VANCOUVER Police on Monday released the photos, names and ages of six gangsters with links to Vancouver who they said pose a significant risk to the safety of the public.

Four are South Asians: Garinder Deo, 35; Harjit Deo, 38; Barinder Dhaliwal, 38; and Meninder Dhaliwal, 28.

There are two non-South Asians: Ekene Anigbo, 22; and Damion Ryan, 41.

“Gang violence continues to be a prominent public safety issue in Metro Vancouver. There have been numerous reckless, brazen acts of violence that threaten the safety of innocent bystanders,” said Vancouver Police Chief Constable Adam Palmer.

“I want all Vancouver residents to know the faces of these individuals and to keep their distance from them.”

conflicts involving numerous crime groups that have resulted in murders and attempted murders in recent weeks in public places. There have been 20 gang-related homicides in Metro Vancouver in 2021 and 20 attempted murders. Police are expecting the violence to continue and escalate.

“Our police intelligence leads us to believe that the individuals we have identified today may be targeted by rival gang members,” adds Palmer.

“My greatest concern right now, related to the ongoing gang violence, is that an innocent bystander will be hurt or killed during a shooting targeting a gangster.”

In addition to raising public awareness about the threat to public safety, Vancouver Police have initiated a new taskforce to deal with the escalating gang violence.

‘Taskforce Threshold’ was officially launched on May 12. It consolidates resources and expertise from the

VPD’s Investigation and Operations divisions to help prevent gang violence and investigate incidents if they occur.

The taskforce will pull together detectives from the Major Crime and Organized Crime sections and tactical officers from the emergency response team, gang crime unit, patrol and other specialized units. In addition, the taskforce will provide

“Every single patrol officer will know every single player in this conflict,” said Palmer. “They will step up patrols in the city – specifically near the restaurants and businesses the gangsters frequent.”

All public safety agencies are coordinating efforts. Vancouver Police are continuing to share intelligence with and collaborate with other police agencies in Metro Vancouver, including the RCMP and Combined Forces Special Enforcement Unit of B.C. (CFSEU-BC).

Vancouver Police remind the public to report any suspicious activity to police by calling 9-1-1.

ON Tuesday, the Combined Forces Special Enforcement Unit of British Columbia (CFSEU-BC) issued a public warning regarding 11 individuals involved in the Lower Mainland Gang Conflict. It said that these individuals posed a significant threat to the public.

The CFSEU-BC said that these individuals are known to police and have been connected to the current spike in violence.

Police believe that anyone with them or in their proximity may be putting themselves at risk.

Eight of the 11 are South Asians and include Barinder Dhaliwal, 37, and Meninder Dhaliwal, 27, who also figure in the list released by Vancouver Police. They are the brothers of Harpreet (Harb) Dhaliwal, 31, of Abbotsford, who was shot and killed on April 17 in Vancouver’s Coal Harbour.

The other six South Asians: Shakiel Basra, 26; Samroop Gill, 28; Sumdish Gill, 27; Amarpreet Samra, 26; and Ravinder Samra, 34.

PROGRESSIVE Intercultural Community Services (PICS) Society says it is proud of youth at L.A Matheson Secondary School in Surrey who have decided to dedicate the next four years for fundraising towards Guru Nanak Diversity Village (GNDV).

L.A. Matheson students and teachers chose to actively fundraise during April to celebrate Vaisakhi and Sikh Heritage Month, raising $7,000 in just three weeks. This is just the beginning and the efforts are going to continue over the next four years to raise more funds.

Inspired by the teachings of Guru Nanak Dev Ji’s principle of “Seva – Selfless Service”, the youth took the initiative to contribute their efforts in a meaningful manner and also involved their families and friends to support GNDV. Peter Johnston, Principal at L.A. Matheson, said, “I am so impressed with the extraordinary efforts put forward by our Mustangs in fundraising. Our students are hard working and have build capacity in connecting with the community to make a difference. They were able to raise 10 times more than their original goal of 700 and this speaks to their dedication and commitment to the cause” COVID-19 pandemic has taught the importance of quality publiclyfunded care for our seniors. PICS Society currently delivers an Adult Day program, Senior Independent and Assisted Living Facility programs. This culturally-sensitive long-term care facility is a step towards that direction and will bridge the gap between existing culturally-sensitive programs by providing long-term care services to our seniors. Construction for the facility, to be located in Surrey, is to start in late 2022 and it will be operational with seniors residing by 2024.

can help them in the future, was something I didn’t want to miss on. Also, the name the senior village got “Guru Nanak” just makes it special and important. I was very enthusiastic when I had the chance to talk about this experience with the community and my family, I was glad because everyone was so supportive. In a short period of time, we reached high goals for a very good cause and I hope in the next four years this project will go on and actually make a difference.”

WITH the increased number of shootings across the Metro Vancouver area, including one in Delta on May 1, Delta Police are taking a number of steps to try and prevent further violence in the community. The strategy is three-pronged – interdiction, investigation and prevention.

Prevention

Interdiction / Enforcement Delta Police launched a new team May 15 – focused on intercepting any potential gang or related activity, and acting as a deterrent, through a high profile presence in public spaces such as along Scott Road and at popular restaurants.

Delta Police Chief Neil Dubord “We’ve had good early feedback on the new team,” said Delta Police Chief Neil Dubord on Monday. “Specifically, we heard from restaurant managers and staff, as well as pa-

trons, who welcomed the high visibility approach.”

“The public often wonders if we know who the gangsters are, or know their family members and associates,” said Dubord. “Yes, we do.

Unfortunately Delta is not immune from the gang conflict. Gangsters and associates might travel through Delta, or they and family members may live here. Our analysts work closely with intelligence experts from across Metro Vancouver to share information and make sure we are well-informed on the movements of gang members.”

Officers have stepped up visits to locations where gang members are known to frequent, and made some informative stops on the weekend.

Those who must abide by curfews and conditions are being checked regularly.

Police also share information on known gangsters with restaurants and other businesses. It’s called the Inadmissible Patron Program, and Delta Police Department officers continue to promote this program and work with the community to let gangsters know they are not welcome in Delta.

Although the Delta Police is part of the integrated Police Dog Services unit, Delta has its own Specialty Dog Unit. These dogs can sniff out firearms, ammunition and drugs. The dogs are working with part of the new high-visibility team, and will be called when suspicious drivers are pulled over.

“The public has a role to play as well,” said Dubord. “If people see vehicles being driven erratically, perhaps they suspect drug dealing is taking place, please call that in to police. Our of-

In order to address this issue, Delta Police School Liaison Officers and the Youth Unit are working with CFSEUBC’s End Gang Life, the Delta school district and programs such as Yo Bro and Yo Girl to divert youth from risky activity. Family members and community programs are also key, as the supports must encompass all facets of the youth’s life.

“We started to see an increase in the demand for intervention and preventive steps with youths in 2020, and our officers have only gotten busier, as youths struggled with the impact of the pandemic and other related issues,” said Dubord. “But we know the effort we are putting in now will pay off in the long term.” He urges any parents who may have concerns to reach out to police or through the

school.

Investigation Delta Police continue to devote significant resources to investigating the May 1 homicide of provincial Correctiosn Officer Bikramdeep Randhawa.

Bikramdeep Randhawa “This is a very active investigation, and our officers are coordinating their efforts with all police agencies, as well as CFSEU-BC, IHIT, the Real Time Intelligence Centre and the Organized Crime Agency,” said Dubord.

“The cooperation between agencies is excellent.”

IHIT called in after human remains found in Surrey

SURREY RCMP have one man in custody after human remains were found on the roadside on 48 Avenue.

On Friday at approximately 4:22 a.m., Surrey RCMP responded to a report of a fire in a ditch on 48 Avenue near 168 Street. When the fire was extinguished by Surrey Fire Service, officers lo-

cated human remains.

At approximately, 5 a.m. one man was arrested for murder at a residence in Newton and was taken into custody by Surrey RCMP. This does not appear to be a random act. The investigation is still in its early stages, however this incident is not believed to have any connection

to gang activity, police said.

The area surrounding the scene will be cordoned off for a significant amount of time. The Integrated Homicide Investigation Team (IHIT) has been called in and will be working in partnership with the Surrey RCMP. Police are currently in the evidence gathering

phase.

IN 2014, The VOICE wrote in a story titled “Nav Bhatia rocks the audience at TEDx Toronto”: Nav’s story is one of an immigrant fleeing the Sikh riots in India during 1984 to Canada and the start of a new life. This new beginning did have its challenges. Nav describes in detail the difficulty he had finding his first job to his rise up the Hyundai ladder only to have most of his staff resign as they did not want to work for a man with a beard and turban. He persevered and stood proudly on stage to announce to the crowd his dealership was now the number one volume dealer for Hyundai in Canada.

Nav then transitioned to his love for basketball and his enthusiasm for the Toronto Raptors. Sitting courtside, Nav has not missed a game or has been late to a game for 20 years. In 1998 General Manager Isiah Thomas presented Nav with a jersey at center court inscribed with SUPERFAN on the back.

The once ostracized Sikh was now being honoured by the mainstream community.

Days later Nav walked into a room to have a gentleman on the phone announce: “My cab is here”. This was the moment Nav Bhatia realized he needed to do something to change the perception of Sikhs in the mainstream. Nav explained: “I was not angry.

A lot of my Sikh brothers drive cabs and I am proud of them. I believe in the dignity of labour. I just want mainstream society to know just like any other race, we drive cabs, we own restaurants and we are CEOs of major companies.”

He discussed a plan with the Toronto Raptors to improve the perception of Sikhs in the mainstream and as a result increase South Asian attendance to the games. The organization welcomed Nav’s initiative and has been awarded most diverse fan base five years in a row by the NBA. The partnership has proven beneficial for the Raptors and Nav as thousands of South Asians are present amongst the crowd integrating into the mainstream, standing side by side with people of all colours.

Vancouver City Council apologizes for Komagata Maru racism VANCOUVER City Council on Tuesday formally apologized for historical discrimination against 376 passengers travelling on board the Komagata Maru steamship from British India in 1914. Council also declared Sunday, May 23, as the first Komagata Maru Remembrance Day to be marked by the City of Vancouver.

Akash Ram, 19, of Surrey charged in relation to West Vancouver knife slashing CRIMINAL charges have now been laid against a 19-year-old Surrey resident, Akash Ram, in relation to a knife slashing at Ambleside Park in 2020.

The assault happened on Saturday, May 9, 2020 at approximately 6:15 p.m. in Ambleside Park, east of the concession stand.

West Vancouver Police Department officers quickly attended the area after reports of a fight involving two groups of males.

Four suspects were identified and taken into custody near the scene.

The then 17-year-old victim suffered significant facial injuries as a result of the assault that is alleged to have involved a knife.

“Detectives from our Major Investigations Team did an excellent job of gathering key evidence after this violent incident,” said Constable Kevin Goodmurphy on Monday. “The victim in this suffered life-altering injuries, and we are pleased to see that charges have been approved.”

Recently, the BC Prosecution Service approved criminal charges against Ram in relation to this incident.

He has been charged with the following: * Assault with a weapon * Possessing a weapon for a dangerous purpose His next court appearance is scheduled for June 23 at 9:30 a.m. in North Vancouver.

Mayor Kennedy Stewart read the formal apology at the start of Council meeting. This apology and the City’s official observance are the results of Council’s unanimous decision in June 2020 to recognize the injustices of the Komagata Maru incident.

This week, the City will launch a video telling the story of the Komagata Maru incident through the eyes of passengers’ descendants and their families. The video will be shared via the City’s website and social media channels on Sunday, May 23.

The video will also be screened on the third floor foyer of City Hall each year between May and July, as an educational piece for future school visits and the public.

“We are all richer when we remember how unique it is to have so many different ethnic communities living together,” said Raj Singh Toor. “I hope the apology and video will help to connect Vancouverites, British Columbians and Canadians with their past, and to build a more peaceful, equitable tomorrow.”

On Sunday, City Hall will also be illuminated orange to mark Komagata Maru Remembrance Day. Staff have been working since fall of 2020 with a volunteer committee, including historians and Descendants of the Komagata Maru Society members, on how to mark this day.

The apology for the City’s role in the Komagata Maru incident is part of a broader ongoing effort to recognize historic discrimination against the South Asian community, which arises from a 2019 Council decision.

One goal of this work is to educate decisionmakers and the broader public of the human rights violations against people of South Asian descent, and the ongoing impact and harm of discriminatory laws, regulations, policies, and practices. The City is in the process of hiring a South Asian Redress Planner who will work with the Senior Social Planner for Anti-Racism and Cultural Redress to advance this necessary redress work with South Asian communities.

Horgan needs to donate more for India’s COVID-19 crisis B.C. Premier John Horgan and his NDP have become some kind of a joke among Indians with their stingy donation of just $500,000 announced May 14 to the Canadian Red Cross, which is offering support to the Indian Red Cross Society to deliver assistance to communities affected or at risk of being affected by COVID-19.

Contrast that with what Saskatchewan has donated for COVID-19 relief in India: Ventilators of a total value of $3.5 million.

In fact, only after Saskatchewan announced its donation on May 3 (earlier this month, Ontario sent 3,000 Ontario-made ventilators to India) that Horgan and his advisors woke up.

A Saskatchewan government announcement on May 3 said: “Saskatchewan has maintained an excess supply of ventilators to support patients in the province.

The current supply includes over 700 critical care, subacute, and non-invasive ventilators. he 100 ventilators being sent includes 30 critical care and 70 subacute ventilators.”

It added: “The Government of Saskatchewan will work with Saskatchewan’s trade officials and the Indian High Commission in Canada to ship the ventilators to India in a timely and secure

Saskatchewan Premier Scott Moe said: “Saskatchewan has a close and growing friendship with India, so it is incumbent on us to assist them where we can during this challenging time in their country,” “With an excess supply of ventilators in Saskatchewan, we are well positioned to provide this humanitarian support to India during a time of great need.”

IANS reports from Toronto: THE Indo-Canada Chamber of Commerce (ICCC), along with 80-odd community bodies, launched the ‘Oxygen for India marathon fundraiser last week to collect $2 million to send oxygen equipment to India, even as Ontario announced to send 2,000 more ventilators to the COVID19-battered country.

Almost $500,000 was raised during the very first session of the marathon fundraiser on Sunday.

It will be held for three hours every Sunday for four weeks.

Surprisingly, the biggest contribution of $50,000 came from Canada’s native or indigenous Metis people.

“We have similarities with Indians even though we are from different parts of the world. India will be there for us when we need, and we should be there for them now. We will donate $50,000 to the ICCC and do more if needed,” announced David Chartrand, President of the Manitoba Metis Federation.

ICCC President Vijay Thomas said their initiative aims at garnering donations not only from the 1.6 million Indo-Canadian community, but also businesses and cities across Canada.

“The money will be used to send oxygen concentrators and gener-

ators and we will find new pathways to send oxygen to India.

We want to ensure that oxygen reaches tier 2 and 3 cities and towns before they get severely hit by the virus,” Thomas said.

Top political leaders, including the Ontario Premier Doug Ford, mayors, business owners and medical professionals took part in the marathon fundraiser.

Ford announced that 2,000 additional ventilators are being sent to India, in addition to 3,000 already delivered.

“The whole planeload of Air Canada is filled from front to back and arriving (in India) by Tuesday with all sorts of supplies. The people of India have been there for us and we will be there for them,” the Ontario Premier said, referring to India’s delivery of one million vaccine doses to Canada earlier this year.

Markham city’s Frank Scarpitti, who has been to India many times and is very well respected in the Indo-Canadian community, announced a donation of $10,000 to the initiative by the ICCC. The mayors of Brampton and Mississauga, the outlying cities which are home to the biggest concentration of the Indo-Canadian community in Canada, urged their residents to donate liberally to the initiative.

WorkSafeBC increasing workplace COVID-19 inspections during May long weekend

WORKSAFEBC will be stepping up inspections at workplaces located in potential COVID-19 hotspots over the May long weekend. The purpose of the inspection initiative is to remind businesses they must have measures and controls in place to prevent the transmission of COVID-19 in the workplace.

“Hopefully, we’re in the home stretch of the pandemic as greater numbers of British Columbians get

vaccinated, but we can’t let our guard down,” said Al Johnson, Head of Prevention Services at WorkSafeBC. “Initial vaccinations offer an added layer of protection, but it’s still important that workers and employers stay focused on COVID-19 safety — that means continuing to follow your workplace COVID-19 safety plan, as well as provincial health orders, to protect yourself and others.”

WorkSafeBC’s inspectional focus

will primarily be on restaurants, pubs and breweries with outdoor patios. The majority of inspections will take place in the Fraser Health and Vancouver Coastal Health regions.

All employers in B.C. are required to have a COVID-19 safety plan that assesses risks to workers and implements measures to prevent the transmission of COVID-19 in the workplace. The plan must be re-

viewed and updated as conditions change.

“We know that the majority of B.C. businesses are working very hard to keep their workers and customers safe from COVID-19 transmission,” said Johnson. “With the long

weekend and warmer weather, we want to make sure employers and workers are prepared for a potential increase in customers.”

Employers are responsible for the health and safety of their workers, and this includes doing everything reasonably possible to ensure customer compliance with COVID-19 safety protocols and orders, including maintaining physical distance and wearing masks as required.

“Young people have faced immense challenges throughout this pandemic and have responded with strength and resilience,” said Premier John Horgan. “If you’re between 12 and 17, your turn is here. Vaccines are how we get our lives back and get back to seeing our friends and all the activities we miss. You can help us put this pandemic behind us by registering today, getting vaccinated and encouraging everyone in your life to do the same.”

Normally this time of year would be filled with community festivals, weddings, parties, and plans for holiday travel.

We know this summer is going to be different. I cannot wait until we can get back to normal, but the only way we will be able to put the pandemic behind us is by getting vaccinated. Each person who gets the vaccine is not only protecting themselves, but is also making their friends, family, and community safer.

Our vaccine rollout plan is mov-

ing much more quickly than originally expected. We need everyone to get registered so they can receive their invitation to book an appointment as quickly as possible.

If you have already gotten your vaccine or booked your appointment – thank you for doing your

part for your community. Now it’s time for the next step: helping your friends and family to get vaccinated.

The first step for everyone is to register. You can register online at gov.bc.ca/getvaccinated, or by phone by calling 1-833-838-2323.

When you call, you can press 2 for Punjabi or 3 for Hindi, and you’ll be greeted and can register in your language.

You will be asked to provide your name, date of birth, postal code, personal health number and an email or phone number where they can text or email to book your appointment. Your information will be safe and confidential, and not shared with anyone else.

Everyone who lives in B.C. can get a vaccine – regardless of your

resident status. If you don’t have a personal health number, you can still register over the phone.

Just let the call centre team member know. No one will be turned away.

Once you are registered, you’ll receive an email or text letting you know you can book an appointment. Your New Democrat government has passed a law saying that employers must give all workers three hours of paid leave if they need to get vaccinated during working hours.

There are also drop-in clinics and other opportunities to get vaccinated in the community. Fraser Health is offering drop-in clinics at community locations throughout Surrey, including at gurdwaras, so people can get vacci-

nated at places that are familiar to them.

Right now, we all have to keep following the same public health orders like wearing a mask and physical distancing – even when we’re vaccinated. But that’s not forever, just for now, until we get more people vaccinated. The Provincial Health Officer will let us know when that changes.

That’s why it’s so important to get people registered – getting vaccinated is how we get back to all the gatherings and celebrations we miss. If you’re already registered, call, text, or message your friends, family, neighbours, and coworkers and help them get registered for their vaccine. It’s up to all of us to take care of our community.

Falcon announces his bid for BC Liberal leadership FORMER Deputy Premier Kevin Falcon on Monday announced his intention to run for the leadership of the BC Liberal Party at a virtual launch event in Vancouver. Joining him were his wife, Jessica, and two daughters, Josephine and Rose.

Kevin Falcon: Disastrous week for NDP as incompetency overwhelms BC

IT didn’t take long for BC Liberal leadership hopeful Kevin Falcon to hit back at the NDP that had laucnhed a series of attacks on him.

Team Kevin Falcon issued an attack on Friday, saying: “BC Liberal leadership John Horgan’s blasé attitude towards BC’s postCOVID recovery is out of touch with the needs of British Columbians. After years of the NDP’s inability to make British Columbia a more attractive place to live and work, this week’s laundry list of failures shows their utter lack of competence and leader-

Surrey man with loaded firearm in Burnaby shopping mall arrested METRO Vancouver Transit Police on Tuesday arrested a man with alleged gang affiliation who was in possession of a loaded firearm in a busy Burnaby shopping mall.

At approximately 3:40 p.m. on May 18, officers of the Metro Vancouver Transit Police Crime Suppression Team stopped suspected gang member Luis Manuel Baez, 25, of Surrey in the parking lot of Metropolis at Metrotown in Burnaby for openly smoking marijuana in a location contrary to the Cannabis Control and Licensing Act (CCLA).

While speaking with officers, Baez, who is well known to police, suddenly took off and was able to get in the driver’s seat of a car parked nearby. There was a brief struggle with officers as he attempted to start the car. Officers were eventually able to remove him from the vehicle, but the struggle continued.

While trying to gain control of Baez, officers saw him remove a handgun from his waistband and discard it under a parked car. The firearm was a loaded, semi-automatic .45 calibre handgun, according to police.

Baez was arrested and charged with one count of obstruction and multiple firearms offences. He has been remanded in custody. His next court appearance has yet to be determined.

“Bringing an end to gang violence is an ongoing concerted effort by all Lower Mainland municipal and RCMP police agencies.

We are happy to have taken another firearm off the streets and out of the hands of an alleged gang member,” said Sgt. Clint Hampton.

Surrey Hospitals Foundation goes “nuts” for augmented reality hospital orientation app for kids THE Surrey Hospitals Foundation has unveiled an innovative augmented reality (AR) application for kids as part of its Children’s Health Centre (CHC) renewal project. The first of its kind in Canada, the My Hospital Pal mobile app features “Chip” the AR Squirrel as a virtual orientation to the hospital. It helps kids become familiar with the hospital setting in a fun, interactive, and kid-friendly way.

“We’ve all seen the tremendous success and popularity of the augmented reality videogame Pokémon Go, so when the opportunity came up to leverage the technological innovation and power of AR in our Children’s Health Centre, we literally ‘leapt’ at the chance,” said Jane Adams, President and CEO of the Surrey Hospitals Foundation, on Thursday. “Investing in innovations has always been one of the Foundation’s missions, and as part of our renewal project, we introduced a kid-friendly woodlands décor theme for our new Children’s Health Centre, so ‘Chip’ the AR squirrel is a great fit for our new space.”

Augmented reality is a real-time, interactive experience with a person’s natural environment that is enhanced with computer

generated 3D images superimposed onto real-world objects. The idea to have an AR

virtual pet as a hospital orientation for kids was inspired by Dr. Amir Behboudi, an ER doctor at Fraser Health.

The Surrey Hospitals Foundation and team members from Surrey Memorial Hospital’s Children’s Health Centre worked with Microsoft’s Mixed Reality Studio in Seattle to create the My Hospital Pal. “My Hospital Pal is an engaging and fun app that provides helpful information to children visiting the Children’s Health Centre,” said Nikala MacLean, Clinical Operations Manager at Surrey Memorial Hospital’s Children’s Health Centre.

“Families are presented with a QR code to download the app on their devices, so that children may interact with ‘Chip’ who will guide them through the hospital setting and share what to expect during their visit.”

The clinical team worked closely with the CHC steering committee and Microsoft to develop the content of the app, including character creation, design, voice, and 3D animation. The My Hospital Pal application is launching with three greetings that are accessed by scanning various acorn images throughout the CHC: a warm welcome,

The first phase of the program is being rolled out for children coming into the ambulatory surgical day care department. In the future, “Chip” will potentially be customized for other areas, such as the inpatient unit.

The Children’s Health Centre is the regional pediatric centre with Fraser Health’s only dedicated Pediatric ER and Pediatric Oncology Clinic. Surrey’s population has increased by more than 50 per cent since the CHC opened in 2001, with 43 per cent of the province’s children residing in the Fraser Health region.

Surrey Mayor’s annual State of the City Address looks to the future IN the annual State of the City Address, Surrey Mayor Doug McCallum highlighted how Surrey has withstood the unprecedented strain of COVID-19 and is now pressing forward to deliver a variety of initiatives and programs passed by Council.

While holding property tax increases for the third year in a row to 2.9%, the appeal to build in Surrey has remained high. The City recorded $1.46 billion in building permit value in 2020, surpassing the 10-year annual average. Residential building continues to be very strong, making up for $1.1 billion of the construction value. Industrial building permits were just shy of the record-breaking 2019 revenue at $238 million last year.

McCallum emphasized that the 2021 Budget was built with the future in mind. Sixteen new capital projects have been funded, which will benefit everyone in Surrey. These projects will break ground or begin construction this year.

“These facilities, like the new Community Centre in Newton, have been long overdue and Council is changing that,” said McCallum. “As a City, our residents and businesses have been resilient in these unprecedented times, and now is the time to push forward and invest in much needed services for our residents, while creating jobs and helping our local economy.”

Since McCallum took office, significant investments have been made in Surrey’s roads and utility infrastructure. More than a half billion in public projects have been invested in the following: * $300 million in regional water and solid waste infrastructure * $200 million of City capital projects and * A record $77 million in Federal Funding, which is the largest federal contribution ever awarded to Surrey, for the Disaster Mitigation Adaptation Fund. This program is to prepare the City, over the long term, for the impacts of climate change and sea level rise.

McCallum also updated the City’s transition to a municipal police service.

He said: “I am proud to say that the Surrey Police Service is established and recognized as a police service in BC. In just two and a half years, a city police force for Surrey has gone from concept to reality. I fully expect to see some boots on the ground by this fall.”

Since hiring Surrey Police Service Chief Norm Lipinski, his team has been hard at work filling out the senior leadership team. Recruiting and hiring is now underway for a variety of both sworn and civilian positions to keep

Shots fired at Whalley residence known to police SURREY RCMP are currently investigating a shooting that occurred at a residence in Whalley. The residence, which is known to police, has been the target of previous shootings.

On Sunday, May 16 at approximately 4:15 a.m., Surrey RCMP responded to a report of a shots fired in the 10800-block of 139A Street. Officers located evidence confirming a shooting had taken place. Police did not locate anyone injured in the shooting.

The investigation is still in its early stages; however, initial indications are that this incident was targeted. While this shooting is tied to criminal activity, it is not believed to be connected to the Lower Mainland Gang Conflict. This residence has been the target of previous shootings. The occupants are providing limited cooperation with police.

One resident of the home was arrested on outstanding warrants from Abbotsford.

The Surrey RCMP General Investigation Unit has taken conduct of the investigation. Officers have conducted neighborhood canvassing, spoken with several witnesses, and seized video surveillance from the area.

the long term by approving a 10-year investment of $131 million for the City’s Biodiversity Conservation Strategy. * In November 2021, a ban on plastic bags and foam containers will come into affect. * The City will be adding another 40 Level 2 public charging stations and 3 fast charging stations at 12 City Facilities over the next five years, to support electric vehicle ridership. * Now in it’s third year, the City’s Love Where You Live campaign is more popular than ever, with 7,000 bags of litter being removed from City streets since the campaign’s inception.

McCallum noted: “The progress that we have made through the pandemic is indicative of Surrey’s resilience and proof that we are moving, at a great pace, in the right direction.

Masks must be worn at all times in fitness facilities, including during workouts THE Province announced on Tuesday that Minister of Public Safety and Solicitor General, Mike Farnworth, is aligning the Emergency Program Act (EPA) order on face coverings with the Provincial Health Officer’s recently updated guidance on mask use in fitness facilities.

As outlined in the PHO’s indoor individual exercise document, masks are now required to be worn at all times in fitness facilities, including during workouts.

The change to the EPA order allows police and other officials to enforce this new guidance at their discretion.

This updated ministerial order on masks ensures a co-ordinated response to COVID-19. For the purposes of this order, a mask or face

covering is defined as a medical or non-medical mask that covers the nose and mouth.

Face shields are not a substitute for a mask as there is an opening below the mouth.

All other measures for indoor mask use continue to apply. People who cannot wear a mask, or who cannot put on or remove a mask without the assistance of others, are exempt. A person may not be able to wear a mask for a psychological, behavioural or health condition, or due to a physical, cognitive or mental impairment. This order also includes more expansive wording on exemptions for lip reading, which aligns with the latest PHO direction.

Anyone without a mask in an indoor public place, or who refuses

to comply with the direction of an enforcement officer, including the direction to leave the space, or who responds with abusive or belligerent behaviour, may be subject to a $230 fine.

To report non-emergency contraventions of this mask order, contact your local government’s bylaw office. Local bylaw officers can help follow up on concerns and engage police departments and WorkSafeBC as necessary. If unable to reach a local bylaw office, contact your local police department’s non-emergency line.

Police may be called if someone becomes threatening or abusive in response to a request to put on a mask.

Maryland Transit Administration CEO Kevin Quinn is next TransLink CEO

TRANSLINK on Tuesday announced Kevin Quinn as its next Chief Executive Officer (CEO).

The TransLink Board of Directors made the appointment following a competitive international candidate search and thorough review process. He takes on the role beginning July 19.

Quinn is currently the Administrator and Chief Executive Officer of the Maryland Transit Administration (MTA), overseeing one of the largest multi-modal transit systems in the United States. With a mix of six transit modes, including

buses, subway, light rail, paratransit, and commuter bus and rail, and over 100 million passengers a year, MTA has strong parallels to TransLink.

No increase in suicide deaths during pandemic IN response to concerns about the impact of the COVID-19 pandemic on the mental health of British Columbians, the BC Coroners Service on Tuesday released preliminary data confirming there has been no increase in the number of lives lost to suicide since the pandemic was declared last year.

From April 2020 to February 2021, there were 534 confirmed deaths by suicide in the province, 12% fewer than reported between April 2019 and February 2020.

A total of 609 deaths by suicide were reported in the 2020 calendar year, an average of approximately 51 per month. That figure

is consistent with the number recorded in January and February 2021 (98 total deaths), and is a 9% decrease from the 652 deaths recorded in 2019.

Four of the province’s five health authorities recorded fewer deaths between April 2020 and February 2021 than between April

2019 and February 2020.

The BC Coroners Service said that data and trends for 2020 and 2021 should be interpreted with caution as the data require time to settle. The final classification of suicide is not confirmed until the coroner’s investigation is complete.

Metro Vancouver Crime Stoppers’ “Guns and Gangs” tips campaign revived Any information you give to Crime Stoppers is totally anonymous. Crime Stoppers is not the police THE Ministry of Public Safety and Solicitor General is providing Metro Vancouver Crime Stoppers with $200,000 to revive its previously successful “Guns and Gangs” advertising campaign for a one-year period.

The new campaign will be designed to re-engage the public and urge everyone to save lives and keep the community safe by anonymously providing information that can help police make arrests in connection with gang and illegal weapons crimes.

The appeal is aimed especially at those in a position to anonymously provide information from personal connections they may have with gang members. They may want to do the right thing but don’t want to be identified as informants.

“We want to strongly emphasize that any information you give to Crime Stoppers is totally anony-

We only want your information so we can pass it to police, we do not want to know who you are,” says Linda Annis, Executive Director of Metro Vancouver Crime Stoppers. “With the current rise in gang crime, police need your information more than ever to keep us all safe. available to increase awareness about providing anonymous tips at a time when we’re seeing gang violence on the rise.”

Details of the new campaign will be announced in due course.

During the period covering Crime Stoppers’ previous “Guns and Gangs” advertising campaign, based on its #World Without Crime ads, 145 people were arrested for gang and/or illegal weapons offences, and 219 guns were seized based on anonymous tips provided.

Since the previous campaign began, anonymous gang and gun crime tips to Crime Stoppers have grown to account for 13 per cent of all tips received, up from six percent at the start.

“Police from all jurisdictions across the Lower Mainland are focused on ending this cycle of gang violence,” said Mike Farnworth, Minister of Public Safety

and Solicitor General. “We need members of the public who have information to come forward and help police bring those responsible for the violence to justice. That is why we are proud to partner with the federal government through the Gun and Gang Violence Action Fund to provide support for this new Metro Vancouver Crime Stoppers campaign.”

Crime Stoppers is not the police.

All tips from the public are kept anonymous and forwarded directly to the authorities for investigation.

“Police across the region last week committed to using all the resources they can to address the renewed gang crime we’ve all seen in the news. We hope renewing our awareness campaign will once help convince anyone with information to contact us anonymously through our

Drug trafficker caught in Surrey with bag of deadly drugs in his rectum TALK about the glamour of being a gang member!

A bag of drugs pulled from the rectum of a drug trafficker provided Surrey RCMP with an opportunity to educate would-be gang associates of the harsh reality of the gang lifestyle.

On May 14, at 7:30 p.m., officers from the Surrey RCMP Community Response Unit conducted a traffic stop with a rental vehicle in the area of 15200-block of 16 Avenue to investigate an offence under the BC Motor Vehicle Act. During their interaction with the driver,

rested for possession for the purposes of trafficking.

Further investigation led officers to locate multiple cell

phones. Both men were transported to police cells and during a search of the suspects, a large dialer bag full of suspected crack cocaine and powder cocaine was located protruding from the rectum of the vehicle’s passenger.

When the bag was removed police located 18 rocks of suspected crack cocaine with a total weight of 9.05 grams and 26 spitballs of suspected powder cocaine with total weight of 14.05 grams.

The two men were released from custody pending fur-

ther investigation, which includes lab analysis of the suspected drugs. Charges are pending.

Need to eliminate racial discrimination in policing highlighted after wrongful arrest of former judge in Vancouver IN an open letter to the Vancouver Police Department and the City of Vancouver regarding the arrest of former judge Selwyn Romilly last Friday, lawyer Joven Narwal noted: “There is a rising tide of awareness of the need to eliminate racial discrimination in policing.”

The letter that was sent with the support of the Canadian Association of Black Lawyers, Criminal Defence Advocacy Society, South Asian Bar Association of BC, and Trial Lawyers Association of BC, said: “History repeated itself last Friday, with the wrongful arrest of the Honourable Selwyn Romilly (“Hon. S. Romilly”).

“In 1974, Valmond Romilly, the younger brother of Hon. S. Romilly, who also later became a provincial court judge (“Hon. V. Romilly”), was wrongfully arrested in Downtown Vancouver as a young lawyer.

Hon. V. Romilly successfully sued and was awarded $100 from each of the arresting officers plus costs. In Hon. V. Romilly’s case, officers believed him to be Hugh Saunders, a man with an outstanding warrant who was described as black and four and a half inches shorter than Hon. V. Romilly. After his arrest, Hon. V. Romilly told the officers

Selwyn Romilly he was a lawyer and endured laughter and humiliation. After the officers confirmed he was not Hugh Saunders, they detained him to conduct an immigration investigation.

“In the cases of both brothers, the arrests were made only because they were black – they matched no other part of the suspect descriptions. Fortunately, these brothers were also legally trained, knew their rights and did not face long-term detention. But what about the people of colour who do not have the same legal background?

“It is shocking and unacceptable that, in downtown Vancouver, 47 years later, the same police force has made the same in-

excusable mistake – arresting an individual only because of the colour of their skin.

“However, there is reason to believe in hope for the future.

“Between the two incidents, there is a remarkable difference in the response of the VPD and the Mayor. With Hon. V. Romilly, the VPD and officers refused to apologize, which is what prompted the lawsuit. In the aftermath of the judgment, VPD issued a memo advising all members to be guided by the comments of the court, and also said Hon. V. Romilly was entitled to an apology.

“Now, with Hon. S. Romilly, both the VPD and Mayor have issued public apologies, likely motivated in part by Hon. S. Romilly’s status as a retired judge and the more practical reality that the institutions are now protected from civil liability that might flow from an apology by operation of the B.C. Apology Act. But nevertheless, I believe it is a positive sign, and I hope this becomes a meaningful teaching moment and an opportunity for concrete action.

“There is a rising tide of awareness of the need to eliminate racial discrimination in policing.

“When events like this occur, they should

be used as an opportunity to reflect and consider whether current strategies to address concerns about racial bias are adequate and whether there is sufficient training and effective mechanisms of accountability. While I accept that using a reasonably detailed description that includes the race of a suspect may be a reality of policing, the use of race, ethnicity, national origin, or religious appearance as an unreasonably dominant factor in the decision to arrest or detain is a form of racial profiling and an insidious form of racial discrimination that affects all visible minorities and is of particular concern to parents of visible minority children. It causes mental and physical harm to individuals and communities and undermines the Rule of Law. “The Honourable Romilly brothers deserve our sincere gratitude for their service as respected jurists in our Province and for their resiliency in the face of systemic racism, particularly their treatment by law enforcement in this City. In my view, the VPD and the City owe them, and the community, decisive action to eliminate racial bias and discrimination in policing in order to maintain public trust in those institutions.”

North Van impaired driving roadblock nets cash, drugs and knife from gang associates AN early morning drinking and driving roadblock in North Vancouver recently led to the arrest of known gang associates in possession of cash, drugs and a knife.

At approximately 3 a.m. on May 18, North Vancouver RCMP officers were conducting an impaired driving enforcement road check near Capilano Road and Marine Drive when a newer model Range Rover approached and the driver stopped and rolled down the window to speak to one of the officers.

“Generally, this initial brief discussion our officers have with the person behind the wheel allows them to detect possible impaired drivers,” said Sgt. Peter DeVries. “But sometimes we find more than we’re looking for, and that’s a good thing.”

While questioning the driver, the officer recognized one of the occupants of the Range Rover who is known to be associated to the current

drugs and knife were seized, and the investigation is ongoing.

“The police agencies across Metro Vancouver, including the North Shore, are working together, sharing resources, and exchanging real time gang intelligence in an effort to disrupt and prevent further violence,” said DeVries. “The North Vancouver RCMP have adopted a professionally assertive position in dealing with known gang members and, along with our counterparts, are working to achieve the same goal: to shut down these gangsters, to take away their guns, drugs and crime money, and to protect our communities from their reckless violence.”

As lumber prices rise, construction companies advised to take extra precautions VANCOUVER Police are encouraging construction companies to take extra precautions to prevent crime, following a spike in thefts on the city’s west side.

“As lumber prices have continued to rise, VPD has seen a significant increase in break and enters to construction sites this year,” said Sgt. Steve Addison. “In many cases, the thieves have made off with thousands of dollars in plywood

and other building materials.

We’re encouraging site managers to take precautions to avoid future thefts.”

The most recent theft was reported May 10 at a construction site in Kerrisdale, when three pallets of roofing shingles and 60 sheets of plywood were stolen after being left insecure for several days.

That theft follows similar crimes in Arbutus Ridge, Kitsilano, Marpole,

and Dunbar.

Since January, at least seven construction sites on the west-side have been targeted. In one case, thieves got away with more than $10,000 in plywood.

“We don’t yet know who is responsible for these crimes, or whether it’s the work of one or more thieves,” said Addison. “But due to the amount of materials being stolen, it’s likely the thieves are

using a large truck or moving van.”

Vancouver Police recommend the following tips to deter thieves from constructions sites: * Plan ahead, and don’t have more building materials on your site than you will need for that work day * Time deliveries right. Don’t place an order for a Friday afternoon if there is no work happening on the weekend * Consider securing extra materi-

NDP excludes Vaisakhi festival and Richmond Night Market from tourism relief funding: BC Liberals AFTER promising that help was on the way for B.C.’s struggling cultural festivals and attractions, Premier John Horgan on Wednesday faced criticism from SurreyWhite Rock MLA Trevor Halford who demanded to know why the NDP government excluded important cultural festivals, like the Vaisakhi festival, from being eligible for relief funding as part of its new Major Anchor Attractions Program.

Yogi trying to incite hatred in Punjab: Amarinder Chandigarh (IANS): Punjab Chief Minister Amarinder Singh on Saturday slammed his Uttar Pradesh counterpart Yogi Adityanath over his ‘inflammatory’ tweet on the declaration of Malerkotla as the 23rd district of Punjab, terming it as an attempt to incite communal hatred in the peaceful state as part of the BJP’s divisive policies.

Amarinder Singh also asked Adityanath to stay out of his state’s affairs, which he claimed to be in much better shape than those in Uttar Pradesh under the BJP government, which has been actively promoting communal discord in the state for over four years.

“What does he (Adityanath) know of Punjab’s ethos or the history of Malerkotla, whose relationship with Sikhism and its Gurus is known to every Punjabi? And what does he understand of the Indian Constitution, which is being brazenly trampled every day by his own government in UP,” asked Amarinder Singh, in a strong reaction to Adityanath’s tweet describing Malerkotla’s new status as a “sign of the divisive policies of the Congress”.

Mocking his comment, Amarinder Singh said that given Adityanath government and BJP’s track record of spreading communal hatred, such a remark is utterly ridiculous, apart from being totally unwarranted and uncalled for.

Malerkotla declared 23rd district of Punjab Chandigarh (IANS): Punjab Chief Minister Amarinder Singh last week declared Malerkotla as the 23rd district of the state, while announcing a slew of projects for the development of the historic city.

He made these announcements during the state-level celebration of ‘Eid-ul-Fitr’ held virtually in view of the pandemic situation.

On the occasion, Amarinder Singh underscored India’s secular character, which he said was manifested in the defeat of communal forces in the recent Assembly elections in Tamil Nadu and West Bengal.

Recalling the rich and glorious history of Malerkotla, the Chief Minister said its conversion into a district, which was a long-standing demand of the local people, would ease the hardships of such people and enable them to resolve their administrative problems more seamlessly.

Initially, the sub-divisions of Malerkotla and Ahmedgarh, as well as the sub-tehsil of Amargarh, would be included in the newly-created district. The process of bringing villages under the jurisdiction of Malerkotla district would begin later, after the conclusion of the census operations, he said.

The Chief Minister directed the Deputy Commissioner of Sangrur to find a suitable building to immediately start the functioning of the district administration office, adding that the Deputy Commissioner for the newly carved-out district would be appointed soon.

Announcing development projects for Malerkotla, the Chief Minister said a government medical college, in the name of Nawab Sher Mohammed Khan, would soon be set up at a cost of Rs 500 crore [Rs 5,000 million] and the state had already allotted 25 acres of land on Raikot Road to enable the local boys and girls to pursue medical education.

The first installment of Rs 50 crore [Rs 500 million] for this purpose had already been sanctioned, he added.

Ex-nun alleges she became pregnant after sexual assault by Karmapa Lama Vancouver (IANS): Claiming that she was in a ‘marriagelike’’ relationship with the Karmapa Lama and became pregnant when he sexually assaulted her in 2017, a Canadian woman is suing the second highest-ranking Buddhist monk for spousal support.

The British Columbian Supreme Court in Vancouver on Tuesday admitted a petition by Vikki Hui Xin Han, a former Tibetan Buddhist nun, of Richmond city against the Karmapa Lama.

The two first met at a large puja in 2014. The experience of the puja convinced the woman to become a Buddhist nun and she met the Karmapa Lama after the ceremony to seek his approval, the court documents said.

In October 2016, the woman

said that she began a threeyear, three-month meditation retreat at a New York State monastery where the Karmapa Lama came twice during her stay.

She alleges that on October 14, 2017, the Karmapa Lama sexually assaulted her in her monastery room.

When she came to know that she is pregnant, she says she met him in the presence of his bodyguards and told him that she was pregnant with his child.

Initially, he denied responsibility, but gave her his email address and a cellphone number, also promising to “prepare some money” for her.

Abandoning her plan to become a nun when she returned to Canada, “the parties wrote in a private shorthand, sharing jokes, emojis, cartoon portraits and ‘hugs’ or ‘kisses’”, according to the court documents.

Before the birth of her daughter on June 19, 2018, the Karmapa Lama allegedly sent her $420,000 and C$350,000 to buy a home, wedding ring, etc.

Before the two stopped communicating in January 2019, he wrote to her on September 17, 2018, saying that “taking care of her and you are my duty for life”, say the court documents.

The case will go to trial in April 2022.

Day after Prime Minister’s Rs 2,000 dole, farmers stunned by hike in fertiliser price Mumbai/New Delhi (IANS): The day after Prime Minister Narendra Modi released Rs 2,000 each to 95 million farmers under the Pradhan Mantri Kisan Sanman Nidhi Scheme on May 14, the peasantry was hit by an unexpected bolt from the blue.

Barely 24 hours after the Prime Minister’s nationally-televised event, and the ensuing interactions and laudatory messages from the BJP leaders, all major companies in the country effected a steep hike in prices of different categories of fertilisers – a key farming ingredient – on May 15.

Many companies, wholesalers and retailers by the weekend had implement-

ed the new prices of fertilisers, just as the farming community was preparing for the upcoming monsoon sowing three-four weeks hence.

As the impact of the price hikes – ranging from 20-60 per cent for certain varieties or brands – sunk in, farmer leaders said that it could put a huge strain on the already over-burdened peasantry and compound the agro-crisis across the country.

The first to red flag the issue, the Nationalist Congress Pary (NCP) has written to Union Minister for Chemicals and Fertilisiers, D.V. Sadananda Gowda, flaying the price hike as an “unfortunate decision” and demanding its immedi-

ate rollback.

NCP President and former Union Agriculture Minister Sharad Pawar said on Tuesday that it (price hike) would hamper the pre-sowing farming activities and rub salt on the wounds of the farmers.

Backing Pawar, Shiv Sena’s farmer face and Vasantrao Naik Sheti Swavalamban Mission (VNSSM) President Kishore Tiwari – who has been accorded MoS status – said the price hikes by the fertiliser companies “appears to be pre-planned and done hand-in-glove with government support”.

“What was the need to do it just one day after the PM’s highly-publicised but

meager handout to the farmers? Why is the PM and the minister (Gowda) silent on this, knowing the current grave crisis afflicting the country on all fronts,” Tiwari asked.

“The second wave of the COVID-19 pandemic has badly impacted our people, devastating their every means of livelihood,” Pawar told Gowda, adding that the farming community is reeling under one of the worst-ever crises and its issues need be addressed on priority.

Maharashtra Congress President Nana F. Patole said that the Modi government has acted on expected lines “for the benefit of a handful of crony industrialists” at the cost of the tillers.

“This is the second time in less than 12 months that the BJP government has backstabbed the farmers – last year it was the three farm laws, and now on the threshold of monsoon, a surreptitious hike in fertiliser prices… After giving Rs 2,000, the government will now take away more than five times of that amount from the peasantry,” Patole said.

Under the ambitious PM-KISAN Scheme, the Prime Minister released the eighth instalment of Rs 2,000, which amounted to a financial benefit of over Rs 190,000 million for 95 million farmers across the country for the 2021-2022 fiscal.

‘We will chase you’: Delhi High Court tells governments to set up oxygen buffer stock New Delhi (IANS): Warning that the drop in Covid-19 cases in Delhi should not be taken as a signal to relax vigilance, the Delhi High Court on Thursday said the authorities concerned should take steps to create a buffer stock of liquid medical oxygen (LMO) in the city.

A bench comprising of Justices Vipin Sanghi and Jasmeet Singh emphasised that it is the duty of the Centre and the Delhi government to ensure that all the

preparations are made against the backdrop of scientists predicting the virus may raise its ugly head again, hitting the people badly.

Insisting that it means business and stressing that authorities should take its warning seriously, the bench said: “If you have not taken steps, we will come and chase you again. We are telling you; we mean business.”

The Delhi government counsel informed

the High Court that it has a buffer stock of 419 metric tonnes (MT) of LMO at different locations in the capital, and also arrangements are in progress to further augment the stock in next 10 days.

The bench added that both Centre and Delhi government share the responsibility to set up the buffer stock of medical oxygen. It further observed that as per top court’s April 30 order, primarily the responsibility is on the Centre and also

The bench also noted that the Central government is yet to disclose in the status report as to what steps it has taken to fulfil in accordance with the Supreme Court order. The Centre’s counsel submitted before the court that it is not taking the situation casually and steps are being taken to create the buffer stock of LMO. Reiterating that complacency cannot

come due to drop in number of cases, the bench said: “This is a temporary phase. We know it is going to come back and hit us badly.”

On May 4, the High Court, besides the top court, had also directed the Centre and Delhi government to create buffer stock of 100 MT of LMO. The High Court asked the Centre to file a report in connection with the steps taken to create buffer stock by May 24.

Wrestler murder case: court denies anticipatory bail to Olympic medallist Sushil New Delhi (IANS): A Delhi court on Tuesday declined to grant anticipatory bail to Sushil Kumar, India’s double Olympic medallist in wrestling, in connection with a brawl at Chhatrasal Stadium, which led to the death of a wrestler.

Additional sessions judge Jagdish Kumar declined to grant the relief to Kumar who has been booked for murder, abduction and criminal conspiracy. Kumar in his plea seeking anticipatory bail filed by advocate Kumar Vaibhaw has said: “unfounded, baseless, scurrilous and preposterous allegations have been made against the applicant maliciously with the only motive to humiliate and injure the reputation of the applicant.” The police said Kumar is the main accused who has played a key role in the commission of offence.

The police have also announced a cash award of Rs.50,000 for anyone who provides information on Sushil’s associate Ajay Kumar, who is a co-accused in the murder of Sagar Dhankar, a former international wrestler. On May 4, two groups of wrestlers

Sushil Kumar clashed at Chhatrasal Stadium, resulting in the death of 23-year-old Dhankar.

Kumar, in the plea, argued that statement of the victims has been recorded and alleged recoveries have also been made, therefore no custodial interrogation was required.

Kumar also claimed that he has no connection with the alleged firing, which took place during the brawl.

Senior advocate Siddharth Luthra, representing Kumar, questioned before the court the act of prosecution seizing Kumar’s passport.

Additional public prosecutor Atul Shrivastava replied, “We have an apprehension that he may flee from the country.” Shrivastava added that there is electronic evidence against Kumar.

Police insisted on Kumar’s custodial interrogation to reveal the conspiracy and also to recover the weapon of offence from him.

Citing the falsity in allegations, Kumar’s plea said that as per the Police Control Room call the incident took place at around 1.19 hours on May 5, 2021 and the distance from the place of incident, Chhatrasal Stadium, and the police station PS Model Town is just one kilometre. However, the FIR (first information report) has been registered after an unexplained delay of around 5-6 hours. “It further appears that that the entire delay in registration of the FIR is to falsely implicate the Applicant in

the present matter”, the plea added.

In the anticipatory bail plea, Kumar said: “The victims are falsely implicating the applicant because he had asked Sagar to leave his property as the same was being misused by him. It is also known to every associated with the Chhatrasal stadium that the purported victims were trying to defame and fix the Applicant for a long time and are trying to falsely implicate the applicant in the present matter.”

Kumar claimed he is innocent of all wrongdoing and has been falsely implicated in the present case.

The Delhi Police have filed an FIR under various sections: 302 (murder), 308 (culpable homicide), 365 (kidnapping), 325 (causing grievous hurt), 323 (voluntarily causing hurt), 341 (wrongful restraint) and 506 (criminal intimidation). The police have also included sections 269 (negligent act likely to spread infection of disease), 120-B (criminal conspiracy) and 34 (common intention) of IPC and various sections under the Arms Act.

Mamata hits out at Modi after meeting on COVID-19 situation Kolkata (IANS): West Bengal Chief Minister Mamata Banerjee, who attended a meeting of the district magistrates with Prime Minister Narendra Modi where some chief ministers were also present regarding the COVID-19 situation, alleged that the chief ministers were not allowed to speak and they were reduced to puppets. On the same day the chief minister wrote a letter to the Prime Minister urging him to make arrangements for vaccines for the extended frontline workers of the state.

“In Bengal, while we have taken steps to complete vaccination of a large section of frontline and electorally engaged employees across several sectors, we still need at least 20 lakh doses to cover all the employees. We would request you to kindly make available an adequate number of vaccines to all the state governments so that they are able to cover all their employees without any further delay,” she wrote.

“The railway employees, the employees working in the airports and the ports etc. are working to keep essential activities uninterrupted. Similar is the position of employees of Banks, Insurance, Post & Telegraphs, Defence, Coal, etc. They have been forced to face people, to mingle with the public for discharge of their duties. In the process, they are running the risk of being affected by Covid-19. It is important that they are vaccinated without delay, irrespective of age groups,” she wrote.

Meanwhile, a Union health ministry statement said that West Bengal and the eight states of the Northeast are recording a higher rate in the number of daily Covid cases, high mortality and increasing positivity rate.

Ensure timely treatment of black fungus: Punjab Chief Minister Chandigarh (IANS): A day after the Punjab government notified black fungus as a disease under the Epidemic Diseases Act, Chief Minister Amarinder Singh on Thursday directed the Health Department to ensure that the necessary medicines for treating it are made available to all the government hospitals, including in the rural areas.

He also asked the Department to depute doctors at the Primary Health

Centres (PHCs) in the villages to ensure early detection and treatment of black fungus, which has been reported from many states, in the rural areas.

Stressing that early detection of the disease could prevent it from being fatal, the Chief Minister asked the COVID-19 expert team headed by K.K. Talwar to ensure that doctors in the L3 facilities of all government hospi-

tals are directed on proper treatment of COVID-19 patients to check irrational use of steroids, which had been identified as the main cause of this disease, especially among diabetic patients.

Excessive use of steroids in COVID-19 treatment was causing problems, Talwar told the COVID-19 review meeting chaired by the Chief Minister.

He said the doctors were being guid-

ed to use substitutes and the expert group was trying to finalise a line of treatment with substitutes and alternates.

The Chief Minister also asked Talwar and his team to analyse why patients were returning to hospitals even after recovering from COVID-19.

Notably, in the first phase, the state did not report any cases of black fungus, even though its incidence was report-

ed from several other states.

The Chief Minister, however, made it clear that this should not be taken as a precedent and the situation could change any moment, which necessitated strict preventive measures.

He said this was the reason his government had on Wednesday itself notified the disease under the Epidemic Act, even though no such guidelines had been issued then by the Centre.

Go into mission-mode preparedness ahead of third wave: Amarinder Singh Chandigarh (IANS): Amid projections and concerns of a possible third wave of COVID-19 and its impact on children, Punjab Chief Minister Amarinder Singh on Thursday ordered the Health Department to go into mission mode with preparation, which will include specialised training of all doctors.

Stressing the importance of involving sarpanches in this exercise, the Chief Minister ordered their prioritisation, along with that of panches, as well as Block Samiti and Zila Parishad chairmen and members, in vaccination.

The Police Department must also provide support, especially through their Village Police Officers, he added.

Taking note of the fact that some hospitalised patients need oxygen support for a few days after discharge, the Chief Minister asked the Health Department to allow their 5 litre per minute concentrators to be used for this purpose on a temporary loan basis.

He also asked the department to set up bank of oxygen concentrators for this purpose, besides establishing post- COVID-19 care wards in civil hospitals.

Health Minister Balbir Sidhu suggested establishment of rapid response teams and involvement of RMP doctors in monitoring in the rural areas to check the spread of the cases.

Medical Education Secretary D.K. Tiwari said that the positivity rate during May 2-8 week stood at 18.5 per cent but had since declined.

Notice to Punjab government in ‘connection with allegations of indecent messages against minister Chandigarh (IANS): Trouble seems brewing for Punjab Technical Education Minister Charanjit Singh Channi, who has been facing charges of sending “indecent” messages to an IAS officer on her mobile phone more than two years ago, with the state women panel issuing notice to the government on the issue.

The incident was of October 2018 when the #MeToo campaign came to light across the country. However, the issuance of the notice by the panel now has brought to the fore “differences” between the Chief Minister and the minister.

The woman officer, in a verbal complaint to her seniors, had alleged that the minister sent her indecent messages to which she objected but he did not stop. Then when one of the messages was sent late at night, she decided to complain.

Reacting swiftly after this development, the Punjab State Women Commission had said any sexual overtures during and after office hours would not be tolerated.

On Monday, it issued a notice to the Chief Secretary seeking a status report within a week in the allegations.

The commission issued the notice after taking cognisance of a media report.

Political observers say these days Channi is not having cordial relations with Chief Minister Amarinder Singh.

Like former minister Navjot Sidhu, Channi is demanding action against perpetrators in sacrilege and police firing cases in 2015 when the Shiromani Akali Dal-BJP government was at the helm.

Acclaimed community theatre artiste Channi succumbs to COVID-19 Chandigarh (IANS): Globally acclaimed actor-director, comedian and community theatre artiste Gurcharan Singh Channi on Thursday succumbed to COVID-19 here.

He was 70 years old.

The man, who had to his credit of introducing street theatre in Chandigarh, was on ventilator for some time. He was undergoing treatment at a private hospital in Mohali, near here.

His wife, Harleen Kohli, has been undergoing treatment for the virus.

A recipient of the Sangeet Natak Akademi’s national award

for community theatre, Channi is an alumnus of Panjab University’s Department of Indian theatre and has twice served

as the chairman of Chandigarh Sangeet Natak Akademi (19992007 and 2013-15).

From his first play ‘Dafa 144’, to ‘Zindagi Retire Nahi Hoti’ to his latest ‘Rocket ho ya Bomb, Pehno Condom’, many of his plays became popular.

“Whenever the Chandigarh streets reopen after this pandemic, they will be without the pleasant sounds of vibrantly thumping hearts! Really bad times!” said Balvinder Singh, former Principal of the Government College of Boys in Sector 11.

Rajvinder Singh, three-time

German poet laureate who has been lauded for enriching the German vocabulary, said Indian theatre has lost a great practitioner but he has lost another friend.

“As an art practitioner, Gurcharan Channi was not just creative, but primarily innovative as he would show reality by challenging it to make meaningful contribution. As such his path to acting was adventurist, not rigid,” told IANS over phone from Berlin.

“He took us to many places to perform including Sri Ram Centre for Performing Arts, JNU

Delhi, Gateway of India, Shivaji Park Mumbai, a documentary film by Imtiaz Khan and much more, acting workshops with the doyens of theatre like Badal Circar,” recalled artist Diwan Manna, who is the Punjab Lalit Kala Akademi President.

“He exposed us to art cinema, film society movement and helped shape our personalities.

He will be missed by the world of art and certainly by Chandigarh and Punjab,” he wrote on his Facebook page.

Veteran journalist Raman Mohan recalled his association with Channi since the school

days in Patiala. “A gentleman and a true artiste he brought cheer to thousands through his ‘nukkad nataks’ and clowning acts in hospitals for the sick.

May your soul be in peace Channi. You will be missed.”

Mourning Channi’s death, Punjab Chief Minister Amarinder Singh said he was a talented actor-director and theatre personality who raised very pertinent social issues.

“My condolences to his family and associates and I wish his wife, who is still undergoing COVID-19 treatment, a speedy recovery,” he added.

Punjab to provide grant to kids orphaned during COVID-19 Chandigarh (IANS): Beginning July 1, the Punjab government will provide Rs 1,500 per month as social security pension, along with free education up to graduation, for all those children orphaned in the COVID-19 pandemic, as well as families that have lost their breadwinning mem-

ber.

Terming it the state’s duty to become the foster parents of the children who have lost both their parents in the unprecedented pandemic, the Chief Minister said his government will ensure free education in government institutions, for such children

as well as children belonging to families that have lost their breadwinner to the virus.

Affected persons would also be eligible for grant of Rs 51,000 under Ashirwaad Scheme from July 1, and would be entitled to free ration under the State Smart Ration Card Scheme and cov-

erage under the Sarbat Sehat Bima Yojana.

The state would also assist the affected family members to find a suitable job under Ghar Ghar Rozgaar te Karobaar Mission, said the Chief Minister, chairing a high-level Covid review meeting.

The relief measures will be

provided to orphans until they attain the age of 21 years.

In the case of families whose breadwinner has died, these would be provided for an initial period of three years, after which their situation will be re-assessed, and where the vulnerability continues to exist, the period may be ap-

propriately increased.

The Chief Minister also announced the constitution of a monitoring committee, headed by the Minister for Social Security and Women and Child Development, to review progress and relief measures for every single case.

Punjab Minister Singla launches 100-bed COVID-19 facility Chandigarh (IANS): Punjab Education Minister Vijay Inder Singla on Sunday launched the ‘Zimmewaar Sangrur’ campaign by setting up a 100-bed facility equipped with oxygen concentrators and vital measurement monitors in his hometown Sangrur.

He has set up a COVID-19 war room to provide roundthe-clock assistance relating to the bed status, availability of oxygen concentrators, plasma donors, vaccine and medicines.

“Sangrur is prepared to defeat COVID-19 as we are procuring the vaccine at large scale and this 100-bed

facility has been created to accommodate and treat mild to moderate patients. Medical staff will be available here round the clock,” Singla told reporters at the care centre inauguration.

He said the facility would assess the severity of the infection, the health condition of the patient and their treatment.

“We are also launching three COVID-19 medical vans fitted with oxygen concentrators. Medical oxygen is the most sought-after thing these days, and we are in process to set up an oxygen plant in Sangrur to meet all medical require-

ments,” Singla said, adding, “It is our responsibility to serve the people in this hour of crisis.”

The minister said a team of volunteers will resolve COVID-19-related issues. The local administration is expanding the medical infrastructure ahead of the third wave of COVID-19.

As per government figures, more than 128,000 people have been vaccinated in Sangrur. Currently, the active patients were 1,829. In all 12,009 got infected by the virus while 9,639 got recovered and 549 succumbed to the pandemic.

Explore possibility of Sputnik V procurement: Punjab CM Chandigarh (IANS): Amid continued shortage of Covid vaccine, Punjab Chief Minister Amarinder Singh on Sunday directed Chief Secretary Vini Mahajan to explore the possibility of procurement of Sputnik V for the immunisation of the 18-44

age group.

Addressing the virtual Covid review meeting, he said one lakh doses received initially for the 18-44 category had almost been completely utilized.

Amarinder Singh asked Mahajan to look into Sputnik V as an

alternative vaccine for this age group, in which currently the state government is inoculating families of healthcare workers, co-morbid persons and construction labour.

In the next stage, other categories, especially teachers,

should be vaccinated to enable reopening of the schools at the earliest, he added.

Referring to the continued shortage of Tocilizumab, Amarinder Singh said he had spoken to the Union Health Minister and hoped for supply of

some quantity by Monday.

He asked Health Secretary Hussan Lal to follow up on the issue with the Central government.

All efforts should be made to continue to ensure that all other medicines, as well as Covid Fateh kits, are easily available

for Covid patients in the state, the Chief Minister stressed.

Lal informed the Chief Minister there was no shortage of Fateh Kits as the department currently has a stock of 24,000 with another 15,000 to be ready by Monday.

On May 13, 2021 at 8:37 p.m., the Burnaby RCMP responded to multiple reports of a shooting near the Cactus Club restaurant at Burnaby's Market Crossing. Police found 23-year-old Jaskeert Kalkat with gunshot wounds inside a vehicle. He was pronounced dead at scene. There were two other victims found with gunshot wounds, a man and a woman, who were taken to hospital. They are believed to be associates of Kalkat. A suspect vehicle described as a white SUV was seen leaving the scene of the shooting.

At approximately 9:04 p.m., the Surrey RCMP received a report of a vehicle on fire in the 18500-block of 18 Avenue. It is believed to be the suspect vehicle from the earlier shooting in Burnaby.

IHIT has conduct of the investigation and is working closely with the Burnaby RCMP, the Integrated Forensic Identification Services (IFIS) and the B.C. Coroners Service to gather evidence.

Investigators are asking for dash cam video from anyone who was in the area of the shooting in Burnaby and/or the site of the burning vehicle in Surrey.

“The victim, Jaskeert Kalkat, was known to police and involved in the Lower Mainland gang conflict,” says Sergeant Frank Jang of IHIT.

BC Markets Calming but Sales Still on Record Pace Vancouver, BC. The British Columbia Real Estate Association (BCREA) reports that a total of 13,683 residential unit sales were recorded by the Multiple Listing Service® (MLS®) in April 2021, an increase of 312.3 per cent over April 2020 when the onset of the COVID-19 pandemic prompted a lockdown of the provincial economy. The average MLS® residential price in BC was $946,606, a 29.1 per cent increase from $733,330 recorded in April 2020. Total sales dollar volume was $12.9 billion, a 432.2 per cent increase from last year.

“Although provincial home sales were down slightly from an all-time high in March, sales ac-

tivity was the highest on record for April,” said BCREA Chief Economist Brendon Ogmundson.

“Home sales continue on a record pace, though we do see a calming environment compared to the frenzied activity of recent months.”

Total active residential listings were down 14.5 per cent year-over-year in April but did tick higher on a seasonally adjusted basis for the second consecutive month as new listings activity ramped up.

“We are starting to see very strong new listings activity in several markets,” said Ogmundson, “however, it will take quite some time for total listings to return to the

How to make takeout meals healthy

EATING takeout meals can be a way of life, often driven by the necessity for fast, convenient food. During the pandemic, enthusiasts for restaurant dining have created a surge in demand for takeout meals.

Unfortunately, fast food outlets have never been beacons of nutritional value. But have times changed? With the plethora of new home meal delivery services and more conscious consumers, is it possible to eat healthy delivery or pickup meals?

Here are three tips.

First, watch out for sugar and salt. Today, most sodium consumed is from added salt during commercial food processing.

Fast food outlets often use high levels of salt. Restaurants also tend to use excess salt. One study by Tufts University found that a single full-service meal contained more than twice the daily recommendation of 2,300 milligrams of sodium.

Sodium is found in soups, bread, processed meats, sauces and dressings. So, look carefully at the menu and enquire about low sodium options. Even if it is not offered on the menu, ask if you can swap French fries for a healthy fruit cup or cottage cheese.

Processed meat such as pepperoni, bacon, sausage, deli turkey and ham have been linked to cancer, heart disease, stroke, diabetes, and premature death. So, always think of moderation when choosing these foods.

Try to order seafood and poultry, looking for dishes that are baked, broiled, grilled, and steamed, rather than ones that are deep fried, breaded and served with butter and cream sauce.

Avoiding meat altogether is an option. Instead, select from minimally processed plant foods, such as fruits, vegetables, nuts, seeds, and whole grains. The potassium in these foods helps to counter the effect of excessive amounts of sodium in other foods.

Go for high fiber bread, crackers, cereals and snacks, as fibre in the diet lowers the risk of cardiovascular disease, cancer, Type 2 diabetes and even constipation.

Avoid sugary drinks and enormous desserts that contribute little good to your health.

The second tip is to limit portion sizes.

Tufts researchers show how difficult it is to limit calories. One study showed that some restaurant meals (even without the drinks, appetizers, or dessert) contained more calories than recommended for an entire day for an average adult!

Studies also show that when people are presented with more food than they require, they will eat it. Many restaurants are overly generous with serving sizes. So order half sizes, split a meal with someone else, or choose appetizers instead of an entrée. When ordering delivered meals involving large quantities of food, set aside a portion for a subsequent meal.

The third tip is to be careful about falling victim to the convenience of take-out and delivery. Instead of relying on services that bring food to you, make the effort to go to where healthier food options are available. For example, take the time to go for a walk to a take-out meal and get some much-needed outdoor refreshment. Have a picnic in a park.

Delivery services are wonderful, but they reinforce a sedentary lifestyle. Even the time spent standing while cooking in the kitchen is easily lost when a delivered meal becomes the ideal companion to the couch and more screen time.

Give it a try. Find a neighbourhood restaurant having healthy choices. Build time into your day for a walk to pick-up food. Take your own water bottle. Eat smaller portions while enjoying the scene in a nearby park. With the walk back home, you will feel satiated, refreshed, and healthier.
