the Covid-19 pandemic is expected to peak in India by June, and economic normalisation is likely by August-September, as per foreign brokerage CLSA. CLSA said the second wave will peak by June 2021 in India, though some states may take more time.

India may see a peak in the 7DMA of new cases by June. This peak in Maharashtra may have already happened, while Haryana, Delhi and Andhra Pradesh are next in line, CLSA said.

Using the mid-date of the predicted range, 11 of these 16 states may see a peak of this wave by the end of June. These make up 47 per cent of India’s population and 65 per cent of GDP. Compared to cumulative testing equal to 22 per cent of national population, Madhya Pradesh (10 per cent), West Bengal (11 per cent), Rajasthan (12 per cent) and Uttar

Pradesh (19 per cent) have tested much lower proportions of their respective populations, the brokerage said.

“This may suggest a higher chance in under-reporting of cases in these states and may also impact the accuracy of predictions regarding the peak. West Bengal, Madhya Pradesh, Telangana, Uttar Pradesh and Bihar may be the last to peak, i.e., after July,” CLSA said.

Of these 16 states, 13 have imposed similar lockdown-like restrictions which restrict the free non-essential movement of people.

Barring essential services, offices are either closed or allowed to open with clear restrictions.

A few states have also put a cap on the daily timing of grocery stores for 4-6 hours. These states contribute nearly 75-77 per cent to India’s GDP/population.

Mobility restrictions are a bit less strict, and more in the form of night curfews in the

remaining three states of Gujarat, Andhra Pradesh and Punjab, but even these have clear restrictions on offices, shops and social gatherings.

Restaurants are closed in all these states while only takeaway and home delivery is allowed. India’s mobility for May YTD to workplaces/recreation/groceries is at 52 per cent/ 39 per cent/ 77 per cent of pre-Covid-19 levels, respectively, which compares to the lows of 38 per cent/ 18 per cent/ 48 per cent seen during the strict nationwide lockdown in April 2020.

These saw a high of 85 per cent/ 77 per cent/ 116 per cent of pre-Covid-19 levels in February 2021. Data for four key cities show traffic at sub-20-25 per cent of the 2019 average.

Delhi, Karnataka, Uttar Pradesh and Madhya Pradesh appear to have the biggest impact on mobility in May MTD. Andhra Pradesh, West Bengal, Tamil Nadu and Telangana are states where mobility has had less of an

impact in May so far.

Using these estimates, CLSA expects restrictions will begin to be rolled-back in Maharashtra in early-June. Possibly, states with over 75 per cent of India’s GDP should rollback these restrictions by July-Auust, i.e., 4-6 weeks after the peak in the respective states. This points to some kind of normalcy in economic activity from August-September 2021.

Therefore, these restrictions could have a notable impact on earnings in 1QFY22 as well as part of 2QFY22. However, with a possible peak in Covid-19 cases in the coming weeks, announcements on the rollingback of restrictions and a further pick-up in vaccination should lend enough hope for the markets to look beyond this short-term impact and focus on a possible growth pickup after the impact of the ongoing wave is over, the CLSA said.

Delhi has adequate beds, oxygen now, fix uniform rate for vaccines: AAP to Centre New Delhi (IANS): The Delhi government said on Thursday that while the national capital has adequate ICU beds and medical oxygen stock in the government-run hospitals and private healthcare centers, the Centre should fix a uniform rate for vaccines.

Delhi Health Minister Satyendar Jain said in a press conference that as the number of daily cases has reduced in the city, there are adequate beds for Covid patients in the national capital now.

However, Jain also said that Delhi has no Covaxin stock left for the 1844 age group, and blamed the Centre for the vaccine crisis, not only in Delhi, but across the nation.

“It is widely known that India is home to the biggest and most prominent vaccine manufacturers in the world. Hence, a number of companies are capable of manufacturing it and mobilising it into the market for the public,” Jain added.

Jain said that he has also requested

the Centre to adopt a ‘One Nation, One Tender’ policy for vaccine procurement from the international market, as state-wise tenders won’t put India in good light.

Earlier on Thursday, Deputy Chief Minister Manish Sisodia had said that Delhi’s daily oxygen requirement has fallen from 700 MT to 582 MT per day and hence the additional oxygen quota of the national capital should be supplied to other states needing the life-saving gas.

“Delhi government is a responsible government and hence it is requesting the Centre to reduce the daily oxygen allocation to Delhi to 582 MT. This way the other states in need of oxygen can get the surplus amount from Delhi,” Sisodia said.

Punjab starts 18-plus vaccination Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Thursday announced the launch of 18-44 age group vaccination for families of healthcare workers in both government and private sectors, as well as those suffering from comorbidities, from Friday (May 14).

Directing judicious use of the limited available stocks of vaccine, the Chief Minister also directed the Health Department to initiate the process

of vaccinating co-morbid prisoners in this age group amid the surging cases of COVID-19 in the state, where the positivity rate for the week ended May 12 stood at 14.2 per percent, with case fertility rate of 2.1 per cent.

Reviewing the COVID-19 situation and the vaccination status at a virtual meeting of his Cabinet, the Chief Minister asked the Health Department to kickstart the vaccination programme for these

priority groups from identified school and other buildings, to prevent further spread of the pandemic due to crowding at government hospitals.

Briefing the Cabinet, Gagandeep Kang, a special invitee to the expert medical group, said with preliminary data showing vaccines working better against the coronavirus than expected, including against the mutant B.1.617 variety, a targeted response to the vaccination programme

was needed.

She suggested more extensive use of Covishield, given its affordability and availability, and the fact that it offers high efficacy even with a single dose, while the second dose can be extended up to 12 weeks.

She suggested that the government of India should be requested to include obesity in the list of comorbidities for vaccination priority.

More Punjab ministers join chorus for action against Sidhu Chandigarh (IANS): Protesting strongly against his “unwarranted belligerence” against Chief Minister Amarinder Singh, more Punjab ministers on Wednesday joined the state Congress leaders seeking strong disciplinary action by the party high command against legislator Navjot Sidhu.

Sidhu’s “provocative and targeted attacks on Amarinder Singh over the past several days were an invitation for disaster” for the Congress, said ministers Balbir Sidhu, Vijay Inder Singla, Bharat Bhushan Ashu and Gurpreet Singh Kangar, not ruling out “collusion” between Sidhu and state opposition parties, such as Aam Aadmi Party (AAP) or Bharatiya Janata Party (BJP).

It was quite possible, they claimed, that Sid-

hu’s targeted attacks on the Chief Minister were instigated by the AAP or BJP leaders to create problems in the Punjab Congress to further their electoral agenda in the state.

“The manner in which Sidhu had launched the offensive against the state government, particularly Captain Amarinder, suggested a conspiracy against the Chief Minister,” they added in a hard-hitting joint statement, two days after three of their colleagues had also launched a counter-offensive against Sidhu.

These four ministers also said his verbal assaults on Amarinder Singh on sacrilege and other issues amounted to “open rebellion” against the party.

Terming Sidhu’s “blatant defiance” an “act of total indiscipline”, the ministers said such

anti-party activities cannot be tolerated by any political establishment, and more so in a state headed for elections.

“He should be immediately suspended, if not expelled, as his continued presence in Punjab Congress was creating a mess in the party’s state unit and diverting its attention from the more important task of gearing up for the polls,” they added.

Citing Sidhu’s track record of controversial statements, the ministers said the ex-cricketer evidently seemed, as usual, to be batting for himself, and was totally lacking in team spirit -- a trait that he had exposed in the political arena more than once.

“He is nothing but a trouble-maker whose contribution to the Congress and the state

government in Punjab in all these years has been virtually nil,” the ministers said, questioning the rationale behind allowing him to continue in the Congress at a time when the party was preparing for the next Assembly elections and the state government was battling an unprecedented COVID-19 crisis.

Citing Amarinder Singh’s open challenge to Sidhu to contest against him from Patiala instead of raving and ranting against him publicly, the ministers said the MLA should quit the Congress and pit his self-proclaimed might against that of the Chief Minister if he really believed in his own political prowess.

Attacking the Chief Minister on social media can hardly be termed as an endorsement of his political clout or popularity, they said.

Supreme Court notice to Punjab on Kishor’s appointment as Chief Minister’s advisor New Delhi (IANS): The Supreme Court hasought a response from the Punjab government on an appeal challenging the Punjab and Haryana High Court order, dismissing a petition challenging appointment of Prashant Kishor as Principal Advisor to Punjab Chief Minister Amarinder Singh.

A bench of Justices Sanjay Kishan Kaul and Hemant Gupta noted that counsel for the petitioners contended that Prashant Kishor is an expert in organising elections and is assisting parties in different states.

Advocate Baltej Singh Sidhu, representing Labh Singh and another petitioner, submitted that the appointment of Kishor as Principal Advisor to the Chief Minister, that too in the rank and status of a Cabinet minister at the cost of public money, is not permissible.

Counsel contended before the top court that the government may have any advisor with any particular expertise for governance purposes and questioned the validity of the order

by the state government. The petitioners said the decision also smacked of mala fide as Kishore worked as strategist for the Congress in 2017.

In their plea, Singh, a retired boxing coach and Satinder Singh, an advocate, contended Kishor is an expert in organising elections and is assisting parties in various states.

“Issue notice returnable after the summer recess,” said the top court in its order.

Amarinder Singh had appointed Kishor in March this year. The petitioners claimed there was no advertisement or interview conducted for the appointment, which was clear violation of Articles 14 and 16 of the Constitution.

Dismissing the petition, the High Court had noted that the Chief Minister, being an elected representative, has manifold constitutional duties to discharge, including good governance towards the citizens, and thus, he is at liberty to choose his advisors.

On May 9, 2021 at around 3 p.m., the Richmond RCMP responded to the Vancouver International Airport for a shooting outside the international departure area. Upon arrival, they found a man with gunshot wounds who was pronounced dead at scene. A suspect vehicle described as a red or maroon coloured Honda Pilot fled the airport with two or more occupants inside. Shortly after leaving the airport, a shot was fired from the suspect vehicle at a marked police car striking the windshield. It was last seen in the area of Sea Island Way and Garden City Road. Fortunately, no police officer or member of the public was harmed. Just before

3:30 p.m., a vehicle was discovered on fire in an alleyway near the 9700-block of Princess Drive in Surrey.

Investigators are looking into linkages between this vehicle and the earlier shooting in Richmond.

National Human Rights Commission notice to Bihar, UP over bodies floating down Ganges Patna (IANS): The National Human Rights Commission on Thursday served notice to Bihar, Uttar Pradesh and the Union Water Resource Ministry after hundreds of dead bodies were found in the Ganges river in Bihar’s Buxar, and Uttar Pradesh’s Ghazipur and Ballia districts.

The commission has asked them to submit their response within four weeks.

As many as 71 dead bodies were found in several places on the banks of the Ganges in Buxar, and over 100 dead bodies in Uttar Pradesh’s Ghazipur and Ballia district in the last three days. On Thursday, several partially cremated dead bodies were found near Patna’s Gulabi Ghat Patna as well.

The NHRC said that throwing dead bodies in rivers is against humanity, and is also a health hazard for people living on the banks of the river and a threat to the environment.

The videos of floating dead bodies in the Ganges have shocked the entire nation. More shockingly in Uttar Pradesh and Bihar, the respective district administrations used earth mover machines (JCB) to bury the corpses after they were retrieved.

The Bihar government has alleged that the dead bodies were flowing from upstream Uttar Pradesh districts of Ghazipur, Varanasi, Prayagraj (Allahabad), etc. situated on the banks of the Ganges.

In a bid to locate dead bodies, the Buxar ad-

ministration had placed a huge net in Ganges river near Chausa located on the border with Uttar Pradesh, and 10 bodies were found in it on Thursday.

Meanwhile, former Bihar Chief Minister and Rashtriya Janata Dal (RJD) president Lalu Prasad has targeted the government over the issue.

Lalu Prasad alleged that the deceased did not get treatment when they were alive and are not even getting shrouds after their death.

Lalu Prasad tweeted, “While they were alive they did not get medicine, oxygen, beds and treatment. Now after death, no shrouds, wood, and the ground where they could be cremated. Out of extreme miseries dead bod-

ies were thrown into the Ganges. Dogs are eating corpses. Hindus are being buried. Where are you taking this country and humanity?”

Earlier, RJD leader and former Deputy Chief Minister of Bihar Tejashwi Yadav also targeted the government on this issue.

Tejaswi wrote on Twitter, “Hundreds of corpses were found floating in the Ganges in Bihar’s Buxar. Imagine how terrible the situation is.

The government is still in denial and not accepting the ground reality. The double engine government has failed, so now the infection has spread to the villages as well. After hospitals, there is no place even in crematoriums?

Russia’s Sputnik V COVID-19 vaccine to be available in market from next week New Delhi (IANS): The Union Health Ministry on Thursday announced that Russia’s Sputnik V, the vaccine against the COVID-19 pandemic, will be available in markets across the country early next week.

Dr Reddy has entered into an agreement with RDIF for import of 125 million people equivalent doses in India. The firm’s plan is

The announcement comes 12 days after the first consignment of 150,000 doses of the Sputnik V vaccine landed in Hyderabad from Russia.

Dr V.K. Paul, member NITI Aayog, made the announcement at a Health Ministry press briefing on the COVID-19 situation in the country.

Paul also said that the local production of Sputnik V will begin in July and Hyderabadbased Dr. Reddy’s Laboratories will manufacture the vaccine in India.

Dr Reddy’s top executives recently hinted that Sputnik V is likely to be sold at $10 (around Rs 750) a dose in India.

Last month, the Indian regulator Drugs Controller General of India (DCGI) granted restricted use authorisation to Sputnik V amid an alarming rise in the country’s fresh COVID-19 infections.

Pune-based Serum Institute of India (SII) is manufacturing the Oxford University-AstraZeneca shot as Covishield while Bharat Biotech International Limited, located in Hyderabad, has developed Covaxin.

With an efficacy of 91.6 per cent, Sputnik V is reportedly the first vaccine against COVID-19 in the world. On August 11 last year, Russia gave approval to the Sputnik V. It is reported in the Lancet Medical Journal that the vaccine has been cleared and approved for mass use in more than 50 countries.

The Russian Direct Investment Fund (RDIF) has signed a deal to produce 750 million doses of Sputnik V in India.

BC Markets Calming but Sales Still on Record Pace Vancouver, BC. The British Columbia Real Estate Association (BCREA) reports that a total of 13,683 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in April 2021, an increase of 312.3 per cent over April 2020 when the onset of the COVID-19 pandemic prompted a lockdown of the provincial economy. The average MLS® residential price in BC was $946,606, a 29.1 per cent increase from $733,330 recorded in April 2020. Total sales dollar volume was $12.9 billion, a 432.2 per cent increase from last year.

“Although provincial home sales were down slightly from an all-time high in March, sales ac-

tivity was the highest on record for April,” said BCREA Chief Economist Brendon Ogmundson.

“Home sales continue on a record pace, though we do see a calming environment compared to the frenzied activity of recent months.”

Total active residential listings were down 14.5 per cent year-over-year in April but did tick higher on a seasonally adjusted basis for the second consecutive month as new listings activity ramped up.

“We are starting to see very strong new listings activity in several markets,” said Ogmundson, “however, it will take quite some time for total listings to return to the

COVID-19 means double trouble, and worse

IF ever a time to act on your health, this is it. Study after study in leading medical journals reports compounding troubles from COVID-19. What was described as a lung disease early in the pandemic is now better recognized as an attack on health systems – your own body’s systems involving multiple organs as well as societal systems of disease surveillance and care delivery. Whether you have been infected or not, chances are high your health is becoming worse.

New research should raise alarm bells.

In the journal, Nature, Dr. Ziyad Al-Aly, chief of research at Veterans Affairs St. Louis Health Care System, reported on deteriorated health of COVID-19 survivors. To his amazement, the disease was not just deadlier for people with underlying conditions like diabetes. Data show that people are seemingly developing metabolic disease as a result of the infection.

How this happens is yet to be understood.

Some scientists think SARS-CoV-2 not only damages the lungs, but other organs too. The pancreas which produces insulin needed to convert blood-sugar to energy might be affected by the infection. Another concern is the sedentary lifestyle brought on by the pandemic. Late or missed diagnoses of health issues among people skipping or unable to maintain medical appointments could be a factor.

Obesity and poor lifestyle issues are leading ever more children down the path to avoidable chronic disease. COVID is compounding problems for children who develop Type 2 diabetes. A study of such youth published in Diabetes Care showed a troubling and unexplained increase last year in diabetic ketoacidosis, a dangerous buildup of acid in the blood due to inadequate insulin supply.

Pregnancy is another area of concern. Research published in JAMA Pediatrics involving 18 countries found COVID-19 in pregnancy was associated with consistent and substantial increases in severe maternal morbidity and mortality and neonatal complications when pregnant women with and without COVID-19 diagnosis were compared. This underscores precautions to prevent COVID illness during pregnancy by following public health measures.

But how is COVID making you sick, even if you don’t catch the virus?

For one, the pandemic has caused a sharp decline in preventative care and screening, particularly for breast, colon, cervical and lung cancers.

One study in California, conducted by researchers at the Centers for Disease Control and Prevention, found that between March and June of 2020, the rate of cervical cancer screening among 1.5 million women decreased by roughly 80%, compared with the same period in 2019.

Another study at the University of Cincinnati Medical Centre found that in March 2020 alone, more than 800 appointments for lung cancer screening were postponed. Upon resumption of screenings two months later, the percentage of people tested who had lung nodules suspicious for cancer had increased from 8% before the pandemic to 29%.

In some health care systems, a rapid switch to at-home screening tests, such as the fecal immunochemical test (FIT) for colorectal cancer, has kept pace with pre-pandemic testing. But in most places, individuals need to take the initiative to request the test kits and get it done.

Delays in screening, especially among people at risk, can mean missing early diagnosis.

Cancers may grow larger and more deadly before they are detected.

Delays in all kinds of surgeries are yet another concern.

Research has only begun to emerge regarding the tsunami of mental health problems that have crept or crashed into the lives of many. An echo pandemic of mental illness will almost certainly follow.
