SURREY Police Service on Wednesday in an open letter to Surrey City Council and Surrey residents on Wednesday asserted that “after almost three years of uncertainty – it is time for a clear and safe path forward for policing in Surrey.”

It pointed out: “SPS already has 46% of the police officers currently required to police Surrey. Deployed SPS officers currently comprise over 25% of the Surrey RCMP’s total detachment strength, and 50% of its frontline officers.”

SPS stressed that it has done its best to stay out of the politics of this policing transition, however, “policing is too consequential to the community and to our 400 employees for this debate to not include SPS’s voice.”

AS the wait for a final decision on the future of Surrey policing continues into its fourth week, Surrey Police Service (SPS) is expressing concern over the impact these continuing delays are having on law enforcement personnel and effective policing in Surrey.

SURREY Councillor Doug Elford announced on Thursday that he is taking an assertive stance in advancing the dialogue surrounding the highly debated Surrey Police Service (SPS) transition. Having personally signed the non-disclosure agreement (NDA) with the Province, he said he has gained exclusive access to the complete unredacted report, which puts forth a compelling recommendation to proceed with the SPS transition.

BC United Leader Kevin Falcon told a Punjabi radio station in Surrey that if he were the Public Safety Minister he “would absolutely make a binding decision for sure” regarding continuing with the municipal policing transition in Surrey.

Falcon told the host: “If I was the mayor, based on the information I know, I’d take the $50 million every year and go with the Surrey Police Service.”

He was referring to the

Province’s financial offer to the City of Surrey to go with the Surrey Police Service — one that Surrey Mayor Brenda Locke has rejected.

With both the NDP government and the Official Opposition supporting the Surrey Police Service, Locke is now in a hopeless situation. In any case, the provincial government has the final say in the matter.

recommendation for SPS and provided evidence-based rationale in a public report to support this direction, the City of Surrey continues to weigh its options with no identified timeline for a decision.

On August 6, 2020, SPS was established as a bona fide police service in BC. However, since that time, our organization and our employees have been under a cloud of uncertainty as various individuals and groups began to advocate for a reversal of the transition, resulting in our employees having the future of their jobs questioned both online and in person on a daily basis. Despite this pressure, our employees – now 400 strong –have continued to serve Surrey with professionalism.

The continuing delays weigh heavily on SPS employees and their families. No doubt this is true for staff who serve with the Surrey RCMP as well. As the weeks, months, and years tick by, individuals who work in

policing in Surrey are increasingly distracted by worries about their futures. As we have often said before, the physical and mental wellness of police officers and support staff is a critical element in their ability to effectively take care of the community.

It is unfortunate that Surrey’s policing model continues to be debated, despite the fact that the transition to a municipal police service was requested by the City of Surrey in November 2018, approved by the Province in February 2020, and recommended for completion by the Province in April 2023. Furthermore, it is extremely concerning that changing a municipality’s policing model after one election cycle can even be contemplated by various levels of government.

It is critical that those in a decision-making position understand some key facts of Surrey’s current policing situation:

* Completing the transition to SPS has been identified by the Province as the only option that

will ensure public safety and provide adequate and effective levels of policing in Surrey.

* SPS already has 46% of the police officers currently required to police Surrey. Deployed SPS officers currently comprise over 25% of the Surrey RCMP’s total detachment strength, and 50% of its frontline officers.

* Making a change in policing is a decision for generations of Surrey residents, not for only four years.

* SPS’s modern policing model is

already showing early signs of success:

- Increased transparency on policing for Surrey residents including the posting of monthly financials, staffing levels, public board meetings, and collective agreements.

- Enhanced de-escalation training and low use of force complaints.

- Unprecedented application numbers in a time when police recruiting has been challenging across North America.

- Indigenous Engagement Strategy and consultation is well underway.

- 98% officer retention rate. SPS has done its best to stay out of the politics of this policing transition, however, as the delays continue and the merits of SPS are debated, we have to speak up. Policing is too consequential to the community and to our 400 employees for this debate to not include SPS’s voice.

After almost three years of uncertainty – it is time for a clear and safe path forward for policing in Surrey.

Canada Place may get secondary honourary name "Komagata Maru Place"

vANcouver City staff has recommended that “the primary street Canada Place be provided a secondary honourary name “Komagata Maru Place” as an act of cultural redress for the City’s role in the Komagata Maru incident.”

The report notes: “The street Canada Place offers a direct view of Vancouver’s Harbour where the Komagata Maru ship was held for over two months with its passengers forced to stay onboard and where large crowds would gather daily to get a glimpse of the ship. It would offer residents and tourists arriving to Vancouver on foot, transit and by ship an opportunity to reflect as they learn more about this historic incident from the secondary name signage and from the nearby monument in Harbour Green Park.”

Also, that “Council recognize the importance of the 2nd Avenue Gurdwara (1866 West 2nd Avenue) to the South Asian community and direct staff to explore options for how to recognize the specific role it played during the Komagata Maru incident and its larger historical and cultural significance.”

The Council is expected to vote on this on May 30 with Raj Singh Toor, spokesperson for the Descendants of the Komagata Maru Society, addressing the members.

PrIme Minister Justin Trudeau on Tuesday issued the following statement on the anniversary of the Komagata Maru incident:

“In the spring of 1914, the steamship Komagata Maru arrived in Vancouver, carrying 376 hopeful newcomers looking for a better future in Canada.

“Those aboard – Sikhs, Muslims, and Hindus of Punjabi origin – were met with discrimination, prejudice, and racism from immigration officials, who denied them food, water, and medical aid while docked at the

harbour. Shamefully, after two months of confinement, the passengers aboard the ship were forced to return to India, where many were killed.

“In 2016, I delivered a formal apology in the House of Commons, on behalf of the federal government, to all those who were impacted by the Komagata Maru incident. What happened to the passengers of the Komagata Maru serves as a tragic reminder that historically, Canada was not always a welcoming place to newcomers. But today, thanks to the hard work of activists and minority communities, people from all over the world come to Canada to build a better life for themselves and their families. We now celebrate our diversity as one of our greatest strengths, and together, we continue to build a better country where everyone feels welcome and has every opportunity to succeed.

“Today, we honour the victims of the Komagata Maru incident and reflect on the many contributions that Canada’s South Asian communities have made – and continue to make –to our country. I call on all Canadians to stand up against racism and discrimination, and to embrace and celebrate the diversity that makes Canada the country we love.”

PremIer David Eby said in a statement:

“Today marks the 109th anniversary of the steamship Komagata Maru dropping anchor in Vancouver harbour. The 376 Sikh, Muslim and Hindu passengers sought a better life in Canada. They shared an ideal of creating a new life here for themselves and their families.

“When they should have been welcomed, they were instead met by hostility and prejudice. Canadian

immigration officials refused to let them leave the boat. The passengers were confined to the ship for two months, during which supplies of food and even water were restricted, making conditions intolerable. After two months, the Komagata Maru departed for Asia under escort of a naval cruiser.

“Among the passengers were students, labourers and former soldiers. The lives they hoped to build in this land and their contributions to our society will go forever unknown.

“The Province of British Columbia formally apologized for its role in discriminating against the Komagata Maru passengers in 2008.

“Last year, the government funded the South Asian Canadian Legacy Project to raise awareness about the

contributions of South Asian Canadians to our province’s culture, history and economy. Meanwhile, consultations are ongoing for the creation of a museum to share and preserve the stories, artifacts and documents of South Asian Canadians.

“Our government introduced an Anti-Racism Data Act last year, the first of its kind in Canada. It is yet another important step toward dismantling systemic racism as we build a more equitable, inclusive and welcoming province for everyone.”

PIerre Poilievre, Leader of the Conservative Party and the Official Opposition, said in a statement:

“In the Spring of 1914, 376 brave Punjabis left their homes and boarded the ship Komagata Maru. Together, they embarked on a long journey to Canada to bring their skills and talents to our country and build a better life for themselves and their families. “Shamefully, governments of the day had erected racist laws and regulations specifically designed to exclude South Asians from immigrating to Canada. Consequently, these ambitious individuals who sought freedom and opportunity on our shores were unjustly denied entry. The passengers of the Komagata Maru were instead forced to wait aboard their ship for two months before the government demanded that they turn around. Upon their return to India, political turmoil tragically led to the death and imprisonment of many of these passengers.

“On the anniversary of the arrival of the Komagata Maru in our waters, Canadians reflect with sorrow on the disgraceful bigotry that motivated the decision to turn it away. Today, that decision and its consequences

remain a dark moment in our history. However, we cannot claim to faithfully uphold our core principles of compassion and freedom if we do not acknowledge where we have failed to live up to these values in the past.

“Today, we take pride in the fact that Canada is now home to more than two million South Asians, and we honour the contributions that Punjabis have made to our country in the years since their countrymen faced such discrimination. As we reflect with profound regret on the Komagata Maru incident, let us recommit to making our country a place where people worldwide can come and find the hope and opportunity that has made our country so great.”

FeDerAl NDP Leader Jagmeet Singh issued the following statement:

“On May 23, 1914, the steamship Komagata Maru, carrying 376 passengers, mostly Sikh immigrants, arrived in Vancouver’s Burrard Inlet, seeking a better life in Canada. However, they were denied entry due to racist immigration policies and subjected to imprisonment, persecution and discrimination. The ship was sent back to India: only 20 passengers were allowed to disembark, and 19 passengers were killed.

“The Komagata Maru incident serves as a stark reminder of the systemic racism and xenophobia that was alive and well in societies throughout the world. It is a painful memory that highlights the immense suffering and injustice inflicted upon those simply seeking an opportunity and a safe place to call home.

“As we remember this dark chapter in Canadian history, let’s today be a reminder of all of the lingering racism, discrimination and prejudice that still exists for newcomers to Canada and celebrate the vast diversity all immigrants bring to this country.”

High time to end drama by Surrey Mayor and RCMP

WEDNESDAY’S open letter by Surrey Police Service to Surrey City Council and Surreyites should be taken extremely seriously by the Province that has the authority to end the unseemly drama that Surrey Mayor Brenda Locke and her RCMP buddies have inflicted not only on Surrey-ites but on all British Columbians.

The RCMP — and the whole world — know the Mounties don’t have adequate staff in the Province and that British Columbians’ security is in a precarious state. The ongoing delay in municipal transitioning in Surrey — the only large city in Canada not to have its own municipal police force – is aggravating the situation.

The RCMP are petrified that losing Surrey will have a domino effect across B.C. However, the fact is that the Province’s long-term strategy is to have regional police forces and the RCMP will ultimately be phased out. It’s just that the RCMP officers in high positions want to hold on to their posts and don’t give a damn about the other

Mounties who they are using for their own power and petty ego games.

And then there are former Mounties like Surrey Councillor Rob Stut whose kids are in the Surrey RCMP and who very conveniently and selfishly want to maintain the status quo while the rest of the world could go to hell.

Surrey-ites can’t still believe the unethical way in which Stut and Locke kept mum about Stut’s kids serving in the Surrey RCMP even as he voted in Surrey City Council to keep the RCMP in Surrey! Surely, he wasn’t ashamed of his kids serving in the RCMP!

We are still waiting for Surrey Ethic Commissioner Peter Johnson’s decision on a complaint filed by the Surrey Police Union in this connection.

As the SPS noted in its open letter: “SPS already has 46% of the police officers currently required to police Surrey. Deployed SPS officers currently comprise over 25% of the Surrey RCMP’s total detachment strength, and 50% of its frontline officers.”

WORKSAFEBC recently issued a penalty to Jas Mann Roofing and Waterproofing for a high-risk and repeated violation at a Vancouver construction site.

This company has been fined over $40,000 in the past four years.

Firm: Jas Mann Roofing and Waterproofing Inc.

Worksite: Vancouver

Current amount: $14,961.48

Date imposed: March 28

This firm was roofing a new three-storey residential complex. WorkSafeBC inspected the site and observed four workers, one of whom was a supervisor, near the edge of a flat section of roof. The workers were wearing fall protection harnesses but were not connected to lifelines. No other form of fall protection was in place, exposing the workers to a fall risk of 10.7 m (35 ft.).

The firm failed to ensure fall protection was used, a high-risk violation. The firm also failed to provide its workers with the information, instruction, training, and supervision necessary to ensure their health and safety. These were both repeated violations.

The primary purpose of an administrative penalty is to motivate the employer receiving the penalty — and other employers — to comply with occupational health and safety legislation and regulation, and to keep their workplaces safe.

WorkSafeBC notes that the construction industry in B.C. has an injury rate of 3.37 which is higher than the provincial average 2.24 (injury rate out of 100 workers). In 2021, there were over 7,000 time-loss injuries in the construction sector in B.C. and 1,592 of these were serious injuries.

The non-use of fall protection is an ongoing issue in the sector and resulted in 5,893 injuries in the past five-years, including 28 fatalities. Additionally, 164 administrative penalties totaling $1,027,997.55 were issued in 2022 to employers for lack of fall protection.

Also, construction workers are most at risk of a fall from elevation if scaffolds or guardrails are not properly installed or if workers do not use fall protection equipment.

WorkSafeBC says this is why WorkSafeBC has a Construction Planned Inspectional Initiative that is designed to reduce injuries in the sector. This initiative includes education, consultation and enforcement.

Also, as SPS Chief Constable Norm Lipinski pointed out in March, SPS has 332 police officers, with 50% identifying as a visible minority, including 22% who identify as South Asian. In total, SPS officers speak 38 different languages, with 52 Punjabi-speaking officers and 31 who speak Hindi.

That is just the kind of force one needs in a city like Surrey where 67.1 per cent of the population identified as a person of colour in 2021.

Yes, indeed, it is high time that Public Safety Minister and Solicitor General Mike Farnworth told Locke and her RCMP cronies to STOP sabotaging the municipal police transitioning – and took appropriate action to end this drama.

It’s nice to have the iconic RCMP Musical Ride taking place in Surrey next month –and after that the RCMP in Surrey can ride out of the city for good!

Man wanted on Canada-wide warrant arrested by Surrey RCMP

SURREY RCMP’s Gang Enforcement Team has arrested a man wanted on a Canadawide warrant, following proactive enforcement efforts as part of the Inadmissible Patrons Program (IPP).

On May 15, the Surrey Gang Enforcement Team (SGET) was conducting IPP checks at a restaurant in the South Surrey area. During their checks, officers observed a person sitting with people known to them quickly exit out a side door of the restaurant. Two people at the table were ejected as they met the IPP criteria.

The IPP is designed to help prevent violent criminal activity in and around licensed establishments and to deter gang members from conducting their criminal activities in Surrey. An Inadmissible Patron is a person whose lifestyle, associations and/or activities pose a risk to public safety, either

directly or from third party associations.

Through investigation, police identified the man who left the restaurant as Marcos Bradley Cardoso, 31, who was wanted on a Canada-wide warrant for being unlawfully at large. Cardoso was released on parole on November 30, 2022, and failed to attend his assigned halfway house.

Cardoso is serving a sentence for convictions that include break-andenter, robbery using a firearm, forcible confinement, using a firearm in the commission of an offence, disguise with intent, and discharging a firearm. The convictions stem from a 2016 incident that occurred in Maple Ridge.

On May 17, SGET with the assistance of the Lower Mainland Emergency Response Team (ERT), arrested Cardoso at a residence in the west Cloverdale area of Surrey.

Kidney Paired Donation program hits 1,000 transplant milestone

ONE thousand patients in Canada have received kidney transplants thanks to the kidney exchange program led by Canadian Blood Services, in collaboration with Vancouver Coastal Health, Providence Health, and living donation and transplant programs across Canada.

These transplants, facilitated through the Kidney Paired Donation (KPD) program, represent 1,000 people whose lives have been saved or forever changed by the gift of organ donation. The KPD program connects living donor programs across the country, enabling them to achieve together what no jurisdiction can do exclusively on its own.

“This achievement is a testament to the collaborative efforts of living donation and transplant programs, health-care professionals, and most importantly the generosity of living donors who made the selfless decision to donate their kidney for a loved one or a stranger,” says Dr. Graham Sher, Canadian Blood Services’ Chief Executive Officer.

Launched in 2009 by Canadian Blood Services, the national KPD program matches suitable living donors to recipients across Canada. The program offers living kidney donors the possibility of helping someone they know, or even someone they don’t, receive a kidney transplant, even if they are not a match to the person they are trying to help.

Using a sophisticated matching algorithm, the program identifies compatible transplant opportunities created through chains of paired

donations from otherwise incompatible pairs. These chains are also made possible thanks to non-directed anonymous donors (willing living donors without a specific intended recipient).

“Our surgical teams work hard to save lives, but there is no replacement for a living kidney donation,” says Dr. Olwyn Johnston, Medical Director Kidney and Pancreas Transplant Program, Vancouver General Hospital. “We are so grateful for the hundreds of people in BC who have opted to give this remarkable gift—our transplant teams depend on them to save the lives of our patients.”

“The program has enabled 1,000 heroes to gift the live-saving gift of a kidney transplant,” says Dr. John Gill, transplant nephrologist at St. Paul’s Hospital who helped advance the KPD. “That is truly something worth celebrating.”

Dr. Jagbir Gill, physician lead for renal transplant at St. Paul’s Hospital, adds, “Between Vancouver General Hospital and St. Paul’s Hospital, we have performed 279 transplants as part of the KPD program. “Some of these patients had been on the transplant list for over three years, waiting for a match. This program is live-saving resource for patients.”

The success of the KPD program is due to the selflessness of hundreds of individuals who stepped forward to be living organ donors. In addition to the altruistic anonymous donors who make these kidney exchanges possible, reaching this milestone is a direct result of the collaborative efforts of living donation and transplant programs

across Canada.

Husband and wife, Devan and Mandeep Grewal, are one such pair. When Devan needed a kidney transplant, Mandeep donated hers to an anonymous recipient, completing a chain that brought Devan his when he underwent surgery at Vancouver General Hospital.

“The support of the kidney paired donation program, along with the selfless acts of donors, has granted me a second chance at life—a life where I can continue to pursue my passions for sports and travel,” says Devan Grewal, “This program changed my life and I am so thankful.”

“I am forever grateful to the kidney paired donation program and the anonymous recipient of my kidney,” adds Mandeep Grewal. “Without this incredible program, the vital link in this chain of giving may not have led to my husband receiving the precious gift of life.”

South Asian male charged with murder in death of South Asian woman in Brampton

ONTARIO’S Peel Regional Police’s Homicide and Missing Persons Bureau on Saturday identified the victim and the alleged suspect of a recent homicide in the City of Brampton.

On Friday, May 19 at approximately 6 p.m., Peel Regional Police received a 9-1-1 call for medical assistance at Sparrow Park, located near Cherrytree Drive and Sparrow Court in the City of Brampton.

Peel Police, Brampton Fire and Peel Paramedics attended the scene and found an adult female with obvious signs of trauma. Life-saving efforts were attempted; however, she succumbed to her injuries at the scene.

The victim has now been identified as 43-year-old Davinder Kaur from Brampton.

Police located and arrested the suspect,

44-year-old Nav Nishan Singh from Brampton, a short distance from the scene. He has been charged with first-degree murder and appeared before the Ontario Court of Justice in Brampton on Saturday morning.

Police said this remains an ongoing investigation.

Media reports said that Nav Nishan Singh was Kaur’s estranged husband.

Her brother in the U.S. told CBC that the two had been married for more than 20 years and had four children together. Three live in Brampton, one lives in India. The husband left six months ago and she was considering divorcing him.

He said that his sister told him that her husband wanted to meet her to talk about living together again.

Three charged with drug offences in investigation led by CFSEU-BC

CHARGES have now been laid against two men and one woman after a drug trafficking investigation led by officers from the Combined Forces Special Enforcement Unit – British Columbia (CFSEU-BC).

In May 2020, information was received that resulted in the CFSEU-BC to begin an investigation into alleged drug trafficking involving several people in the Lower Mainland.

The investigation progressed and in November 2020, CFSEU-BC investigators executed search warrants at four residences: two in Burnaby, one in Vancouver, and one in Abbotsford.

Items seized from the residences included:

• Approximately 4 kg of fentanyl

• Various smaller amounts of drugs including heroin, fentanyl mixed with other drugs including heroin, carfentanyl, ketamine, methamphetamine, and MDMA.

• Approximately $24,000 in cash

On May 16, the Public Prosecution Service of Canada (PPSC) charged three individuals with drug-related offences.

* Karina Marie Graham, a 32-year-old female from Vancouver, has been charged with:

– 3 counts of trafficking a controlled substance

– 1 count of possession for the purpose of trafficking

* Leo Minh Trung Thach, a 27-year-old male from Vancouver, has been charged with:

– 4 counts of possession for the purpose of trafficking

Aaron Trung Thanh Nguyen, a 40-year-old male from Vancouver, has been charged with:

– 1 count of trafficking a controlled substance

– 1 count of possession for the purpose of trafficking

The three individuals were arrested and released on court-imposed conditions awaiting the judicial process.

RCMP seek additional witnesses and video of suspect and suspect vehicle in Coquitlam shooting

COQUITLAM RCMP are appealing for additional witnesses and video of the suspect and suspect vehicle in a brazen evening shooting that left one man in critical condition on Wednesday, May 17.

A 37-year-old man was shot while sitting at an outside table in a heavily populated shopping plaza located at David Avenue and Coast Meridian Road in Coquitlam.

“This was a targeted incident in a highly populated area,” said Sgt. Karrie Ellis of the Coquitlam RCMP General Investigation Section. “We are thankful that no one else was injured during this brazen early-evening shooting.”

Investigators have been diligently gathering evidence, including video surveillance from the area, police said.

The suspect is believed to have fled in a stolen grey 2022 Honda Civic Touring which was later found engulfed in flames near Cape Horn Avenue and United Boulevard in Coquitlam.

A 29-year-old man is in police custody following a high-risk incident in Chilliwack in which shots were allegedly fired at police.

At approximately 2:15 p.m. on Monday, Chilliwack RCMP were called to a residence in the 46000-block of Knight Road in Chilliwack in response to a distraught man who was reported to have access to multiple firearms.

Chilliwack RCMP said they could confirm that the structure involved sustained significant fire damage during this incident. Police continue their investigation and no further information is available at this time.

Police seek information after motorcyclist flees collision scene in Burnaby

BURNABY RCMP’s Traffic Services is investigating a hit-and-run involving a motorcyclist that occurred in the 5700-block of Hastings Street near Holdom Avenue.

On Wednesday, May 24 at around 4:30 p.m., a Burnaby RCMP Traffic Services officer attempted to conduct a traffic stop on a motorcycle after observing a Motor Vehicle Act infraction in the 5300-block of Hastings Street when the motorcycle fled at a high rate of speed.

Moments later, the officer observed what he believed to be a motor vehicle collision involving the motorcycle in the distance and proceeded to the scene. The officer observed the abandoned motorcycle on its

side as the operator had fled the area on foot after rearending another vehicle driving eastbound on Hastings Street. The driver of the other vehicle was uninjured.

“If you witnessed the incident and have not spoken to police, please come forward and speak to our investigators,” said Cpl. Mike Kalanj. “If you were in the area between 4 p.m. and 4:45 p.m. and have dash cam video, we would like to see it.”

Anyone who witnessed the collision or has dash cam video on Hastings Street from Fell Avenue to Springer Avenue between 4 p.m. and 4:45 p.m. on May 24 is asked to contact Burnaby RCMP at 604-646-9999 and quote file number 2023-17422.

Chilliwack RCMP, together with the Lower Mainland Integrated Emergency Response Team, attended the scene where the man was contained within a residence.

At approximately 7:45 p.m., gunshots were allegedly fired toward police, resulting in approximately 16 homes in the area of Knight Road near Queens Street, Melville Street and Downes Avenue being told to shelter in place and stay away from exterior walls. Negotiations and efforts to reach a peaceful resolution continued for the next few hours.

Shortly before 12:30 a.m. on Tuesday, a man was taken into police custody.

“This incident was a very dynamic, highrisk situation for all those involved,” said Sgt. Krista Vrolyk, Media Spokesperson for Chilliwack RCMP. “Victim Services is available to anyone in need of support and we will be working with residents in the area over the next few days to ensure that they are aware of the services available.

“This incident serves as a reminder of the dangers of police work. Discipline, teamwork and a high degree of expertise and training by members of the Lower Mainland Integrated Emergency Response Team and our frontline members allowed this incident to be resolved safely without significant injury.”

Federal NDP: International students misled by dishonest recruiters shouldn’t have to pay the price

FEDERAL NDP critic for Citizenship and Immigration Jenny Kwan, in response to the pending deportation of Punjabi international students, said in a statement on Friday: “Right now, students who came to Canada for their university education are under threat of deportation. I wrote to [Sean Fraser, Minister of Immigration, Refugees and Citizenship] on Thursday, May 25 urgently calling for action to help these students who, unknowingly, received fraudulent travel documentation from bad actors looking to make money from their deceit.”

She added: “I’m glad that the minister is responding and indicating that moving forward his government’s focus will be on identifying the culprits and not penalizing the victims.”

Kwan said: “On behalf of the NDP I want to make it clear that, as the Liberal government goes after the culprits, it is critical that the pending deportations are stayed, and inadmissibility on the basis of misrepresentation waived and an alternate pathway to permanent status, whether it’s humanitarian and compassionate application process, or a broad regularization program is provided to the students.”

Hundreds of students are now being threatened with deportation by Canada Border Services Agency (CBSA) after submitting applications for permanent residency and the Conservatives say that these vulnerable students have been failed by an incompetent Liberal government that should have detected the fraudulent letters during the study visa application process.

MP Tom Kmiec, Conservative Critic for Immigration, Refugees and Citizenship, and MP Brad Redekopp, Vice-Chair of the Standing Committee on Citizenship and Immigration, in a letter to Sean Fraser, Minister of Immigration, Refugees and Citizenship, on Friday said: “We are writing to share our deep concerns about reports that international students who studied in Canada were issued fraudulent college acceptance letters by dishonest consultants. IRCC [Immigration, Refugees and Citizenship Canada] failed to identify these fake letters and issued valid Canadian study visas based on fraudulent college acceptance letters. Students came to Canada on these study visas and were frankly scammed by these dishonest agents who told them their colleges of choice were full and directed them to smaller college alternatives. It is estimated that hundreds of students are now being threatened with deportation by CBSA after the students submitted applications for permanent residency. Only then were proper verifications conducted by government officials.”

They added: “These students and their families sacrificed their life savings to seek education and a better life in Canada. Many of these students work, study, and live in Canada.

These students were exploited by malicious consultants and failed by the government that should have detected the fraudulent letters during the study visa application process. Canadians and parliamentarians alike should be deeply concerned about the integrity of our immigration system.”

The MPs noted: “On May 25, 2023, we wrote to the Chair of the Standing Committee on Citizenship and Immigration requesting an emergency meeting pursuant to Standing Order 106(4). We believe it is incumbent on the Committee to investigate this matter and discover how these fraudulent admissions letters were approved by IRCC during the study visa application process and why there were no proper safeguards in place to protect these prospective students. IRCC must explain why it took years to discover these college admissions letters were fraudulent and why an inspection was not conducted during the application process and what measures need to be implemented to bring an end to this practice.”

They added: “We have noted your tweet on the matter this morning, stating that IRCC is investigating the matter of fraudulent acceptance letters. A last minute, lacklustre social media post is not enough. The integrity of our immigration system is at stake. Swift action must be taken to ensure that such a situation does not occur again.”

This extends to our community and political leaders as well, as they serve as important role models and must demonstrate solidarity with racialized individuals.”

Wat noted that Premier David Eby has never formally apologized for his role in coauthoring a disgraced 2015 study on housing, which implied that individuals with nonAnglicized names were driving up housing

costs. This deeply flawed study promoted racist tropes and likely contributed to a rise in anti-Asian hate in British Columbia with Vancouver now named the anti-Asian hate crime capital of North America, she added.

“The irony of Premier David Eby’s lack of apology during Anti-Racism Awareness Week cannot be ignored,” said Wat. “While this week is dedicated to learning about B.C.’s diverse culture, history, and fighting discrimination, racism, and hate, his refusal to fully acknowledge the negative implications of his study sends a troubling message to racialized communities and undermines the fight against discrimination.”

City of Delta welcomes Rotary Club of Ladner’s contribution to Ladner Village Plaza

tHE City of Delta began construction on a new plaza at the entrance to Ladner Village on March 16. This project involves infrastructure and electrical upgrades to support new landscaping, seating, and lighting, including the construction of a new beacon sign for the village.

With the help of the Rotary Club of Ladner, the project will also see the installation of two new E-bike charging stations and a large timber drifter bench. These additions will encourage visitors to explore Ladner Village in an easy, sustainable manner, while also providing a social space within the Plaza.

Pedestrian struck and killed in Chinatown

VaNCOuVER Police are investigating after a pedestrian was struck and killed on Wednesday afternoon in Vancouver’s Chinatown.

A woman was crossing near Main Street and Georgia Street when she was struck by a vehicle just before 12:30 p.m. Tragically, she was pronounced dead at the scene. The

driver is cooperating with the investigation. VPD’s Collision Investigation Unit is on scene collecting evidence. No further information is available at this time.

NEWCOMERS, including international students and foreign workers, will soon receive enhanced supports to help them thrive in their new communities as they contribute to B.C.’s economy.

“As an immigrant myself, I know how important it is to have access to services and supports upon arrival. Newcomers are incredibly important to our past, present and future,” said Anne Kang, Minister of Municipal Affairs, on Wednesday. “The experience, skills and cultural perspectives they bring enrich the lives of everyone in B.C. When newcomers thrive, our communities become stronger. The steps we’re taking today will help ensure that newcomers receive the services they need to flourish in B.C.”

The Province will increase funding for settlement services from $6 million to $25.6 million annually. These settlement services, delivered under the BC Settlement and Integration Services (BCSIS) program, empower temporary residents and naturalized citizens to successfully integrate into their new communities, find meaningful employment, access education and health care, and contribute to the social fabric of their new community.

“The Affiliation of Multicultural Societies and Service Agencies of BC (AMSSA) welcomes the announcement of increased funding to migrant services,” said Katie Crocker, CEO, AMSSA. “Increased funding for the BCSIS program will enable settlement and integration service providers to better support temporary residents and naturalized citizens in their social and economic integration journey.”

Carla Lopez, a former BCSIS Program beneficiary, said: “I came to B.C. from Colombia in 2022 with my family, with minimal knowledge of the resources and supports available to me. Thanks to the wonderful staff at MOSAIC, I received support to secure housing, find a job, attend English classes and register my child at school. We are now applying for permanent residency. It feels like home more and more

every day now.”

B.C.’s investment will enhance supports and services currently in place, improve workforce readiness for newcomers, expand outreach and build capacity in the settlement system, and support poverty reduction and homelessness prevention. The expanded settlement program will launch in spring 2024 and is expected to serve more than 40,000 clients per year.

Track maintenance to reduce Expo Line service in Surrey from June 3-July 18

Surrey customers should plan for at least 20 minutes of extra travel time

SKYTRAIN service on a portion of the Expo Line in Surrey will be temporarily reduced for six weeks while essential track maintenance takes place to ensure that the system remains reliable, TransLink announced on Wednesday.

From June 3 to July 18, two track switches are being replaced for the first time since they were installed over 30 years ago. Track switches are essential components which allow trains to be rerouted to different tracks.

During this maintenance work, trains will only be able to travel on one side of the tracks between Scott Road and King George stations, which will slow service and reduce the number of trains which can travel through the area.

Surrey customers are encouraged to use Scott Road Station, when possible, as it will have the most frequent SkyTrain service in the area.

* Customers travelling to and from Surrey should plan for at least 20 minutes of extra travel time and prepare for some crowding on trains and platforms during peak periods.

* Not all trains travelling toward Surrey will reach King George Station and some stations will have fewer trains serving customers:

* Some trains will terminate at Scott Road Station. (Station will operate with nearnormal peak service, but some trains stopping are likely to reach maximum capacity.)

* Some trains will terminate at Gateway Station. (Station will operate with 66% of usual peak service.)

* Some trains will terminate at Surrey Central Station. (Station will operate with 50% of usual peak service.)

* Some trains will continue to King George Station as normal. (Station will operate with 33% of usual peak service.)

* Customers should observe station platform screens to ensure the train they are boarding will reach their destination.

* Additional SkyTrain staff will be on site to assist customers at impacted stations. This track maintenance work does not affect Expo Line customers who are not travelling to or from Surrey. The Canada Line and Millennium Line will also be unaffected during this work.

The switches being replaced have helped carry more than five million trains since 1990.

Surrey RCMP will also be on site at the Fairgrounds to welcome the community to its annual Open House: a free event featuring hands-on activities, demonstrations, and family fun.

A new study from the non-profit Angus Reid Institute digs deep into the public opinion archives to measure how Prime Minister Justin Trudeau compares to his predecessors as he approaches the eight-year mark of his time as prime minister.

Trudeau’s 40 per cent approval rate is higher than many of his peers at a similar point in service, but well behind the most popular PM of the last five decades.

In fact, only Prime Minister Jean Chrétien surpasses Trudeau since the 1970s, doing so by a considerable margin. Chrétien maintained a 54 per cent approval in December 2001, eight full years after his election.

Trudeau’s current approval mark is fourpoints higher than former Prime Minister Stephen Harper (36%) and eight points higher than his father Pierre Elliot Trudeau (32%), both of whom had their approval measured in the eighth year of their tenure

by Gallup Canada. (Brian Mulroney had only 12% approval).

For the younger Trudeau, his current

level of approval (40%) has been consistent over the past year. So too is the number who “strongly disapprove” (40%) of his performance.

The largest demographic dividing line continues to be gender. Approval among men comes in at just over one-in-three (36%), with consistency across age groups. Women offer approval at a rate of more than two-in-five (43%), rising to 48 per cent among women over the age of 54.

Trudeau’s base remains solid, though not a monolith – as 81 per cent of past Liberal voters offer him praise – and approval hovers around a majority level (53%) among past NDP voters, whose party has been supporting the Liberals in a supply and confidence agreement since the 2021 election.

Meantime, disapproval among 2021

Conservative voters is near unanimous at 90 per cent.

Police seek public’s help identifying arson suspect

RICHMOND RCMP are seeking the public’s help to identify a suspect after the front door of a residence was lit on fire in the early morning hours of Monday, March 27.

Shortly before 3 a.m. on March 27, Richmond RCMP frontline officers responded to a suspicious fire at a residence in the 4100-block of Bryson Place.

According to the 23-year-old man who was home at the time, an unknown man poured flammable liquid on the front door to the residence, lit it on fire, then fled the scene. The resident was able to extinguish the fire which resulted in relatively minor damage.

Surveillance video captured the incident, and the suspect is described as a middleaged Asian male wearing a dark-coloured surgical face mask, glasses, a baseball cap

with a rectangular logo, and a long sleeved, hooded puffed jacket with an inscription on the upper left chest of the jacket.

The suspect may be associated to a four-door, dark-coloured compact sedan, possibly a Hyundai or Toyota Corolla.

Richmond RCMP’s General Investigation Section continues to investigate, but is asking for the public’s help to identify the suspect.

NDP nominates Indigenous leader Joan Phillip; BC United chooses entrepreneur Jackie Lee

JOINED by Premier David Eby and surrounded by friends, family and supporters from across the region, Joan Phillip has been officially nominated as the BC NDP’s candidate for the VancouverMount Pleasant by-election.

Trudeau welcomes Independent Special Rapporteur’s report and recommendations on foreign interference

PRIME Minister Justin Trudeau said on Tuesday that the Independent Special Rapporteur David Johnston’s first report “independently and impartially reaffirms that the 2019 and 2021 federal elections were free and fair,” adding: “It should give Canadians continued confidence in the strength of our democracy.”

Trudeau said: “This report acknowledges that foreign interference is a serious threat and makes recommendations to detect, deter, and counter it, which we accept. The former Governor General determined that the next step in his work will be to hold public hearings. We fully support this work, including the intention to create a dialogue with Canadians, particularly in diaspora communities often targeted by interference.”

He added: “As recommended, the National Security and Intelligence Committee of Parliamentarians (NSICOP) and the National Security and Intelligence Review Agency (NSIRA) will review the confidential portion of this report so that they can provide their own assessment. Letters have been sent to opposition leaders offering security clearances, so they can receive the relevant intelligence and work

is already underway to improve the flow of intelligence from the public service to the political level.”

Trudeau said: “These additional steps will serve to give Canadians further confidence in this report’s findings, which align with the findings of the Panel in 2019 and 2021, as well as the independent reviews of their work. These processes have all now confirmed that these elections were free and fair.”

This report and its recommendations are the result of document review and analysis, as well as extensive interviews conducted by the Independent Special Rapporteur, including with members of the Security and Intelligence Threats to Elections (SITE) Task Force, current and former ministers, senior officials, various party leaders, intelligence specialists, and Panel members responsible for administering the Critical Election Incident Public Protocol.

Trudeau said: “Since 2015, we have taken significant action to protect the integrity of our elections, including through our Plan to Protect Democracy which established the Critical Election Incident Public Protocol, the SITE Task Force, the Panel of the senior most federal public servants, the Rapid

Response Mechanism, funding to strengthen resiliency and combat disinformation, and more.

“We have also taken more recent measures, such as the establishment of a new National Counter-Foreign Interference Coordinator and the launch of public consultations on a Foreign Influence

Transparency Registry.”

He added: “Work is also underway to implement the recommendations outlined in the Government of Canada’s plan to counter foreign interference in Canada’s democratic institutions. This includes continued engagement with Canadians about the threat of foreign interference; reviewing existing legislation, such as the Canadian Security Intelligence Services (CSIS) Act, the Criminal Code, the Security of Information Act, and the Canada Elections Act; and exploring possible improvements to the SITE Task Force and the Cabinet Directive governing the Critical Election Incident Public Protocol. As an additional measure to protect by-elections from any potential foreign interference, Minister [of Intergovernmental Affairs, Infrastructure and Communities Dominic] LeBlanc recently announced that the SITE Task Force will provide enhanced monitoring and assessing of foreign interference threats during the by-election period.

“By taking these actions and necessary steps, the Government of Canada continues to safeguard our electoral processes and strengthen confidence in Canada’s democratic institutions.”

Burnaby RCMP: Do you recognize this suspect allegedly responsible for a $75,000 fraud?

BURNABY RCMP are asking for the public’s assistance in identifying a suspect responsible for a $75,000 fraud.

In October 2022, Burnaby RCMP received a report from a victim stating that his wallet had been stolen, resulting in his credit and debit cards being used to make numerous fraudulent purchases. The victim’s debit

card was used at a bank machine in the Metrotown area to withdraw a large sum of money. The victim’s credit cards were then used at various businesses to purchase high end electronics. The credit cards were used in the Metrotown area, South Vancouver and Richmond. These fraudulent purchases total more than $75,000, police said. The suspect.

Federal NDP Leader Jagmeet Singh will “keep pushing for an independent, public inquiry” into foreign interference

FEDERAL NDP Leader Jagmeet Singh said on Tuesday that Independent Special Rapporteur David Johnston’s decision not to call for an independent, public inquiry into foreign interference “is incredibly disappointing for Canadians who are rightly concerned about our democracy.”

He added: “We thank Mr. Johnston for his investigation but there are still unanswered questions that could be responsibly addressed by a public inquiry.”

Singh said in a statement: “Mr. Johnston suggests that while the government did not wilfully ignore information about foreign interference, there are massive communications issues between Canada’s security and intelligence agencies and government departments.”

He noted: “New Democrats have been calling

for an independent public inquiry since February when these troubling allegations first emerged.

Clearly, [Prime Minister] Justin Trudeau has refused to be as transparent with Canadians as possible from the beginning.

“Canadians need to know that their voice— and their vote— matters. Anything that erodes their trust in our elections cannot be tolerated.”

He said: “We also know that members of diaspora communities have been targeted and subjected to harassment. This is completely unacceptable. Calling a public inquiry isn’t just about protecting Parliamentarians and their families; everyone who calls Canada home should be able to trust that the government is doing everything in its power to keep them safe from threats and intimidation.”

Singh said: “While public meetings can be useful, the powers of a public inquiry are more rigorous – the power to issue subpoenas, require people to testify under oath and allow for cross-examination of the answers provided. Public inquiries have been done in the past that dealt with sensitive intelligence, the Rouleau inquiry is a recent example. We firmly believe Canadians would benefit from a fulsome, public investigation that maintains the integrity of our intelligence that must be kept confidential.”

He added: “There is so much at stake. Canadians are watching and waiting for this Liberal government to finally take action. New Democrats will keep pushing for an independent, public inquiry that gets people the answers they deserve and fully restores trust in our elections.”

Poilievre slams Independent Special Rapporteur, calls for public inquiry into China’s interference

CONSERVATIVE Leader Pierre Poilievre on Tuesday slammed Independent Special Rapporteur David Johnston, saying: “[Prime Minister] Justin Trudeau’s handpicked ‘special rapporteur’ has done exactly the job that was asked of him. David Johnston is shamefully helping the Prime Minister cover up Beijing’s attacks on our democracy. This is outrageous, but not surprising.”

Poilievre said in a statement: “This report was rigged from the start and has zero credibility.

David Johnston, a ski buddy, cottage neighbour and family friend of Justin Trudeau, was given a fake job by the Prime Minister and tasked with sweeping Trudeau’s coverup under the rug. Even worse, Johnston is a member of the Trudeau Foundation, which received $140,000 in donations from Beijing designed to influence the Prime Minister and his government. It comes as no surprise that there is not a single mention of the Trudeau Foundation in Johnston’s report. It’s hard to imagine a more compromised individual for this fake job.”

The Conservative Leader added: “Canada’s democracy is at stake. Weekly, and sometimes daily reports have come out in the media with information from whistleblowers who

risk potential prosecution because no one in Trudeau’s government is listening. And instead of taking these reports seriously, Trudeau and his handpicked rapporteur are more concerned about these whistleblowers than they are about Beijing’s interference in our democracy.

“The Prime Minister must listen to Parliament and call an independent public inquiry now. This inquiry must be led by someone actually independent, not a Trudeau family friend.

MISSISSAUGA, ON - Mercedes-Benz Canada announced pricing and availability details for the sporty, executive EQE sedan, as well as its performance-oriented sibling, the Mercedes-AMG EQE sedan.

A sporty sedan with a sophisticated aura, the EQE sedan provides drivers all the essential functions of the EQS sedan in a slightly more compact form. Arriving in Canadian dealerships from coast-to-coast in February 2023, the 2023 EQE 350 4MATIC sedan will be available at a starting price of $85,6001, with the EQE 500 4MATIC sedan beginning at $95,0002. Arriving in summer 2023, the high-performance 2023 MercedesAMG EQE 4MATIC+ sedan will start at $121,5003.

Both the 2023 EQE 350 4MATIC sedan and 2023 EQE 500 4MATIC sedan are equipped with an electric drivetrain (eATS) on the front and rear axle. The electric motors are permanently excited synchronous motors (PSM). With the PSM, the rotor of the AC motor is fitted with permanent magnets and therefore does not need to be supplied with power. The advantages of this design include high power density, high efficiency, and high-power constancy. The motor on the rear axle is particularly powerful due to its six-phase design: it has two windings with three phases each.

Compared to the luxury EQS sedan, the EQE sedan features a slightly shorter wheelbase, shorter overhangs, and more recessed flanks, carrying the concept of the business sedan into the future. New Listings Activity in 2023

- New listings in BC have fallen to 25 per cent below pre-pandemic norms.

- Most of the explanation for low listings is due to overall slow market activity, but a multi-decade high interest rate differential between old and new mortgages is playing a role.

- The situation should resolve with time, but the current period further highlights the structural problem of chronically undersupplied housing markets, which results in volatility and susceptibility to demand shocks.

The post-pandemic housing market has been notable for its stubborn refusal to track expectations. One of the most interesting and unexpected recent housing market trends has been the lack of new listings, which have been trending well below average in all areas of the province since the start of the year.

At first blush, the lack of new listings is indeed counterintuitive. With borrowing costs at decade highs and high inflation squeezing household budgets, it seems reasonable to assume that new listings would hold steady, or even rise, as some overburdened households were forced to sell their homes. Instead, new listings have declined substantially

in housing markets across Canada.

In this Market Intelligence, we show that the pattern of new listings we see is, in fact, a usual outcome of current market dynamics and underlying economic fundamentals. Contrary to expectations, we show that a

Early Hormone Therapy Has Benefits

including reduced “brain fog” and reduced risk of Alzheimer’s.

Dr. Pauline Maki is a specialist in menopause and cognition in the department of Psychiatry and Psychology at the University of Illinois at Chicago. She notes, “Women who initiate hormone therapy before their final menstrual period show increased blood flow to the hippocampus and better verbal memory compared to nonusers.”

The message is that “timing is everything” in decisions around hormone therapy.

That’s not easy to action given menopause may begin up to 10 years before the last menstrual period and can last more than 10 years. For some women, the symptoms are intense. Others never know the menopause has come and gone.

So get informed guidance from your doctor and start the discussion early.

IT was surprising news in the Canadian Medical Association Journal. There’s another about-turn among scientists studying hormone therapy (HT) as a treatment for symptoms of menopause. This time, researchers have produced findings that suggest benefits to healthy women who start HT early in the transition to menopause.

Women have long been perplexed by conflicting advice on hormone replacement, and this new study doesn’t offer universal guidance. The bottom line remains, HT is a complicated business, requiring patients and doctors to weigh many factors in deciding for or against.

Dr. Iliana Lega of the Women’s College Hospital and the University of Toronto has this to say, “Menopausal hormone therapy is the first line treatment of symptoms in the absence of contraindications.” That clarity may be overly simplified, and she adds that patients and doctors need to consider symptoms before and during menopause and to discuss treatments based on personal preferences and potential risk factors.

Those risk factors have been well publicized. Many studies have suggested leaning away from HT due to associated increased risk of breast cancer, stroke, and cardiovascular disease. But new findings offer important insights for younger women.

Previous studies have shown an increased risk of breast cancer in women taking HT. However, this new study reports the risk is much lower in people aged 50-59 years and in those who start HRT in the first 10 years of menopause.

Increased risk of ischemic stroke (blood clot) has been a concern for women older than 60 years who start HT 10 years after the start of menopause. But new findings suggest the risk is reduced for those younger than sixty.

Furthermore, data from the Women’s Health Initiative trial show a possible reduction in coronary artery disease with HT among younger menopausal patients, specifically those who start HT before 60 years of age or within 10 years of the start of menopause.

Be sure to discuss the issues with your surgeon if you are scheduled for a hysterectomy. Leaving ovaries in place can preserve natural estrogen function for a time. But removal of ovaries and use of HT eliminates any future risk of ovarian cancer. Of course, most saved ovaries do not develop a malignancy. So, sparing one or both ovaries in younger patients should be a matter for discussion.

There are other benefits of hormone therapy in the treatment of menopausal symptoms. Reducing the severity of hot flashes is the main one. Another is reduced fragility, with one large study involving over 25,000 women aged 50-79 showing that HT reduced the risk of any fracture by 28 percent, a major osteoporotic fracture by 40 percent, and a hip fracture by 34 percent. HT can also offer relief from mood swings,

vaginal dryness, and joint pain. The cognitive effects of HT are debated. Past research questioned the impact on risk for dementia. Other research found benefits
